GM Schools review how to<br />

use millions in federal funds<br />

What to do with $18.9 million? That’s<br />

the question before the <strong>Groveport</strong> Madison<br />

Board of Education.<br />

What is ESSER funding?<br />

<strong>Groveport</strong> Madison Schools expects to<br />

receive the $18.9 million from The<br />

Elementary and Secondary School<br />

Emergency Relief Fund (ESSER). This federal<br />

money is in ESSER 3 funds, which<br />

must be spent by September 2024.<br />

ESSER 3 funding is available to help<br />

safely reopen schools and address the<br />

impacts of the COVID-19 pandemic on students’<br />

academic, social, emotional, and<br />

mental health needs, including interventions<br />

to address “learning loss” — delays in<br />

students’ academic progress related to the<br />

pandemic — and support equity with services<br />

and supports for student populations<br />

that the pandemic has disproportionately<br />

impacted.<br />

Specifically, the funds can be used for:<br />

activities authorized under certain existing<br />

federal education grant programs;<br />

coordinating preparedness and response<br />

efforts with public health departments and<br />

other agencies to prevent, prepare for and<br />

respond to COVID-19; addressing needs of<br />

low-income students, students with disabilities,<br />

English learners, racial and ethnic<br />

minorities, students experiencing<br />

homelessness, foster youth; procedures<br />

and systems to improve the preparedness<br />

and response efforts; training for staff on<br />

sanitation and minimizing the spread of<br />

infectious diseases; purchase of supplies to<br />

clean and sanitize facilities; planning for<br />

and coordinating during long-term closures<br />

(meals, technology, IDEA, and other<br />

educational services provided consistent<br />

with federal, state, local requirements);<br />

purchase of educational technology for students,<br />

including low-income and IDEA;<br />

provision of mental health services and<br />

supports; summer learning and supplemental<br />

after school activities; providing<br />

school leaders with the resources to<br />

address the schools’ needs; school facility<br />

repairs and improvements to reduce risk of<br />

virus transmission and exposure to environmental<br />

health hazards and to support<br />

student health; inspection, testing, maintenance,<br />

repair, replacement, and<br />

upgrades to improve the indoor air quality<br />

in schools, including mechanical and nonmechanical<br />

heating, ventilation, and air<br />

conditioning systems, filtering, purification,<br />

and other air cleaning, fans, control<br />

systems, and window and door repair and<br />

replacement; and maintaining the operations<br />

and continuity of services and continuing<br />

to employ existing staff.<br />

Last fall <strong>Groveport</strong> Madison received<br />

$1.9 million in ESSER 1 money that was<br />

used to pay teachers working in the<br />

Cruiser Digital Academy as well as provide<br />

personal protective equipment to students<br />

and staff to protect them from the coronavirus.<br />

This spring the district received $8.3<br />

million in ESSER 2 funding used this summer<br />

to fund: Cruiser Connect program; pay<br />

for eight instructional coaches for teachers<br />

to help with reading and math instruction<br />

and technology integration in classrooms;<br />

200 computer tablets for pre-school; reimbursements<br />

for Chromebook computer losses<br />

and repairs; updating staff Chromebooks<br />

as needed; and facility improvements.<br />

ESSER 2 funds must be used by<br />

September 2023.<br />

Decisions on how to spend the $18.9<br />

million in ESSER 3 funds require input<br />

from the school board and the community.<br />

The district also conducted a survey to<br />

obtain community input. The board will<br />

make a decision on the final ESSER 3<br />

funding plan at its Aug. 11 meeting. The<br />

plan for the ESSER 3 funds must be submitted<br />

to the Ohio Department of<br />

Education by Aug. 20. Once the ODE<br />

approves the plan the funds are released<br />

by the federal government.<br />

New pool policies in effect<br />

The city of <strong>Groveport</strong> has made further<br />

revisions to its policies regarding admittance<br />

to the <strong>Groveport</strong> Aquatic Center following<br />

recent serious incidents at the pool.<br />

On <strong>July</strong> 2, <strong>Groveport</strong> City Council<br />

approved limiting admission to the pool to<br />

individuals and/or families who possess a<br />

resident or non-resident seasonal pass.<br />

Day passes were eliminated.<br />

However, on <strong>July</strong> 12, <strong>Groveport</strong> City<br />

