too bad. It’s been a pretty<br />

A BUILDER who had tools and<br />
a trailer stolen, valued at about<br />
$30,000, believes thieves may be<br />
stealing to order.<br />
Jaden Janssen had his $5000<br />
trailer, filled with up to $25,000<br />
of tools, stolen overnight Monday<br />
last week from outside his home<br />
on Russ Drive at Liffey Springs in<br />
Lincoln.<br />
It was the second time ECL<br />
Builders, which Janssen operates<br />
with father Carl, had been hit by<br />
thieves.<br />
The last time was at a building<br />
site about two-and-a-half years<br />
ago in Christchurch, when about<br />
$15,000 of tools were stolen from<br />
their locked and wheel-clamped<br />
trailer.<br />
Janssen said it was frustrating<br />
to have such a theft happen a<br />
second time.<br />
ECL had not insured its<br />
tools nor the trailer, which had<br />
the registration 32T29, as the<br />
excess on these items was too<br />
high.<br />

city in late January.<br />
Often it’s not the punch<br />
that does the damage. It<br />
comes when the head hits the<br />
pavement, and that is where<br />
Leni received his serious<br />
injuries.<br />
Luckily he is well on the<br />
road to recovery (see page 1).<br />

“The way the prognosis<br />
was a while back, he was<br />
never going to be able to play<br />
sport again. He’s worked<br />
bloody hard with his therapy<br />
and he’s doing well,” said<br />

coach Dave Kettles.<br />

Onset of drought a concern for farmers<br />

THERE IS little relief in sight<br />
for <strong>Selwyn</strong> farmers battling the<br />
driest conditions for at least 20<br />
years.<br />

The first couple of weeks of<br />
May could be very dry with a<br />
high pressure system over the<br />
country. Following this, the<br />
long-term outlook for the end<br />
of autumn and into winter<br />
was predicting near normal<br />
to below normal rainfall, with<br />
above normal rainfall the most<br />
unlikely.<br />
Noll said a combination of<br />
global climate drivers, potentially<br />
influenced by climate change,<br />
were the cause. These included<br />
an atypical La Nina last summer<br />
and contrasting ocean temperatures<br />
in the Indian Ocean early<br />
last year.<br />
Rainfall data shows that just<br />
77mm of rain was recorded at<br />
Lincoln from January 1 to <strong>April</strong><br />
21. This followed just 68mm for<br />
the same period last year, which<br />
was the driest spell during this<br />
time since 2001, when 52mm<br />
was recorded.<br />
“It’s tracking to become<br />
the eighth driest January to<br />
<strong>April</strong> period on record since<br />
records began in Lincoln in<br />
1881,” Noll said of this year’s dry<br />
spell.<br />
Farmer Nigel Barnett said only<br />
half of his property at Dunsandel,<br />
where he had farmed for<br />
about 45 years, was producing.<br />

The other half had no irrigation,<br />
and he was struggling to grow<br />
grass there.<br />
“It’s as dry as I have ever seen it<br />
at this time of year,” Barnett said.<br />
He had been forced to break<br />
feed some of the farm’s 3500<br />
ewes on crop residue in harvested<br />
paddocks. He was grateful<br />
he had a good store of silage for<br />
the winter.<br />
“We can start to feed it earlier<br />
if we have to.”<br />

the dryland areas of his properties<br />
in the Tai Tapu, Greenpark<br />
and Motukara areas had no<br />

“It’s been dry for 18 months<br />
almost,” Mason said.<br />

farmers and growers. The classification<br />
remained in place.<br />
The ministry had a range of<br />
national measures to support<br />
affected farmers. They did not<br />
have to be in an area covered<br />
by the classification to access<br />

from a work ute, parked on the<br />
road outside his home. Generally,<br />
they wheel clamped the trailer or<br />
boxed it in with other vehicles,<br />
but had not done that this time.<br />

Janssen had heard of other<br />
similar thefts and believed<br />
thieves were stealing to order, for<br />
people buying tools on the black<br />
market. He believed they were<br />
scoping out builders, finding out<br />
where they worked and what<br />
tools they had.<br />
Another Lincoln resident, a<br />
landscaper who only wanted to<br />
use her first name of Lisa, was<br />
the victim of a similar theft in<br />
the early hours of <strong>April</strong> 11.<br />
Lisa said her company’s<br />
landscaping tools worth<br />
thousands of dollars were stolen<br />
from her van, parked outside her<br />
home on the street at Ryelands<br />
Drive. Thieves had smashed a<br />
side window and ransacked the<br />
vehicle. She also believed thieves<br />
were stealing to order, as some<br />
items were taken while others<br />
were left behind.<br />

wide. The rate had increased in<br />
the last two months, and there<br />
was about one such theft a week<br />
in <strong>Selwyn</strong>.<br />

From the police frontline to centre stage<br />
Behind the razzle and<br />

Phil Dean. The former<br />
senior policeman is<br />
devoting himself to<br />
theatre after leaving<br />
the force. He spoke to<br />
Susan Sandys about<br />
taking a leap of faith<br />
and balancing his yin<br />
with his yang<br />
Where did your journey with<br />
theatre begin?<br />
When I was 15 years old and<br />
I was at Whangarei Boys High<br />
School up in Northland. The<br />
girls’ high was on the other side<br />
of the road. The only time we<br />
came together was when we<br />
did productions. I enjoyed the<br />
fact that we were mingling with<br />
the girls. My very first show<br />
was Godspell, and I was lucky<br />
enough to be one of the leads.<br />
I think from that moment on,<br />
that was when I got the bug.<br />
(The director) would never have<br />
known that he was having such<br />
a profound effect on that little<br />
pain-in-the-ass kid.<br />
Can you tell me about your<br />
policing career?<br />
I joined the police when I was<br />
26. I was a frontline officer, an<br />
investigator, a road policing<br />
manager. In the last 10 years I<br />
took on management roles –<br />
community services manager in<br />
Christchurch, Canterbury police<br />
highway patrol manager and the<br />
road policing manager. My very<br />
last job was as the Ashburton<br />
sub-area commander. All the<br />
way along, while I was doing<br />
that, balancing my yin with my<br />
yang, if you like, I was doing<br />
theatre as well. It sort of offered<br />
me a completely different<br />
community to work in.<br />
Why did you leave the police?<br />
I had done 25 years (by the<br />
time I left in 2019). I was in a<br />
really good place, I was working<br />
with a positive community (in<br />
Ashburton). I didn’t want to<br />
leave when I was in a job I wasn’t<br />
enjoying. It had taken me five<br />
years to make the decision to<br />
leave. I loved the police, but I<br />

knew that I couldn’t do it for the<br />
rest of my life.<br />
Why couldn’t you do it for the<br />
rest of your life?<br />
I don’t want to say it’s a<br />
young person’s job, but it is a<br />
young person’s job. I wanted to<br />
follow the positive parts of my<br />
passionate dreams of my life, and<br />
I wanted to be more creative, and<br />
to be more artistic. So I wanted<br />
to take what was my hobby<br />
and make that the main thing<br />
I did. I always imagined what I<br />
would do is get a part-time job<br />
somewhere, just so I could pay<br />
the bills, and I would volunteer<br />
all my time to the performing<br />
arts.<br />
What I did know is that the<br />
right thing would find me,<br />
and it absolutely did. The cafe<br />
(Robert Harris at Rolleston)<br />
came along. We (myself and<br />
fiancee Courtney Hyde who own<br />
and operate the cafe) have had<br />
two cabarets here in the last six<br />

