THE WELL BUILDING<br />

STANDARD: HEALTHY<br />

People spend approximately 90% of their time in<br />

enclosed spaces, whether at home, an office, school, or<br />

other building. The WELL <strong>Build</strong>ing Standard version 2<br />

(WELL v2) is grounded in a body of medical research<br />

that explores the connection between buildings and<br />

the health and wellness of its occupants. WELL v2<br />

includes a set of strategies that aim to advance human<br />

health through design and operational protocols and<br />

policies which foster a culture of health and cognitive<br />

and emotional well-being. This latest version of WELL<br />

has proven itself to be a scalable and globally applicable<br />

system that is responsive, inclusive and adaptable to fit<br />

any environment or organization.<br />

WELL v2 is founded on the following principles:<br />

• Equitable: Aims to benefit a variety of people,<br />

including and especially disadvantaged or vulnerable<br />

populations.<br />

• Global: Proposes interventions that are feasible,<br />

achievable and relevant.<br />

• Evidence-based: Draws upon a diverse and rigorous<br />

body of research across varying disciplines.<br />

• Technically robust: Defines industry best practice and<br />

validates strategies through performance verification<br />

and a rigorous third-party verification process.<br />

• Customer-focused: Sponsors the success of WELL<br />

users through dedicated coaching services, dynamic<br />

resources and an intuitive platform for navigating the<br />

journey.<br />

• Resilient: Keeps pace with advances in research,<br />

science, technology and society, continuously<br />

improving by integrating new findings.<br />

There are ten concepts in WELL v2 plus a category to<br />

recognize innovation. Each concept consists of features<br />

with distinct health intents. Certification under the<br />

system is based upon a point structure like the LEED<br />

Rating Systems, and WELL V2 is designed to complement<br />

the strategies in LEED.<br />

The Air concept aims to achieve high levels of indoor<br />

air quality across a building’s lifetime through diverse<br />

strategies that include source elimination or reduction,<br />

active and passive building design and operation<br />

strategies and human behavior interventions. Water<br />

covers aspects of the quality, distribution and control of<br />

liquid water in a building.<br />

The Nourishment concept requires the availability of<br />

fruits and vegetables and nutritional transparency.<br />

Light promotes exposure to light and aims to create<br />

lighting environments that promote visual, mental<br />

and biological health. Movement aims to promote<br />

movement, foster physical activity and active living, and<br />

discourage sedentary behavior by creating and enhancing<br />

opportunities through the spaces where we spend our<br />

lives.<br />

Thermal Comfort aims to promote human productivity<br />

and provide a maximum level of thermal comfort among<br />

all building users through improved HVAC system<br />

design and control and by meeting individual thermal<br />

preferences. Sound aims to bolster occupant health<br />

and well-being through the identification and mitigation<br />

of acoustical comfort parameters that shape occupant<br />

experiences in the built environment.<br />

The Materials concept aims to reduce human exposure,<br />

whether direct or through environmental contamination,<br />

to chemicals that may impact health during the<br />

construction, remodeling, furnishing and operation of<br />

buildings. Mind promotes mental health through policy,<br />

program and design strategies that seek to address the<br />

diverse factors that influence cognitive and emotional<br />

well-being.<br />

Community aims to support access to essential<br />

healthcare, build a culture of health that accommodates<br />

diverse population needs and establish an inclusive,<br />

engaged occupant community. Finally, Innovation<br />

features pave the way for projects to develop unique<br />

strategies for creating healthier environments.<br />

WELL is a performance-based system so every project is<br />

verified through on-site testing of building performance.<br />

This process is fundamental to ensuring high-performing<br />

buildings and validates the project through a series of<br />

performance tests, spot checks, and measurements<br />

covering all WELL concepts.<br />

As one of the largest property holders in the US, the<br />

