Drama challenges Cruiser actors<br />

The members of Groveport Madison High<br />

School’s Cruiser Theatre Company are not afraid to<br />

tackle serious subject matter and this year’s fall play<br />

enables them to showcase their dramatic skills.<br />

The Cruiser Theatre Company will present the<br />

drama, “A Voice in the Dark - A Salem Story,” at<br />

Groveport Madison High School, 4475 S. Hamilton<br />

Road, on Nov. 8, 9, 10 at 7 p.m. Tickets are $5 for<br />

students and senior citizens and $7 general admission.<br />

Cruiser Theatre Company Director Erin Graffis<br />

said the play, set during the era of the Salem Witch<br />

Trials in 1692, will challenge the student actors.<br />

“We’re excited to present this production,” said<br />

Graffis. “Though it is set in 1692, it’s a story that is<br />

relevant now.”<br />

Graffis said the story is told from the perspective<br />

of a teenage girl, “Abigail Hobbs,” who will be played<br />

by senior Kayla Parker. As accusations mount that<br />

women in the community are practicing witchcraft,<br />

Abigail Hobbs is faced with decisions when one of<br />

her friends is accused. She finds information that<br />

will save her friend, but must decide if she will stay<br />

silent and let the witch hunt continue or risk her<br />

own safety and speak out for what is right.<br />

“It’s a tough dilemma for the character and a<br />

challenge for the actor to perform,” said Graffis, who<br />

added that dramas in general are more challenging<br />

for actors than comedies.<br />

“In a comedy, if you make a mistake, it can be<br />

played off for laughs,” said Graffis. “But that cannot<br />

be done in a drama.”<br />

Parker said she has never played a character like<br />

Abigail Hobbs before.<br />

“She’s not a caricature,” said Parker. “There’s<br />

depth there.”<br />

Parker said it’s difficult to portray someone who<br />

is one’s own age, but who lived in another era.<br />

“She may have different ideals and she’s very<br />

innocent,” said Parker.<br />

Parker added the play is not like anything the<br />

Cruiser Theatre Company has done before.<br />

“It has a spooky feel and there is some sadness,”<br />

said Parker. “The audience will go on a journey with<br />

my character and experience her dilemma. At the end<br />

of the performance, the audience will decide for themselves<br />

if they agree or disagree with Abigail’s decision<br />

or maybe not know what they would have done.”<br />

Other lead roles in the production include Fiona<br />

Finneran as Abigail’s friend, “Rebecca Nurse,” and<br />

Derek Smith as “Thomas Putnam,” whose family is<br />

a driving force behind the accusations of witchcraft.<br />

Graffis said the auditorium in the new high<br />

school will also enhance the production values of the<br />

performance.<br />

“We now have LED lighting where we can integrate<br />

a fair amount of color in our lighting,” said<br />

Two fights erupted at Groveport Madison High School on Oct.<br />

29 resulting in the school being placed on lockdown for part of the<br />

day.<br />

According to Groveport Madison Communications &<br />

Community Relations Director Jeff Warner, one fight happened<br />

around 9 a.m. and the other occurred around 11 a.m.<br />

“It’s our understanding there had been a Halloween party over<br />

the weekend in which an issue developed between some of those<br />

attending the party,” said Warner.<br />

Groveport Police Chief Ralph Portier described the disturbances<br />

as “a large fight.”<br />

“A large group of students were involved, but the actual number<br />

of those fighting appears to be six to eight,” said Portier, who<br />

confirmed the fighting stemmed from a Halloween party held<br />

somewhere in Columbus over the past weekend.<br />

“There were less than a dozen students directly involved, but<br />

the incidents happened during class changes, in the building’s<br />

rotunda,” said Warner. “There were several hundred students in<br />

close proximity to the fights. Many students were pushing, shouting<br />

and encouraging the misbehavior.”<br />

When asked how long the fighting lasted, Warner said it was<br />

fairly brief, but he didn’t have an exact length of time it lasted.<br />

Portier said two 15-year-olds will likely be charged with disorderly<br />

conduct/fighting through the Franklin County Juvenile<br />

Court. He said Groveport Madison school administration will deal<br />

with any internal discipline.<br />

Warner said the Family Education Rights and Privacy Act prevents<br />

the district from releasing specific disciplinary consequences<br />

for any given student. However, the high school will pursue the<br />

most serious consequences permitted under board of education<br />

policy.<br />

“There was also a rumor being quickly spread that a gun was<br />

