Rugby player returns to training
after being felled by savage blow
• By Chris Barclay
A TALENTED Prebbleton
rugby player who suffered
head injuries when knocked
unconscious by a Mongrel Mob
member in the central city is
making a tentative return to
training.
Leni Taufateau is back jogging
with the club, a positive sign
after he cracked his head against
a pavement on The Terrace
after being struck
in an unprovoked
attack by the gang
member (left) in
the early hours of
January 31.
Taufateau moved
from Tonga to Christchurch in
2018 to take up a rugby scholarship
at St Thomas of Canterbury
College.
He subsequently represented
the Canterbury under-19 team
last year.
“He’s coming along not
too bad. It’s been a pretty
tough road for him,” said
Prebbleton division one coach
Dave Kettles.
“He’s coming down to training
now. He’s not participating
but he’s able to walk around and
jog around.
Tools and
trailer
likely
stolen
to order
• By Susan Sandys
A BUILDER who had tools and
a trailer stolen, valued at about
$30,000, believes thieves may be
stealing to order.
Jaden Janssen had his $5000
trailer, filled with up to $25,000
of tools, stolen overnight Monday
last week from outside his home
on Russ Drive at Liffey Springs in
Lincoln.
It was the second time ECL
Builders, which Janssen operates
with father Carl, had been hit by
thieves.
The last time was at a building
site about two-and-a-half years
ago in Christchurch, when about
$15,000 of tools were stolen from
their locked and wheel-clamped
trailer.
Janssen said it was frustrating
to have such a theft happen a
second time.
ECL had not insured its
tools nor the trailer, which had
the registration 32T29, as the
excess on these items was too
high.
LENI TAUFATEAU can
count himself one very lucky
young fella.
He was seriously injured
after being punched by a
gang member in the central
city in late January.
Often it’s not the punch
that does the damage. It
comes when the head hits the
pavement, and that is where
Leni received his serious
injuries.
Luckily he is well on the
road to recovery (see page 1).
Many sadly don’t.
Leni, a promising rugby
player, is back on light training
duties at his club,
Prebbleton.
“The way the prognosis
was a while back, he was
never going to be able to play
Onset of drought a concern for farmers
• By Susan Sandys
THERE IS little relief in sight
for Selwyn farmers battling the
driest conditions for at least 20
years.
National Institute of Water
and Atmospheric Research meteorologist
Ben Noll said there
was unlikely to be significant
rain in the next few weeks.
“There will
be spots of rain,
but we are going
to need a lot
more than spots
of rain to break
out of this really
long-standing
Ben Noll
period of
dryness,” Noll
said.
The first couple of weeks of
May could be very dry with a
high pressure system over the
country. Following this, the
long-term outlook for the end
of autumn and into winter
was predicting near normal
to below normal rainfall, with
above normal rainfall the most
unlikely.
Noll said a combination of
global climate drivers, potentially
influenced by climate change,
were the cause. These included
an atypical La Nina last summer
and contrasting ocean temperatures
in the Indian Ocean early
last year.
Rainfall data shows that just
77mm of rain was recorded at
Lincoln from January 1 to April
21. This followed just 68mm for
the same period last year, which
was the driest spell during this
time since 2001, when 52mm
was recorded.
“It’s tracking to become
the eighth driest January to
April period on record since
records began in Lincoln in
1881,” Noll said of this year’s dry
spell.
Farmer Nigel Barnett said only
half of his property at Dunsandel,
where he had farmed for
about 45 years, was producing.
Latest Canterbury news at starnews.co.nz
The other half had no irrigation,
and he was struggling to grow
grass there.
“It’s as dry as I have ever seen it
at this time of year,” Barnett said.
He had been forced to break
feed some of the farm’s 3500
ewes on crop residue in harvested
paddocks. He was grateful
he had a good store of silage for
the winter.
“We can start to feed it earlier
if we have to.”
Dairy farmer Tom Mason said
the dryland areas of his properties
in the Tai Tapu, Greenpark
and Motukara areas had no
growth on them. Generally he
would winter stock on dryland
areas but these would have to be
shifted to irrigated paddocks.
“It’s been dry for 18 months
almost,” Mason said.
Motukarara dairy farmer
Simon Manson has started feeding
out several weeks earlier than
usual to young stock that came
home early from grazing on
drought-struck Banks Peninsula.
“I don’t remember ever doing
this before, and I have been
farming for 35 years,” Manson
said.
He said in this latest incident,
thieves had detached the trailer
from a work ute, parked on the
road outside his home. Generally,
they wheel clamped the trailer or
boxed it in with other vehicles,
but had not done that this time.
“You are not
in that mental
state to always
think to park
behind it,
because you are
hoping no-one
is going to steal
it,” Janssen
Dean Harker
said.
As well as costing money to
replace the tools, there was a cost
in many hours of lost labour, as
it took time to source the new
items.
Janssen had heard of other
similar thefts and believed
thieves were stealing to order, for
people buying tools on the black
market. He believed they were
scoping out builders, finding out
where they worked and what
tools they had.
Another Lincoln resident, a
landscaper who only wanted to
use her first name of Lisa, was
the victim of a similar theft in
the early hours of April 11.
Lisa said her company’s
landscaping tools worth
thousands of dollars were stolen
from her van, parked outside her
home on the street at Ryelands
Drive. Thieves had smashed a
side window and ransacked the
vehicle. She also believed thieves
were stealing to order, as some
items were taken while others
were left behind.
Senior Sergeant Dean Harker
said such thefts targeting tradies
were happening Canterbury
wide. The rate had increased in
the last two months, and there
was about one such theft a week
in Selwyn.
In addition there had been an
increase in trailers being stolen
Latest Canterbury news at starnews.co.nz
Tradies advised to install alarms
SOUGHT: This trailer, registration 32T29, was stolen from
Russ Drive, Lincoln, containing about $25,000 of tools.
in the district, with a couple in
the last one to two weeks.
He did not know if any of the
crimes were linked, referring
the Selwyn Times to tactical
crime investigators in
Christchurch through the police
media team. The media team was
still trying to source a response
at deadline.
Harker recommended tradies
install alarms on their vehicles
where tools were stored, and
park their utes or tool trailers
against outdoor walls so thieves
could not access them.
OUR PEOPLE – PHIL DEAN
From the police frontline to centre stage
Behind the razzle and
dazzle of Chicago,
currently staging at
Rolleston, is director
Phil Dean. The former
senior policeman is
devoting himself to
theatre after leaving
the force. He spoke to
Susan Sandys about
taking a leap of faith
and balancing his yin
with his yang
Where did your journey with
theatre begin?
When I was 15 years old and
I was at Whangarei Boys High
School up in Northland. The
girls’ high was on the other side
of the road. The only time we
came together was when we
did productions. I enjoyed the
fact that we were mingling with
the girls. My very first show
was Godspell, and I was lucky
enough to be one of the leads.
I think from that moment on,
that was when I got the bug.
(The director) would never have
known that he was having such
a profound effect on that little
pain-in-the-ass kid.
Can you tell me about your
policing career?
I joined the police when I was
26. I was a frontline officer, an
investigator, a road policing
manager. In the last 10 years I
took on management roles –
community services manager in
Christchurch, Canterbury police
highway patrol manager and the
road policing manager. My very
last job was as the Ashburton
sub-area commander. All the
way along, while I was doing
that, balancing my yin with my
yang, if you like, I was doing
theatre as well. It sort of offered
me a completely different
community to work in.
Why did you leave the police?
