Drama challenges Cruiser actors

The members of Groveport Madison High 

School’s Cruiser Theatre Company are not afraid to 

tackle serious subject matter and this year’s fall play 

enables them to showcase their dramatic skills. 

The Cruiser Theatre Company will present the 

drama, “A Voice in the Dark - A Salem Story,” at 

Groveport Madison High School, 4475 S. Hamilton 

Road, on Nov. 8, 9, 10 at 7 p.m. Tickets are $5 for 

students and senior citizens and $7 general admission. 

Cruiser Theatre Company Director Erin Graffis 

said the play, set during the era of the Salem Witch 

Trials in 1692, will challenge the student actors. 

“We’re excited to present this production,” said 

Graffis. “Though it is set in 1692, it’s a story that is 

relevant now.” 

Graffis said the story is told from the perspective 

of a teenage girl, “Abigail Hobbs,” who will be played 

by senior Kayla Parker. As accusations mount that 

women in the community are practicing witchcraft, 

Abigail Hobbs is faced with decisions when one of 

her friends is accused. She finds information that 

will save her friend, but must decide if she will stay 

silent and let the witch hunt continue or risk her 

own safety and speak out for what is right. 

“It’s a tough dilemma for the character and a 

challenge for the actor to perform,” said Graffis, who 

added that dramas in general are more challenging 

for actors than comedies. 

“In a comedy, if you make a mistake, it can be 

played off for laughs,” said Graffis. “But that cannot 

be done in a drama.” 

Parker said she has never played a character like 

Abigail Hobbs before. 

“She’s not a caricature,” said Parker. “There’s 

depth there.” 

Parker said it’s difficult to portray someone who 

is one’s own age, but who lived in another era. 

“She may have different ideals and she’s very 

innocent,” said Parker. 

Parker added the play is not like anything the 

Cruiser Theatre Company has done before. 

“It has a spooky feel and there is some sadness,” 

said Parker. “The audience will go on a journey with 

my character and experience her dilemma. At the end 

of the performance, the audience will decide for themselves 

if they agree or disagree with Abigail’s decision 

or maybe not know what they would have done.” 

Other lead roles in the production include Fiona 

Finneran as Abigail’s friend, “Rebecca Nurse,” and 

Derek Smith as “Thomas Putnam,” whose family is 

a driving force behind the accusations of witchcraft. 

Graffis said the auditorium in the new high 

school will also enhance the production values of the 

performance. 

“We now have LED lighting where we can integrate 

a fair amount of color in our lighting,” said

Two fights erupted at Groveport Madison High School on Oct. 

29 resulting in the school being placed on lockdown for part of the 

day. 

According to Groveport Madison Communications & 

Community Relations Director Jeff Warner, one fight happened 

around 9 a.m. and the other occurred around 11 a.m. 

“It’s our understanding there had been a Halloween party over 

the weekend in which an issue developed between some of those 

attending the party,” said Warner. 

Groveport Police Chief Ralph Portier described the disturbances 

as “a large fight.” 

“A large group of students were involved, but the actual number 

of those fighting appears to be six to eight,” said Portier, who 

confirmed the fighting stemmed from a Halloween party held 

somewhere in Columbus over the past weekend. 

“There were less than a dozen students directly involved, but 

the incidents happened during class changes, in the building’s 

rotunda,” said Warner. “There were several hundred students in 

close proximity to the fights. Many students were pushing, shouting 

and encouraging the misbehavior.” 

When asked how long the fighting lasted, Warner said it was 

fairly brief, but he didn’t have an exact length of time it lasted. 

Portier said two 15-year-olds will likely be charged with disorderly 

conduct/fighting through the Franklin County Juvenile 

Court. He said Groveport Madison school administration will deal 

with any internal discipline. 

Warner said the Family Education Rights and Privacy Act prevents 

the district from releasing specific disciplinary consequences 

for any given student. However, the high school will pursue the 

most serious consequences permitted under board of education 

policy. 

“There was also a rumor being quickly spread that a gun was 

on the school grounds, but searches by the school and police did 

not substantiate that rumor,” said Portier. 

In a letter to Groveport Madison parents and staff, 

Superintendent Garilee Ogden wrote that, after the first incident, 

a rumor surfaced there was a gun on the school’s property. 

