Junior Fair only
By Kristy Zurbrick
Madison Editor
The Madison County Senior Fair Board voted unanimously on
May 20 to hold only a Junior Fair this year. That means no open
class events, amusement rides, carnival games, or infield entertainment.
The event will focus solely on youths and their projects with
no general admission.
With fair week set for July 12-18 and uncertainty about what restrictions
will be in place at that time regarding the coronavirus
(COVID-19), the board needed to choose a direction and start working
out logistics as best they can, said Darrell Champer, board president.
“We were running out of time. We held off as long as we could,”
he said.
Champer and other fair leaders have been in close contact with
the Ohio Fair Managers Association, legislators, and Gov. Mike
DeWine’s fair committee. Some of the restrictions on the table for
putting on a full fair would put a significant strain on the fair
board’s finances.
“Reducing head counts to 50 percent—we can’t afford to do that,
plus policing people being six feet apart and shutting down restrooms
multiple times a day to clean them... It’s all extra,” Champer
said. “It’s hard to commit funds to things we know we can’t recover
from.”
By choosing to do a Junior Fair only, organizers will be working
with a smaller group of people in a structured format. But that still
involves roughly 600 4-Hers and 100 FFA exhibitors and their parents,
along with judges, organizers and volunteers. And it still will
be a strain financially.
“It will be a huge challenge to complete,” Champer said. “But
Junior Fair is the essence of the fair, and I signed up for (Senior
Fair Board) because of the kids. I think it’s important to see it
through for the kids.”
The Senior Fair Board is working with the Junior Fair Board
and 4-H key leaders to come up with a plan. They are watching
what other counties are doing, especially Franklin, Marion and
Pickaway, whose fairs are coming up soon. They also are gathering
ideas from fairs in other states and, of course, watching and waiting
on direction from state officials.
“We need to look at each project area and figure out how to make
this work. Hopefully, over the next couple of weeks we will work
out the details,” said Deetra Huntington, Junior Fair coordinator.
Organizers will use the current Junior Fair schedule as a framework
to hold general project judging, livestock judging, and the king
and queen contest. They hope to have some kind of food court avail-
Strawberry Festival and Cobra Show cancelled
By Kristy Zurbrick
Madison Editor
Organizers of the London Strawberry
Festival announced the cancellation of this
year’s event, originally scheduled for June
25-27. The popular London Cobra car show
that runs in conjunction with the festival
also has been cancelled.
In a letter posted on the festival’s website
on May 21, organizers state their concerns
for the health and safety of festival goers
and the community in light of the coronavirus
(COVID-19) pandemic. They explain
that they waited as long as they could, in
order to collect as much information as possible
from local and state officials, before
making the decision.
“Due to the high degree of uncertainty
about what the coming months will hold, we
have made the very difficult decision to cancel
the 2020 London Strawberry Festival,”
they state.
This year would have marked the festival’s
38th year. The event takes place on the
streets of downtown London and features
rides, games, live entertainment, contests,
a parade, and food vendors, each of which
offers at least one menu item containing
strawberries.
While disappointed that they had to cancel,
organizers are looking ahead.
“We’re planning for 2021 already,” said
John Stahl, Strawberry Festival committee
president.
The 2021 festival will take place June 24-
London’s Elm Street residents may have to pay out
of pocket for drain repairs after their houses experienced
flooding issues.
London city council members returned to council
chambers at the city hall building May 21 but with new
capacity guidelines stating only 10 people could be in
the room at one time. This opened the room to nine city
officials and a public speaker.
Long-time London resident, Mike Carter, was the
only member of the public present, telling council members
that he and several neighbors had recently experienced
severe flooding in the basements of their homes
on Elm Street. He brought the issue to council hoping
the city could offer some answers, he said.
“Right now, I have water in my basement 26 inches
deep,” Carter said. “And it takes two days to drain out.”
He said the city told him at a meeting in 2019 that
some repairs would be done to the city sewer system in
the spring of 2020 but has yet to see any work done.
Carter added that he has lived at the residence for
47 years and has experienced flooding before. More recently,
it has gotten worse, he said, and many neighbors
on the block have the same problems.
