Junior Fair only<br />

The <strong>Madison</strong> County Senior Fair Board voted unanimously on<br />

<strong>May</strong> 20 to hold only a Junior Fair this year. That means no open<br />

class events, amusement rides, carnival games, or infield entertainment.<br />

The event will focus solely on youths and their projects with<br />

no general admission.<br />

With fair week set for July 12-18 and uncertainty about what restrictions<br />

will be in place at that time regarding the coronavirus<br />

(COVID-19), the board needed to choose a direction and start working<br />

out logistics as best they can, said Darrell Champer, board president.<br />

“We were running out of time. We held off as long as we could,”<br />

he said.<br />

Champer and other fair leaders have been in close contact with<br />

the Ohio Fair Managers Association, legislators, and Gov. Mike<br />

DeWine’s fair committee. Some of the restrictions on the table for<br />

putting on a full fair would put a significant strain on the fair<br />

board’s finances.<br />

“Reducing head counts to 50 percent—we can’t afford to do that,<br />

plus policing people being six feet apart and shutting down restrooms<br />

multiple times a day to clean them... It’s all extra,” Champer<br />

said. “It’s hard to commit funds to things we know we can’t recover<br />

from.”<br />

By choosing to do a Junior Fair only, organizers will be working<br />

with a smaller group of people in a structured format. But that still<br />

involves roughly 600 4-Hers and 100 FFA exhibitors and their parents,<br />

along with judges, organizers and volunteers. And it still will<br />

be a strain financially.<br />

“It will be a huge challenge to complete,” Champer said. “But<br />

Junior Fair is the essence of the fair, and I signed up for (Senior<br />

Fair Board) because of the kids. I think it’s important to see it<br />

through for the kids.”<br />

The Senior Fair Board is working with the Junior Fair Board<br />

and 4-H key leaders to come up with a plan. They are watching<br />

what other counties are doing, especially Franklin, Marion and<br />

Pickaway, whose fairs are coming up soon. They also are gathering<br />

ideas from fairs in other states and, of course, watching and waiting<br />

on direction from state officials.<br />

“We need to look at each project area and figure out how to make<br />

this work. Hopefully, over the next couple of weeks we will work<br />

out the details,” said Deetra Huntington, Junior Fair coordinator.<br />

Organizers will use the current Junior Fair schedule as a framework<br />

to hold general project judging, livestock judging, and the king<br />

and queen contest. They hope to have some kind of food court avail-<br />

Strawberry Festival and Cobra Show cancelled<br />

Organizers of the London Strawberry<br />

Festival announced the cancellation of this<br />

year’s event, originally scheduled for June<br />

25-27. The popular London Cobra car show<br />

that runs in conjunction with the festival<br />

also has been cancelled.<br />

In a letter posted on the festival’s website<br />

on <strong>May</strong> 21, organizers state their concerns<br />

for the health and safety of festival goers<br />

and the community in light of the coronavirus<br />

(COVID-19) pandemic. They explain<br />

that they waited as long as they could, in<br />

order to collect as much information as possible<br />

from local and state officials, before<br />

making the decision.<br />

“Due to the high degree of uncertainty<br />

about what the coming months will hold, we<br />

have made the very difficult decision to cancel<br />

the <strong>2020</strong> London Strawberry Festival,”<br />

they state.<br />

This year would have marked the festival’s<br />

38th year. The event takes place on the<br />

streets of downtown London and features<br />

rides, games, live entertainment, contests,<br />

a parade, and food vendors, each of which<br />

offers at least one menu item containing<br />

strawberries.<br />

While disappointed that they had to cancel,<br />

organizers are looking ahead.<br />

“We’re planning for 2021 already,” said<br />

John Stahl, Strawberry Festival committee<br />

president.<br />

London’s Elm Street residents may have to pay out<br />

of pocket for drain repairs after their houses experienced<br />

flooding issues.<br />

London city council members returned to council<br />

chambers at the city hall building <strong>May</strong> 21 but with new<br />

capacity guidelines stating only 10 people could be in<br />

the room at one time. This opened the room to nine city<br />

officials and a public speaker.<br />

Long-time London resident, Mike Carter, was the<br />

only member of the public present, telling council members<br />

that he and several neighbors had recently experienced<br />

severe flooding in the basements of their homes<br />

on Elm Street. He brought the issue to council hoping<br />

the city could offer some answers, he said.<br />

“Right now, I have water in my basement 26 inches<br />

deep,” Carter said. “And it takes two days to drain out.”<br />

He said the city told him at a meeting in 2019 that<br />

some repairs would be done to the city sewer system in<br />

the spring of <strong>2020</strong> but has yet to see any work done.<br />

Carter added that he has lived at the residence for<br />