Council approved restoring the purchase<br />

and use of day passes to the pool for<br />

<strong>Groveport</strong> residents. <strong>Groveport</strong> residents<br />

are defined as those who live within the<br />

city’s corporation limits.<br />

The rules for the restoration of day passes<br />

are:<br />

•Group rate 10 packs are not available<br />

the rest of the <strong>2021</strong> season.<br />

•Group outings, defined as organized<br />

groups of six or more, are not permitted.<br />

•<strong>Groveport</strong> residents and up to five<br />

guests are eligible to purchase day passes.<br />

The <strong>Groveport</strong> resident must accompany<br />

the guests to the pool.<br />

•Season pass holders and their guests<br />

are eligible to purchase day passes and the<br />

season pass holder must accompany the<br />

guests to the pool.<br />

•Pre-purchased and pre-issued day<br />

passes may be used if the above criteria are<br />

met.<br />

•Persons who wish to use the <strong>Groveport</strong><br />

Aquatic Center by using day passes must<br />

first acquire a <strong>Groveport</strong> Recreation<br />

Department issued identification card,<br />

which must then be presented and scanned<br />

at the time of day pass payment and entry.<br />

their plan on how to use the ESSER 3 funding on: academic<br />

and instructional support; social and emotional<br />

support for students; facilities and operations; and<br />

community supports and equity.<br />

Proposed health and wellness center<br />

The district is considering using ESSER 3 funds to<br />

develop a health and wellness center (in partnership<br />

with PrimaryOne Health on a suggested a seven-to-10-<br />

year contract) that would be placed in renovated space<br />

at the rear of the District Service Center, 4400<br />

Marketing Place, <strong>Groveport</strong>.<br />

“The primary goal of the health clinic is to assist<br />

children who may lack access to quality health services<br />

by removing or reducing the non-academic barriers<br />

to students’ academic success,” said <strong>Groveport</strong><br />

Madison Superintendent Garilee Ogden. “The clinic<br />

also would provide convenient and much-needed services<br />

to their families.”<br />

The proposed health and wellness center would provide:<br />

services to anyone needing assistance and on a<br />

sliding scale, based on income (it also would accept<br />

Medicaid); the clinic would have its own entrance and<br />

maintain evening and weekend hours; the clinic would<br />

take up slightly more than one-quarter of the total space<br />

proposed in the renovation; pediatric and adult general<br />

health services; dental services; hearing services; vision<br />

services; and mental health and therapy services.<br />

The District Service Center expansion (the remaining<br />

three quarters of the space) would include:<br />

Welcome Center (enrollment); social services; Franklin<br />

County Sheriff’s truancy officers; Franklin County Job<br />

and Family Services; food and clothing bank; and community<br />

office/meeting space.<br />

“The district looked into the concept of a community<br />

health center several years ago to help address non-academic<br />

barriers, such as physical health, mental health, and<br />

family support, that impact our students and their families,”<br />

said Ogden. “Other urban school districts implemented<br />

the community health center model and found it<br />

to be a great asset to the schools and community.”<br />

Ogden said, assuming the health and wellness clinic<br />

was constructed at the DSC, it’s anticipated it could<br />

take more than two years to ready the space for the<br />

clinic as the new transportation center would need to<br />

be constructed first.<br />

“All funds must be spent by September 2024, so we<br />

must adhere to that deadline,” said Ogden. “As proposed,<br />

PrimaryOne Health would cover all operational<br />

costs, including staffing, furniture and medical equipment,<br />

supplies, utilities, etc. Federal ESSER 3 funds<br />

would be used only to cover the cost to renovate the<br />

space in question. We do not anticipate district general<br />

fund dollars being used for any part of the renovation<br />

nor to cover the operations of the health and wellness<br />

center while under the partnership with PrimaryOne<br />

Health, with the exception of maintenance of the<br />

building, as it would be our property.”<br />

To accommodate the proposed health and wellness<br />

center, the transportation center (bus garage) would be<br />

moved to district land at the northeast corner of Bixby<br />

and Hendron roads, abutting Three Creeks Metro Park.<br />

“That site is not suitable for construction of a<br />

