GM Schools review how to
use millions in federal funds
By Rick Palsgrove
Groveport Editor
What to do with $18.9 million? That’s
the question before the Groveport Madison
Board of Education.
What is ESSER funding?
Groveport Madison Schools expects to
receive the $18.9 million from The
Elementary and Secondary School
Emergency Relief Fund (ESSER). This federal
money is in ESSER 3 funds, which
must be spent by September 2024.
ESSER 3 funding is available to help
safely reopen schools and address the
impacts of the COVID-19 pandemic on students’
academic, social, emotional, and
mental health needs, including interventions
to address “learning loss” — delays in
students’ academic progress related to the
pandemic — and support equity with services
and supports for student populations
that the pandemic has disproportionately
impacted.
and continuity of services and continuing
to employ existing staff.
Last fall Groveport Madison received
$1.9 million in ESSER 1 money that was
used to pay teachers working in the
Cruiser Digital Academy as well as provide
personal protective equipment to students
and staff to protect them from the coronavirus.
This spring the district received $8.3
million in ESSER 2 funding used this summer
to fund: Cruiser Connect program; pay
for eight instructional coaches for teachers
to help with reading and math instruction
and technology integration in classrooms;
200 computer tablets for pre-school; reimbursements
for Chromebook computer losses
and repairs; updating staff Chromebooks
as needed; and facility improvements.
ESSER 2 funds must be used by
September 2023.
Decisions on how to spend the $18.9
million in ESSER 3 funds require input
from the school board and the community.
The district also conducted a survey to
obtain community input. The board will
make a decision on the final ESSER 3
funding plan at its Aug. 11 meeting. The
plan for the ESSER 3 funds must be submitted
to the Ohio Department of
Education by Aug. 20. Once the ODE
approves the plan the funds are released
by the federal government.
New pool policies in effect
By Rick Palsgrove
Groveport Editor
The city of Groveport has made further
revisions to its policies regarding admittance
to the Groveport Aquatic Center following
recent serious incidents at the pool.
On July 2, Groveport City Council
approved limiting admission to the pool to
individuals and/or families who possess a
resident or non-resident seasonal pass.
Day passes were eliminated.
However, on July 12, Groveport City
Council approved restoring the purchase
and use of day passes to the pool for
Groveport residents. Groveport residents
are defined as those who live within the
city’s corporation limits.
The rules for the restoration of day passes
are:
•Group rate 10 packs are not available
the rest of the 2021 season.
•Group outings, defined as organized
groups of six or more, are not permitted.
•Groveport residents and up to five
guests are eligible to purchase day passes.
The Groveport resident must accompany
the guests to the pool.
•Season pass holders and their guests
are eligible to purchase day passes and the
season pass holder must accompany the
guests to the pool.
•Pre-purchased and pre-issued day
passes may be used if the above criteria are
met.
•Persons who wish to use the Groveport
Aquatic Center by using day passes must
first acquire a Groveport Recreation
Department issued identification card,
which must then be presented and scanned
at the time of day pass payment and entry.
their plan on how to use the ESSER 3 funding on: academic
and instructional support; social and emotional
support for students; facilities and operations; and
community supports and equity.
Proposed health and wellness center
The district is considering using ESSER 3 funds to
develop a health and wellness center (in partnership
with PrimaryOne Health on a suggested a seven-to-10-
year contract) that would be placed in renovated space
at the rear of the District Service Center, 4400
Marketing Place, Groveport.
“The primary goal of the health clinic is to assist
children who may lack access to quality health services
by removing or reducing the non-academic barriers
to students’ academic success,” said Groveport
Madison Superintendent Garilee Ogden. “The clinic
also would provide convenient and much-needed services
to their families.”
The proposed health and wellness center would provide:
services to anyone needing assistance and on a
sliding scale, based on income (it also would accept
Medicaid); the clinic would have its own entrance and
maintain evening and weekend hours; the clinic would
take up slightly more than one-quarter of the total space
proposed in the renovation; pediatric and adult general
health services; dental services; hearing services; vision
services; and mental health and therapy services.
The District Service Center expansion (the remaining
three quarters of the space) would include:
Welcome Center (enrollment); social services; Franklin
County Sheriff’s truancy officers; Franklin County Job
and Family Services; food and clothing bank; and community
office/meeting space.