“The building was immediately placed on a Level 2 Lockdown, 

where no class changes take place, nor may anyone enter or leave 

the building,” wrote Ogden. “As part of the investigation into the 

rumor of a weapon,

Madison Christian celebrates its 40th anniversary 



The seeds of Madison Christian School 

were sown more than 40 years ago when a 

group of like minded individuals gathered 

to make their vision come to life. 

Speaking at Madison Christian School’s 

40th anniversary celebration on Oct. 27, 

founding school administrator Debbie 

Ostrander said 100 charter members met 

in the M.R. Training Center on Bixby Road 

in 1977 and set these goals: create a 

church, a Christian school, and recreation 

center. 

“All three goals have been accomplished,” 

said Ostrander. “Forty years ago 

it was a dream, it’s now a reality.” 

Madison Christian School located at 

3565 Bixby Road in Groveport, began with 

15 pre-school students in 1978 and over the 

years grew into a pre-school to grade 12 

school. 

According to the school’s website, the 

private Christian school - which is an 

outreach of Madison Christian Church - 

has a current enrollment of around 539 

students and attracts students from 26 

zip codes, 14 other school districts, and 

four counties. 

Madison Township Trustee 

Chairman John Kershner said the 

school and church have had a positive 

impact on the township and surrounding 

community, citing their work with the 

area food pantry and that church Pastor 

Paul Barnes also serves as the Madison 

Township Fire Department chaplain. 

“The school had an awesome influence 

on my kids, who attended there,” 

said Kershner. “The school has a flexible 

approach to education and provides lots 

of individual attention to students. It’s a 

wonderful school.”

scene we can use dark blue lighting or we 

can use shades of red in other scenes to signify 

danger or death.” 

Graffis said other new stage technology 

will enable things to enter a scene from 

above. 

“We’re also experimenting with 

‘Surround Sound,’ which will help make 

the audience feel more connected to the 

show,” said Graffis.

intervened to break up the fights. 

Additional support came from the police. 

Groveport Police responded to assist the 

School Resource Officer. Additional police 

units from Obetz, Madison Township, and 

the Franklin County Sheriff’s Office also 

responded. 

Portier said officers remained at or near 

the school throughout the day and will continue 

to monitor the school. He said the 

incident remains an ongoing investigation. 

Warner said the students involved in 

the fights were all Groveport Madison students 

and that, to his knowledge, there 

were no serious injuries. He also said there 

was no damage to the new high school 

building. 

When asked what will be done to prevent 

future fights, Warner said, “We met 

with the staff after school yesterday. We 

will have more staff in hallways and common 

areas to supervise class changes. We 

are also trying to work with students to 

help them solve conflicts in a more productive 

way.”

In her letter, Ogden stated district officials 

take the safety of the students and 

staff “very seriously.” 

“We will not tolerate behavior that causes 

a disruption or has the potential to 

cause harm or injury,” wrote Ogden. 

“Students directly involved in any such 

incident will face severe disciplinary consequences. 

In addition, Groveport Police 

arrested students who were directly 

involved in the fights.” 

Ogden said the second half of the day 

concluded without incident. 

“However, as an added level of precaution, 

we will have additional administrative 

staff and police support on campus for 

the next several days,” wrote Ogden. “We 

are aware of several social media posts 

that show the two fights. It is important to 

keep in mind that of the 1,800 students at 

Groveport Madison High School, 98 percent 

of them behaved just as they are 

expected, and they are just as frustrated 

with today’s incidents as the rest of us.”


Dowler keeps Cruisers looking good

She leans over to inspect an orange-yellow stain on 

the front of a band uniform, “Toby, Toby had cheese,” 

Julie Dowler announced as she opened another travel 

pack of cleanser and began scrubbing the stain. 

Dowler has been with the Groveport Madison 

Marching Cruisers for eight years, six of those as its 

Uniform Chair. She and her co-chair, Stacey Shelton, 

oversee the sizing, sewing, and ordering of 125 

Marching Cruiser band and color guard uniforms. 

“I’m only a helper, Julie does everything,” Shelton 

said. 