school, but it could easily support the needs of a transportation<br />

center,” said Ogden. “The property cannot be<br />

used for a school as it sits in the flood plain.”<br />

Reactions<br />

Board member Kathleen Walsh is not in favor of<br />

using the ESSER 3 money on a community health center<br />

and instead would like to see the district use the<br />

funds to build a new K-8 school building that could<br />

house 500 to 600 students on 6.8 acres of land the district<br />

owns on Centennial Drive in Independence<br />

Village. She said it would relieve student overcrowding<br />

and reduce bus routes. She believes the district has<br />

time to apply for Ohio Facilities Construction<br />

Commission matching funds for a new building.<br />

“We’ve had a golden goose thrown at our feet. I don’t<br />

believe that we can’t get something together quickly,”<br />

said Walsh, who believes the district has legal standing<br />

to use the ESSER 3 funds for a new school. “A new<br />

school addresses our health and academic needs. Let’s<br />

stop punishing the community and use this as an<br />

opportunity. It’s not our job to build a health center.”<br />

<strong>Groveport</strong> resident Brian Casserly agreed with<br />

Walsh, stating the health facility is not needed as<br />

there are other health facilities and options in the area<br />

and student overcrowding is the “biggest problem.”<br />

“I know it’s hard work. We’re asking you to do the<br />

hard work,” Casserly told the board.<br />

<strong>Groveport</strong> Madison Local Education Association<br />

President Joy Bock said the teachers “would love to see<br />

improvements at the buildings,” but also want the<br />

board to move forward with a health facility.<br />

“Health care is the number one need,” said Bock.<br />

Board member Chris Snyder wants to see new schools,<br />

but the ESSER 3 funds should be used elsewhere. He said<br />

a new school in Independence Village would not lessen<br />

bus routes because buses would still be required for high<br />

school, special needs, and gifted students.<br />

“I don’t think this is the time or place to build a<br />

school in Independence Village,” said board member<br />

Nancy Gillespie, who added she wants to see some of<br />

the funds used for outdoor learning spaces and to<br />

develop an environmental science program at the high<br />

school. “Let’s prioritize grass over concrete. I want kids<br />

to know there’s more to the world than warehouses.”<br />

Ogden said that, while district officials agree new<br />

schools are needed to address overcrowding, the proposal<br />

to build a school in Independence Village is<br />

“unworkable at this time” because, according to a<br />

school construction architect district officials consulted,<br />

it would cost about $27.7 million to build a K-8<br />

school on the Independence Village site.<br />

“We do not have the additional funds to pay the difference<br />

between the anticipated cost and what we will<br />

get in ESSER 3 funds,” said Ogden.<br />

She said there is insufficient time to get a bond issue<br />

on the November <strong>2021</strong> ballot to cover the difference.<br />

“We would not be able to get any funding from the<br />

OFCC since we have not completed an update to their<br />

Facilities Master Plan, and we have not taken board<br />

action to request their support in this round of funding,”<br />

said Ogden. “There is no guarantee that ODE<br />

would approve the plan for a new school as it is not one<br />

of the 15 allowances (for ESSER 3 funding).”<br />

She added that, since the ESSER 3 funds must be<br />

spent by September 2024, “It would be impossible to<br />

construct a new K-8 building on the site and spend all<br />

of the funds by the required deadline. No work or studies<br />

have been done to determine if the Independence<br />

Village site is suitable for construction. It’s a very small<br />

site, so we would have few options available when citing<br />

the building, parking lots, athletic fields, etc. We do<br />

not have any architectural plans or drawings ready for<br />

a new building of any grade-level configuration.”<br />

Ogden said, regardless of the funding source,<br />

“Building new schools should include community input<br />

into the process, particularly if we consider changing<br />

grade levels, reconfiguring the school district, and<br />

changing school attendance boundaries. Voters soundly<br />

defeated K-8 option schools when voting on the May<br />

2019 levy/bond issue request. We can all make<br />

assumptions about why the bond issue failed. Still, we<br />

don’t believe we should pursue a new school construction<br />

option again without having significant community<br />

input and support into the decision.”

