Leeston bus service could be axed

A TRIAL bus service could be
pulled due to low patronage.
Environment Canterbury said
its Leeston to Christchurch route
has had low usage since the trial
started in late January.
The bus leaves Leeston at 7am
and returns at 5.50pm on weekdays
and averages 28 passengers
a day.
ECan senior public transport
manager Stewart Gibbon said
unless patronage rises, current
passenger numbers are not high
enough to continue the service
long-term.
“We saw strong support from
the Leeston community for a
commuter service during the
survey process late last year. We
encourage the community to
make good use of the route now
so that it can be extended,” he
said.
Leeston Community
Committee chairman Lloyd
Clausen urged more people to
take up the service but also said
not everyone is able to use the
current bus.
He said the current service
does not accommodate all
residents.

A FORMER police anti-terrorist squad
member has given a rare insight into what
would have been going through the minds
of the two Selwyn policemen who captured
the accused mosque gunman.
Mike Kyne led one of the ATS squads
which found and mortally wounded David Gray after his
murderous rampage at Aramoana back in November, 1990 (see
pages 6-7).
He outlines the split second decisions the two guys had to
make, the conversations they almost certainly would have been
having, and the decision on why not to shoot the alleged gunman
dead.
Kyne is correct in saying no one would have cared if they did.
But they are New Zealand police and that is the difference – and
a good one at that – between us and police overseas.

Why you have to pay for playground
$70k bill to
repair private
development

THE DISTRICT council has
revealed why ratepayers are
footing the $70,000 bill to
repair a playground built by a
subdivision developer.
Levi Park playground off
Strauss Drive, Rolleston, was
built by developers Gillman
Wheelans in 2014, but it was
constructed on poor soil, causing
the playground to slump late last
year.
District council property and
commercial manager Douglas
Marshall said Gillman Wheelans
maintenance responsibility
ended in 2015.
“In reviewing the reasons for
this problem, the council has
considered whether there are
any liability issues on Gillman
Wheelans, and it does not
believe there are,” he said.
“Gillman Wheelans has
provided engineering and other
expertise during the past six
months and continues to assist
the council as requested.”

had historically been filled with
poor compaction, which was
likely to have occurred some
years ago when the land was
used for agricultural purposes.
“The site investigations also
showed that the ground is made
up of mainly soft soil, which
naturally struggles to drain,
and that the drainage had failed
within the playground site.”
Mr Marshall said this resulted
in the playground site becoming
waterlogged, which contributed
to parts of the structure
slumping.
“The council has never had
issues with ground conditions
impacting on playgrounds such
as this,” he said.
“In the future it will be
mindful if similar ground
conditions are identified to
consider the type of engineering/
drainage being installed by the
developer.”
It was dubbed New Zealand’s
first “smart playground” with
augmented reality markers
which would give instructions
for games when scanned by a
smartphone.
The land is currently being
remediated. A geo-technical
engineer advised the council
that this issue is isolated to
the playground area and does
not affect nearby residential
properties.
The old playground equipment
is being replaced with lighter
equipment to prevent future
slumping, Mr Marshall said.
“The new playground
equipment will be more suitable
for the remediated site. Our
thanks to nearby residents for
their patience and support as we
work to make Levi Park a safe
playground for the community,”
he said.
Drainage work started in
November and is expected to be
completed at the end of the week.
A new climbing structure
being imported from Germany
is expected to be installed at Levi
Park in late May.
The playground is likely to reopen
in June.

FIERY TRIP TO WORK
A woman on her way to work
was left “shaken” after her
vehicle caught fire, Hororata
Volunteer Fire Brigade chief fire
officer Bruce Sayer said. The
engine caught fire last Tuesday
about 8am and, while Mr Sayer
said the vehicle was left “totally
burnt,” the owner got out
uninjured. “The engine ran out
of power and she turned around
to go home before it caught fire.”
LUCKY ESCAPE
An Australian woman
walked away without injury after
rolling her rental vehicle into a
paddock near Rakaia Gorge on
Sunday. The woman was heading
towards the gorge on State
Highway 77 when she swerved
to the right, hit a bank and her
vehicle rolled into a nearby
paddock. Hororata Volunteer

likely rolled once or twice and
was severely damaged.
BONFIRE CALL-OUT
In spite of the district’s restricted
fire ban, the Leeston Volunteer
Fire Brigade was called to put out
a bonfire at Coes Ford. Chief fire
officer Lloyd Clausen said it was
called to the banks of the Selwyn
River after 9pm last Monday and
quickly put the fire out.

Bus driver
fails to
see cyclist

A CYCLIST was lucky not to
sustain serious injuries after
being hit by a bus on Sunday
night.
A 21-year-old man was
cycling east on Ellesmere
Junction Rd at about 9.30pm
when the driver of the bus, also
heading east, failed to see the
cyclist and collided with him.
Sergeant Phil Bayne said
another vehicle was heading
west on Ellesmere Junction
Rd, which the bus driver was
concentrating on.
He said the bus driver
thought he hit a possum and it
wasn’t until he went back to the
depot and heard the volunteer
fire alarm go off that he went
back to check and discovered
he had hit a cyclist.
No passengers were on
the bus at the time of the
collision. The cyclist was taken
to Christchurch Hospital with
moderate injuries.
He said cyclists need to
ensure they wear bright,
fluorescent clothing and
bicycles have front and back
lights.

A SUPPORTER of trapping feral
cats says a new bylaw should
include the micro-chipping of
domestic cats.
The district council voted
earlier this month to prepare
a portfolio paper to consider
developing a bylaw to regulate
the keeping
of domestic
animals,
including cats.

