“On the way there, I thought, ‘Why are<br />
we doing this?’”<br />
Kristine Cromwell, a Marysville resident,<br />
wasn’t sure what to expect when she<br />
signed up for goat yoga at Pastime Park in<br />
Plain City. The same went for her daughter,<br />
sister-in-law, and cousin who accompanied<br />
her. They were among 20 women<br />
who took part in the <strong>June</strong> 3 event hosted<br />
by Plain City’s parks and recreation department.<br />
Originally planned as an outdoor activity,<br />
the session was moved into the park’s<br />
youth building due to wet weather. Inside,<br />
the yogis were introduced to five baby<br />
goats from Harrison Farm out of southeast<br />
Franklin County. For the next hour, as instructor<br />

How can you not laugh when a goat is standing less than a foot<br />
from your face, staring at you? Kendall Cromwell laughed a lot<br />
at the <strong>June</strong> 3 goat yoga session hosted by Plain City’s parks and<br />
recreation department.<br />
the yogis through warrior, downward facing dog, and other poses,<br />
Empress, Elvis Juice, Krispy Kreme, Ferris Buehler and Cameron<br />
worked the room. In some cases, that meant chilling on a participant’s<br />
mat or nibbling on a fanny pack.<br />
When it came to Cameron, an all-white goat with a green ear<br />
tag and a stoic expression, that meant staring at Kendall<br />
Cromwell, 17, from a foot away for nearly the entire class. Kendall<br />
was cracking up, and so was her mom.<br />
“I felt like I was laughing at my daughter more than I was<br />
doing yoga, but the next day I was sore, so I did get in a good session,”<br />
Cromwell said.<br />
Afterward, she tried to describe the experience to her 78-yearold<br />
mother who had plenty of questions.<br />
“She asked me if the goats were doing yoga. I said, ‘No, they<br />
were just hanging out.’ She said, ‘I don’t get it.’”<br />
When asked the big “Why?” question, Katherine Harrison,<br />
owner of Harrison Farm, has answers.<br />
“Being surrounded by animals allows you to connect with the<br />
circle of life and your part in it as a human. It’s a way to reconnect<br />
with the earth and your place in nature and the world,” she said.<br />
Plus, goats + yoga = comic relief.<br />
“In life, there are many distractions but few are as cute as baby<br />
goats,” Harrison said. Yoga is about being in the moment, and it’s<br />
hard not to be very aware and present when you are sharing space<br />

After a year away, Summer Jam returns<br />
to downtown Mount Sterling <strong>June</strong> 17-19.<br />
“Especially after COVID, it’s just nice to<br />
have the opportunity to get out with your<br />
children and let them have fun and to walk<br />
through the downtown streets safely,” said<br />
Becky Martin, a member of the Mount Sterling<br />
Chamber of Commerce, the festival’s<br />
host. “All of the shops will be open. There<br />
will be rides and food trucks and entertainment.<br />
It’s going to be a fun, festive atmosphere.”<br />
All the action will take place on London<br />
Street between Church and Columbus<br />
streets and on Main Street one block to the<br />
east and one block to the west of London<br />
Street.<br />
Hammer Time Pub, 27 S. London St., is<br />
sponsoring live music each night. Bands<br />
will play on the street in front of the pub.<br />

beverages can<br />

Festival goers<br />
are welcome to<br />
bring lawn chairs for the general seating<br />
area in front of the stage. The pub is setting<br />

The Diamond Brothers will play music<br />
from the 50s, 60s, 70s and 80s on Thursday<br />
night. Super Pretty Fabulous will perform<br />
“a cornucopia of rock music from the 70s to<br />
now” on Friday night. The Firebirds will<br />
round out the weekend, performing a wide<br />
variety of music on Saturday night. Earlier<br />
that day, Hammer Time is sponsoring kids’<br />
karaoke.<br />
Along with the music, contests and competitions<br />
are a big part of Summer Jam.<br />
Teams of two can sign up for the corn hole<br />
tournament set for Friday night. The entry<br />
fee is $10 per team. Prizes will be awarded.<br />
Hairy Styles Dog Salon is the tournament<br />
sponsor.<br />
Baby and royalty contests for children<br />
ages 0 to 18 years old are planned. On<br />
Thursday, Junior Miss (ages 11-13) and<br />
Miss (ages 14-18) contestants will compete.<br />
On Saturday, the focus is on: boys and girls<br />

