RESIDENTS ARE concerned<br />
tame eels in one of the district’s<br />
best-known streams are at risk<br />
after children were seen fishing<br />
them with a hand reel.<br />
The district council is in the<br />
process of making up signs to<br />
inform that the eels are protected<br />
in the Liffey Springs Reserve,<br />
Lincoln, and is also advising<br />
people not to feed them.<br />
When resident Tamzyn Lea<br />
went on her daily lockdown<br />
walk with her three daughters<br />
early Wednesday afternoon<br />
last week, they stopped at a<br />
site regularly visited by locals,<br />
where up to more than 20 eels<br />
swim up to rocks low on the<br />
river bank.<br />
Her daughters were<br />
feeding them some vegetables<br />
they had taken along, when two<br />
boys and a girl came to the<br />
site.<br />
One of the boys started<br />
fishing in the area with a hand<br />
reel. She queried what he was<br />
doing and advised against it.<br />

should not have to contribute to<br />
Christchurch’s stadium, says a<br />
district councillor.<br />

a range of new facilities,<br />
as had other<br />
district councils in<br />
Canterbury, as they<br />
strived to create a Grant<br />

An example was new artificial<br />
hockey turfs at both Waimakariri<br />
and <strong>Selwyn</strong>, and a new largescale<br />
park at Rolleston planned<br />
for 2024 to 2030.<br />
The Christchurch City Council<br />
is expected to come knocking<br />
on the doors of its neighbouring<br />
district councils as it tries to fill a<br />
$50 million hole in funding after<br />
reversing an earlier decision to<br />
reduce seating at the Canterbury<br />
Multi-Use Arena from 30,000 to<br />

The eels are an absolute<br />
treasure, but the temptation<br />
for young boys to try and<br />
catch them has no doubt run<br />

A BOY RACER ran away<br />
from police and then allegedly<br />
headbutted an officer as he<br />
was being transported to<br />
the Christchurch station last<br />
night.<br />
Senior Sergeant Dean Harker<br />
said police were called about<br />
11.40pm on Monday to a<br />
report of four vehicles doing<br />
burnouts on Knyvetts Rd,<br />
Southbridge.<br />
One of the drivers, an 18-yearold<br />
from Christchurch, was<br />
apprehended by an officer after<br />
a short chase on foot through<br />
some paddocks.<br />

While two of the officers<br />
transported him in the back<br />
of their patrol car to the<br />
Christchurch central police<br />
station, he allegedly headbutted<br />

from Christchurch’s anti-social<br />
road user team attended the<br />
incident.<br />
The man was charged with<br />
assaulting a police officer,<br />
sustained loss of traction, escape<br />
from police custody, driving<br />
while disqualified, refusing<br />
request for blood, and breaching<br />
the Covid-19 lockdown.<br />

Building site burglars caught after tip-off<br />

A MAN who allegedly burgled<br />
a building site in broad daylight<br />
was spotted by a member of the<br />
public and caught by police.<br />
Police are applauding the good<br />
work of both the person who<br />
reported the incident and members<br />
of the public who kept track<br />
of the offender’s vehicle, posting<br />
sightings in a Facebook community<br />
group.<br />
A 39-year-old man from the<br />
Waimakariri area was charged<br />
with the burglary, which took<br />
place about 3pm Tuesday at West<br />
Melton’s Ridgeland Way. He was<br />
apprehended at Kirwee.<br />

occupants was seen towing a car<br />
transporter/trailer, and entering<br />
the residential building site,<br />
where items were then stolen.<br />

“Someone who had seen it acting<br />
suspiciously rang us,” Harker<br />

“They thought it didn’t look<br />
right, they had good information<br />
and details, descriptions and<br />
everything. We managed to get<br />
staff into the area quite quickly<br />
and caught up with it.”<br />
He said the quick reporting<br />
by the member of the public<br />
represented good community<br />
work, in partnership with police.<br />

provide updates to fellow members<br />

Harker said, in general, this<br />
type of information sharing, on<br />
where offenders were at any one<br />
time, could help keep communities<br />
safe. And, while it had not<br />
been the case this time round,<br />
it could even sometimes help<br />
police apprehend offenders.<br />
The burglary at West Melton<br />
follows other similar burglaries<br />
in the area. Overnight on August<br />
11 about $10,000 of windows and<br />
other materials were stolen from<br />
a lifestyle property building site<br />
in a subdivision at West Melton.<br />
In July, about $8500 of materials<br />
were stolen from two neighbouring<br />
homes under construction<br />
at the Wilfield subdivision<br />
at West Melton.<br />
The threat of thefts from building<br />
sites has increased in recent<br />
weeks as the price of building<br />
materials has skyrocketed.<br />
Arrest for assault after boy racer activity<br />
boy racers in the four vehicles,<br />
one of which had broken down at<br />
the scene, were “very selfish”.<br />
Not only were they<br />
endangering road users, but they<br />
were breaking lockdown rules,<br />
endangering themselves, the<br />
public and emergency services<br />

now estimated to cost $523m.<br />
However, while Miller<br />
said it was “too late” for the<br />
Christchurch City Council to<br />
approach the district council for<br />
funding, Mayor Sam Broughton<br />
said the district council would<br />
consider any such request and<br />
consult with ratepayers.<br />
Miller said the district council<br />
had already mapped out its bigproject<br />
spending for the next 10<br />
years in its long-term planning<br />
undertaken earlier this year. The<br />
plan listed a $180 million capital<br />
spend for community services<br />
and facilities over the next 10<br />
years, including the large-scale<br />
park at Rolleston.<br />
Miller said the park, to be<br />
created on more than 80ha on<br />
Weedons and Levi Rds, would<br />
be <strong>Selwyn</strong>’s answer to Hagley<br />
Park and the “jewel” of the<br />
district. The district council<br />
had just finished Foster Park<br />
and was now starting to think<br />
about what the new district-wide<br />
park might look like. Earlier the<br />
district council has said the park<br />
could cater for activities such<br />
as mountain biking, walking,<br />
equestrian, as well as possibly<br />
have a botanical collection and<br />
nature space.<br />
Miller said it was now too<br />
late for the Christchurch City<br />
Council to approach the district<br />
council for stadium funding.<br />
“They have had ample<br />
opportunity to come and talk<br />
to us and really haven’t even<br />
approached it with us, as much<br />
as they might want to spread the<br />
costs, it’s too late really,” Miller<br />
said.<br />
Broughton said while it was<br />
not long since the district council<br />
had undertaken long-term<br />
planning allocating spending for<br />
the next 10 years, the community’s<br />
voice would have to play<br />

spending such as that for the<br />
multi-use arena.<br />
“It’s not for me to decide, it will<br />
be our community who make<br />
that call,” Broughton said.<br />
At the same time, Broughton<br />
did not personally support city<br />
councillors’ U-turn on their decision<br />
to make the project more<br />
affordable by reducing seating to<br />
25,000, although he could understand<br />
why they did that.<br />
“Personally, I like to be in a<br />
stadium that’s full, it creates a<br />
better atmosphere,” Broughton<br />
said.<br />

