Recommendation 4 – Actions to improve high-speed rail operations for passengers<br />

The Commission should:<br />

1. Provi<strong>de</strong> support to the rail sector to actively <strong>de</strong>velop single e-ticketing solutions, including<br />

for high-speed rail operations.<br />

2. Monitor Member States to ensure that they take all possible measures to implement EU<br />

rules for calculating track access charges fully and correctly, in particular in respect of the<br />

obligation to coordinate mark-ups to facilitate cross-bor<strong>de</strong>r high-speed rail operations.<br />

3. In its supervisory role, hold Member States to their obligations to guarantee that market<br />

access conditions for high-speed rail are supervised by in<strong>de</strong>pen<strong>de</strong>nt bodies and that<br />

infrastructure managers coordinate to ensure the optimum effective use of such routes.<br />

4. Improve the information for citizens (i) with regard to p<strong>un</strong>ctuality data by <strong>de</strong>veloping<br />

specific indicators for high-speed rail and (ii) on the basis of data already available in<br />

Commission databases (ERADIS), with regard to information on customer service<br />

satisfaction, by <strong>de</strong>veloping a standard reporting framework and methodology. The data and<br />

results are to be disseminated in its two-yearly Rail Market Monitoring Report.<br />

5. Strengthen intermodal competition by setting out principles requiring the external costs<br />

of all transport mo<strong>de</strong>s to be a<strong>de</strong>quately consi<strong>de</strong>red, and advocating their implementation.<br />

Target implementation date: by the end of 2019.<br />