on the school grounds, but searches by the school and police did<br />

not substantiate that rumor,” said Portier.<br />

In a letter to Groveport Madison parents and staff,<br />

Superintendent Garilee Ogden wrote that, after the first incident,<br />

a rumor surfaced there was a gun on the school’s property.<br />

“The building was immediately placed on a Level 2 Lockdown,<br />

where no class changes take place, nor may anyone enter or leave<br />

the building,” wrote Ogden. “As part of the investigation into the<br />

rumor of a weapon,<br />

Madison Christian celebrates its 40th anniversary<br />

The seeds of Madison Christian School<br />

were sown more than 40 years ago when a<br />

group of like minded individuals gathered<br />

to make their vision come to life.<br />

Speaking at Madison Christian School’s<br />

40th anniversary celebration on Oct. 27,<br />

founding school administrator Debbie<br />

Ostrander said 100 charter members met<br />

in the M.R. Training Center on Bixby Road<br />

in 1977 and set these goals: create a<br />

church, a Christian school, and recreation<br />

center.<br />

“All three goals have been accomplished,”<br />

said Ostrander. “Forty years ago<br />

it was a dream, it’s now a reality.”<br />

Madison Christian School located at<br />

3565 Bixby Road in Groveport, began with<br />

15 pre-school students in 1978 and over the<br />

years grew into a pre-school to grade 12<br />

school.<br />

According to the school’s website, the<br />

private Christian school - which is an<br />

outreach of Madison Christian Church -<br />

has a current enrollment of around 539<br />

students and attracts students from 26<br />

zip codes, 14 other school districts, and<br />

four counties.<br />

Madison Township Trustee<br />

Chairman John Kershner said the<br />

school and church have had a positive<br />

impact on the township and surrounding<br />

community, citing their work with the<br />

area food pantry and that church Pastor<br />

Paul Barnes also serves as the Madison<br />

Township Fire Department chaplain.<br />

“The school had an awesome influence<br />

on my kids, who attended there,”<br />

said Kershner. “The school has a flexible<br />

approach to education and provides lots<br />

of individual attention to students. It’s a<br />

wonderful school.”<br />

Graffis. “For instance, in a nighttime forest<br />

scene we can use dark blue lighting or we<br />

can use shades of red in other scenes to signify<br />

danger or death.”<br />

Graffis said other new stage technology<br />

will enable things to enter a scene from<br />

above.<br />

“We’re also experimenting with<br />

‘Surround Sound,’ which will help make<br />

the audience feel more connected to the<br />

show,” said Graffis.<br />

intervened to break up the fights.<br />

Additional support came from the police.<br />

Groveport Police responded to assist the<br />

School Resource Officer. Additional police<br />

units from Obetz, Madison Township, and<br />

the Franklin County Sheriff’s Office also<br />

responded.<br />

Portier said officers remained at or near<br />

the school throughout the day and will continue<br />

to monitor the school. He said the<br />

incident remains an ongoing investigation.<br />

Warner said the students involved in<br />

the fights were all Groveport Madison students<br />

and that, to his knowledge, there<br />

were no serious injuries. He also said there<br />

was no damage to the new high school<br />

building.<br />

When asked what will be done to prevent<br />

future fights, Warner said, “We met<br />

with the staff after school yesterday. We<br />

will have more staff in hallways and common<br />

areas to supervise class changes. We<br />

are also trying to work with students to<br />

help them solve conflicts in a more productive<br />

way.”<br />

In her letter, Ogden stated district officials<br />

take the safety of the students and<br />

staff “very seriously.”<br />

“We will not tolerate behavior that causes<br />

a disruption or has the potential to<br />

cause harm or injury,” wrote Ogden.<br />

“Students directly involved in any such<br />

incident will face severe disciplinary consequences.<br />

In addition, Groveport Police<br />

arrested students who were directly<br />

involved in the fights.”<br />

Ogden said the second half of the day<br />

concluded without incident.<br />

“However, as an added level of precaution,<br />

we will have additional administrative<br />

staff and police support on campus for<br />

the next several days,” wrote Ogden. “We<br />

are aware of several social media posts<br />

that show the two fights. It is important to<br />

keep in mind that of the 1,800 students at<br />

Groveport Madison High School, 98 percent<br />

of them behaved just as they are<br />

expected, and they are just as frustrated<br />

with today’s incidents as the rest of us.”

