Lack <strong>of</strong> affordable transport, is a burden to education, employment, medical services, cultural<br />

activities <strong>and</strong> leisure social exclusion. <strong>Transport</strong> affordability also include the paying <strong>of</strong> parking<br />

costs, tickets fines, toll gates cost. 47 According to a report from Ward's Auto released, the global<br />

number <strong>of</strong> cars exceeded 1.015 billion in 2010, jumping from 980 million the year before. Not<br />

surprisingly, China led the way in vehicle growth, with the number <strong>of</strong> cars on Chinese roads<br />

increasing by 27.5 per cent, amounting to half the entire global growth. 48<br />

That gives China the world's second largest car population, with 78 million vehicles. But the<br />

United States still constitutes by far the largest vehicle population in the world, with 239.8<br />

million cars, the Ward's study reported.<br />

While the world is filling up with cars, places like Angola (Africa) vehicle ownership per 1000<br />

people is only 40. Africa has the highest transport costs in the world. <strong>Transport</strong> services are<br />

unaffordable to many African citizens as transport costs are high compared to the average<br />

incomes <strong>of</strong> the citizens. Travel costs in African cities have a share <strong>of</strong> 21.7 per cent <strong>of</strong> GDP.<br />

Freight costs in Africa are significantly higher than the average cost in Asia. The already high<br />

transport costs have been exacerbated in the last few years by the energy crisis associated with<br />

high <strong>and</strong> volatile oil prices. Factors, including limited skills <strong>of</strong> managerial <strong>and</strong> operational staff as<br />

well as poor transport facilitation, play significant roles in the high transport costs in Africa.<br />