POOL<br />

These identification cards are free to<br />

<strong>Groveport</strong> residents and will cost $2 to<br />

non-<strong>Groveport</strong> residents.<br />

The identification card is good for two<br />

years.<br />

•<strong>Groveport</strong> corporate residents are not<br />

eligible to buy a day pass unless they are a<br />

guest of a <strong>Groveport</strong> resident or a season<br />

pass holder.<br />

•The recreation director, after consultation<br />

with the city administrator, has the<br />

authority to change pool classifications,<br />

rules, policies, and definitions as needed.<br />

“This is a very good next step,” said<br />

<strong>Groveport</strong> City Administrator B.J. King.<br />

“This holds people accountable. We’re<br />

going to know who is in our facility. Other<br />

communities are following our lead<br />

regarding their own pools.”<br />

Other actions taken by the city to maintain<br />

safety at the pool include raising the<br />

minimum age of individuals permitted in<br />

the facility without a parent or legal<br />

guardian to age 14 (previously it was age<br />

10); security cameras are being installed<br />

including five in and around the breezeway<br />

and another at the side gate near the<br />

concession stand; and a police officer will<br />

be assigned to the pool during specific<br />

times mandated by the police chief after<br />

consultation with the mayor.<br />

The actions were taken due to a recent<br />

serious of incidents where lifeguards were<br />

attacked at the pool.<br />

On June 30 a group of juveniles allegedly<br />

assaulted one of the pool’s lifeguards on<br />

the pool deck, according to the <strong>Groveport</strong><br />

Police.<br />

Four suspects were identified and<br />

<strong>Groveport</strong> Law Director Kevin Shannon<br />

said charges are expected to be filed<br />

against them.<br />

In addition to the group of juveniles’<br />

assault on the lifeguard, Shannon said an<br />

intoxicated male also recently allegedly<br />

assaulted a lifeguard by pushing the lifeguard<br />

into the pool.<br />

Charges are expected to be filed against<br />

the suspect.<br />

<strong>Groveport</strong> Police life savers<br />

On June 30 and <strong>July</strong> 1, <strong>Groveport</strong> Police<br />

Officers Sam Yockey and David Fairman<br />

administered multiple doses of NARCAN<br />

to individuals having adverse reactions to<br />

opioids. According to <strong>Groveport</strong> Police<br />

Chief Casey Adams, the officers’ actions<br />

saved the lives of the individuals. Detective<br />

Mike Sturgill then helped the people find<br />

help to deal with their addictions.<br />

Also, on <strong>July</strong> 2, Yockey and Fairman<br />

quickly applied first aid that may have<br />

saved a man’s life or prevented the loss of a<br />

limb. According to Adams, the man was<br />

working on his vehicle when he received a<br />

deep cut on his arm. The officers applied<br />

pressure to the wound and a tourniquet to<br />

stop the bleeding until medics arrived.<br />

“Both officers advised me that they<br />

believe they just secured the scene until<br />

medics arrived,” said Adams. “But with my<br />

knowledge of working with both officers<br />

daily, they are being modest in their<br />

actions.”<br />

<strong>Groveport</strong> Police statistics<br />

June crime statistics, according to the<br />

<strong>Groveport</strong> Police: 6 arrests, 7 accidents, 4<br />

assaults, 0 burglary, 3 domestic disputes, 8<br />

domestic violence, 0 OVI and alcohol, 7<br />

thefts/robberies, 2 stolen/unauthorized use,<br />

0 missing persons, 2 weapon related call, 2<br />

narcotic related offense, 0 school related<br />

incidents, 0 parking, threats, 2 vandalism,<br />

39 traffic citations, 0 sex related crime, 1<br />

suicide attempt/DOA.<br />

Library reopens<br />

The Columbus Metropolitan Library has<br />

fully reopened most of its 23 locations following<br />

more than a year of closures and<br />

service disruptions due to the COVID-19<br />

pandemic.<br />

To celebrate, CML will hold a community<br />

open house at each of its 22 open locations<br />

on Aug. 21. From 11 a.m. to 4 p.m.,<br />

visitors can enjoy special programs, activities<br />

and refreshments, plus enter raffles for<br />

prizes.<br />

CML’s Karl Road Branch is closed<br />

ahead of the grand opening of the new<br />

branch later this summer.<br />

Face coverings are no longer required<br />

for entry into CML locations, however<br />

unvaccinated individuals are asked to continue<br />

to wear them. CML asks that customers<br />

who are experiencing symptoms of<br />

COVID-19, or who recently tested positive<br />

for COVID-19, not enter any CML buildings.<br />

Curbside pickup remains available as<br />

well.<br />

CML will continue to follow guidelines<br />

provided by local, county and state health<br />

officials and the Centers for Disease<br />

Control and Prevention. The safety of customers<br />

and staff is a priority for the<br />

KidsFest <strong>2021</strong><br />

The <strong>Groveport</strong> Recreation Department,<br />

<strong>Groveport</strong> Community Affairs Department,<br />

and the <strong>Groveport</strong> Police will host KidsFest<br />

<strong>2021</strong> on Aug. 7 from 9 a.m. to noon in<br />