Dowler keeps Cruisers looking good<br />

She leans over to inspect an orange-yellow stain on<br />

the front of a band uniform, “Toby, Toby had cheese,”<br />

Julie Dowler announced as she opened another travel<br />

pack of cleanser and began scrubbing the stain.<br />

Dowler has been with the Groveport Madison<br />

Marching Cruisers for eight years, six of those as its<br />

Uniform Chair. She and her co-chair, Stacey Shelton,<br />

oversee the sizing, sewing, and ordering of 125<br />

Marching Cruiser band and color guard uniforms.<br />

“I’m only a helper, Julie does everything,” Shelton<br />

said.<br />

An average day for Dowler starts as a sixth grade<br />

school teacher for Columbus City Schools. At about 4<br />

p.m. she picks up her sophomore to get to band practice,<br />

where they sometimes can stay until around 10<br />

p.m. Other days include acting as a fundraising and<br />

volunteer coordinator for Boy Scout Troop 71. All<br />

three of her boys have been in the troop and band.<br />

Dowler is easily recognized as the mother hen for<br />

the Marching Cruisers and Troop 71.<br />

“She strived to make sure each Cub Scout succeeded,”<br />

Scout parent Shane Cartmill wrote in an email to<br />

the <strong>Southeast</strong> <strong>Messenger</strong>. “If your son didn’t have the<br />