How do you sum up your<br />
theatrical career, I understand<br />
you have won awards?<br />
I have been involved in well<br />
over 100 performances all over<br />
New Zealand, both on stage<br />
and off stage. Yes, the shows I<br />
have been involved in have won<br />
awards, some have been for me<br />
personally. About 15 years ago,<br />
I decided I would get into more<br />
of the leadership side of theatre,<br />
more of the production management<br />
side, and then directing,<br />
that sort of thing. I’ve covered<br />
all facets of theatre – back stage,<br />
front-of-stage, lighting, sound,<br />
so I was in an ideal position to<br />
be able to start pulling them all<br />
together. And the things New<br />
Zealand Police had taught me<br />
about leadership were exactly the<br />
same things that theatre needed.<br />
So I would basically run a theatre<br />
show like a police operation.<br />
That sounds scary for your<br />
actors . . .<br />
The funny thing is, it is all about<br />
organising people, organising<br />
resources, and making sure that<br />
everything is in the right place at<br />
the right time. Both in the police<br />
sense, and in the theatre sense,<br />
those things are critical.<br />
It doesn’t mean you are strict<br />
on them?<br />
No, in fact my style of directing<br />
is very collaborative,and it’s more<br />
of a partnership than it is of a<br />
hierarchical structure.<br />
VERSATILE: Directing The Full Monty for the Kirwee Players has been a highlight of former<br />
police officer Phil Dean’s theatrical career. He served in the force for about 25 years.<br />
What has been your favourite<br />
production to have been<br />
involved in?<br />
When I had the opportunity<br />
at the Kirwee Players (in 2017)<br />
to direct The Full Monty. The<br />
Kirwee Players do some amazing<br />
things, for a small community<br />
they do some remarkable theatre.<br />
They gave me a chance for five<br />
years in a row to direct their<br />
shows. At the time we were living<br />
at Darfield.<br />
Why was that your favourite?<br />
The story of The Full Monty is<br />
these guys in a small community<br />
who are trying to raise money<br />
for themselves by working out<br />
where they could be strippers. In<br />
a small community like Kirwee,<br />
the conversations I was having<br />
with the actors were the same as<br />
the conversations in the script.<br />
We didn’t make the decision<br />
until very close to opening night<br />
whether we were going to go all<br />
the way, which was exactly the<br />
same as the script. When we<br />
did The Full Monty, (the audience)<br />
just howled with laughter,<br />
because you have got these guys<br />
who are from your community,<br />
who are now up on stage stripping,<br />
and doing a pretty good job<br />
of it too, I’ve got to say.<br />
And did they go the full<br />
monty?<br />
They did, on every single night.<br />
We did some clever stuff with<br />
lighting. It would have been all<br />
done within a second. They had<br />
a hat in front, and then as they<br />
moved the hat away, there’s a<br />
flash of light, then a blackout, so<br />
it would have been half a second.<br />
The eye is so confused, you don’t<br />
see much.<br />
What does operating the cafe<br />
involve?<br />
I do everything, from dishes,<br />
helping in the kitchen . . . my<br />
favourite thing is to take food<br />
from the kitchen to the customers.<br />
And that is because the food that<br />
we cook here is such good food.<br />
Doing the dishes is probably my<br />
least favourite. I’m six-foot-seven<br />
tall, and the sink is just a bit low<br />
for me. If I’m there for an hour<br />
my back starts aching. I have been<br />
trained as a barista, I am one of<br />
the six baristas we have here.<br />
What is your favourite coffee?<br />
Long black. Our blend is such<br />
a smooth blend. I will declare a<br />
slight bias here.<br />
CentreStage Rolleston is<br />
currently staging Chicago and<br />
you are the director. Has there<br />
been any glitches preparing this<br />
production?<br />
When anyone has come down<br />
with a slight sniffle, we have told<br />
them not to come to rehearsals.<br />
Firstly because of the concerns<br />
around Covid, but also we don’t<br />
want to spread anything (else)<br />
around. That’s probably been the<br />
biggest challenge. When we went<br />
to level two that made it hard. I<br />
had a couple of online rehearsals,<br />
but mainly we stopped, we said<br />
this is an opportunity for us to<br />
hone our skills (at home).<br />
You must hardly get time for<br />
yourself, do you ever get tired of<br />
theatre or see it as a job?<br />
Courtney and I are both<br />
incredibly busy, but it’s doing<br />
things we love. Between us we<br />
have five kids (aged 11 to 22).<br />
When they are all home, our<br />
house is a very noisy house with<br />
music and laughter and those<br />
sort of things, it’s just lovely.<br />
Most of them performed on the<br />
stage or sing or play instruments.<br />

land likely to<br />
be reclassified<br />

RECREATION RESERVE land at<br />
Lincoln is likely to be reclassified<br />
to allow the upgrade and<br />
expansion of a district council<br />
bore and water treatment plant.<br />
The reserve is within the Rosemerryn<br />
subdivision adjacent to<br />
Eastfield Drive.<br />
Nearby residents opposed the<br />
reclassification when it was first<br />
proposed in 2019, forcing the<br />
council to focus on a more concentrated<br />
design.<br />
While six opposing submissions<br />
were received to the much<br />
larger initial proposal, only one<br />
written submission was received<br />
in response to the current proposal.<br />
The submitter thanked the<br />
council for changing the original<br />
design and asked to be kept up to<br />
date with any plan progression.<br />
Councillors will consider at<br />
their regular fortnightly meeting<br />
today reclassifying about 32 sq m<br />
of land, instead of the council’s<br />
initial suggestion to reclassify<br />
about 183 sq m, as a local purpose<br />
(utility) reserve.<br />
Part of the block already contains<br />
a portion of the pre-existing<br />
utility infrastructure encroaching<br />
within it. The proposed<br />
re-classification will rectify this<br />
situation, as well provide space for<br />
the upgrade and expansion.<br />

building apprentice win the<br />
<strong>2021</strong> Canterbury New Zealand<br />
Certified Builders Apprentice<br />
Challenge.<br />
Daniel Michael received the<br />
top score overall, out of five<br />
apprentices competing at the<br />
regional championships this<br />
month.<br />
The 19-year-old Taylormade<br />
Builders Ltd apprentice said he<br />
was “pretty happy” to have won<br />
the competition, held inside<br />
Hamptons ITM hardware store,<br />
Waltham.<br />
“I had a pair of radio earmuffs<br />
on and I had them turned right<br />
up,” he said.<br />
Songs from The Rock and<br />
Radio Hauraki helped him focus<br />
on the task at hand, and not be<br />
distracted by what the other<br />
competitors were doing.<br />
The apprentices were given<br />
eight hours to build a picnic table<br />
that followed specific design<br />
plans and met minimum safety<br />
standards. They sawed, hammered<br />
and assembled against<br />
the clock, following a detailed<br />
plan as their workmanship was<br />
assessed by a panel of experts.<br />
As well as winning the title<br />
of regional champion, Michael<br />
won an ITM prize pack of trade<br />
tools.<br />
He will now represent<br />

said he wanted to have a trade<br />
under his belt before he followed<br />
in his family’s footsteps into<br />
farming.<br />
He said he enjoyed building,<br />
and believed it was better than<br />
being at university, as many of<br />
his friends were.<br />
“Because you are learning<br />
on the job and you are making<br />
money while you are doing it,”<br />
Michael said.<br />
“It’s good to look back on<br />
the day and see what you have<br />
built.”<br />

the regional competition reflected<br />
a high calibre of apprentices<br />
in industry training.<br />