<strong>Groveport</strong> Park, 7370 <strong>Groveport</strong> Road.<br />

Cops-N-Kids, Back to School Fest, and document<br />

The <strong>Groveport</strong><br />

Presbyterian Church<br />

formed 1853 when 11<br />

people met in the<br />

home of Samuel and<br />

Elizabeth Sharpe to<br />

organize the congregation.<br />

More members soon joined and the<br />

fine brick church was built on College<br />

Street and dedicated on Oct. 5, 1853. It is<br />

the oldest church structure in <strong>Groveport</strong><br />

and the longest church building in continuous<br />

use in town. Over its 168 years, the<br />

church has been redecorated, art glass windows<br />

added, as well as other amenities. An<br />

addition to the church was constructed in<br />

1949. Its first pastor was Samuel Wilson.<br />

looked forward to its fulfilling future and<br />

the building’s brick walls gave off a sense of<br />

permanence.<br />

But now, after 168 years, the <strong>Groveport</strong><br />

Presbyterian Church, a long time source of<br />

spiritual and community service in<br />

<strong>Groveport</strong>, has closed and taken its place in<br />

the fabric of history.<br />

The beautiful little red brick church,<br />

located at 275 College St., offered church<br />

services, women’s teas, tasty spaghetti dinners,<br />

food drives, help for the homeless, the<br />

Safetytown program for kids, and so much<br />

more.<br />

<strong>Groveport</strong> Presbyterian Church Pastor<br />

Christina Piper said the church closed primarily<br />

due to declining membership. In<br />

April, she said the church at that time had<br />

25 members. In the early 2000’s there were<br />

45 members and the church’s membership<br />

peaked in the 1960s with 125 members.<br />

According to Piper, the church’s money<br />

resources were down, but the church was<br />

not in debt. But the congregation also was<br />

not growing.<br />

Church member Cindy Raver described<br />

the church’s closing as “heart wrenching.”<br />

“It’s overwhelming that after 168 years<br />

we’ve come to an end such as this,” said<br />

Raver. “It just seems such a shame.”<br />

Raver said past and present church<br />

members traveled from as far away as<br />

Missouri, Kentucky, Pennsylvania, and<br />

Virginia to be at the church’s closing service<br />

on <strong>July</strong> 11.<br />

“We may have been a small congregation,<br />

but we organized and supported some<br />

pretty big projects to benefit our community<br />

over the years,” said Raver. “I’m sure<br />

most of us will continue to do so and find<br />

new ways to help others as we’ve been<br />

taught our whole lives there.”<br />

The fate of the church building is in the<br />

hands of the Presbytery of Scioto Valley,<br />

which owns the church structure and will<br />

determine its fate.<br />

“This may be the closing of a church, but<br />

it is not ending the spread of the Gospel,”<br />

said church member Margaret Ann<br />

Cottrill, who has been a member of the<br />

church for 67 years. “Our Lord will lead us<br />

to new things and guide us wherever we<br />

are. He is with us every step of the way no<br />

matter what.”<br />

The church is silent now. Recently I<br />

stood outside the church and absorbed the<br />

stillness that envelopes it - a quiet that felt<br />

like a prayer.<br />

This is a view of the barnyard of the Palsgrove family farm<br />

on Shannon Road in Madison Township as it looked around<br />

1940. The farmhouse in the background was built in 1849 by<br />

William Whims. The house made from bricks taken from clay<br />

in a field across the road in front of the house. The farm is<br />

now gone, but the farmhouse still stands today along<br />

Shannon Road. For much of the 19th and 20th centuries,<br />

Madison Township was filled with many small family farms<br />

such as this.<br />

Bixby Road project detours<br />

Driving on west Bixby Road is going to<br />

be different for a while.<br />

A portion of west Bixby Road will be<br />

closed to through traffic, beginning on or<br />

around <strong>July</strong> 19, for approximately 60 days<br />

for road and culvert improvements.<br />

This improvement is part of the west<br />

Bixby Road reconstruction project, which is<br />

being done in two phases by the city of<br />

<strong>Groveport</strong> in partnership with the<br />

Franklin County Engineer’s office.<br />

“The city’s Capital improvement plan<br />

includes the reconstruction of Bixby Road<br />

under Phase 2, a continuation of the 2017<br />

Bixby Road Phase 1 project,” said<br />

<strong>Groveport</strong> City Engineer Steve Farst. “The<br />

road condition is poor and required rehabilitation.<br />

The culvert is aged and due for<br />

replacement.”<br />

The project begins at the entrance to the<br />

Madison Christian School and extends<br />

east a distance of about 3,500 feet to the<br />

entrance to Three Creeks Metro Park.<br />

Farst said the improvements will include<br />

road reconstruction and paving, a shareduse<br />

path, and a new culvert located near<br />

the Madison Christian Church under<br />

Bixby Road.<br />

“The road width is not being significantly<br />

widened,” said Farst. “Work also<br />

includes a shared-use paved path alongside<br />

the south side of the road that will<br />

connect to the Bixby Road Three Creeks<br />