An average day for Dowler starts as a sixth grade 

school teacher for Columbus City Schools. At about 4 

p.m. she picks up her sophomore to get to band practice, 

where they sometimes can stay until around 10 

p.m. Other days include acting as a fundraising and 

volunteer coordinator for Boy Scout Troop 71. All 

three of her boys have been in the troop and band. 

Dowler is easily recognized as the mother hen for 

the Marching Cruisers and Troop 71. 

“She strived to make sure each Cub Scout succeeded,” 

Scout parent Shane Cartmill wrote in an email to 

the Southeast Messenger. “If your son didn’t have the 

activities completed or signed off on, she would follow 

up with the scout and the parent. If there was an issue 

because of time, money, resources, Julie would figure 

out a way to make it happen.” 

“She is a kid-first person,” said Groveport Madison 

Band Director Bart Pickenpaugh when describing 

Dowler. “If it wasn’t for Julie, the kids wouldn’t have 

such an enjoyable experience. Her being there enables 

them and me to focus more on the music.” 

Work for the Marching Cruisers starts in June for 

Dowler when she starts the uniform fitting for the students 

she considers family. 

“This band is a family, we cry together, laugh 

together,” Dowler said. 

The Marching Cruisers are qualified to compete at 

Ohio Music Education Association State Marching 

Band Finals on Nov. 4th. In December, they plan to 

march in the Chick-fil-A Peach Bowl in Atlanta, Ga., 

and Dowler plans to be right there with them. 

When asked what her hopes are for the band, 

Dowler said, “I want them to be inspired to be the best 

people they can be and the leaders that they are…they 

have what is in them to be amazing parts of our society.” 

When it comes to scouts or band, Dowler can’t pick 

a favorite, but she admits the Marching Cruisers takes 

more of her time.

works with the Schottenstein Center covering sports 

events. It was this part time job that helped her fulfill 

some dreams for students in the band. One year some 

of the students didn’t have the money to participate in 

their annual band camp so Dowler paid their way. 

“We do it for the kids,” Dowler said. 

But how does she keep her energy up? 

“I’m surprised she’s not green herself,” 

Pickenpaugh jokes about Dowler’s love for Mountain 

Dew. “I naturally pick up a Mountain Dew for Julie 

when we are on the go.” 

“I want the kids to have a positive experience, so it’s 

that desire to encourage the art…and lots of Mountain 

Dew,” Dowler said with a smile. 

Leaf pick up 

The Groveport Public Works Department will pick 

up curbside leaves through Dec. 10. Residents are 

asked to rake their leaves close to the curb, but not in 

the street. Leaves in the street cause issues with water 

flow and sanitary sewers. Debris other than leaves, 

such as twigs, rocks and trash, will not be picked up. 

Avoid parking vehicles in front of or behind leaf piles.

“Mid90s” fails to deliver depth 

“Mid90s,” the coming-of-age directorial 

debut from actor Jonah Hill, is like an 

incomplete piece of art that has been put on 

display: You can see the potential in its 

foundation, yet overall you find it lacking. 

Taking place over the course of a few 

months, the film tells the tale of Stevie 

(future star Sunny Suljic), a deeply lonely 

13-year-old boy who is looking to make a 

connection. 

During one summer afternoon, Stevie 

comes across a group of skateboarders 

back-sassing a business owner who wants 

them off his property. Instantly, he is smitten 

with both their talents on the board 

and their fearlessness when dealing with 

angry adults. 

Slowly, he steps into their world on the 

periphery. First, he starts by hanging out 

at their shop and eavesdropping on their X- 

rated ‘would you rather’ conversations. 

Then, he tries his hand at skateboarding, 

to many bruised results. After being 

ignored for a while, he is brought into the 

fold by youngest member Ruben (Gio 

Galicia) because he is tired of being seen as 

the “runt of the litter.”

becomes one of their biggest cheerleaders 

while simultaneously becoming a terror on 

the home front. For years, his mother (an 

underutilized Katherine Waterson) viewed 

him as the good, quiet and respectful son so 

she is quiet alarmed by his sudden change 

in behavior. At a loss, she forbids Stevie to 

see them but he angrily and defiantly 

resists. 