Dan Gordon said his council was<br />
also open to a funding conversation,<br />
but it needed to involve all<br />
Canterbury councils and wide<br />
community consultation.<br />

about proposed changes to how<br />
they are represented at the next<br />
local elections with new wards<br />
and numbers of councillors.<br />
The district council has agreed<br />
to put forward a proposal to<br />
retain four wards, but change<br />
the existing ward boundaries to<br />
form Ellesmere, Malvern, Rolleston<br />
and Springs wards.<br />
The district council is also proposing<br />
to reduce the number of<br />
councillors to 10. Consultation<br />
on the proposal will run from<br />
Friday to October 4.<br />
Currently, there are 11 councillors<br />
elected from four wards,<br />
Ellesmere, Malvern, <strong>Selwyn</strong><br />
Central and Springs, and a<br />
mayor elected across the whole<br />
district. There is one community<br />
board for Malvern.<br />
The proposal has been adopted<br />
by the district council for<br />
consultation as part of its representation<br />
review, which must be<br />
undertaken every six years.<br />
The proposal largely retains<br />
the existing system, but with<br />
changes to a number of ward<br />
boundaries to ensure a more<br />
even spread of population across<br />
each ward. <strong>Selwyn</strong> Central<br />
would be replaced by a smaller<br />
Rolleston ward, and would have<br />
three councillors rather than the<br />
existing four, with all the other<br />
wards retaining their existing<br />
number of councillors.<br />
The largest change to ward<br />
boundaries would see West<br />
Melton move into the Malvern<br />

on four possible options under<br />
the representation review.<br />
Responses showed fairly even<br />
support across three options<br />
with varying numbers of wards<br />
and councillors, and support for<br />
community boards, particularly<br />
from Malvern residents.<br />
The proposal will affect how<br />
residents are represented on the<br />
council, and people’s feedback is<br />
key, said representation review<br />
subcommittee’s chairman<br />
councillor Mark Alexander.<br />
“With the population growth<br />
we’ve seen, we needed to make<br />
changes to make sure everyone<br />
is represented fairly. Now it’s up<br />
to people in <strong>Selwyn</strong> to tell us<br />
if they think<br />
these proposed<br />
changes will<br />
do that,” he<br />
said.<br />
“Although<br />
our proposal<br />
is the option<br />

firefighters quickly extinguished<br />
a tractor that had caught fire<br />

Darfield Volunteer Fire Brigade<br />
chief John Chambers said it was<br />
suspected the fire, on Wednesday<br />
afternoon, started from a bird’s<br />
nest in the engine area. “This<br />
shows that birds’ nests are a<br />

more than 150 commenters<br />
who said the eels were<br />
tame, almost like pets, and<br />
an attraction for families to<br />
go and feed.<br />

Reserve’s managing<br />
director.<br />
Michael Willis was<br />
responding to reports of<br />
children catching and<br />
releasing tame eels at Liffey<br />
Springs Reserve.<br />
There are two types of<br />
native eels in New Zealand<br />
– shortfin and longfin.<br />
The district council has<br />
identified the eels in the<br />
reserve as being members<br />
of the longfin species,<br />
which only exists in<br />
New Zealand and has a<br />
conservation status of at<br />
risk – declining.<br />
While it is legal to<br />
recreationally fish eels,<br />
with a bag limit of six per<br />
day, this is only outside of<br />
reserves and conservation<br />
areas where they are<br />
protected by the Reserves<br />
Act and Conservation Act<br />
respectively.<br />
Willowbank has a<br />
similar population of<br />
tame eels, which are fed by<br />
visitors to the zoo.<br />
Willis said while many<br />
may consider eels to be<br />
slimy creatures, in reality<br />
their skin felt completely<br />
different. Stroking them,<br />
which had to be done<br />
with wet hands, felt like<br />
stroking plush velvet, he<br />
said.<br />
Their skin was also a<br />
very sensitive organ, and<br />
could get damaged easily,<br />
from the likes of spears,<br />
sticks, hooks or rough<br />
handling.<br />
“When this happens<br />
fungal infections<br />
occur which can be life<br />
threatening for them,” he<br />
said.<br />
While the official<br />
conservation status of<br />
eels later that day, with at<br />
least one of the creatures<br />
caught on the line and<br />
being dragged, and another<br />
“thrashing” as it was caught.<br />
Lea welcomed the district<br />
council’s intention, as told<br />
to the <strong>Selwyn</strong> <strong>Times</strong> on<br />
Friday, of installing signs at<br />
the spot.<br />
However, she did not<br />
support its advice that<br />
people should not feed the<br />
eels, as the creatures were “a<br />
massive family attraction.”<br />
Rather the district council<br />
could suggest what foods<br />
were best for them, she<br />
said.<br />
Reserves operations<br />
longfin eels is in the at<br />
risk category, which is<br />
below the threatened<br />
category, Willis said some<br />
researchers considered<br />
the species to be just as<br />
threatened as the highly<br />
endangered great spotted<br />
kiwi.<br />
He said some years<br />
ago youths broke into<br />
Willowbank and killed<br />
and wounded some of the<br />
reserve’s tame eels.<br />
“They became identified<br />
on social media, and<br />
the public backlash was<br />
severe,” Willis said.<br />
The youths voluntarily<br />
went to the police for<br />
advice and assistance, but<br />
had to close all of their<br />
social media outlets for<br />
protection.<br />
“Parents especially need<br />
to educate their children,<br />
as to the beauty and value<br />
of a unique and highly<br />
threatened species. They<br />
certainly deserve a much<br />
greater protection status<br />
than they currently have,”<br />
Willis said.<br />

encourage them to be<br />
active during the day. In<br />
addition, different types of<br />
food could lead to them<br />

He said all animals in the<br />
district’s reserves, including<br />
Liffey Springs Reserve,<br />
are protected under the<br />
district council’s parks and<br />
reserves bylaw. They are<br />
also protected under the<br />
Reserves Act 1977.<br />
The district council is<br />
hoping to install the signs<br />
this spring.<br />
Handling of eels<br />

fascinating but they were<br />
in decline. She encouraged<br />
recreational fishers to<br />
consider fishing for other<br />
species rather than eels.<br />
New Zealand’s native<br />
eels lived for a long<br />
time and only bred once<br />
at the end of their lives.<br />
Longfin eels could live for<br />
up to 100 years.<br />
When they were ready<br />
to breed, they left New<br />
Zealand and swam to the<br />
sub-tropical Pacific Ocean<br />
to spawn, though the exact<br />
location was not known,<br />
Spencer said.<br />
Eels were important<br />
taonga species to Māori<br />
and historically a crucial<br />
source of kai.<br />
“The longfin eel in<br />
particular faces a range of<br />
threats including habitat<br />
loss, dams and culverts<br />
affecting migration paths,<br />
and pollution,” Spencer<br />
said.<br />

