School re-opening<br />
plan unveiled<br />

Canal Winchester Schools’ parents have two options for educating<br />
their children for the <strong>2020</strong>-21 school year, one schoolbased–depending<br />
on pandemic risk levels established by the<br />
state–and an online learning academy.<br />
School-based<br />
The school-based track maximizes in-person instruction with<br />
all K-12 students in buildings five days a week, provided Franklin<br />
County is at a Risk Level One or Two. At Level Three–where<br />
Franklin County currently stands–a hybrid learning track kicks<br />
in for students in grades 1-12.<br />
Depending on their last name, students are divided into two<br />
groups for alternating two day in-person learning and three day<br />
online virtual leaning to reduce the number of students in a building<br />
at one time.<br />
Households with multiple last names default to the oldest student’s<br />
last name and preschool, kindergarten and self-contained<br />
special education classes remain on their traditional weekly inperson<br />
schedule.<br />
If Franklin County is put on a Risk Level Four, all students in<br />
the school-based track transition to five day online virtual learning<br />
provided by their current teachers.<br />
“This is not the plan any of us wanted,” said Canal Winchester<br />
Schools Superintendent James Sotlar during the Canal<br />
Winchester Board of Education’s <strong>July</strong> 20 online meeting, when<br />
the plan was approved. “There were very few options for us. We<br />
felt it was very important to use these levels. We’re following<br />
guidelines set by Franklin County health requirements, mandates<br />
and recommendations. This helps us in planning on how to<br />
get students back to school.”<br />
If risk levels change up or down mid-week, school plans for<br />
that level would not go into effect until the following week.<br />
However, if the level escalates to a four, then the district would<br />
immediately follow any orders set by the governor, similar to<br />
what happened in March.<br />
Masks are required for all in-building staff under all levels.<br />
Unless the situation changes, masks under Level One and Two<br />
are recommended for all students.<br />
However, students who are bused to school are required to<br />

CW looks back at its decade of being a city<br />

Ten years ago, the village of Canal Winchester became<br />
a city when it pushed past the 5,000 resident threshold following<br />
the 2010 U.S. Census.<br />
Initially, the preparations were superficial–a change<br />
in city signage and letterhead–but the implications<br />
meant Canal Winchester would compete with bigger cities<br />
for grants and low interest loans.<br />
A decade later, Canal Winchester has held its own and<br />
is in prospering in ways beyond the hopes and dreams of<br />
the pioneers who created the town in the 19th century.<br />
Mayor Mike Ebert and the heads of the finance, development<br />
and public service were asked to look back and forward<br />
in time as the <strong>2020</strong> census heralds the start of the<br />
city’s next decade of growth.<br />
Looking back<br />
“Probably the biggest changes we have seen has been a<br />
greater interest in Canal Winchester for commercial development,<br />
creating jobs in manufacturing and warehousing,”<br />
said Ebert. “What we see for the next 10 years is continued<br />
steady growth in housing, including condos and apartments<br />
and a continued vibrant downtown area.”<br />
Development Director Lucas Haire reported commercial<br />
growth continued with more dining and services closer<br />
to residents and within the city.<br />
“Restaurants like Chipotle, Panera, Barrel & Boar,<br />
Massey’s, Penn Station, Jimmy John’s, Dog Tap, and<br />
Scramblers opened,” said Haire. “Senior living options and<br />
services have significantly increased with the opening of<br />
The Inn at Winchester Trail and Canal Winchester<br />
Rehabilitation, Skilled Nursing & Senior Living. Medical<br />
options also significantly increased with the Diley Ridge<br />
and the medical offices there establishing themselves. As<br />
more residents move to the city, the opportunity to attract<br />
additional restaurants retailers increases as they always<br />
follow potential customers.”<br />
Strong industrial growth also continues.<br />
HFI moved to Gender Road, the former location of TS<br />
Trim; TS Trim expanded their operations; Nifco built a<br />
new warehouse and nearly doubled their employment over<br />
the last decade; Capsa Healthcare relocated their operations<br />
from Columbus to Canal Pointe; Manifold & Phalor<br />
expanded their operations by doubling in size and Mill-<br />
Tech built a new production operation.<br />
“There are many other smaller industrial projects that<br />
occurred with Canal Pointe Industrial Park being<br />
nearly built-out,” said Haire. “There are also two<br />
new, large, speculative warehouse and logistics<br />
buildings under construction that will bring a new<br />
type of industry to our community in the near<br />
future. The most notable industrial change for residents<br />
was the opening of Brew Dog’s new brewery,<br />
tap room, headquarters and then later the world’s<br />
first craft beer hotel. This has brought a significant<br />