the line of duty. It involves doing 100<br />
pullups, 200 pushups and 300 squats between<br />
two one-mile runs. As payback,<br />
Reed’s best friend signed her up for goat<br />
yoga.<br />
“I’ve done plenty of yoga but never goat<br />
yoga. I was expecting a goat on my back and<br />
goat poop everywhere,” Reed said.<br />
Neither of those visions materialized. Instead,<br />
Elvis Juice, a brown-headed guy with a full tummy following<br />
the bottle feeding at the start of the session, took up residence at<br />
the back of Reed’s mat and dozed off.<br />
“I wasn’t sure about doing some of the poses because I totally<br />
thought he was going to get a mouthful of my hair,” she said, laughing.<br />
She left the class with her full head of hair and positive vibes.<br />
“It was a nice hour of sweating, laughing, and having a good, relaxing<br />
time,” she said.<br />
Which speaks to Reed’s second reason for attending the class.<br />
She invited her sister, who is going through a challenging time, to<br />
participate, too.<br />
“A few weeks ago, her 2-year-old son was diagnosed with a brain<br />
tumor. It was good to see her get out, laugh, and relax a little bit,”<br />
Reed said.<br />
For Harrison and Bernstein, these stories are that much more<br />
motivation to keep doing what they’re doing. The two connected several<br />
years ago when Harrison served as Bernstein’s wedding coordinator.<br />
Bernstein was completing her first round of yoga instructor<br />
training. Harrison was operating her farm and doing event coordination<br />
gigs.<br />
The two became friends and business partners. Harrison’s goal<br />
with her farm is to provide the public with a holistic experience that<br />
promotes wellness, a connection with nature, and an appreciation<br />
for farming. She does that through on-the-farm dinners, private<br />
events, and tours. Another way is goat yoga with Bernstein as the<br />
farm’s in-house guide.<br />
“It wasn’t my plan to become a goat yoga instructor. The concept<br />
didn’t even exist when I was going through my first teacher training,”<br />
said Bernstein, who also teaches traditional yoga classes.<br />
“Then Katherine invited me to teach at her farm, and we saw an<br />
article on goat yoga. It all happened organically for us. Even though<br />
it was a trend nationally, we were already creating a yoga community<br />
at the farm. This just fit well.”<br />
This is the duo’s sixth season of offering goat yoga. While most<br />
of the classes take place on the farm, Harrison and Bernstein are<br />
open to the idea of doing more off-site sessions like the one in Plain<br />
City.<br />
“Off the farm or not, yoga is a practice of presence. Poses, breathing,<br />
goats—if all of that helps you to be present, we are doing yoga<br />
regardless,” Bernstein said.<br />
Linda Granger, Plain City’s parks and recreation director, said<br />
she plans to poll the public to see if they’d like a repeat of goat yoga<br />
on the village’s recreation calendar.<br />
“If there is enough demand, we will probably do another goat<br />
yoga session later in the season,” she said.

Teens and adults have a new opportunity<br />
to test their strength, agility, and grit.<br />
On <strong>June</strong> 4-5, London city employees and<br />
others volunteered their time to install a<br />
six-station FitCore Extreme outdoor fitness<br />
course at Cowling Park.<br />
The six stations are as follows:<br />
• A-Frame Cargo Net—Users climb up one<br />
side, transition over the top beam, and climb<br />
down the other side.<br />
• Jump Hang—Users jump from a launch<br />
ramp to grab a suspended cargo net, then<br />
make their way across the underside of the<br />
net to reach the other side without touching<br />
the ground.<br />
• Angled Overhead Ladder—Similar in appearance<br />
to monkey bars, this obstacle tests<br />
upper body strength. Steps at each end help<br />
users to reach the rungs. Steps in the middle<br />
allow for entry or dismount for a shorter<br />
challenge.<br />
• Unstable Bridge—Two planks hang from<br />
a crossbar. Users hold onto both sides of the<br />
planks and work their way across the expanse,<br />
without touching the ground.<br />
• Ledge Hanger—Users must have good<br />
finger strength and upper body strength for<br />
this station which features small ledges attached<br />
at intervals across the width of a<br />
large panel. There are three color-coded<br />
challenge levels from which to choose.<br />
• Over Under Bars—As described on the<br />
Landscape Structures website, this station<br />
requires users to jump high and duck low.<br />
For an easier go of it, users can jump over<br />
the short bars and duck under the tall bars.<br />
Advanced users can try doing the opposite.<br />
Installation of the obstacle course wraps<br />
up the park improvement project known as<br />
Access Cowling. Started in late 2016, the<br />
project used a combination of local donations,<br />
state funding, and volunteer labor to<br />

stations on the new FitCore Extreme fitness course at Cowling Park. Visible in the background<br />
are the “jump hang” and “over under bars.” Alderman and Flynn were part of a<br />

“I’m very proud of it. I’m very proud of<br />
the community for everything they did. It’s<br />
overwhelming, the support we received,”<br />
said Amy Rees, president of the London<br />
Community Organization, the non-profit<br />
under which Access Cowling functioned.<br />
“We’ve created a place everyone can enjoy,<br />
whether they have mobility issues or are<br />
elite athletes. It’s something for the whole<br />