“The district looked into the concept of a community
health center several years ago to help address non-academic
barriers, such as physical health, mental health, and
family support, that impact our students and their families,”
said Ogden. “Other urban school districts implemented
the community health center model and found it
to be a great asset to the schools and community.”
Ogden said, assuming the health and wellness clinic
was constructed at the DSC, it’s anticipated it could
take more than two years to ready the space for the
clinic as the new transportation center would need to
be constructed first.
“All funds must be spent by September 2024, so we
must adhere to that deadline,” said Ogden. “As proposed,
PrimaryOne Health would cover all operational
costs, including staffing, furniture and medical equipment,
supplies, utilities, etc. Federal ESSER 3 funds
would be used only to cover the cost to renovate the
space in question. We do not anticipate district general
fund dollars being used for any part of the renovation
nor to cover the operations of the health and wellness
center while under the partnership with PrimaryOne
Health, with the exception of maintenance of the
building, as it would be our property.”
To accommodate the proposed health and wellness
center, the transportation center (bus garage) would be
moved to district land at the northeast corner of Bixby
and Hendron roads, abutting Three Creeks Metro Park.
“That site is not suitable for construction of a
school, but it could easily support the needs of a transportation
center,” said Ogden. “The property cannot be
used for a school as it sits in the flood plain.”
Reactions
Board member Kathleen Walsh is not in favor of
using the ESSER 3 money on a community health center
and instead would like to see the district use the
funds to build a new K-8 school building that could
house 500 to 600 students on 6.8 acres of land the district
owns on Centennial Drive in Independence
Village. She said it would relieve student overcrowding
and reduce bus routes. She believes the district has
time to apply for Ohio Facilities Construction
Commission matching funds for a new building.
“We’ve had a golden goose thrown at our feet. I don’t
believe that we can’t get something together quickly,”
said Walsh, who believes the district has legal standing
to use the ESSER 3 funds for a new school. “A new
school addresses our health and academic needs. Let’s
stop punishing the community and use this as an
opportunity. It’s not our job to build a health center.”
Groveport resident Brian Casserly agreed with
Walsh, stating the health facility is not needed as
there are other health facilities and options in the area
and student overcrowding is the “biggest problem.”
“I know it’s hard work. We’re asking you to do the
hard work,” Casserly told the board.
Groveport Madison Local Education Association
President Joy Bock said the teachers “would love to see
improvements at the buildings,” but also want the
board to move forward with a health facility.
“Health care is the number one need,” said Bock.
Board member Chris Snyder wants to see new schools,
but the ESSER 3 funds should be used elsewhere. He said
a new school in Independence Village would not lessen
bus routes because buses would still be required for high
school, special needs, and gifted students.
“I don’t think this is the time or place to build a
school in Independence Village,” said board member
Nancy Gillespie, who added she wants to see some of
the funds used for outdoor learning spaces and to
develop an environmental science program at the high
school. “Let’s prioritize grass over concrete. I want kids
to know there’s more to the world than warehouses.”
Ogden said that, while district officials agree new
schools are needed to address overcrowding, the proposal
to build a school in Independence Village is
“unworkable at this time” because, according to a
school construction architect district officials consulted,
it would cost about $27.7 million to build a K-8
school on the Independence Village site.
“We do not have the additional funds to pay the difference
between the anticipated cost and what we will
get in ESSER 3 funds,” said Ogden.
She said there is insufficient time to get a bond issue
on the November 2021 ballot to cover the difference.
“We would not be able to get any funding from the
OFCC since we have not completed an update to their
Facilities Master Plan, and we have not taken board
action to request their support in this round of funding,”
said Ogden. “There is no guarantee that ODE
would approve the plan for a new school as it is not one
of the 15 allowances (for ESSER 3 funding).”
She added that, since the ESSER 3 funds must be
spent by September 2024, “It would be impossible to
construct a new K-8 building on the site and spend all
of the funds by the required deadline. No work or studies
have been done to determine if the Independence
Village site is suitable for construction. It’s a very small
site, so we would have few options available when citing
the building, parking lots, athletic fields, etc. We do
not have any architectural plans or drawings ready for
a new building of any grade-level configuration.”