distancing. Students will eat Grab-& Go breakfast<br />
in class and free/reduced take home meal bags will be<br />
provided when necessary.<br />
Field trips are cancelled, there are no large group<br />
events and extracurricular activities will follow Ohio<br />
High School Athletic Association guidelines. Parents<br />
are urged to daily assess their child’s health before<br />
sending them to school.<br />
If symptoms appear at school, the student will be<br />
isolated in a quarantine room with a mask and parents<br />
must pick up their child as soon as possible. The district<br />
will communicate with Franklin County Public<br />
Health about the situation.<br />
“All schools have a COVID room in case we have to<br />
put students or staff in there,” said Sotlar. “If I believe<br />
or feel we cannot safely be in school without a mask on,<br />
I have no problem (ordering mandatory masks for<br />
everyone). We’re going to increase cleaning routines<br />
throughout the building. There will be extra cleaning<br />
in classrooms, and we’ve installed hand sanitizing stations<br />
in each classroom and hallway.”<br />
Sotlar said the district is going to do its best to keep<br />
kids three to six feet apart, is doing away with flexible<br />
seating as much as possible, is eliminating the use of<br />
lockers and cubbies, establishing one-way hallways<br />
when possible and not allowing visitors or volunteers.<br />
Online learning academy<br />
The Canal Winchester Online Learning Academy is<br />
an option open to all students who can proceed at their<br />
own pace, as well as providing support from their<br />
school building and access to school counselors.<br />
“The most important part of the online learning<br />
academy for K-5 is our teachers are developing the<br />
curriculum,” said Sotlar.<br />
Children in kindergarten through fifth grade will<br />
be taught by Canal Winchester teachers. Students in<br />

number of new visitors to our community because it is<br />
such a unique business, and it changed the perception of<br />
Canal Winchester regionally. Their decision to locate here<br />
has brought about many other opportunities to help grow<br />
our economy.”<br />
The city completed an Old Town plan for future growth<br />
and prosperity in the historic core of the community. New<br />
businesses like Loose Rail Brewing, Barrel & Boar, the<br />
expansion of Fantasy Cupcakes and outdoor dining at<br />
establishments contributed to a flourishing streetscape.<br />

from a district teacher as necessary.<br />
However, academy students should be self-motivated<br />
to work through assigned modules on their own, at<br />
their own pace.<br />
Both learning tracks–in-school and online academy–will<br />
end when the semester is over. Students can<br />
continue the following semester in the same track or<br />
switch to the other track.<br />
Other information<br />
The school board approved changing the school<br />
start date to Sept. 2 for students in grades three, six<br />
and nine and then Sept. 3 for group A (Monday-<br />
Tuesday for last names A through K) and Sept. 4 for<br />
group B, (Thursday-Friday for last names L through<br />
Z).<br />
“We need time to assess our plans,” said Sotlar.<br />
School fees, except for AP testing, were also eliminated<br />
for the <strong>2020</strong>-21 term.<br />
The high school and middle school will end 30 minutes<br />
earlier to load buses in an orderly fashion and get<br />
buses back to the elementary school on time.<br />
Parents can find information and sign-up for either<br />
school-based or the online academy by logging into<br />
their OneView account and filling out the Back-to-<br />
School <strong>2020</strong>-21 form at<br />

All forms should be completed by <strong>July</strong> 31 to reserve<br />
a student’s place in either the classroom or online<br />
academy. Learning tracks must be selected before any<br />
teacher assignment, course schedules or bus schedules<br />
are determined for students.<br />
“The document we have here is good, but it’s not set<br />
in stone,” said Sotlar, who added things could change<br />
according to state, Franklin County health or governor<br />
orders.