<strong>Selwyn</strong> to bounce back quicker<br />
than other areas if the Alpine<br />
Fault ruptures.<br />
New research shows a 75 per<br />
cent probability of a rupture on<br />
the central section of the Alpine<br />
Fault over the next 50 years.<br />
There is an 82 per cent chance<br />
the earthquake will be magnitude<br />
8 or higher.<br />
The district council is confident<br />
its civil defence and community<br />
response systems are<br />
well placed to<br />

water network with emergency<br />
generator back-up systems on<br />

He said Arthur’s Pass, as<br />
well as Castle Hill and Lake<br />
Coleridge, would be the most<br />
susceptible parts of the district<br />
to damage from landslides,<br />
similar to what was seen in the<br />
Kaikoura/Hurunui earthquake.<br />
“As part of our AF8 community<br />
programme we have<br />
prepared comprehensive community<br />
response plans with these<br />
communities, and have equipped<br />
them with resources such as<br />
radios, satellite phones, emergency<br />
water supplies and first aid<br />
kits. We also have trained Civil<br />
Defence volunteer teams in all<br />
these locations,” Lawn said.<br />
Water, power and phones would<br />
likely be out of action for an extended<br />
period of time in some areas.<br />
In alpine communities, such<br />

as Arthur’s Pass and Castle Hill,<br />
rupture of pipelines was likely in a<br />
major event.<br />
While emergency services are<br />
expecting damage on the plains,<br />
especially in communities closer<br />
to the Alpine Fault such as Darfield<br />
and Kirwee, Lawn said it<br />
was difficult to forecast impacts<br />
specific to any area because this<br />
would depend on factors such<br />
as the location, strength, length<br />
and direction of the earthquake.<br />
“We’ve been working with<br />
other agencies over a number<br />
of years to plan and prepare<br />
for the eventuality of a major<br />
earthquake.<br />
“We’re part of the AF8 programme<br />
which is helping communities<br />
to build resilience and<br />
preparedness, and we also work<br />
closely with emergency management<br />
groups to co-ordinate our<br />
response to any future Alpine<br />
Fault event.”<br />
The council ran AF8 community<br />
education nights, providing<br />
information on the likely consequences<br />
of such an event , as well<br />
as other emergencies. Its planning<br />
included developing and resourcing<br />
community response teams<br />
throughout the district, made up<br />
of locals trained to respond.<br />
The council provided information<br />
and alerted communities<br />
to immediate hazards through<br />
<strong>Selwyn</strong> Gets Ready. Lawn<br />
encouraged residents to join at<br />

It would shortly be releasing<br />
a new booklet on preparing for<br />
emergencies. Are You Ready?<br />
would be distributed throughout<br />

will be at Darfield on May<br />
19, Lincoln on August 18 and<br />

SHAKING IN an Alpine Fault<br />
earthquake could last up to four<br />
minutes, result in casualties and<br />
set off other fault-lines on the<br />
plains.<br />
In Arthur’s Pass, just 20km<br />
from the Alpine Fault, emergency<br />
planners are considering they<br />
may have to evacuate the village,<br />
particularly with the possibility<br />
of long-term magnitude 6 and 7<br />
aftershocks.<br />

Nic Menary said it was difficult<br />
to say whether or not there would<br />
be casualties. There could be rock<br />
falls and slips into the valley,<br />
and while emergency personnel<br />
planned for the worst, the local<br />
style of building with bach-style<br />
timber and corrugated iron materials<br />
could help protect people.<br />
The permanent population is<br />
about 35 people, but there can be<br />
up to 300 visitors staying in busy<br />
periods at the village and local<br />
campgrounds. There are about<br />
100 dwellings, most of which are<br />
baches.<br />
Other structures include the<br />
Department of Conservation<br />
Field and Visitor Centre, train<br />
station, police station, fire station,<br />
two motels, two cafes, two backpacker<br />
hostels, a YMCA outdoor<br />
education centre and numerous<br />
alpine and tramping club huts.<br />
Menary encouraged locals,<br />
bach owners and visitors to<br />
Arthur’s Pass to think about what<br />
they would do in the event of<br />
being trapped. He recommended<br />
storing enough food to last three<br />
weeks, and at least three days of<br />
water per person.<br />
“The reality is that we<br />
may quite literally have to<br />
walk away from the village<br />
with only the shelter and<br />
food that we can carry.<br />
During a national disaster<br />
we can’t necessarily rely<br />
on anyone but ourselves,<br />
at least in the short term,”<br />
he said.<br />
The village would likely lose<br />
mains power. Work was underway<br />
to set up generator connections<br />
to critical local buildings<br />
such as the police station, community<br />
centre and fire station.<br />

go down, leaving the FENZ satellite<br />
phone and DOC’s VHF radio<br />
network the only means of communication,<br />
although the latter<br />

“In the event of a major Alpine<br />
Fault rupture, there would likely<br />
be several parts of the South<br />
Island highway network which<br />
would be inaccessible for workers<br />
because of the hazards associated<br />
with aftershocks, which could go<br />
on for many months,” Connors<br />
said.<br />

damaged parts of the highway<br />
network would also take many<br />
months.”<br />
Canterbury University<br />
professor of disaster risk and<br />
resilience Tom Wilson said a lot<br />
of scientific inquiry was devoted<br />
to the area of the possibility of an<br />
Alpine Fault rupture triggering<br />
other fault-lines.<br />
It is possible an Alpine Fault<br />
earthquake could trigger other<br />
seismic activity, in the same<br />
way aftershocks occurred after<br />
the Canterbury earthquakes of<br />
2010 and 2011 and the Kaikōura<br />
earthquake of 2016.<br />
“The best analogy I have heard<br />
is the way to think of New Zealand,<br />
especially the South Island,<br />
is it is kind of like a big shattered<br />
car window screen, and there’s<br />
all sorts of (hidden) faults all over<br />
the show,” Wilson said.<br />
Shaking from an Alpine Fault<br />
magnitude 8 earthquake in<br />
<strong>Selwyn</strong> would most like be felt<br />
as a rolling motion lasting up<br />
to four minutes, he said. On<br />
the plains, the intensity would<br />
perhaps be only a little stronger<br />
than the shaking the district felt<br />
in the Kaikōura earthquake, and<br />
it could still be possible to stand.<br />
Wilson said it was likely roads<br />
would continue to be usable on<br />
the plains, however, there could<br />
be settling of gravel around<br />
bridge approaches, closing them<br />
temporarily. Power would likely<br />
be lost for minutes to hours at the<br />
very least, as power companies<br />
checked their infrastructure.<br />
In terms of damage to buildings,<br />
the district was well placed<br />
considering many earthquake<br />
prone structures had been<br />
demolished or upgraded in the<br />
past 10 years. Still people should<br />
not be complacent and needed to<br />
secure heavy furniture items, hot<br />
water cylinders and chimneys.<br />
Darfield Volunteer Fire Brigade<br />
chief John Chambers said the<br />
brigade probably should be giving<br />
new focus to its readiness for<br />
a large earthquake in light of the<br />
new research.<br />
He believed there was a possibility<br />
the quake could be felt<br />
stronger in the town than the<br />
Darfield 7.1 magnitude quake<br />
of 2010, considering the town’s<br />
proximity to the Southern Alps.<br />
“None of us have lived through<br />
an earthquake of that size, there<br />
will be damage but what that is I<br />
can’t say,” Chambers said.<br />