Strong acting saves latest ‘Conjuring’ installment<br />
Hollywood has been combing<br />
through the case files of<br />
paranormal investigators Ed<br />
and Lorraine Warren for ideas<br />
for more than four decades<br />
now, but it wasn’t until 2013 that anyone thought to<br />
make a movie centered around the dynamic demonfighting<br />
duo of the Northeast.<br />
In “The Conjuring,” the story revolves around their<br />
attempt to uncover the origins of a haunted farmhouse<br />
before it destroys the sweet family living within, but it<br />
wasn’t the tried-and-true horror trope that captured the<br />
interest of the general public. Though considered one of<br />
the best supernatural films of the decade, what made<br />
“The Conjuring” such a hit was the chemistry between<br />
the actors Patrick Wilson and Vera Farmiga and their<br />
depiction of the unwavering faith between their real-life<br />
counterparts as they fought off demons while battling<br />
their own. Not only did their portrayal add something<br />
new to the horror-sphere, but it also sparked a newfound<br />
interest in the couple (along with newfound<br />
claims of fraud) and kickstarted a multi-million dollar<br />
franchise and extended universe with solo films and<br />
spinoffs where they play second fiddle to haunted dolls<br />
and other objects.<br />
In their latest venture, “The Conjuring: The Devil<br />
Made Me Do It,” the two take center stage once again<br />
as they try to prove a young man accused of murder only<br />
did so at the behest of evil spirits.<br />
The film begins in slick and stylized fashion as Ed<br />
(Wilson) and Lorraine (Farmiga) carry out an exorcism<br />
on 8-year-old David Glatzel (Julian Hilliard) in early<br />
1980s Connecticut. With thick fog rolling through the<br />
kitchen and David doing his best impression of a human<br />
pretzel on the dining table to great sound effect, they<br />
try to get the spirit to leave the boy despite the physical<br />
and emotional toll it is taking on their own bodies. Try<br />
as hard as they might, this demon is not leaving—until<br />
the boyfriend of David’s sister invites it into his own.<br />

was not able to explain that he<br />
saw the transference), Arne<br />
Cheyenne Johnson (Ruairi O’-<br />
Connor) goes about his life none<br />
the wiser. But soon odd things<br />
start to happen—a cereal box<br />
falls to the floor, he sees visions,<br />
and his once even temper becomes<br />
shorter.<br />
One day while helping his<br />
girlfriend Debbie (Sarah<br />
Catherine Hook) do odd jobs<br />
around the dog kennel where<br />
they work, he “blacks out.” When he finally comes to, he<br />
is covered in blood and realizes he has stabbed business<br />
owner Bruno Sauls (Ronnie Gene Blevins) to death.<br />
Upon hearing the news, a newly awakened Ed and<br />
his increasingly clairvoyant wife Lorraine rush back to<br />
town to try to uncover how this happened. Unlike the<br />
local law enforcement officials, the prosecuting attorney<br />
and the international media, they whole-heartedly believe<br />
Arne’s claim that the devil made him do it.<br />
Rather than delve into a straight courtroom drama<br />
with elements of Satanic Panic, the film retraces the<br />
case to the beginning when Ed and Lorraine first heard<br />
about David’s possession. Through flashbacks, tight<br />
shots of dark and dank quarters, and a jump scare involving<br />
a waterbed, they determine someone had placed<br />
a powerful curse on him, one that would have made him<br />
kill anyone the demon commanded. With that part of<br />
the mystery solved, they have to figure out who placed<br />
the curse on him, why, whether it has truly transferred<br />
to Arne and how far this curse-placer is willing to go to<br />
get what they want.<br />
As the eighth installment in the greater Conjuring<br />
universe, “The Devil Made Me Do It” ran a real risk of<br />
losing the appeal that made the latter films so popular,<br />
especially since it is based on a real-life murder case and<br />
not just an alleged haunting. Like it or not, true crime<br />
is an increasingly popular medium for theory and story,<br />
so it makes sense the creators wanted to pivot to one of<br />

Ed and Lorraine’s most controversial cases. I’m not certain that will<br />
be a lasting change in this universe, but it does open the doors to<br />
explore more avenues should they so choose.<br />
As with the previous “Conjuring” films (and some of the spinoffs,<br />
to be honest), the strength of this one lies with the acting, especially<br />
from Wilson and Farmiga. They once again give a fantastic performance,<br />
one that carries the film through some rough story<br />
patches, stilted dialogue, and questionable decisions involving jump<br />
scares with waterbeds. We former owners of said “beds” know all<br />
about their evilness.<br />

vaccination clinics<br />
I’d like to recognize <strong>Madison</strong> County Public Health (MCPH) for<br />
an outstanding job of administering 20,000 COVID-19 vaccines. It<br />
has been and continues to be a positively Herculean effort that our<br />
public health staff is providing to all our county residents.<br />
If you’ve never appreciated<br />
the hard work the folks at the<br />
health department do (and<br />
they do an enormously good job even in epidemic-free years), I hope<br />
that you appreciate the work that our county health commissioner,<br />
Chris Cook, and the staff at MCPH have done in the last year and<br />
half.<br />
The drive-through vaccines were staffed by employees who<br />
stepped out of their roles as environmental health professionals,<br />
WIC service providers, office staff, and fiscal officers to serve as traffic<br />
directors, registration staff, educators, post-vaccine monitors and<br />
volunteer coordinators. The staff nurses and school nurses worked<br />
tirelessly to provide vaccines in schools for staff and students and<br />
then were at the drive-through clinics to help, too.<br />
Staff also coordinated and trained a very much appreciated<br />
group of volunteers to give vaccines and help with all the jobs listed<br />
above that made the drive-through clinics such a success. Clinics<br />
were also supported by our law enforcement, EMS, EMA, the<br />
Chamberlain School of Nursing students, and our OSU friends at<br />
Molly Caren Agricultural Center.<br />
All the while, the staff at MCPH continued their normal services.<br />

