Development Agenda<br />
1. Background<br />
Research Agenda – September 30, 2006 Draft<br />
The <strong>Department</strong> <strong>of</strong> Homel<strong>and</strong> Security (DHS) recently published its National Infrastructure Protection <strong>Plan</strong> (NIPP). The NIPP<br />
states that academic <strong>and</strong> research center communities play an important role in enabling national-level critical infrastructure<br />
<strong>and</strong> key resources (CI/KR) protection <strong>and</strong> implementation <strong>of</strong> the NIPP (section 2.2.7). This plan states the intention <strong>of</strong> DHS to<br />
examine existing cyber security programs within the research <strong>and</strong> academic communities to determine their applicability as<br />
models for critical infrastructure protection education <strong>and</strong> broad-based research (section 6.2). Further, it articulates strategic<br />
research <strong>and</strong> development (R&D) goals <strong>and</strong> identifies the R&D areas in which advances in CI/KR protection must be made. It<br />
describes specific R&D plans <strong>and</strong> programs that support the NIPP (section 6.3 <strong>and</strong> appendix 6).<br />
In 2003, the President released the National Strategy to Secure Cyberspace <strong>and</strong> National Strategy for Physical Protection <strong>of</strong> Critical<br />
Infrastructures <strong>and</strong> Key Assets. These documents called for Treasury, as the sector lead agency for the <strong>Banking</strong> <strong>and</strong> <strong>Finance</strong><br />
<strong>Sector</strong>, to develop a R&D agenda for the sector. Treasury, working with the Financial <strong>and</strong> <strong>Banking</strong> Information Infrastructure<br />
Committee (FBIIC) <strong>and</strong> the Financial Services <strong>Sector</strong> Coordinating Council (FSSCC), published research challenges for the sector<br />
entitled Closing the Gap. The driving force behind the document was a desire to identify key areas where additional research<br />
dollars could be spent to make the sector more secure. This document, released in 2003, was socialized among Federal departments<br />
<strong>and</strong> agencies, academics, <strong>and</strong> financial services participants.<br />
As the issue <strong>of</strong> R&D for the financial services sector matured, the FSSCC developed a working group to focus specifically on the<br />
issue for R&D <strong>and</strong> to coordinate its activities with respect to CI/KR R&D. At the request <strong>of</strong> Treasury, the FSSCC joined DHS in a<br />
May 2005 workshop focused on R&D priorities. As DHS was finalizing the NIPP R&D plans <strong>and</strong> programs, the FSSCC formed<br />
an R&D Committee to focus on those plans <strong>and</strong> programs that would provide the most significant benefits with respect to the<br />
specific CI/KR requirements <strong>of</strong> the financial services industry. In May 2006, this committee issued a list <strong>of</strong> research projects<br />
that provide information security pr<strong>of</strong>essionals with tools to address known vulnerabilities in the financial services industry,<br />
titled The FSSCC Research <strong>and</strong> Development Committee Research Challenges.<br />
This document was not written to reproduce either the NIPP or FSSCC R&D document, but rather it is intended to enable an<br />
academic researcher, a DHS reviewer, or other interested reader to determine quickly the applicability <strong>of</strong> an FSSCC R&D challenge<br />
to a given NIPP R&D theme, plan, or program.<br />