IT’S WITH a heavy heart<br />
that I write a tribute to<br />
my friend and colleague,<br />
Steve Wratten (right), who<br />
recently passed away.<br />
I first met Steve in 1986<br />
when I worked with him at<br />
Southampton University<br />
and since then we worked<br />
together for many years at Lincoln<br />
University.<br />
Steve had a great scientific mind<br />
and a great sense of humour.<br />
I enjoyed working with him<br />
on many projects,<br />
including some on<br />
hoverflies or syrphids.<br />
Steve and his<br />
students have made<br />
a huge contribution<br />
towards conservation<br />
biocontrol using<br />
beneficial species<br />
including hoverflies.<br />
THe two common native species<br />
found in gardens and farmland<br />
are Melangyna novaezelandiae<br />
and Melanostoma fasciatum.<br />
THese two species are incredibly<br />
useful pollinators as they visit a<br />
large range of flowering species.<br />

and buckwheat to<br />
improve the fitness of<br />
the hoverflies to live<br />
longer and lay more<br />
viable eggs.<br />
His work also<br />
showed how dense<br />
shelterbelts can<br />
impede hoverfly<br />
movement through<br />
the landscape.<br />
Say not in grief ‘he is no more’<br />
but in thankfulness that he was. I<br />
am grateful to have had Steve as a<br />
colleague and friend.<br />

Christine Maynard’s roots are in the deep South, gateway to<br />
Fiordland, the dramatic beauty undoubtedly having an influence on<br />
her. Self taught, she has taken her creativity to painting semi abstract<br />
landscapes. Layering paint and working into the paint with various<br />
tools allows suggestion of strata, erosion, flora and fauna.<br />
Maynard says of her work “The paintings aim to reveal the essential<br />
nature – or soul – of the landscape. There are many hidden layers<br />
beneath the surface. These are depicted by multiple layers of texture<br />
and colour, often revealed by scraping back the top surfaces.<br />
Each painting shows that the landscape is inherently transient. There<br />
may be solid rock in one area of the painting transformed to shifting<br />
sand in another area. Or there may be a snow-capped mountain in<br />
one area transformed to a flowing river in the other.<br />
The paintings show this evolution in a “deconstructed” way. All<br />
the elements of the landscape exist together in a “patchwork” of<br />
mountain, glacier, river, field and sky. The paintings are another way<br />
of seeing the natural environment, but with a familiarity that appeals<br />
to our emotions . . . hidden essence . . . “<br />
Hidden Essence is Maynard’s second solo show at Little River Gallery,<br />
her first was very successful and served to propel her well into the art<br />
world, her paintings have come to rest in art collections throughout<br />
New Zealand and beyond.<br />

as part of our Long-Term Plan consultation. This week, the last<br />
two proposals: how we pay for our drinking water supply, and the<br />
future of the Hororata Community Centre.<br />
BIG DECISION 2<br />
<strong>Selwyn</strong> well prepared<br />
for earthquake risk<br />
Now’s a good time to check you’re prepared in the event of an earthquake or other emergency.<br />
New research released last week showed the probability of a rupture on the Alpine Fault over the<br />
next 50 years was higher than previously estimated.<br />
But <strong>Selwyn</strong> residents can be confident the district’s Civil Defence and community response<br />
systems are well placed to respond to any earthquake event.<br />
Al Lawn, Civil Defence and Emergency Management Manager, says the Council has been working<br />
with other agencies over a number of years to plan and prepare for a future earthquake.<br />
“We’re part of the AF8 programme which is helping communities to build resilience and<br />
preparedness, and we also work closely with emergency management groups to coordinate our<br />
response to any future Alpine Fault event,” he says.<br />
The Council has been running AF8 community sessions, providing information on the likely<br />
impacts of an alpine fault event, and what communities and individuals can do to be prepared for<br />
any adverse events.<br />
“We know that many different types of events could occur in <strong>Selwyn</strong>, such as flooding, tsunami,<br />
snow, wind, pandemics and wild fires,” Mr Lawn says.<br />
“We’ve developed Community Response Teams throughout the district, which are made up of<br />
local people trained and ready to respond to events in their own areas.<br />
“We’ve also invested in <strong>Selwyn</strong> Gets Ready, which provides information about community<br />
resources, and allows us to alert communities to immediate hazards. I’d encourage all <strong>Selwyn</strong><br />
residents to join up at selwyn.getsready.net.”<br />
Schools to get creative for Te Ara Ātea<br />
Primary schools across <strong>Selwyn</strong> are itching to start work on a creative project to paint and decorate<br />
feature poles that will be placed in the sensory garden space next to Te Ara Ātea.<br />
Ten schools were approached to take part, with each school about to receive one wooden pole each –<br />
a blank canvas for students to stamp their mark on.<br />
Dylan Robinson, Landscape Architect, says that the initiative came about as a way to provide<br />
accessible opportunities for art-making.<br />
“It’s a great way of collaborating with our young people to create something special for our community.<br />
I’m really looking forward to seeing what the students produce,” says Dylan.<br />
Maureen Allan, Principal at Waitaha School says that her students are really looking forward to taking part.<br />
“Our students have already had some productive brainstorming sessions about how we could decorate<br />
our pole – there’s a huge amount of enthusiasm there.<br />
“We value our relationship with the <strong>Selwyn</strong> District Council and our involvement with this project<br />
– decorating our pole will give our young people a visible and enduring connection to this exciting<br />
project,” says Maureen.<br />
Each pole will be painted along its 2.1 metre length, with the base placed in the ground in a permanent<br />
concrete foundation.<br />
Te Ara Ātea is the new library, community and cultural facility located on Tennyson Street, Rolleston. It<br />
will open in November <strong>2021</strong>.<br />

