They should also support security provision in other vulnerable areas such as major transport<br />

interchanges. Promote, also through funding, the development <strong>of</strong> more effective <strong>and</strong> privacy<br />

friendly technologies (scanners, detectors <strong>of</strong> new explosives, smart chips, etc.) as well as more<br />

privacy friendly solutions in existing technologies. Integrate potential effects <strong>of</strong> terrorist <strong>and</strong><br />

criminal attacks in the preparation <strong>of</strong> mobility continuity plans Pursue international cooperation<br />

in the fight against terrorism <strong>and</strong> other criminal activities like piracy. Increase the level <strong>of</strong><br />

security along the supply chain without impeding the free flow <strong>of</strong> trade. ‘End-to-end’ security<br />

certificates should be considered taking into account existing schemes. Joint Security Assessment<br />

covering all modes <strong>of</strong> transport.<br />

4.1.2 A vision for sustainable transport system<br />

Focus on accessibility<br />

In a society in which transportation is sustainable, people have at least as much access to goods,<br />

services, <strong>and</strong> social opportunities as they have today, particularly people who are economically<br />

disadvantaged or who face unusual physical challenges. But the ways in which this access is<br />

achieved may be quite different. The introduction <strong>of</strong> a correct pricing system will help in better<br />

factoring transport costs into location decisions; even so, however, there is a risk that transport<br />

costs are not properly taken into account by planners <strong>and</strong> that the availability <strong>of</strong> cheap transport<br />

solutions is taken for granted<br />

Non-motorized transportation<br />

Much more <strong>of</strong> the access depends on widespread use <strong>of</strong> no motorized means <strong>of</strong> transport for<br />

persons, particularly in urban areas. This is possible because living <strong>and</strong> working arrangements<br />

have become much more compact. Walking, bicycling, rollerblading, <strong>and</strong> other non-motorized<br />

modes have become much more acceptable <strong>and</strong> agreeable.<br />

Motorized transportation by current means: Some access depends on motorized transportation<br />

systems that are similar to those <strong>of</strong> the early 2000’s but use very much less energy <strong>and</strong> pollute<br />

much less. There is more public transport, because it is encouraged by the layout <strong>and</strong> design <strong>of</strong><br />

urban regions <strong>and</strong> because owning <strong>and</strong> using a car costs much more.<br />