I had done 25 years (by the
time I left in 2019). I was in a
really good place, I was working
with a positive community (in
Ashburton). I didn’t want to
leave when I was in a job I wasn’t
enjoying. It had taken me five
years to make the decision to
leave. I loved the police, but I
knew that I couldn’t do it for the
Why couldn’t you do it for the
rest of your life?
I don’t want to say it’s a
young person’s job, but it is a
young person’s job. I wanted to
follow the positive parts of my
passionate dreams of my life, and
I wanted to be more creative, and
to be more artistic. So I wanted
to take what was my hobby
and make that the main thing
I did. I always imagined what I
would do is get a part-time job
somewhere, just so I could pay
the bills, and I would volunteer
all my time to the performing
arts.
What I did know is that the
right thing would find me,
and it absolutely did. The cafe
(Robert Harris at Rolleston)
came along. We (myself and
fiancee Courtney Hyde who own
and operate the cafe) have had
two cabarets here in the last six
months. We rehearse here too.
(So there is) the ability for the
money-making side of my life to
support the other side.
The message I have given to
my colleagues in the police is
– don’t try and negotiate your
way out of the police, take a leap
of faith, because the thing that
you discover is that you take
yourself with you. All the good
aspects of who you are, and all
the things that make you a good
police officer, are the same things
that will make you good at other
things.
You and Courtney founded
CentreStage Rolleston about
four years ago?
Yes, us and a group of our
friends. We were all involved in
theatre around Christchurch and
around Selwyn, but we all lived
in Rolleston. We could see that
there was a gap here.
and under the floodlights of theatre
How do you sum up your
theatrical career, I understand
you have won awards?
I have been involved in well
over 100 performances all over
New Zealand, both on stage
and off stage. Yes, the shows I
have been involved in have won
awards, some have been for me
personally. About 15 years ago,
I decided I would get into more
of the leadership side of theatre,
more of the production management
side, and then directing,
that sort of thing. I’ve covered
all facets of theatre – back stage,
front-of-stage, lighting, sound,
so I was in an ideal position to
be able to start pulling them all
together. And the things New
Zealand Police had taught me
about leadership were exactly the
same things that theatre needed.
So I would basically run a theatre
show like a police operation.
That sounds scary for your
actors . . .
The funny thing is, it is all about
organising people, organising
resources, and making sure that
everything is in the right place at
the right time. Both in the police
sense, and in the theatre sense,
those things are critical.
It doesn’t mean you are strict
on them?
No, in fact my style of directing
is very collaborative,and it’s more
of a partnership than it is of a
hierarchical structure.
VERSATILE: Directing The Full Monty for the Kirwee Players has been a highlight of former
police officer Phil Dean’s theatrical career. He served in the force for about 25 years.
What has been your favourite
production to have been
involved in?
When I had the opportunity
at the Kirwee Players (in 2017)
to direct The Full Monty. The
Kirwee Players do some amazing
things, for a small community
they do some remarkable theatre.
They gave me a chance for five
years in a row to direct their
shows. At the time we were living
at Darfield.
Why was that your favourite?
The story of The Full Monty is
these guys in a small community
who are trying to raise money
for themselves by working out
where they could be strippers. In
a small community like Kirwee,
the conversations I was having
with the actors were the same as
the conversations in the script.
We didn’t make the decision
until very close to opening night
whether we were going to go all
the way, which was exactly the
same as the script. When we
did The Full Monty, (the audience)
just howled with laughter,
because you have got these guys
who are from your community,
who are now up on stage stripping,
and doing a pretty good job
of it too, I’ve got to say.
And did they go the full
monty?
They did, on every single night.
We did some clever stuff with
lighting. It would have been all
done within a second. They had
a hat in front, and then as they
moved the hat away, there’s a
flash of light, then a blackout, so
it would have been half a second.
The eye is so confused, you don’t
see much.
What does operating the cafe
involve?
I do everything, from dishes,
helping in the kitchen . . . my
favourite thing is to take food
from the kitchen to the customers.
And that is because the food that
we cook here is such good food.
Doing the dishes is probably my
least favourite. I’m six-foot-seven
tall, and the sink is just a bit low
for me. If I’m there for an hour
my back starts aching. I have been
trained as a barista, I am one of
the six baristas we have here.
What is your favourite coffee?
Long black. Our blend is such
a smooth blend. I will declare a
slight bias here.
CentreStage Rolleston is
currently staging Chicago and
you are the director. Has there
been any glitches preparing this
production?
When anyone has come down
with a slight sniffle, we have told
them not to come to rehearsals.
Firstly because of the concerns
around Covid, but also we don’t
want to spread anything (else)
around. That’s probably been the
biggest challenge. When we went
to level two that made it hard. I
had a couple of online rehearsals,
but mainly we stopped, we said
this is an opportunity for us to
hone our skills (at home).
You must hardly get time for
yourself, do you ever get tired of
theatre or see it as a job?
Courtney and I are both
incredibly busy, but it’s doing
things we love. Between us we
have five kids (aged 11 to 22).
When they are all home, our
house is a very noisy house with
music and laughter and those
sort of things, it’s just lovely.
Most of them performed on the
stage or sing or play instruments.
Recreational
land likely to
be reclassified
• By Susan Sandys
RECREATION RESERVE land at
Lincoln is likely to be reclassified
to allow the upgrade and
expansion of a district council
bore and water treatment plant.
The reserve is within the Rosemerryn
subdivision adjacent to
Eastfield Drive.
Nearby residents opposed the
reclassification when it was first
proposed in 2019, forcing the
council to focus on a more concentrated
design.
While six opposing submissions
were received to the much
larger initial proposal, only one
written submission was received
in response to the current proposal.
The submitter thanked the
council for changing the original
design and asked to be kept up to
date with any plan progression.
Councillors will consider at
their regular fortnightly meeting
today reclassifying about 32 sq m
of land, instead of the council’s
initial suggestion to reclassify
about 183 sq m, as a local purpose
(utility) reserve.
Part of the block already contains
a portion of the pre-existing
utility infrastructure encroaching
within it. The proposed
re-classification will rectify this
situation, as well provide space for
the upgrade and expansion.
Challenge.
Daniel Michael received the
top score overall, out of five
apprentices competing at the
regional championships this
month.
The 19-year-old Taylormade
Builders Ltd apprentice said he
was “pretty happy” to have won
the competition, held inside
Hamptons ITM hardware store,
Waltham.
“I had a pair of radio earmuffs
on and I had them turned right
up,” he said.
Songs from The Rock and
Radio Hauraki helped him focus
on the task at hand, and not be
distracted by what the other
competitors were doing.
The apprentices were given
eight hours to build a picnic table
that followed specific design
plans and met minimum safety
standards. They sawed, hammered
and assembled against
the clock, following a detailed
plan as their workmanship was
assessed by a panel of experts.
As well as winning the title
of regional champion, Michael
won an ITM prize pack of trade
He said he enjoyed building,
EMERGENCY planners expect
Selwyn to bounce back quicker
than other areas if the Alpine
Fault ruptures.
New research shows a 75 per
cent probability of a rupture on
the central section of the Alpine
Fault over the next 50 years.
There is an 82 per cent chance
the earthquake will be magnitude
8 or higher.
The district council is confident
its civil defence and community
response systems are
well placed to
respond.
Civil
Defence and
emergency
management
manager Al
Lawn said the
majority of
Selwyn had a
relatively new
water network with emergency
generator back-up systems on
critical supplies, so the district
could recover more quickly than
other areas.
He said Arthur’s Pass, as
well as Castle Hill and Lake
Coleridge, would be the most
susceptible parts of the district
to damage from landslides,
similar to what was seen in the
Kaikoura/Hurunui earthquake.
