School re-opening
plan unveiled
By Linda Dillman
Staff Writer
Canal Winchester Schools’ parents have two options for educating
their children for the 2020-21 school year, one schoolbased–depending
on pandemic risk levels established by the
state–and an online learning academy.
School-based
The school-based track maximizes in-person instruction with
all K-12 students in buildings five days a week, provided Franklin
County is at a Risk Level One or Two. At Level Three–where
Franklin County currently stands–a hybrid learning track kicks
in for students in grades 1-12.
Depending on their last name, students are divided into two
groups for alternating two day in-person learning and three day
online virtual leaning to reduce the number of students in a building
at one time.
Households with multiple last names default to the oldest student’s
last name and preschool, kindergarten and self-contained
special education classes remain on their traditional weekly inperson
schedule.
If Franklin County is put on a Risk Level Four, all students in
the school-based track transition to five day online virtual learning
provided by their current teachers.
“This is not the plan any of us wanted,” said Canal Winchester
Schools Superintendent James Sotlar during the Canal
Winchester Board of Education’s July 20 online meeting, when
the plan was approved. “There were very few options for us. We
felt it was very important to use these levels. We’re following
guidelines set by Franklin County health requirements, mandates
and recommendations. This helps us in planning on how to
get students back to school.”
If risk levels change up or down mid-week, school plans for
that level would not go into effect until the following week.
However, if the level escalates to a four, then the district would
immediately follow any orders set by the governor, similar to
what happened in March.
Masks are required for all in-building staff under all levels.
Unless the situation changes, masks under Level One and Two
are recommended for all students.
However, students who are bused to school are required to
wear a mask at all
times, are limited to
two riders per seat
and must load the
bus back-to-front and
unload front-to-back.
At Level Three,
masks are required
for all students in
grades 3-12 and recommended
for kindergarten
through
grade two.
The district is
expanding dining
spaces to meet social
CW looks back at its decade of being a city
By Linda Dillman
Staff Writer
Ten years ago, the village of Canal Winchester became
a city when it pushed past the 5,000 resident threshold following
the 2010 U.S. Census.
Initially, the preparations were superficial–a change
in city signage and letterhead–but the implications
meant Canal Winchester would compete with bigger cities
for grants and low interest loans.
A decade later, Canal Winchester has held its own and
is in prospering in ways beyond the hopes and dreams of
the pioneers who created the town in the 19th century.
Mayor Mike Ebert and the heads of the finance, development
and public service were asked to look back and forward
in time as the 2020 census heralds the start of the
city’s next decade of growth.
Looking back
“Probably the biggest changes we have seen has been a
greater interest in Canal Winchester for commercial development,
creating jobs in manufacturing and warehousing,”
said Ebert. “What we see for the next 10 years is continued
steady growth in housing, including condos and apartments
and a continued vibrant downtown area.”
Development Director Lucas Haire reported commercial
growth continued with more dining and services closer
to residents and within the city.
“Restaurants like Chipotle, Panera, Barrel & Boar,
Massey’s, Penn Station, Jimmy John’s, Dog Tap, and
Scramblers opened,” said Haire. “Senior living options and
services have significantly increased with the opening of
The Inn at Winchester Trail and Canal Winchester
Rehabilitation, Skilled Nursing & Senior Living. Medical
options also significantly increased with the Diley Ridge
and the medical offices there establishing themselves. As
more residents move to the city, the opportunity to attract
additional restaurants retailers increases as they always
follow potential customers.”
Strong industrial growth also continues.
HFI moved to Gender Road, the former location of TS
Trim; TS Trim expanded their operations; Nifco built a
new warehouse and nearly doubled their employment over
the last decade; Capsa Healthcare relocated their operations
from Columbus to Canal Pointe; Manifold & Phalor
expanded their operations by doubling in size and Mill-
Tech built a new production operation.
“There are many other smaller industrial projects that
occurred with Canal Pointe Industrial Park being
nearly built-out,” said Haire. “There are also two
new, large, speculative warehouse and logistics
buildings under construction that will bring a new
type of industry to our community in the near
future. The most notable industrial change for residents
was the opening of Brew Dog’s new brewery,
tap room, headquarters and then later the world’s
first craft beer hotel. This has brought a significant
PLAN
Continued from page 1
distancing. Students will eat Grab-& Go breakfast
in class and free/reduced take home meal bags will be
provided when necessary.
Field trips are cancelled, there are no large group
events and extracurricular activities will follow Ohio
High School Athletic Association guidelines. Parents
are urged to daily assess their child’s health before
sending them to school.
If symptoms appear at school, the student will be
isolated in a quarantine room with a mask and parents
must pick up their child as soon as possible. The district
will communicate with Franklin County Public
Health about the situation.