activities completed or signed off on, she would follow<br />

up with the scout and the parent. If there was an issue<br />

because of time, money, resources, Julie would figure<br />

out a way to make it happen.”<br />

“She is a kid-first person,” said Groveport Madison<br />

Band Director Bart Pickenpaugh when describing<br />

Dowler. “If it wasn’t for Julie, the kids wouldn’t have<br />

such an enjoyable experience. Her being there enables<br />

them and me to focus more on the music.”<br />

Work for the Marching Cruisers starts in June for<br />

Dowler when she starts the uniform fitting for the students<br />

she considers family.<br />

“This band is a family, we cry together, laugh<br />

together,” Dowler said.<br />

The Marching Cruisers are qualified to compete at<br />

Ohio Music Education Association State Marching<br />

Band Finals on Nov. <strong>4th</strong>. In December, they plan to<br />

march in the Chick-fil-A Peach Bowl in Atlanta, Ga.,<br />

and Dowler plans to be right there with them.<br />

When asked what her hopes are for the band,<br />

Dowler said, “I want them to be inspired to be the best<br />

people they can be and the leaders that they are…they<br />

have what is in them to be amazing parts of our society.”<br />

When it comes to scouts or band, Dowler can’t pick<br />

a favorite, but she admits the Marching Cruisers takes<br />

more of her time.<br />

events. It was this part time job that helped her fulfill<br />

some dreams for students in the band. One year some<br />

of the students didn’t have the money to participate in<br />

their annual band camp so Dowler paid their way.<br />

“We do it for the kids,” Dowler said.<br />

But how does she keep her energy up?<br />

“I’m surprised she’s not green herself,”<br />

Pickenpaugh jokes about Dowler’s love for Mountain<br />

Dew. “I naturally pick up a Mountain Dew for Julie<br />

when we are on the go.”<br />

“I want the kids to have a positive experience, so it’s<br />

that desire to encourage the art…and lots of Mountain<br />

Dew,” Dowler said with a smile.<br />

Leaf pick up<br />

The Groveport Public Works Department will pick<br />

up curbside leaves through Dec. 10. Residents are<br />

asked to rake their leaves close to the curb, but not in<br />

the street. Leaves in the street cause issues with water<br />

flow and sanitary sewers. Debris other than leaves,<br />

such as twigs, rocks and trash, will not be picked up.<br />

Avoid parking vehicles in front of or behind leaf piles.<br />

“Mid90s” fails to deliver depth<br />

“Mid90s,” the coming-of-age directorial<br />

debut from actor Jonah Hill, is like an<br />

incomplete piece of art that has been put on<br />

display: You can see the potential in its<br />

foundation, yet overall you find it lacking.<br />

Taking place over the course of a few<br />

months, the film tells the tale of Stevie<br />

(future star Sunny Suljic), a deeply lonely<br />

13-year-old boy who is looking to make a<br />

connection.<br />

During one summer afternoon, Stevie<br />

comes across a group of skateboarders<br />

back-sassing a business owner who wants<br />

them off his property. Instantly, he is smitten<br />

with both their talents on the board<br />

and their fearlessness when dealing with<br />

angry adults.<br />

Slowly, he steps into their world on the<br />

periphery. First, he starts by hanging out<br />

at their shop and eavesdropping on their X-<br />

rated ‘would you rather’ conversations.<br />

Then, he tries his hand at skateboarding,<br />

to many bruised results. After being<br />

ignored for a while, he is brought into the<br />

fold by youngest member Ruben (Gio<br />

Galicia) because he is tired of being seen as<br />

the “runt of the litter.”<br />

becomes one of their biggest cheerleaders<br />

while simultaneously becoming a terror on<br />

the home front. For years, his mother (an<br />

underutilized Katherine Waterson) viewed<br />

him as the good, quiet and respectful son so<br />

she is quiet alarmed by his sudden change<br />

in behavior. At a loss, she forbids Stevie to<br />

see them but he angrily and defiantly<br />

resists.<br />

As he becomes more deeply immersed<br />

into their lives, he is introduced to the<br />

world of alcohol and drugs and sex. In<br />

these scenes, Hill does a good job of pointing<br />

out how some friendships can both hurt<br />

and heal the loneliness inside.<br />

If there is one thing I disliked the most<br />

about this film, it was how Hill would<br />

introduce interesting elements, yet often<br />

backed off on exploring them further. For<br />

instance, there are several scenes where<br />

Stevie self-harms, where he is physically<br />

abused by his emotionally unstable older<br />

brother (played by Lucas Hedges), and<br />

where toxic masculinity strikes hard yet as<br />

the writer and director, Hill shows no true<br />

interest in explaining or revisiting. I think<br />

if these scenes had been given more depth,<br />

the film would have benefited immensely.<br />

Puzzlement aside, if<br />