“It will take a couple of months
[after the portfolio meeting]
to sort out what will go in the
bylaw, then [council will] ask for

He said micro-chipping
domestic cats “is the way ahead”
in regulating the population of
feral cats which threaten native
wildlife.
“The main aim is to protect the
domestic cat so that we can then
go after the feral cats . . . at the
moment we can’t go after feral
cats because we don’t know if
they are feral or domestic.”
“The last thing we want to do is
kill someone’s cat,” he said.

Aramoana cop’s insight into capture

AN ANTI-terrorist squad leader
involved in hunting and shooting
David Gray at Aramoana has
given an insight into what would
have happened in the minutes
leading up to the capture of the
alleged mosque gunman.
Mike Kyne said the two Selwynbased
officers who apprehended
in Brougham St could have taken
the easy way out – and shot him.
“Their credibility and moral
compass was such that they did
not do that. I was gratified these
two constables did not resort to
killing him,” he said.
“They could have killed him
and no one would have cared. If it
was overseas he would have been
dead.”
One of the officers is based at
Lincoln, and the other at an as yet
undisclosed Selwyn police station.
Both are seasoned police.
Mr Kyne, led one of the police
anti-terrorist squads sent in to
hunt down Gray after his murderous
spree in the Otago coastal
settlement of Aramoana in November,
1990.
Gray killed 13 people including
Port Chalmers police sergeant
Stewart Guthrie, the first officer
on the scene.
The following day Gray

The constables had been training
with the armed offenders
squad at The Princess Margaret
Hospital on Friday afternoon
when the shooting spree began.
The squad was mobilised and
they headed in different directions
trying to find the gunman.
“They were heading into a very

again.
“The pressure would have been
ramping up. Everything is happening
at high speed,” he said.
The two officers travelled from

description of the vehicle the
gunman was travelling in.

be aware of this. The passenger
would be talking to the driver,
telling him to turn here, turn

“In that car the two guys
would only be concentrating on
the facts, the car rego, the make
and the fact they have a moving
offender.
“They would be talking and
assessing options if they found
the vehicle. The boys would have
been thinking a million miles
an hour. ‘How are we going to
deal with this when we meet
him’. They would have made a
commitment that if they found
him they would have to stop
him.

“You factor in the danger to the
public in how you do this, and
Brougham St is busy.
“They would have been considering:
‘If we get close enough do
we shoot him?, do we shoot his
tyres out?’”
The two constables decided
to ram the suspect’s vehicle to a
standstill.
“Once that happens the decision
has been made. Everything
now is going to happen in what
could even be a half a second,”
said Mr Kyne.
They got out, armed with a pistol
and high powered rifle. Again,
they have split seconds to make
decisions.
Then one the officers saw explosives
in the vehicle, heightening
the danger even further.
He rushed back to the police
vehicle to alert other officers on
their way, but then lost sight of
his partner. He then returned
to the vehicle to support this
partner.
“They would have been yelling
at him to surrender; making
instant decisions whether they
needed to shoot or not – we’re
talking a few seconds here only.
“Everything they would have
done is based solely on what is in
front of them at that time. They
would have had no fear, that

doesn’t come into it. You don’t
have time.
“It’s like when someone who
can’t swim dives into the water to
save someone. They just do it.”
Mr Kyne said the explosives
in the accused gunman’s vehicle
were “just another hazard that
had to be dealt with.”
“There’s no fear. You are completely
in the zone. Their minds
would have been crystal clear.
They would have been talking to
him. ‘Where’s the guns,’ demanding
he show his hands, telling him
to surrender. Then they went in
and grabbed him, away from the
bomb, handcuffed him and apprehended
him. Then they have a
crime scene. They wouldn’t have
touched the car and they would
have kept people at bay.
“That’s when you look at each
other (partner) and say ‘Holy
s**t!’
“The heart slows down, and
then it starts to sink in what
you’ve actually just did. They
probably had a beer that night.”
Police Minister Stuart Nash
also revealed more details
around the man’s arrest.
“These two guys pull this guy
out but at the same time he was
yelling: ‘I’ve got a bomb’ and
shooting at the same time, so we
overuse the word hero, but not in
this case,” Mr Nash said.
Mr Kyne was involved in many
dangerous life and death incidents
during his police career.
Aramoana was one where he
was lucky to survive.
Hard up against a Polite garage
wall, Gray burst out of the bach
front door several metres away,
firing wildly.
The wall was peppered with
bullet holes, but the rounds miraculously
missed Mr Kyne.
“How I survived I have no idea.
We had no option but to return
fire when Gray came out shooting
at us.”
Gray took a number of bullets
and was mortally wounded.
“But after he was secured we
administered first aid. That’s
what NZ Police do. We believe in
justice and fairness. No different
to the two guys on Friday.”
Gray later died in an
ambulance.

During the lead up to the show, The Hub recently ran
an initiative called: ‘Proud to Be….’. This saw people
nominated and six winners each receiving a full makeover
to reflect their own personal style. “The aim
is to celebrate the diversity, stories,

will be familiar faces in the
community and it will be great
to introduce them and their
new looks throughout the
show, as each will take to
the runway to celebrate their
nomination,” says Marsden.

