PAGE 12 September, October, November 2020 – The South Carolina Nurse WWW.SCNURSES.ORG Advocacy Legislative Update A Statement Against Racism Wanda Crotwell, The Southern Group SCNA Lobbyist As you are all aware, the onset of COVID-19 changed everything about “life as we know it” in March of 2020. As a result, the South Carolina General Assembly stood in recess in March, with brief returns to session in May and June to deal with COVID-related funding measures and the pending state budget for fiscal year 2021. As a result, the General Assembly passed three pieces of legislation upon their two-day returns. The first was the allocation of the recommendations from AccelerateSC for the first phase of federal CARES Act funding. Of the $1.9 billion allocated to the state, almost $1.2 billion was allocated to state agencies, education, hospitals, institutions of higher learning, and expansion of rural broadband. The second was a continuing resolution to fund the operations of state government at the current levels beginning July 1, the start of the new fiscal year. And the third was the annual sine die resolution that set the terms for adjournment of session and the dates of their return. As a result, the General Assembly is currently standing adjourned, but will return to session on September 15 for no more than two weeks to focus on a few key issues. The first will be the allocation of the almost $800 million of remaining CARES relief funding. The second will be the passage of a state budget for 2020-2021. That “new” appropriations bill will then replace the continuing resolution currently in place to pay for the operations of government until that time. Finally, according to the terms of the sine die resolution, they will have the ability, although not the requirement, to consider any and all bills that have crossed from one legislative body to the other. While that would leave numerous pieces of legislation eligible for consideration, the insight we are getting at this point is that it is extremely doubtful that any of those bills will be considered unless they are used as vehicles for any needed COVID “fixes” that may need to be addressed before January. As a result, we anticipate that all legislation pending before the General Assembly at the time of adjournment in the spring will be dead for the year and will need to be reintroduced for consideration in the 2021-2022 session, which begins the second Tuesday in January. Certainly that could change, but given the rate of COVID cases currently in the state, we do not anticipate the members being supportive of long discussions or debates in closed chambers. We expect their business in September to be focused solely on funding issues with legislative discussions, especially those not related to COVID, being held for January. Nurses have a responsibility to use your voices to call for change. To remain silent is to be complicit. WWW.SCNURSES.ORG The South Carolina Nurse – September, October, November 2020 PAGE 13 CEAC Thank You to Members SCNA’s Continuing Education Approver Committee (CEAC) is an accredited approver of continuing nursing professional development (CNPD) programs by the American Nurses Credentialing Center (ANCC). We have held accreditation for over 20 years and were recently reaccredited for another four-year term in 2019! The purpose of CEAC is to review and approve applications from individuals or organizations who are interested in providing contact hours for continuing nursing professional development (CNPD) activities or programs. Additionally, our committee is responsible for reviewing and approving applications from individuals or organizations who are interested in being approved providers of contact hours for CNPD programs. Approved providers are those who demonstrate the capacity to deliver CNPD programs without seeking committee approval for each individual activity. Volunteers from within the SCNA membership who provide concurrent peer review of applications throughout the year staff the CEAC. Members meet quarterly for initial and ongoing professional development and discussion of committee business. We also conduct additional work throughout the year to provide support to our indivitdual activity applicants and approved providers. In 2019 there were over 7,500 contact hours awarded to nearly 40,000 nurses in the CEAC service area as a result of the application reviews conducted by the CEAC members!