“All schools have a COVID room in case we have to
put students or staff in there,” said Sotlar. “If I believe
or feel we cannot safely be in school without a mask on,
I have no problem (ordering mandatory masks for
everyone). We’re going to increase cleaning routines
throughout the building. There will be extra cleaning
in classrooms, and we’ve installed hand sanitizing stations
in each classroom and hallway.”
Sotlar said the district is going to do its best to keep
kids three to six feet apart, is doing away with flexible
seating as much as possible, is eliminating the use of
lockers and cubbies, establishing one-way hallways
when possible and not allowing visitors or volunteers.
Online learning academy
The Canal Winchester Online Learning Academy is
an option open to all students who can proceed at their
own pace, as well as providing support from their
school building and access to school counselors.
“The most important part of the online learning
academy for K-5 is our teachers are developing the
curriculum,” said Sotlar.
Children in kindergarten through fifth grade will
be taught by Canal Winchester teachers. Students in
grades six through 12 will utilize Edmentum
number of new visitors to our community because it is
such a unique business, and it changed the perception of
Canal Winchester regionally. Their decision to locate here
has brought about many other opportunities to help grow
our economy.”
The city completed an Old Town plan for future growth
and prosperity in the historic core of the community. New
businesses like Loose Rail Brewing, Barrel & Boar, the
expansion of Fantasy Cupcakes and outdoor dining at
establishments contributed to a flourishing streetscape.
Courseware for their instruction, along with support
from a district teacher as necessary.
However, academy students should be self-motivated
to work through assigned modules on their own, at
their own pace.
Both learning tracks–in-school and online academy–will
end when the semester is over. Students can
continue the following semester in the same track or
switch to the other track.
Other information
The school board approved changing the school
start date to Sept. 2 for students in grades three, six
and nine and then Sept. 3 for group A (Monday-
Tuesday for last names A through K) and Sept. 4 for
group B, (Thursday-Friday for last names L through
Z).
“We need time to assess our plans,” said Sotlar.
School fees, except for AP testing, were also eliminated
for the 2020-21 term.
The high school and middle school will end 30 minutes
earlier to load buses in an orderly fashion and get
buses back to the elementary school on time.
Parents can find information and sign-up for either
school-based or the online academy by logging into
their OneView account and filling out the Back-to-
School 2020-21 form at
canalwinchester.esvportal.com.
All forms should be completed by July 31 to reserve
a student’s place in either the classroom or online
academy. Learning tracks must be selected before any
teacher assignment, course schedules or bus schedules
are determined for students.
“The document we have here is good, but it’s not set
in stone,” said Sotlar, who added things could change
according to state, Franklin County health or governor
orders.

CITY
Continued from page 2
“Retailers like CornerSmiths, Georgie Emerson,
Sticks & Stones Studio, Harris Lane & Co., and
Leander have brought new attention to our downtown
as a shopping district,” Haire said. “They brought new
visitors and customers by clustering in this portion of
our city and driving sales through social media. The
clean-up of the former Parker Marathon station and its
redevelopment as a mixed use retail and apartment
building will further enhance our Old Town area by
bringing new residents and opportunities for new
restaurants or retailers to establish themselves as part
of this vibrant district.”
However, the housing boom experienced throughout
Canal Winchester slowed down in the last decade. In
the late 1990s and early 2000s, growth regularly
exceeded eight percent, but residential growth was
much slower over the last decade than the previous
one.
“While this had trended upward over the last few
years with growth near four percent annually,” said
Haire, “there were many years early in the decade
where annual growth in population was less than two
percent–likely a result of the recession. So, while the
public may feel like there is too much residential
growth currently, it is much less than Canal
Winchester has historically had over the last 30 years.
Many subdivisions that have been under construction
over the last 20 years in the city are built-out or nearing
completion such as Ashbrook Village, Canal Cove,
and the Villages at Westchester.”
Looking ahead
Haire anticipates the city will likely see steady residential
growth as the Columbus region continues to be
the most economically successful part of the state and
the fastest growing region in the Midwest.
Finance Director Amanda Jackson said Canal
Winchester has come a long way financially since 2010
by adding funds, increasing revenue, and setting itself
up in a comfortable financial position for the future,
which paves the way for projects like McGill Park and
the new municipal complex.
The city doubled the street program budget,
increased street tree planting, and did upgrades to
public facilities, along with hiring an information technology
coordinator and a human resources coordinator.
Income taxes–the city’s biggest revenue source–
more than doubled since 2010 and had the largest
impact on Canal Winchester’s ability to take on large
expenditures without asking residents for additional
funds.
