SELWYN TIMES Latest Christchurch news at www.star.kiwi Wednesday November 28 2018 13 Your Local Views Local News Now Government taken to task over motorway Fire rages, homes at risk MP for Selwyn Amy Adams writes about the Government axing a plan to upgrade and four-lane the highway between Christchurch and Ashburton AS MY electorate office is located on Main South Rd in Templeton I get to witness first-hand the volume of traffic on this main arterial route. Unfortunately, I also get to hear sirens from emergency vehicles making their way to accidents on this stretch of road all too often. While the opening of the second stage of the Christchurch Southern Motorway while help eases safety and congestion problems at the Templeton end of State Highway 1, unfortunately these issues will persist for the remainder of the route to the south of the new motorway extension. This is why National had planned to upgrade and four-lane the entire highway between Christchurch and Ashburton, but this plan has been axed by the current Government. The New Zealand Transport Agency’s recent announcement that it will consult on a proposal to install median barriers on sections of the highway is a poor substitute for what is really needed which is a widened fourlane highway with oncoming traffic separated. As my colleague Rangitata MP Andrew Falloon and I recently informed the Transport and Infrastructure Select Committee at Parliament the upgrade of this road is essential to ensure the safety of those travelling on the road and to reduce congestion and travel times for those commuting and transporting goods throughout our region. We pointed out that the demand on this road has grown significantly in the past decade due to the rapid growth of Selwyn and increasing international tourist numbers. We also noted that the strong local economy along with the success of Timaru’s PrimePort and developments such as the inland port at Rolleston have all contributed to more and more trucks travelling on this road. I noted my particular concern about the vulnerability of the Rakaia Bridge which acts as a bottleneck and has in the past resulted in closure of the highway. Mr Falloon emphasised that this road has become the second most dangerous in the South Island with 19 deaths and 109 serious injuries occurring on UPGRADE: Work is progressing on the $195 million Southern Motorway project. this stretch of highway between January 1, 2010, and March 31, 2018. We urged the Government to take into account these dreadful statistics and the detrimental effect of congestion on this route for our regional economic growth. We hope the Government will listen and reinvest some of the money it has stripped from our regional roading budget into this vital project. Wild russell lupin a pest in Canterbury Environment Canterbury regional support principal resource management adviser biosecurity Laurence Smith responds to a Selwyn Times article about brightening your backyard with lupins IN RESPONSE to your article of November 14 encouraging people to plant lupins in their gardens, I wanted to provide some context. Wild russell lupin is, in fact, declared as a pest in the Canterbury Regional Pest Management Plan. Our priority is to contain existing infestations in Canterbury’s braided rivers and prevent impacts of spread between properties. Wild russell lupin rapidly invades our shingly braided river systems, forming large dense stands, providing habitat for animals which prey on endangered bird species. Once established, plants cause silt and gravel to build up, invading open shingle and eliminating bird nesting habitats. Each year a significant investment is made to protect our braided rivers and wetlands from weed pests. Declaring wild russell lupin as a pest was the outcome of a joint meeting between Federated Farmers (high-country section), Department of Conservation and Environment Canterbury staff, and subsequent submissions to the RPMP review. The intent of the RPMP is to stop further spread of wild russell lupins into areas currently clear of them by requiring a setback from rivers and property boundaries. Only the lupins inside these setbacks are declared as pests. ECan is gathering information to establish the full extent of wild russell lupin to assist with formulating control programmes aimed at very low incidence sites, and we will be working with people in these areas to reduce and/or prevent its further spread. •For more information on the spread and management of lupins, go to the managing plant pests page at www.ecan.govt.nz.