General Services Administration (GSA) has recently<br />

determined that the WELL <strong>Build</strong>ing Standard is the only<br />

system that meets 100% of the health and well being<br />

criteria in the Guiding Principles for federal facilities.<br />

WELL also provides a frame of reference for translating<br />

research into practice to allow people’s health and well<br />

being to take precedence in the built environment.<br />

Companies that foster civic engagement and espouse<br />

equitable and just treatment toward their workforce can<br />

increase employee attraction and retention and improve<br />

financial returns.<br />

Because the people inside are the most valuable resource<br />

in a building it makes sense to prioritize the needs and<br />

experiences of those people in order to ensure the facility<br />

is functioning at a level that allows occupants to be<br />

happy, healthy, and productive.<br />

style, the First Congregational Church of Long Beach in<br />

Romanesque style, the Dr. Rowan <strong>Build</strong>ing in Art Deco<br />

Style, and the towering Villa Riviera fashioned in the<br />

French Gothic style. These, like many other buildings in<br />

the area, date back to the late 1800s - early 1900s. They<br />

are a beacon to the diversity of style and the influence of<br />

history.<br />

A true <strong>Los</strong> <strong>Angeles</strong> landmark, the Hollywood Bowl has<br />

welcomed public figures, artists, and performers such as<br />

President Franklin D. Roosevelt, The Beatles, and Monty<br />

Python comedy troupe to its stage. Renowned architects<br />

Frank Lloyd Wright Jr. and Frank Gehry designed the<br />

impressive arches and acoustics of the amphitheater. And<br />

sculptor George Stanley designed the Muse Fountain<br />

which has stood outside the Hollywood Bowl’s main<br />

entrance since 1940. The performance space is another<br />

mammoth reflection of <strong>Los</strong> Angele’s timeless and varied<br />

spirit.<br />

LOS ANGELES<br />

ARCHITECTURE: A HISTORY<br />

Whether or not we acknowledge or notice, architecture<br />

is a central player in our everyday lives. As we move<br />

through a city or live in our neighborhoods, the<br />

architecture surrounding us affects our minds and the<br />

direction in which we move.<br />

<strong>Los</strong> <strong>Angeles</strong>, California is no exception to the impact<br />

of architecture. In fact, <strong>Los</strong> <strong>Angeles</strong> proves how the<br />

architecture of a region marks its reputation and position<br />

in the world.<br />

Built in 1893, the Bradbury building in downtown <strong>Los</strong><br />

<strong>Angeles</strong> provides a spectacular peek into the past.<br />

The five-story architectural landmark showcases an<br />

extraordinary skylit atrium of access walkways. The<br />

building features Italian marble, Mexican tile, and<br />

decorative terra cotta. It was designed in the thenpopular<br />

Italian Renaissance Revival style. It married<br />

European fashion with local Hispanic influence and<br />

materials. The state’s proximity to Mexico had impressed<br />

upon the multicultural city a Latin American flair.<br />

Downtown Long Beach in <strong>Los</strong> <strong>Angeles</strong> County is<br />

renowned for its architectural diversity. It is dotted with<br />

buildings of different styles, such as The First National<br />

Bank <strong>Build</strong>ing designed in a French Renaissance Revival<br />

A component of architecture is urban design. <strong>Build</strong>ings<br />

may be designed and erected, but the placement of these<br />

buildings is vital to the health of its community. Urban<br />

design involves the arrangement and design of buildings,<br />

as well as transport systems and services. Frequent<br />

visitors of the city of <strong>Los</strong> <strong>Angeles</strong> may have noticed traffic<br />

is as permanent a resident as the people themselves.<br />

The <strong>Los</strong> <strong>Angeles</strong> County Metropolitan Transportation<br />

Authority (Metro) has taken note of this and has begun<br />

expanding the rail system to the Westside with the<br />

Purple (D Line) Extension Transit Project. The Purple<br />

Line will extend from Westwood to Wilshire, including<br />

LA’s Miracle Mile which involves Museum Row. Museum<br />

devotees will be happy to know the Purple Line will meet<br />

their need to promenade <strong>Los</strong> <strong>Angeles</strong> County Museum of<br />