“It just started like four or five years ago. That’s
when we really started having problems,” he said. “It
just generally has gotten a little bit worse each year.”
He added that when there is heavy rain, he sees
“black water” backup in his house indicating that there
is sewage backup. When he checked into repair costs,
the total was nearly $7,000.
“I just wanted to see if there is something the city
can do,” he said.
Council member Anthony Smith said that, unfortunately
for residents, the issue causing the backup isn’t
the city’s responsibility. He said he found this out firsthand
after experiencing a similar issue in his own home.
“I can give you the answer because I just did exactly
what you did. And it’s not a good one but it is what it is.
I have the exact same problem,” Smith said.
He explained that two years ago, his house flooded
able and plan to permit camping, all with additional
regulations in place for health and safety. Camping fees
are due June 1 with the option to roll previously paid
fees to 2021.
Organizers also plan to hold a livestock auction,
though there’s a good chance it will be done virtually,
depending on social distancing requirements at the
time.
“The junior show we did for the last 100 years is not
going to look the same, but we would like to preserve
as much of the fair experience as we can for the kids of
2020,” Champer said.
Ultimately, Madison County Public Health will have
the final say on the plan that fair organizers put together.
Champer said Chris Cook, the county health
commissioner, has provided valuable guidance.
“He’s been very helpful. We’ve been having virtual
meetings basically every week, and he joins in on them.
He was really helpful in making our decision to go with
a Junior Fair only,” Champer said.
As for covering expenses for the Junior Fair, Champer
and Huntington both said donations and sponsorships
are extremely critical this year.
Typically, the junior and senior fair boards work together
to cover Junior Fair expenses—which include
and, when he had the drainage system looked at, concrete
was found in the drain.
He said he brought the issue to the city and was told
“the city is not responsible for it.”
Smith offered the solution of installing a backflush
valve which he said fixed the issue at his house, but
Carter said his home has clay tile and that the part
wouldn’t work with the tile.
Although council members said there wasn’t much
they could do, they encouraged Carter to attend city
committee meetings, including the next Board of Public
Utilities meeting, which was set for May 28.
In old business, council reviewed amendments for
two pieces of legislation. The first would require anyone
holding a public event on public property to get a permit.
The language in the legislation would be changed
to refer to any “public events” rather than just fairs, festivals
and carnivals, as the language currently states.
The other amendment would require all contractors,
subcontractors and general contractors to register with
the city before performing work.
Both pieces of legislation will have a final reading at
the next regular council meeting.
In new business, council passed:
• a resolution appropriating $24,510.60 to make a
bond payment to the county for a skid steer and front
loader;
• a resolution allowing the safety service director to
apply for a Community Development Block Grant for
up to $51,511 for repairs to the city’s sewer infrastructure
to help alleviate flooding on city streets and homes;
• a resolution allowing the safety service director to
apply for and accept a Trench Safety grant through the
Ohio Bureau of Worker’s Compensation for up to
$9,362.40; the city will be responsible for matching
funds of 20 percent; and
• a resolution allowing the safety service director to
apply for and accept a grant through the Small City
Program for up to $1 million to be used on any road,
safety or signal project on the Federal Aid system.
The next regular London city council meeting is June
4 at 6:30 p.m.
everything from paying judges and buying trophies to
prepping show arenas. The Junior Fair Board collects
donations. The Senior Fair Board contributes a portion
of proceeds from concessions, general admission, camping
fees and other fair activities.
Without a full fair, some of those revenue sources
won’t be available this year. Additionally, the COVID-
19 shutdown has prevented the Senior Fair Board from
renting out the grounds for other events over the last
couple of months, resulting in a loss of approximately
$60,000 in revenue, Champer said.
“We’re behind the 8-ball. We do not have enough
money to cover the Junior Fair,” he continued. “We’re
going to lean on the public to help support this to get
these kids through this time.”
As they work out finances and logistics, organizers
are asking everyone involved to be prepared to be flexible.