Kart racer off to Europe
LINCOLN TEENAGER Jacob
Douglas will make a little bit of
Kiwi karting history when he
lines up at the first round of the
FIA Karting Academy Trophy
series in Germany in May.
Although more and more
New Zealand karters have been
travelling to Europe to compete
in recent years, Jacob, 13, is the
first to be invited by the FIA
Karting Academy to contest its
annual trophy
series.
“It’s acknowledgement,
if you
like, from the
very top people
in our sport,”
said KartSport
Jacob
New Zealand
president
Graeme Moore.
Douglas
“Drivers like Jacob are
truly world class, and that by
being able to produce drivers
of his obvious calibre, the sport
here must be in pretty good
shape.”
In spite of his age, Jacob is
already a veteran of several trips
to Europe to race. The two-time
NZ Vortex Mini ROK champion
led a four-strong New Zealand
squad to its best finish yet at the
annual ROK Cup International
event in Italy in October last
year.
“It’s a big commitment,
particularly for a 13-year-old, but
it’s what Jacob wants to do so as a
family we are right behind him,”

said his father Craig Douglas.
Having already proved he can
foot it with the best young Vortex
drivers in the world, Jacob says
his goal is to establish himself in
Europe and he believes that this
year’s three-round series – in
which up to 50 invited drivers
use the same model of OTK kart
– is just the stepping stone he
needs.
“I am really proud that
Kartsport New Zealand is
supporting me,” said Jacob.
“It is a great series to introduce
me to European junior racing
and I am extremely excited to
continue where I left off last year
at the ROK Cup with Lennox
Racing. I am looking forward to
doing New Zealand proud and
everybody who has helped take
to where I am today. I am also
fortunate that my KartSport
New Zealand academy coach,
Tiffany Hamilton, will be by my
side to help guide me through
the weekends when I am up
there. Tiff has lots of European
racing experience for me to draw
on.”
This year the series will be
contested over three rounds,
starting at Wackersdorf in
Germany in early May, before
heading to Italy for a second
round in June, then the third and
final in September.

between 500km and
700km a week on the
bike at the moment.”
He will head to
Belgium in July for two
months of road racing
which was organised
by former national
representative Hayden
Roulston.
“I’ve never raced for
long overseas so it’s an
opportunity.”
It’s a far cry from his
start as a child riding
a mountain bike on
the Tinwald track in
Ashburton.
He said he wasn’t sure whether
his future would be in road racing
or on the track but believed
opportunities in a velodrome
would become available after the
2020 Tokyo Olympics.

THE TEETER TABLE WORKS
Discs: It uses gravity to apply traction,
the traction gently opens the discs and as
they open up they create suction, this
suction draws fluid from the surrounding
tissue back into the discs, re-hydrating
them. This is the key! Discs do not have
their own blood supply, they rely on trans
fer of fluid from the surrounding tissue to
keep them healthy and hydrated and over
the years as discs get thinner with age, they
lose the ability to take on fluid (just like
squeezing a sponge) and they start to
de-hydrate.
De-Hydrated discs are less flexible, they are
harder, more prone to injury, they interfere
with nerve roots creating pain and
ultimately the de-hydration causes degen
eration. The Teeter Inversion table slowly
and gently brings the hydration back into
the discs, plumping them up. It separates
the nerve roots far more effectively and

Muscles: A lot of pain is muscular, when
muscles are stressed they become tight
which restricts the flow of blood and lymph
through the muscles so toxins build up,
Co2 and Lactic Acid. Traction opens up the
muscles, Rhythmic Traction, is a gentle
rocking motion that stimulates circulation
and encourages blood flow through the
muscles, which clears the lactic acid into
your lymph system where it stimulates

Posture: Poor posture is one f the
major cases of pain and is a major contributor
to the deterioration of the body with
age. A difference in leg length causes most
of the hip and knee issues, as they continue
to place uneven loads on the joints;
similar to the wheels out of alignment on
your car.
Trying to correct posture is extremely
difficult due to muscle memory, as it
constantly pulls the muscles back to where
they were. At a level of 40 degrees or more
on the Teeter, the muscle groups open up
and eventually come back into alignment,
using the table daily, does not allow the
muscle memory to pull them back out of
alignment and slowly the muscles start to
lose their memory and go with the flow,

correct posture. Then using the table once a

alignment it does not last long, the only
difference between the body and a
machine is that the body is constantly
repairing itself, however if the wear and
tear on the body is greater than the body’s
ability to repair itself, it is a slow decline.
The Teeter slowly brings the body out of its
decline and allows the body to repair itself,
resulting in a far healthier life.

a decision was made to scrap
the sub union’s senior and colts
representative teams this year.
The Canterbury Country
Rugby Sub Union made the
decision at a recent board
meeting.

decision,” said Dulieu.

will also not be played this year.

have under-16 boys, under-18
boys and under-15 girls rep
teams, which will compete at a

used as a final trial match for the
Canterbury B side. However, due
to a newly-extended programme

At the end of last season, the
Ellesmere and North Canterbury
sub unions sent a questionnaire
to all of their clubs and the
feedback they got was to play the
Southbridge and Munro shields
games after the completion
of the club season. That is
when the Canterbury Country
representative games take place.
This also contributed to the
decision due to very limited
preparation for the Canterbury
Country teams and an extension
of demand on players’ time.
The new schedule will
see Ellesmere and North
Canterbury’s senior and
colts teams play four game
programmes following the club
season, which will culminate
in the Southbridge and Munro
Shields games.
Dulieu says a full review will
be carried out at the end of this
season to evaluate the results of
the change. The review will look
at whether the new format has
provided the development path
for country players or if it would
be better achieved by playing
in the country seniors and colts
representative games.
“The goal is for country players
to develop their rugby so they
have an opportunity to play for
Canterbury or Canterbury B.
I think the important thing is
that this programme which is
being trialled will still give those
players a chance to develop and
move onto higher honours,” he
said.

