Accreditation Eligibility Individuals who wish to be accredited must demonstrate their competency as a timber cruiser. This requires completion of each level of the log and any other criteria as set by the board. Applicants must have Canadian citizenship, landed immigrant or permanent residency status. The Period of Accreditation Accreditation will automatically be renewed each year to members in good standing upon payment of the annual membership fee and receipt of the annual selfassessment declaration. Maintaining Your Accreditation As a forest professional, each ATC/ATE must demonstrate continuing competency. The Foresters Act, Bylaws and especially the ABCFP Code of Ethics and Standards of Professional Practice impose a duty for ABCFP members to consistently pursue professional development as required to ensure continuing competency. Cancelation of Accreditation ABCFP council may cancel accreditation if it was made in error or under false pretenses or if members fail to complete all of the required steps to renew their annual membership. Appeal Process An applicant or struck member whose accreditation has been refused or revoked may provide written notice to the board outlining his/her request for a second review or reinstatement. Reinstatement of Accreditation Any person who has been struck from membership may have his/her accreditation reinstated if all conditions set by the board have been met and upon payment of all outstanding dues and fees. A person seeking reinstatement of accreditation due to non-payment of fees will be treated as a new applicant, having his/her qualifications assessed against current requirements. Professional Accountability and Conduct of Timber Cruisers Some timber cruising job functions are aspects of the practice of professional forestry. Refer to www.abcfp.ca to see the scope of practice related to cruising for ATCs and ATEs. Entry-level cruising job functions, such as field data collection, can be carried out under supervision by non-ABCFP members. Non-members include persons just starting to collect cruise data, Level 1 Compassers or Level 2 Cruisers in Training. Level 3 (ATC) and Level 4 (ATE) are ABCFP forest professionals along with RFTs and RPFs and are accountable for the work of non-members in their supervision or employment. Non-ABCFP members who cruise timber for appraisal purposes must be supervised by a competent ABCFP member. Supervision means that the ABCFP member is professionally accountable for the non-member’s work. The ABCFP member must practice a level of due diligence to ensure the non-member’s work submitted or incorporated is complete and correct. The level of due diligence practised depends on the amount of risk the member is willing to accept, the competence of the nonmember and the complexity of the project, site and stand. ATCs and ATEs will conduct themselves in accordance with the professional standards identified in the Foresters Act (http://www.bclaws.ca/EPLibraries/bclaws_ new/document/LOC/freeside/--%20F%20--/Foresters%20Act%20SBC%202003%20 c.%2019/00_03019_01.xml) and Bylaws (http://www.abcfp.ca/regulating_the_ profession/bylaws/documents/bylaws.pdf). Special note should be made of Bylaw 11 (Code of Ethics) and Bylaw 12 (Standards of Professional Practice). Accreditation Process The board has defined four levels of competency for individuals who wish to obtain accreditation as a timber cruiser. The levels are: • Level 1 - Compasser • Level 2 - Cruiser in Training • Level 3 - ATC • Level 4 - ATE Accreditation and ABCFP membership is only granted at Levels 3 and 4.