Art (LACMA), the Petersen Automotive Museum, and La<br />

Brea Tar Pits pavilions to name a few.<br />

Urban design blends architecture, landscape architecture,<br />

and city planning together to make urban areas functional<br />

and attractive (Urban Design, 2021). As much as we want<br />

a site to be beautiful, though, a big question in the world<br />

of architecture is whether a space should be preserved,<br />

repurposed, or demolished and built from scratch. A<br />

repurposed and well visited space in <strong>Los</strong> <strong>Angeles</strong> is<br />

vibrant ROW DTLA. The ROW DTLA (formerly known<br />

as Alameda Square), built between 1917 to 1923, was a<br />

national hub for produce growers at one point housed<br />

two of <strong>Los</strong> <strong>Angeles</strong>’ largest wholesale produce markets.<br />

Today, ROW DTLA is a walkable urban environment<br />

comprised of restaurants, boutique retail shops, office<br />

workspaces, outdoor green spaces, art galleries, and<br />

event venues. Rather than destroying a site, the industrial<br />

series of buildings were salvaged and given new life,<br />

ushering in a new generation of creators and consumers,<br />

preserving the past and embracing the future.


Howbeit, preservation may not always be the solution<br />

for a place. The <strong>Los</strong> <strong>Angeles</strong> County Museum of Art<br />

(LACMA), known for its large-scale Urban Lights<br />

sculpture, is currently going through major renovations.<br />

Swiss architect Peter Zumthor is lead architect for the<br />

expansion of the museum complex. Several of LACMA’s<br />

older buildings have been demolished to make way for<br />

the addition. Planned within the project is more than<br />

2.5 acres of open space, taking the form of landscaped<br />

plazas and sculpture gardens. According to Sharp (2016),<br />

“the LACMA expansion broke ground in 2018, with<br />

completion scheduled for 2023 to coincide with the<br />

opening of the Purple Line’s Wilshire/Fairfax Station”.<br />

Before there was Metro, there was Union Station.<br />

Built in 1939, <strong>Los</strong> <strong>Angeles</strong> Union Station is the largest<br />

railroad passenger terminal in the Western United States<br />

and is widely regarded as “the last of the great train<br />

stations.” The station’s signature style makes it one of<br />

L.A.’s architectural gems (Union Station LA, 2019). The<br />

station was designed with an innovative blend of Spanish<br />

Colonial, Mission Revival and Art Deco architecture<br />

now commonly referred to as Mission Moderne. It was<br />

partially designed by John and Donald Parkinson, the<br />

father-and-son architectural firm who had also designed<br />

<strong>Los</strong> <strong>Angeles</strong> City Hall and other landmark <strong>Los</strong> <strong>Angeles</strong><br />

buildings. They were assisted by a group of supporting<br />

architects, including Jan van der Linden, Dutch-born<br />

architect that suggested Dutch Colonial Revival style be<br />

included in the Union Station design.<br />

Located a stone’s throw away from Union Station is<br />

historic district, Olvera Street. Dating all the way back<br />

to 1930, Olvera Street pays homage to the deeply<br />

rooted Mexican heritage of <strong>Los</strong> <strong>Angeles</strong> (Metrolink,<br />

2021). The street offers a market style shopping area<br />

with old structures, painted stalls, street vendors, cafes,<br />

restaurants, and gift shops to explore. The impact and<br />

presence of the Spanish and Mexican conquistadors<br />

in Southern California is evident in this small but<br />

mighty space. And just like the multicultural settlers of<br />

yesteryear, <strong>Los</strong> <strong>Angeles</strong> houses other cultural centers<br />

such as Chinatown, Little Tokyo, and Little Ethiopia.<br />

Next time you walk through the City of Angels,<br />

remember to look up and around. Take in the façade,<br />

Indoor air quality depends on the<br />

presence and abundance of chemical<br />

and biological pollutants in the indoor<br />

environment that may cause harm.<br />

These chemicals of concern include<br />

volatile organic compounds (VOCs),<br />

semi-volatile compounds in both air and<br />

dust, and synthetic substances contained<br />

in flame retardants, stain repellents, and<br />

plasticizers. Limiting vapor intrusion<br />

and keeping humidity levels between<br />

30-60%, along with conducting regular<br />

air quality testing, can reduce exposure<br />

levels and their associated health<br />

hazards.<br />

FOUNDATIONS OF A HEALTHY<br />

BUILDING<br />

The Harvard T.H. Chan School of Public Health has been providing<br />

industry professionals with a way to translate scientific research on<br />

healthy buildings into actionable information by producing its “<strong>Build</strong>ing<br />