Capacity building workshops
Is your community group, club or not-for-profit looking to recruit
some volunteers?
We’re running a series of free workshops over the next few months,
for not-for-profit community groups, organisations and clubs as a
part of the Capacity Building Initiative.
Council Community and Economic Development Advisor Michael
Heywood says the aim of the initiative is to offer advice on a wide
range of interesting and useful topics.
“The workshops vary from funding and fundraising, governance,
marketing, coaching and more,” he says.
There a few workshops coming up including:
Funding in Selwyn: Tuesday 9 April, 1–3pm,
Rolleston Community Centre
This workshop will include speakers from Council, Department of
Internal Affairs and Rata discussing funds they have available.
Sustainable Funding: Wednesday 8 May, 5.30–7.30pm,
Lincoln Event Centre
This workshop will cover key income streams for community
groups, the difference between donations, sponsorship and grants,
and tips on how to get more volunteers for fundraising and how to
best use these volunteers.
Governance Bites: Thursday 20 June, 5.30–7.30pm,
Lincoln Event Centre
This workshop will cover the essentials that every not-for-profit
board member needs to know.

Profiling our Selwyn Awards 2018 winners. Busy Bumbles, a locally owned after-school care
business took out the 2018 Small Business Award.
Rebecca Scott has wanted to be a teacher ever since she was five years old. She ticked that off,
for 15 years working as a teacher and even becoming deputy principal. After having children of
her own she wanted more flexibility and time to spend with her young family. Not wanting to leave
the childcare and education industry she began researching alternative options.
Rebecca saw an opportunity in after-school care and Busy Bumbles was created, with just one
enrolled child, working out of Rolleston School. The business quickly developed, and in a short
nine years, with the expansion of Selwyn townships Busy Bumbles grew to a roll of over 5000
children at 10 venues with 61 staff.
As managing director and owner, Rebecca says she couldn’t think of a better place to start
up a business.
“Selwyn has been such a supportive and collaborative area to grow my business into what it is
today. There is such a positive culture within the business network in Selwyn.
“Everyone works together and lends a hand whenever someone needs it, I’ve had nothing but one
hundred percent support when I’ve reached out,” she says.
In last year’s Selwyn Awards, Busy Bumbles was nominated in the Small Business category.
It was voted winner by the judges and also named runner-up for the People’s Choice Award.
Rebecca says this nomination was a great opportunity for the business as a whole to take a step
back and recognise its success.
“We’ve been so busy, it’s just work work work, we don’t often get a chance to look up and
appreciate all the positive things we are doing in our community.
“Sitting at the awards that evening and hearing all the good things being said about your business
I felt so so proud. So the whole table was pretty jolly proud actually, with a few tears. That evening
was definitely the highlight of my nine years in business,” she says.
The Selwyn Awards run every two years, with the next one coming up next year. For information

Community recycling days
We’re holding two community recycling drop-off days next month in
Malvern and Ellesmere.
This is a great chance to clean up your shed, backyard and garden
and drop off garden waste, scrap metal, tyres, child car seats and
e-waste to a local collection point.
Garden waste: Prunings, tree trimmings and weeds. Charges apply.
Scrap metal: Metals, bicycles, BBQs, small appliances, whiteware,
tins, pots and pans. Free.
Tyres: 4WD tyres.
Child car seats: $15 per seat.
E-waste: Flat screen and CRT TVs and monitors, computers, printers,
phones, cameras, stereos and cables. Charges may apply.
We don’t accept general rubbish, flax, cabbage tree leaves, trees or
branches over 10cm diameter, gas bottles, items containing oil or
fuel or tyres covered in dirt.
Only household amounts will be accepted. Please ensure you are
able to unload your own materials.
The drop-off days will be at Malvern on Saturday 13 April, 10am–
4pm at Hawkins Pit, Darfield and Ellesmere on Saturday 27 April,
10am–4pm, Cemetery Pit, Southbridge Leeston Road.
Cash only (no eftpos). A donation will be made to a local not-forprofit
organisation for their help with these events.

Road upgrade projects under way in Prebbleton
and Rolleston
Two new projects are getting under way in Prebbleton and Rolleston as part of the Council’s ongoing
roading upgrade programme.
Work has begun to seal a 1km long unsealed stretch of Dunns Crossing Road, between Boulez Mews
and Selwyn Road. The project includes shoulder widening, road pavement construction and chip
sealing, and is expected to be completed by the end of April.
Contractors will be safely managing traffic throughout the project through speed restrictions, lane
closures, and give way controls.
Early next week work will start on a street frontage upgrade of Tosswill Road in Prebbleton, to be
completed by the end of May. The upgrade involves sealing the long grass shoulder on the southern
side of the road, to create a parallel parking lane up to the Domain entrance. New kerb and channel and
footpath construction will be installed on the southern side of the road over a total length of 365m, from
the Prebbleton Domain to Ashford Avenue.
The upgrade also involves stormwater improvements.
During construction temporary speed restrictions, temporary traffic signals and parking restrictions will
be in place when required.

will kick off a new, shortened
Combined Country competition
format on Saturday.
The structure was signed off by
all three sub-unions, including
Ellesmere rugby manager
Michael Sheat.
The 22 teams from across
Ellesmere, Mid-Canterbury and
North Canterbury have been
split into three
pools based on last
year’s rankings
and geographical
balance.
The aim is to
prevent teams

days like they
did last year,
while also ensuring club rugby
is completed before the start of
August.
There are eight teams in pool
A, with seven teams each in
pools B and C.
Each team will play seven
round-robin games before the
playoffs start with the quarterfinals.

while teams in pools B and C
will play six games against teams
in their own group, plus one

Ellesmere teams shaping up?