How we pay for drinking water supply (<strong>2021</strong>–2031)<br />
The annual cost to supply a household with 200 cubic metres of<br />
water a year is $354. This is lower than most of our neighbouring<br />
districts and below the national average of $454 a year.<br />
We are proposing to increase water rates for three reasons:<br />
1. The cost of supplying water is increasing as regulations change;<br />
2. Our district uses a lot of water on a per-person basis, and this<br />
needs to be managed carefully to protect this resource;<br />
3. We want to provide an improved level of service to<br />
our ratepayers.<br />
OUR PREFERRED OPTION<br />
Increase the volumetric water rate by a higher proportion than the<br />
annual fixed rate<br />
Impact on rates<br />
The metered water rate will increase by 20% each year for the first<br />
two years.<br />
OTHER OPTION<br />
Increase both the volumetric water rate and<br />
annual fixed rate by the same proportion<br />
The impact on rates for most users would be higher.<br />
BIG DECISION 8<br />
Future of the Hororata Community Centre (2023/24)<br />
The Long-Term Plan 2018–20<strong>28</strong> included a proposal for a new<br />
community centre on the Hororata Domain. There have been varied<br />
community views about the need for a new community centre.<br />
The Hororata Community Trust would consider raising up to $2<br />
million towards the project, and will be guided by community<br />
feedback. If fundraising is not successful the Council will reconsider<br />
the proposal.<br />
OUR PREFERRED OPTION<br />
Construct a new Hororata Community Centre on the domain<br />
in 2023/24<br />
This would provide for a new purpose-built facility to be located on<br />
the domain. It would provide community space, support recreational<br />
use of the reserve and create a focal point for the local community.<br />
Cost<br />
Up to $3 million, from a combination of fundraising, development<br />
contributions, land sales and borrowing.<br />
Impact on rates<br />
$2 per year (already provided for within the Community Centres<br />
Targeted Rate).<br />
OTHER OPTIONS<br />
· Renovate the existing hall and provide new meeting spaces for<br />
the community and playcentre on the current site, in 2023/24<br />
This option provides for the original heritage part of the existing hall<br />
to be restored, with the later additions removed. A separate annex<br />
would be built to provide for community meeting space. Cost,<br />
impact on rates and debt would be higher under this option.<br />
· Status quo – maintain the existing hall and not construct a new<br />
Hororata Community Centre or renovate the existing hall<br />
Under this option the existing hall can continue to be used by the<br />
community although it will have a limited life as it deteriorates over<br />
time. Some annual costs will be required to keep this building in a<br />
useable condition.<br />

Help to keep children under 8 years old extra safe while swimming will be available at <strong>Selwyn</strong> Aquatic Centre.<br />
The Council will introduce wrist bands that can be worn by young swimmers to help lifeguards keep a<br />
closer eye on them.<br />
The wrist bands were recommended by Worksafe for all pools nationally as an additional support, in<br />
response to the death of a seven year old who drowned at a pool complex in the North Island last year.<br />
Active <strong>Selwyn</strong> Manager James Richmond says the bands help ensure lifeguards can<br />
easily identify swimmers that need the most caregiver supervision to ensure safety.<br />
“Our parents, caregivers and lifeguards do a really good job in looking after<br />
young pool users, but it only takes a few seconds for something to go wrong. The<br />
wristbands let our lifeguards know to keep an extra eye out and helps make the<br />
children who require the most supervision in the water more easily identifiable. It<br />
gives parents some reassurance as well that we’re supporting them.”<br />
The wrist bands, green for under 5s and orange for 5–7 year olds, will be available<br />

Ingredients<br />

1 tbsp butter<br />
2kg chicken<br />
1 garlic bulb<br />
2 leeks<br />
20 shiitake mushrooms<br />
2 carrots<br />
2 tbsp olive oil<br />
375ml dry white wine<br />
500ml chicken stock<br />
1 bunch tarragon<br />
Directions<br />
Preheat the oven to 220 deg C.<br />
Turn the wings under the chicken<br />
and truss for roasting. Rub the<br />
chicken with the butter and garlic<br />
bulb, halved, then season.<br />
Place leeks (chopped into 3cm<br />
pieces), carrots (chopped into<br />
3cm pieces), mushrooms (or<br />
another kind of mushroom if<br />
you prefer) and more garlic in<br />
a casserole dish. Place chicken<br />
on top of vegetables, drizzle<br />
with olive oil and pour the wine<br />
around the chicken.<br />
Roast for 30min, then pour<br />
the hot chicken stock around the<br />
chicken. Reduce the oven to 180<br />
deg C, cover with a lid and roast<br />
for another 30 to 45min.<br />
Lift out the chicken and<br />
vegetables (keep covered and<br />
warm) and strain the pan juices<br />
into a saucepan. Simmer over<br />
medium heat until thick. Add<br />
tarragon leaves before serving<br />
with the chicken and vegetables.<br />
Seared beef and couscous<br />
salad<br />
Serves 4<br />
Ingredients<br />
500gm beef fillet<br />
1 tsp ginger<br />
2 cloves crushed garlic<br />
2 tsp brown sugar<br />
1 tbsp oil<br />
200gm couscous<br />
500ml chicken stock<br />
1 red onion, sliced<br />
½ red pepper, sliced<br />
200gm pumpkin, sliced<br />
½tsp turmeric<br />
1 tsp coriander<br />
½ tsp cumin<br />
2 tbsp olive oil<br />
100gm beans, blanched<br />
1 cup fresh herbs, chopped<br />
roughly<br />
Dressing<br />
2 tbsp lemon juice<br />
2 tbsp sweet chilli sauce<br />
2 tbsp olive oil<br />
Directions<br />
Place the beef in a small bowl.<br />
Tarragon gravy<br />
makes a tasty<br />
change for<br />
roast chicken.<br />
Add ginger, garlic, brown sugar<br />
and one tablespoon oil. Combine<br />
well and set aside for 20min or<br />
until ready to cook.<br />
Cook couscous in the<br />
chicken stock following packet<br />
instructions.<br />
Heat oven to 180 deg C. Place<br />
red onion, pepper, pumpkin,<br />
turmeric, coriander, cumin and<br />
paprika on an oven tray.<br />
Toss in the two tablespoons<br />
of oil and bake for 20min until<br />
slightly brown and cooked<br />
through.<br />
Heat a pan to a high heat and<br />
sear beef on all sides and place in<br />
the middle of the vegetables. This<br />
will also take 20min. Remove<br />
and rest for 10min.<br />
In a large bowl, mix couscous<br />
with dressing and gently add<br />
vegetables. Place on a platter.<br />

400gm smoked fish<br />
4 spring onions<br />
¼ cup fresh parsley<br />
1 to dust flour<br />
2cm oil<br />
Directions<br />
Peel and cut kumara into chunks<br />
and cook in boiling salted water<br />
until tender. Drain well and<br />
coarsely mash with melted butter<br />
and the juice of one lemon. Set<br />
aside to cool.<br />
Combine flaked fish with<br />
kumara, finely chopped spring<br />
onions and parsley. Season well<br />
with salt and pepper. Form<br />
mixture into eight patties. Dust<br />
patties with flour.<br />
Heat a nonstick frying pan<br />
with a little oil and gently fry fish<br />
cakes over a medium heat for<br />
3-4min on each side until<br />
golden brown. Serve with lemon<br />

MY PRIDE AND JOY<br />
Wheels week is back!<br />
It’s that time of year again when<br />
Ashburton comes to life with its annual<br />
Ashburton Wheels Week held over three<br />
weekends beginning Saturday 1 May until<br />
Sun 16 May.<br />
Spokesperson Ross Butterick says the<br />
committee of five has a great lineup<br />
of activities and displays planned for<br />
this year’s event. Ashburton Wheels<br />
Week has run for the last 25-30<br />
years, originally starting with one week<br />
progressing to a major three-week event.<br />
The event not only supports local<br />
businesses by bringing people into the<br />
town but also helps promote the large<br />
number of clubs and organisations<br />
available too.<br />
This year includes shows and displays<br />
from the local vintage car club, American<br />
hot rods, train museum, motorcycles,<br />
classic cars, aviation museum, classic boats<br />
plus competitions such<br />
as the mountain bike relay, speedway,<br />
wheelchair basketball, 4x4 play day, radio<br />
control drifts, and car sprints to name a<br />
few. Spectator activities include drive-in<br />
cinema, mountain bike river trail ride, go<br />
karting, garden railway, and much more.<br />
The annual street parade will not go<br />
ahead this year due to major roadworks on<br />
the main street of Ashburton.<br />
“We’re disappointed we can’t have a<br />
street parade,” says Ross. “It’s the first<br />
time we haven’t been able to run it but we<br />
look forward to bringing it back next year,”.<br />

starts as soon as the last one is finished<br />
and is well-supported by grants and local<br />
sponsorship to advertise and promote the<br />

