MAYOR CRAIG MACKLE<br />

Fine service acknowledged<br />

Last week we announcedthe appointment<br />

of our new chief executive, WillDoughty.<br />

As we welcome Will to the role, Iwant to<br />

acknowledge everything that outgoing<br />

chiefexecutive Angela Oosthuizen has<br />

achieved.<br />

Angela arrived in the job to find apartly<br />

builtCivic Centre withbudget issues, and<br />

oversaw its completion.<br />

Then the quake completely changed the<br />

lay of the land, literally!<br />

This is not ajob thatmany would want or<br />

understand,but she has led the council<br />

staffand communitythroughthe response<br />

and recovery phase successfully.<br />

During Angela’s time as chiefexecutive,<br />

a$38.6 million infrastructure rebuild has<br />

been delivered on budget, she has built a<br />

strong, capableteam of staff,and is leaving<br />

council in amuch stronger financial<br />

position than imagined.<br />

Iknow that Angelaworked countless<br />

hoursabove and beyond what was asked of<br />

her, including nightsand weekends. As a<br />

result we are in agood position to move<br />

forward.<br />

Council chief executives takealot of<br />

flak,mostly incorrect and sometimes<br />

personal and unfair.<br />

Iknow that Kaikoura can rise above that<br />

and is a‘‘bigger’’ community, so I’d like to<br />

extend abig thank you to Angela for all<br />

that she has done bothfor the district and<br />

the people living there.<br />

Iwould like to congratulate the <strong>North</strong><br />

<strong>Canterbury</strong> Transport Infrastructure<br />

Recovery (NCTIR) alliance, the New<br />

Zealand Transport Agency, KiwiRail and<br />

Te Runanga oKaikoura for winning the<br />

OutstandingPublic Sector Leadership in<br />

Governance Award and aPrime Minister’s<br />

Award recently.<br />

We’re on the home straight withNCTIR<br />

now. Most of its work willbefinishedby<br />

mid­December. The canopy work south is<br />

going to takelonger, until lateFebruary,<br />

because of the rock there. However, the<br />

road will be openover Christmas.<br />

As we wrap up with NCTIR, several<br />

community eventsare planned includinga<br />

dawn karakia on Saturday, December 5, to<br />

bless the Cultural ArtworkPackage along<br />

our coast. Therewill be afun family event<br />

on Sunday, December 13, and asign<br />

unveiling on Tuesday, December 15.<br />

The end of the NCTIR roadworks is a<br />

milestone. It is alsoatime to reflect on<br />

what we havebeen through together,and a<br />

Farmers must unite to<br />

stop being ‘run over’<br />

Iamone who has longbeen wary of<br />

the agenda and operatingmethods of<br />

Environment <strong>Canterbury</strong> and, as a<br />

result,have not attended meetings<br />

involving them or respondingfarmers.<br />

Recently, anew ECan chief executive<br />

invitedfarmers to ameeting (<strong>North</strong><br />

<strong>Canterbury</strong><strong>News</strong>,<strong>November</strong> 12). I<br />

decided to attend. Anew broom,anew<br />

beginning,ashowofgood faith.<br />

My initial reaction was one of positive<br />

surprise and even the beginnings of<br />

optimism, but 15 minutes into the<br />

2 1 ⁄2­hour session,reality —anold reality<br />

—began to reassert itself. Anew agent,<br />

the same message.<br />

Ilike to think in pictures.For abrief<br />

timeIsaw in my mind’s eyeawooden<br />

horse.Isaw threelittle pigs. Isaw a<br />

gingerbread man. It is interesting how<br />

old fables and old realities can cut<br />

through dynamics intendedtofudge,<br />

and what somemay callsophistry<br />

intended to assuretrust—atrust<br />

alreadydepleted, atrust now totally<br />

bereft.<br />

Ileft the meeting thinking thatif<br />

farmers are to haveany chance of<br />

avoiding being ‘‘run over’’ they needto<br />

mirrortrade unions in other industries.<br />

Hallmarksofsuccess aresix­fold:<br />

Singularity of focus, clearmessaging,<br />

strength in numbers, assure resolute<br />

leadership, absenceoffactions, and<br />

solidarity.<br />

Let’s do it. Whatstopsus? Apathy,<br />

fear, yes but probably not. Rather, our<br />

verystrengths renderuspowerlessand<br />

ripefor takeover. Thesestrengths are<br />

fierce individualism, independenceand<br />

selfreliance. Indeed,thesequalitiescan<br />

onlyensure that we willbedivided and<br />

ruled.Together, these veryattributes<br />

are our substantial weakness.<br />

Teamwork is our ace card. The<br />

obituary of two of the three pigs would<br />

havelamentedthe lack of teamwork too<br />

late.<br />

As for the gingerbread man, his trust<br />

and co­operative nature —his strengths<br />

—led to his demise. If he was alive<br />

today,and in asense perhapsheis, he<br />

would be impressed by clever dynamics<br />

and perhapssubtle sophistry.<br />

He would be adept at giving the<br />

benefit of the doubt.Hewould be second<br />

to noneatturning the other cheekand<br />

takingrefuge in naivety.<br />

And as to the wooden horse?He/she<br />

would be lavishly dining on oats, chaff,<br />

and fresh lucerne—all products<br />

supplied by responsiblefarmers.<br />

What agreat decision by Te Matauru<br />

Primary Schooltoopt for agiant<br />

sandpit, also for use by older students<br />

(<strong>North</strong><strong>Canterbury</strong> <strong>News</strong>,<strong>November</strong> 12).<br />

Asandpitallows opportunities for a<br />

large number of students to learn<br />

together and to play without rules and<br />

limitation. This is one of the cheapest<br />

resources to provide for creativity,<br />

engagement,co­operation, problem<br />

solving and awide varietyofplay<br />

choices. This is wherethe Key<br />

Competencies of the New Zealand<br />

Curriculum and inclusion can be seen in<br />

actionduring every breaktime.<br />

Many schools withlarge or multiple<br />

sandpits have added hoses, ropes,<br />

pulleys, buckets, funnels and ramps for<br />

experimentation.Students oftenlike to<br />

bring toys and objects from home which<br />

also addstotheir learning through<br />

sharing and managing theirpossessions.<br />