Covid-19 Alert Level 4<br />
The impacts of Covid-19 are<br />
particularly felt by ‘non-essential’<br />
business tenants, who have been<br />
forced to close during Covid-19<br />
Alert Level 4 (and may have to<br />
stay closed during Alert Level 3),<br />
but remain subject to a lease for<br />
their business premises.<br />
Many landlord and tenants<br />
grappled with rent relief during<br />
the 2020 lockdown; but there<br />
are new landlords and business<br />
owners since then so it’s<br />
worthwhile re-capping.<br />
Tenant entitlements<br />
Following the Christchurch<br />
earthquakes the ADLS lease was<br />
updated to include provision<br />
for tenants unable to access<br />
their premises in an emergency.<br />
An epidemic is included as<br />
an emergency under the<br />
current ADLS lease’s no access<br />
provisions. A tenant under this<br />
form of lease will be entitled to<br />
a rent and outgoings reduction<br />
if it is unable to gain access to<br />
its premises to fully conduct its<br />
business during the lockdown.<br />
The rent and outgoings reduction<br />
will be a “fair proportion”.<br />
What is a “fair proportion”?<br />
This will depend on the specific<br />
circumstances of both tenant<br />
and landlord and the extent to<br />
which it is unable to fully conduct<br />
its business. While a tenant won’t<br />
have to pay full rent, it is unlikely<br />
that a full abatement of rent<br />
and outgoings is ‘fair’ – for both<br />
landlord and tenant. A tenant<br />
still has exclusive possession of<br />
the premises (and continuing<br />
rights to return to the premises<br />
when the lockdown ends), may<br />
have equipment stored there<br />
during the lockdown or other<br />
systems (such as servers) within<br />
the premises which they can use<br />
to work or operate outside the<br />
premises, and a landlord may<br />
have no insurance cover for the<br />
lost/reduced rent and may still<br />
have to meet costs of finance for<br />
the premises.<br />
Reach a commercial resolution<br />
Following the 2020 lockdown<br />
it was common for 50% of the<br />
rent and outgoings to cease<br />
to be payable (which seemed<br />
a fair compromise for both<br />
parties). However, because of<br />
the nuances, we recommend<br />
landlords and tenants seek<br />
legal advice as to what a fair<br />
proportion reduction might<br />
be depending on their specific<br />
circumstances.<br />

Steamer wreck mystery likely solved<br />

THE MYSTERY of an unknown<br />
shipwreck in a remote part of<br />
Fiordland may have been solved.<br />
A cannon, found by a scientific<br />
expedition team from Willowbank<br />
Wildlife Reserve, is possibly<br />
from the Star of the South. The<br />
steamship wrecked in the area<br />
in 1865. Its passengers and crew<br />
were all rescued.<br />
The drawing of a galleon with<br />
names etched underneath in<br />
a nearby cave is unlikely to be<br />
related. They are believed to have<br />
been left by early sealers.<br />
Members of the expedition<br />
made the discovery of the cannon<br />
in June, as they searched for<br />
the elusive South Island kōkako.<br />
They unearthed the vintage<br />
naval gun by moving stones with<br />
their bare hands after spotting a<br />
patch of rust on the stony beach<br />
at Chalky Inlet. It followed them<br />
viewing the etchings in the cave<br />
the previous month, and they<br />
wondered if the cannon and<br />
etchings may be linked and both<br />
be evidence of an unknown<br />
shipwreck.<br />

Star of the South.<br />
The Star of the South was a<br />
West Coast trading ship with<br />
three masts. She was transporting<br />
cargo and passengers from<br />
Dunedin to Hokitika when she<br />
took shelter from stormy seas at<br />
Chalky Inlet. On December 15,<br />
1865, she struck a sunken rock<br />
and was beached on sandy shores<br />
to prevent her foundering.<br />
A newspaper article on Papers<br />
Past, discovered by a follower on<br />
the Willowbank Facebook page,<br />
suggests one of the ship’s cannons<br />
was taken to a nearby shore<br />
by a look-out party to be used as<br />
a signal gun. A January 18, 1866,<br />
The Press article details the efforts<br />
of two crew members going<br />
in the ship’s boat to the shore in<br />
the Cape Providence area, and<br />
climbing a hill to light a fire to<br />
alert passing ships so they could<br />
be rescued.<br />
“By the difficulty they had in<br />
ascending and descending the<br />
hill, they also ascertained that to<br />
convey to the summit the cannon<br />
they brought with them as a<br />
signal-gun, was out of the question,”<br />
the article says.<br />
This suggests that after arriving<br />
in the boat, they left the cannon<br />
behind on the beach as they<br />
climbed the hill.<br />

Dale Hedgcock said the area of<br />
the beach where he and his fellow<br />
team members found the cannon<br />
would have been an obvious location<br />
for the two Star of the South<br />
crewmen to land their boat,<br />
before walking along the beach<br />
for about 1km to access the hill<br />
referred to in the article.<br />
“That’s probably the only area<br />
you would try and land a boat,<br />
there’s so many rocks around,”<br />
Hedgcock said.<br />
Other articles on Papers Past<br />
reveal the more than 15 passengers<br />
and crew were lucky to be<br />
rescued from the remote location<br />
six days after the shipwreck, on<br />
December 21. Another steam<br />
ship, the William Miskin, happened<br />
to come across the wreck<br />
as she took shelter from stormy<br />
seas.<br />
“Through her providential<br />
arrival, the passengers and crew<br />
were saved much distress and<br />
inconvenience,” said a reporter in<br />
the January 20, 1866, edition of<br />
the Taranaki Herald.<br />
The passengers arrived at their<br />
original destination of Hokitika<br />
on December 27. The Star of the<br />
South was retrieved, but later<br />
stranded on a beach, at Napier in<br />
1870, before ultimately wrecking<br />
in 1884, on the mouth of the<br />
Grey River.<br />
Hedgcock said a maritime historian,<br />
archaeologist and DOC<br />
representative planned to visit<br />
the site and ultimately preserve<br />
the cannon. They hoped to determine<br />
whether it came from the<br />
Star of the South or an unknown<br />
shipwreck. The team was awaiting<br />
the right permissions in order<br />
to make the visit.<br />

answering the question as to how<br />
the cannon was buried on the<br />
beach at Chalky Inlet.<br />
“If that story places the wreck<br />
of the Star of the South or the<br />
people from it at this location,<br />
then I think that does solve the<br />
mystery,” Cooke said.<br />
He said merchant ships carried<br />
arms in the 1800s in case of attack<br />
from pirates. Additionally,<br />
cannons were used for signalling.<br />
They were fired as a ship came<br />
into harbour to alert the pilot<br />
boat to come out and guide the<br />
ship into port.<br />
“It’s great that it has been found<br />
and has a back story to it, because<br />
hopefully now some museum authorities<br />
will preserve it,” Cooke<br />
said.<br />
Weapons of that sort needed<br />
a special type of preservation<br />
involving an electrolysis bath to<br />
reverse the rusting process.<br />
Cooke said it was an exciting<br />
find, in that it referenced an event<br />
that went back to New Zealand’s<br />
early history.<br />
From looking at photos of<br />
the cannon, he determined it<br />
was a Carronade. These type of<br />
cannons were first used in 1779,<br />
and generally dated from at least<br />
1800. They were named after the<br />
Scottish foundry Carron where<br />
they were designed and made,<br />
initially for the Royal Navy.<br />
There were 37 other cannons of<br />
this type that he was aware of in<br />
New Zealand, most of them held<br />
in museums around the country.<br />