Why we need the program<br />
Disadvantaged learner drivers usually<br />
don’t get the support they need to become<br />
good, safe drivers. They then don’t<br />
progress through the licencing system,<br />
with statistics showing many have been<br />
on their learner licence for five or more<br />
years. However, when learner drivers are<br />
successful and they become licenced, they<br />
typically gain confidence, become more<br />
independent, and it can aid employment<br />
opportunities.<br />
There’s plenty of learner drivers ready<br />
and waiting to be matched with a mentor<br />
who will guide them from start to finish—<br />
there’s even a graduation session. A<br />
similar program run through the Salvation<br />
Army in Christchurch has been highly<br />
successful, with mentors thrilled at being<br />
able to give back to their community. And<br />
they get emotional at having contributed<br />
to such a needed program and seeing<br />
young people successful.<br />
With plenty of positive feedback so far,<br />
training events have been organised to get<br />
the program up and running. Interested<br />
people should contact the council directly.<br />
Want to be a mentor? Here’s<br />
what you need to know.<br />
Mentors don’t need to be driving<br />
instructors, but they are supported by<br />
qualified instructors at all times. The<br />
program aligns with similar national<br />
programs and requires you to be a good<br />
driver (though you’re not assessed and<br />
will always be in the passenger seat), be<br />
a good coach, encouraging, help people<br />
stay focused, patient, and passionate about<br />
helping.<br />
Often, these learner drivers won’t have<br />
parents or caregivers in the position to<br />
help, don’t have a suitable vehicle, or<br />
may be simply to nervous or anxious to<br />
drive. If you’re interested in becoming<br />

<strong>Selwyn</strong> District Council recommends<br />
learner drivers download the Drive Go<br />

Mazda3 boosted by mild hybrid driveline<br />
IT WAS ONLY a matter of time<br />
before Mazda developed hybrid<br />
technology.<br />
I’m not surprised it has taken<br />
some time for that to happen,<br />
because as a company it has<br />
been concentrating on building<br />
fuel-efficient and low emission<br />
internal combustion engines,<br />
almost matching the benefits that<br />
hybrids represent.<br />
What Mazda has done now is<br />
combine the gains it has made<br />
through their Skyactiv range of<br />
four-cylinder engines with mild<br />
hybrid technology.<br />
So, forget the pioneering designs<br />
that Toyota and Honda have<br />
developed along with the systems<br />
of other mainstream manufacturers,<br />
Mazda’s hybrid isn’t quite so<br />
deep, instead it utilises similar elements<br />
to that of Mercedes-Benz<br />
and BMW, using regenerative<br />
energy to store power in a 24v<br />
lithium-ion battery bank.<br />
The alternator and starter motor<br />
have both been replaced with<br />
an integrated starter/generator, it<br />
captures energy that would normally<br />
be wasted during braking.<br />
This energy is then used to power<br />
electrical systems and assist the<br />
engine under acceleration.<br />
The power it develops is quite<br />
noticeable, but unlike other hybridsthe<br />
petrol engine is operating<br />
all of the time.<br />
That isn’t a bad thing, without<br />
being too technical Mazda has<br />
worked out-of-the-square with<br />
their internal combustion engine<br />
development, the Skactiv-X<br />
engine has a high compression<br />
design similar to what you get<br />
with diesel power, the result is<br />
even greater fuel usage benefits,<br />
more power and more torque.<br />
Add in the hybrid boost and you<br />
have a feisty, fuel efficient engine<br />
that is also amazingly smooth and<br />
quiet.<br />
How Mazda has done it is<br />
beyond my technical understanding,<br />
but I can report that it works<br />
brilliantly and it would be the hybrid<br />
system that I would choose.<br />
The Skyactiv-X engine is available<br />
in both the new CX-30 and<br />
Mazda3 hatchback as evaluated.<br />
Bear in mind that Skyactiv-X is<br />
an option, the standard engines<br />
are still available through both<br />
line-ups.<br />
Therein lies a bit of conundrum,<br />
you do have to pay a bit<br />
extra for Skyactiv-X, in CX-30<br />
form it adds $4000 at the top<br />
end landing at $54,990, while the<br />
Mazda3 lists at $51,995, that’s<br />
$3200 more than Limited specification.<br />
However, in Mazda3 form it<br />
does come loaded with fitment.<br />
Mazda have branded it Takami<br />
and that means high grade, it is<br />
fully loaded with kit, so in many<br />
ways not only are you getting<br />
a premium car, you are doing<br />
just that little bit extra for the<br />

environment as well as being<br />
rewarded with a fabulous driving<br />
experience.<br />
In terms of figures, Mazda<br />
claims power outputs of 132kW<br />
and 224Nm from the 2-litre<br />
driveline (up 18kW and 24Nm),<br />
it also lists a 5.5-litre per 100km<br />
combined cycle fuel usage average,<br />
which are all pretty remarkable<br />
figures; and if you take into<br />
account that the torque figure<br />
represents a 12 per cent increase<br />
over the standard 2-litre unit, the<br />
development work is superbly<br />
beneficial.<br />
During my time in the evaluation<br />
car, I couldn’t get near<br />
Mazda’s fuel usage claims, taking<br />
the car back to the dealership<br />
with it showing 7.6l/100km on<br />
the readout. However, that’s more<br />
to do with my driving style and<br />
inner-city commuting, both of<br />
which are never conducive to<br />
good economy. I can report,<br />
though, that at 100km/h on the<br />
highway the readout displays a<br />
4l/100km instantaneous figure<br />
with the engine turning over at<br />
2200rpm.<br />
It’s those latter figures which<br />
are the most significant. If you<br />
are on a long journey, fill-ups will<br />
be infrequent, and a long-range<br />
between fill-ups is guaranteed.<br />
When I picked up the evaluation<br />
car it was showing a distanceto-empty<br />
figure of 550km. That<br />
would stretch on a highway trip.<br />

