and <strong>in</strong>vestment. <strong>The</strong> ECT was signed <strong>in</strong> December 1994 and came <strong>in</strong><strong>to</strong> effect <strong>in</strong> April<br />

1998. Ukra<strong>in</strong>e and all EU member states are also signa<strong>to</strong>ries of the 1998 Trade<br />

Amendment reflect<strong>in</strong>g the change from the GATT <strong>to</strong> the WTO.<br />

After its entry <strong>in</strong><strong>to</strong> force, Ukra<strong>in</strong>e held an Observer status for the Treaty establish<strong>in</strong>g<br />

the Energy Community (also referred as European Energy Community), a community<br />

established between the European Union (EU) and a number of third countries <strong>in</strong> order<br />

<strong>to</strong> extend the EU <strong>in</strong>ternal energy market <strong>to</strong> South East Europe and beyond. <strong>The</strong> Treaty<br />

establish<strong>in</strong>g the Energy Community was signed <strong>in</strong> Athens, Greece, on 25 Oc<strong>to</strong>ber 2005,<br />

and entered <strong>in</strong><strong>to</strong> force on 1 July 2006. Ukra<strong>in</strong>e soon expressed its <strong>in</strong>terest <strong>in</strong> full<br />

membership. Mandated by the Energy Community M<strong>in</strong>isterial Council, the European<br />

Commission had the first round of formal negotiations with Ukra<strong>in</strong>e <strong>in</strong> late 2008. After<br />

three negotiation rounds, the technical negotiations with Ukra<strong>in</strong>e were concluded <strong>in</strong><br />

2009. <strong>The</strong> M<strong>in</strong>isterial Council, however, made the membership conditional on legislative<br />

amendments. In concrete, it requested Ukra<strong>in</strong>e <strong>to</strong> revise its gas law so that it complies<br />

with EU's Gas Directive 2003/55/EC. Follow<strong>in</strong>g the amendment of the gas law <strong>in</strong> July<br />

2010, Ukra<strong>in</strong>e signed the Energy Community Accession Pro<strong>to</strong>col on 24 September<br />

2010, ratified the Treaty on 15 December 2010 and officially acceded the Energy<br />

Community on 1 February 2011.<br />

Dur<strong>in</strong>g the 1990s, Germany, the Netherlands and Italy rema<strong>in</strong>ed major trad<strong>in</strong>g partners<br />

of Ukra<strong>in</strong>e. Accord<strong>in</strong>g <strong>to</strong> Eurostat, between 2000 and 2007 EU trade <strong>in</strong> goods with<br />
