Expenditure sanction means the concurrence of the competent authority to the expenditure based on the<br />

technically vetted estimate or a rough cost estimate. When the expenditure is within the budgetary provisions<br />

of the relevant head, the Sthayee <strong>Samiti</strong> concerned is competent to sanction; otherwise, the proposal shall be<br />

referred to the Artha Sthayee <strong>Samiti</strong> for sanction of fund, if necessary, by reappropriation. When the<br />

expenditure is required to be met out of any separate fund placed by the Government or any other authority,<br />

prior sanction of the authority from whom the fund has been received, shall be necessary for application of<br />

the fund.<br />

77.<br />

For every work proposed to be carried out, except petty repairs, a detailed estimate shall be prepared for<br />

sanction by the competent authority. This sanction shall be known, as the technical sanction to the estimate.<br />

The financial limit for technical sanction of the scheme <strong>and</strong> estimate of work shall be such as may be notified<br />

by the State Government from time to time.<br />

78.<br />

No work shall be commenced <strong>and</strong> no liability shall be incurred in connection with the work until<br />

administrative approval has been obtained, <strong>and</strong> detailed design <strong>and</strong> estimates have been sanctioned,<br />

expenditure sanction has been accorded <strong>and</strong> allotments of funds made <strong>and</strong> orders for the commencement<br />

have been issued in writing by the Executive Officer or any other officer authorised by him in this behalf.<br />

Mere provision in the budget estimate shall convey no sanction for the commencement of the work. The<br />

execution may be proceeded with when the provision made in the budget of the year, is actually available.<br />

79.<br />

(1) Unless it is provided that a scheme or programme requires prior approval of the<br />

State Government, such approval may be accorded in the meeting of the <strong>Zilla</strong> <strong>Parishad</strong><br />

or the <strong>Panchayat</strong> <strong>Samiti</strong> or, if within the competence of a Sthayee <strong>Samiti</strong>, by such<br />

Sthayee <strong>Samiti</strong> as the case may be. The certificate as to the soundness of the proposal<br />

<strong>and</strong> the correctness of the preliminary estimate <strong>and</strong> the technical sanction to the detailed<br />

estimate shall be given by such officer as may be authorised in these rules or an order,<br />

general or special, of the State Government issued in this behalf.<br />

(2) In case of projects for construction or reconstruction of bridges over a river or for<br />

works which may affect or alter the course of any river which is navigable at any time of<br />

the year, or in either bank of which there is any public embankment, <strong>and</strong> in case of<br />

projects for road embankment that is likely to affect the drainage or irrigation system of<br />

any major tract of the region, the approval of the State Government in the Department of<br />

Irrigation <strong>and</strong> Waterways Department shall be obtained before any specific action is<br />

taken for implementation of the project.