In a letter posted on the Senior Fair Board’s Facebook
page on May 20, the board stated: “Understanding
that there are still many unknowns, those involved with
the Madison County Fair should be prepared to experience
change and adapt to alternative ways of doing
things, with health and safety at top of mind.”
Fair Office at (740) 852-1654.

Changes in store for cash-strapped police academy
The Ohio Peace Officer Training Academy
(OPOTA), headquartered in London,
will be redesigned using an innovative approach
to interactive trainings to better
meet the evolving needs of Ohio’s law enforcement
community.
“Our commitment to provide high-caliber
training to law enforcement officers is unchanged,
and we will continue to equip them
with the latest tools to keep us safe,” said
Ohio Attorney General Dave Yost. “This operational
change will benefit all Ohioans as
we enhance the delivery of training, providing
departments with cost-effective education,
while keeping officers in the
communities they protect and with the families
they love.”
The academy has experienced funding
challenges for more than a decade. Yost
identified it as a financial concern before
taking office and asked Auditor of State
Keith Faber to review the matter. An audit
is ongoing. While the evaluation of how
Ohio Cobra Club, the show traditionally
OPOTA should operate has been under way
for some time, the COVID-19 pandemic has
accelerated the implementation of a new approach.
“With the pandemic as a catalyst,
changes in how OPOTA conducts training
are necessary and timely,” said Vernon
Stanforth, Ohio Peace Officer Training
Commission chairperson and Fayette
County sheriff. “This decision addresses
longstanding issues while charting a new direction
for the education of the next generation
of law enforcement.”
The statutory funding mechanism established
to support OPOTA is inadequate and
unsustainable. OPOTA has not been selffunded,
as required by law, for more than a
decade. Recently, OPOTA has experienced
dwindling class sizes as law enforcement
agencies balance competing priorities when
seeking further training for officers, including
cost, course materials and travel. Last
year, dozens of classes had fewer than five
the show, parking their cars for display
along North Main Street. Some give rides
Cystic Fibrosis Foundation.
“The board is upset that we had to cancel,
but we have to look out for the safety of
our guests,” said Pam Beck, vice president.
Even though the car show is cancelled for
this year, the club is still raffling off a Cobra
students in attendance. Surveys and officer
feedback also indicate a desire for new
training material, focusing on the latest
technology and techniques in the evolving
field of law enforcement.
“Law enforcement deserves the best education
and training we can offer, and our
current structure falls short,” Yost said.
“This redesign means better, more thorough
training. The only thing we are leaving behind
is the 1950s delivery model.”
Ashland Police Chief David Marcelli,
president of the Ohio Association of Chiefs
of Police, said: “Our organization is dedicated
to continuing professionalism and innovation
among police executives in order
to assure the continued success of the law
enforcement community. This modernization
of police training aligns with that mission
as it will enhance opportunities for
officers to gain educational experiences and,
in turn, make our communities safer.”
The current unprecedented economic upheaval,
combined with low attendance and
financial trends, has highlighted the need
for change.
“Sheriffs and deputies must be trained in
the latest law enforcement procedures as we
operate the county jail, serve the courts and
patrol the roadways,” Auglaize County
Sheriff Allen Solomon, president of the
Buckeye State Sheriffs’ Association, said.
“We are eager to work with Attorney General
Yost to mold basic and advanced training
that serves the needs of local law
enforcement and the sheriffs across the
state of Ohio. Each agency faces different
challenges, and we must be properly trained
to serve the citizens we serve.”
A survey will be released to law enforcement
agencies across the state to gather
feedback on what types of specialized trainings
would be most beneficial. Training
classes will be developed around that feedback
to provide officers with the tools they
need and want.
To date, the Ohio Cobra Club has donated
$1,423,000 to the Cystic Fibrosis
Foundation for research. Each year, the
group also makes donations to local first responder
agencies as a thank-you to the city
of London and Madison County.

Actors’ improv makes ‘e Lovebirds’ enjoyable
So many movies have little to no premise.
yet sometimes they go on to garner critical
acclaim.