“As part of our AF8 community
programme we have
prepared comprehensive community
response plans with these
communities, and have equipped
them with resources such as
radios, satellite phones, emergency
water supplies and first aid
kits. We also have trained Civil
Defence volunteer teams in all
these locations,” Lawn said.
Water, power and phones would
likely be out of action for an extended
period of time in some areas.
In alpine communities, such
Latest Canterbury news at starnews.co.nz
as Arthur’s Pass and Castle Hill,
rupture of pipelines was likely in a
major event.
While emergency services are
expecting damage on the plains,
especially in communities closer
to the Alpine Fault such as Darfield
and Kirwee, Lawn said it
was difficult to forecast impacts
specific to any area because this
would depend on factors such
as the location, strength, length
and direction of the earthquake.
“We’ve been working with
other agencies over a number
of years to plan and prepare
for the eventuality of a major
earthquake.
“We’re part of the AF8 programme
which is helping communities
to build resilience and
preparedness, and we also work
closely with emergency management
groups to co-ordinate our
response to any future Alpine
Fault event.”
The council ran AF8 community
education nights, providing
information on the likely consequences
of such an event , as well
as other emergencies. Its planning
included developing and resourcing
community response teams
throughout the district, made up
of locals trained to respond.
The council provided information
and alerted communities
to immediate hazards through
Selwyn Gets Ready. Lawn
encouraged residents to join at
selwyn.getsready.net
It would shortly be releasing
a new booklet on preparing for
emergencies. Are You Ready?
would be distributed throughout
the district.
The council would be holding
further Get Ready presentations
in coming months, covering
how to be prepared. These
will be at Darfield on May
19, Lincoln on August 18 and
Rolleston on November 3.
SHAKING IN an Alpine Fault
earthquake could last up to four
minutes, result in casualties and
set off other fault-lines on the
plains.
In Arthur’s Pass, just 20km
from the Alpine Fault, emergency
planners are considering they
may have to evacuate the village,
particularly with the possibility
of long-term magnitude 6 and 7
aftershocks.
Arthur’s Pass fire brigade chief
Nic Menary said it was difficult
to say whether or not there would
be casualties. There could be rock
falls and slips into the valley,
and while emergency personnel
planned for the worst, the local
style of building with bach-style
timber and corrugated iron materials
could help protect people.
The permanent population is
about 35 people, but there can be
up to 300 visitors staying in busy
periods at the village and local
campgrounds. There are about
100 dwellings, most of which are
baches.
Other structures include the
Department of Conservation
Field and Visitor Centre, train
station, police station, fire station,
two motels, two cafes, two backpacker
hostels, a YMCA outdoor
education centre and numerous
alpine and tramping club huts.
Menary encouraged locals,
bach owners and visitors to
Arthur’s Pass to think about what
they would do in the event of
being trapped. He recommended
storing enough food to last three
weeks, and at least three days of
water per person.
“The reality is that we
may quite literally have to
walk away from the village
with only the shelter and
food that we can carry.
During a national disaster
we can’t necessarily rely
on anyone but ourselves,
at least in the short term,”
he said.
The village would likely lose
mains power. Work was underway
to set up generator connections
to critical local buildings
such as the police station, community
centre and fire station.
Phone lines and internet could
go down, leaving the FENZ satellite
phone and DOC’s VHF radio
network the only means of communication,
although the latter
Arthur’s Pass likely to be evacuated in big quake
Pete
Connors
could be affected by damage to
remote repeaters on mountain
tops.
Water could be contaminated
by sedimentation from slips.
Waka Kotahi NZ
Transport Agency system
manager for the West
Coast and Canterbury
Pete Connors said the
Arthur’s Pass/Porters
Pass State Highway 73
route linking Canterbury
and the West Coast was
among areas most likely
to be significantly damaged or
impassable for months.
“In the event of a major Alpine
Fault rupture, there would likely
be several parts of the South
Island highway network which
would be inaccessible for workers
because of the hazards associated
with aftershocks, which could go
on for many months,” Connors
said.
“This means that rebuilding
VULNERABLE:
Arthur’s Pass
is just 20km
from the
Alpine Fault.
damaged parts of the highway
network would also take many
months.”
Canterbury University
professor of disaster risk and
resilience Tom Wilson said a lot
of scientific inquiry was devoted
to the area of the possibility of an
Alpine Fault rupture triggering
other fault-lines.
It is possible an Alpine Fault
earthquake could trigger other
seismic activity, in the same
way aftershocks occurred after
the Canterbury earthquakes of
2010 and 2011 and the Kaikōura
earthquake of 2016.
“The best analogy I have heard
is the way to think of New Zealand,
especially the South Island,
is it is kind of like a big shattered
car window screen, and there’s
all sorts of (hidden) faults all over
the show,” Wilson said.
Shaking from an Alpine Fault
magnitude 8 earthquake in
Selwyn would most like be felt
as a rolling motion lasting up
to four minutes, he said. On
the plains, the intensity would
perhaps be only a little stronger
than the shaking the district felt
in the Kaikōura earthquake, and
it could still be possible to stand.
Wilson said it was likely roads
would continue to be usable on
the plains, however, there could
be settling of gravel around
bridge approaches, closing them
temporarily. Power would likely
be lost for minutes to hours at the
very least, as power companies
checked their infrastructure.
In terms of damage to buildings,
the district was well placed
considering many earthquake
prone structures had been
demolished or upgraded in the
past 10 years. Still people should
not be complacent and needed to
secure heavy furniture items, hot
water cylinders and chimneys.
Darfield Volunteer Fire Brigade
chief John Chambers said the
brigade probably should be giving
new focus to its readiness for
a large earthquake in light of the
new research.
He believed there was a possibility
the quake could be felt
stronger in the town than the
Darfield 7.1 magnitude quake
of 2010, considering the town’s
proximity to the Southern Alps.
“None of us have lived through
an earthquake of that size, there
will be damage but what that is I
can’t say,” Chambers said.
school, to open at the beginning
of 2021, would have about
180 ākonga (pupils) after three
years.
However, roll levels were
difficult to predict as the other
local Rolleston primary schools
would have a transitional
grandparenting clause, allowing
siblings of existing students to
enrol at those schools regardless
of residential address.
She said Te Rōhutu Whio
would be one of the only
schools in New Zealand to have
a bi-lingual hub where children
would speak both te reo and
English. It would also have a
purpose built technology centre
with a 3D printer.
The school would have personalised
learning programmes
catering for each child’s
strengths and interests.
I first met Steve in 1986
Steve had a great scientific mind
and a great sense of humour.
I enjoyed working with him
on many projects,
including some on
hoverflies or syrphids.
Steve and his
students have made
a huge contribution
towards conservation
biocontrol using
beneficial species
including hoverflies.
THe two common native species
found in gardens and farmland
are Melangyna novaezelandiae
and Melanostoma fasciatum.
THese two species are incredibly
useful pollinators as they visit a
large range of flowering species.
The significance of these
species could well be
extremely important if
honeybee populations
diminish, as has
happened in other parts
of the world. The larvae of
hoverflies also contribute
to ecosystem services through
their biocontrol of aphids and
young caterpillars.
Steve’s research included
enhancing floral resources
using species such as Phacelia
and buckwheat to
improve the fitness of
the hoverflies to live
longer and lay more
viable eggs.
His work also
showed how dense
shelterbelts can
impede hoverfly
With the vaccine,
it’s all possible
Our immunity against COVID-19 is incredibly important.
Because it brings more possibilities for us all.
Possibilities like keeping our way
of life intact; our kids being able
to learn without worrying about
interruptions; or being able to
plan gatherings with whānau,
or team trips away, without fear
of them getting cancelled.