had also been viewed by the Willowbank<br />
party, were possibly left<br />
by early sealers using the cave for<br />
shelter.<br />
He said the cave itself did not<br />
have a formal name, but the site<br />
was familiar with locals and formally<br />
recorded in the early 1980s.<br />
DOC issued a reminder after<br />
the cannon find about the importance<br />
of not disturbing heritage<br />
sites.<br />
However, Schmidt acknowledged<br />
the Willowbank team<br />
made the right decision following<br />
their find of the cannon to contact<br />
the Ministry for Culture and<br />
Heritage.<br />
“The immediate parties which<br />
additionally should have been<br />
contacted were Environment<br />
Southland and the Department<br />
of Conservation,” Schmidt said.<br />
However, Willis said if DOC<br />
wanted to be told, this information<br />
should be on the Ministry<br />
for Culture and Heritage website.<br />
Ten weeks after informing the<br />
ministry, he still had not heard<br />
back from anyone from the<br />
ministry.<br />
Meanwhile, while Willowbank<br />
initially hoped to obtain custodianship<br />
of the cannon, this now<br />
seems unlikely.<br />
“For finds like this, it is important<br />
for finders to work with local<br />
agencies and the community to<br />
ensure that if it is recovered and<br />
conserved, it is displayed locally<br />
so it remains part of the heritage<br />
story of Fiordland. The finders<br />
and conservators would then<br />
become part of that local heritage<br />
story,” Schmidt said.<br />

The success of her business has<br />
been helped by the pandemic,<br />
rather than hindered by it.<br />
As Tucker took her produce to<br />
market for the first time, along<br />
came 2020.<br />
Lockdown prompted her to<br />
turn her thoughts to a new way<br />
of selling, one ensuring reliability<br />
of supply, customer commitment<br />
and contactless delivery.<br />
Tucker decided to operate<br />
as a community supported<br />
agriculture model, meaning that<br />
customers pay a membership<br />
each year to have their vegetables<br />
delivered once weekly throughout<br />
the growing season.<br />
Last season was her first under<br />
the new model, and she had 15<br />
members. This season, which<br />
will kick off in November, she<br />
aims to increase that to 40.<br />
Tucker said she was yet to promote<br />
her business for the coming<br />
season. She had not had any new<br />
customers come on board during<br />
the latest lockdown.<br />
However, she expected as<br />

Tucker said.<br />
Tucker is originally from the<br />
United States. She came to New<br />
Zealand six years ago to work<br />
in the wine industry, where she<br />
remained for more than three<br />
years, mostly as a laboratory<br />
manager for Craggy Range Winery<br />
in Hawkes Bay.<br />
Wanting to start her own business<br />
and work in food production,<br />
she undertook a Diploma in<br />
Organic Agri Crop Production,<br />
based at Lincoln University’s<br />
Biological Husbandry Unit. Then<br />
she leased the land she operates<br />

Consultation to open on proposed<br />
Council representation changes<br />
<strong>Selwyn</strong> residents will be asked about proposed changes to how they are represented at the next<br />
local elections, with changes to ward boundaries and the number of councillors.<br />
The Council has agreed to put forward a proposal to retain four wards, but change the existing<br />
ward boundaries to form Ellesmere, Malvern, Rolleston and Springs wards to ensure a more even<br />
spread of population across each ward. The Council is also proposing to reduce the number of<br />
councillors to 10.<br />
Consultation on the proposal will run from Friday 3 <strong>September</strong> to Monday 4 October.<br />
Currently, the Council is made up of 11 councillors elected from four wards, Ellesmere, Malvern,<br />
<strong>Selwyn</strong> Central and Springs, and a mayor elected at large (across the whole district). There is one<br />
community board for Malvern.<br />
The proposal is part of the Council’s representation review, which must be undertaken every<br />
six years. Changes are required to keep up with population growth and ensure fair and effective<br />
representation across the district.<br />
It largely retains the existing system, though <strong>Selwyn</strong> Central would be replaced by a smaller<br />
Rolleston ward, and would have three councillors rather than the existing four. All other wards all<br />
the other wards retaining their existing number of councillors.<br />
The Malvern Community Board would be retained, with a third subdivision of West Melton<br />
added to the existing subdivisions of Hawkins and Tawera. The number of board members<br />
would remain at five with two each from the West Melton and Hawkins subdivisions and one<br />
from the Tawera subdivision.<br />
People’s feedback is key Representation Review Subcommittee’s chairman Councillor Mark<br />
Alexander says.<br />
“With the population growth we’ve seen, we needed to make changes to make sure everyone is<br />
represented fairly. Now it’s up to people in <strong>Selwyn</strong> to tell us if they think these proposed changes<br />
will do that.<br />
“There are significant choices for people to think through when letting us know how they want to<br />
be represented on the Council. We encourage everyone to take a close look at the options and<br />
have their say.”<br />

Mayoral Forum calls for pause<br />
on three waters reforms<br />
The Canterbury Mayoral Forum has called for a pause on the three<br />
waters reform process.<br />
The Mayoral Forum, which is chaired by <strong>Selwyn</strong> Mayor Sam<br />
Broughton, has written to the Minister of Local Government to<br />
formally request a pause to the current three waters reform process.<br />
The reform process proposes to transfer delivery of three<br />
waters services from local authorities to four public entities across<br />
New Zealand.<br />
The Forum has taken this step as it has serious concerns about the<br />
current decision-making timeframe.<br />
The three waters reform proposals are a once-in-a-generation<br />
decision for councils and communities, and the Forum believes<br />
it is crucial that communities are provided with enough time to<br />
engage meaningfully and genuinely with the process and better<br />
understand the implications of the proposals. Without this pause,<br />
there is a very real risk that councils and their communities will<br />
not be able to make informed decisions about the impact of the<br />
proposed reform outcomes.<br />
“The Mayoral Forum urges the pause to come into effect now<br />
and remain in place until the new water service regulator Taumata<br />
Arowai is properly established, there is clarity about the proposed<br />
Economic Regulator, and the standards and approach from each is<br />
clearly understood. We believe this is essential in order to properly<br />
and authentically engage with our communities on this incredibly<br />
important decision”, Mayor Sam Broughton says.<br />
The Forum also acknowledges that the reform process is being<br />
undertaken at the same time as other significant reform processes,<br />
including a review into the future for local government. A pause in<br />
the three waters reform process would allow more time to consider<br />
the kind of three waters model that might best support the future for<br />
local government, he says.<br />
The Mayoral Forum looks forward to further engaging with the<br />
Minister on its request, Mayor Broughton says.<br />
Summary of the proposed changes<br />
The proposal for consultation includes:<br />
· Four wards with 10 councillors<br />
· Existing ward structure would largely be retained, with the major changes including:<br />
- West Melton moving from the current <strong>Selwyn</strong> Central ward to the Malvern Ward<br />
- The area between Burnham and Rolleston moving from the current <strong>Selwyn</strong> Central Ward to the<br />
Ellesmere Ward<br />
- An area east of Rolleston moving from the current <strong>Selwyn</strong> Central Ward to the Springs Ward.<br />

