for private <strong>and</strong> commercial drivers, improving police checks <strong>and</strong> promoting education <strong>and</strong> road<br />

user awareness campaigns.<br />

The failure <strong>of</strong> drivers to comply with basic road safety legislation is the main cause <strong>of</strong> serious<br />

accidents. The Commission will give priority to education <strong>and</strong> awareness campaigns aimed at<br />

encouraging the use <strong>of</strong> crash helmets <strong>and</strong> seat belts <strong>and</strong> discouraging speeding <strong>and</strong> alcohol<br />

consumption. At the same time, the Commission will take action to amend the Directive on<br />

driving licences in order to set minimum requirements as regards driving ability.<br />

Main measures: to encourage the general use <strong>of</strong> crash helmets by cyclists <strong>and</strong> by all two-wheel<br />

motor vehicle users, continue specific work on young drivers, harmonise the penalties for<br />

international hauliers, establish the appropriate classification <strong>and</strong> labelling <strong>of</strong> medicines which<br />

affect driving ability, <strong>and</strong> develop best practice guidelines as regards police checks, etc.<br />

4.2.3 Act: Directive 2011/92/EU <strong>of</strong> the European Parliament <strong>and</strong> <strong>of</strong> the Council<br />

(Environmental Impact Assessment)<br />

The new EIA (Environmental Impact Assessment) Directive requires an assessment to be carried<br />

out by the competent national authority for certain projects which have a physical effect on the<br />

environment. The assessment must identify the direct <strong>and</strong> indirect effects <strong>of</strong> a project on the<br />

following factors: man, fauna, flora, soil, water, air, climate, l<strong>and</strong>scape, material assets <strong>and</strong><br />

cultural heritage, <strong>and</strong> the interaction between these various elements. The assessment is<br />

obligatory for projects such as large transport infrastructure, <strong>and</strong> other projects may be subject to<br />

a case-by-case basis or according to thresholds, certain criteria, location <strong>and</strong> potential impact.<br />

The Directive is amending Directive 1999/62/EC <strong>and</strong> aims at reducing pollution from road<br />

freight transport as well as improving the traffic flow by introducing levying tolls that factor in<br />

the cost <strong>of</strong> air <strong>and</strong> noise pollution due to traffic. 64 The level <strong>of</strong> tolls will be dependent upon the<br />

emissions <strong>of</strong> the vehicle, the distance travelled, as well as the location <strong>and</strong> time <strong>of</strong> the road use.<br />