47 years and has experienced flooding before. More recently,<br />

it has gotten worse, he said, and many neighbors<br />

on the block have the same problems.<br />

“It just started like four or five years ago. That’s<br />

when we really started having problems,” he said. “It<br />

just generally has gotten a little bit worse each year.”<br />

He added that when there is heavy rain, he sees<br />

“black water” backup in his house indicating that there<br />

is sewage backup. When he checked into repair costs,<br />

the total was nearly $7,000.<br />

“I just wanted to see if there is something the city<br />

can do,” he said.<br />

Council member Anthony Smith said that, unfortunately<br />

for residents, the issue causing the backup isn’t<br />

the city’s responsibility. He said he found this out firsthand<br />

after experiencing a similar issue in his own home.<br />

“I can give you the answer because I just did exactly<br />

what you did. And it’s not a good one but it is what it is.<br />

I have the exact same problem,” Smith said.<br />

able and plan to permit camping, all with additional<br />

regulations in place for health and safety. Camping fees<br />

are due June 1 with the option to roll previously paid<br />

fees to 2021.<br />

Organizers also plan to hold a livestock auction,<br />

though there’s a good chance it will be done virtually,<br />

depending on social distancing requirements at the<br />

time.<br />

“The junior show we did for the last 100 years is not<br />

going to look the same, but we would like to preserve<br />

as much of the fair experience as we can for the kids of<br />

<strong>2020</strong>,” Champer said.<br />

Ultimately, <strong>Madison</strong> County Public Health will have<br />

the final say on the plan that fair organizers put together.<br />

Champer said Chris Cook, the county health<br />

commissioner, has provided valuable guidance.<br />

“He’s been very helpful. We’ve been having virtual<br />

meetings basically every week, and he joins in on them.<br />

He was really helpful in making our decision to go with<br />

a Junior Fair only,” Champer said.<br />

As for covering expenses for the Junior Fair, Champer<br />

and Huntington both said donations and sponsorships<br />

are extremely critical this year.<br />

Typically, the junior and senior fair boards work together<br />

to cover Junior Fair expenses—which include<br />

and, when he had the drainage system looked at, concrete<br />

was found in the drain.<br />

He said he brought the issue to the city and was told<br />

“the city is not responsible for it.”<br />

Smith offered the solution of installing a backflush<br />

valve which he said fixed the issue at his house, but<br />

Carter said his home has clay tile and that the part<br />

wouldn’t work with the tile.<br />

Although council members said there wasn’t much<br />

they could do, they encouraged Carter to attend city<br />

committee meetings, including the next Board of Public<br />

Utilities meeting, which was set for <strong>May</strong> 28.<br />

In old business, council reviewed amendments for<br />

two pieces of legislation. The first would require anyone<br />

holding a public event on public property to get a permit.<br />

The language in the legislation would be changed<br />

to refer to any “public events” rather than just fairs, festivals<br />

and carnivals, as the language currently states.<br />

The other amendment would require all contractors,<br />

subcontractors and general contractors to register with<br />

the city before performing work.<br />

Both pieces of legislation will have a final reading at<br />

the next regular council meeting.<br />

In new business, council passed:<br />

• a resolution appropriating $24,510.60 to make a<br />

bond payment to the county for a skid steer and front<br />

loader;<br />

• a resolution allowing the safety service director to<br />

apply for a Community Development Block Grant for<br />

up to $51,511 for repairs to the city’s sewer infrastructure<br />

to help alleviate flooding on city streets and homes;<br />

• a resolution allowing the safety service director to<br />

apply for and accept a Trench Safety grant through the<br />

Ohio Bureau of Worker’s Compensation for up to<br />

$9,362.40; the city will be responsible for matching<br />

funds of 20 percent; and<br />

• a resolution allowing the safety service director to<br />

apply for and accept a grant through the Small City<br />

Program for up to $1 million to be used on any road,<br />

safety or signal project on the Federal Aid system.<br />

The next regular London city council meeting is June<br />

4 at 6:30 p.m.<br />

everything from paying judges and buying trophies to<br />

prepping show arenas. The Junior Fair Board collects<br />

donations. The Senior Fair Board contributes a portion<br />

of proceeds from concessions, general admission, camping<br />

fees and other fair activities.<br />

Without a full fair, some of those revenue sources<br />

won’t be available this year. Additionally, the COVID-<br />

19 shutdown has prevented the Senior Fair Board from<br />

renting out the grounds for other events over the last<br />

couple of months, resulting in a loss of approximately<br />

$60,000 in revenue, Champer said.<br />

“We’re behind the 8-ball. We do not have enough<br />

money to cover the Junior Fair,” he continued. “We’re<br />