“The cost of doing business has increased since 2010
and we have been very fortunate that our revenue
increase has been enough to cover those increases and
still allow us to build our fund balance,” said Jackson.
“Our fund balance at the end of 2019 was over $10.5
Messenger photo by Linda Dillman
Ten years ago, this parcel fronting U.S. Route 33 was
a grassy strip of land. Today, it is home to a grocery
store and the newest addition to the city’s growing
inventory of traveler accommodations.
million. For comparison, our fund balance across all
funds at the end of 2010 was $10.2 million. Again, this
is what is allowing us to take on large capital projects.”
Water and sewer funds saw an increase in revenue
directly related to residential and commercial growth
over the last 10 years. Brew Dog accounted for approximately
$313,000 in water and $716,000 in sewer revenues
since coming to Canal Winchester.
“We have issued new general obligation debt only
once since 2010 with the issuance of the bonds to build
the Public Service Facility,” said Jackson. “We have
also explored new ways to finance capital projects by
utilizing our financial institutions to spread out payments
of vehicles and equipment over 3 years and
entering into 10-year financing agreements with property
owners. These, along with receiving grants from
state agencies such as Ohio Public Works Commission
and Ohio Water Development Authority, have allowed
us to maximize local revenues in large infrastructure
projects.”
The Public Service Department, helmed by Matt
Peoples, added buildings and properties including a
new Public Service building, property at
Gender/Groveport and Bixby/Rager, McGill Park,
Union Grove Cemetery, the McDorman Building,
Hanners Fields and renovated the Interurban Station.
“From a growth standpoint, there are approximately
5.5 additional centerline miles of roadway,” said
Peoples. “We have added over 35,000 feet of main
waterlines, over 13,000 feet of sanitary sewer mains
and over 11,000 feet of storm sewer mains.”
Is Canal Winchester doing a good job in
protecting each other during the time of a
pandemic?
Mayor Michael Ebert thinks the answer
is yes, but also admits there is much confusion
over mask mandates.
“Canal Winchester residents are probably
doing better than the average community
when it comes to following the governor’s
orders, whatever they may be at the
time,” said Ebert. “People are becoming
confused as to what rules they are to follow
and when. The first requirements that
were given several weeks ago were pretty
straight to the point, now they are getting
more and more confusing, and if you can’t
watch or listen to the governor’s press conference,
you can fall behind on what the
new requirement is.”
On July 14, Franklin County Public
Health issued an order requiring facial
coverings and on July 17, people in counties
designated Red Alert Level 3–which
includes Franklin and Fairfield counties–
were mandated to wear masks.
“Today, more Ohioans are getting sick
than at any previous point in this pandemic,”
said Governor Mike DeWine on July
16. “We are sliding down a very dangerous
path, with our once flattened-curve starting
to sharpen and spike. This is a worrisome,
disturbing reversal of our progress -
a jarring reminder of just how quickly our
fate can change. As of July 17 at 6p.m.,
nearly 60 percent of Ohio’s population will
be under a mask order, and I strongly
encourage citizens living in other counties
to wear masks in public as well.”
According to the health department,
businesses covered by the order must
require all employees to wear facial coverings,
except if facial coverings at work are
prohibited by law or regulation; are a violation
of documented industry standards;
not advisable for health reasons; a violation
of the business' documented safety
policies; or there is a functional (practical)
reason for an employee not to wear a facial
covering in the workplace.
Everyone in Red Alert counties are
required to wear a facial covering at all
times in an indoor location that is not a
Township police maintain staffing during pandemic
By Linda Dillman
Staff Writer
Madison Township Police Chief Gary
York is assuring residents that, despite
concerns about the coronavirus and police
protection, the township is still able to provide
minimum staffing 24 hours a day,
seven days a week.
During the July 14 Madison Township
trustee meeting, York said staffing levels
are sometimes higher than the minimum
on some days. However, the department
could experience a shortfall in revenue due
to the impact of COVID-19.
In response to a question raised by resident
Debbie Miller, Chairman John
Pritchard said now is not the time to consider
hiring additional law enforcement
personnel.
“At this point, we cannot take the
chance with COVID to hire new officers,”
said Pritchard. “It is a very tight budget
and we do the best we can with what we
have. It would be irresponsible to hire
police officers at this point because we
don’t know what our settlement will be.”
“I don’t know if we’re going to get a second
state and local governments are impacted
in the same way and there is a hiring
“What’s most important in public safety
is knowing we can cover the needs,” said
Reynolds.
officers may not change, 11 officers will no
longer have to share eight body-worn cameras.
will allow for better equipment accountability.
“I think body-worn cameras have really
worked out for the department,” said York.