Immunity can bring us all this,
as well as more certainty in our
jobs, and more confidence in our
businesses. With the strength of an
immune system made up of all of
us, together we can, and will, create
more freedom, more options, and
more possibilities for everyone.
The COVID-19 vaccine is a
triumph of modern science
Creating the COVID-19 vaccines
took a global effort. The world
united to take on the challenge,
with medical professionals and
scientists from across the planet
working thousands of hours to
bring it to us quickly and safely.
Our Pfizer vaccine works by teaching
your immune system to fight off the
virus. Once you’ve had both doses
of the vaccine it has been shown to
be up to 95% effective at stopping
you from catching COVID-19. It also
Christine Maynard’s roots are in the deep South, gateway to
Fiordland, the dramatic beauty undoubtedly having an influence on
her. Self taught, she has taken her creativity to painting semi abstract
landscapes. Layering paint and working into the paint with various
tools allows suggestion of strata, erosion, flora and fauna.
Maynard says of her work “The paintings aim to reveal the essential
nature – or soul – of the landscape. There are many hidden layers
beneath the surface. These are depicted by multiple layers of texture
and colour, often revealed by scraping back the top surfaces.
Each painting shows that the landscape is inherently transient. There
may be solid rock in one area of the painting transformed to shifting
sand in another area. Or there may be a snow-capped mountain in
one area transformed to a flowing river in the other.
The paintings show this evolution in a “deconstructed” way. All
the elements of the landscape exist together in a “patchwork” of
mountain, glacier, river, field and sky. The paintings are another way
of seeing the natural environment, but with a familiarity that appeals
to our emotions . . . hidden essence . . . “
Hidden Essence is Maynard’s second solo show at Little River Gallery,
her first was very successful and served to propel her well into the art
world, her paintings have come to rest in art collections throughout
New Zealand and beyond.
20 Selwyn Times Wednesday April 28 2021
This way…
Our map for the next 10 years
We’re highlighting eight big decisions we need your help with,
as part of our Long-Term Plan consultation. This week, the last
two proposals: how we pay for our drinking water supply, and the
future of the Hororata Community Centre.
BIG DECISION 2
Selwyn well prepared
for earthquake risk
Now’s a good time to check you’re prepared in the event of an earthquake or other emergency.
New research released last week showed the probability of a rupture on the Alpine Fault over the
next 50 years was higher than previously estimated.
But Selwyn residents can be confident the district’s Civil Defence and community response
systems are well placed to respond to any earthquake event.
Al Lawn, Civil Defence and Emergency Management Manager, says the Council has been working
with other agencies over a number of years to plan and prepare for a future earthquake.
“We’re part of the AF8 programme which is helping communities to build resilience and
preparedness, and we also work closely with emergency management groups to coordinate our
response to any future Alpine Fault event,” he says.
The Council has been running AF8 community sessions, providing information on the likely
impacts of an alpine fault event, and what communities and individuals can do to be prepared for
any adverse events.
“We know that many different types of events could occur in Selwyn, such as flooding, tsunami,
snow, wind, pandemics and wild fires,” Mr Lawn says.
“We’ve developed Community Response Teams throughout the district, which are made up of
local people trained and ready to respond to events in their own areas.
“We’ve also invested in Selwyn Gets Ready, which provides information about community
resources, and allows us to alert communities to immediate hazards. I’d encourage all Selwyn
residents to join up at selwyn.getsready.net.”
Schools to get creative for Te Ara Ātea
Primary schools across Selwyn are itching to start work on a creative project to paint and decorate
feature poles that will be placed in the sensory garden space next to Te Ara Ātea.
Ten schools were approached to take part, with each school about to receive one wooden pole each –
a blank canvas for students to stamp their mark on.
Dylan Robinson, Landscape Architect, says that the initiative came about as a way to provide
accessible opportunities for art-making.
“It’s a great way of collaborating with our young people to create something special for our community.
I’m really looking forward to seeing what the students produce,” says Dylan.
Maureen Allan, Principal at Waitaha School says that her students are really looking forward to taking part.
“Our students have already had some productive brainstorming sessions about how we could decorate
our pole – there’s a huge amount of enthusiasm there.
“We value our relationship with the Selwyn District Council and our involvement with this project
– decorating our pole will give our young people a visible and enduring connection to this exciting
project,” says Maureen.
Each pole will be painted along its 2.1 metre length, with the base placed in the ground in a permanent
concrete foundation.
Te Ara Ātea is the new library, community and cultural facility located on Tennyson Street, Rolleston. It
will open in November 2021.
How we pay for drinking water supply (2021–2031)
The annual cost to supply a household with 200 cubic metres of
water a year is $354. This is lower than most of our neighbouring
districts and below the national average of $454 a year.
We are proposing to increase water rates for three reasons:
1. The cost of supplying water is increasing as regulations change;
2. Our district uses a lot of water on a per-person basis, and this
needs to be managed carefully to protect this resource;
3. We want to provide an improved level of service to
our ratepayers.
OUR PREFERRED OPTION
Increase the volumetric water rate by a higher proportion than the
annual fixed rate
Impact on rates
The metered water rate will increase by 20% each year for the first
two years.
OTHER OPTION
Increase both the volumetric water rate and
annual fixed rate by the same proportion
The impact on rates for most users would be higher.
BIG DECISION 8
Future of the Hororata Community Centre (2023/24)
The Long-Term Plan 2018–2028 included a proposal for a new
community centre on the Hororata Domain. There have been varied
community views about the need for a new community centre.
The Hororata Community Trust would consider raising up to $2
million towards the project, and will be guided by community
feedback. If fundraising is not successful the Council will reconsider
the proposal.
OUR PREFERRED OPTION
Construct a new Hororata Community Centre on the domain
in 2023/24
This would provide for a new purpose-built facility to be located on
the domain. It would provide community space, support recreational
use of the reserve and create a focal point for the local community.
Cost
Up to $3 million, from a combination of fundraising, development
contributions, land sales and borrowing.
Impact on rates
$2 per year (already provided for within the Community Centres
Targeted Rate).
OTHER OPTIONS
· Renovate the existing hall and provide new meeting spaces for
the community and playcentre on the current site, in 2023/24
This option provides for the original heritage part of the existing hall
to be restored, with the later additions removed. A separate annex
would be built to provide for community meeting space. Cost,
impact on rates and debt would be higher under this option.
· Status quo – maintain the existing hall and not construct a new
Hororata Community Centre or renovate the existing hall
Under this option the existing hall can continue to be used by the
community although it will have a limited life as it deteriorates over
time. Some annual costs will be required to keep this building in a
useable condition.
Help keep your child safe at Selwyn Aquatic Centre
Help to keep children under 8 years old extra safe while swimming will be available at Selwyn Aquatic Centre.
The Council will introduce wrist bands that can be worn by young swimmers to help lifeguards keep a
closer eye on them.
The wrist bands were recommended by Worksafe for all pools nationally as an additional support, in
response to the death of a seven year old who drowned at a pool complex in the North Island last year.
Active Selwyn Manager James Richmond says the bands help ensure lifeguards can
easily identify swimmers that need the most caregiver supervision to ensure safety.
“Our parents, caregivers and lifeguards do a really good job in looking after
young pool users, but it only takes a few seconds for something to go wrong. The
wristbands let our lifeguards know to keep an extra eye out and helps make the
children who require the most supervision in the water more easily identifiable. It
gives parents some reassurance as well that we’re supporting them.”
The wrist bands, green for under 5s and orange for 5–7 year olds, will be available
from the customer service area and poolside stands from 3 May 2021.