CITY<br />

“Retailers like CornerSmiths, Georgie Emerson,<br />
Sticks & Stones Studio, Harris Lane & Co., and<br />
Leander have brought new attention to our downtown<br />
as a shopping district,” Haire said. “They brought new<br />
visitors and customers by clustering in this portion of<br />
our city and driving sales through social media. The<br />
clean-up of the former Parker Marathon station and its<br />
redevelopment as a mixed use retail and apartment<br />
building will further enhance our Old Town area by<br />
bringing new residents and opportunities for new<br />
restaurants or retailers to establish themselves as part<br />
of this vibrant district.”<br />
However, the housing boom experienced throughout<br />
Canal Winchester slowed down in the last decade. In<br />
the late 1990s and early 2000s, growth regularly<br />
exceeded eight percent, but residential growth was<br />
much slower over the last decade than the previous<br />
one.<br />
“While this had trended upward over the last few<br />
years with growth near four percent annually,” said<br />
Haire, “there were many years early in the decade<br />
where annual growth in population was less than two<br />
percent–likely a result of the recession. So, while the<br />
public may feel like there is too much residential<br />
growth currently, it is much less than Canal<br />
Winchester has historically had over the last 30 years.<br />
Many subdivisions that have been under construction<br />
over the last 20 years in the city are built-out or nearing<br />
completion such as Ashbrook Village, Canal Cove,<br />
and the Villages at Westchester.”<br />
Looking ahead<br />
Haire anticipates the city will likely see steady residential<br />
growth as the Columbus region continues to be<br />
the most economically successful part of the state and<br />
the fastest growing region in the Midwest.<br />
Finance Director Amanda Jackson said Canal<br />
Winchester has come a long way financially since 2010<br />
by adding funds, increasing revenue, and setting itself<br />
up in a comfortable financial position for the future,<br />
which paves the way for projects like McGill Park and<br />
the new municipal complex.<br />
The city doubled the street program budget,<br />
increased street tree planting, and did upgrades to<br />
public facilities, along with hiring an information technology<br />
coordinator and a human resources coordinator.<br />
Income taxes–the city’s biggest revenue source–<br />
more than doubled since 2010 and had the largest<br />
impact on Canal Winchester’s ability to take on large<br />
expenditures without asking residents for additional<br />
funds.<br />
“The cost of doing business has increased since 2010<br />
and we have been very fortunate that our revenue<br />
increase has been enough to cover those increases and<br />
still allow us to build our fund balance,” said Jackson.<br />

million. For comparison, our fund balance across all<br />
funds at the end of 2010 was $10.2 million. Again, this<br />
is what is allowing us to take on large capital projects.”<br />
Water and sewer funds saw an increase in revenue<br />
directly related to residential and commercial growth<br />
over the last 10 years. Brew Dog accounted for approximately<br />
$313,000 in water and $716,000 in sewer revenues<br />
since coming to Canal Winchester.<br />
“We have issued new general obligation debt only<br />
once since 2010 with the issuance of the bonds to build<br />
the Public Service Facility,” said Jackson. “We have<br />
also explored new ways to finance capital projects by<br />
utilizing our financial institutions to spread out payments<br />
of vehicles and equipment over 3 years and<br />
entering into 10-year financing agreements with property<br />
owners. These, along with receiving grants from<br />
state agencies such as Ohio Public Works Commission<br />
and Ohio Water Development Authority, have allowed<br />
us to maximize local revenues in large infrastructure<br />
projects.”<br />
The Public Service Department, helmed by Matt<br />
Peoples, added buildings and properties including a<br />
new Public Service building, property at<br />
Gender/Groveport and Bixby/Rager, McGill Park,<br />
Union Grove Cemetery, the McDorman Building,<br />
Hanners Fields and renovated the Interurban Station.<br />
“From a growth standpoint, there are approximately<br />
5.5 additional centerline miles of roadway,” said<br />
Peoples. “We have added over 35,000 feet of main<br />
waterlines, over 13,000 feet of sanitary sewer mains<br />
and over 11,000 feet of storm sewer mains.”<br />
Library’s Virtual Social Services Fair<br />
Columbus Metropolitan Library is bringing together<br />
a variety of agencies during a free two-day virtual<br />
event to connect customers with the help they need.<br />
The Virtual Social Services Fair event will take place<br />
for 36 hours on <strong>July</strong> 30 and <strong>July</strong> 31. An online chat feature<br />
will be staffed from 9 a.m. to 4 p.m. both days. The<br />
online event is free and open to anyone in need.<br />
Participants will be able to engage with professionals<br />
in a one-stop virtual location to find help on a variety<br />
of issues, including food access, legal aid, rent stabilization<br />
funds, childcare, job help and more.<br />
The virtual event is presented in partnership with<br />
OhioMeansJobs, Workforce Development Board of<br />
Central Ohio, Human Service Chamber of Franklin<br />
County and United Way of Central Ohio.<br />