going to lean on the public to help support this to get<br />

these kids through this time.”<br />

As they work out finances and logistics, organizers<br />

are asking everyone involved to be prepared to be flexible.<br />

In a letter posted on the Senior Fair Board’s Facebook<br />

page on <strong>May</strong> 20, the board stated: “Understanding<br />

that there are still many unknowns, those involved with<br />

the <strong>Madison</strong> County Fair should be prepared to experience<br />

change and adapt to alternative ways of doing<br />

things, with health and safety at top of mind.”<br />

Changes in store for cash-strapped police academy<br />

The Ohio Peace Officer Training Academy<br />

(OPOTA), headquartered in London,<br />

will be redesigned using an innovative approach<br />

to interactive trainings to better<br />

meet the evolving needs of Ohio’s law enforcement<br />

community.<br />

“Our commitment to provide high-caliber<br />

training to law enforcement officers is unchanged,<br />

and we will continue to equip them<br />

with the latest tools to keep us safe,” said<br />

Ohio Attorney General Dave Yost. “This operational<br />

change will benefit all Ohioans as<br />

we enhance the delivery of training, providing<br />

departments with cost-effective education,<br />

while keeping officers in the<br />

communities they protect and with the families<br />

they love.”<br />

The academy has experienced funding<br />

challenges for more than a decade. Yost<br />

identified it as a financial concern before<br />

taking office and asked Auditor of State<br />

Keith Faber to review the matter. An audit<br />

Organizers of the London Cobra Show<br />

are looking to the future, too. Put on by the<br />

Ohio Cobra Club, the show traditionally<br />

takes place the last day of the Strawberry<br />

OPOTA should operate has been under way<br />

for some time, the COVID-19 pandemic has<br />

accelerated the implementation of a new approach.<br />

“With the pandemic as a catalyst,<br />

changes in how OPOTA conducts training<br />

are necessary and timely,” said Vernon<br />

Commission chairperson and Fayette<br />

County sheriff. “This decision addresses<br />

longstanding issues while charting a new direction<br />

for the education of the next generation<br />

of law enforcement.”<br />

The statutory funding mechanism established<br />

to support OPOTA is inadequate and<br />

unsustainable. OPOTA has not been selffunded,<br />

as required by law, for more than a<br />

decade. Recently, OPOTA has experienced<br />

dwindling class sizes as law enforcement<br />

agencies balance competing priorities when<br />

seeking further training for officers, including<br />

cost, course materials and travel. Last<br />

year, dozens of classes had fewer than five<br />

Cystic Fibrosis Foundation.<br />

“The board is upset that we had to cancel,<br />

but we have to look out for the safety of<br />

Even though the car show is cancelled for<br />

this year, the club is still raffling off a Cobra<br />

replica, as they do every year. Raffle tickets<br />

can be purchased at londoncobrashow.com<br />

through 5 p.m. June 26. The winner of the<br />

car will be announced on June 27.<br />

“Law enforcement deserves the best education<br />

and training we can offer, and our<br />

current structure falls short,” Yost said.<br />

“This redesign means better, more thorough<br />

training. The only thing we are leaving behind<br />

is the 1950s delivery model.”<br />

Ashland Police Chief David Marcelli,<br />

president of the Ohio Association of Chiefs<br />

of Police, said: “Our organization is dedicated<br />

to continuing professionalism and innovation<br />

among police executives in order<br />

to assure the continued success of the law<br />

enforcement community. This modernization<br />

of police training aligns with that mission<br />

as it will enhance opportunities for<br />

officers to gain educational experiences and,<br />

in turn, make our communities safer.”<br />

The current unprecedented economic upheaval,<br />

combined with low attendance and<br />

financial trends, has highlighted the need<br />

for change.<br />

“Sheriffs and deputies must be trained in<br />

the latest law enforcement procedures as we<br />

operate the county jail, serve the courts and<br />

patrol the roadways,” Auglaize County<br />

Sheriff Allen Solomon, president of the<br />

Buckeye State Sheriffs’ Association, said.<br />

“We are eager to work with Attorney General<br />

Yost to mold basic and advanced training<br />

that serves the needs of local law<br />

enforcement and the sheriffs across the<br />

state of Ohio. Each agency faces different<br />

challenges, and we must be properly trained<br />

to serve the citizens we serve.”<br />

A survey will be released to law enforcement<br />

agencies across the state to gather<br />

feedback on what types of specialized trainings<br />

would be most beneficial. Training<br />

classes will be developed around that feedback<br />

to provide officers with the tools they<br />

need and want.<br />

To date, the Ohio Cobra Club has donated<br />

$1,423,000 to the Cystic Fibrosis<br />

Foundation for research. Each year, the<br />

group also makes donations to local first responder<br />

agencies as a thank-you to the city<br />

of London and <strong>Madison</strong> County.

