Editorial A Bridge Too Far? It is high time that our throWAWAy society becomes much more awareof the importance of maintenance. The collapse of the Morandi bridge in Genoa was without a doubt, the most dramatic news of last summer. 200 meters of the 1182-meter-long viaduct collapsed, unfortunately resulting in dozens of deaths. Such disasters immediately raise the question of who is to blame. Was it the architect, who made a mistake in the design? The construction company that cut off corners during construction? The operator of the highway, who has failed to maintain the bridge properly? The government that did not provide sufficient financial resources? Or was it someone, or something else? One thing however, is clear: the Morandi bridge is not an isolated case... Widespread Problem In recent years there have been regular problems with Italian bridges: in July 2014 a span of the Petrulla viaduct collapsed, in October 2016 a viaduct in Annone collapsed, in April 2017 a span in Cuneo collapsed. According to experts, ten thousand bridges in Italy have exceeded their design life span. They call for a 16 billion Euro Marshall plan to renew Italy’s bridge infrastructure because the cost for repair exceeds the combined cost of demolition and new construction. However, it is not only in Italy that we should be concerned about the state of bridges. In France, a recent report revealed that one third of the 12,000 bridges are in need of repair. 800 bridges are in such poor condition that they could eventually collapse and a restriction for trucks is being considered. When an inspection reveals the first signs of degradation, a bridge is on average only repaired 22 years later. The French Ministry of Transport is now substantially increasing the budget for the coming years. The Dutch minister for infrastructure recently acknowledged that the Netherlands faces 'a fairly large challenge’: 80 old bridges and tunnels need to be refurbished. Inspection and Priority Lists Belgium’s Wallonia region manages about 5,000 bridges and viaducts, which are subject to a 3-yearly visual inspection. Currently there are about 50 bridges with very significant degradation. The Flemish Region in Belgium manages 2,618 bridges. 28 of them are under enhanced surveillance. All infrastructure managers acknowledge the importance of risk-based inspections. The question is to what extent the inspection based priority lists are sufficiently reliable. The Morandi viaduct was frequently followed up with 'all modern techniques'. The collapse of the bridge may indicate that the monitoring and inspection systems are not sufficient to detect all possible problems or that there may be failure mechanisms that are not yet being followed up. But one thing is sure: inspection is not enough. I think it is high time that our throwaway society becomes much more aware of the importance of maintenance. Decision takers should understand that postponing maintenance work does not make it cheaper. Our governments should be obliged to make long-term planning for maintenance and the replacement for public infrastructure. Savings on allocated budgets for necessary maintenance and repair should be prohibited. There should also be a clear framework of which risks are acceptable and which are not, both financially and in terms of security. In short, a policy framework must be put in place to ensure that public infrastructure is optimally managed so that bridges do not have to collapse before budgets are made available. There is even a name and a standard for such a framework: Asset Management and ISO 55000. Is making asset management mandatory for Europe’s infrastructure a bridge too far? I don't think so!
