CONSTRUCTION COSTS
ARE HIGH BUT NOT A
ROADBLOCK FOR NEW
PROJECTS
By Mary Scott Nabers
It has been a very long time since construction
opportunities were as plentiful as they are now. Upcoming
opportunities of various sizes and types are abundant. But,
the price of materials required for construction projects has
escalated significantly. That could cause the demand to slow
even though supply shortages are expected to ease in the
coming months.
Lumber prices, like every other commodity, fluctuate based
on supply and demand imbalances. While demand is at an
all-time high, supply has been negatively impacted by mill
closings, labor shortages, wildfires that have destroyed
thousands of forests, a beetle infection which has killed
millions of trees, and slowdown at lumber mills as a result
of COVID-19. Trucking and transportation issues – higher
gas prices and too few drivers –also are impacting supply.
For all these reasons, the country is experiencing a surge in
construction costs that is historic. Not since shortly after
World War II has the U.S. seen such an escalation in the
price of lumber. Just recently, lumber experienced its largest
price drop in history, which reflects the volatile futures
market. Although demand for new homes and other private
sector construction projects will continue, some believe that
construction opportunities in government marketplaces
will be greater for the next few years. Thousands of
construction projects in government marketplaces are
currently ready to launch in every state. Examples follow.
Iowa
A $23 million bond package was approved by voters in
March of this year for a new Early Childhood Center at the
Boone School District.
The new facility will include a day-care area, preschool
classroom space, a transitional kindergarten, regular
kindergarten classrooms, and an area for first grades. The
new building will replace two other school facilities. The
project is scheduled for a completion date of fall 2023, and
solicitation documents will be released in 2021.
Louisiana
A new $36 million building for Slidell Memorial Hospital has
been announced. The planned three-story facility will house
seven new operating rooms, a COVID, section and space for
patients with infectious diseases. Hospital officials plan to
break ground this year, and a projected opening date for the
completed facility is spring 2023.
Maryland
Hartford County Public Schools is currently in the study
stages for the Homestead-Wakefield Elementary School
Rebuild project, which proposes replacing three existing
buildings with a single 120,000-square-foot building to
house more than 1,100 students. The project timeline
targets June 2022 as the construction start date. District
documents show a total project cost of approximately $45
million.
10 CONSTRUCTIONMONTHLY.COM
Kentucky
The University of Kentucky board of trustees recently
approved the design phase for construction of a new $30
million College of Medicine facility. The new construction
is part of the university’s overall growth plan. It will be a
380,000-square-foot facility with classrooms, simulation
suites, conference rooms, offices, and support space for
staff.
Texas
City leaders in Huntsville are working on a plan to demolish
and rebuild the City Hall at its current site. This project is
on a fast track because the existing facility has structural
beam and foundation issues. A future police building also is
planned, and that construction project will be located in an
area that adjoins 40 undeveloped acres.
The construction project was envisioned as a two-story
32,500-square-foot building, but adjustments are being
considered that could add approximately 13,000 square
feet. Solicitation documents are expected before the end of
2021.
Iowa
Voters approved a $31 million bond election in March to
fund the following projects at the Marion Independent
School System:
• New auditorium on the high school campus - $7.7 million.
• New outdoor activities complex at the high school
campus - $5.7 million.
• Repairs to the high school exterior walls - $500,000.
• New elementary school at Thomas Park - $15.3 million.
• Renovation and additions at Francis Marion Intermediate
- $6.6 million.
Projects will be constructed beginning with the new
outdoor activities complex, followed by the new elementary
school. The new campus will replace Stary Elementary
School at the same site as the activities complex at Thomas
Park..
Virginia
King George County is struggling with the increase in
the cost of lumber and other materials as it prepares for
construction of a new courthouse. An aging facility will
be replaced with a new 50,000-square-foot building, but
the projected cost has escalated by $4 million to a new
estimate of $17.1 million. County officials may employ costcutting
measures such as design, but time is short as the
completion date has been announced as August 2023.