Actors’ improv makes ‘e Lovebirds’ enjoyable<br />

So many movies have little to no premise.<br />

yet sometimes they go on to garner critical<br />

acclaim.<br />

For the most part, these films can be forgiven<br />

for their missing, meandering or convoluted<br />

logic, but they must have off-setting<br />

factors that make them watchable, if not<br />

downright enjoyable.<br />

“The Lovebirds” is one of these films. It<br />

has a thin plot that unravels and veers into<br />

slapstick territory but it also has two<br />

sparkling leads that make the film watchable,<br />

if not downright enjoyable.<br />

A few years prior to the film’s release,<br />

Kumail Nanjiani and Issa Rae were not on<br />

Hollywood’s radar as a leading role material.<br />

They got bit parts here and there, but<br />

no studio was willing to give them a chance<br />

to break out in their own vehicle. Then they<br />

did what older actors have to do in order to<br />

be seen; they produced their own projects<br />

and cast themselves in the main roles.<br />

For Rae, her mainstream breakout came<br />

in 2016 when the television show, “Insecure,”<br />

started to air on HBO. As for Nanjiani,<br />

his came the following year with “The<br />

Big Sick,” a loose retelling of his relationship<br />

with his now wife who was gravely ill<br />

Since then, the two have been proving<br />

they have that factor that can draw in a<br />

crowd, and “The Lovebirds” proves that point<br />

as it is currently the most watched streaming<br />

movie. The film itself, which is a romantic<br />

comedy/action adventure hybrid, is not that<br />

great but the improvisational skills and the<br />

nuanced facial expressions of this comedic<br />

duo propel even the dullest moments forward.<br />

If it were not for these two and their<br />

fun chemistry, “The Lovebirds” would not<br />

have been such an entertaining escape.<br />

In the film, Nanjiani and Rae portray Jibran<br />

and Leilani, a long-term couple privately<br />

mulling whether to go their separate<br />

ways. We see them at their first blush of<br />

love—flirting, laughter at everything, making<br />

joking compliments—and then it flashes<br />

forward to the blush of utter annoyance.<br />

After four years together, they are arguing<br />

about the smallest things: the time it<br />

takes to get ready, social media usage, secretive<br />

work projects and whether or not<br />

they could win “The Amazing Race.” They<br />

reach a breaking point. As they are driving<br />

to a dinner party of a recently engaged<br />

friend, they decide to end their relationship.<br />

Before the sheer awkwardness and reality<br />

of the moment can fully sink in, Nanjiani<br />

accidentally hits a cyclist with his car.<br />

While checking on the slightly injured but<br />

otherwise alert biker, their vehicle is commandeered<br />

by a police officer who proceeds<br />

to chase the cyclist down and run him over.<br />

Believing they will be the prime suspects<br />

in this crime—Leilani does not trust the cops<br />

will buy their story as she is black and Jibran<br />

is Pakistani with “a murderous beard<br />

and murderous brows”—they decide they<br />

will have to solve the mystery themselves<br />

despite having no experience whatsoever.<br />

Following clues in the bicyclist’s phone,<br />

the two uncover a dark plot that takes them<br />

through the underbelly of the wealthiest in<br />

New Orleans and puts them into scenes<br />

right out of Stanley Kubrick’s bizarre film,<br />

“Eyes Wide Shut.” Now, with the cops and<br />

an entire secret society on their tails, the recently<br />

broken-up couple has to put aside<br />

their petty arguments and simmering annoyances<br />

to save each other’s lives.<br />

The script, written by Aaron Abrams and<br />

Brendan Gall, is easily the weakest point of<br />

the movie as it struggles to advance and exthe<br />

reel deal<br />

from the script is Nanjiani and Rae,<br />

who improvise most of their lines and add<br />

subtle expressions of longing and loathing<br />

as they portray a couple on the brink. It is<br />

their chemistry, skill, talent and personalities<br />

that make this movie one to catch on<br />

Netflix.<br />

Mt. Sterling Library scheduled to reopen June 1<br />

Following two-and-a-half months of having its doors closed to<br />

the public, Mount Sterling Public Library will reopen its building<br />

on June 1.<br />

New rules will be in place for visitors:<br />

1. No matter how much you missed your librarian, do not hug<br />

your librarian.<br />

2. The hours from 10 to 11 a.m. will be set aside for vulnerable<br />

patrons. Staff members also can bring items out to patrons or pick<br />

them up from patrons outside if necessary.<br />

3. The maximum occupancy for the building is 15 people.<br />

4. Patrons must limit visits to the library to 45 minutes per day.<br />

5. Patrons will be limited to one computer 45-minute computer<br />

session per day.<br />

6. Patrons are asked to be respectful of others by wearing a mask<br />