Evidence for Health” series. This series of 2-page summaries applies to<br />

all building types, including homes, and offers a framework to understand<br />

how the indoor environment can affect building occupants and ways to<br />

improve indoor conditions. This article is based upon the concepts and<br />

guidance in “The 9 Foundations of a Healthy <strong>Build</strong>ing,” written in 2017.<br />

The nine foundations, as named in the report, are ventilation, air<br />

quality, thermal health, moisture, dust and pests, safety and security,<br />

water quality, noise, and lighting and views. Each foundation area<br />

highlights problems typically found inside buildings and then supplies<br />

strategies and best management practices to minimize or remediate the<br />

shortcomings.<br />

Outdoor pollutants can penetrate indoors, and because the average<br />

person spends approximately 90% of their time indoors, most of a<br />

person’s exposure to outdoor air pollution occurs indoors. Substandard<br />

air turnover can affect cognitive function. One recommendation made<br />

is to meet or exceed local air ventilation rate guidelines to provide<br />

sufficient filtered fresh air to reduce contaminants in the indoor spaces.<br />

Thermal health goes beyond thermal<br />

comfort, a condition of the human<br />

mind that expresses satisfaction with<br />

the surrounding environment. The<br />

negative effects on health include<br />

allergic reactions, sick building syndrome,<br />

negative mood, fatigue, and respiratory<br />

symptoms. To maximize the positive<br />

effects of an occupant’s surroundings,<br />

it is vital to keep conditions consistent<br />

throughout the day, supply individual<br />

level comfort control where possible, and<br />

survey the spaces regularly to find zones<br />

that underperform.<br />

Up to 36% of homes have mold, mildew,<br />

or water damage, and 85% of office<br />

buildings have been damaged by water.<br />

Moisture-related indoor exposure is a<br />

primary concern for preventing asthma<br />

and other respiratory conditions.<br />

Common sources of moisture include<br />

leaks from plumbing, roofs and windows,<br />

wet foundations, and condensation<br />

on cold surfaces from poor insulation.<br />

Identifying and immediately remediating<br />

the underlying sources of moisture<br />

following removal of damaged or<br />

contaminated materials is crucial to<br />

the health and well-being of building<br />

occupants.<br />

Dust acts as a reservoir for harmful<br />

agents, including particles, viruses,<br />

bacteria, chemicals, allergens, building<br />

materials, dander, fabric fibers, paint<br />

flakes, and dust mites. Contaminants are


continuously suspended and resuspended in the indoor<br />

environment by walking through areas or other daily tasks<br />

like vacuuming or folding laundry. Humans are exposed<br />

to these contaminants through inhalation, dermal<br />

absorption, and ingestion from hand-to-mouth behaviors.<br />

We are shrouded in a cloud much like the Charlie Brown<br />

character Pig Pen. Using high efficiency filters, cleaning<br />

surfaces regularly, and taking off shoes at the door are<br />

simple yet effective tools to combat indoor contaminants.<br />

Feelings of safety and security directly influence our<br />

health and are fundamental to our ability to survive,<br />

coming only after basic needs like food and water are<br />

met. Well-designed security measures such as adequate<br />

lighting in parking areas and entryways and managing<br />

points of egress reduce fight or flight responses, disease<br />

susceptibility, and fear of crime.<br />

Clean fresh water is an essential nutrient for life,<br />

but contaminated water is one of the leading causes<br />

of disease globally. Water quality is reduced by<br />

contaminants like copper and lead, improper treatment,<br />

and poor maintenance of distribution systems. By regular<br />

testing and installation of water purification systems we<br />

can prevent water stagnation and ensure disinfectant<br />

levels are sufficient to control microbes.<br />

Noise is unwanted or disturbing sound that interferes<br />

with normal activities while noise annoyance<br />

encompasses feelings of irritation, discomfort, distress, or<br />

frustration. 53% of employees report ambient noise from<br />