For the most part, these films can be forgiven
for their missing, meandering or convoluted
logic, but they must have off-setting
factors that make them watchable, if not
downright enjoyable.
“The Lovebirds” is one of these films. It
has a thin plot that unravels and veers into
slapstick territory but it also has two
sparkling leads that make the film watchable,
if not downright enjoyable.
A few years prior to the film’s release,
Kumail Nanjiani and Issa Rae were not on
Hollywood’s radar as a leading role material.
They got bit parts here and there, but
no studio was willing to give them a chance
to break out in their own vehicle. Then they
did what older actors have to do in order to
be seen; they produced their own projects
and cast themselves in the main roles.
For Rae, her mainstream breakout came
in 2016 when the television show, “Insecure,”
started to air on HBO. As for Nanjiani,
his came the following year with “The
Big Sick,” a loose retelling of his relationship
with his now wife who was gravely ill
Since then, the two have been proving
they have that factor that can draw in a
crowd, and “The Lovebirds” proves that point
as it is currently the most watched streaming
movie. The film itself, which is a romantic
comedy/action adventure hybrid, is not that
great but the improvisational skills and the
nuanced facial expressions of this comedic
duo propel even the dullest moments forward.
If it were not for these two and their
fun chemistry, “The Lovebirds” would not
have been such an entertaining escape.
In the film, Nanjiani and Rae portray Jibran
and Leilani, a long-term couple privately
mulling whether to go their separate
ways. We see them at their first blush of
love—flirting, laughter at everything, making
joking compliments—and then it flashes
forward to the blush of utter annoyance.
After four years together, they are arguing
about the smallest things: the time it
takes to get ready, social media usage, secretive
work projects and whether or not
they could win “The Amazing Race.” They
reach a breaking point. As they are driving
to a dinner party of a recently engaged
friend, they decide to end their relationship.
Before the sheer awkwardness and reality
of the moment can fully sink in, Nanjiani
accidentally hits a cyclist with his car.
While checking on the slightly injured but
otherwise alert biker, their vehicle is commandeered
by a police officer who proceeds
to chase the cyclist down and run him over.
Believing they will be the prime suspects
in this crime—Leilani does not trust the cops
will buy their story as she is black and Jibran
is Pakistani with “a murderous beard
and murderous brows”—they decide they
will have to solve the mystery themselves
despite having no experience whatsoever.
Following clues in the bicyclist’s phone,
the two uncover a dark plot that takes them
through the underbelly of the wealthiest in
New Orleans and puts them into scenes
right out of Stanley Kubrick’s bizarre film,
“Eyes Wide Shut.” Now, with the cops and
an entire secret society on their tails, the recently
broken-up couple has to put aside
their petty arguments and simmering annoyances
to save each other’s lives.
The script, written by Aaron Abrams and
Brendan Gall, is easily the weakest point of
the movie as it struggles to advance and exthe
reel deal
by Dedra Cordle
plain an already
thin premise. Based
on the plot alone,
the viewer isn’t excepting
much in the
way of realism, but
it didn’t help that
the writing team
completely dropped any notion of following
threads near the end.
As stated above, what saves “The Lovebirds”
from the script is Nanjiani and Rae,
who improvise most of their lines and add
subtle expressions of longing and loathing
as they portray a couple on the brink. It is
their chemistry, skill, talent and personalities
that make this movie one to catch on
Netflix.
Policy and Operational Changes
Some of the library’s policies and procedures have changed due
to the coronavirus (COVID-19) pandemic:
• Plexiglass dividers have been installed at the circulation desk.
• All staff must wear masks or have a doctor’s excuse on file.
• Staff members must take their own temperatures prior to arriving
at work. If not, they must immediately use the thermometer
at the library prior to beginning the workday.
• Work hours for every staff member have been cut due to
budget impacts and mandated social distancing in workspaces.
• Staff members clean high-touch areas multiple times a day and
must wash their hands frequently.
• Returned items are quarantined and cleaned three days prior
to being put back into circulation.
• The library has made its Wi-Fi available to the public outside
of the building.
• In March, the library started issuing library cards via phone
and email.
