XI. Ukra<strong>in</strong>e-European<br />

Union Relations<br />

Relations between the European Union (EU) and Ukra<strong>in</strong>e are shaped through<br />

the Ukra<strong>in</strong>e–European Union Association Agreement and the Deep and Comprehensive<br />

Free Trade Area (DCFTA). Ukra<strong>in</strong>e is a priority partner with<strong>in</strong> the Eastern<br />

Partnership and the European Neighborhood Policy (ENP). <strong>The</strong> EU is seek<strong>in</strong>g an<br />

<strong>in</strong>creas<strong>in</strong>gly close relationship with Ukra<strong>in</strong>e, go<strong>in</strong>g beyond co-operation, <strong>to</strong> gradual<br />

economic <strong>in</strong>tegration and deepen<strong>in</strong>g of political co-operation.<br />

<strong>The</strong> association agreement was <strong>in</strong>itiated <strong>in</strong> 2012, but the Ukra<strong>in</strong>ian government<br />

suspended preparations for sign<strong>in</strong>g the association agreement on 21 November 2013,<br />

dur<strong>in</strong>g the presidency of pro-Russian Vik<strong>to</strong>r Yanukovych, who attended the EU summit<br />

<strong>in</strong> Vilnius on 28–29 November 2013 where the association agreement was orig<strong>in</strong>ally<br />

planned <strong>to</strong> be signed but it was not. <strong>The</strong> decision <strong>to</strong> put off sign<strong>in</strong>g the association<br />

agreement led <strong>to</strong> the pro-EU Euromaidan movement. <strong>The</strong>se led <strong>to</strong> the removal of<br />

Yanukovych and his government by parliament after the 2014 Ukra<strong>in</strong>ian revolution <strong>in</strong><br />

February 2014. [2][7] S<strong>in</strong>ce then, Ukra<strong>in</strong>e has been striv<strong>in</strong>g <strong>to</strong>wards <strong>in</strong>tegration <strong>in</strong><strong>to</strong> the<br />

European Union whilst the eastern part of the county has been engaged <strong>in</strong> pro-Russian<br />

unrest, oppos<strong>in</strong>g the Euromaidan movement.<br />

<strong>The</strong> political part of the Association Agreement was signed on 21 March 2014 by the<br />

new Prime M<strong>in</strong>ister, Arseniy Yatsenyuk. Meanwhile, the EU has attempted <strong>to</strong> stabilize<br />

Ukra<strong>in</strong>e by freez<strong>in</strong>g assets of allegedly corrupt Russians and Ukra<strong>in</strong>ians and by<br />

grant<strong>in</strong>g f<strong>in</strong>ancial aid <strong>to</strong> Ukra<strong>in</strong>e. <strong>The</strong> economic part of the Ukra<strong>in</strong>e–European Union<br />

Association Agreement was signed on 27 June 2014 by the new President, Petro<br />

Poroshenko. On 1 January 2016, Ukra<strong>in</strong>e jo<strong>in</strong>ed the DCFTA with the EU. Ukra<strong>in</strong>ian<br />