FOOD
With cold nights fast
approaching here are
some traditional winter
warmers that will feed
all the family
Roast chicken with
tarragon gravy
Latest Canterbury news at starnews.co.nz
Family favourites for those cold evenings
Slice beef and arrange with the
salad.
Smoked fish and kumara
hash cakes
Serves 8
Ingredients
Ingredients
1 tbsp butter
2kg chicken
1 garlic bulb
2 leeks
20 shiitake mushrooms
2 carrots
2 tbsp olive oil
375ml dry white wine
500ml chicken stock
1 bunch tarragon
Directions
Preheat the oven to 220 deg C.
Turn the wings under the chicken
and truss for roasting. Rub the
chicken with the butter and garlic
bulb, halved, then season.
Place leeks (chopped into 3cm
pieces), carrots (chopped into
3cm pieces), mushrooms (or
another kind of mushroom if
you prefer) and more garlic in
a casserole dish. Place chicken
on top of vegetables, drizzle
with olive oil and pour the wine
around the chicken.
Roast for 30min, then pour
the hot chicken stock around the
chicken. Reduce the oven to 180
deg C, cover with a lid and roast
for another 30 to 45min.
Lift out the chicken and
vegetables (keep covered and
warm) and strain the pan juices
into a saucepan. Simmer over
medium heat until thick. Add
tarragon leaves before serving
with the chicken and vegetables.
Seared beef and couscous
salad
Serves 4
Ingredients
500gm beef fillet
1 tsp ginger
2 cloves crushed garlic
2 tsp brown sugar
1 tbsp oil
200gm couscous
500ml chicken stock
1 red onion, sliced
½ red pepper, sliced
200gm pumpkin, sliced
½tsp turmeric
1 tsp coriander
½ tsp cumin
2 tbsp olive oil
100gm beans, blanched
1 cup fresh herbs, chopped
roughly
Dressing
2 tbsp lemon juice
2 tbsp sweet chilli sauce
2 tbsp olive oil
Directions
Place the beef in a small bowl.
Tarragon gravy
makes a tasty
change for
roast chicken.
Add ginger, garlic, brown sugar
and one tablespoon oil. Combine
well and set aside for 20min or
until ready to cook.
Cook couscous in the
chicken stock following packet
instructions.
Heat oven to 180 deg C. Place
red onion, pepper, pumpkin,
turmeric, coriander, cumin and
paprika on an oven tray.
Toss in the two tablespoons
of oil and bake for 20min until
slightly brown and cooked
through.
Heat a pan to a high heat and
sear beef on all sides and place in
the middle of the vegetables. This
will also take 20min. Remove
and rest for 10min.
In a large bowl, mix couscous
with dressing and gently add
vegetables. Place on a platter.
2 tbsp butter
700gm kumara
2 lemons
400gm smoked fish
4 spring onions
¼ cup fresh parsley
coarsely mash with melted butter
and the juice of one lemon. Set
aside to cool.
Combine flaked fish with
kumara, finely chopped spring
onions and parsley. Season well
with salt and pepper. Form
mixture into eight patties. Dust
patties with flour.
Heat a nonstick frying pan
with a little oil and gently fry fish
cakes over a medium heat for
3-4min on each side until
golden brown. Serve with lemon
wedges.
Selwyn is a district of animal
lovers and owners. When a
pet goes missing, we become
stressed and anxious for their
safety but there are things you
can do to get your pet back
home as soon as possible.
Similarly there are things you
can do to help an animal that
you have found find its way
back home again.
Be prepared; create pet
identity kits for all your
pets
Make sure you have several
photographs of your pet from
different angles. Create a record
of its name, age, breed, sex, neutered or
not, microchip number, any distinguishing
marks, etc. In fact, anything that may help
to identify your pet should it go missing.
Microchip your pet
If you own a cat, dog or rabbit, get
it microchipped. People who find lost
pets are often urged to take them to the
local vet where they can be scanned for a
microchip number, which usually will lead
to the owners’ contact details.
The more you
can do before
your pet goes
missing i.e,
microchipping
and creating
an identity kit,
the easier it
will be to be
reunited with
your loved one.
Register your dog
All dogs over the age of three months
must be registered with the Selwyn
District Council. Making sure your dog is
wearing a collar with its registered tag will
help it be reunited with you quickly.
Call your local vet
Call your local vet to check if your pet is
there – it may have been injured or taken
in to be scanned for a microchip.
Check your local pound
If your dog has gone missing,
give your local pound a call or
visit: https://www.selwyn.govt.
nz/services/dogs-and-animals/
dogs/adoptable-dogs
Create a flyer
Using the info in your
identity kit, create mini lost
pet flyers and drop them into
your neighbours’ letterboxes. If
your cat has gone missing, ask
them to check their sheds and
garages. Provide easy ways for
people to contact you.
Embrace social media and
A LOT OF vegetables grow
happily through the cold
weather.
Don’t forget, though, that
winter is also a good time to
leave some beds empty so that
they have a rest. It’s also a good
season to create some new
vege beds.
The easy way to do this is
to start by constructing an
above-ground edging.
Then fill the enclosed bed
with manure, leaves, straw or
grass clippings.
Leave this alone for a couple
of months and you’ll have the
perfect base for your spring
plantings.
An additional sprinkling
of lime encourages biological
activity in the bed and will
prove to be beneficial for most
veges.
Garden
In the
with intelligro
Autumn is a great time to plant bulbs
like daffodils, tulips, and freesias. A
beautiful burst of Spring colour after
the long days of winter is welcomed in
any garden and lets us know that new
growth and warmer days are on the way.
The key to success is ensuring you have
prepared area you are planting in.
Top Tips!
For garden beds mix in some Organic Compost
with the soil, and a touch of Blood and Bone for
an extra nutrient boost if you have poor soil.
If you choose to plant in pots or containers,
Patio Plus or All Purpose Potting Mix are the top
choices as they are packed with all the nutrients
to help with healthy growth and development.
There is still time
MY PRIDE AND JOY
Wheels week is back!
It’s that time of year again when
Ashburton comes to life with its annual
Ashburton Wheels Week held over three
weekends beginning Saturday 1 May until
Sun 16 May.
Spokesperson Ross Butterick says the
committee of five has a great lineup
of activities and displays planned for
this year’s event. Ashburton Wheels
Week has run for the last 25-30
years, originally starting with one week
progressing to a major three-week event.
The event not only supports local
businesses by bringing people into the
town but also helps promote the large
number of clubs and organisations
available too.
This year includes shows and displays
from the local vintage car club, American
hot rods, train museum, motorcycles,
classic cars, aviation museum, classic boats
plus competitions such
as the mountain bike relay, speedway,
wheelchair basketball, 4x4 play day, radio
control drifts, and car sprints to name a
few. Spectator activities include drive-in
cinema, mountain bike river trail ride, go
karting, garden railway, and much more.
The annual street parade will not go
ahead this year due to major roadworks on
the main street of Ashburton.
“We’re disappointed we can’t have a
street parade,” says Ross. “It’s the first
time we haven’t been able to run it but we
look forward to bringing it back next year,”.
Planning for Ashburton Wheels Week
starts as soon as the last one is finished
and is well-supported by grants and local
sponsorship to advertise and promote the
event.
To find out more about the Ashburton
Wheels Week, visit www.wheelsweek.
New community driver
mentor program launching
Selwyn District Council, in partnership
with Proactive Drive, is launching a new
community driver mentor program aimed
at supporting disadvantaged learner
drivers. Road Safety Co-ordinator Jessica
Fairbrass said, “More volunteers becoming
mentors means we can support more
drivers across the district. And it’s crucial
support.”
