The Company Road Dog Exercise<br />
Area was added to <strong>Ashburton</strong><br />
District Council’s official list of dog<br />
exercise areaswhen the DogControl<br />
Bylaw and Dog Control Policy has<br />
beenadopted.<br />
The dog exercise area atArgyle Park was<br />
alsoextendedandanarea ofAshtonBeach<br />
is nowoff-limitstodogs because of special<br />
flora andfaunainthe area.Otherchanges<br />
to the previousbylawinclude aclause that<br />
ownersmustensure that dogsare wearing<br />
current registrationtags on anyland thatis<br />
nottheir ownand thatownersmustcarry<br />
plasticbagsorothermeansto pickuptheir<br />
dog’spoo.<br />
Councilreceived 29 submissionswhen the<br />
documentswerereviewedearlier this year<br />
andput out forpublicconsultation.<br />
Thedog control bylawsets out standards<br />
of control that must beobserved bydog<br />
ownersand aimstominimise the potential<br />
fordogstocause harm.<br />
Dogs must be kept on aleash in all public<br />
placesatalltimes,exceptinareasspecified<br />
as dogexercise areas.<br />
Exercise areas in the policy are the<br />
<strong>Ashburton</strong> Dog Park (near the <strong>Ashburton</strong><br />
River), PioneerPark, DigbyPark,Patching<br />
Street Reserve, Smallbone Drive Reserve,<br />
DevonPark, Argyle Park, Company Road,<br />
the Tinwald Green, George Glassey Park<br />
andthe Methven Dog Park.<br />
Dogownerscanalsousetheold<strong>Ashburton</strong><br />
landfill area at the end of RangeStreetto<br />
runtheir dogs off the leash. The area is not<br />
an official dog exercise area and access<br />
is sometimes restricted; dog bags are<br />
provided onsite.<br />
Dogs areprohibitedatall boat ramps and<br />
slipways, all cemeteries, public sports<br />
grounds, Ashton Beach, Lake Camp<br />
reserve,LakeClearwaterhutsand shores,<br />
LakeHeronshoresandMaoriLakesshores.<br />

Jane Donaldson said dog owners had a<br />
raftofresponsibilities, and most kept and<br />
exercisedtheir dogs within the rules.<br />
“Our dog control is carried out by<br />
contractors and our aim is education first<br />
when we find someone is notcomplying.<br />
But the rules are there for areason and<br />
that is to keep our communitysafe.”<br />
She said there were good resources on<br />
Council’s website, including abrochure<br />
with the most importantinformation.<br />

THOMPSONS TRACKROADWORKS<br />
A1.7km section of Thompsons Track willbeclosed forsix weeks from 1November so<br />
the road surfacecan be dug out,widened and strengthened.<br />
Thompsons Trackwill be temporarily closed between Jamiesons Road andLine<br />
Road on 1November and traffic will be abletodetour around the work site using<br />
PannettsRoad, LauristonBarrhill Roadand WinchmoreLauristonRoad.<br />
This work should be complete by Christmas.The work is partofa$2.3 million<br />
rehabilitationcontract awarded to HEBConstruction.<br />
Other sections of Thompsons Trackand Arundel Rakaia GorgeRoadwillalsobe<br />
rehabilitated.<br />

On 20 <strong>October</strong><strong>2021</strong>,Councilrolled over the Wastewater DrainageBylaw under<br />
Section 156(2)(a) of theLocal Government Act2002.<br />
ThissectionstatesthatCouncil canmakeminor changes to abylaw via publiclynotified<br />
resolutionifthe changes do notaffectanexisting right,interest,title, immunity,duty,<br />
status or capacity of any person to whom thebylawapplies.<br />
The minorchanges made to thebylawinclude updating legislation and references, and<br />
reordering aclausefor readability.<br />
The Wastewater DrainageBylaw<strong>2021</strong> is available on Council’s website or from the<br />
Council reception.<br />
$2.33mfor rail hubmove<br />
<strong>Ashburton</strong> District Council will<br />
contribute $2.33 million towards<br />
relocating<strong>Ashburton</strong>’s rail container<br />
terminal from the middle of town to<br />
Fairton.<br />
Relocating the rail hub is a$14m project<br />
involving Council, Fairfield Freight Hub<br />
(part of the Wareing Group) andKiwiRail.<br />
Government has also given $2m to the<br />
project.<br />
<strong>Ashburton</strong> Mayor Neil Brownsaid Council<br />
confirmed its commitment to the hub at<br />
its meeting last week and also agreed to<br />
provide loan funding of$3m to the project.<br />
"Relocating the rail container terminal to<br />
Fairton has been an ongoing discussion for<br />
Council foryears and we aredelighted it is<br />
finally going to happen.<br />
"It will pave the way for increased rail<br />
freight from thisdistrictand reducetruck<br />
movements onState Highway 1. It also<br />
means shunting operations will no longer<br />
result in trains blocking intersections in<br />
town."<br />
Construction of the hub is expected to<br />
begin early next year and be completedby<br />
late 2022. Operations will continue at the<br />
current site onWest Street until the new<br />
hub is open.<br />
The new freight hub is near Council’s<br />
north-east <strong>Ashburton</strong> Business Estate<br />
and will involve the re-engineering of an<br />
existing rail siding that once served the<br />
Fairton Freezing Works.<br />
MayorBrown said the newrail hub would<br />
alsoset thedistrict up foralower-carbon<br />
future.<br />
"Helping exporters and businesses move<br />
morefreight by rail makes good sense and<br />
helps reducetransport emissions."<br />
KiwiRail has plans to increasethe amount<br />
of local rail freight from 6000 containersa<br />
year to 20,000.<br />