there is one thing to<br />

enjoy about this movie<br />

it is the performances<br />

from the young cast,<br />

most of whom are newcomers<br />

or professional<br />

skateboarders making<br />

their acting<br />

debut. Among the<br />

most engaging portrayals<br />

who is often heartbreaking as Stevie, and<br />

Na-Kel Smith, who plays the aspiring professional<br />

skateboarder with a tragic past.<br />

Without those two centering “Mid90s,” this<br />

film would have been a quasi-nostalgic trip<br />

through skateboarding angst; instead, it’s<br />

a decent yet underwhelming film about the<br />

happiness and the pitfalls friendships can<br />

bring to your life.<br />

Groveport prepares for income tax collection changes<br />

Columbus will no longer<br />

provide collection services<br />

The city of Groveport, as well as its residents<br />

and businesses, will have to adjust<br />

how income taxes will be collected and<br />

paid.<br />

This past summer the city of Columbus<br />

informed area municipalities that it will no<br />

longer collect income taxes for them as of<br />

Jan. 1, 2019.<br />

The city of Groveport has a 2 percent<br />

income tax.<br />

In a letter to city officials dated June 22,<br />

Columbus City Auditor Megan Kilgore<br />

stated Columbus would no longer serve as<br />

a third party administrator for the collection<br />

of municipal income taxes because the<br />

task has “grown more difficult, in part due<br />

to the state’s recent mandated amendments<br />

to municipal income tax provisions...”<br />

The state recently instituted the centralized<br />

collection of business income taxes<br />

through its Ohio Business Gateway.<br />

Smaller cities use third party collection<br />

of income taxes because it would be costly<br />

to maintain their own taxation departments.<br />

Groveport City Council approved legislation<br />

for the city to join the Regional<br />

Income Tax Agency (RITA) to replace<br />

Columbus for income tax collection.<br />

“RITA is a council of governments that<br />

makes decisions cooperatively,” said<br />

Groveport Finance Director Jeff Green.<br />

“Everyone is on an equal footing.”<br />

With the change to RITA, Groveport<br />

City Administrator Marsha Hall said city<br />

residents and businesses will all have to<br />

make an income tax filing. She said there<br />

will be some exemptions for retirees and<br />

pensions.<br />

“Mandatory filing means every resident<br />

over the age of 18 must file an annual city<br />

of Groveport tax return even if no tax is<br />

due, said Bob Curtin, income tax administrator<br />

for the city of Groveport. “Nothing as<br />

far as what is or what is not taxable is<br />

changed as a result of mandatory filing.”<br />

Curtin gave the following example: “A<br />

resident of Groveport earns $10,000 for<br />

working in Columbus and has $250 withheld<br />

from that income for city tax. Prior to<br />

mandatory filing, this person would not<br />

have needed to file a return since their<br />

Groveport tax liability of $200 has been<br />

met by the $250 withheld from their pay<br />

for working in Columbus. Now this taxpayer<br />

will have to file a city income tax return<br />

(RITA) and attach a copy of the W-2. In<br />

this example the taxpayer would owe no<br />

tax.”<br />

Curtin said Groveport’s income tax ordinance<br />

is based on three types of taxpayers:<br />

1) gross salaries, wages and other compensation<br />

including gambling winnings earned<br />

by residents and non-residents for work<br />

performed in the city; 2) the net profit of<br />

unincorporated entities for work performed<br />

in the city by residents and non-residents;<br />

and 3) the net profits of corporations.<br />

“There will be no change in what is taxable<br />

or non-taxable,” said Curtin.<br />

Curtin said the municipality where one<br />

works receives the income tax.<br />

He added that all businesses operating<br />

in the city must pay the city’s income tax<br />

even if their corporate headquarters are<br />

elsewhere.<br />

Curtin said city income tax filings are<br />

due by April 15 for both businesses and<br />

individuals but added, “If company is on a<br />

fiscal year then three and a half months<br />

after year end.”<br />

Curtin said individuals and businesses<br />

will submit their city income taxes on a<br />

form furnished by, or obtainable from<br />

RITA, and by either checking their W-2 for<br />

proper withholding or checking for unincorporated<br />

income on a federal return and<br />

multiplying by 2 percent.<br />

“Filings are made with RITA but we can<br />

help at (Groveport) city hall,” said Curtin.<br />

“Individuals and businesses must file an<br />

annual return with payment, if applicable,<br />

but anyone over $200 needs to file a declaration<br />

of estimated tax. There’s no change<br />

in the tax ordinance.”<br />

He added pension income and Social<br />

Security are not taxable.<br />

Curtin said RITA started in 1973 as a<br />