Why we need the program
Disadvantaged learner drivers usually
don’t get the support they need to become
good, safe drivers. They then don’t
progress through the licencing system,
with statistics showing many have been
on their learner licence for five or more
years. However, when learner drivers are
successful and they become licenced, they
typically gain confidence, become more
independent, and it can aid employment
opportunities.
There’s plenty of learner drivers ready
and waiting to be matched with a mentor
who will guide them from start to finish—
there’s even a graduation session. A
similar program run through the Salvation
Army in Christchurch has been highly
successful, with mentors thrilled at being
able to give back to their community. And
they get emotional at having contributed
to such a needed program and seeing
young people successful.
With plenty of positive feedback so far,
training events have been organised to get
the program up and running. Interested
people should contact the council directly.
Want to be a mentor? Here’s
what you need to know.
Mentors don’t need to be driving
instructors, but they are supported by
qualified instructors at all times. The
program aligns with similar national
programs and requires you to be a good
driver (though you’re not assessed and
will always be in the passenger seat), be
a good coach, encouraging, help people
stay focused, patient, and passionate about
helping.
Often, these learner drivers won’t have
parents or caregivers in the position to
help, don’t have a suitable vehicle, or
may be simply to nervous or anxious to
drive. If you’re interested in becoming
a Community Driving Mentor, contact
Selwyn District Council through
roadsafety@selwyn.govt.nz.
Advice for new learner drivers
Selwyn District Council recommends
learner drivers download the Drive Go
app. It’s the only app based on the correct
information for New Zealand drivers. It’s
free, you can save your progress and it
covers all areas. Other apps can misinform
you and lead to failing your test. So when
you’re 16 and get your learner permit,
download Drive Go and you’ll be starting
on the right foot.
Mazda3 boosted by mild hybrid driveline
IT WAS ONLY a matter of time
before Mazda developed hybrid
technology.
I’m not surprised it has taken
some time for that to happen,
because as a company it has
been concentrating on building
fuel-efficient and low emission
internal combustion engines,
almost matching the benefits that
hybrids represent.
What Mazda has done now is
combine the gains it has made
through their Skyactiv range of
four-cylinder engines with mild
hybrid technology.
So, forget the pioneering designs
that Toyota and Honda have
developed along with the systems
of other mainstream manufacturers,
Mazda’s hybrid isn’t quite so
deep, instead it utilises similar elements
to that of Mercedes-Benz
and BMW, using regenerative
energy to store power in a 24v
lithium-ion battery bank.
The alternator and starter motor
have both been replaced with
an integrated starter/generator, it
captures energy that would normally
be wasted during braking.
This energy is then used to power
electrical systems and assist the
engine under acceleration.
The power it develops is quite
noticeable, but unlike other hybridsthe
petrol engine is operating
all of the time.
That isn’t a bad thing, without
being too technical Mazda has
worked out-of-the-square with
their internal combustion engine
development, the Skactiv-X
engine has a high compression
design similar to what you get
with diesel power, the result is
even greater fuel usage benefits,
more power and more torque.
Add in the hybrid boost and you
have a feisty, fuel efficient engine
that is also amazingly smooth and
quiet.
How Mazda has done it is
beyond my technical understanding,
but I can report that it works
brilliantly and it would be the hybrid
system that I would choose.
The Skyactiv-X engine is available
in both the new CX-30 and
Mazda3 hatchback as evaluated.
Bear in mind that Skyactiv-X is
an option, the standard engines
are still available through both
line-ups.
Therein lies a bit of conundrum,
you do have to pay a bit
extra for Skyactiv-X, in CX-30
form it adds $4000 at the top
end landing at $54,990, while the
Mazda3 lists at $51,995, that’s
$3200 more than Limited specification.
However, in Mazda3 form it
does come loaded with fitment.
Mazda have branded it Takami
and that means high grade, it is
fully loaded with kit, so in many
ways not only are you getting
a premium car, you are doing
just that little bit extra for the
HIGH GRADE: Mazda3’s hybrid technology only comes
with Takami specification .
MAZDA3 SKYACTIV-X: Fuel usage savings along with boost in performance.
environment as well as being
rewarded with a fabulous driving
experience.
In terms of figures, Mazda
claims power outputs of 132kW
and 224Nm from the 2-litre
driveline (up 18kW and 24Nm),
it also lists a 5.5-litre per 100km
combined cycle fuel usage average,
which are all pretty remarkable
figures; and if you take into
account that the torque figure
represents a 12 per cent increase
over the standard 2-litre unit, the
development work is superbly
beneficial.
During my time in the evaluation
car, I couldn’t get near
Mazda’s fuel usage claims, taking
the car back to the dealership
with it showing 7.6l/100km on
the readout. However, that’s more
to do with my driving style and
inner-city commuting, both of
which are never conducive to
good economy. I can report,
though, that at 100km/h on the
highway the readout displays a
4l/100km instantaneous figure
with the engine turning over at
2200rpm.
It’s those latter figures which
are the most significant. If you
are on a long journey, fill-ups will
be infrequent, and a long-range
between fill-ups is guaranteed.
When I picked up the evaluation
car it was showing a distanceto-empty
figure of 550km. That
would stretch on a highway trip.
• Price – Mazda3 Skyactiv-X
Takami, $51,995
• Dimensions – Length,
4460mm; width, 1795mm;
height, 1435mm
• Configuration – Fourcylinder,
front-wheeldrive,
1998cc, 132kW,
224Nm, six-speed
automatic
• Performance –
0-100km/h, 8.8sec
• Fuel usage – 5.5l/100km
That journey would be desirable,
the Mazda3 is a beautiful
car in which to drive, it shares
all the characteristic attributes
that Mazda has worked hard to
develop, it’s an occupant-friendly
interior that has a perfect driving
position and ergonomic purity.
Bear in mind, though, that at
just 1.4m it sits low, and for those
on the tall side you do need to
duck your head under the roof
line on entry.
As mentioned, in Takami
specification the Mazda3 wants
for little, there are nice touches
such as heated seats and steering
wheel, keyless entry and ignition,
satellite navigation, head-up
display, and paddle shifters.
The latter work on a traditional
six-speed automatictransmission.
Between the engine and gearbox
there is solid surge of power and
fluid delivery. The mid-range
electric boost is noticeable and it
contributes to that feel of energy.
For the performance-minded,
the Mazda3 Skyactiv-X will reach
100km/h from a standstill in
8.8sec, and will lunge through a
highway overtake (80-120km/h)
in 5.9sec.
I took the evaluation car on a
loop encompassing Hororata and
Dunsandel, there aren’t many
corners on those roads but my
reasoning was that it was more
of a test of highway fuel usage
efficiencies. Nevertheless, when
pointed at a quick corner the
Mazda3 has traditional frontdrive
handling qualities, grip is
high through low profile Toyo
tyres (215/45 x 18in) and body
movement is negligible thanks to
that low centre of gravity.
What’s more, steering feel is
delightful. A howling nor’wester
was blowing across the plains
during my testing time, yet it
didn’t bother the Mazda3, it just
feels so right under all conditions.
The Mazda3 Takami drew a lot
of attention during the time it was
my care, both my daughter and
her partner said it was a desirable
car, especially with its black
wheels and understated body
design.
That’s no surprise, the Mazda3
is a smart piece of kit and the
Takami hybrid lifts the entire
series up a couple of notches.
PLAN CHANGE 69
Rolleston Industrial Developments Limited has lodged a private plan change request
with Selwyn District Council pursuant to Clause 21 of the First Schedule, Resource
Management Act 1991
Plan Change 69 (PC69) proposes to change the Selwyn District Plan to rezone
subdivisions), to the east and west of Springs Road, and to the north of Collins Road.