mechanical systems, office equipment, conversations,<br />

and outside sources reduces their work satisfaction and<br />

productivity. The use of robust construction science<br />

principles through sound attenuation materials and<br />

thoughtful design to minimize background noise and<br />

reverberation can improve the indoor environment and<br />

increase productivity and well-being.<br />

Adequate lighting is critical to the normal functioning<br />

of the circadian rhythm in humans. Light intensity<br />

and spectrum can influence physiology and affect<br />

performance. Access to views, or biophilic design,<br />

supports cognitive function, physical health, and<br />

psychological well-being and satisfies our innate instinct<br />

to connect with nature and other living beings. Humans<br />

can realize multiple restorative effects via access to<br />

natural environments through windows and regular light<br />

breaks outside.<br />

Almost every municipality is struggling with decisions<br />

about homeless populations. The cost to resolve or<br />

reverse the problem will be incredibly high and there is<br />

little guidance for public officials. The problem is likely to<br />

result in some of the largest public-private partnership<br />

(P3) initiatives in this century.<br />

Looking at what is already happening and what is<br />

being planned reinforces the fact that there will be an<br />

abundance of opportunities for government contracting<br />

because private sector expertise and resources will<br />

be required along with partnerships from health-care<br />

providers, social service nonprofit organizations and<br />

many visionary thinkers and community volunteers.<br />

Indiana<br />

Housing advocates in Hamilton County, warning of a<br />

looming homeless crisis, will ask lawmakers and other<br />

funding sources for at least $51 million to bring housing<br />

of some sort within reach of individuals and family units.<br />

The Hamilton County Association of Neighborhood<br />

Development has plans to consolidate approximately $31<br />

million in funding from the American Rescue Act Program<br />

(ARPA) with federal Community Development Block<br />

Grant revenue. Private sector contractors will be needed<br />

to help with construction in established neighborhoods<br />

for “infill” housing. This will be less expensive than<br />

building in undeveloped areas where utilities would need<br />

to be connected. The coalition will work with municipal<br />

leaders to encourage public-private partnerships. A<br />

consultant will be selected to perform a feasibility study<br />

in September.<br />

In another part of the state, Hogsett’s mayor has<br />

announced that $12 million is available for construction<br />

of a low barrier shelter site for individuals in need of<br />

emergency housing. The Office of Public Health and<br />

Safety is awaiting finalization of a $25,000 assessment<br />

study related to an encampment location. The<br />

assessment study will be completed in September, a<br />

budget will be adopted in October, and work will begin<br />

soon after that.<br />

California<br />

The governor recently signed the largest funding and<br />

reform package ever for housing and homelessness as<br />

part of the $100 billion “California Comeback Plan.” The


funding includes $10.3 billion for affordable housing<br />

and $12 billion over the next two years to alleviate<br />

homelessness through:<br />

• $5.8 billion to construct more than 42,000 new<br />

homeless housing units.<br />

• $2.75 billion for assistance for Department of<br />

Housing and Community Development services.<br />

• $3 billion for services from Health and Human<br />

Services for health-related services.<br />

• $2 billion in Homeless Housing, Assistance and<br />

Prevention grant funding to aid counties, large cities,<br />

and continuums of care.<br />

• $1.75 billion for 7,200 units of housing for extremely<br />

low-income families and people exiting homelessness.<br />

• $150 million to place participants in hotels.<br />

• $50.6 million for encampment resolution efforts.<br />

• $45 million for services and housing for homeless<br />

veterans.<br />

The city of Sacramento approved 20 sites for homeless<br />

shelters and tiny homes. Officials also sanctioned tent<br />

encampments as part of a plan to address homelessness.<br />