Is Canal Winchester doing a good job in<br />
protecting each other during the time of a<br />
pandemic?<br />
Mayor Michael Ebert thinks the answer<br />
is yes, but also admits there is much confusion<br />
over mask mandates.<br />
“Canal Winchester residents are probably<br />
doing better than the average community<br />
when it comes to following the governor’s<br />
orders, whatever they may be at the<br />
time,” said Ebert. “People are becoming<br />
confused as to what rules they are to follow<br />
and when. The first requirements that<br />
were given several weeks ago were pretty<br />
straight to the point, now they are getting<br />
more and more confusing, and if you can’t<br />
watch or listen to the governor’s press conference,<br />
you can fall behind on what the<br />
new requirement is.”<br />
On <strong>July</strong> 14, Franklin County Public<br />
Health issued an order requiring facial<br />
coverings and on <strong>July</strong> 17, people in counties<br />
designated Red Alert Level 3–which<br />
includes Franklin and Fairfield counties–<br />
were mandated to wear masks.<br />
“Today, more Ohioans are getting sick<br />
than at any previous point in this pandemic,”<br />
said Governor Mike DeWine on <strong>July</strong><br />
16. “We are sliding down a very dangerous<br />
path, with our once flattened-curve starting<br />
to sharpen and spike. This is a worrisome,<br />
disturbing reversal of our progress -<br />
a jarring reminder of just how quickly our<br />
fate can change. As of <strong>July</strong> 17 at 6p.m.,<br />
nearly 60 percent of Ohio’s population will<br />
be under a mask order, and I strongly<br />
encourage citizens living in other counties<br />
to wear masks in public as well.”<br />
According to the health department,<br />
businesses covered by the order must<br />
require all employees to wear facial coverings,<br />
except if facial coverings at work are<br />
prohibited by law or regulation; are a violation<br />
of documented industry standards;<br />
not advisable for health reasons; a violation<br />
of the business' documented safety<br />
policies; or there is a functional (practical)<br />
reason for an employee not to wear a facial<br />
covering in the workplace.<br />

Township police maintain staffing during pandemic<br />

Madison Township Police Chief Gary<br />
York is assuring residents that, despite<br />
concerns about the coronavirus and police<br />
protection, the township is still able to provide<br />
minimum staffing 24 hours a day,<br />
seven days a week.<br />
During the <strong>July</strong> 14 Madison Township<br />
trustee meeting, York said staffing levels<br />
are sometimes higher than the minimum<br />
on some days. However, the department<br />
could experience a shortfall in revenue due<br />
to the impact of COVID-19.<br />
In response to a question raised by resident<br />
Debbie Miller, Chairman John<br />
Pritchard said now is not the time to consider<br />
hiring additional law enforcement<br />
personnel.<br />
“At this point, we cannot take the<br />
chance with COVID to hire new officers,”<br />
said Pritchard. “It is a very tight budget<br />
and we do the best we can with what we<br />
have. It would be irresponsible to hire<br />
police officers at this point because we<br />
don’t know what our settlement will be.”<br />

department budget is funded by taxes. She<br />
said the township normally gets two settlements<br />
a year for real estate taxes, but the<br />
situation could change.<br />
“I don’t know if we’re going to get a second<br />
settlement,” said Vermeer. “People are<br />
hurting. I have no idea about what the rest<br />
of the year holds.”<br />
Trustee Michele Reynolds said many<br />
state and local governments are impacted<br />
in the same way and there is a hiring<br />
freeze at the state level.<br />
“What’s most important in public safety<br />
is knowing we can cover the needs,” said<br />
Reynolds.<br />
While the number of township police<br />
officers may not change, 11 officers will no<br />
longer have to share eight body-worn cameras.<br />
York said a decision was made to purchase<br />
four cameras, which the chief said<br />
will allow for better equipment accountability.<br />
“I think body-worn cameras have really<br />
worked out for the department,” said York.<br />
CW adjusts to masks<br />
residence and while outdoors and unable to<br />
consistently maintain a distance of six feet<br />
or more from individuals who are not members<br />
of their household.<br />
The mask requirement does not apply to<br />
individuals under age 10 and those with a<br />
medical condition, including those with<br />
respiratory conditions that restrict breathing,<br />
mental health conditions, or disability<br />
constraints; the individual is actively<br />
engaged in exercise in a gym or indoor<br />
facility so long as six or more feet of separation<br />
between individuals exists; or an<br />
individual is seated and actively consuming<br />
food or beverage in a restaurant or bar.<br />
The list of exemptions and inclusions for<br />
businesses and restaurants is long and<br />
available online.<br />
“From what I have seen, employees of<br />
businesses in town that are open to the<br />
public are wearing masks and most, if not<br />
all, businesses are requiring the customer<br />
to wear a mask and have been successful at<br />
doing so,” said Ebert. “Any mandatory<br />
order from the state or health department<br />
is under the control of the local health<br />
department. I will encourage businesses<br />
and residents to follow the guidelines, but<br />
that is about as far as it goes.”<br />
With a surge in the number of positive<br />
coronavirus tests across the state, cities<br />
like Canal Winchester are balancing public<br />
safety with economic recovery, which Ebert<br />
admits is not easy.<br />
City buildings are not open to the general<br />
public on a walk-in basis. If it is necessary<br />
to meet in person, clients or the public<br />
are currently seen by appointment only<br />
and are required to wear a mask.<br />
All employees are required to wear a<br />
mask if they leave their normal workspace<br />
or are working in close proximity to one<br />
another, such as in a small group meeting<br />
environment or on a job site outside. Most<br />
business meetings are held via go to meeting<br />
or a similar program.<br />
“If you feel safer wearing a mask, by all<br />
means wear a mask,” said Ebert. “If you<br />
are not wearing a mask, your chances of<br />
contamination are probably greater than if<br />
you were to wear a mask. Keep in mind,<br />
according to the public health officials, by<br />
wearing a mask you are protecting others<br />
around you more than yourself.”