The western and eastern boundaries of the subject land are an ephemeral waterway
termed Western Boundary Drain and the LII River respectively.
PC69 proposes amendments to the Selwyn District Plan that include:
· amending the District Planning Maps to rezone the subject land
· incorporating outline development plans to coordinate and guide the future
development of the areas
The plan change request and the assessment of why it is needed can be read at
Extension of Further Submission
consultation period for the
Proposed Selwyn District Plan
Clause 7 of Schedule 1 of the Resource Management Act 1991
Date of public notice: Wednesday 28 April 2021
Selwyn District Council invites further submissions on the Proposed Selwyn District Plan.
Extension of further submission period
On Monday 19 April 2021 Selwyn District Council publicly notified the Summary of Submissions on the Proposed Selwyn District
Plan, and called for further submissions. On the second day of further submission period, the Council was made aware of an
issue with the Excel document which was provided as an alternative, downloadable option to the online database ‘Summit Up’ to
view the summary of submissions. As a result the Council is extending the submission period to 5pm Friday 7 May 2021.
About further submissions
Selwyn District Council has prepared a summary of submissions on the Proposed Selwyn District which is ready to view together
with full copies of the submissions, on the Council’s website at www.selwyn.govt.nz/districtplanreview. You can also view this
information online at Council libraries and service centres.
The further submission consultation is an opportunity for affected parties, people with certain interests, and local authorities to
comment in support of or opposition to the original submissions received. A further submission consultation is not a call for new
submission points and topics. A further submission can only be made on an original submission or submission point.
Who can make a further submission?
The following persons may make a further submission:
· A person who has an interest greater than the public in general.
· A person representing a relevant aspect of the public interest.
· The local authority.
How to make a submission
Further submissions can be made by using one of the following options:
· Complete an online submission form at www.selwyn.govt.nz/dprsubmission.
· Download a PDF submission form at www.selwyn.govt.nz/districtplanreview and:
- email it to dprsubmissions@selwyn.govt.nz (Subject line: Proposed Selwyn District Plan Further Submission)
- post it to Selwyn District Council, Freepost 104 653, PO Box 90, Rolleston 7643, Attention: Proposed Selwyn District Plan
Further Submission
- deliver it to a Council service centre in Darfield, Lincoln, Leeston or Rolleston.
· Pick up a hard copy submission form at Council libraries and service centres.
Written further submissions must be submitted on the Council submission form, or on Form 6 of the Resource Management Act
1991. Your submission must state whether you want to present your views at a Council hearing.
The closing date for further submissions is 5pm on Friday 7 May 2021.
Any person who lodges a further submission with Council must, within five working days of doing so, serve a copy of the further
submission on the person(s) who made the original submission(s).
What happens next?
After the further submissions period closes:
· When we have received all further submissions, we will consider all the submissions in detail and produce a series of Officer
Reports with recommendations regarding the submission points made.
· If requested by any submitter, we will hold a public hearing on the submissions received. At these hearings a panel of accredited
commissioners will consider all submissions, Officer Report recommendations and any supporting evidence.
· Following the hearing we will give notice of our decision on the Proposed District Plan (and matters raised in submissions,
including our reasons for accepting or rejecting submissions).
· Every submitter then has the right to appeal the decision on the Proposed District Plan to the Environment Court.
Love craft beer? Want to take a step in a
different direction and own your own business?
Ever thought about owning and operating your
About Us:
Sprig & Fern’s history is unique; we are New Zealand owned,
We’re well known for quality and consistency; our craft beers
combine brewing excellence with natural ingredients and a precision
industry.
We’re on a mission to carve out the next piece of our legacy. Where
are we heading? Innovation will meet excellence in craft beer.
The thirteen Taverns are equally unique – all a little different to the
Selwyn 1234 West Coast Road
Calling Land Bankers, Developers, Lifestylers!
Seldom do opportunities such as this present themselves to the market. Options aplenty here with a total
area of approx. 8.5ha of bareland available to either be purchased in its entirety or as 2 x 4ha blocks.
Land Bankers or developers will be intrigued by the fact that this property sits right alongside the evergrowing
West Melton township and forms part of a proposed 50ha land use change. This change will
see the land from the inner plains rezoned for Living Z and Living 1 purposes. Alternatively, lifestylers will
love the opportunity to build their dream home on one of the sites and develop these blocks into the
perfect country living property. Located right on the West Melton township boundary with shops, parks,
West Melton School and eateries within walking distance. Offering an escape from the hustle and bustle
of big city life, but close enough to access everything you need. Given the options available here and the
uniqueness of this opportunity we expect interest levels will be incredibly high on this property - so call
today to ensure you don’t miss out! Lot 3 - 4.207ha with an access of 0.2 ha, totalling 4.407ha
Lot 2 - 4.078ha with an access of 0.079ha, totalling 4.157ha. Titles are expected approx. July.
Confident at Auctions
Looking confident may be all you need to be the last
bidder standing when the hammer goes down.
Does your blood pressure go sky-high at
the sight of an auction room? Chances are
some of your fellow bidders are doing all
in their power to psych you out and win
the bidding.
Securing a property isn’t just about
having the most money. Sometimes the
winning bidder is the one with the most
confidence.
They use psychology to convince
opposing bidders to give up, hoping to
make everyone else think they’ve got more
to spend than anyone else in the room.
Too often buyers have preconceived
ideas about how the auction will unfold
and have their confidence knocked when it
doesn’t go their way.
Two can play at that game. You just need
to get your strategy right.
Looking confident may be all you need
to be the last bidder standing when the
hammer goes down.
To be that person you need to do some
preparation. Make sure you go to a few
auctions first to get used to them.
Come bidding day, park yourself on
the side at the front so that you can
see everyone in the room and, more
importantly, they can see you whether
they’re at the back of the front.
It gives you a vantage point and shows
the opposition you are bidding confidently
against them.
You are hoping that the other buyers
have a plan in place.
Often that’s to start low. So if you come
in with a relatively high first bid, you may
rattle them.
“The lower the open bid the more people
can afford to bid. So you could knock out
some of the opposition before they even
place a bid if you choose the right opener.
Don’t start at $500,000 for a house you
know is going to go for at least $800,000.
Put an opening bid of $785,000.
Immediately your opposition is going to
think it will go incredibly high and might
be unnerved.
Call each bid out confidently. “It shows
you are comfortable and in control.
The more confident you seem the more
people will think you have done it before.
It’s a really good idea to vary your
bidding increments.. If it’s going up by
$2000 bids and it’s below your limit don’t
be afraid to put a $10,000 bid in..
Your competition is always thinking
about that next $2000 bid and if you
change the rhythm from $2000 to $10,000
you show you have the money and it
changes where their next bid has to be.
Instead of $4000 more it is $12,000 more.
Finally, if you’re a couple, make sure
you’ve discussed every aspect of the
auction before you get there. As soon
as you start looking at each other or
conferring, the opposition will think
you’re weak.
Getting what
you paid for on
settlement day
In the movies, the day someone gets
the keys to their newly bought home is
portrayed as a golden, stress-free time. The
reality can be rather different, especially
if you find your dream home has turned
into something akin to Nightmare On
Elm Street since you agreed to buy it.
“The trick to a stress-free settlement
is to do as much as you can in advance,
starting with when you’re signing the sale
and purchase agreement,” advises Kevin
Lampen-Smith, chief executive of the
Real Estate Agents Authority (REAA).
“The sale and purchase agreement is the
legally-binding contract agreed between
you and the seller that details the property,
the conditions of sale and the price.