Metro Park entrance.”<br />

According to Farst, in 2019, the<br />

Franklin County Engineer’s office contacted<br />

<strong>Groveport</strong> officials and advised that an<br />

existing culvert carrying Hendron Ditch<br />

was to be replaced by the county in <strong>2021</strong>.<br />

The city and county worked together to<br />

package that improvement with the city’s<br />

Phase 2, Part 1 Bixby Road improvement<br />

into a single bid package.<br />

“The city is funding the road improvement<br />

while the county is funding the culvert<br />

replacement,” said Farst, who added a<br />

portion of the new culvert will be lengthened<br />

a few feet to accommodate the shared<br />

use path, which the city will partially fund.<br />

Farst said funding for Part 1 is from a<br />

grant and loan to the city from the Ohio<br />

Public Works Commission, that combined<br />

are not to exceed $1.85 million. The funding<br />

for Part 2 is funded by the Franklin<br />

County Engineer’s office and from the Ohio<br />

Public Works Commission funds for the<br />

portion of the culvert carrying the shareduse<br />

path.<br />

According to Farst, the total construction<br />

contract is $1.5 million. Part 1 is $<br />

971,735 and Part 2 is $ 609,673.<br />

GriefShare group<br />

Farst said the road handles about 3,000<br />

vehicles a day and, with future growth in<br />

the area, it’s expected traffic will increase<br />

to 4,500 vehicles a day.<br />

Detours<br />

According to information from the city<br />

of <strong>Groveport</strong>, during the project travelers<br />

should follow signed detour routes. West<br />

Bixby Road will be closed between its<br />

intersections with Hendron Road and<br />

Bixby Ridge Drive East. Bixby Road will be<br />

closed to through traffic. The address<br />

range of the closure is between 3393 Bixby<br />

Road and 4200 Bixby Road.<br />

Emergency police and fire services, mail<br />

delivery, and trash collection will continue<br />

throughout the duration of the project<br />

within the construction zone. During the<br />

project:<br />

•Through traffic along Bixby Road will<br />

not be allowed to pass through the construction<br />

zone, as the bridge/culvert will be<br />

out.<br />

•Access to properties west of Madison<br />

Christian Church, 3565 Bixby Road,<br />

including visitors to the church, shall<br />

approach from the west from <strong>Groveport</strong><br />

Road.<br />

•Access to properties east of the railroad<br />

crossing (located north of the church), shall<br />

be made from the east, from State Route<br />

317. These include the following facilities/<br />

addresses: Amsted Rail-Griffin Wheel,<br />

3900 Bixby Road; Three Creeks Metro<br />

Park, 3860 Bixby Road; AEP Dolan Center<br />

and AEP Training Center, 4100/4001<br />

Bixby Road; and Living Skills Bixby<br />

Center, 4200 Bixby Road.<br />

•Eastbound through-travelers should<br />

follow the posted detour route that directs<br />

travelers to use <strong>Groveport</strong> Road east to<br />

State Route 317, turning left and going<br />

north toward the Bixby Road/State Route<br />

317 intersection.<br />

•Westbound and southbound throughtravelers<br />

should follow the posted detour<br />

route that directs travelers use State<br />

Route 317 in a southerly direction, turning<br />

right at <strong>Groveport</strong> Road and going west<br />

toward the Bixby Road/<strong>Groveport</strong> Road<br />

intersection, to access all properties located<br />

west of the Madison Christian Church.<br />

•All through-traffic should follow posted<br />

the detour route and avoid the construction<br />

zone.<br />

•Residents and visitors to local residences,<br />

businesses, the Metro Parks, and<br />

the church/school, should follow the above<br />

instructions for access to these properties.<br />

•Dates are approximate and subject to<br />

change due to weather or unforeseen construction<br />

issues.<br />

Madison Township firefighters honored<br />

The Madison Township Trustees celebrated<br />

the service of four firefighters at<br />

trustees’ <strong>July</strong> 13 meeting.<br />

Madison Township Firefighter Larry<br />

Baugess was presented with the department’s<br />

Badge One by Fire Chief Derek<br />

Robinson.<br />

Robinson said Badge One distinguishes<br />

the most senior firefighter on company and<br />

is passed on from one individual to the next<br />

most tenured firefighter. After Firefighter<br />

Joe Rider retired, Baugess was next in line<br />

for the honor.<br />

Robinson also recognized Firefighter<br />

Jason Osborne for his 25 years in the fire<br />

service.<br />

According to Robinson, Osborne joined<br />

Madison Township in 1996 and is stationed<br />

at Firehouse 182. Osborne is also a fire<br />

instructor at Columbus State.<br />

Steve Owens celebrated his 20th year as<br />

a firefighter and is also a fire inspector who<br />

joined the township department in 2001.<br />

He conducts annual inspections on commercial<br />

establishments, final inspections<br />

on new businesses and collaborates with<br />

the schools.<br />

“He puts many hours in behind the<br />

scenes,” said Robinson.<br />

Sheldon Faller recently graduated from<br />

the Ohio State University, is a five-year<br />

veteran of the fire service and is stationed<br />