if medically possible.<br />

7. Responsible adults must accompany children younger than 12<br />

years old.<br />

8. Social distancing should be practiced at all times.<br />

Policy and Operational Changes<br />

Some of the library’s policies and procedures have changed due<br />

to the coronavirus (COVID-19) pandemic:<br />

• Plexiglass dividers have been installed at the circulation desk.<br />

• All staff must wear masks or have a doctor’s excuse on file.<br />

• Staff members must take their own temperatures prior to arriving<br />

at work. If not, they must immediately use the thermometer<br />

at the library prior to beginning the workday.<br />

• Work hours for every staff member have been cut due to<br />

budget impacts and mandated social distancing in workspaces.<br />

• Staff members clean high-touch areas multiple times a day and<br />

must wash their hands frequently.<br />

• Returned items are quarantined and cleaned three days prior<br />

to being put back into circulation.<br />

• The library has made its Wi-Fi available to the public outside<br />

of the building.<br />

• In March, the library started issuing library cards via phone<br />

and email.<br />

• The staff continues to offer reference and research assistance<br />

over the phone.<br />

• The library bumped up the amount of user checkouts for<br />

Hoopla Digital.<br />

• The library still offers Acorn TV for free for library card holders.<br />

• The library still offers free access to more than 6,000 different<br />

courses for many occupations with Lynda.com by LinkedIn.<br />

• Ancestry Library Edition is free through the library’s website<br />

through June for library card holders. It is usually reserved for<br />

usage inside libraries.<br />

• HeritageQuest is similar to Ancestry with the same availability.<br />

• Fold 3 is available free through the library’s website with a library<br />

card. It provides access to hundreds of thousands of military<br />

records.<br />

• Chilton vehicle repair reference is available for free through<br />

the library’s website.<br />

• Ohio Digital Library is free on the library’s website.<br />

• Downloading is available for ebooks, audio books, magazines,<br />

comics, graphic novels, music and more.<br />

Statewide material loans<br />

Statewide delivery of interlibrary materials will not resume until<br />

85 percent of the state’s libraries are operating again. Until then,<br />

Mount Sterling Public Library and Carnegie Public Library of<br />

West Jeff fish fry set for June 5<br />

American Legion Post 201, 9701 W. Broad St., West Jefferson,<br />

will hold a limited-item fish fry from 4 to 7 p.m. June 5. The menu<br />

includes: fish and fries, $6; fish sandwich only, $5; fries only, $1.50;<br />

and soda and water, $1. Items will be available for carryout only.<br />

Any donations will be appreciated to help the post during the coronavirus<br />

(COVID-19) pandemic.<br />

Washington Court House have agreed to share resources. The<br />

agreement doubles the number of items available for reserve. Customers<br />

may reserve items through the catalog of either library.<br />

Also, the staff will take phone requests at (740) 869-2430 to search<br />

both locations for available items.<br />

Hopes are that statewide delivery will resume by July at which<br />

time customers can start borrowing from all 241 locations.<br />

Summer Reading Club<br />

The <strong>2020</strong> Summer Reading Club starts June 1. The theme is<br />

“Imagine Your Story.” Children, teens and adults are invited to read<br />

or listen to 10 books, record the titles, and turn them in for prizes.<br />

For every 10 titles submitted, a participant receives a raffle ticket<br />

for grand prize drawings at the end of summer. Among the prizes<br />

are children’s bicycles, a Kindle for adults, Bluetooth earbuds, and<br />

gift sets of popular books. The last day for reporting titles is Aug. 1.<br />

Normally, the library offers educational programs throughout<br />

the summer as part of the reading club. At this time, state restrictions<br />

do not permit programming. If the state lifts restrictions, then<br />

programs may be scheduled for later in the summer.<br />

Curbside Service<br />

The library continues to offer contact-free curbside pickup during<br />

regular hours: 10 a.m.- 7p.m., Monday, Tuesday and Thursday; 10<br />

a.m.-5 p.m., Wednesday; 10 a.m.-2 p.m., Friday and Saturday.<br />

Other library news<br />

Ladies Night Out movie nights likely will not be held for at least<br />

the remainder of the calendar year due to lack of space for adequate<br />

social distancing and vulnerability of some of the participants.<br />

Applications are still available for the Marjorie Hanson Memorial<br />

Scholarship for $1,500 through Mount Sterling Friends of the<br />

Library. The scholarship is open to <strong>2020</strong> <strong>Madison</strong>-Plains High<br />

School graduates or homeschoolers who are graduating in <strong>2020</strong><br />

from an accredited school and living in the <strong>Madison</strong>-Plains School<br />

