58.<br />
(1) Record of stationery articles shall be maintained in the Stationery Stock Register in Form 26.<br />
(2) The stationary articles shall ordinarily be purchased annually or half-yearly after assessment of<br />
requirement based on actual consumption of previous year <strong>and</strong> the estimated quantity required for a<br />
particular year.<br />
(3) The purchase shall be made on indents showing stock in h<strong>and</strong> <strong>and</strong> duly sanctioned by the Artha<br />
Sthayee <strong>Samiti</strong>.<br />
(4) In the Register referred to in sub-rule (1), the entries relating to the receipt of articles on each<br />
occasion shall be recorded in black ink <strong>and</strong> those relating to issue in red ink.<br />
(5) The issues shall be acknowledged in the Register under the initials of the receiving official on<br />
requisition to be accepted <strong>and</strong> signed by the officer-in-charge.<br />
(6) The Register shall show the names of articles <strong>and</strong> quantities received or issued.<br />
(7) The number <strong>and</strong> date of payment voucher alongwith the bill number <strong>and</strong> date of the supplier<br />
shall be recorded in the Register.<br />
(8) When new supplies are received, the stock issued up-to-date shall be added, the balance drawn<br />
<strong>and</strong> the quantities of the new supplies added to the balance so as to determine the total quantity<br />
available for issue under each item.<br />
(9) Stock shall be physically verified half-yearly by the Secretary of the <strong>Zilla</strong> <strong>Parishad</strong> or the<br />
<strong>Panchayat</strong> <strong>Samiti</strong> or any other officer authorised by him in this behalf <strong>and</strong> a certificate to that effect<br />
shall be recorded in the Register.<br />
(10) The balance at the end of the year shall be verified with actual stock by the officer authorised<br />
for the purpose.<br />

59.<br />
Subject to the supervision <strong>and</strong> control of the <strong>Zilla</strong> <strong>Parishad</strong> the Executive Engineer of the <strong>Zilla</strong> <strong>Parishad</strong><br />
shall be in-charge of all roads, buildings <strong>and</strong> other public works, within the jurisdiction of the <strong>Zilla</strong><br />
<strong>Parishad</strong>. In case of appointment or deputation of more than one Executive Engineer, the work shall be<br />
divided among all the Executive Engineers of the <strong>Zilla</strong> <strong>Parishad</strong>.