Alabama
Contractors will not want to overlook the vast number of
upcoming opportunities in Alabama. Voters in Birmingham
recently approved an $11.25 million bond package that will
fund parks and recreation projects. Another $4.74 million is
available from a former bond package and can be tapped.
Voters across the state approved a $1.24 billion bond
package to fund projects at K-12 schools, colleges, and
universities. Approximately 1,600 public schools will benefit
from the funding, and the Alabama Community College
System has another $120 million to distribute among the
state’s 24 community colleges.
The good news is that demand for construction is exceeding
rapidly. The bad news is that construction costs have
escalated as well. The better news is that funding, especially
for public sector entities, is more readily available than it has
been in the past. The number of funding options which can
be tapped is enormous as well as diverse. Federal funding
sources include the American Rescue Act, Pre-Disaster
Mitigation Funding, Community Development Block Grant
programs, Public Private Partnership coalitions and more.
Private sector options include eager investment options
from regional banks, insurance firms, individual investors,
and large private sector investment firms. Municipal bonds
provide another option, and legislative bodies seem to be
willing to allocate funding as well.
If public officials want to move forward with construction
projects, they can certainly do that using one or more of
these options.
Along with contracting opportunities such as these, elected
officials at many jurisdictional levels of government are in
conversations related to large collaborative infrastructure
projects. Expectations are that Congress will pass an
infrastructure bill - one that encourages public officials to
move forward with substantial projects and incentivizes
private-sector investment funding.
Mary Scott Nabers is president and CEO of Strategic Partnerships Inc., a business
development company specializing in government contracting and procurement
consulting throughout the U.S. Her recently released book, Inside the Infrastructure
Revolution: A Roadmap for Building America, is a handbook for contractors,
investors and the public at large seeking to explore how public-private partnerships
or joint ventures can help finance their infrastructure projects.
A flap of excess membrane of the pre-applied
waterproofing must be left exposed above the shoring
wall in the transition area and remain viable so it can be
tied into the podium waterproofing at a later time. That
requirement was ignored. Instead, the transition strip
used to connect the two systems was removed. How
could qualified contractors do this?
The primary reason is that only a handful of people really
understand why that flap of random membrane is so
important. In this case, the concrete contractor did not
understand that the flap was a critical connector for the
two different systems. Because the overarching goal
was to just get the work done, the concrete crew cut the
membrane off at the top of the shoring wall and wadded
up the vertical leg into the corner of the form, making it
completely unusable.
It is at critical junctions like this — better known as
terminations, transitions, and penetrations — that 90
percent of all water intrusion has been documented to
occur. Considering the different contractors working on a
project and the various connections between systems, it
is easy to see why most leaks happen at these junctions.
SERIOUSLY, YOU COULDN’T
CALL FIRST?
By David Leslie, RWC
In the world of roofing and waterproofing, rarely does a
day go by when a colleague or client utters the dreaded
phrase, “So I have this situation …” I feel a pit forming in
my stomach when I hear those words, because they are
typically said long after a painless solution to the problem
is possible. After 30 years in the weather-barrier industry
as an installer, consultant, and manufacturer, I have been
involved in countless “situation” conversations and can
assure you they are no fun. Let me offer an example.
My team has a project right now that has Underseal preapplied,
below-grade waterproofing on the foundation
wall of a parking garage that will be tying into the podium
deck waterproofing. In this case, the “situation” occurred
after the concrete contractor had finished placing curbing
around the podium deck (Fig. 1).
The purpose of pre-applied waterproofing is to maximize
efficiency by casting the concrete wall against it,
eliminating the wasted space of a trench. The membrane
from the top of the shoring wall down (which was never
intended to see the light of day) is sandwiched between
the concrete wall and the surrounding shoring wall.
16 CONSTRUCTIONMONTHLY.COM
What is the fix for a situation like this one? Unfortunately,
the correction is often demanding and sometimes
completely unreasonable to perform. We see it every
day: Major grade beams cast without waterproofing, large
banks of utility lines running through the waterproofing
without being detailed. Truly, the only way to properly
correct those missteps is to jack out the concrete and
start over. But rarely can a project absorb the additional
cost or delayed schedule to make such extensive
corrections.