Pets should be dressed in summer clothes. Mad Hatter is sponsoring<br />
a bike decorating contest with a patriotic theme. Age groups are<br />
1-4, 5-8, and 9-12 with a trophy going to each age group winner and<br />
gift bags to all entrants. Masonic Lodge 269 will be awarding prizes<br />
to the winners of a hot dog eating contest.<br />
On Saturday afternoon, Mount Sterling’s parks and recreation<br />
department will teach children about fishing, providing them with<br />
educational materials and helping them to practice casting into hula<br />
hoops on the town hall lawn. Thanks to grant funding, the village is<br />
giving away rods and reels, and participants have the chance to win<br />
fishing-related prizes, such as nets, lanterns, hats and flashlights.<br />
For those who want to test their aim and throwing arms, Mount<br />
Sterling Eagles Youth League is manning a dunk tank on Saturday.<br />
On the creative side of things, children and adults can make and<br />
take miniature island beach gardens outside of Mad Hatter, 17 E.<br />
Main St., on Saturday. The cost is $10. Gardener Christy Pearl is<br />
providing soil, sand, rocks, decorations and plants.<br />
Prior to opening ceremonies on Thursday, the Ohio Department<br />
of Agriculture will hold a press conference at 11 a.m. to bring awareness<br />
to Tyler’s Law which takes steps to modernize safety inspection<br />
standards for amusement rides and helps to ensure that<br />
qualified ride inspectors are hired. The law is named after Tyler<br />
Jarrell who died while on an amusement ride at the Ohio State Fair<br />
in 2017. ODA representatives will include Albanese Amusements<br />
& Entertainments, the Newark company providing Summer Jam’s<br />
rides, in the press conference.<br />
New this year, the festival is offering $12 wristbands good for<br />
unlimited rides from noon to 4 p.m. Saturday.<br />

Watch hams in action<br />
The <strong>Madison</strong> County Amateur Radio<br />
Club will participate in a national emergency<br />
communications preparedness exercise<br />
on <strong>June</strong> 26-27. Known as Field Day, the<br />
exercise involves setting up and operating<br />
emergency radio communications using amateur<br />
(ham) radio to communicate with similar<br />
operations throughout the country.<br />
The club will conduct its Field Day operations<br />
at the Deercreek Township Hall, 75<br />
Middle St., Lafayette, beginning at 2 p.m.<br />
<strong>June</strong> 26 and concluding at 2 p.m. <strong>June</strong> 27.<br />
Operations will include digital messaging,<br />
as well as voice and Morse Code communications.<br />
The <strong>Madison</strong> County club members<br />
will demonstrate the “magic” of ham radio<br />
by contacting hams across the country using<br />
wire antennas, low-power radios and emergency<br />
power.<br />
The public is invited to come and see<br />
modern amateur radio technology in action<br />
and learn about this exciting hobby. Club<br />
members will be available to answer questions,<br />
provide literature and even help visitors<br />
get on the air. The best visiting times<br />
are 2-6 p.m. <strong>June</strong> 26 and 10 a.m.-2 <strong>June</strong> 27.<br />
Field Day is sponsored by ARRL, the national<br />
association for amateur radio, and<br />
has been an annual event since 1933. This<br />
year’s operations are expected to involve<br />
over 40,000 ham radio operators from across<br />
North America.<br />
Often using only emergency power supplies,<br />
ham operators construct and operate<br />
emergency stations in parks, shopping<br />
malls, schools and backyards around the<br />
country. Their slogan, “When All Else Fails,<br />
Ham Radio Works,” is demonstrated by<br />
hams who can send messages in many<br />
forms without the use of phone systems, internet<br />
or any other infrastructure that can<br />
be compromised in a crisis. The event combines<br />
public service, emergency preparedness,<br />
community outreach and technical<br />
skills.<br />
Modern amateur radio is a fast-growing<br />
hobby. There are now nearly 28,000 licensed<br />
amateurs in Ohio, more than 750,000 in the<br />
United States, and more than 2.5 million<br />
worldwide. Through the ARRL’s Amateur<br />
Radio Emergency Services program, volunteers<br />
provide emergency communication for<br />
thousands of state and local emergency response<br />
agencies and non-emergency communications<br />
services to a wide variety of<br />
community and civic organizations, all without<br />
cost to the public.<br />