Prebbleton may have flown
under the radar to achieve their
two semi-final appearances last
year, but with this season being
their centenary, which will be
celebrated over Easter, coach
Tony Martin knows there will
be no sneaking up on them this
season.
“We’ve had a a look at everyone
and the squad is 90 per cent the
same of what it was last year, so
it’s just a case of getting the best
out of them,” he said.
“You’ll only see one centenary
at your club and we’re looking
forward to the game that
dovetails into our centenary
weekend against Lincoln, but
you want to be performing every
week of this season and we know
teams will be looking to knock
us off.”
“We certainly want to be
contenders for both
competitions.”
Martin hopes his squad have
learned from their big match
experience last season and it will
help them in crucial fixtures in
2019.
“We’ll have to be mature
enough to close games out and
that’s not something we had last
year.”

against us,” he said.
”We’re missing a few guys to
start, but hopefully we’ll have
them all back in a month or so.”
Sutherland said his team
will likely target the Ellesmere
teams and look to get as many
competition points as they can
to have a run at winning the
Coleman Shield at the end of the
season.
“That’s what we did so well last
year was stick with teams, even
if we didn’t win, we picked up
bonus points.”
Sutherland said last year’s
Canterbury B hooker Sam
Cottam will be a big part of the
forward pack, while Cam Powell
will look to ensure Springston’s
backline is positive in attack
and will also handle the kicking
duties.
”Every team wants to think
they can go better than last year,”
Sutherland said. “We have to be
realistic that we may have a tough
first month or so.”
•Southbridge
Arguably the most successful
Ellesmere club of the past decade
had a flat 2018 by their lofty
standards, with two semi-final
appearances and no silverware.
Said co-coach Doug
Maginness: “We struggled a bit
last year, especially with injuries,
and we’re keen to get back to
where we were a couple of years
ago.”
“We aren’t a massive side
around the park but we have
plenty of mobility.”
Maginness said the core of the
squad remained settled but a
fast start in the new condensed
format will be vital.
“The Ellesmere competition
just keeps getting better and
better each year,” he said.
“Of the 10 teams, probably
eight of them could win it.
“The days are gone where you
can get comfortable wins.
“Having a shorter season I
think will see the quality of
rugby improve but it also means
you have to get off to a fast start
because you don’t want to be two
or three games behind.”
Back rower Darryl Lambourn
will set the tone again as the
enforcer of the pack, while Tom
Turner will likely play a key role
at centre after suffering an ACL
injury early last season.
“Tom’s a good communicator
and a strong talker, which is vital
in that position.”
•Burnham-Dunsandel-
Irwell
BDI finished just outside
the top-four of the Ellesmere
competition last year, but have
also had a disjointed preseason
so far.
“We’ve had guys away helping
with the Nelson fires and then
assisting after the events in
Christchurch over the last week
or so,” coach Glenn McGuire
said.
“It is what it is being a militarybased
squad.”
McGuire said his team always
have the ability to score points,
but it is their leaky defence which
has cost them games in the past.
“We’ve always had the
capability of making the top four,
it’s just been a case of putting
it together,” he said. “We have
plenty of points in us, it’s just a
case of sharpening our defence.”

“I think we’ll have a good frontrow,
really strong set piece and
we’ve brought some speed into
the team to play that expansive
game that we tend to play.”
Knowles said he would like to
see his team play complete 80min
rugby, as opposed to last year
where they often fell away in the
last 20min.
The team will rely on No 8 Sam
Baird, but will also have 19-yearold
former Canterbury Country
under-18 representative Luke

Wild styling for Ford Ranger Raptor

why fix it?’’
We could say the same today
with one of Ford’s best engines,
the fabulous 3.2-litre five-cylinder
diesel that has given Ranger
ute, and its off-shoot, the Everest
sport utility vehicle, such good
service over the years is now just
an option. The Everest now utilises
a 2-litre, four-cylinder twinturbocharged
diesel which is also
going into the Ranger Wildtrak
and Raptor double-cab utes.
It’s the latter vehicle this evaluation
focuses on, the Raptor is an
upgraded, upmarket version of
the Ranger and it stands out for
its hugely wild looks and aggressive
stance. There’s been a lot of
suspension development work
on Raptor and with its huge tyres
it looks as if it could take on any
challenge.
It’s the development work that
makes the Raptor almost a different
vehicle from Ranger, it
is more comfortable to ride in,
and you can tell immediately
from being in the vehicle that the
suspension is a step up. The ride
is glorious, bumps and ruts are
absorbed willingly, and there’s
very little jiggle associated with
vehicles which utilise a load carrying,
live rear axle.
I don’t know that Ford will get
away unscathed with the new
engine, while it is a beauty in
terms of output, performance
and refinement, educating buyers
that 2-litre is enough in a 2300kg
vehicle will be a big ask.
However, I can report that the
engine is up to task. Ford rate it
with 157kW and a healthy500Nm
of torque, both outputs developed
low at 3750rpm and 1750rpm
respectively.
The engine drives through a
10-speed automatic gearbox.
There is an unmistakeable diesel
throb, but it is well isolated from
the cabin, and with the smooth
gearshifts and seemingly endless
supply of ratios, driveline sophistication
has been a high manufacturing
priority.
Like all diesels, you can also
expect great economy from the
new four-potter. Bear in mind
that the Raptor is a heavy vehicle,
it carries a lot of kit, yet it is
still rated by Ford with a 8.2-litre
per 100km (35mpg) combined
cycle average. I was pleased with
the results appearing on the
trip computer. The best average

readout was showing 9.4l/100km
(30mpg), with an instantaneous
figure of around 6.5l/100km
(44mpg) showing at 100km/h,
the engine loping over at just
1500rpm.
At highway speed the engine is
fully responsive, there was never
a point when I felt it went offboost,
the appropriate gear was
always selected, while response to
accelerator request is instant.
In terms of acceleration, the
Raptor will reach 100km/h from
a standstill in 9sec, it is relatively
quick off the line and will haul
in mid-range speed with strong
boost.
The Raptor lands in New
Zealand in just one variant and
is listed at $84,990. It comes
with all the trick gear Ford
is building into its utes these
days, and with the luxury and
technological specification it’s
hard to fathom it is a five-seater
ute based on rugged go-anywhere
mechanicals.
That comment is based on the
complex four-wheel-drive system,
all options can be initiated
through a centre console-mounted
dial switch.