In the pictured example, the fill under the podium deck
must be excavated, exposing the membrane to install
a transition membrane. Making this correction after
the fact adds time and expenses that could have been
avoided.
Who’s job is it to prevent this type of situation? While it
is everyone’s responsibility, the general contractor must
take ownership. The problem is that the modern-day
construction method of design-bid-build is fragmented.
All the participants are specialists focusing on a single
task, unaware of how their work impacts the building as
a whole. In fact, the contract documents intentionally
silo the individual disciplines and then isolate the lines of
communication. The general contractor is obligated to the
owner to produce a building that meets the contractual
agreement. Ultimately, coordination between the various
trades as well as verification that the project outlined in
contract documents is constructible are the responsibility
of the general contractor.
One would say, therefore, that the general contractor, in
the situation described, should have done a better job,
ut the issue is not that clear cut. A general contractor
who makes weathertight buildings cannot personally
monitor every inch of a project. One person — an
architect, a foreman or a consultant — is typically made
responsible for critical systems, such as HVAC, structural
and building envelope. That individual’s most important
attribute is knowing what problems to anticipate before
they happen. By being aware of junctions prone to leaks
and water damage, he or she can direct questions and
concerns in advance to the correct advisers.
FOUNDATION
SILL
It is hard to fathom how new buildings can leak when
the primary purpose of a building is to provide shelter
from outside elements. While there are actually many
reasons a new building leaks, there are no good reasons.
And sadly, the number-one cause of litigation in new
construction is water intrusion.
To avoid the “situation” conversation, consult the
experts when it comes to terminations, transitions, and
penetrations during construction. This will help keep you
on schedule, on budget and out of court.
Selling in the COVID Era
Wednesday, July 21 | 1:15 p.m. - 2:15 p.m. | Keynote Area
Selling in the construction industry during and post COVID is challenging. Some of the tried and true methods are less
effective and many new ones are not as effective as they were at the onset. How do you adjust your sales strategy to
continue to produce profitable business, increase revenue and even grow in this time period? Giving up on sales is a
mistake and will be realized often when it’s too late. What we’ll cover:
• Is outside sales still relevant • Is Zoom the new normal • Is face to face selling possible
How can you integrate digital selling with traditional selling?
We will dive deep into all these areas and you will come out with a baseline to build a sales plan. Many construction
industry related companies are thriving in this climate. This is a chance for you to be one of those experiencing success.
Target Audience: Architects, General Contractors, Subcontractors, Builders & Remodelers
Networking & Association Use
Thursday, July 22 | 1:15 p.m. - 2:15 p.m. | Keynote Area
Many contractors never join relevant associations that can produce revenue for them. Even worse they spend the dues
money and don’t maximize the effectiveness of the association. We will layout how to determine what associations to
join, how to work them and get business from your involvement. The single greatest way to find grouped customers and
network contacts is right in your backyard association!
Work them to the fullest and you’ll never make a cold call again!
9:30 a.m. - 10:30 a.m. | Room 111
Bo Young
Commercial Development Manager | TERM Barrier Systems Division
With the high growth potential of Mass Timber structures in regions with heavy termite pressure, studies by Mississippi
State University and the US Forest Service point to the possibility of termite damage and water absorption. Termite damage
and water absorption is a concern. However, our purpose today is to inform you of a physical, non-pesticide termite and
water barrier protecting almost the entire building envelope. Research on this termite and water barrier started 21 years
ago with Texas A&M University entomology scientists. The research has since expanded to a total of 7 university and
governmental entomology laboratories. Incremental cost of this physical barrier is minimized because the termite barrier is
built into an upgraded waterproofing barrier.
This course describes the development and use of this waterproofing / termite barrier, which is supplemented by screen
and stone termite barriers which are in use around the Pacific Rim, to create structures with termite barrier around the
building.
This course describes the development and use of this waterproofing / termite barrier, which is supplemented by screen
and stone termite barriers which are in use around the Pacific Rim, to create structures with termite barrier around the
building.
a consistently profitable and healthy construction company to thrive in the best times and survive the downturns that
inevitably will return at some point?