council of governments to collect the<br />

municipal income tax.<br />

“The agency collects municipal income<br />

tax for over 200 Ohio municipalities,” said<br />

Curtin. “It would be too expensive for the<br />

city of Groveport to maintain its own tax<br />

department.”<br />

The city of Groveport will pay RITA<br />

approximately 1.2 to 1.5 percent of all collections<br />

for its service.<br />

Curtin said the change to RITA should<br />

have no impact on Groveport’s operations<br />

and revenue flow. He said approximately<br />

15 percent of Groveport’s total revenue<br />

stream comes from business income taxes<br />

and about 5 percent comes from individual<br />

income taxes.<br />

Added Green, “The bulk of local income<br />

tax revenue, the remaining 80 percent,<br />

comes from employee withholdings, mostly<br />

from the warehouses.”<br />

Halloween in Groveport is amazing!<br />

As I walked around the streets of Groveport on Halloween<br />

night the one phrase people said to me over and over was, “This is<br />

amazing!”<br />

Costumed trick-or-treaters were everywhere and many homes<br />

- especially those on Front Street - featured elaborate Halloween<br />

displays. The gray, drizzling rain helped add to the spookiness of<br />

the Halloween night atmosphere.<br />

Fiery jack o’ lanterns lit the night. Mysterious smoke billowed.<br />

Eerie lights created frightful visages. Graveyards sprung from<br />

normally manicured front lawns. Skeletons lurked about.<br />

There were so many inspired and creative costumes. I saw<br />

werewolves, superheroes, dinosaurs, ghosts, green-skinned goblins,<br />

space aliens, a mad scientist, witches, and all sorts of baffling<br />

monsters. There were also people dressed as rabbits, flowers, and<br />

other assorted pleasant things as well.<br />

The annual Halloween block party on Front Street drew a big<br />

crowd and remained festive until it was time for the creatures that<br />

go bump in the night to fade away for another year.<br />

Projects highlight proposed 2019 Groveport budget<br />

A variety of proposed projects highlight<br />

the city of Groveport’s proposed 2019 budget.<br />

The general fund revenue for 2019 is<br />

estimated at $16.1 million, which is up<br />

from the estimated $15.9 million in <strong>2018</strong>.<br />

The bulk of this funding comes from<br />

Income tax revenue, which is projected to<br />

be $14.54 million in 2019 compared to<br />

$14.50 million in <strong>2018</strong>.<br />

Other revenues include $350,000 from<br />

property taxes and various amounts in<br />

other city fund categories that include<br />

grants, taxes, fees, and permits.<br />

“Although the budgeted numbers for the<br />

general fund represent no increase in<br />

income tax revenue, the 2019 appropriations<br />

budget still maintains progress<br />

toward several city council objectives:<br />

increasing the balance in the rainy day<br />

fund, increasing the general fund balance<br />

by another 20 percent, and setting aside 20<br />

percent of all income tax collection for debt<br />

service,” wrote Groveport City<br />

Administrator Marsha Hall in her budget<br />

report to Groveport City Council.<br />

The rainy day fund reached $1.5 million<br />

in <strong>2018</strong> and is expected to rise to $1.6 million<br />

in 2019 with the goal of reaching $2<br />

million in the next few years.<br />

Proposed projects<br />

Projects proposed in the 2019 budget<br />

are:<br />

•East Bixby Road pavement rehabilitation<br />

(from near Ebright Road to U.S. 33),<br />

$348,000 from street fund and $92,000<br />

from storm water fund;<br />

•West Main Street curb ramps, $34,000;<br />

•Annual street maintenance program,<br />

$450,000 from street fund and $105,000<br />

from storm water fund.<br />

Includes resurfacing work on Main<br />

Street from College Street to Front Street<br />

(which was reconstructed in 1989-90) and<br />

on Main Street from Front Street east<br />

(which was reconstructed in 2003) to a<br />

point near the Groveport Recreation<br />

Center. Other streets to be included for<br />

work in 2019 and beyond are still to be<br />

determined.<br />

•Hamilton Road/Firehouse Lane traffic<br />

signal upgrade, $542,000 total grant project,<br />

local match of $68,100 from street<br />

fund;<br />

•Generator for Bixford pump station,<br />

$75,000;<br />

•Sanitary sewer force main replacements,<br />

$50,000;<br />

•Master Parks Plan review, emphasizing<br />

Groveport Park, $40,000;<br />

•Bixford Green bike/pedestrian path,<br />

$180,000 from parks fund. The project<br />

involves the construction of an 860 to 920<br />

Hall announced the city received a<br />

$70,782 Ohio NatureWorks grant that will<br />

help fund the construction of the path. Hall<br />

said the Ohio NatureWorks grant funds<br />

can only be used to help fund construction<br />

of the portion of the path that is not on<br />

Metro Parks property.<br />

•Neighborhood parks development,<br />

$75,000; and<br />

•Sidewalk replacements, $50,000.<br />