Goodrich all-terrain tyres, and
with an amazing 283mm of
ground clearance the Raptor is a
formidable off-road challenger.

I wouldn’t have been happy if
I hadn’t put the Raptor to good
use. I used the deck area to take
an errant plant that had grown
out of control on the front of
my property to the green waste
depot.
That’s one of the many reasons
I like utes, they are versatile and
practical. I also like the Raptor
for its functionality at the other
end, the new engine is something
that will filter through other Ford
product in time.
The Raptor is certainly
a ute for someone who likes to be
noticed, however, it is far more
than just a show pony. It has by
far class-leading suspension, and
with the well-proven mechanicals
it is based on, it is another model
which will keep Ford and Ranger
market leaders for considerable
time to come.

Street rod racing in
Christchurch this Easter
For just the third time in 30 years, the Street Rod Nationals will be held in Christchurch
over Easter weekend and this year’s, Classic Cover Insurance N.Z. Street Rod
Nationals promises to be a great event for hot rod and other motoring enthusiasts.
The New Zealand Hot Rod Association (NZHRA)
formed in Auckland, in the early sixties. It is the
governing body of over 100 clubs around the country.
The country’s first Hot Rod magazine was published
back in 1967 and is still going strong today.
Most countries in the world, participate in some
form of hot rodding. It is a multi-billion dollar business
in the United States and many local hot rodders bring
totally finished cars in from that country. Thousands of
enthusiasts also go to America each year to visit events
where more than 10,000 cars may be competing, and
to buy specialised parts not available in New Zealand.
By the early 1970s, clubs were able to apply to hold
the Street Rod Nationals and both the NZHRA and
Hot Rod magazine have helped grow this hobby to an
amazing standard in New Zealand. Some of the near
perfect hot rod examples can cost over $150,000.
Since 1990, the Nationals have only been held twice
in Christchurch: the hugely successful 1994 QEII event
which had 360 cars and over 1,000 entrants; and the
2001 event held at the Riccarton Racecourse.
This year’s event will again be held at Riccarton
Racecourse (Racecourse Road, Christchurch) over
Easter weekend. Public day is on Saturday, 20th April
from 9.30am through to 3pm. The cost will be $10 per
adult with children under 15 free.
Car enthusiasts who have not entered will be
able to park in a ‘preferred parking’ area especially
saved for their cool pride and joy.
Major sponsor for the nationals, Classic Cover
Insurance N.Z. will have representatives on site to
provide insurance quotes for cars. They promise to
be very competitive. NZHRA will also have people
available to answer any questions you may have. In
addition, there will be many stalls including those
selling food and drink.
In addition to the show, entrants will compete
in driving events, a car trial, museum visits and
night time functions. So far, only a few local cars
have entered with the majority of entrants coming
from the North Island, including Gary Martin who
is driving down from Hamilton in his steel 1932
Ford 3 Window Coupe with supercharged Ardun
engine.
The Grand National champion hot rods from
the previous Christchurch events will also be on
display. Both are exactly the same as they were
when first built. There are also plans to have a few
partially built rods on show, demonstrating what is
involved in their construction.

care for your pets
Winter is traditionally a time when
people like to head overseas for their
holidays – a chance to escape the cold
and enjoy another summer in a warmer
climate.
The dilemma of what to do with your
pets when you are planning an extended
time away is part of owning a pet or two.
Just like booking your airline tickets and
accommodation in advance, you also
need to decide where and how your pet
will be looked after.
Depending on how many animals you
have and what type of animal they are
will help you choose a carer or facility
that will keep your pet safe, happy, and
secure during your time away.
A number of options are available and
include a cattery, kennels, homesits or
daily visits to your home.
Catteries and Kennels
When choosing a cattery or kennel,
make an appointment to visit the facility
and meet the owner and staff so that you
can discuss the level of care available.
Remember that not all facilities are equal
– some may have bigger or smaller spaces
and it will be up to you to work out how
your pet will fit in and be happy while in
residence. You will also need to have all
your pet’s vaccinations, flea, and worm
treatments up to date.
Homesits
Pet homesitting is a poplar option for
pet owners who are planning on being
away for a while, have several pets or
who have a pet that does not like to be
taken out of its environment. The pet
sitter will move into your home and ‘live’
with your pets while you are away. The
benefit of this is that your pet will have
all day care and company plus you’ll have
the comfort and security of knowing
your home is being looked after, too. The
homesitter may also be responsible for
other duties too such as collecting your
mail, watering the garden and mowing
the lawns.
Daily Pet Visits
Pet care home visits are often suitable
for short holidays – over a weekend or up
to a week. The petsitter will visit your pets
daily to feed, exercise and generally care
for your pets. A visit may be half an hour
to an hour depending on the number of
pets. The petsitter may also water plants,
collect mail and generally keep an eye on
the security of your property.