District. The deadline is June 1.<br />

The Friends of the Library are selling handmade fabric face<br />

masks at Two Hands Coffee & Creative Studio, 48 W. Columbus<br />

St., Mount Sterling. The masks come in two styles and are priced<br />

at $4 for ties and $5 for elastic. This is the only fundraising the<br />

Friends are conducting at this time. All<br />

other fundraising efforts have been postponed<br />

for the foreseeable future. All profits<br />

from the mask sales will go toward the purchase<br />

of library materials and equipment.<br />

The Friends will resume meetings via<br />

their Facebook <strong>Messenger</strong> group beginning<br />

in June. Meetings will take place at 7:15<br />

p.m. instead of the original 6:30 time on the<br />

second Tuesday of the month. Anyone who<br />

wishes to join can send a direct message to<br />

the library’s Instagram account or Facebook<br />

page.<br />

Caps and gowns and drive-through diplomas<br />

Between <strong>May</strong> 21 and <strong>May</strong> 24, high<br />

schools across <strong>Madison</strong> County honored<br />

this year’s graduates in ceremonies that<br />

definitely diverged from the usual but, at<br />

the same time, managed to maintain some<br />

semblance of tradition.<br />

Schools were prevented from holding<br />

mass gatherings for graduation due to state<br />

orders for social distancing to prevent the<br />

spread of the coronavirus (COVID19). Instead,<br />

with guidance from <strong>Madison</strong> County<br />

Public Health, school leaders devised systems<br />

by which students picked up their<br />

diplomas individually. Many of those systems<br />

involved assigned time slots, drive-up<br />

pickups, a chance for students to walk<br />

across a stage, and opportunities for parents<br />

to take photos.<br />

Each school also put together a virtual<br />

commencement ceremony, compiling prerecorded<br />

speeches, award announcements,<br />

and the like, then posting the videos to their<br />

websites and social media pages for all to<br />

enjoy.<br />

<strong>Madison</strong>-Plains<br />

<strong>Madison</strong>-Plains Local Schools held a<br />

drive-up diploma pickup on <strong>May</strong> 23. Graduates<br />

were assigned times during which<br />

they got to walk across the stage. Family<br />

members were permitted to take pictures<br />

from a safe distance. The district posted a<br />

virtual commencement video on <strong>May</strong> 29.<br />

Of the 88 students in the class, 21 graduated<br />

with honors diplomas, 19 were members<br />

of National Honor Society, and three<br />

were members of the National Technical<br />

Honor Society.<br />

The valedictorian is Jordan Birchfield,<br />

who plans to major in biological sciences<br />

(college undecided). The salutatorian is<br />

Spencer Baker, who plans to major in political<br />

science at Miami University.<br />

The class officers include: Spencer<br />

Baker, president; Ian Bowshier, vice president;<br />

Chase Kelly, secretary; Chris Ernst,<br />

treasurer; and Gavin Jones, sergeant at<br />

arms.<br />

The class flower is the yellow rose. The<br />

class colors are green and gold. The class<br />

chose as its motto a quote from Bob Proctor,<br />

author, motivational speaker, and success<br />

coach: “The struggle you’re in today is developing<br />

the strength you need for tomorrow.”<br />

Jonathan Alder High School<br />

Shekinah Christian School<br />

Shekinah Christian School held a Senior<br />

Day on <strong>May</strong> 21 during which each senior<br />

was recognized in a brief walk-through ceremony<br />

at the school with just their family<br />

members present. The seniors then had the<br />

opportunity to hear their names called,<br />

walk the stage, and receive their diplomas<br />

at Shiloh Mennonite Church where the commencement<br />

ceremony was originally scheduled<br />

to take place prior to restrictions<br />

related to COVID-19.<br />

A professional photographer and videographer<br />

compiled the Senior Day activities<br />

into a virtual commencement ceremony that<br />

was shared with the school community on<br />

<strong>May</strong> 23.<br />

Of the 11 students in the class, seven<br />

graduated with honors and five graduated<br />

with honors diplomas.<br />

The valedictorians are: Graham<br />

Coblentz, who plans to study business at<br />

Rosedale Bible College; Kent Gingerich,<br />

who plans to study aerospace engineering<br />

at Liberty University; and Joshua Showalter,<br />

who plans to study theology at Rosedale<br />

Bible College. The salutatorian is Makayla<br />

Byars, who plans to major in history and<br />

minor in archival studies at Columbus<br />

State. Joshua Showalter was named Student<br />

of the Year.<br />

The class officers include: Makayla<br />

Byars, president; Tanner Headings, vice<br />

president; Kelsey Beachy, secretary; and<br />

Rachel Hunter, treasurer.<br />

The class flower is the white rose. The<br />

class colors are silver and cyan. The class<br />

verse is: “So be truly glad. There is wonderful<br />

joy ahead, even though you must endure<br />

many trials for a little while” (1 Peter 1:6).<br />

Jefferson Local Schools broadcasted a<br />

pre-recorded virtual graduation video via its<br />

website on <strong>May</strong> 22. Graduates picked up<br />

their diplomas in a drive-through arrangement<br />

on <strong>May</strong> 23.<br />

Of the 91 students in the class, eight<br />

graduated with honors diplomas and 23<br />

London City Schools hosted a graduation<br />

parade on <strong>May</strong> 24 during which students<br />

drove to the school to pick up their diplomas.<br />

That same day the district posted a<br />

pre-recorded virtual commencement video<br />

on its YouTube channel.<br />

Of the 145 students in the class, 18 graduated<br />

with honors, 18 were members of National<br />

Honor Society, and three were members of the<br />

National Technical Honor Society.<br />

The valedictorian is Richard Geib, who<br />

plans to attend The Ohio State University<br />

to major in chemical engineering. The salutatorian<br />

is Cierra Cooney, who plans to pursue<br />

a degree in nursing and work to become<br />

a physician’s assistant.<br />

UPDEGROVE<br />

Duane Updegrove was born on Sept. 26,<br />

1961, in Columbus, Ohio, to Dennis Updegrove<br />

and Janet Knight Updegrove. Duane<br />

had worked for Krazy Glue and attended<br />

MATCO. He made so many meaningful connections<br />

with employees, with staff and supervisors<br />

everywhere he went. He moved to<br />

London where he united in marriage with<br />

Brenda Burns on April 1, 2015, and remained<br />