The city will use $100 million from ARPA funding and<br />

more from the state to develop the sites which will serve<br />

2,209 people. A large 350-bed campus-style shelter at a<br />

location yet to be disclosed also will be developed, and<br />

six motels will be converted into shelter units for which<br />

housing vouchers will be issued.<br />

New York<br />

As part of the Empire State Supportive Housing Initiative,<br />

a $20 billion plan has been developed. The state’s sixth<br />

round of funding will provide $35 million in service and<br />

operating funds to provide 1,400 supportive housing<br />

units. The goal is to create 20,000 units over 15 years. An<br />

allocation of $25,000 per unit per year will be available<br />

for service and operating expenses. The state’s Fiscal<br />

Year 2022 budget includes an additional $250 million in<br />

capital spending for the housing initiative.<br />

Colorado<br />

Denver’s Department of Housing Stability (HOST) has<br />

released a five-year plan to eliminate homeless by 50<br />

percent by 2026. HOST will deliver 7,000 homes and<br />

secure 950 income-restricted rentals. The mayor has<br />

proposed $28 million in ARPA funding and is creating a<br />

specialized team to prioritize projects for permit review<br />

and approval.<br />

Vermont<br />

The Vermont Housing and Conservation Board has<br />

consolidated $53.8 million in funding to build 389 homes.<br />

The funding will be used for building or rehabilitating 288<br />

apartments, 50 shelter beds, and 51 houses throughout<br />

the state.<br />

Counties also have plans in place to reduce homeliness.<br />

Chittenden County has announced the following actions.<br />

• Shelburne: The Champlain Housing Trust will convert<br />

20 motel-style units to create permanent apartments<br />

with support services for previously homeless<br />

individuals and households. There are plans to also<br />

buy and rehabilitate a motel that will provide an<br />

additional 58 rooms with support services.<br />

• Williston: The Champlain Housing Trust will purchase<br />

a motel and convert it to create 38 homes for<br />

formerly homeless households. It will have support<br />

services and an on-site project manager. Another 33<br />

permanent apartments for low- and moderate-income<br />

families will be developed.<br />

• South Burlington: A motel will be converted<br />

to provide 20 permanent homes for homeless<br />

households.<br />

• Colchester: The Champlain Housing Trust and<br />

Evernorth will build 60 new apartments in three<br />

vacant buildings at Fort Ethan Allen. The project will<br />

include the redevelopment of a former army barracks<br />

to deliver 11 more apartments with supportive<br />

services.<br />

District of Columbia<br />

The District of Columbia’s Council approved a budget of<br />

$17.5 billion which includes spending on housing and<br />

homeless services. Increased funding was appropriated<br />

for the Housing Production Trust Fund. A total of $400<br />

million is available to produce 2,800 units of housing,<br />

and another $17.7 million is available to preserve the<br />

affordable housing. The council also increased funding for<br />

repairs needed in public housing to $50 million.<br />

Kansas<br />

The Topeka City Council is considering plans for a $5.7<br />

million “tiny home transitional village” with a capacity of<br />

200 beds. This is one part of the Topeka Rescue Mission’s<br />

$8.1 million plan to address chronic homelessness. The<br />

tiny home units would be approximately 64 square feet<br />

each and have electricity, a heater and air conditioner.<br />

City leaders have announced community engagement<br />

sessions to kick-off the program.<br />

Massachusetts<br />

Massachusetts has announced an investment of $30<br />

million in state funds for regional and statewide services<br />

to support homeless individuals. The bulk of funding<br />

will be allocated to a Housing First initiative, with $15.7<br />

million directed to the Department of Public Health’s<br />

Bureau of Substance Addiction Services. Another $10<br />

million is available for a new capital fund for permanent<br />

supportive housing.<br />

Private sector partners and nonprofit organizations are<br />

in high demand as public officials struggle to help end<br />

homelessness throughout America.<br />
