Councils put focus on freedom campers<br />

The brakeshave been put on parts of the<br />
Hurunui District Council’sfreedom<br />
camping bylaw.<br />
Further north,the Kaikoura District<br />
Council is astep closer to finalising its<br />
controlsonfreedom campers.<br />
WhileHurunui has deferred banning<br />
camping at Gore Bay, as wellasinthe<br />
heartofHanmer Springs and in Cheviot<br />
untilearly next year, Kaikoura has given<br />
unanimous support to its bylaw and is<br />
seeking submissions from next week.<br />
The Hurunui councilagreed lastweek<br />
to 10 sites at Glenmark Domain, six at the<br />
ScargillMotunau Reserve and 10 at the<br />
Hanmer River Reserve. However,it<br />
decided to take another look at areas<br />
wherebans are proposed and gather<br />
information over the coming season to see<br />
if there wereany issues withthe sites.<br />
It has beengiven afinancial boost to<br />
monitorsites,put up signage, educate, and<br />
conduct enforcement at campsites. It has<br />
received $144,304through the Ministryof<br />
Business, Innovation and Employment’s<br />
Responsible Camping Fund, which will<br />
alsohelp in providingsolidwaste facilities<br />
to improve visitor experienceinthe<br />
district.<br />
The manager of regulatoryservices,<br />
Judith Batchelor, says the funding will<br />
alsoprovidefor responsible camping<br />
ambassadors.<br />
‘‘The council has agreedtouse that<br />
extra money over the summer to see how<br />
it goes and gather moreevidence.’’<br />
It received 45 submissions to its<br />
proposed bylaw.<br />
The New Zealand Motor Caravan<br />
Association national policy and planning<br />
manager James Imlach said it appeared<br />
the council was ‘‘pandering to the constant<br />
and largelyirrelevant cries of asqueaky<br />
wheel’’, and its clandestine attempt to oil<br />
the wheel through the review placed the<br />
bylaw in aprecariousposition.<br />
‘‘As aratepayer and representativeof<br />
tens of thousands of New Zealanders who<br />
will be significantly affected by this<br />
proposal, we are disappointedwith the<br />
proposal and argue the council has a<br />
statutory duty to remain impartial and<br />
undertake afairer assessment,’’ he said.<br />
Kaikoura has bannedfreedom camping<br />
in the wholetownship, the SouthBay<br />
Cornerwith State Highway 1, as wellas<br />
the cemetery, Point Kean, the Esplanade,<br />
South Bay Parade,Moa Street, car parks at<br />

the boat harbour, Wakatu Quay, Kiwa<br />
Road,South Bay Reserve, and councilcontrolled<br />
land withinthe coastal strip<br />
from SouthBay Parade to the Kowhai<br />
River.<br />
Thereare restricted areas andafine of<br />
$200 for any offence underthe bylaw,<br />
whichincludes washing dishes using<br />
public facilities, hanging laundryout or<br />
defecating in public.<br />
It has also received afunding boostof<br />
$217,300fromthe Responsible Camping<br />
Fund for servicing campsites, bylaw<br />
enforcementand education, camping<br />
education and monitoring,and avisitor<br />
business and community survey.<br />
Submissions close on October 11.<br />
Chiefexecutive AngelaOosthuizensays<br />
the bylaw shouldbeinforce by the end of<br />

Adisplay room dedicatedtonoted<br />
Rangiora historian Don Hawkins has been<br />
officially opened.<br />
Rangiora and Districts EarlyRecords<br />
Society president DavidPetrie says the<br />
new Hawkins room at the Rangiora<br />
Museum has beenalabouroflove for<br />
members. ‘‘I’m pleased with the work<br />
that’s been done,with turningastorage<br />
room intoadisplay area.’’<br />
The display room not onlyhonours Mr<br />
Hawkins,but also his family’s connection<br />
to the district.<br />
Mr Hawkins’ grandparents had agrocery<br />
storeinRangiora, later run by his father<br />
Lanceand UncleLaurie.<br />
Afterattending Rangiora HighSchool,<br />
he attended the University of <strong>Canterbury</strong><br />
where he attained aMasterofArts in<br />
history, withhis thesis becoming the basis<br />
for his firstbook, Beyondthe Waimakariri,<br />
published in 1957.<br />
He later wrote and published Rangiora<br />
in 1983, supported by the Rangiora<br />
Borough Council.<br />
After teachinginBritain, wherehemet<br />
his wife Patricia, Mr Hawkinswas<br />
appointedtoWaimateDistrict High<br />
School, later becoming deputy principal.<br />
He retiredtoRangiora, where he<br />
becameanactivemember of the Rangiora<br />
and DistrictsEarlyRecordsSociety. He<br />
was aregular contributor to themuseum’s<br />
newsletter.<br />
His newsletter articles werelater<br />
published as RandomJottings by the<br />
society and he also wroteahistory of<br />
Rangiora BoroughSchool.<br />
