its own Kapahaka Twilight Show this
Zone committees essential
Zone committeesplay an importantrole as
avoice for local communities, says Andrew
Arps.
Environment Canterbury’s North
Canterbury zone manager was responding
to concerns aboutthe role of zone
committees now that they had completed
their Zone Implementation Plan
Addendum duties.
Speaking at the Waimakariri District
Councilmeeting earlier this month, Cr
Sandra Stewart expressed concerns about
the zone committee’slack of authority and
financialclout.
‘‘The zone committee is wondering what
it’s role is now that it’s completed the ZIPA
process.It’s meeting bimonthlynow and it
has only alimited budgettosupport local
projects.’’
Mr Arps says zone committees are
similar to community boards,exceptthey
are not elected.
‘‘The committee is in aprocess where
they are adapting and evolving. It’s a
differentfocus because it’s no longerthe
subregional plan process. It’s now about
supporting the communityaround change
and being the community’s and
stakeholders’ voice back into the council.’’
Disruptions this year with Covid19 has
made it difficulttokeep the committee up
to date with projects, such as braided rivers
work on the Ashley Rakahuri River,he
says.
Zone committees have afunding
allocationof$50,000each this year to
support community projects, which will
increase to $75,000 next year and $100,000
in 2023 and can make recommendationsfor
larger projects.
The HurunuiWaiau Zone Committee,
which was the first one out of the blocks,
was disbanded earlier this year.
Mr Arps saysheis hopeful somethingwill
be put in place early next year.
The Kaikoura Zone Committee has been
successful in reinventing itself, he says.
‘‘Kaikoura is in agood spaceand they seem
to have adapted well and they have some
exciting projects they are workingon.’’
