THE IVR<br />

The Highways Agency, which in 2015 was rebranded to Highways<br />

England, approached the recovery industry expressing its<br />

intention to create a ‘sector scheme’. It originally required all<br />

technicians to obtain a National Vocational Qualification, but the<br />

industry was worried about cost implications, which prompted<br />

the IVR to suggest the use of the modular training structure.<br />

There is much history surrounding how the National Roadside/<br />

<strong>Recovery</strong> Scheme (NRRS) came to be but for IVR (UK) Ltd that<br />

journey started in earnest in 2006 when they were awarded the<br />

role of Administrator of the NHSS17/17B training scheme – NRRS.<br />

The industry decided that a modular training system would<br />

be the best way forward for the recovery sector, using the IVR’s<br />

courses as the basis and would be a practical alternative to<br />

NVQs. With a rigorous assessment of both knowledge and skill,<br />

the scheme ensures that roadside and recovery technicians<br />

who follow the training are safer when carrying out their duties,<br />

that there is protection for employers and that the roadside and<br />

recovery sector provides a more professional service to those<br />

who need it.<br />

The IVR VR modular system sits within a robust and rigorous<br />

NHSS17/17B framework. It focusses on high quality training and<br />

traceable standards, whether it be through the development of<br />

the modules themselves, many of which are currently externally<br />

accredited through Lantra (the UK’s leading awarding body for<br />

those operating in the highways and land-based sectors primary<br />

aim is improving standards of health and safety best practice<br />

in the workplace) or the process any training provider has to<br />

go through to be part of the NHSS17/17B framework. Those<br />

approved instructors have all gone through competency checks<br />

and attend the IVR/ITSSAR external verification programme, a<br />

process that takes some time and investment. Even the training<br />

environment is considered to ensure the highest standards for<br />

course delivery, this is done through a training centre approval<br />

process.<br />

The systems that support the scheme continue to develop and<br />

improve with the national register of trained technicians recently<br />

being updated to enable new, electronic NHSS17/17B approved<br />

certificates, these latest certificates have verification codes built<br />

into combat fraud. The training/identity skills cards have also<br />

recently been replaced with the IVR RQM card, a digital version,<br />

which can verify a technician’s training both within the scheme<br />

and now can also include other relevant training and company<br />

compliance records, minimum requirements to apply for the card<br />

are the IVR Core Modules (IVR VR01, VR02, and VR03).<br />

JUDGEPOWER<br />

Tony Gibson, founder of Judgepower Training Services was one<br />

of the first people to attend the inaugural train the trainer course<br />

delivered by the Independent Training Standards Scheme and<br />

Register (ITSSAR) and became one of the very first to qualify as<br />