HALL<br />
Sharon A. Hall, 71, passed away in Palm Beach Shores, Fla., on<br />
May 27, <strong>2021</strong>. Sharon and her husband, Fred, had lived in Florida<br />
since 2018. Prior to relocating to Florida, Sharon was a life-long resident<br />
of West Jefferson, Ohio.<br />
Sharon was born on Jan. 18, 1950, to Donald and Geneva Bidwell.<br />
Sharon was preceded in death by her husband, Fred A. Hall,<br />
who died just two months earlier on March 27, <strong>2021</strong>. Sharon was<br />
surrounded by a large group of wonderful and supportive friends.<br />
Special friends include Linda Ott and her family, Aaron Brown,<br />
Paula Peters, Susie Lindig, Kim Pruett, the Shawl sisters and many<br />
others. Sharon is survived by her cousins, Carolyn (Daniel) Fox, Bob<br />
(Deanna) Bennett, and Hal Bennett, as well as her aunt, Ruth Bidwell.<br />
Sharon was an active and lifetime member of West Jefferson<br />
United Methodist Church. She also was active with many charities,<br />
notably serving as the chair of the board of directors for Columbus<br />
Speech and Hearing.<br />
Sharon enjoyed a successful career in the insurance industry,<br />
working for Motorists Mutual Insurance and Grange Insurance.<br />
She obtained a degree from Capital University and held the prestigious<br />
Chartered Property and Casualty Underwriting designation<br />
which consists of successfully completing 10 separate tests over a<br />
five-year period. Sharon retired as an executive at Grange Mutual,<br />
and with her corporate success, she was a role model to many young<br />
professionals in the insurance industry.<br />
A Celebration of Life ceremony will be held on <strong>June</strong> 15 at Rader-<br />
McDonald-Tidd Funeral Home, West Jefferson. A visiting hour begins<br />
at 10 a.m. A service will immediately follow with Pastor Ruth<br />
Pribe officiating. Interment will be at a later date at Sunset Cemetery,<br />
Galloway.<br />

Janet Lee (Dent) Frederick passed peacefully at home on <strong>June</strong><br />
2, <strong>2021</strong>.<br />
She was preceded in death by: her parents, Claude and Iva Jo<br />
(Loar) Dent, husband Roy F. Frederick, nephew John David Johnson,<br />
daughter Marcia (Jody) Frederick, and sister Claudette Johnson.<br />
She is survived by: her loving sister, Jo Ann (Fred) Allen; devoted<br />
daughter, Catherine (Kay) Routte; grandchildren, Scott (Theresa)<br />
Routte, Hunter (Melissa) Routte; great-grandchildren, Brayden<br />
(Jayde) Morris, Breana Morris, Mason Gabriel, Avery Rose Routte;<br />
great-great-grandchildren, Hendrix and Tegan Morris; nieces, Rebecca<br />
Hensley, Karen Hephner; and nephews, Christopher (Claire)<br />
Allen, Cliffe Allen, and Paul (Karen) Allen.<br />
She was born in Ashland, Ky., on July 6, 1933. She was a graduate<br />
of Ashland High School. She graduated from Western Kentucky<br />
University at the age of 19 with a master’s in chemistry and<br />
a minor in math.<br />
The summer after graduating from college, she married the love<br />
of her life, Roy Fields Frederick.<br />
Janet was the first salaried female chemist at General Electric<br />
in Louisville, Ky.,, where she worked until she resigned to care for<br />
her young family.<br />
In 1967, she began her teaching career at West Jefferson High<br />
School as the algebra, calculus and trigonometry teacher. During<br />
her tenure she served as the cheerleading advisor for a short time.<br />
But most notably she was the yearbook advisor until the day she<br />
retired in 1997. She always had a camera hanging from her neck!<br />
Not long after retirement, she was elected to the school board of<br />
Jefferson Local Schools where she served for several years.<br />
She was a daughter, a sister, a wife, a mother, an aunt, a grandmother,<br />
a great-grandmother, a great-great-grandmother, a friend,<br />
a teacher, a mentor and a Roughrider through and through.<br />
A service was held on <strong>June</strong> 9 at Rader-McDonald-Tidd Funeral<br />
Home, West Jefferson. A dinner and celebration of life followed at<br />
the Veterans of Foreign Wars post in West Jefferson.<br />
TERRY<br />
It is with profound sadness that the family of Marilyn Christine<br />
Terry, 85, announce her peaceful passing on <strong>June</strong> 4, <strong>2021</strong>. Marilyn<br />
was born on July 18,1935, to Ira Oliver Henson and Ada Gay (Webb)<br />
Henson. Marilyn was married to Jack H. Terry on Sept. 5, 1953.<br />
She loved the Lord and was a faithful and<br />
lifelong member of Apostolic Gospel Church of<br />
West Jefferson (in her younger years) and currently<br />
London Apostolic Gospel Church.<br />
Marilyn graduated from Fairfield High<br />
School in 1952. Over the years, was employed<br />
by Ohio Bell, Canfield, The Williams Co., <strong>Madison</strong><br />
Elms and Orient State Institution. She retired<br />
from <strong>Madison</strong> County Hospital in 2010<br />
after 35 years of service as a nurse technician, most recently in the<br />
Labor and Delivery Unit.<br />
Her family was a great source of love, pride and support to her,<br />
as were all her friends, and her neighbors at Hyde Park, where she<br />
resided for the last 24 years of her life.<br />
She is survived by: her five children, Darla and Mark Bires of<br />
South Charleston, Jill and Dustin Deyo of London, Jeff and Carol<br />
Terry of Wilmington, N.C., Vicki and Ralph Miller of London, and<br />
Christi and Scott Beathard of Argyle, Texas; grandchildren and<br />
step-grandchildren, Dustin (Teresa) Howland, Courtney (Bruce)<br />
Townsend, Devon Deyo, Wesley (Grace) Deyo, Ross Deyo, Andrew<br />
(Briana) Terry, Jill Beathard, Andrea (Tim) Dill, Kyle (Krystin)<br />