Council supports local<br />
producers during lockdown<br />
The Council has been working to connect food and produce<br />
businesses and <strong>Selwyn</strong> residents under Alert Level 4.<br />
The <strong>Selwyn</strong>.nz website has put together information on local<br />
farmers and food producers offering contactless essential deliveries<br />
to <strong>Selwyn</strong> homes during lockdown.<br />
The idea is to connect residents and suppliers with the many<br />
options for fresh, healthy local produce in <strong>Selwyn</strong>.<br />
Untamed Earth Organic Farm Co-owner Ollie Platt has been<br />
supplying fresh fruit and vegetable boxes and says the support<br />
from Council has helped them provide healthy options to bubbles<br />
in <strong>Selwyn</strong>.<br />
“Working with the Council has really helped us with exposure to new<br />
customers in <strong>Selwyn</strong>, as our main customer base is built around the<br />
Lyttleton and Opawa farmers markets. Through the support we’ve<br />
received from the Council we've had a great response from the local<br />
community for our home deliveries.”<br />
Ollie says he’s looking forward to being able to show a lot of their<br />
new customers around the farm later this year when they run their<br />
annual open day through the Open Farms.<br />

Endangered fish habitat to<br />
be preserved<br />
A water race will be transformed into a habitat for a critically<br />
endangered Canterbury fish, thanks to new conservation funding.<br />
The Council has received $43,756 from Environment Canterbury’s<br />
Fish Habitat Fund to transform a section of water race near<br />
Dunsandel.<br />
This section of water race is one of the few remaining sites on the<br />
lowland Canterbury Plains that contain a population of kōwaro/<br />
Canterbury mudfish. Kōwaro are one of five critically endangered<br />
native fish species in New Zealand.<br />
Typically, water races require weed removal to keep the water<br />
flowing. This maintenance is often done using machines which can<br />
dig up or disturb the mudfish habitat.<br />
The new funding will be used for planting along the race to<br />
create shade – and reduce the weed growth, and for hand removal<br />
of the weeds.<br />
This work supports a larger project at the site that will see the<br />
water race closed and a well and pump installed to maintain the<br />
flow of water to protect the mudfish habitat into the future. Thereby<br />
protecting the population of mudfish into the future.<br />
The announcement of the funding comes as the country marks<br />
Conservation Week/Te Wiki Tiaki Ao Tūroa from 4–12 <strong>September</strong>.<br />

getting involved through doing conservation activities and events.<br />

a leash and don’t pat or touch dogs outside<br />
your ‘bubble’. Note that dog park gates will be<br />
kept open.<br />
You should not drive to a dog park. Cars<br />
should only be used for essential requirements<br />
and people should stay local – walk to exercise<br />
within your local area.<br />
Pick up after your dogs and dispose of dog<br />
poo at home in kerbside collection.<br />
Noise Control<br />
We will continue to respond to serious and<br />
Notices<br />
urgent complaints. Also we will respond to<br />
any emergency environmental health issues.<br />
Additional noise control services may resume<br />
under Alert Level 3.<br />
Parks and Reserves – OPEN<br />
Parks and reserves are open, but please<br />
maintain social distancing from other park<br />
users. Please note:<br />
· All toilets in Council reserves are closed.<br />
· The reserve at Lakeside Campground is<br />
only open to existing campers. It is closed<br />
for recreation.<br />
Playgrounds and hard surface sports<br />
areas – CLOSED<br />
Playgrounds are closed. Keep off all playground<br />
equipment, tennis courts, basketball courts or<br />
any other shared equipment or surfaces.<br />
Public Transport<br />
Metro has advised that public transport will be<br />
available for those needing to travel for essential<br />
reasons. That is, travelling to work in essential<br />
services, for medical reasons, and to get to the<br />
supermarket. Fares will not be requested.<br />
Customers are requested to use window seats<br />
only and adhere to physical distancing, which<br />
is required at Alert Levels 3. Due to these<br />
requirements, bus capacity will be limited.<br />
Resource Consents<br />
We will continue to process new consent<br />
applications and existing applications already<br />
in the system.<br />

Rubbish and recycling<br />
Kerbside bin and bag collections continue as<br />
normal. Please keep vigilant with your recycling<br />

Pines Resource Recovery Park is closed to the<br />
public under Alert Level 4. At Level 3 and lower<br />
we intend to reopen using a booking system.<br />
Alert Level 3: We will move towards reopening,<br />
with a booking system in place via Council<br />
website and call centre.<br />
Toilets<br />
Toilets in Council reserves are closed. Toilets<br />
on State Highways will remain open. Please<br />
observe careful hygiene and safe distancing.<br />
CHANGES TO PROPOSED SELWYN DISTRICT PLAN HEARINGS<br />
Due to the nationwide COVID-19 restrictions the Council has made further changes to the schedule of<br />
hearings of submissions and further submissions on the Proposed District Plan. A provisional hearing<br />
date of Tuesday 21 <strong>September</strong> has now been set for Hearing 2: Part 1 – Introduction and General<br />
Provisions. Hearing 4: Energy and Infrastructure is now planned to commence on Wednesday 22<br />
<strong>September</strong> and continue on Thursday 23 <strong>September</strong> and Friday 24 <strong>September</strong> <strong>2021</strong>. The hearing for<br />
Hearing 3: Urban Growth will be postponed until later in the year and a new Notice of Hearing will be<br />

2 cups rolled oats, place in<br />
large bowl with:<br />
1 cup coconut<br />
¼ cup pumpkin seeds<br />
¼ cup sunflower Seeds<br />
½ cup slivered almonds<br />
1 cup raisins<br />
¾ cup date syrup, place in<br />
casserole dish with<br />
6 tablespoons rice bran oil<br />
1 teaspoon vanilla essence<br />
Directions<br />
Gently heat date syrup/rice<br />
bran oil by microwaving for<br />
a minute at a time, stirring<br />
in-between to combine.<br />
Pour into dry ingredients<br />
with the vanilla essence<br />
and mix well. Press into<br />
muffin pans that has been<br />
well greased and lined with<br />
baking paper.<br />
Bake at 150 deg C fan<br />
bake for 35-40min or<br />
until slice is an even golden<br />
brown.<br />
Remove from oven. Leave<br />
in pans to go completely<br />
cold, then extract.<br />
Hummingbird cake<br />
Makes 16 wedges<br />
Ingredients<br />

4 eggs, place in mixing<br />
bowl with:<br />
1½ cups rice bran oil<br />
1¾ cups brown sugar,<br />
firmly packed<br />
2 cups self-raising flour,<br />
sifted with<br />
1 cup plain flour<br />
2 teaspoons mixed spice<br />
1 teaspoon baking soda<br />
440gm can crushed pineapple<br />
in juice, well drained<br />
2 bananas, mashed<br />
½ cup peacans, coarsely<br />
broken up<br />
1/3rd cup coconot<br />
Directions<br />
Beat eggs/oil/brown<br />
sugar until thick and<br />
slightly pale.<br />
Stir in dry ingredients<br />
with pineapple, banana,<br />
pecans and coconut.<br />
Divide evenly into three<br />
20cm round springform<br />
pans that have been well<br />
greased and lined with baking<br />
paper.<br />
Smooth over the tops.<br />
Bake at 160 deg C for about<br />
55min or until skewer<br />
comes out clean. Remove<br />
from oven and let go completely<br />

Frosting<br />
250gm cream cheese, place<br />
in mixing bowl with<br />
75gm butter<br />
1 teaspoon finely grated<br />
lemon rind<br />
1½ cups icing sugar<br />
Beat cream cheese/butter/lemon<br />
rind until fluffy.<br />
Gradually add icing<br />
sugar, beating until well<br />
combined. Reserve half of<br />
the frosting.<br />
Use the rest of the frosting<br />
to sandwich the cakes<br />
together, then place reserved<br />
amount on top and<br />
spread over the top.<br />