Ogden said, regardless of the funding source,
“Building new schools should include community input
into the process, particularly if we consider changing
grade levels, reconfiguring the school district, and
changing school attendance boundaries. Voters soundly
defeated K-8 option schools when voting on the May
2019 levy/bond issue request. We can all make
assumptions about why the bond issue failed. Still, we
don’t believe we should pursue a new school construction
option again without having significant community
input and support into the decision.”

•The recreation director, after consultation
with the city administrator, has the
authority to change pool classifications,
rules, policies, and definitions as needed.
“This is a very good next step,” said
Groveport City Administrator B.J. King.
“This holds people accountable. We’re
going to know who is in our facility. Other
communities are following our lead
regarding their own pools.”
Other actions taken by the city to maintain
safety at the pool include raising the
minimum age of individuals permitted in
the facility without a parent or legal
guardian to age 14 (previously it was age
10); security cameras are being installed
including five in and around the breezeway
and another at the side gate near the
concession stand; and a police officer will
be assigned to the pool during specific
times mandated by the police chief after
consultation with the mayor.
The actions were taken due to a recent
serious of incidents where lifeguards were
attacked at the pool.
On June 30 a group of juveniles allegedly
assaulted one of the pool’s lifeguards on
the pool deck, according to the Groveport
Police.
Four suspects were identified and
Groveport Law Director Kevin Shannon
said charges are expected to be filed
against them.
In addition to the group of juveniles’
into the pool.
Charges are expected to be filed against
the suspect.
Groveport Police life savers
On June 30 and July 1, Groveport Police
Officers Sam Yockey and David Fairman
administered multiple doses of NARCAN
to individuals having adverse reactions to
opioids. According to Groveport Police
Chief Casey Adams, the officers’ actions
saved the lives of the individuals. Detective
Mike Sturgill then helped the people find
help to deal with their addictions.
Also, on July 2, Yockey and Fairman
quickly applied first aid that may have
saved a man’s life or prevented the loss of a
limb. According to Adams, the man was
working on his vehicle when he received a
deep cut on his arm. The officers applied
pressure to the wound and a tourniquet to
stop the bleeding until medics arrived.
“Both officers advised me that they
believe they just secured the scene until
medics arrived,” said Adams. “But with my
knowledge of working with both officers
daily, they are being modest in their
actions.”
The Groveport
Presbyterian Church
formed 1853 when 11
people met in the
home of Samuel and
Elizabeth Sharpe to
organize the congregation.
More members soon joined and the
fine brick church was built on College
Street and dedicated on Oct. 5, 1853. It is
the oldest church structure in Groveport
and the longest church building in continuous
use in town. Over its 168 years, the
church has been redecorated, art glass windows
added, as well as other amenities. An
addition to the church was constructed in
1949. Its first pastor was Samuel Wilson.
In 1853 the church’s congregation
looked forward to its fulfilling future and
the building’s brick walls gave off a sense of
permanence.
But now, after 168 years, the Groveport
Presbyterian Church, a long time source of
spiritual and community service in
Groveport, has closed and taken its place in
the fabric of history.
The beautiful little red brick church,
located at 275 College St., offered church
services, women’s teas, tasty spaghetti dinners,
food drives, help for the homeless, the
Safetytown program for kids, and so much
more.
Groveport Presbyterian Church Pastor
Christina Piper said the church closed primarily
due to declining membership. In
April, she said the church at that time had
25 members. In the early 2000’s there were
45 members and the church’s membership
peaked in the 1960s with 125 members.
According to Piper, the church’s money
resources were down, but the church was
not in debt. But the congregation also was
not growing.
Church member Cindy Raver described
the church’s closing as “heart wrenching.”
“It’s overwhelming that after 168 years
we’ve come to an end such as this,” said
Raver. “It just seems such a shame.”
Raver said past and present church
members traveled from as far away as
Missouri, Kentucky, Pennsylvania, and
Virginia to be at the church’s closing service
on July 11.
“We may have been a small congregation,
but we organized and supported some
pretty big projects to benefit our community
over the years,” said Raver. “I’m sure
most of us will continue to do so and find
new ways to help others as we’ve been
taught our whole lives there.”
The fate of the church building is in the
hands of the Presbytery of Scioto Valley,
which owns the church structure and will
determine its fate.