Proposed purchases<br />

The city plans to make the following<br />

purchases in 2019:<br />

•Replacement of front entrance barn at<br />

The Links golf course, $250,000;<br />

•Two police cruisers to replace two 2008<br />

cruisers, $120,000;<br />

•Banquet room air conditioning at The<br />

Links golf course, $100,000;<br />

•Additional leaf vacuum, $96,000. (It is<br />

noted in the budget this is required<br />

because after Kurtz Brothers moved from<br />

the area the time and cost of transporting<br />

leaves has “increased dramatically.” The<br />

new system will have a larger capacity for<br />

hauling leaves.)<br />

•17 police body cameras, $74,314;<br />

•Starcraft Allstar 12+2 vehicle for<br />

transportation department, $62,200;<br />

•Ventilation system for filtration room<br />

at the indoor pool at the Groveport<br />

Recreation Center, $42,170;<br />

•Replace windows at municipal building,<br />

$40,000;<br />

•Replacement truck for the facilities<br />

department, $30,000; and<br />

•Replacement fence at KidSpace,<br />

$6,000.<br />

Other budget highlights<br />

The proposed 2019 general fund appropriations<br />

are estimated at $18.4 million,<br />

which is down from $18.6 million in <strong>2018</strong>.<br />

Funding for festivals in 2019 includes<br />

$50,000 for the Fourth of July, $18,650 for<br />

the Christmas - A Heritage Holiday, and<br />

$16,000 for Apple Butter Day.<br />

Council will vote on the 2019 budget at<br />

its Nov. 13 meeting.<br />

Rarey inducted into Groveport Hall of Honor<br />

Former Groveport City Councilman Ed Rarey was<br />

inducted into the Groveport Hall of Honor on Oct. 21.<br />

The Hall of Honor, established by Mayor Lance<br />

Westcamp in 2006, is located inside the Groveport<br />

Recreation Center. Plaques detailing each inductee’s<br />

accomplishments are on display in the hallway<br />

between the two gymnasiums.<br />

The purpose of the Hall of Honor is to recognize<br />

individuals (living or deceased) who through their performance<br />

and achievements (volunteer service, public<br />

service, athletic endeavors or other related service)<br />

reflect credit on the city of Groveport so citizens may<br />

find identity with the past and establish goals for the<br />

future. Other members of the Hall of Honor include<br />

Eric Smith, John Frye, Jim McKee and Kathy Frank.<br />

Rarey, born in 1929, is a life-long resident of<br />

Groveport. He graduated from Groveport High School<br />

in 1948 and lettered in track<br />

and football. He attended<br />

Otterbein College, earning a<br />

bachelor’s degree in education in<br />

1952. While in college, he played<br />

center on the football team.<br />

After graduation, he taught<br />

math and science for five years<br />

until he became a principal at<br />

Gahanna Lincoln Elementary<br />

School where he served until<br />

1990. Along the way, he also<br />

earned a master’s degree in education<br />

from Ohio State<br />

University. He coached track<br />

and field for 61 years and cross<br />

country for 30 years. He earned<br />

many state and national coaching<br />

awards over the<br />

years.<br />

Rarey was elected<br />

to Groveport Village<br />

Council in 1993 and<br />

served until March<br />

2017. While on council<br />

he was a strong<br />

proponent for parks<br />

and recreation. He<br />

helped to spearhead<br />

the purchase of the<br />

land for Groveport<br />

Park and Cruiser<br />

Park. He served on<br />

committees supporting<br />

the design and<br />

Center and Aquatic Center. He supported<br />

the purchase of the once private golf club, The Willows<br />

Golf Course. The 18 hole course re-opened as a public<br />

advocate of the city’s sidewalk program and wanted<br />

the city of Groveport to be connected to the Metro<br />

Parks Trail System, which led to the construction of<br />

the Foor Leisure Path. He was instrumental in the<br />

city’s new water plant, which became operational in<br />

July 2015 and provides water to approximately half of<br />

city residents.<br />

As a resident, Rarey volunteered his time by serving<br />

on the Groveport Heritage and Preservation<br />

Society, Cemetery Committee and Groveport Madison<br />

High School Alumni Committee.<br />

Cruisers on the air<br />

The Groveport Sports Network will provide live play-by-play<br />

coverage by veteran broadcaster Rick Cooper of Groveport<br />

Madison High School basketball in <strong>2018</strong>-19. The broadcast<br />

includes high definition video and live audio. Each broadcast<br />

begins 25 minutes prior to the scheduled start time with the pregame<br />

show. Tune in after the game for interviews with players<br />

and the head coach, along with a look at the final stats. The broadcasts<br />

can be accessed free of charge on a computer or hand held<br />

Monday through Friday 8 a.m. to 5 p.m. Anyone can<br />

dispose of new or old pills, including prescription medications,<br />

or any other illegal substances and place<br />