As he becomes more deeply immersed 

into their lives, he is introduced to the 

world of alcohol and drugs and sex. In 

these scenes, Hill does a good job of pointing 

out how some friendships can both hurt 

and heal the loneliness inside. 

If there is one thing I disliked the most 

about this film, it was how Hill would 

introduce interesting elements, yet often 

backed off on exploring them further. For 

instance, there are several scenes where 

Stevie self-harms, where he is physically 

abused by his emotionally unstable older 

brother (played by Lucas Hedges), and 

where toxic masculinity strikes hard yet as 

the writer and director, Hill shows no true 

interest in explaining or revisiting. I think 

if these scenes had been given more depth, 

the film would have benefited immensely. 

Puzzlement aside, if 

there is one thing to 

enjoy about this movie 

it is the performances 

from the young cast, 

most of whom are newcomers 

or professional

Without those two centering “Mid90s,” this 

film would have been a quasi-nostalgic trip 

through skateboarding angst; instead, it’s 

a decent yet underwhelming film about the 

happiness and the pitfalls friendships can 

bring to your life.

Groveport prepares for income tax collection changes 

Columbus will no longer 

provide collection services 



The city of Groveport, as well as its residents 

and businesses, will have to adjust 

how income taxes will be collected and 

paid. 

This past summer the city of Columbus 

informed area municipalities that it will no 

longer collect income taxes for them as of 

Jan. 1, 2019. 

The city of Groveport has a 2 percent 

income tax. 

In a letter to city officials dated June 22, 

Columbus City Auditor Megan Kilgore 

stated Columbus would no longer serve as 

a third party administrator for the collection 

of municipal income taxes because the 

task has “grown more difficult, in part due 

to the state’s recent mandated amendments 

to municipal income tax provisions...” 

The state recently instituted the centralized 

collection of business income taxes 

through its Ohio Business Gateway. 

Smaller cities use third party collection 

of income taxes because it would be costly 

to maintain their own taxation departments. 

Groveport City Council approved legislation 

for the city to join the Regional 

Income Tax Agency (RITA) to replace 

Columbus for income tax collection. 

“RITA is a council of governments that 

makes decisions cooperatively,” said 

Groveport Finance Director Jeff Green. 

“Everyone is on an equal footing.” 

With the change to RITA, Groveport 

City Administrator Marsha Hall said city 

residents and businesses will all have to 

make an income tax filing. She said there 

will be some exemptions for retirees and 

pensions. 

“Mandatory filing means every resident 

over the age of 18 must file an annual city 

of Groveport tax return even if no tax is 

due, said Bob Curtin, income tax administrator 

for the city of Groveport. “Nothing as 

far as what is or what is not taxable is 

changed as a result of mandatory filing.” 

Curtin gave the following example: “A 

resident of Groveport earns $10,000 for 

working in Columbus and has $250 withheld 

from that income for city tax. Prior to 

mandatory filing, this person would not 

have needed to file a return since their 

Groveport tax liability of $200 has been 

met by the $250 withheld from their pay 

for working in Columbus. Now this taxpayer 

will have to file a city income tax return 

(RITA) and attach a copy of the W-2. In 

this example the taxpayer would owe no 

tax.” 

Curtin said Groveport’s income tax ordinance 

is based on three types of taxpayers: 

1) gross salaries, wages and other compensation 

including gambling winnings earned 

by residents and non-residents for work 

performed in the city; 2) the net profit of 

unincorporated entities for work performed 

in the city by residents and non-residents; 

and 3) the net profits of corporations. 

“There will be no change in what is taxable 

or non-taxable,” said Curtin. 

Curtin said the municipality where one 

works receives the income tax. 

He added that all businesses operating 

in the city must pay the city’s income tax 

even if their corporate headquarters are 

elsewhere. 

Curtin said city income tax filings are 

due by April 15 for both businesses and 

individuals but added, “If company is on a 

fiscal year then three and a half months 

after year end.” 

Curtin said individuals and businesses 

will submit their city income taxes on a 

form furnished by, or obtainable from 

RITA, and by either checking their W-2 for 

proper withholding or checking for unincorporated 

income on a federal return and 

multiplying by 2 percent. 

“Filings are made with RITA but we can 

help at (Groveport) city hall,” said Curtin. 