“This may be the closing of a church, but
it is not ending the spread of the Gospel,”
said church member Margaret Ann
Cottrill, who has been a member of the
church for 67 years. “Our Lord will lead us
to new things and guide us wherever we
are. He is with us every step of the way no
matter what.”
The church is silent now. Recently I
stood outside the church and absorbed the
stillness that envelopes it - a quiet that felt
like a prayer.
Bixby Road project detours
By Rick Palsgrove
Groveport Editor
Driving on west Bixby Road is going to
be different for a while.
A portion of west Bixby Road will be
closed to through traffic, beginning on or
around July 19, for approximately 60 days
for road and culvert improvements.
This improvement is part of the west
Bixby Road reconstruction project, which is
being done in two phases by the city of
Groveport in partnership with the
Franklin County Engineer’s office.
“The city’s Capital improvement plan
includes the reconstruction of Bixby Road
under Phase 2, a continuation of the 2017
Bixby Road Phase 1 project,” said
Groveport City Engineer Steve Farst. “The
road condition is poor and required rehabilitation.
The culvert is aged and due for
replacement.”
The project begins at the entrance to the
Madison Christian School and extends
east a distance of about 3,500 feet to the
entrance to Three Creeks Metro Park.
Farst said the improvements will include
road reconstruction and paving, a shareduse
path, and a new culvert located near
the Madison Christian Church under
Bixby Road.
“The road width is not being significantly
widened,” said Farst. “Work also
includes a shared-use paved path alongside
the south side of the road that will
connect to the Bixby Road Three Creeks
Metro Park entrance.”
According to Farst, in 2019, the
Franklin County Engineer’s office contacted
Groveport officials and advised that an
existing culvert carrying Hendron Ditch
was to be replaced by the county in 2021.
The city and county worked together to
package that improvement with the city’s
Phase 2, Part 1 Bixby Road improvement
into a single bid package.
“The city is funding the road improvement
while the county is funding the culvert
replacement,” said Farst, who added a
portion of the new culvert will be lengthened
a few feet to accommodate the shared
use path, which the city will partially fund.
Farst said funding for Part 1 is from a
grant and loan to the city from the Ohio
Public Works Commission, that combined
are not to exceed $1.85 million. The funding
for Part 2 is funded by the Franklin
County Engineer’s office and from the Ohio
Public Works Commission funds for the
portion of the culvert carrying the shareduse
path.
According to Farst, the total construction
contract is $1.5 million. Part 1 is $
971,735 and Part 2 is $ 609,673.
GriefShare group
Farst said the road handles about 3,000
vehicles a day and, with future growth in
the area, it’s expected traffic will increase
to 4,500 vehicles a day.
Detours
According to information from the city
of Groveport, during the project travelers
should follow signed detour routes. West
Bixby Road will be closed between its
intersections with Hendron Road and
Bixby Ridge Drive East. Bixby Road will be
closed to through traffic. The address
range of the closure is between 3393 Bixby
Road and 4200 Bixby Road.
Emergency police and fire services, mail
delivery, and trash collection will continue
throughout the duration of the project
within the construction zone. During the
project:
•Through traffic along Bixby Road will
not be allowed to pass through the construction
zone, as the bridge/culvert will be
out.
•Access to properties west of Madison
Christian Church, 3565 Bixby Road,
including visitors to the church, shall
Bixby Road; and Living Skills Bixby
Center, 4200 Bixby Road.
•Eastbound through-travelers should
follow the posted detour route that directs
travelers to use Groveport Road east to
State Route 317, turning left and going
north toward the Bixby Road/State Route
317 intersection.
•Westbound and southbound throughtravelers
should follow the posted detour
route that directs travelers use State
Route 317 in a southerly direction, turning
right at Groveport Road and going west
toward the Bixby Road/Groveport Road
intersection, to access all properties located
west of the Madison Christian Church.
•All through-traffic should follow posted
the detour route and avoid the construction
zone.
•Residents and visitors to local residences,
businesses, the Metro Parks, and
the church/school, should follow the above
Madison Township firefighters honored
By Linda Dillman
Staff Writer
The Madison Township Trustees celebrated
the service of four firefighters at
trustees’ July 13 meeting.