most was spending time with friends and<br />

<strong>Madison</strong>-Plains seniors help to spruce up Sterling<br />
On May 7, 22 <strong>Madison</strong>-Plains High School seniors headed to<br />
Mount Sterling to participate in their annual Senior Service Project<br />
to give back to the community that has given so much to them.<br />
Once the seniors arrived, they got right to work assisting village<br />
leaders with community service tasks. Students spent several hours<br />
working in the village and at the Mount Sterling Community Center<br />
picking up litter, pulling weeds from flowerbeds, trimming<br />
bushes, planting flowers, and spreading mulch.<br />

Summer Crisis Program starts July 1<br />
The <strong>2021</strong> Summer Crisis Program (SCP)<br />
will provide eligible households with a onetime<br />
benefit to assist with electric utility<br />
bills, central air conditioning repairs, and<br />
air conditioning unit and/or fan purchases.<br />
Household income must be at or below 175<br />
percent of the federal poverty guidelines,<br />

Plus (PIPP) customers are eligible for assistance<br />
towards their default PIPP payment,<br />
first PIPP payment, central air conditioning<br />
repairs, or may receive an air conditioning<br />
unit and/or fan.<br />
• A household’s electric utility has a disconnect notice, has been<br />
shut off, or new electric service is being established for the household.<br />
These households may also receive an air conditioning unit<br />
and/or fan or central air conditioning repairs, if the household can<br />
maintain electric service for 30 days.<br />
This year, the program will be open July 1-Sept. 30, <strong>2021</strong>. The<br />
maximum benefit amounts for the <strong>2021</strong> program are $500 for customers<br />
of regulated utilities and $800 for customers of unregulated<br />
utilities (municipal utilities or cooperatives).<br />
Air conditioning units and/or fans may only be provided to eligible<br />
customers who have not received an air conditioning unit or fan<br />
in the last three years. Local Energy Assistance Providers must<br />
complete OCA Form 223 to document the prior year’s SCP inventory<br />
and project the quantity of air conditioning units and fans<br />
needed for the <strong>2021</strong> SCP.<br />
New this year: The utility assistance benefit is separate from<br />
the additional benefit. Households may receive the maximum utility<br />
assistance benefit towards their electric bill and still receive an<br />
additional benefit (i.e., central air conditioner repair, air conditioner<br />
unit, and/or fan).<br />
SCP appointments should be scheduled with the local energy assistance<br />

Levy renewal, parade, traffic lights, and parking<br />

The city of London will be on the Nov. 2<br />
general election ballot with a levy renewal<br />
request. On <strong>June</strong> 3, city council members<br />
unanimously approved the first of two resolutions<br />
needed to place the measure on the<br />
ballot.<br />
The city is seeking voter approval of a<br />
2.1-mill levy for five years for general operating<br />
expenses. The levy has been on the<br />
books since 1991. Voters have renewed the<br />
levy every five years with no increases. The<br />
renewal represents no new taxes, said<br />
Mayor Patrick Closser. The levy generates<br />
$390,000 per year.<br />
Council opted to stick with a renewal because<br />
they don’t want to raise citizens’ taxes<br />
in light of economic stress related to<br />
COVID-19, said council member Carla<br />
Blazier.<br />
City business<br />
Council passed several pieces of legislation,<br />
all of them by unanimous vote.<br />
• authorization for Rex Henry, safety<br />
services director, to advertise for bids for the<br />
replacement of the city’s traffic lights and<br />
controllers at a cost not to exceed $900,000.<br />
The city likely won’t spend the maximum<br />
amount because the plan is to decrease the<br />
number of lights in town.<br />
• amendment of guidelines that determine<br />
where fences can go on private properties,<br />
specifically properties that are corner<br />
lots. Now, a property’s frontage is determined<br />
by the property’s street address.<br />
Fencing cannot be installed in what is considered<br />
the front yard and cannot be within<br />
20 feet of the corner of the property.<br />
• creation of a parking permit for residents<br />
along Park Avenue whose on-street<br />
parking disappeared when the street was<br />
redone. Those residents can apply for a permit<br />
that allows them to park in the Cowling<br />
Park lots for more than the two-hour maximum<br />
without penalty. The first permit is<br />
free; additional permits for the same household<br />
are $5 each. Permits are good for 90<br />
days and can be obtained through the police<br />
department.<br />
• amendment of two other parking<br />
guidelines. The first change makes clear<br />
that city parking lots at parks are only for<br />
people who are there to enjoy the park. No<br />
other parking is permitted there. Closser<br />
said the city has had issues with commercial<br />
vehicles parking overnight on the Park Avenue<br />
lot between the city pool and Cowling<br />
Park. To go with that amendment, council<br />
added a $25 fine for infractions of this rule.<br />
Independence Day parade<br />
With pandemic restrictions loosened,<br />
events are returning to the city’s summer<br />
schedule, including the Independence Day<br />
parade on July 3. Steve Stivers is the parade<br />
grand marshal.<br />
“With him stepping down as our U.S.<br />
Congressman and with everything that he<br />
has done for the city of London, I felt it was<br />
fitting to have him lead our parade that<br />
day,” Closser said.<br />
Stivers recently left public office to take<br />
a job as the president and CEO of the Ohio<br />
Chamber of Commerce.<br />
London’s parade steps off at 11 a.m. at<br />
Park Avenue, then heads down Main Street<br />
to East First Street, ending at Walnut<br />
Street. Lineup is at 10 a.m.<br />
The parade is open to entries for floats,<br />
automobiles, tractors, horses/ponies, elected<br />
officials and candidates, costumed walkers,<br />
decorated bicycles, wagons, carts, festival<br />
queens and courts, and others. A link to applications<br />