That journey would be desirable,<br />
the Mazda3 is a beautiful<br />
car in which to drive, it shares<br />
all the characteristic attributes<br />
that Mazda has worked hard to<br />
develop, it’s an occupant-friendly<br />
interior that has a perfect driving<br />
position and ergonomic purity.<br />
Bear in mind, though, that at<br />
just 1.4m it sits low, and for those<br />
on the tall side you do need to<br />
duck your head under the roof<br />
line on entry.<br />
As mentioned, in Takami<br />
specification the Mazda3 wants<br />
for little, there are nice touches<br />
such as heated seats and steering<br />
wheel, keyless entry and ignition,<br />
satellite navigation, head-up<br />
display, and paddle shifters.<br />
The latter work on a traditional<br />
six-speed automatictransmission.<br />
Between the engine and gearbox<br />
there is solid surge of power and<br />
fluid delivery. The mid-range<br />
electric boost is noticeable and it<br />
contributes to that feel of energy.<br />
For the performance-minded,<br />
the Mazda3 Skyactiv-X will reach<br />
100km/h from a standstill in<br />
8.8sec, and will lunge through a<br />
highway overtake (80-120km/h)<br />
in 5.9sec.<br />
I took the evaluation car on a<br />
loop encompassing Hororata and<br />
Dunsandel, there aren’t many<br />
corners on those roads but my<br />
reasoning was that it was more<br />
of a test of highway fuel usage<br />
efficiencies. Nevertheless, when<br />
pointed at a quick corner the<br />
Mazda3 has traditional frontdrive<br />
handling qualities, grip is<br />
high through low profile Toyo<br />
tyres (215/45 x 18in) and body<br />
movement is negligible thanks to<br />
that low centre of gravity.<br />
What’s more, steering feel is<br />
delightful. A howling nor’wester<br />
was blowing across the plains<br />
during my testing time, yet it<br />
didn’t bother the Mazda3, it just<br />
feels so right under all conditions.<br />
The Mazda3 Takami drew a lot<br />
of attention during the time it was<br />
my care, both my daughter and<br />
her partner said it was a desirable<br />
car, especially with its black<br />
wheels and understated body<br />
design.<br />
That’s no surprise, the Mazda3<br />
is a smart piece of kit and the<br />
Takami hybrid lifts the entire<br />
series up a couple of notches.<br />

PLAN CHANGE 69<br />
Rolleston Industrial Developments Limited has lodged a private plan change request<br />
with <strong>Selwyn</strong> District Council pursuant to Clause 21 of the First Schedule, Resource<br />
Management Act 1991<br />
Plan Change 69 (PC69) proposes to change the <strong>Selwyn</strong> District Plan to rezone<br />
approximately 186 ha of land at Lincoln from Rural (Outer Plains) Zone to Living X,<br />
Living Z and Business 1 zones, to facilitate the future development of approximately<br />
2,000 residential sites plus a small commercial zone.<br />
The land proposed to be rezoned is located generally on the south side of the<br />
Lincoln township (to the immediate south of the Te Whāriki and Verdeco residential<br />
subdivisions), to the east and west of Springs Road, and to the north of Collins Road.<br />
The western and eastern boundaries of the subject land are an ephemeral waterway<br />
termed Western Boundary Drain and the LII River respectively.<br />
PC69 proposes amendments to the <strong>Selwyn</strong> District Plan that include:<br />
· amending the District Planning Maps to rezone the subject land<br />
· incorporating outline development plans to coordinate and guide the future<br />
development of the areas<br />
The plan change request and the assessment of why it is needed can be read at<br />
Council’s Rolleston Headquarters and Rolleston Library and can be viewed online at<br />
service centres and public libraries in Darfield, Leeston, Lincoln and Rolleston or at<br />

<strong>Selwyn</strong> District Council invites further submissions on the Proposed <strong>Selwyn</strong> District Plan.<br />
Extension of further submission period<br />
On Monday 19 <strong>April</strong> <strong>2021</strong> <strong>Selwyn</strong> District Council publicly notified the Summary of Submissions on the Proposed <strong>Selwyn</strong> District<br />
Plan, and called for further submissions. On the second day of further submission period, the Council was made aware of an<br />
issue with the Excel document which was provided as an alternative, downloadable option to the online database ‘Summit Up’ to<br />
view the summary of submissions. As a result the Council is extending the submission period to 5pm Friday 7 May <strong>2021</strong>.<br />
About further submissions<br />
<strong>Selwyn</strong> District Council has prepared a summary of submissions on the Proposed <strong>Selwyn</strong> District which is ready to view together<br />
with full copies of the submissions, on the Council’s website at www.selwyn.govt.nz/districtplanreview. You can also view this<br />
information online at Council libraries and service centres.<br />
The further submission consultation is an opportunity for affected parties, people with certain interests, and local authorities to<br />
comment in support of or opposition to the original submissions received. A further submission consultation is not a call for new<br />
submission points and topics. A further submission can only be made on an original submission or submission point.<br />
Who can make a further submission?<br />
The following persons may make a further submission:<br />
· A person who has an interest greater than the public in general.<br />
· A person representing a relevant aspect of the public interest.<br />
· The local authority.<br />
How to make a submission<br />
Further submissions can be made by using one of the following options:<br />
· Complete an online submission form at www.selwyn.govt.nz/dprsubmission.<br />
· Download a PDF submission form at www.selwyn.govt.nz/districtplanreview and:<br />

What happens next?<br />
After the further submissions period closes:<br />
· When we have received all further submissions, we will consider all the submissions in detail and produce a series of Officer<br />
Reports with recommendations regarding the submission points made.<br />
· If requested by any submitter, we will hold a public hearing on the submissions received. At these hearings a panel of accredited<br />
commissioners will consider all submissions, Officer Report recommendations and any supporting evidence.<br />
· Following the hearing we will give notice of our decision on the Proposed District Plan (and matters raised in submissions,<br />
including our reasons for accepting or rejecting submissions).<br />
· Every submitter then has the right to appeal the decision on the Proposed District Plan to the Environment Court.<br />

Confident at Auctions<br />
Looking confident may be all you need to be the last<br />
bidder standing when the hammer goes down.<br />
Does your blood pressure go sky-high at<br />
the sight of an auction room? Chances are<br />
some of your fellow bidders are doing all<br />
in their power to psych you out and win<br />
the bidding.<br />
Securing a property isn’t just about<br />
having the most money. Sometimes the<br />
winning bidder is the one with the most<br />
confidence.<br />
They use psychology to convince<br />
opposing bidders to give up, hoping to<br />
make everyone else think they’ve got more<br />
to spend than anyone else in the room.<br />
Too often buyers have preconceived<br />
ideas about how the auction will unfold<br />
and have their confidence knocked when it<br />
doesn’t go their way.<br />
Two can play at that game. You just need<br />
to get your strategy right.<br />
Looking confident may be all you need<br />
to be the last bidder standing when the<br />
hammer goes down.<br />
To be that person you need to do some<br />
preparation. Make sure you go to a few<br />
auctions first to get used to them.<br />
Come bidding day, park yourself on<br />
the side at the front so that you can<br />
see everyone in the room and, more<br />
importantly, they can see you whether<br />
they’re at the back of the front.<br />
It gives you a vantage point and shows<br />
the opposition you are bidding confidently<br />
against them.<br />
You are hoping that the other buyers<br />
have a plan in place.<br />
Often that’s to start low. So if you come<br />
in with a relatively high first bid, you may<br />
rattle them.<br />
“The lower the open bid the more people<br />
can afford to bid. So you could knock out<br />
some of the opposition before they even<br />
place a bid if you choose the right opener.<br />
Don’t start at $500,000 for a house you<br />
know is going to go for at least $800,000.<br />
Put an opening bid of $785,000.<br />
Immediately your opposition is going to<br />
think it will go incredibly high and might<br />
be unnerved.<br />
Call each bid out confidently. “It shows<br />
you are comfortable and in control.<br />
The more confident you seem the more<br />
people will think you have done it before.<br />
It’s a really good idea to vary your<br />
bidding increments.. If it’s going up by<br />
$2000 bids and it’s below your limit don’t<br />
be afraid to put a $10,000 bid in..<br />
Your competition is always thinking<br />
about that next $2000 bid and if you<br />
change the rhythm from $2000 to $10,000<br />
you show you have the money and it<br />
changes where their next bid has to be.<br />
Instead of $4000 more it is $12,000 more.<br />
Finally, if you’re a couple, make sure<br />
you’ve discussed every aspect of the<br />
auction before you get there. As soon<br />
as you start looking at each other or<br />
conferring, the opposition will think<br />
you’re weak.<br />