in London until he departed this life on <strong>May</strong><br />

16, <strong>2020</strong>. Duane was a wonderful family man<br />

and friend to all he met. He loved to shower<br />

his wife with flowers and gifts. His family was<br />

his number one priority in life. Duane enjoyed<br />

getting out into the community. He loved dining<br />

at Der Dutchman, going to local casinos,<br />

shopping and watching Monday Night<br />

Wrestling. He was very proud of his native<br />

American connections and ability to mind<br />

search with family. He was preceded in death<br />

by his parents, Dennis and Janet Updegrove.<br />

He leaves behind to cherish his memory: his<br />

wife, Brenda Updegrove; brother, Dean S.<br />

Updegrove of Florida; and stepson, Johnny<br />

Burns. The family would like to acknowledge<br />

the acts of kindness, prayers and sympathy<br />

shown to them during their hours of sorrow.<br />

Special thanks to Dr. Zainab Al-Obosi who<br />

provided Duane with superb care. Special<br />

thanks to the staff of Consumer Support<br />

Services who ensured Duane had the quality<br />

of life he desired and deserved. Duane will be<br />

remembered for his kind heart, love of life<br />

and bravery through all he endeavored.<br />

Friends were invited to calling hours on <strong>May</strong><br />

22 at Eberle-Fisher Funeral Home and Crematory,<br />

London. A private funeral service followed<br />

at the funeral home. Burial took place<br />

Dwight “Spunky” Cox, 72, of London died<br />

Ohio. Born on Oct. 6, 1947, in London,<br />

he was a son of Rosemarie Cox. A 1966<br />

graduate of London High School, Spunky<br />

was a gifted athlete, playing quarterback for<br />

the Red Raiders. He had been a school<br />

teacher in the U.S. Virgin Islands for 20<br />

years before returning to London where he<br />

had worked for Stanley Electric, Jefferson<br />

Industries, and the Red Brick Tavern. Survivors<br />

include: his daughter, Abriel Matthias<br />

Proctor (Elbert Proctor Jr.); son, Moshe<br />

Matthias Cox; grandchildren, Mekhi Moshe<br />

Matthias-Cox, Mekayla Deanna Matthias-<br />

Cox, and Syheir Aaron Peters, all of the Virgin<br />

Islands; brother, Mark Cox of London;<br />

niece, Gabrielle Cox of Dublin; nephew,<br />

Jemal Napper of Columbus; and many<br />

cousins, including Jackie Schook of London,<br />

Danny (Tootie) Polley of Illinois, and<br />

Francine Cox of Springfield. He was preceded<br />

in death by: his maternal grandparents,<br />

William and Rose Cox; mother,<br />

Rosemarie Cox; brothers, Jeff and Chris Cox;<br />

aunt, Marvine Miller; and uncles, William<br />

“Bill” Cox and Frank Cox. A memorial service<br />

to celebrate Spunky’s life will be held at<br />

Sisters Elderly Care on Main in London.<br />

Born in Johnson County, Ky., to the late<br />

Richard and Elizabeth Estep, he was a veteran<br />

of the Korean War, serving as a staff<br />

sergeant in the United States Air Force. A<br />

barber in West Jefferson for more than 55<br />

years, Mr. Ed owned and operated Mr. Ed’s<br />

Brown and Gold Barber Shop on Main<br />

Street. He was an active and involved citizen<br />

of West Jefferson. Mr. Ed was a member<br />

of <strong>Madison</strong> Lodge 221 F.& A.M., Clarence<br />

Bo Casto VFW Post 7005, and Jefferson<br />

Post 201 American Legion for more than 60<br />

years. He was a member of the West Jefferson<br />

Community Association, a founding<br />

member of the Optimist Club, and an Ox<br />

Roast Committee member. He was named<br />

the Ox Roast parade grand marshal in 2008.<br />

Although not a village council member, he<br />

served on various committees. He was also<br />

an auxiliary Ohio State patrolman. Mr. Ed<br />

served as a West Jefferson High School<br />

Band Booster president and was an avid<br />

and loyal Roughrider football fan being<br />

named “Fan of the Year” on two occasions.<br />

He missed only two games from 1958 to<br />

2015. In addition to his parents, Mr. Ed was<br />

preceded in death by: his beloved wife, Betty<br />

Estep, who passed in 2009; his daughter,<br />

Paula Brown; sisters, Annie Salyer and<br />

Joyce Jordan; brother, Goebel “Butch”<br />

Estep; and grandsons, Edgar Brown and<br />

Jerry Whitt. He is survived by: his son, Jeff<br />

(Kathryn Kessler) Estep; daughter, Carol<br />

(Geoff) Langermeier; grandchildren, Elizabeth<br />

“Libby” (Carl) McClellan, Rachel<br />

Dan P. Nevitt, 75, of London died on <strong>May</strong><br />

19, <strong>2020</strong>, at Sisters on Elm, London. Born<br />

on Jan. 16, 1945, in Peoria, Ill., he was a son<br />

of Charles B. and Ellen J. (Jury) Newton. A<br />

member of Maranatha Baptist Church, Dan<br />

was also a U.S. Army veteran of Vietnam.<br />

He retired from the U.S. Post Office after 20<br />

years. He also had worked for Otis Elevator,<br />

Stanley Electric and <strong>Madison</strong> County Hospital,<br />

all in London. Survivors include: his<br />

wife of 51 years, Karen (Fleming) Nevitt;<br />

daughters, Alicia (Chris) Ellis, Jennifer<br />

(David) Queen, Christine Ayers and Rebekah<br />

Greg Davis passed away unexpectedly on<br />

<strong>May</strong> 22, <strong>2020</strong>, at the age of 45. He was a<br />

graduate of Stow High School in 1993,<br />

served in the U.S. Navy from 1995 to 1999,<br />

received a bachelor of science degree from<br />

Ohio State University in 2004, and married<br />

the love of his life, Julie, in 2005. Greg enjoyed<br />

spending time with his beautiful wife,<br />

Julie, who he also considered to be his best<br />

friend. He was a great role model to his<br />

many nieces and nephews. He was a good<br />

supportive son and a good listener. He enjoyed<br />

spending time with family and<br />

friends. Greg was a dependable, hardworking,<br />

and loyal man who took great pride in<br />

all of his tasks. He enjoyed working with his<br />

hands and was a self-taught graphic designer<br />

who played an important role in the<br />

success of his brother’s business. In his<br />

spare time, he volunteered at the Veterans<br />

of Foreign Wars where he fundraised for the<br />

Honor Flight and Wounded Warrior Project<br />

and helped with the grounds. He was preceded<br />

in death by: his grandparents, Vera<br />

and Kenneth Davis, Henry and Kathryn<br />

Duigou; uncles, Leonard and Henry (Bud)<br />

INFORMATION MEETING<br />

FOR PROPOSED<br />

UTILITY MAJOR FACILITY<br />

<strong>Madison</strong> Fields Solar Project, LLC, a wholly-owned subsidiary<br />

of Savion, LLC, held two public informational meetings in<br />

<strong>Madison</strong> County, Ohio, on November 5 and 6, 2019, to outline<br />

plans to build the <strong>Madison</strong> Fields Solar Project, a solarpowered<br />