COMMUNITY REINVESTMENT AREA RESOLUTIONS<br />
AN RESOLUTION IMPLEMENTING SECTIONS 2725.65 THROUGH 3735.70 OF THE OHIO<br />
REVISED CODE, ESTABLISHING AND DESCRIBING THE BOUNDARIES OF COMMUNITY INVEST-<br />
MENT AREA IN JEFFERSON TOWNSHIP, DESIGNATING A HOUSING OFFICER TO ADMINISTER<br />
THE PROGRAM, AND CREATING A COMMUNITY REINVESTMENT HOUSING COUNCIL AND A<br />
TAX INCENTIVE REVIEW COUNCIL.<br />
WHEREAS The Board (“Board”) desires to pursue all reasonable and legitimate incentive measures to<br />
assist and encourage development in specific areas of Jefferson Township that have not enjoyed<br />
reinvestment from remodeling or new construction, and,<br />
WHEREAS a survey of housing, a copy of which is on file in the office of the <strong>Madison</strong> Country Future,<br />
Inc. as required by Ohio Revised Code (ORC) Section 3735.66 has been prepared for the area to be<br />
included in the proposed Community Reinvestment Area, and,<br />
WHEREAS the maintenance of existing and construction of new structures in such area would serve to<br />
encourage economic stability, maintain real property values, and generate new employments opportunities,<br />
and,<br />
WHEREAS the remodeling of existing structures or the construction of new structures in this Community<br />
Reinvestment Area constitutes a public purpose for which real property exemptions may be granted.<br />
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of the County of <strong>Madison</strong>,<br />
State of Ohio, that:<br />
Section 1: The area designated as the Jefferson Township Community Reinvestment Area constitutes an<br />
area in which housing facilities or structures of historical significance are located, and in which new construction<br />
or repair of existing facilities has been discouraged.<br />
Section 2: Pursuant to ORC Section 3735.66, Jefferson Township Community Reinvestment Area, is<br />
hereby established in the following described area as being north of Intersetate 70 between State Route<br />
29 and US Route 42 exits driving west along Interstate 70. The CRA is bisected by State Route 29 and US<br />
Route 42 and is roughly bounded by Interstate 70 on its southern border, the Little Darby Creek on its<br />
eastern and northern border, and the middle western edge of parcel 08-00902.004 on its northwest<br />
border drawing a straight line south to its southwest border at southeast corner of parcel 05-00214.000.<br />
The Jefferson Township CRA is 1.32 square miles in area, its border being 4.83 miles in length. The<br />
Community Reinvestment Area is approximately depicted as the red-highlighted area on the map<br />
attached to this Residential (see Exhibit A) and by this reference incorporated herein.<br />
Trustees and one member appointed by <strong>Madison</strong> County Future, Inc. The majority of the members shall<br />
then appoint two additional members who shall be residents within the area. Terms of the members of<br />
the Council shall be for three years. An unexpired term resulting from a vacancy in the Council shall be<br />
filled in the same manner as the initial appointment was made. The Community Reinvestment Area<br />
Council shall make an annual inspection of he properties within the district for which an exemption has<br />
been granted under Section 3735.67 of the ORC. The Council shall also hear appeals under Section<br />
3735.70 of the ORC.<br />
The <strong>Madison</strong> County Tax Incentive Review Council shall review annually compliance of all agreements<br />
involving the granting of exemptions for commercial or industrial real property improvements under<br />
Section 3735.671, of the ORC and make written recommendations to the Board as to continuing,<br />
modifying or terminating said agreement based upon the performance of the agreement.<br />
Section 8: The Board reserves the right to re-evaluation the designation of the Jefferson Township<br />
Community Reinvestment Area after December 31, 2050 at which time the Board may direct the Housing<br />
Officer not to accept any new applications for exemptions as described in Section 3735.67 of the ORC.<br />
Section 9: The Community Reinvestment Area Council shall make an annual inspection of the properties<br />
within the district for which an exemption has been granted under Section 3735.67 of the ORC. The<br />
council shall also hear appeals under 3735.70 of the ORC.<br />
Section 10: The Board hereby finds and determines that all formal actions relative to the passage of this<br />
Ordinance were taken in an open meeting of the Board, that all deliberations of this Board and its<br />
committees, if any, which resulted in formal action were taken in meetings open to the public, in full<br />
compliance with the applicable legal requirements, including Section 121.22 of the ORC.<br />
Section 11: That this ordinance shall take effect and be enforce from and after the earliest period allowed<br />
by land and upon confirmation by the Director of the Ohio Development Services Agency of the findings<br />
in this Resolution.<br />
Section 12: The Executive Director of the <strong>Madison</strong> County Future, Inc. is hereby directed and authorized<br />
to petition the Director of the Ohio Development Services Agency to confirm the findings contained<br />
within this Resolution.<br />