Make sure that there is an agreed list of
chattels, with notes as to their condition,
in this agreement. If the property is full of
rubbish, and you want it gone before you
take possession, make that a condition of
the sale. If there are holes in the fence that
the seller has promised to fix, get that in
writing on the agreement: don’t rely on
verbal assurances that something will be
done prior to settlement. It’s far better
to get all these niggly details sorted out
before you sign the agreement than face
protracted battles down the track.”
As a buyer, you are generally entitled to
one opportunity to inspect the property
before settlement day. If the property has
sitting tenants, ask your lawyer to ensure
there is a ‘final inspection’ clause inserted
in the sale and purchase agreement before
you sign it. This inspection is to make
sure that it is in the same or better order
it was when you viewed it and agreed to
the sale. It is not designed to give you the
chance to uncover new defects, or to give
a rental agent the chance to appraise the
place’s value.
“A seller does not have to accommodate
any extra requests to visit the property
prior to settlement,” Lampen-Smith says.
“Remember that the seller may have a
lot on their plate; making the property
available so your interior decorator can
measure up for new curtains is unlikely
to be a high priority.”
Your real estate agent will usually
arrange the inspection with the seller,
and accompany you to the property. Most
experts recommend that this inspection
takes place around 24 hours before
settlement day so there are no hold-ups
to the transfer of funds and ownership.
When you come to inspect the property,
everything should be as it was when you
decided to purchase it (as reflected by the
sale and purchase agreement). Lampen-
Smith says you can expect chattels to be in
a reasonable working order unless it has
been agreed and documented otherwise.
You cannot complain to the seller that
the oven isn’t clean enough, but you can
raise a complaint if it is missing, or it is
a different model to the one cited in the
agreement. Don’t forget to check that
garage door openers and pool covers are
in situ, or that locks work properly.
If there is a problem, the REAA says
you should speak to the real estate agent
and your lawyer in the first instance. They
can help you negotiate with the seller to
remedy any issues, such as a newly broken
window or missing keys. Your lawyer
should work with the seller’s lawyer to
reach a satisfactory solution, such as
getting the seller to make any necessary
repairs, or to deduct any costs from the
eventual settlement.
Making the final inspection 24 hours
before settlement is due gives you and the
seller time to reach an agreement over
anything outstanding. This is important,
because if you do not complete settlement
on the due date and the seller can
demonstrate that they were able and
willing to complete their side of the
settlement, then you will be liable for
interest on any portion of the purchase
price that is unpaid. The seller does not
need to give you access to the property
while any amount remains outstanding.
“Like any property transaction, success
often depends on doing things right at the
start,” Lampen-Smith says.
“Get the details right at the beginning
and you’ve got a greater chance of a happy
ending.”
Kitchen
[Edition datE]
pantries
Many people enjoy having one as it
offers more accessible storage and a place
out of the way to prepare food, hide the
mess and even do the washing up.
A standard in many homes, pantries
disappeared out of kitchens for a time.
More recently, they have made a comeback
and are now almost a standard fixture in
new house designs.
The options for pantries range from
large corner units produced by a kitchen
manufacturer to walk-in pantries that are
a room within the home, usually located
behind or at one end of a kitchen.
A walk-in pantry is a room that is of
sufficient size for a person to comfortably
walk around.
Also known as a larder, a pantry’s main
purpose is storage for food, beverages and
cooking condiments. Crockery, linen and
even household cleaning products, which
were traditionally stored in a butler’s
pantry may now be kept there.
Kitchens are less a workroom and
more a living space.
In the United States, the pantry might
also be a small entryway with an exterior
door.
Butler’s or serving pantries were
historically located between the kitchen
and dining room in middle class homes.
Today, a butler’s pantry may have benches,
sinks and kitchen appliances such as
dishwasher and refrigerator.
While storage is the main purpose of
a pantry, a scullery was a place for food
preparation and washing dishes, pots
and other items. It may have doubled as a
laundry in some houses.
With open plan living, there has been
a shift from the kitchen as the main work
area towards pantries being mini-kitchens
with a sink and kitchen appliances.
A walk-in or butler’s pantry offers a
number of advantages:
• an out-of-the-way place to prep and hide
the mess from food preparation, dirty
dishes or other items.
• a place to store those
accumulated kitchen
appliances.
• it can be permanently set up
for breakfast with toaster, jug
and tray of spreads at the ready.
• saves the kitchen island for
family gathering, eating and
reading.
• allows the kitchen to become
a social gathering area.
• converts the kitchen from a
workroom into a living area
with book shelves, seating areas
and a more decorative layout.
• can save on cabinetry if only
shelving is installed in the
pantry with less in the kitchen.
• locating the dishwasher there can cut
noise in the living area.
The negatives of a pantry include:
• higher building costs as it increases the
square metres as well as another wall, door
and potentially more shelving, cupboards
and sinks.
• it is another area to clean.
• the room could be dark if no window.
• if preparation is carried out in the pantry,
the person is shut away from the family.
While the major drawback of including
a pantry is the added building costs, many
people enjoy having one as it offers more
accessible storage and a place out of the
way to prepare food, hide the mess and
even do the washing up.
Pantries without a window
can be dark.
Appliances are often located
in pantries today.
Pantries with only shelving can
save on cabinetry.
Your guide to all things Real Estate
in the Selwyn District
Preparing your home for
sale? Here’s your toolkit.
Keep a bag by the door (or in the car)
with essentials that will get you through
a few out-of-home hours.
Listen to feedback: Are genuine
buyers saying the same thing or is
it just a nosey neighbour having a
sticky-beak? Understanding what
the real feedback is, from genuine
buyers, will help determine focus
points of your sales strategy. For
example, do you need a rental
assessment, or a quote to fix or
replace something?
Selling? Here’s a basic toolkit, as
recommended by Urszula Bedggood
and her team at Bayleys, for helping you
understand the process and ease the stress
of selling your home.
Before you list
Meet your agent early: It’s going to be
a close relationship and you need to trust
them so finding an agent that you have a
good rapport with is important. Will they
negotiate the best sale for you?
Listen to the market: Sometimes it’s
better to get on the market asap, and
other times you should do some prep
work. Listen to your agent’s advice and
keep an eye on comparable properties.
Understand your strategy: Your agent
should take the time to understand your
motivation for selling. They’ll tailor your
experience so it works for your family
(schedules, children, health, special
needs), your home and your situation.
And they’ll give you honest, expert advice
on where to spend your energy.
Know your next move: Have you
seen and understood the contract of
sale? Know what you’re prepared to
negotiate on (price, chattels, terms and
conditions)—and where you draw the
line. Also, do you know where you’re
going when your property sells?
Once you’re officially on the
market
Expect good communication: Your
agent should be providing updates after
every open home, weekly written reports
and an end-of-week wrap-up call to keep
you in the loop.
Freezer meals or budget to dine-out:
Your agent should be pre-qualifying
buyers requesting private viewings. So,
if a private viewing time is requested
after work – be prepared to head out for
dinner!
Have a grab-bag ready: Whether
you’ve got babies, young kids or elderly
relatives living at home, leaving in a hurry
to cater for private viewings can be tricky.
After the sale
Under offer = homework time: Your
agent will be busy getting the deal
across the line (building report, etc).
Now’s the time for you to fix or replace
anything you’ve committed to. Using a
company like Fix’d Property Maintenance
can help with those tasks (and you get
four hours complimentary labour if
you’ve listed with the Urszula or her
team).
Unconditional = celebrate time: With
the deal done, start collecting all your
house manuals for the new owners.
Urszula and the team recommend writing
some notes about your home for the new
owners, so information on the ‘not so
obvious’ things can be passed on!
If you’re ready to list your home and
want expert advice for selling, talk to
Urszula Bedggood and the team at
Bayleys on 03 375 4840 or ubteam@