“Individuals and businesses must file an 

annual return with payment, if applicable, 

but anyone over $200 needs to file a declaration 

of estimated tax. There’s no change 

in the tax ordinance.” 

He added pension income and Social 

Security are not taxable. 

Curtin said RITA started in 1973 as a 

council of governments to collect the 

municipal income tax. 

“The agency collects municipal income 

tax for over 200 Ohio municipalities,” said 

Curtin. “It would be too expensive for the 

city of Groveport to maintain its own tax 

department.” 

The city of Groveport will pay RITA 

approximately 1.2 to 1.5 percent of all collections 

for its service. 

Curtin said the change to RITA should 

have no impact on Groveport’s operations 

and revenue flow. He said approximately 

15 percent of Groveport’s total revenue 

stream comes from business income taxes 

and about 5 percent comes from individual 

income taxes. 

Added Green, “The bulk of local income 

tax revenue, the remaining 80 percent, 

comes from employee withholdings, mostly 

from the warehouses.”

Halloween in Groveport is amazing! 



As I walked around the streets of Groveport on Halloween 

night the one phrase people said to me over and over was, “This is 

amazing!” 

Costumed trick-or-treaters were everywhere and many homes 

- especially those on Front Street - featured elaborate Halloween 

displays. The gray, drizzling rain helped add to the spookiness of 

the Halloween night atmosphere. 

Fiery jack o’ lanterns lit the night. Mysterious smoke billowed. 

Eerie lights created frightful visages. Graveyards sprung from 

normally manicured front lawns. Skeletons lurked about. 

There were so many inspired and creative costumes. I saw 

werewolves, superheroes, dinosaurs, ghosts, green-skinned goblins, 

space aliens, a mad scientist, witches, and all sorts of baffling 

monsters. There were also people dressed as rabbits, flowers, and 

other assorted pleasant things as well. 

The annual Halloween block party on Front Street drew a big 

crowd and remained festive until it was time for the creatures that 

go bump in the night to fade away for another year.

Projects highlight proposed 2019 Groveport budget 



A variety of proposed projects highlight 

the city of Groveport’s proposed 2019 budget. 

The general fund revenue for 2019 is 

estimated at $16.1 million, which is up 

from the estimated $15.9 million in 2018. 

The bulk of this funding comes from 

Income tax revenue, which is projected to 

be $14.54 million in 2019 compared to 

$14.50 million in 2018. 

Other revenues include $350,000 from 

property taxes and various amounts in 

other city fund categories that include 

grants, taxes, fees, and permits. 

“Although the budgeted numbers for the 

general fund represent no increase in 

income tax revenue, the 2019 appropriations 

budget still maintains progress 

toward several city council objectives: 

increasing the balance in the rainy day 

fund, increasing the general fund balance 

by another 20 percent, and setting aside 20 

percent of all income tax collection for debt 

service,” wrote Groveport City 

Administrator Marsha Hall in her budget 

report to Groveport City Council. 

The rainy day fund reached $1.5 million 

in 2018 and is expected to rise to $1.6 million 

in 2019 with the goal of reaching $2 

million in the next few years. 

Proposed projects 

Projects proposed in the 2019 budget 

are: 

•East Bixby Road pavement rehabilitation 

(from near Ebright Road to U.S. 33), 

$348,000 from street fund and $92,000 

from storm water fund; 

•West Main Street curb ramps, $34,000; 

•Annual street maintenance program, 

$450,000 from street fund and $105,000 

from storm water fund. 

Includes resurfacing work on Main 

Street from College Street to Front Street 

(which was reconstructed in 1989-90) and 

on Main Street from Front Street east 

(which was reconstructed in 2003) to a 

point near the Groveport Recreation 

Center. Other streets to be included for 

work in 2019 and beyond are still to be 

determined. 

•Hamilton Road/Firehouse Lane traffic 

signal upgrade, $542,000 total grant project, 

local match of $68,100 from street 

fund; 

•Generator for Bixford pump station, 

$75,000; 

•Sanitary sewer force main replacements, 

$50,000; 

•Master Parks Plan review, emphasizing 

Groveport Park, $40,000; 

•Bixford Green bike/pedestrian path, 

$180,000 from parks fund. The project 

involves the construction of an 860 to 920

the Bixford Green subdivision to the 

Blacklick Creek Greenways Trail in Three 

Creeks Metro Park. 