generation facility located in <strong>Madison</strong> County. The<br />

facility will be sited on approximately 1,000 acres and have a<br />

maximum total generating capacity of up to 180 megawatts.<br />

The purpose of the facility is to generate electricity and is<br />

intended to fill the need for a more diverse national energy<br />

portfolio that will include a higher percentage of energy<br />

generated through the use of renewable resources. The facility<br />

design has been optimized to utilize land and still provide<br />

environmental and visual setbacks to achieve a minimal impact<br />

to natural resources and adjacent residents’ viewshed.<br />

Construction is anticipated to begin as early as first quarter of<br />

2022, resulting in commercial operations in fourth quarter<br />

2022.<br />

On Tuesday, June 16, <strong>2020</strong>, from 6:00 p.m. to 7:00 p.m.,<br />

<strong>Madison</strong> Fields will host an additional public information<br />

meeting that will be virtual and will consist of a live phone<br />

question and answer (Q&A) session on the project. The<br />

meeting will be virtual in nature to adhere to the current<br />

restrictions regarding public gatherings. The public will be able<br />

to participate in the Q&A session by telephone. Similar to the<br />

meetings held in November, questions will be answered<br />

directly by the subject matter experts. The live phone Q&A<br />

session will be brought to you via telephone, there will be no<br />

visual presentation during the event.<br />

16, <strong>2020</strong> live phone Q&A session, a presentation about the<br />

project, which will include maps, will be posted on <strong>Madison</strong><br />

consists of two parts: a public hearing where OPSB will<br />

accept written or oral testimony and an adjudicatory hearing.<br />

15 days prior to the public hearing, OPSB’s staff will submit a<br />

written report on the project.<br />

OPSB accepts written comments on the project from<br />

interested persons at any time, as well as written or oral<br />

testimony from any person at the public hearing. Petitions to<br />

intervene in the adjudicatory hearing will be accepted by<br />

West Jeff seniors rewarded for musical talents<br />

The Jefferson Local Schools music department<br />

recently announced the Class of<br />

<strong>2020</strong> award winners.<br />

The Louis Armstrong Jazz Award went<br />

to senior Benjamin Osborne. The award is<br />

given to the outstanding musician in the<br />

jazz band. Osborne is a saxophone player<br />

and has performed on soprano, alto and<br />

baritone saxophones. He has been a member<br />

of the concert, jazz and marching bands<br />

“Ben has earned this award because of<br />

his hard work in jazz band and his ability<br />

and interest in improvisation. We will miss<br />

his leadership next year,” said Elmer<br />

Benjamin Osborne Calista Wallace Celina Jeffers<br />

Broecker, director of bands for grades 6-12.<br />

The John Phillip Sousa National Band<br />

Award went to seniors Celina Jeffers and<br />

Calista Wallace. The award is presented to<br />

outstanding musicians in the concert band<br />

for service above and beyond and the ability<br />

to solo in front of the band.<br />

Jeffers has been a member of the concert,<br />

jazz, and marching bands. Her major instrument<br />

is clarinet, but she has also played<br />

piano and alto saxophone in the jazz band.<br />

Additionally, she has competed in Ohio<br />

Music Education Association (OMEA) solo<br />

events.<br />

“Celina has had a love of music since she<br />

started in middle school band. Her hard<br />

work and dedication have earned her a<br />

music scholarship at Mount Vernon<br />

Nazarene University. She has been a leader<br />

in our program for many years,” Broecker<br />

said.<br />

Wallace has been a member of the concert,<br />

jazz and marching bands. She has been<br />

a featured soloist with the marching band<br />

and jazz band and has played “Taps” and<br />

the “Star Spangled Banner” for a countless<br />

school and community events. She has<br />

worked very hard at her trumpet sound and<br />

has an interest in joining the military.<br />

“Calista has had a maturity about her<br />

trumpet playing since early on in her career,”<br />

Broecker said. “We have counted on<br />

her to be the leader of the trumpets for<br />

many years. She is the youngest trumpet I<br />

ever trusted to do ‘Taps’ on her own and has<br />

taken a lot of pride in what it means to play<br />

that last tribute. We will miss her leadership<br />

and trumpet playing in all our bands<br />

next year!”<br />

The <strong>2020</strong> National School Choral Award<br />

went to Jeffers. The award is the highest<br />

honor for high school choral performers. It<br />

recognizes the dedication, musical achievement<br />

and character of the top choral student.<br />

Jeffers has been a member of every choir<br />

at West Jefferson and has competed in<br />

OMEA vocal solo events many times. She<br />

served as a section leader multiple years in<br />

chamber choir. She also has been a member<br />

of the musical cast every year of high school.<br />

“From Day 1 of choir her freshman year,<br />

Celina brought her voice, enthusiasm,<br />

spunk and all-in hard work to choir rehearsal,”<br />

said Rachel Armas, director of<br />

choral activities for grades 7-12 and general<br />

music for grade 6. “She went above and beyond<br />

to serve her fellow choir students, help<br />

foster community, and make the choirs the<br />

best they could be. She worked to master<br />

singing through participation in solos and<br />

ensembles, honor events, sharing her joy for<br />

music everywhere she went.”<br />

Jeffers also earned the Outstanding<br />

Music Award. This award is given to the<br />

truly outstanding individual who has been<br />

a member of the band and choir programs.<br />

Jeffers has played, sung and danced her<br />

heart out for the good of the West Jefferson<br />

community, say her instructors.
