Good Street Update<br />

Feedback on aConcept Plan for anupgrade to the<br />

Good Street laneway closed on Sunday.<br />

The Plan proposed araised timber deck, feature<br />

wall, grass and greenery, lighting, new paving,<br />

street furniture and more, and feedback from<br />

residents indicated that they thought this was<br />

on the right track.<br />

People told us they were keen to see events,<br />

small gigs, markets and food vendors inthe area,<br />

and were positive about the addition of raised<br />

planters toadd more greenery to the laneway.<br />

Also suggested were bike stands, awater feature,<br />

shade, more seating and tables.<br />

Feedback will be included in areport to the Council<br />

on 1June. Once they approve the final plan, staff<br />

will work with nearby businesses on asuitable<br />

timeframe for work tobegin.<br />

Rangiora Racecourse Hearing to Continue<br />

with TwoCommissioners<br />

The hearing for the Taggart Earthmoving<br />

Ltd Rangiora Racecourse resource consent<br />

application was adjourned last week as it was<br />

discovered there was aconflict of interest with<br />

one commissioner.<br />

The commissioners are considering aresource<br />

application from Taggart Earthmoving Ltd who<br />

has applied to Environment <strong>Canterbury</strong> (ECan) and<br />

Waimakariri District Council (WDC) for consents<br />

to establish, maintain and operate an aggregate<br />

quarry located at the Rangiora Racecourse, 309<br />

West Belt, Rangiora.<br />

In March Paul Rogers, Reginald Proffit and John<br />

Iseli were appointed as commissioners.<br />

However, at the start of the hearing commissioner<br />

Mr Proffit declared aconflict aer recognising that<br />

one of the experts was engaged by afirm that he<br />

is also engaged with.<br />

The panel considered this issue by way of abrief<br />

adjournment and ultimately decided that Mr Proffit<br />

should step down from decision making. The<br />

remaining panel members also determined they<br />

had sufficient expertise and experience to carry on<br />

with the hearing.<br />

The external planning officer for both ECan and<br />

WDC applications has recommended the consents<br />

are declined. This is partly based on alack of<br />

understanding of the effects of the proposal,<br />

effects on groundwater and enforceability of<br />

conditions. Waimakariri District Council has also<br />

given evidence relating to the potential effects on<br />

wells and flooding displacement.<br />

However, the report from the planning officer does<br />

note that if these issues, among others, could be<br />

addressed the activity may be acceptable.<br />