The path of the Ohio and Erie Canal passed through Canal Winchester roughly east<br />
to west in the 19th century. The central location of the canal gave the area’s farmers<br />
and businesses ready access for the shipping of their goods thereby enhancing<br />
their finances. Pictured here is the High Street canal bridge in downtown Canal<br />
Winchester in the late 19th century. This bridge would later be taken down and<br />
removed to span the canal at East Street (now College Street) in Groveport.<br />
Mosquito management<br />
The city of Canal Winchester contracts<br />
with Franklin County Public Health for<br />
mosquito control.<br />
Franklin County Public Health takes a<br />
proactive, concentrated approach to mosquito<br />
management. The agency’s<br />
Integrated Pest Management Program<br />
focuses on prevention, education, and controlling<br />
pests at their most vulnerable<br />
stage while minimizing hazards to the<br />
environment. Data about mosquito breeding<br />
locations, areas that traditionally have<br />
high adult mosquito populations, and the<br />
frequency and distribution of mosquitoborne<br />
diseases throughout Franklin<br />
County is regularly monitored and treatments<br />
are applied when appropriate.<br />
Residents can help by reporting areas<br />
they suspect may be mosquito breeding<br />
grounds and by reporting increases in adult<br />
mosquito activity. Mosquitoes breed easily<br />
in standing water. Check for and drain any<br />
standing water around your home to help<br />
control the mosquito population.<br />
Overlooked mosquito habitats include:<br />
•Tires, buckets, cans, bottles, and plastic<br />
containers.<br />
•Bird baths (drain and refill every three<br />
to four days).<br />
•Wading or kiddie pools (drain and refill<br />
frequently.<br />
•Pools and hot tubs (keep chlorinated,<br />
covered or keep completely dry).<br />
•Pool covers that hold water.<br />
•Boats, boat covers, and tarps.<br />
•Pet food containers and water dishes.<br />
•Clogged gutters and downspouts.<br />
•Leaky outside faucets that create puddles<br />
rain barrels that are not properly<br />
screened or treated.<br />
•Low areas that form puddles.<br />
•Planters and pots, including saucers<br />
and catch trays.<br />
•Trash cans (use tight fitting lids and<br />
keep them covered).<br />
•Mature trees that have developed<br />
holes that hold water — fill voids with sand.<br />
•Anything that has the potential to hold<br />
even small amounts of water.<br />

Mosquito management programs help<br />
control the spread of mosquito borne diseases<br />
such as West Nile Virus, Zika Virus,<br />
La Crosse encephalitis, and others. The<br />
CDC states that at this time there is no<br />
data to suggest that COVID-19 or other<br />
similar coronaviruses (e.g. SARS, MERS)<br />
are spread by mosquitoes or ticks.<br />
Local drop-off recycling<br />
CW Recycles, a local recycling drop-off<br />
program is offered on the first and third<br />
Saturdays of each month from 9 a.m to<br />
noon in the parking lot of<br />
Winchester/Indian Trail Elementary<br />

Participants are asked to sort items into<br />
two categories prior to drop-off.<br />