Setting up small spaces in your back yard

WHAT’S A ‘small’ garden?
Usually urban, it could be many
things – a strip between front
fence and veranda, a pocketsized
backyard, a courtyard or
patio, or even a balcony.
What all small gardens have
in common is that (as with tiny
houses) every centimetre counts.
Design needs to be pared back
and concentrated, including only
what’s essential.
There’s something very restful
about this. The beauty of a small
garden is you can probably
spend more per square metre
on soil, paving and plants.
Less weeding and watering
means more time to relax and
appreciate your sanctuary.
And the more urban your
environment, the more valuable
your green space becomes.
Making your space a
pleasurable place to be starts
with the physical elements: sun/
shade, wind, views and access
to water (see the list on page
53 for hints on mapping these).
Then there are the human needs.
What do you use the garden
for – cooking and entertaining?
A private retreat? Extra living
space? A wild space for kids to
play? Growing vegetables, fruit
or herbs? Even a small garden
space can meet all these needs.
Built-in structures need to
multitask. Steps and decking
can double as seating, as can
generous built-in edges on a
raised bed or sandpit. Screens
to give privacy (or hide the
bins) can double as supports
for cucumbers or sweet peas.
For shade structures, adaptable
options like umbrellas,
retractable awnings/sails or
pergolas planted with deciduous
vines give you options for more
sun in winter and less in summer.
When it comes to planting,
choose carefully. Cramming lots
of different colours and textures
into a small area is like a room
filled with clutter – it makes the
space seem smaller. Growing
in pots gives you the chance to
change things around, but a few
large pots are easier to care for
than many little ones, which dry
out quickly.
Simplifying your planting
palette can make a small space
look bigger. Plants with large
leaves, such as monstera, fig
or taro, seem to be closer than
they are, so backing them with
fine-textured plants creates an
illusion of distance. Blur the
boundaries by covering at least
some of the walls or fences with
vines, or tall upright plants
like rushes or bamboo (wellcontained
to prevent a takeover).
Look at the plants’ eventual size
and choose those that won’t
outgrow their space.
Small gardens often have
corners of full shade, so avoid
slippery paving in these areas.
Instead, make the most of them
for shade-loving plants like ferns
and mosses, which hate to dry
out.
Even a small garden has room
for edibles – maybe not all your
favourite vegetables, but you
can start with fresh salad greens
and herbs. Lots of veges thrive
in containers, and dwarf fruit
trees can grow in a barrel if given
plenty of liquid feed. If you only
have room for one fruit tree,
choose your very favourite – for
me, it would have to be a lemon
tree for the fragrance of its
flowers as well as the flavour of
its fruits.

What the new anti-money
laundering laws mean for
property transactions
New rules designed to stamp out money
laundering and financing terrorism in New
Zealand mean that the real estate industry must
prove the identities of the people it works with.
You might think that criminal financial
activities only happen in the movies or overseas,
but it’s estimated that $1.35 billion is laundered
in New Zealand every year. The true cost, and
social impact, is much higher. Criminals use
various methods to ‘wash’ the money they make
from crimes to avoid detection. Making it look
like it’s come from a legitimate source – such
as buying or selling property or using financial
services – is an established way to do it. Now,
thanks to law changes that came into force on
January 1, 2019, you’ll have to prove who you
are when you’re buying or selling a property.
If you’ve bought and sold a property before
you’ll know that each real estate transaction is a
bit like a jigsaw puzzle. All the people involved
– banks or lenders, lawyers and real estate
agents - play a part to help protect the integrity
of the transaction and ensure that the puzzle
pieces fit together correctly. This includes
making sure that the client is who they say they
are to help reduce the risk of criminal activity.
While it may seem a bit of a pain, the real
estate agent must confirm your identity,
including your date of birth and your address
details, before you sign an agency agreement
with them. This might seem a bit ridiculous if
you’ve known the agent for a long time, or even
used their agency before, but it’s all part of the
due diligence they need to perform to meet the
new rules.
The information you’re asked for will
vary depending on whether you’re selling
the property as an individual or as part of a
partnership, company, estate or trust. If you’re
selling as an individual, you’ll need to provide
photo ID and be ready to answer any other
questions the agency may have. If you’re selling
a family trust property, you’ll need to provide
this kind of verified identification for all the
members of the trust and its beneficiaries.
Ideally, these requirements won’t slow down
the process at all. It’s a good idea to get as much
documentation ready as you can – when you’re
talking to an agent, ask them what they’d like
you to bring along. Complying with anti-money
laundering rules is like completing any part of
the real estate transaction: it works best when
everyone follows the process.

Can I trust a seller’s building report?
If you’ve been to an open home recently, or
been browsing the ‘for sale’ adverts, you might
have noticed that some sellers put together
information packs for potential buyers. These
sellers will know that researching a property
takes time and money, and they don’t want this
to be a barrier to a successful sale. They believe
that providing information like a LIM (a Land
Information Memorandum from the local
council) and a building inspection report can help
busy people get an offer on the table. This is great
in theory, but you need to tread carefully all the
same.
If, for example, a real estate agent or seller
gives you a LIM for the property, check carefully
when it was prepared. A LIM is a summary of
all the current property information held by the
different departments at a council at the time. It
contains details of council consents for any work
done, how much the rates are and information
on any geographic hazards that might have an
impact on the property, such as subsidence. Bear
in mind that this information can be reasonably
general – the LIM for most houses in Wellington
will say that they’re located in a high wind area,
for example. If the LIM is dated a couple of weeks
ago, it’s safe to assume it’s reasonably up to date.
If it’s dated a year ago, it’s a good idea to make
further enquiries. Getting a LIM costs money in
most areas (prices vary from council to council).
You can also ask to see the property file held by
the council, which holds other information about
a property, like a site map and original house
plans.
Building reports are a bit trickier. Using a
building report provided by the seller (or the
real estate agent working for them) may seem
like an easy option in the short term. However,
if you buy the property and then find problems
with it that cost a significant amount to fix, you’re
not protected by the building report because the
inspector’s contract is with the seller, not you. The
Real Estate Authority (REA) recommends using
an accredited property inspector who complies
with the New Zealand building inspection
standard 4306:2005. Their written report will
identify any current defects as well as highlight
any urgent and long-term maintenance required.
Look for someone who has a good level of
indemnity insurance, as this will protect you if
you buy the property and then find you need to
fix something that wasn’t in the report. Building
inspections do come at a cost, but we think it’s
worth it to be sure that you’re fully aware of what
you’re signing up for. Depending on the age of the
house you’re looking at don’t necessarily expect
a thin report saying there are no issues. Many
wooden houses in New Zealand are over 50 years
old and there will be things the inspector needs
to point out. Make sure you understand what
normal age-related matters are (that may not be
major issues), compared to significant repairs
needed in the short term to fix a problem. The
report you receive should separate these things
out - if it doesn’t, then ask the inspector about the
difference.
If you end up with a report with a lot of
information about the property it doesn’t mean
you should walk away. Instead, see it as giving
you the opportunity to know what you’re buying.
Doing this before you make an offer means you
are fully aware of what the property may need to
have done to it and your offer figure can reflect
that. However, if you don’t feel comfortable
paying for a building report before you make
an offer, you can make a property inspection a
condition of your offer. Like most things in life,
buying a property will go more smoothly if you
put the work in. If a short cut seems too good to
be true, it usually is.

