We’re told the current increase is being driven by demand for oil with Crude now above 70 US dollars a barrel compared with around 20 US dollars a barrel a little over a year ago. Apart from being shrewd with your fuel purchasing there’s no way to control the pricing. What is the one single factor you the operator can have an influence on? It’s the elephant in the room - the subject of rates. The rates the operator gets paid, and no you’ll not get my views on the subject, good or bad, I always consider it the operator’s commercial decision. If the rates and the operating terms work for you, then fine do it, if not then don’t, but don’t then moan about it. Back in 2008 a number of operators and trade associations had a direct involvement in the consultation around statutory fees, at the time the only legitimate fee that could be charged for stat removal, no matter what size of vehicle or what condition it might be in, a car on its roof, a truck on its side spilt load whatever, was only £105, £12 & £18 (respectively) a day storage and £50 disposal. We had meetings with Geoffrey Biddulph and John Crozier both of roads crime section at the home office, big changes ahead. I know the level of detail that was submitted to the Home Office back in 2008, as I was part of the RHA consultation working group, with John Coupland, Mark McAllister and a few others, we costed every part of a recovery business overhead, every penny was cost, no matter how big or small. Drivers wage, National Insurance, holidays, cost of bank holidays, vehicle running costs, fuel, rents, rates, bank charges, depreciation, I don’t need to list it all. Charging scale We actually created a ghost company, with no stone left uncovered, every scenario you see on today’s stat fee scenario charging scale had an in-depth cost analysis, a cost model, as well as a library of photographs to support the claim, so the laymen in the DfT or the Home Office would review our submission and had nowhere to hide. The end result you see today, however the Home Office didn’t follow through on part of this agreement, it was agreed to have an annual review of the fees and the detail within the scenarios and if they worked for the recovery industry and the general public, not forgetting the complex logistics industry. Despite persistent requests and calls through the Transport APPG, the industry was continually ignored. The recovery industry is today on the verge of a generational change, without any facts there must be at least 50% less recovery operators today than there was back in 2008 when the last consultation was presented to the Home Office. A generational change because a lot of those pioneers, and they were, pioneers, have either sadly passed away, or retired and left the business to the next generation, the younger generation, educated in the world of I.T., social media and the environmental changes with EV’s and Hybrids bring the decision making to the ‘COVID’ generation as we will come to know them. This latest consultation, no matter how many years late it might be is set out to seek views on proposed changes to the following regulations and not just the fees and a percentage uplift: - The Removal, Storage and Disposal of Vehicles (Prescribed Sums and Charges) Regulations 2008; The Police (Retention and Disposal of Motor Vehicles) (Amendment) Regulations 2008 and the Police (Retention and Disposal of Motor Vehicles Regulations 2002; The Road Traffic Act 1988 (Retention and Disposal of Seized Motor Vehicles) (Amendment) Regulations 2008 and the Road Traffic Act 1988 (Retention and Disposal of Seized Motor Vehicles) Regulations 2005; The Police (Retention and Disposal of Vehicles) Regulations 1995. These charges will apply where the police have cause to remove or recover a vehicle in particular sets of circumstances. The consultation also seeks views on whether aspects of the regulations and legislation are adequate to provide a sustainable service for vehicle recovery. 12 PROFESSIONAL RECOVERY MAGAZINE 10, 11, 12, 13 DF.indd 3 15/06/2021 16:14
YOUR INDUSTRY NEEDS VEHICLES FOR SALE VEHICLES FOR SALE As a recovery operator, can you truly say you are familiar with all of those regulations, I know for sure there is only a few operators that have read them, let alone understand them and fully understand them and how that fits your business is critical to a successful recovery business and to get the best results from the consultation. If you’re a member of a trade body or trade association then speak to your representative and ensure you have your say, you do not have to be a member of a trade association you can have your own say, and I would encourage every one of you <strong>Professional</strong> <strong>Recovery</strong> magazine readers to make your own submission, the more detailed responses the better, the stronger the case made for the recovery industry the better, don’t forget this is open to the logistics and haulage and insurance sectors and there likely to have a totally different view to you the operator. It’s this statutory fee legislation and the pricing matrix that creates the very foundations that supports the recovery industry, the mechanism you can rely on to influence the industry’s generalised cost module, from a callout fee, free mileage (whatever that is), specialist charges and the guarantees those finance payments are made ‘Ontime’, no pun intended. With the consultation ending Friday 6th August 2021, the message has to be understood there’s no guarantee this will go the way the operator wants, now more than ever ‘Your Industry Needs You’! It is time all step up to the plate for change, say nothing and the industry will receive more of the same. Finally, and to expand on the comments from that secret operator in the last issue 342, you quote ‘£70k a pop for a new truck’, that’s just a 7.5 tonne transporter, a 12 tonne transporter starts at £100k and as for the price of a heavy, a very good friend of mine Mick Jennings, Managing Director of LJ Transportation and Nationwide Vehicle Assistance (NVA), he continues to make the investment into keeping his fleet up to date and well maintained, having just added a brand new limited edition 6x2 DAF XF.530, just shy of £300k, now that takes some feeding and evidences exactly why the consultation must be taken seriously.