• The staff continues to offer reference and research assistance
over the phone.
• The library bumped up the amount of user checkouts for
Hoopla Digital.
card. It provides access to hundreds of thousands of military
records.
• Chilton vehicle repair reference is available for free through
the library’s website.
• Ohio Digital Library is free on the library’s website.
• Downloading is available for ebooks, audio books, magazines,
comics, graphic novels, music and more.
time customers can start borrowing from all 241 locations.
Summer Reading Club
The 2020 Summer Reading Club starts June 1. The theme is
“Imagine Your Story.” Children, teens and adults are invited to read
For every 10 titles submitted, a participant receives a raffle ticket
for grand prize drawings at the end of summer. Among the prizes
are children’s bicycles, a Kindle for adults, Bluetooth earbuds, and
gift sets of popular books. The last day for reporting titles is Aug. 1.
Normally, the library offers educational programs throughout
the summer as part of the reading club. At this time, state restrictions
do not permit programming. If the state lifts restrictions, then
the remainder of the calendar year due to lack of space for adequate
social distancing and vulnerability of some of the participants.
Applications are still available for the Marjorie Hanson Memorial
Scholarship for $1,500 through Mount Sterling Friends of the
Library. The scholarship is open to 2020 Madison-Plains High
School graduates or homeschoolers who are graduating in 2020
from an accredited school and living in the Madison-Plains School
District. The deadline is June 1.
masks at Two Hands Coffee & Creative Studio, 48 W. Columbus
St., Mount Sterling. The masks come in two styles and are priced
at $4 for ties and $5 for elastic. This is the only fundraising the
Friends are conducting at this time. All
other fundraising efforts have been postponed
for the foreseeable future. All profits
from the mask sales will go toward the purchase
of library materials and equipment.
The Friends will resume meetings via
their Facebook Messenger group beginning
in June. Meetings will take place at 7:15
p.m. instead of the original 6:30 time on the
second Tuesday of the month. Anyone who
Caps and gowns and drive-through diplomas
By Kristy Zurbrick
Madison Editor
Between May 21 and May 24, high
schools across Madison County honored
this year’s graduates in ceremonies that
definitely diverged from the usual but, at
the same time, managed to maintain some
semblance of tradition.
Schools were prevented from holding
mass gatherings for graduation due to state
orders for social distancing to prevent the
spread of the coronavirus (COVID19). Instead,
with guidance from Madison County
Public Health, school leaders devised systems
by which students picked up their
diplomas individually. Many of those systems
involved assigned time slots, drive-up
pickups, a chance for students to walk
across a stage, and opportunities for parents
to take photos.
Each school also put together a virtual
commencement ceremony, compiling prerecorded
speeches, award announcements,
and the like, then posting the videos to their
websites and social media pages for all to
enjoy.
Madison-Plains
Madison-Plains Local Schools held a
drive-up diploma pickup on May 23. Graduates
were assigned times during which
they got to walk across the stage. Family
members were permitted to take pictures
from a safe distance. The district posted a
virtual commencement video on May 29.
Of the 88 students in the class, 21 graduated
with honors diplomas, 19 were members
of National Honor Society, and three
were members of the National Technical
Honor Society.
The valedictorian is Jordan Birchfield,
who plans to major in biological sciences
(college undecided). The salutatorian is
Spencer Baker, who plans to major in political
science at Miami University.
The class officers include: Spencer
Baker, president; Ian Bowshier, vice president;
Chase Kelly, secretary; Chris Ernst,
treasurer; and Gavin Jones, sergeant at
arms.
The class flower is the yellow rose. The
class colors are green and gold. The class
chose as its motto a quote from Bob Proctor,
author, motivational speaker, and success
coach: “The struggle you’re in today is developing
the strength you need for tomorrow.”
Jonathan Alder High School
Shekinah Christian School
Shekinah Christian School held a Senior
Day on May 21 during which each senior
was recognized in a brief walk-through ceremony
at the school with just their family
members present. The seniors then had the
opportunity to hear their names called,
walk the stage, and receive their diplomas
at Shiloh Mennonite Church where the commencement
ceremony was originally scheduled
to take place prior to restrictions
related to COVID-19.