Many opportunities for lab technicians<br />
Over the past two years,<br />
more than two million<br />
COVID-19 tests have been<br />
performed in New Zealand<br />
alone. However, the<br />
important work done by<br />
laboratory technicians goes<br />
far beyond helping fight<br />
global pandemics.<br />
“COVID-19 has shown<br />
the world the importance<br />
of high-quality lab testing,<br />
but lab technicians do<br />
important work across<br />
many other sectors,” says<br />
Dr Grant Bennett, Ara<br />
Institute of Canterbury’s<br />
programme leader for laboratory science.<br />
Food manufacturing, environmental<br />
monitoring, quality assurance, human<br />
health, veterinary diagnostics and product<br />
development are just some of areas lab<br />
technicians work in. “This profession can<br />
take you in so many directions and you<br />
can make a real difference by helping<br />
our community, our environment and<br />
supporting local industries,” Grant says.<br />
Ara Institute of Canterbury offers three<br />
qualifications for aspiring lab technicians:<br />
two diplomas and a graduate diploma. Each<br />
is industry driven and heavily hands-on with<br />
a focus on employment. Work placements<br />
are included with the Level 6 diploma and<br />
the graduate diploma.<br />
“Our class sizes are small, our programmes<br />
are highly practical, and our labs are<br />
equipped with the same gear that’s used in<br />
industry,” Grant says. “Students gain a broad<br />
range of lab skills, but also many transferable<br />
‘soft’ skills essential to employment, such<br />
as workflow management, teamwork and<br />
communication.”<br />
Michelle Knowler studied Ara’s Level 5<br />
Diploma in Applied Science. “It’s a good<br />
option if you’re straight from high school,”<br />
she says. “It’s much more practical than<br />
theoretical, which I really liked.” Michelle’s<br />
goal is to take her skills back to Vanuatu and<br />
to encourage more women there into science<br />
careers.<br />
After completing a Bachelor of Science<br />
at Otago University, Sam Suzuki studied<br />
Ara’s Graduate Diploma in Laboratory<br />
Technology. He knew that the advanced<br />
laboratory experience he’d gain, along<br />
with the experience he’d get from the work<br />
placement, would equip him with hands-on,<br />
industry relevant skills that would make him<br />
work-ready.<br />
Sam was right. His work placement was<br />
at Plant & Food Research and now he’s<br />
employed there as a lab technician/research<br />
associate within its annual crops group.<br />

programmes start at Ara in February. For<br />

The flavour and taste of<br />
strawberries ripened on the plant<br />
cannot be trumped by anything<br />
bought from the store, no matter<br />
how fresh they are.<br />
Strawberries are an easy crop<br />
to grow and it is no surprise<br />
that they are one of the world’s<br />
favourite fruit. They’re best<br />
planted in winter and early<br />
spring, when the ground<br />
temperatures are cold. At first,<br />
all the growth happens under<br />
the soil, as the roots establish<br />
themselves.<br />
The colder soil temperatures<br />
stimulate flower-bud<br />
development and, subsequently,<br />
fruiting ability and capacity.<br />
When the warmer weather<br />
arrives, the plant springs into<br />
action above the soil and new<br />
season’s foliage and flowers will<br />
appear.<br />
Where to grow<br />
Full sun is mandatory for<br />
strawberries. No sun equals<br />
poor flower production and,<br />
worse still, less fruit that will<br />
have little flavour and struggle to<br />
ripen.<br />
The soil should be friable<br />
(loose) and fertile. Each season,<br />
reward and refresh berry beds<br />
with layers of chicken manure<br />
and strawberry food.<br />
Strawberries are gross feeders<br />
and quickly use available<br />
nutrients in the soil. These<br />
nutrients need to be replaced to<br />
allow the berries to keep fruiting.<br />
Ideally, the soil should be moist,<br />
but not waterlogged. In some<br />
areas, this can be a challenge,<br />
particularly over winter. Growing<br />
your strawberries on mounds is<br />
a good way to improve drainage,<br />
and raised beds or containers can<br />
be used, too.<br />
The ground-covering habit<br />
of strawberries makes them an<br />
ideal option for pots, tubs and<br />

hanging baskets. Make sure,<br />
when growing them in any sort<br />
of container, that it is big enough<br />
to provide plenty of room for the<br />
roots of the plants to develop.<br />
Restrictions on root<br />
development will impede the<br />
growth of the plant. To give you<br />
an idea, a 30cm hanging basket<br />
will hold about three plants with<br />
ease, and five at a push.<br />
Specific strawberry planting<br />
and potting mix take all<br />
the guesswork out of filling<br />
containers and planters, and<br />
premium potting mixes work,<br />
too.<br />
Every strawberry patch has a<br />
life period of about three years.<br />
The first year the crop will be<br />
average, with the second and<br />
third years being the best. After<br />
that, the plants lose vigour,<br />
harvest diminishes and plants<br />
need to be replaced.<br />
A position protected from wind<br />
is also useful as numerous insects<br />
are part of the pollination process<br />
and strong winds can result in<br />
poor fruit development.<br />

Protection and straw<br />
Layers of straw mulch around<br />
the plants will keep the weeds<br />
away as well as help the soil retain<br />
moisture. It also protects the<br />
berries from becoming dirty or<br />
damaged.<br />
When berries start appearing,<br />
protect and cover the plant with<br />
netting, mesh or tunnels to deter<br />
birds and small animals.<br />

runners that will compete for<br />

Harvesting<br />
The best bit is harvesting. Choose<br />
those that are fully ripe on the<br />
plant as they do not ripen further<br />
once picked. Berries ripen 4-6<br />
weeks after the flowers mature.<br />

Anything mechanical at<br />
Hororata’s annual swap meet<br />
event as it brings people together,<br />
provides trading opportunities and<br />
supports local organisations. People<br />
come from all over New Zealand to<br />
attend this event and spend money, and<br />
the local community benefits from the<br />
proceeds. The swap meet has previously<br />
donated money to several community<br />
groups, including the Hororata School<br />
Swimming Pool, Fire Brigade and St<br />
Johns Church Parish. This year local<br />
organisations, such as the Hororata<br />
Historical Society, Terrace Station<br />
Charitable Trust and the St Johns<br />
Church Parish, will receive support.<br />
The event continues growing in size<br />
and reputation, with the last swap meet<br />
having over 450 people attend with 50<br />
sites. Unfortunately, due to Covid, there<br />
was no swap meet held in 2020. Still, this<br />
year the organisers are hoping for an<br />
exciting day out, rain or shine, providing<br />
an excellent chance for people to buy<br />
and sell mechanically based items. In<br />
addition, the Trust has suggested there<br />
may be an invitation for classic car<br />
owners to display their vehicles.<br />
While you are browsing the assortment<br />
of all-things mechanical, there will also<br />
be the opportunity to take some time out<br />
to purchase food and drinks, including<br />
the famous Hororata Pie.<br />
The upcoming Hororata Mechanical<br />
Swap Meet, being held on <strong>September</strong><br />
25, is your chance to buy, sell, or browse<br />
vintage, veteran, classic automotive<br />
parts for cars, motorcycles, off-roaders,<br />
tractors, or anything mechanical<br />
including tools.The event will run from 7<br />
am–2 pm, rain or shine, at the Hororata<br />
Domain and is a cash-only event with<br />
no EFTPOS available. Adults entry is $5<br />
with children under 12 years free.<br />
This unique, solely mechanical swap<br />
meet was started in 2<strong>01</strong>0 by locals John<br />
Foster and Dave Pomare. After meeting<br />
up at various swap meets, John and<br />
Dave, who had a common interest and<br />
passion for mechanical items, decided<br />
to organise their own swap meet. They<br />
had noticed that swap meets had become<br />
more generalised around the country,<br />
with bric-a-brac and household goods<br />
available, rather than focusing on<br />
mechanical items. John reflected, “We<br />
wanted it to be a specific event catering<br />
for more mechanically based things.”<br />
To continue the success of this event,<br />
Dave and John have now joined forces<br />
with the Hororata Community Trust.<br />
The Trust has become involved in<br />
supporting this important community<br />