Getting what<br />
you paid for on<br />
settlement day<br />
In the movies, the day someone gets<br />
the keys to their newly bought home is<br />
portrayed as a golden, stress-free time. The<br />
reality can be rather different, especially<br />
if you find your dream home has turned<br />
into something akin to Nightmare On<br />
Elm Street since you agreed to buy it.<br />
“The trick to a stress-free settlement<br />
is to do as much as you can in advance,<br />
starting with when you’re signing the sale<br />
and purchase agreement,” advises Kevin<br />
Lampen-Smith, chief executive of the<br />
Real Estate Agents Authority (REAA).<br />
“The sale and purchase agreement is the<br />
legally-binding contract agreed between<br />
you and the seller that details the property,<br />
the conditions of sale and the price.<br />
Make sure that there is an agreed list of<br />
chattels, with notes as to their condition,<br />
in this agreement. If the property is full of<br />
rubbish, and you want it gone before you<br />
take possession, make that a condition of<br />
the sale. If there are holes in the fence that<br />
the seller has promised to fix, get that in<br />
writing on the agreement: don’t rely on<br />
verbal assurances that something will be<br />
done prior to settlement. It’s far better<br />
to get all these niggly details sorted out<br />
before you sign the agreement than face<br />
protracted battles down the track.”<br />
As a buyer, you are generally entitled to<br />
one opportunity to inspect the property<br />
before settlement day. If the property has<br />
sitting tenants, ask your lawyer to ensure<br />
there is a ‘final inspection’ clause inserted<br />
in the sale and purchase agreement before<br />
you sign it. This inspection is to make<br />
sure that it is in the same or better order<br />
it was when you viewed it and agreed to<br />
the sale. It is not designed to give you the<br />
chance to uncover new defects, or to give<br />
a rental agent the chance to appraise the<br />
place’s value.<br />
“A seller does not have to accommodate<br />
any extra requests to visit the property<br />
prior to settlement,” Lampen-Smith says.<br />
“Remember that the seller may have a<br />
lot on their plate; making the property<br />
available so your interior decorator can<br />
measure up for new curtains is unlikely<br />
to be a high priority.”<br />
Your real estate agent will usually<br />
arrange the inspection with the seller,<br />
and accompany you to the property. Most<br />
experts recommend that this inspection<br />
takes place around 24 hours before<br />
settlement day so there are no hold-ups<br />
to the transfer of funds and ownership.<br />
When you come to inspect the property,<br />
everything should be as it was when you<br />
decided to purchase it (as reflected by the<br />
sale and purchase agreement). Lampen-<br />
Smith says you can expect chattels to be in<br />
a reasonable working order unless it has<br />
been agreed and documented otherwise.<br />
You cannot complain to the seller that<br />
the oven isn’t clean enough, but you can<br />
raise a complaint if it is missing, or it is<br />
a different model to the one cited in the<br />
agreement. Don’t forget to check that<br />
garage door openers and pool covers are<br />
in situ, or that locks work properly.<br />
If there is a problem, the REAA says<br />
you should speak to the real estate agent<br />
and your lawyer in the first instance. They<br />
can help you negotiate with the seller to<br />
remedy any issues, such as a newly broken<br />
window or missing keys. Your lawyer<br />
should work with the seller’s lawyer to<br />
reach a satisfactory solution, such as<br />
getting the seller to make any necessary<br />
repairs, or to deduct any costs from the<br />
eventual settlement.<br />
Making the final inspection 24 hours<br />
before settlement is due gives you and the<br />
seller time to reach an agreement over<br />
anything outstanding. This is important,<br />
because if you do not complete settlement<br />
on the due date and the seller can<br />
demonstrate that they were able and<br />
willing to complete their side of the<br />
settlement, then you will be liable for<br />
interest on any portion of the purchase<br />
price that is unpaid. The seller does not<br />
need to give you access to the property<br />
while any amount remains outstanding.<br />
“Like any property transaction, success<br />
often depends on doing things right at the<br />
start,” Lampen-Smith says.<br />
“Get the details right at the beginning<br />
and you’ve got a greater chance of a happy<br />
ending.”<br />

Many people enjoy having one as it<br />
offers more accessible storage and a place<br />
out of the way to prepare food, hide the<br />
mess and even do the washing up.<br />
A standard in many homes, pantries<br />
disappeared out of kitchens for a time.<br />
More recently, they have made a comeback<br />
and are now almost a standard fixture in<br />
new house designs.<br />
The options for pantries range from<br />
large corner units produced by a kitchen<br />
manufacturer to walk-in pantries that are<br />
a room within the home, usually located<br />
behind or at one end of a kitchen.<br />
A walk-in pantry is a room that is of<br />
sufficient size for a person to comfortably<br />
walk around.<br />
Also known as a larder, a pantry’s main<br />
purpose is storage for food, beverages and<br />
cooking condiments. Crockery, linen and<br />
even household cleaning products, which<br />
were traditionally stored in a butler’s<br />
pantry may now be kept there.<br />
Kitchens are less a workroom and<br />
more a living space.<br />
In the United States, the pantry might<br />
also be a small entryway with an exterior<br />
door.<br />
Butler’s or serving pantries were<br />
historically located between the kitchen<br />
and dining room in middle class homes.<br />
Today, a butler’s pantry may have benches,<br />
sinks and kitchen appliances such as<br />
dishwasher and refrigerator.<br />
While storage is the main purpose of<br />
a pantry, a scullery was a place for food<br />
preparation and washing dishes, pots<br />
and other items. It may have doubled as a<br />
laundry in some houses.<br />
With open plan living, there has been<br />
a shift from the kitchen as the main work<br />
area towards pantries being mini-kitchens<br />
with a sink and kitchen appliances.<br />
A walk-in or butler’s pantry offers a<br />
number of advantages:<br />
• an out-of-the-way place to prep and hide<br />
the mess from food preparation, dirty<br />
dishes or other items.<br />
• a place to store those<br />
accumulated kitchen<br />
appliances.<br />
• it can be permanently set up<br />
for breakfast with toaster, jug<br />
and tray of spreads at the ready.<br />
• saves the kitchen island for<br />
family gathering, eating and<br />
reading.<br />
• allows the kitchen to become<br />
a social gathering area.<br />
• converts the kitchen from a<br />
workroom into a living area<br />
with book shelves, seating areas<br />
and a more decorative layout.<br />
• can save on cabinetry if only<br />
shelving is installed in the<br />
pantry with less in the kitchen.<br />
• locating the dishwasher there can cut<br />
noise in the living area.<br />
The negatives of a pantry include:<br />
• higher building costs as it increases the<br />
square metres as well as another wall, door<br />
and potentially more shelving, cupboards<br />
and sinks.<br />
• it is another area to clean.<br />
• the room could be dark if no window.<br />
• if preparation is carried out in the pantry,<br />
the person is shut away from the family.<br />
While the major drawback of including<br />
a pantry is the added building costs, many<br />
people enjoy having one as it offers more<br />
accessible storage and a place out of the<br />
way to prepare food, hide the mess and<br />
