based approach to the security <strong>of</strong> cargo originating outside the EU should be considered.<br />

7. The quality, accessibility <strong>and</strong> reliability <strong>of</strong> transport services are important. Attractive<br />

frequencies, comfort, easy access, reliability <strong>of</strong> services, <strong>and</strong> intermodal integration are<br />

the main characteristics <strong>of</strong> service quality. The availability <strong>of</strong> information over travelling<br />

time <strong>and</strong> routing alternatives is equally relevant to ensure seamless door-to-door mobility,<br />

both for passengers <strong>and</strong> for freight.<br />

8. Core network <strong>of</strong> corridors needs to be developed to carry large <strong>and</strong> consolidated volumes<br />

<strong>of</strong> freight <strong>and</strong> passengers traffic with high efficiency <strong>and</strong> low emissions. Thanks to the<br />

extensive use <strong>of</strong> more efficient modes in multimodal combinations <strong>and</strong> the wide<br />

application <strong>of</strong> advanced technologies <strong>and</strong> supply infrastructure for clean fuels.<br />

4.2 Legislation for sustainable transportation<br />

4.2.1 Legislation for emission reduction<br />

Regulation (EC) No 443/2009 <strong>of</strong> the European parliament <strong>and</strong> <strong>of</strong> the council <strong>of</strong> 23 April 2009<br />

setting emission performance st<strong>and</strong>ards for new passenger cars as part <strong>of</strong> the Community’s<br />

integrated approach to reduce CO2 emissions from light-duty vehicles. 63<br />

− The objective <strong>of</strong> this Regulation is to set emission performance st<strong>and</strong>ards for new passenger<br />

cars registered in the Community, which forms part <strong>of</strong> the Community’s integrated approach<br />

to reducing CO2 emissions from light duty vehicles while ensuring the proper functioning <strong>of</strong><br />

the internal market.<br />

− The United Nations Framework Convention on Climate Change, which was approved on<br />

behalf <strong>of</strong> the European Community by Council Decision 94/69/EC <strong>of</strong> 15 December 1993,<br />