Madison Township Firefighter Larry
Baugess was presented with the department’s
Badge One by Fire Chief Derek
Robinson.
Robinson said Badge One distinguishes
the most senior firefighter on company and
is passed on from one individual to the next
most tenured firefighter. After Firefighter
Joe Rider retired, Baugess was next in line
for the honor.
Robinson also recognized Firefighter
Jason Osborne for his 25 years in the fire
service.
According to Robinson, Osborne joined
Madison Township in 1996 and is stationed
at Firehouse 182. Osborne is also a fire
instructor at Columbus State.
Steve Owens celebrated his 20th year as
a firefighter and is also a fire inspector who
joined the township department in 2001.
He conducts annual inspections on commercial
establishments, final inspections
on new businesses and collaborates with
the schools.
“He puts many hours in behind the
scenes,” said Robinson.
Sheldon Faller recently graduated from
the Ohio State University, is a five-year
veteran of the fire service and is stationed
at Firehouse 183, one of the busier locations
in the township.
Madison Township Police news
•Madison Township Police Chief Gary
York said the township started a bicycle
registration program to link up owners
with their property in the event it is stolen.
Owners can register online with the
police department and email a picture of
their bicycle which will be kept on file in
the event the bicycle is recovered.
“It’s really hard for us to determine the
actual owner,” said York in referring to
bicycles with no identification. “There were
a large number of bikes recovered before I
became chief.”
•Resident Roy Mathena expressed concern
over motor vehicles ignoring stop
signs and speeding on Dunloe Road.
“It’s very dangerous,” said Mathena,
who said his deaf grandson was almost hit
by a driver running a stop sign.
Mathena suggested speed bumps, but
Public Works Superintendent Dave
Watkins said, while people often request
speed bumps, which can present a problem
for emergency vehicles and snow removal,
there are other traffic calming devices that
can slow down motorists.
“Officers are writing tickets and making
traffic stops,” said York. “If I hear about it,
I will make sure it gets addressed.”
•A retired American flag retirement box
is available 24 hours a day at the Madison
Township Police department.
The box was donated courtesy of Jayden
Duckworth, a member of Boy Scout Troop
622, as his Eagle Scout project.
The troop will collect the flags throughout
the year and later conduct a flag retirement
ceremony.
Recycling totes
Madison Township Administrator
Susan Brobst received grant information
from the Solid Waste Authority of Central
Ohio offering the township the opportunity
to purchase 64-gallon recycling totes to
replace the current and much smaller
green bins.
Through the grant, the township could
purchase the totes at a cost of only $5 each
for residents in the unincorporated areas
and SWACO would distribute them. Brobst
said the totes would be provided at no cost
to residents.
“I recommend working with the Citizens
Advisory group to allow them a couple of
months to talk to the community,” said
Brobst, who said a decision could be made
in September in order to notify SWACO.
is sequel was inescapable
Success at the box office doesn’t always mean a new
property is going to receive a sequel, but it is more
probable if the film is a part of the horror genre and it
nets a nice profit for the distribution studio.
Horror films are relatively inexpensive to make.
The studios cast little known actors and employ upand-coming
directors to keep costs down, and then
challenge the creative team to get inventive with their
small budget. They do this because not only do they
hold the purse, but they know fans of the genre are
loyal and will come out and give just about any thriller
a chance.
One such thriller that was given the chance at the
2019 box office was “Escape Room.” Working off the
popularity of real-life escape rooms that, allegedly,
allow people to bond through solving puzzles in order
to leave, its premise added a deadly twist into the mix.
While there was tension throughout thanks to a great
ensemble cast, the impressive thing about that film
was the set design that saw burning rooms, a frozen
tundra, and floors that dropped out from underneath
trembling feet.
Filmed with a budget of $8 million, it was no terrible
loss for the studio if this film did not profit as much
as they would have liked. However, it amassed a
return of more than $140 million throughout its theatrical
run, making it one of the year’s biggest hits
based on that ratio. With that success in mind, it was
no surprise that a sequel would be, well, inescapable.