Hall announced the city received a 

$70,782 Ohio NatureWorks grant that will 

help fund the construction of the path. Hall 

said the Ohio NatureWorks grant funds 

can only be used to help fund construction 

of the portion of the path that is not on 

Metro Parks property. 

•Neighborhood parks development, 

$75,000; and 

•Sidewalk replacements, $50,000. 

Proposed purchases 

The city plans to make the following 

purchases in 2019: 

•Replacement of front entrance barn at 

The Links golf course, $250,000; 

•Two police cruisers to replace two 2008 

cruisers, $120,000; 

•Banquet room air conditioning at The 

Links golf course, $100,000; 

•Additional leaf vacuum, $96,000. (It is 

noted in the budget this is required 

because after Kurtz Brothers moved from 

the area the time and cost of transporting 

leaves has “increased dramatically.” The 

new system will have a larger capacity for 

hauling leaves.) 

•17 police body cameras, $74,314; 

•Starcraft Allstar 12+2 vehicle for 

transportation department, $62,200; 

•Ventilation system for filtration room 

at the indoor pool at the Groveport 

Recreation Center, $42,170; 

•Replace windows at municipal building, 

$40,000; 

•Replacement truck for the facilities 

department, $30,000; and 

•Replacement fence at KidSpace, 

$6,000. 

Other budget highlights 

The proposed 2019 general fund appropriations 

are estimated at $18.4 million, 

which is down from $18.6 million in 2018. 

Funding for festivals in 2019 includes 

$50,000 for the Fourth of July, $18,650 for 

the Christmas - A Heritage Holiday, and 

$16,000 for Apple Butter Day. 

Council will vote on the 2019 budget at

Rarey inducted into Groveport Hall of Honor 

Former Groveport City Councilman Ed Rarey was 

inducted into the Groveport Hall of Honor on Oct. 21. 

The Hall of Honor, established by Mayor Lance 

Westcamp in 2006, is located inside the Groveport 

Recreation Center. Plaques detailing each inductee’s 

accomplishments are on display in the hallway 

between the two gymnasiums. 

The purpose of the Hall of Honor is to recognize 

individuals (living or deceased) who through their performance 

and achievements (volunteer service, public 

service, athletic endeavors or other related service) 

reflect credit on the city of Groveport so citizens may 

find identity with the past and establish goals for the 

future. Other members of the Hall of Honor include 

Eric Smith, John Frye, Jim McKee and Kathy Frank. 

Rarey, born in 1929, is a life-long resident of 

Groveport. He graduated from Groveport High School 

in 1948 and lettered in track 

and football. He attended 

Otterbein College, earning a 

bachelor’s degree in education in 

1952. While in college, he played 

center on the football team. 

After graduation, he taught 

math and science for five years 

until he became a principal at 

Gahanna Lincoln Elementary 

School where he served until 

1990. Along the way, he also 

earned a master’s degree in education 

from Ohio State 

University. He coached track 

and field for 61 years and cross 

country for 30 years. He earned 

many state and national coaching 

awards over the 

years. 

Rarey was elected 

to Groveport Village 

Council in 1993 and 

served until March 

2017. While on council 

he was a strong 

proponent for parks 

and recreation. He 

helped to spearhead 

the purchase of the 

land for Groveport 

Park and Cruiser 

Park. He served on 

committees supporting 

the design and

construction of the 

Groveport Recreation/Senior 

Center and Aquatic Center. He supported 

the purchase of the once private golf club, The Willows 

Golf Course. The 18 hole course re-opened as a public 

course, The Links At Groveport, in 2006. He was an 

advocate of the city’s sidewalk program and wanted 

the city of Groveport to be connected to the Metro 

Parks Trail System, which led to the construction of 

the Foor Leisure Path. He was instrumental in the 

city’s new water plant, which became operational in 

July 2015 and provides water to approximately half of 

city residents. 

As a resident, Rarey volunteered his time by serving 

on the Groveport Heritage and Preservation 

Society, Cemetery Committee and Groveport Madison 

High School Alumni Committee.