at Firehouse 183, one of the busier locations<br />

in the township.<br />

Madison Township Police news<br />

•Madison Township Police Chief Gary<br />

York said the township started a bicycle<br />

registration program to link up owners<br />

with their property in the event it is stolen.<br />

Owners can register online with the<br />

police department and email a picture of<br />

their bicycle which will be kept on file in<br />

the event the bicycle is recovered.<br />

“It’s really hard for us to determine the<br />

actual owner,” said York in referring to<br />

bicycles with no identification. “There were<br />

a large number of bikes recovered before I<br />

became chief.”<br />

•Resident Roy Mathena expressed concern<br />

over motor vehicles ignoring stop<br />

signs and speeding on Dunloe Road.<br />

“It’s very dangerous,” said Mathena,<br />

who said his deaf grandson was almost hit<br />

by a driver running a stop sign.<br />

Mathena suggested speed bumps, but<br />

Public Works Superintendent Dave<br />

Watkins said, while people often request<br />

speed bumps, which can present a problem<br />

for emergency vehicles and snow removal,<br />

there are other traffic calming devices that<br />

can slow down motorists.<br />

“Officers are writing tickets and making<br />

traffic stops,” said York. “If I hear about it,<br />

I will make sure it gets addressed.”<br />

•A retired American flag retirement box<br />

is available 24 hours a day at the Madison<br />

Township Police department.<br />

The box was donated courtesy of Jayden<br />

Duckworth, a member of Boy Scout Troop<br />

622, as his Eagle Scout project.<br />

The troop will collect the flags throughout<br />

the year and later conduct a flag retirement<br />

ceremony.<br />

Recycling totes<br />

Madison Township Administrator<br />

Susan Brobst received grant information<br />

from the Solid Waste Authority of Central<br />

Ohio offering the township the opportunity<br />

to purchase 64-gallon recycling totes to<br />

replace the current and much smaller<br />

green bins.<br />

Through the grant, the township could<br />

purchase the totes at a cost of only $5 each<br />

for residents in the unincorporated areas<br />

and SWACO would distribute them. Brobst<br />

said the totes would be provided at no cost<br />

to residents.<br />

“I recommend working with the Citizens<br />

Advisory group to allow them a couple of<br />

months to talk to the community,” said<br />

Brobst, who said a decision could be made<br />

in September in order to notify SWACO.<br />

is sequel was inescapable<br />

Success at the box office doesn’t always mean a new<br />

property is going to receive a sequel, but it is more<br />

probable if the film is a part of the horror genre and it<br />

nets a nice profit for the distribution studio.<br />

Horror films are relatively inexpensive to make.<br />

The studios cast little known actors and employ upand-coming<br />

directors to keep costs down, and then<br />

challenge the creative team to get inventive with their<br />

small budget. They do this because not only do they<br />

hold the purse, but they know fans of the genre are<br />

loyal and will come out and give just about any thriller<br />

a chance.<br />

One such thriller that was given the chance at the<br />

2019 box office was “Escape Room.” Working off the<br />

popularity of real-life escape rooms that, allegedly,<br />

allow people to bond through solving puzzles in order<br />

to leave, its premise added a deadly twist into the mix.<br />

While there was tension throughout thanks to a great<br />

ensemble cast, the impressive thing about that film<br />

was the set design that saw burning rooms, a frozen<br />

tundra, and floors that dropped out from underneath<br />

trembling feet.<br />

Filmed with a budget of $8 million, it was no terrible<br />

loss for the studio if this film did not profit as much<br />

as they would have liked. However, it amassed a<br />

return of more than $140 million throughout its theatrical<br />

run, making it one of the year’s biggest hits<br />

based on that ratio. With that success in mind, it was<br />

no surprise that a sequel would be, well, inescapable.<br />

Though I do not often look forward to sequels, I<br />

have to say I was looking forward to seeing what else<br />

this world had to offer. It teased secret organizations<br />

run by the wealthy who set up these games for sport,<br />

but I was more intrigued by the prospect of retribution<br />

against these creators as promised by the final boy and<br />

final girl. After all, it is a modern tale about David and<br />

Goliath, the haves and the have nots, and the tormented<br />

versus the tormentors. Perhaps I was being too idealistic<br />

about where a film like this could go, but<br />

nonetheless, I wanted to see what “Tournament of<br />

Champions” could bring to the horror table.<br />

The successes of this film lay firmly at the path of<br />

its predecessor. The sequel builds a great cast of characters<br />

around the survivors of the first and it comes<br />

equipped with another fantastically fatalistic set<br />

design that features electrified subway trains, acid<br />

rain, and collapsing beaches. But where this film runs<br />

into problems is that it never tries to walk outside of<br />

that path until it is<br />