Ford’s old favourites pave way for Escape<br />
FOR THOSE like me who have<br />
reached their senior years, you<br />
will remember fondly the cars we<br />
grew up with, most of which were<br />
English.<br />
The Ford Motor Company was<br />
well represented here – Popular,<br />
Anglia and Prefect were names<br />
I remember well, in fact it was<br />
the family’s three-speed Prefect I<br />
learnt to drive in.<br />
If you had access to a hefty<br />
amount of overseas funds you<br />
may well have been lucky enough<br />
to score a Consul, Zephyr or even<br />
Zodiac.<br />
Those cars set the foundation<br />
for Ford becoming a trusted and<br />
recognised brand in New Zealand<br />
and today nothing has changed,<br />
the product line-up is extensive<br />
and is sourced globally.<br />
One of the latest to come<br />
my way was the Spanish-built<br />
Escape, a mid-size sport utility<br />
vehicle that represents everything<br />
a buyer would want in a family<br />
wagon.<br />
The new Escape lands in a<br />
five-model line-up, two and fourwheel-drive<br />
variants, and now<br />
there is the option of a plug-in<br />
hybrid. This evaluation focuses<br />
on the ST-Line four-wheel-drive<br />
at $50,990.<br />
Prices for the range start at<br />
$42,990 and end at $55,990 for<br />
petrol-only models. The hybrids<br />
are likely to land in New Zealand<br />
towards the end of the year and<br />
will be priced at $60,990 and<br />
$66,990.<br />
The newcomer is flash, it has<br />
a bold, muscular body style. It<br />
is curvy and has flowing lines, it<br />
shows real presence and follows<br />
similar styling to that that has<br />
made Ford’s small SUV – the<br />
Puma – so attractive.<br />
The Escape carries on as before,<br />
it gets the 2-litre EcoBoost<br />
engine of its predecessor, the<br />
four-cylinder unit is a real gem<br />
in terms of performance and<br />
economy.<br />
The engine is rated at 183kW<br />
and 387Nm, which is due to the<br />
turbocharging system fitted to<br />
the twin-camshaft, 16-valve unit.<br />
It offers significant boost at a<br />
low operating area. Peak power<br />
arrives at just 5700rpm while<br />
maximum torque is available at<br />
3100rpm. The significance of<br />
those figures is the punchy way<br />
the engine works. It is feisty and<br />
lively, yet it delivers with little<br />
audible sound.<br />
If you also factor in the<br />
way power is transferred<br />
through a silky-smooth eightspeed<br />
automatic gearbox, the<br />
driveline is structured for<br />
quick momentum and it has a<br />
responsive nature.<br />
The Escape in GT-Line form<br />
USER-FRIENDLY: A large central screen controls many of<br />
the Escape’s in-cabin functions. It is intuitive to use.<br />
FORD ESCAPE: Plenty of choices along with the option of plug-in hybrid.<br />
will accelerate to 100km/h from<br />
a standstill in 8sec and will<br />
complete an overtaking time of<br />
5.2sec to make 120km/h from<br />
80km/h.<br />
Ford is very proud of its<br />
EcoBoost range of engines, they<br />
have been developed not so<br />
much for the performance I’ve<br />
just commented on, but they also<br />
stand out for economy.<br />
I drove the new Escape many<br />
times at city speeds commuting<br />
for a fair chunk of my evaluation,<br />
normally that type of running<br />
isn’t kind to economy. However,<br />
the fuel usage readout was listing<br />
at a respectable 9.6-litre per<br />
100km when I took the car back<br />
to the Sockburn dealership.<br />
That’s not that far distant to<br />
Ford’s combined cycle average<br />
claim of 8.6l/100km, and that’s<br />
put into perspective when you<br />
take into account the 4.5l/100km<br />
figure sitting instantaneously at<br />
a steady 100km/h, the engine<br />
turning over very relaxed at just<br />
1500rpm.<br />
The evaluation car was riding<br />
on high grade Continental tyres<br />
(225/60 x 18in). With their<br />
wide footprint and formidable<br />
reputation there is a lot of<br />
steering feel and strong selfcantering<br />
application within the<br />
steering mechanism. Turn-in<br />
is direct and accuracy with the<br />
handling process is positive.<br />

Escape handles, and that doesn’t<br />
surprise me, I’m a big European<br />
Ford fan, and the way the<br />
designers engineer balance and<br />
handling ability into the chassis<br />
of a sport utility vehicle is a credit<br />
to them.<br />
Sport utility vehicles with<br />
their height would, by the<br />
law of physics, be a lot more<br />
cumbersome than they are,<br />
but the Escape doesn’t move<br />
awkwardly in a corner, the<br />
sporting and damper rates easily<br />
contain gravitational movement<br />
without the cost of a firm ride.<br />
The occupants are treated to high<br />
levels of comfort.<br />
I guess a lot of that has to do<br />
with the sophistication within the<br />
suspension, the fully independent<br />
suspension system has supple<br />
movement. Of course, any vehicle<br />
of this ilk that has four-wheeldrive<br />
locates the rear driving<br />
wheels through an independent<br />
system, and the manufacturers<br />
today see that as a way to<br />
promote ride comfort as well as<br />
maintain tyre contact to ground.<br />
The Escape is also fitted<br />
with state-of-the-art gear for<br />
convenience and safety. Some of<br />
the major items include satellite<br />
navigation, voice recognition<br />
communication and infotainment,<br />
Apple CarPlay and Android Auto,<br />
and radar cruise control.<br />
Of course, it is also fivestar<br />
Australasian New Car<br />
Assessment Program safety rated.<br />
The new Escape has a lot to live<br />
up to. I remember when the first<br />
iteration landed in 20<strong>01</strong> it was<br />
competing head-to-head with<br />
Mazda’s Tribute, essentially the<br />
same car. The Escape started with<br />
a V6 engine and then, of course,<br />
the Volvo unit as generations<br />
changed.<br />
Since then turbocharged<br />
engines of varying capacities have<br />
powered the Kuga and Escape,<br />
and buyers have related well to<br />
those exciting power plants.<br />
The Escape lands here with<br />
a strong European feel that is<br />
something I particularly like.<br />
However, that doesn’t make it<br />
awkward, the best of all things<br />
Ford does is characterised in<br />
the Escape and there is plenty of<br />
choice within the line-up to meet<br />
tastes and demands.<br />