CW adjusts to masks
residence and while outdoors and unable to
consistently maintain a distance of six feet
or more from individuals who are not members
of their household.
The mask requirement does not apply to
individuals under age 10 and those with a
medical condition, including those with
respiratory conditions that restrict breathing,
mental health conditions, or disability
constraints; the individual is actively
engaged in exercise in a gym or indoor
facility so long as six or more feet of separation
between individuals exists; or an
individual is seated and actively consuming
food or beverage in a restaurant or bar.
The list of exemptions and inclusions for
businesses and restaurants is long and
available online.
“From what I have seen, employees of
businesses in town that are open to the
public are wearing masks and most, if not
all, businesses are requiring the customer
to wear a mask and have been successful at
doing so,” said Ebert. “Any mandatory
order from the state or health department
is under the control of the local health
department. I will encourage businesses
and residents to follow the guidelines, but
that is about as far as it goes.”
With a surge in the number of positive
coronavirus tests across the state, cities
like Canal Winchester are balancing public
safety with economic recovery, which Ebert
admits is not easy.
City buildings are not open to the general
public on a walk-in basis. If it is necessary
to meet in person, clients or the public
are currently seen by appointment only
and are required to wear a mask.
All employees are required to wear a
mask if they leave their normal workspace
or are working in close proximity to one
another, such as in a small group meeting
environment or on a job site outside. Most
business meetings are held via go to meeting
or a similar program.
“If you feel safer wearing a mask, by all
means wear a mask,” said Ebert. “If you
are not wearing a mask, your chances of
contamination are probably greater than if
you were to wear a mask. Keep in mind,
according to the public health officials, by
wearing a mask you are protecting others
around you more than yourself.”

The path of the Ohio and Erie Canal passed through Canal Winchester roughly east
to west in the 19th century. The central location of the canal gave the area’s farmers
and businesses ready access for the shipping of their goods thereby enhancing
their finances. Pictured here is the High Street canal bridge in downtown Canal
Winchester in the late 19th century. This bridge would later be taken down and
removed to span the canal at East Street (now College Street) in Groveport.
Mosquito management
The city of Canal Winchester contracts
with Franklin County Public Health for
mosquito control.
Franklin County Public Health takes a
proactive, concentrated approach to mosquito
management. The agency’s
Integrated Pest Management Program
focuses on prevention, education, and controlling
pests at their most vulnerable
stage while minimizing hazards to the
environment. Data about mosquito breeding
locations, areas that traditionally have
high adult mosquito populations, and the
frequency and distribution of mosquitoborne
diseases throughout Franklin
County is regularly monitored and treatments
are applied when appropriate.
Residents can help by reporting areas
they suspect may be mosquito breeding
grounds and by reporting increases in adult
mosquito activity. Mosquitoes breed easily
in standing water. Check for and drain any
standing water around your home to help
control the mosquito population.
Overlooked mosquito habitats include:
•Tires, buckets, cans, bottles, and plastic
containers.
•Bird baths (drain and refill every three
to four days).
•Wading or kiddie pools (drain and refill
frequently.
•Pools and hot tubs (keep chlorinated,
covered or keep completely dry).
•Pool covers that hold water.
•Boats, boat covers, and tarps.
•Pet food containers and water dishes.
•Clogged gutters and downspouts.
•Leaky outside faucets that create puddles
rain barrels that are not properly
screened or treated.
•Low areas that form puddles.
•Planters and pots, including saucers
and catch trays.
•Trash cans (use tight fitting lids and
keep them covered).
•Mature trees that have developed
holes that hold water — fill voids with sand.
•Anything that has the potential to hold
even small amounts of water.
Information about Franklin County
Public Health’s mosquito management program
and a form to request service or
report an area of concern is available
online at www.myfcph.org or by calling
Franklin County Public Health’s Mosquito
Bite Line at (614)525-BITE.
Mosquito management programs help
control the spread of mosquito borne diseases
such as West Nile Virus, Zika Virus,
La Crosse encephalitis, and others. The
CDC states that at this time there is no
data to suggest that COVID-19 or other
similar coronaviruses (e.g. SARS, MERS)
are spread by mosquitoes or ticks.
Local drop-off recycling
CW Recycles, a local recycling drop-off
program is offered on the first and third
Saturdays of each month from 9 a.m to
noon in the parking lot of
Winchester/Indian Trail Elementary
Schools, 6767 and 6865 Gender Road,
Canal Winchester.
Participants are asked to sort items into
two categories prior to drop-off.
•Cardboard or any packaging that when
torn is brown.
•Aluminum, white paper/packages,
plastic up to recycle symbol 6.
•No glass.
district guidelines, all guests must remain