late — so late you’ve<br />

grown tired of the<br />

scenery and are agitated<br />

by the people who asked you<br />

to come along for a trip that was<br />

promised to be better.<br />

When you realize this sequel is<br />

just a rehash, it is enjoyable thanks<br />

to the strength of the first couple<br />

acts. It begins with final boy Ben<br />

(Logan Miller) and final girl Zoey<br />

(Taylor Russell) trying to come to<br />

terms with the terror that was<br />

inflicted upon them in the first<br />

film. Ben has done what most<br />

men do and is suffering in silence<br />

while Zoey is more willing to share her experiences<br />

with a therapist. Both have a desire to find those<br />

responsible for their escape room trauma.<br />

They go to New York City because Zoey believes she<br />

knows the headquarters of Minos Escape Rooms Inc.<br />

When they arrive they are lured into a sparsely filled<br />

train car that is not what it seems. Realizing they are<br />

in another deadly escape room, they band together<br />

with a new group of strangers and solve the clues to<br />

escape.<br />

And here is where the film should have branched off<br />

into its own thing somehow, but it continues to follow<br />

the rules set up in the original where if you make it<br />

through one escape room, you go onto the next. While<br />

the rooms are inventive, it gets to the point where<br />

enough is enough despite liking the thinly developed<br />

characters.<br />

The thing with these escape rooms is you never<br />

know where the end is, and I feel the creators might<br />

not know that either. It offers a new rule at the end<br />

and promises a third installment, but, like the characters,<br />

it’s hard to trust anything when you were told one<br />

thing but given a different thing altogether.<br />

Though fans of the original, or those who go in with<br />

little knowledge of its origins, will likely find some<br />

enjoyment out of “Tournament of Champions” you can’t<br />

help but think it could have been better than just the<br />

tired retread of a decent indie thriller.<br />

<strong>Groveport</strong> Council considers administrative changes<br />

<strong>Groveport</strong> Editor<br />

<strong>Groveport</strong> City Council is considering<br />

creating a position for a technology director<br />

as well as making adjustments to other<br />

administrative posts.<br />

When asked why the position of director<br />

of information of technology is needed,<br />

<strong>Groveport</strong> City Administrator B.J. King<br />

said, “As we increasingly rely on technology<br />

to conduct our day-to-day business, we<br />

have come to realize the benefit of having<br />

an employee in-house to assist with technology<br />

troubleshooting and systems management.<br />

Having an in-house IT Director<br />

will result in more efficient response to our<br />

technology needs.”<br />

The annual salary range for the proposed<br />

director of technology would be<br />

$71,858 to $115,499.<br />

“The position will be advertised and we<br />

will accept applications/resumes for the<br />

position,” said King. “Nobody has been<br />

identified to fill this position. My goal is to<br />

have the position created and advertise for<br />

applications/resumes later this year. The<br />

plan is to have someone hired at the beginning<br />

of 2022. The 2022 budget will include<br />

funding for this position.”<br />

Council is also considering amending<br />

the pay grade of the economic development<br />

director.<br />

“This is an action to align the economic<br />

development director’s current salary on<br />

the appropriate/correct pay grade on our<br />

wage scale,” said King. “It is not a new<br />

position, simply a clean-up of the wage<br />

scale. There is no (pay) increase. This is to<br />

align the economic development director’s<br />

current wage with the correct grade on our<br />

wage scale.”<br />

Another position being considered by<br />

council for adjustment is the director of<br />

transportation. The job would be recreated<br />

to become director of transportation and<br />

senior services.<br />

“This is an amendment to the director of<br />

transportation’s existing position description<br />

to include the duties of managing the<br />

city’s senior center/services,” said King.<br />

“This is simply a clean-up of a position<br />

description to reflect actual duties being<br />

performed. The pay range for this position<br />

will be $60,889 to $97,869. The position is<br />

currently, and will continue to be, filled by<br />

Bob Dowler.”<br />

Council is also considering creating the<br />

position of engineering coordinator and<br />

eliminating the position of administrative<br />

assistant in the engineering department.<br />

The coordinator would handle and oversee<br />

all administrative activities in the engineering<br />

department.<br />

Income tax revenue<br />

The city of <strong>Groveport</strong>’s income tax revenue<br />

year-to-date as of June 30 was $9 million,<br />

which is 8 percent higher than the<br />

same time in 2020, according to city of<br />

<strong>Groveport</strong> Finance Director Jason Carr.<br />

The general fund cash balance was $4.7<br />

million as of June 30, or $1.1 million higher<br />

than the same period last year.<br />