Heads-up for <strong>Selwyn</strong> high country<br />
lake care<br />
Moves to reduce nutrient loads in<br />
Ashburton high country lakes “may be<br />
needed” in <strong>Selwyn</strong>, a study of regional<br />
water quality has found.<br />
Five <strong>Selwyn</strong> lakes require moderate or<br />
large nutrient load reductions to meet the<br />
aim of the regional plan, says a science<br />
report commissioned by Environment<br />
Canterbury (ECan) and the Department of<br />
Conservation.<br />
Most of the high-country lakes named in<br />
the report by Cawthron Institute by are in<br />
Ashburton district but there’s also concern<br />
about <strong>Selwyn</strong> lakes, particularly Lyndon,<br />
Grasmere, Pearson, Sarah and Hawdon.<br />
The report details the nutrient reductions<br />
required to achieve water quality targets<br />
set by the community in the Land and<br />
Water Regional Plan (LWRP). The<br />
conclusions from the Cawthron Institute<br />
found that significant reductions in<br />
nutrient loads will be required to preserve<br />
water quality in the high-country lakes<br />
studied.<br />
The lakes are sensitive to nutrient inputs<br />
from several sources, including land<br />
use, recreation amenity and birdlife, the<br />
report says. In a warning for <strong>Selwyn</strong>,<br />
ECan says the report shows lake nutrient<br />
load reductions were “not unique to the<br />
Ashburton lakes/Ō Tū Wharekai and may<br />
be needed in many high-country lakes<br />
across Canterbury”.<br />
ECan says several high-country lakes are<br />
recognised as being ‘sensitive’, with specific<br />
provisions in the Land and Water Regional<br />
Plan (LWRP) included to protect them.<br />
In addition to having high ecological<br />
values these lakes are recognised in statute<br />
as culturally significant historical food<br />
gathering and mahinga kai sites.<br />
In response to concerns at the state of<br />
these lakes, three rūnanga – Te Runanga o<br />
Arowhenua, Te Ngāi Tūāhuriri Rūnanga<br />
and Te Taumutu Rūnanga – initiated<br />
a working group in 2<strong>01</strong>9 of statutory<br />
agencies (Environment Canterbury, DOC,<br />
Toitū Te Whenua Land Information New<br />
Zealand, Ashburton District Council and<br />
Fish & Game) along with local farmers and<br />
other resource users to address this issue.<br />
In late July, after reviewing the report,<br />
the cross-sector working group discussed<br />
several “new actions”, including the use of<br />
catchment level information to develop<br />
farm scale options, new requirements for<br />
sewage systems at Lake Clearwater village,<br />
including monitoring the effectiveness of<br />
new systems, and more work to quantify<br />
the impact of birdlife on various lakes.<br />

experiences, see opportunities, surprise<br />

5. Be active<br />
Keeping active is a great way to feel good.<br />
Working up a sweat releases endorphins<br />
that make you feel alert and better able<br />
to cope with challenges. Make physical<br />
activity a habit, aim for at least 30 minutes<br />
of movement a day. It could be as simple<br />
as leaving the quad at home and walking<br />
to the shed. It can be a game-breaker in<br />
lifting your mood and keeping you in<br />
better shape. Do what you can, enjoy what<br />
you do and shift your mood.<br />

Farmers feeling vindicated<br />
on Overseer<br />
‘We told you so’, farmers are saying about<br />
an Overseer critique.<br />
Farmers the length of the country have<br />
long-accused regional councils of overreach<br />
in their use of the Overseer Nutrient<br />
Management Modelling Tool.<br />
OverseerFM is used by councils all over<br />
New Zealand as the basis for granting<br />
consents, checking compliance and<br />
enforcement against farmers. Across<br />
the farming kaleidoscope of <strong>Selwyn</strong>,<br />
Overseer has spurred all sorts of on-farm<br />
changes, from livestock systems to crop<br />
management.<br />
Federated Farmers environment<br />
spokesperson Chris Allen, from upcountry<br />
Ashburton, said the foundations<br />
of New Zealand’s farm environment<br />
management system had been rocked to<br />
the core by the recent release of the report.<br />
Federated Farmers had been fighting<br />
against the use of Overseer by councils<br />
to define regulations for nutrient<br />
management on farm for more than a<br />
decade “simply because of its lack of<br />
accuracy”. The recent independent report<br />
into Overseer was scathing, he said. “It<br />
basically says Overseer should never have<br />
been used for anything other than general<br />
on-farm nutrient use management.”<br />
Despite this, more than 6000 farmers<br />
were “strictly regulated by Overseer”, while<br />
another 5000 must do Farm Environment<br />
Plans with Overseer nutrient budgets.<br />
This number included drystock, dairy,<br />
horticulture, arable and other farmers.<br />
Environment Canterbury (ECan) chief<br />
executive, Stefanie Rixecker, said Overseer<br />
was used extensively in Canterbury to<br />
model nutrient losses from land uses and<br />
in the regulatory framework.<br />
“It is important for our consenting,<br />
compliance monitoring and enforcement,<br />
and farm environment plan auditing<br />
processes,” she said. “Our Resource<br />
Management Act plans and consents<br />
use Overseer - together with farm<br />
environment plans and independent audit<br />
- to maintain or improve water quality by<br />
minimising nitrate-nitrogen losses.<br />
ECan now needed time to consider the<br />
review so we can be clear about how these<br />
processes may be impacted, but meantime<br />
welcomed the Government’s commitment<br />
to continue to support Overseer while it<br />
considered how to provide “upgraded and/<br />
or next-generation tools” over the next 12<br />
months.<br />
Dr Caroline Read, chief executive of<br />
Overseer Limited, said OverseerFM was<br />
proven in its ability to support farmers<br />
and growers make more informed<br />
decisions about their farming practices<br />
that help improve their environmental<br />
performance.<br />
“The extensive feedback from farm<br />
system experts and researchers using<br />
OverseerFM for more than 15 years,<br />
including the 12,000 farm businesses<br />
currently in OverseerFM, shows that<br />
while it’s not perfect, the tool produces<br />
results consistent with current scientific<br />
understanding and farm practice,” she<br />
said.<br />
OverseerFM’s strength was that it<br />
provided farmers and growers with a<br />
“common platform for engaging on farm<br />
nutrient management” including with<br />
their regional council, irrigation scheme,<br />
processor, farm consultant and each other<br />
through catchment groups. The tool was<br />
doing what it’s designed to do. “It provides<br />
farmers and growers with a comparable<br />
estimate of the risk of nutrient losses<br />
based on their farm management<br />
approach, allowing them to assess how<br />
efficiently their farm systems use the<br />
available nutrients and how changes in<br />
farm practices could affect N-loss risks,”<br />
Dr Read said.<br />

properties for sale and zeroing in on those<br />
with potential. They might be in locations<br />

have visited show homes and open homes<br />
becoming confused, overwhelmed or<br />
swept away with emotional factors like<br />
having everything new, or extra features<br />

To be happy with your choice, list the<br />
features that you need, considering:<br />
• Family space – Is there room for<br />
the children to play indoors and for<br />
television and entertainment units?<br />
Should this be open plan or separated?<br />