NOTICE OF APPLICATION TO<br />
THE PUBLIC UTILITIES COMMISSION OF OHIO OF THE DAYTON POWER AND LIGHT COMPANY<br />
D/B/A AES OHIO TO INCREASE ITS ELECTRIC DISTRIBUTION RATES<br />
TO WHOM IT MAY CONCERN:<br />
Pursuant to the requirements of R.C. 4909.19, The Dayton Power and Light Company d/b/a AES Ohio ("AES Ohio" or the<br />
"Company") gives notice that on November 30, 2020, the Company filed with the Public Utilities Commission of Ohio<br />
("Commission") an Application to increase its base rates for electric distribution service. The Application has been assigned<br />
Case Number 20-1651-EL-AIR by the Commission. AES Ohio is also seeking to amend its tariffs and obtain accounting<br />
authority in connection with the proposed rate increase, which have been assigned Case Numbers 20-1652-EL-AAM and<br />
20-1653-EL-ATA. The Application directly affects AES Ohio's entire service territory, which includes all or parts of Auglaize,<br />
Butler, Champaign, Clark, Clinton, Darke, Delaware, Fayette, Greene, Highland, Logan, <strong>Madison</strong>, Mercer, Miami, Montgomery,<br />
Pickaway, Preble, Shelby, Union, Van Wert, and Warren Counties<br />
Base rates are partially responsible for recovering costs associated with maintaining poles, wires and other distribution<br />
infrastructure that bring electric services into customer’s homes and businesses. In 2015, AES Ohio requested an increase<br />
to its base rates for electric distribution service for the first time in nearly a quarter century. AES Ohio and a diverse group<br />
of interested parties entered into a settlement in that case, which established the lowest residential electric rates in the<br />
State of Ohio. The proposed rates in this case reflect investments in AES Ohio's distribution system and increased costs of<br />
operations and maintenance since 2015, including those relating to the devastation caused by the 2019 Memorial Day<br />
tornados. The proposed rates would also assist the Company to continue to finance and support the infrastructure necessary<br />
to continue providing safe and reliable distribution service to its customers. In reviewing the Application, the Commission<br />
will consider AES Ohio's cost to provide electric distribution service from <strong>June</strong> 1, 2020 to May 31, <strong>2021</strong> and the value of AES<br />
Ohio's poles, wires and other equipment used to deliver distribution service as of <strong>June</strong> 30, 2020.<br />
AES Ohio will continue to have the lowest residential electric rates in the State of Ohio even after approval of the Application.<br />
The Application requests the following percentage increases in distribution service operating revenue on a rate schedule<br />
basis. Those percentages do not reflect the total bill increase, which will be approximately 11.76% for the typical 1,000 kWh<br />
residential user.<br />

Total Secondary: 25.58%<br />
Total Primary: 25.08%<br />
Primary Substation: -10.46%<br />
High Voltage: -16.02%<br />
Street Lighting: 25.11%<br />
Private Outdoor Lighting: 32.81%<br />
The proposals in the Application are subject to changes, including changes as to amount and form, by the Commission.<br />
Recommendations that differ from the filed Application may be made by the Staff of the Commission or by intervening<br />
parties and may be adopted by the Commission.<br />
Any person, firm, corporation, or association may file, pursuant to R.C. 4909.19, an objection to AES Ohio's Application,<br />
which may allege that such Application contains proposals that are unjust and discriminatory or unreasonable.<br />

is and can be a powerhouse, so it’s best this<br />

The shelter’s adoption fees for dogs are<br />
as follows: shelter dogs, $150; prison dogs,<br />
$200; puppies, $250; popular pure-breeds,<br />
$400. Fees includes a Home Again microchip,<br />
shots, deworming, heartworm testing<br />
(if old enough), spay or neuter, and a<br />
one-year rabies shot (if old enough). All dogs<br />
that are adopted must leave with a county<br />
license at an additional cost of $17. The license<br />
fee is cash only. Adoption fees can be<br />
paid by credit card or cash.<br />

Twenty percent of your total bill (not including<br />
tax) will be donated to the shelter,<br />
and this includes drinks. Dine inside or on<br />
the patio, or order carryout. You must take<br />