Though I do not often look forward to sequels, I
have to say I was looking forward to seeing what else
this world had to offer. It teased secret organizations
run by the wealthy who set up these games for sport,
but I was more intrigued by the prospect of retribution
against these creators as promised by the final boy and
final girl. After all, it is a modern tale about David and
Goliath, the haves and the have nots, and the tormented
versus the tormentors. Perhaps I was being too idealistic
about where a film like this could go, but
nonetheless, I wanted to see what “Tournament of
Champions” could bring to the horror table.
The successes of this film lay firmly at the path of
its predecessor. The sequel builds a great cast of characters
around the survivors of the first and it comes
equipped with another fantastically fatalistic set
design that features electrified subway trains, acid
rain, and collapsing beaches. But where this film runs
into problems is that it never tries to walk outside of
that path until it is
late — so late you’ve
grown tired of the
scenery and are agitated
by the people who asked you
to come along for a trip that was
promised to be better.
When you realize this sequel is
just a rehash, it is enjoyable thanks
to the strength of the first couple
acts. It begins with final boy Ben
(Logan Miller) and final girl Zoey
(Taylor Russell) trying to come to
terms with the terror that was
inflicted upon them in the first
film. Ben has done what most
men do and is suffering in silence
The Reel Deal
Dedra
Cordle
while Zoey is more willing to share her experiences
with a therapist. Both have a desire to find those
responsible for their escape room trauma.
They go to New York City because Zoey believes she
knows the headquarters of Minos Escape Rooms Inc.
When they arrive they are lured into a sparsely filled
train car that is not what it seems. Realizing they are
in another deadly escape room, they band together
with a new group of strangers and solve the clues to
escape.
And here is where the film should have branched off
into its own thing somehow, but it continues to follow
the rules set up in the original where if you make it
through one escape room, you go onto the next. While
the rooms are inventive, it gets to the point where
enough is enough despite liking the thinly developed
characters.
The thing with these escape rooms is you never
know where the end is, and I feel the creators might
not know that either. It offers a new rule at the end
and promises a third installment, but, like the characters,
it’s hard to trust anything when you were told one
thing but given a different thing altogether.
Though fans of the original, or those who go in with
little knowledge of its origins, will likely find some
enjoyment out of “Tournament of Champions” you can’t
help but think it could have been better than just the
tired retread of a decent indie thriller.
Groveport Council considers administrative changes
By Rick Palsgrove
Groveport Editor
Groveport City Council is considering
creating a position for a technology director
as well as making adjustments to other
administrative posts.
When asked why the position of director
of information of technology is needed,
Groveport City Administrator B.J. King
said, “As we increasingly rely on technology
to conduct our day-to-day business, we
have come to realize the benefit of having
an employee in-house to assist with technology
troubleshooting and systems management.
Having an in-house IT Director
will result in more efficient response to our
technology needs.”
The annual salary range for the proposed
director of technology would be
$71,858 to $115,499.
“The position will be advertised and we
will accept applications/resumes for the
position,” said King. “Nobody has been
identified to fill this position. My goal is to
have the position created and advertise for
applications/resumes later this year. The
plan is to have someone hired at the beginning
of 2022. The 2022 budget will include
funding for this position.”
Council is also considering amending
the pay grade of the economic development
director.
“This is an action to align the economic
development director’s current salary on
the appropriate/correct pay grade on our
wage scale,” said King. “It is not a new
position, simply a clean-up of the wage
scale. There is no (pay) increase. This is to
align the economic development director’s
current wage with the correct grade on our
wage scale.”
Another position being considered by
council for adjustment is the director of
transportation. The job would be recreated
to become director of transportation and
senior services.
“This is an amendment to the director of
transportation’s existing position description
to include the duties of managing the
city’s senior center/services,” said King.
“This is simply a clean-up of a position
description to reflect actual duties being
performed. The pay range for this position
will be $60,889 to $97,869. The position is
currently, and will continue to be, filled by
Bob Dowler.”
Council is also considering creating the
position of engineering coordinator and
eliminating the position of administrative
assistant in the engineering department.
The coordinator would handle and oversee
all administrative activities in the engineering
department.
Income tax revenue
The city of Groveport’s income tax revenue
year-to-date as of June 30 was $9 million,
which is 8 percent higher than the
same time in 2020, according to city of
Groveport Finance Director Jason Carr.
The general fund cash balance was $4.7
million as of June 30, or $1.1 million higher
than the same period last year.