standard is around 25 years behind many

well ahead. We’d like to see the homes at
Verdeco Park built above New Zealand
building code. It doesn’t cost much more
to build a better home,” explains Shane.
The Verdeco Park team are holding
seminars which look at the difference
between standard and insulated walls and
foundations, as well as ventilation and
eco sustainable products, along with what
makes an environmentally friendly home.
Shane says it is as much about cooling
our houses down in summer
as it is about heating them up
in winter with aspects such as
positioning for the sun, ensuring
sufficient overhang and installing
solar energy all making a
difference.
“We’re not prescribing the
products to be used or how
homes are to be built. We’re
simply providing information
about what is available and
how certain building products
might be better yet not much
more expensive. It allows people
looking to build to have a better
understanding of their options for a
healthier home,” adds Shane.
They have also looked at the degree
of building wastage with some builders
already addressing ways to minimise this.

When building a new home, here’s a reminder
to pay attention to some of the fine details...
Anyone intending to build a new home
should have the builder’s contract checked
out by an experienced lawyer.
A payment schedule can also minimise
financial risks. Issues that you may have to
deal with include:
the deposit, guarantees and warranties
If you want to compare building
companies, it’s important to get down
to finer details such as how many power
points there are per room, the type of
windows you are having or which paint
finishes are included.
Questions to ask builders include:
• Do you have a
completion guarantee
and how does it work?
• Is there a loss of
deposit guarantee?
• Is the company a
Registered Master
Builder and does
it use third-party
written guarantees?
• What is the schedule
for payments?
• How are the deposit
and progress
payments
administered?
• Are they held in a solicitor’s trust fund?
• Will the master franchisor complete
the build if the franchisee goes out of
business
• What are the exact specs?
• Are the prices fixed?
• What is excluded from the build?
• Are there any restrictions on
driveways or any other connections?
• Can you speak with clients who have
just completed a build?

Tips On Buying A Bach
Having a place to get away from it all is
an attractive prospect. It’s easy to fall in
love with the thought of your own slice of
paradise, particularly if it’s in a popular spot.
But buying a holiday property, whether it’s
a bach at the beach or a rural idyll, is every
bit as complex as buying a home that you
live in full-time. That means you need to do
your homework first to avoid any hassles
– and that you engage a lawyer to help you
through the process.
Once you’ve found a property you like,
it’s essential that you and your lawyer look
at all the relevant documents, such as the
legal title and any information that the
council has about the property, as recorded
on the LIM. A title search will reveal any
‘invisible’ issues relating to the boundary
or access. You should also check with the
council whether there are any proposed
developments in the area that could
have an impact on the property and the
neighbourhood.
It’s a good idea to get the property
thoroughly checked by someone who can
identify significant defects, future or urgent
maintenance issues and problems caused by
gradual deterioration. It’s not uncommon
for a coastal holiday property to have a
few more maintenance issues than you
might expect from a city townhouse. We
recommend using a qualified and insured
building inspector to do this work.
If you get a DIY guru friend in to have a
look instead, ask them to look for structural
problems, any evidence that the property is
a leaky building, issues caused by deferred
maintenance (such as weatherboards rotting
due to peeling paint)
and areas where there is
damp or mould. Simple
things like aged electrical
or water supply fixtures
may also create headaches
later on if not managed
up front. Don’t forget to
factor in costs for fixing
any identified problems
that may be significantly
more involved to manage
than town repairs and
maintenance, as well as
plan for long-term upkeep.
Depending on where the property is,
you also need to be hard-headed about the
risk of natural hazards such as tsunami or
coastal erosion. Earlier this year, a report
commissioned by the Deep South National
Science Challenge pointed out that nearly
44,000 homes in New Zealand are less
than 1.5 metres above the current average
spring high tide mark. With rising sea levels
and increasing likelihood of storm surges
and king tides predicted, many of these
properties are at serious risk of frequent
inundation. Unsurprisingly, insurers are
nervy about this, with some companies
already raising premiums or excesses for
properties that have been identified as highrisk,
or putting restrictions on what they
will cover. It can be difficult to get finance
approved if a property cannot be insured, so
it pays to investigate this closely.
If you get through all those steps and the
property still looks like a good bet, think
about the long-term. Are you thinking about
using it to earn an income when you’re
not in residence, such as renting it out or
putting it on AirBnB or a similar platform?
Be aware that some councils are tightening
up restrictions on homeowners doing this,
which could affect your plans and costs.
Take a moment to think about security as
well. Getting settled in your new holiday
home is one thing, but consider what
happens when you’re not there.
Finally, if the property you are keen on is
being sold privately, be aware that you may
have fewer protections under the Consumer
Guarantees Act and the Fair Trading Act if
things go wrong. While no one enters into
a sale thinking that problems are going to
arise, issues can often crop up. Nothing
will dim your holiday glow like the lasting
memory of a poorly researched property
decision.