A professional photographer and videographer
compiled the Senior Day activities
into a virtual commencement ceremony that
was shared with the school community on
May 23.
Of the 11 students in the class, seven
graduated with honors and five graduated
with honors diplomas.
The valedictorians are: Graham
Coblentz, who plans to study business at
Rosedale Bible College; Kent Gingerich,
who plans to study aerospace engineering
at Liberty University; and Joshua Showalter,
who plans to study theology at Rosedale
Bible College. The salutatorian is Makayla
Byars, who plans to major in history and
minor in archival studies at Columbus
State. Joshua Showalter was named Student
of the Year.
The class officers include: Makayla
Byars, president; Tanner Headings, vice
president; Kelsey Beachy, secretary; and
Rachel Hunter, treasurer.
The class flower is the white rose. The
joy ahead, even though you must endure
many trials for a little while” (1 Peter 1:6).
ADVISORY
The National Trade Association
we belong to has
purchased the following
classifieds. Determining
the value of their service
or product is advised by
this publication. In order
to avoid misunderstandings,
some advertisers do
not offer “employment”
but rather supply the
readers with manuals, directories
and other materials
designed to help
their clients establish mail
order selling and other
businesses at home. Under
NO circumstance
should you send any
money in advance or give
the client your checking,
license ID or credit card
numbers. Also beware of
ads that claim to guarantee
loans regardless of
credit and note that if a
credit repair company
does business only over
the phone it’s illegal to request
any money before
delivering its service. All
funds are based in US
dollars. Toll Free numbers
may or may not
reach Canada. Please
Benjamin Osborne Calista Wallace Celina Jeffers
Broecker, director of bands for grades 6-12.
The John Phillip Sousa National Band
Award went to seniors Celina Jeffers and
Calista Wallace. The award is presented to
outstanding musicians in the concert band
for service above and beyond and the ability
to solo in front of the band.
Jeffers has been a member of the concert,
jazz, and marching bands. Her major instrument
is clarinet, but she has also played
piano and alto saxophone in the jazz band.
Additionally, she has competed in Ohio
Music Education Association (OMEA) solo
events.
“Celina has had a love of music since she
started in middle school band. Her hard
work and dedication have earned her a
music scholarship at Mount Vernon
Nazarene University. She has been a leader
in our program for many years,” Broecker
said.
Wallace has been a member of the concert,
jazz and marching bands. She has been
a featured soloist with the marching band
and jazz band and has played “Taps” and
the “Star Spangled Banner” for a countless
school and community events. She has
worked very hard at her trumpet sound and
has an interest in joining the military.
“Calista has had a maturity about her
trumpet playing since early on in her career,”
Broecker said. “We have counted on
her to be the leader of the trumpets for
many years. She is the youngest trumpet I
ever trusted to do ‘Taps’ on her own and has
taken a lot of pride in what it means to play
that last tribute. We will miss her leadership
and trumpet playing in all our bands
next year!”
The 2020 National School Choral Award
went to Jeffers. The award is the highest
honor for high school choral performers. It
recognizes the dedication, musical achievement
and character of the top choral student.
Jeffers has been a member of every choir
at West Jefferson and has competed in
OMEA vocal solo events many times. She
served as a section leader multiple years in
chamber choir. She also has been a member
of the musical cast every year of high school.
“From Day 1 of choir her freshman year,
Celina brought her voice, enthusiasm,
spunk and all-in hard work to choir rehearsal,”
said Rachel Armas, director of
choral activities for grades 7-12 and general
music for grade 6. “She went above and beyond
to serve her fellow choir students, help
foster community, and make the choirs the
best they could be. She worked to master
singing through participation in solos and
ensembles, honor events, sharing her joy for
music everywhere she went.”
Jeffers also earned the Outstanding
Music Award. This award is given to the
truly outstanding individual who has been
a member of the band and choir programs.
Jeffers has played, sung and danced her
heart out for the good of the West Jefferson
community, say her instructors.
