Kapahaka casualty of Covid<br />

The <strong>North</strong> <strong>Canterbury</strong> Kapahaka<br />

Festival has been cancelled for the first<br />

time in nearly 20 years due to Covid­19.<br />

The festival is run by Tuahiwi School<br />

and has grown into one of largest annual<br />

events in <strong>North</strong> <strong>Canterbury</strong>, involving<br />

schools from throughout the<br />

Waimakariri district and some from<br />

Christchurch.<br />

Alert Level 2restrictions with a<br />

maximum of 100 people allowed indoors<br />

made the event impossible, with some<br />

school kapahaka groups having more<br />

than 100 members.<br />

Instead, Tuahiwi School will be hosting<br />

its own Kapahaka Twilight Show this<br />

evening (Thursday, <strong>November</strong> <strong>25</strong>) on the<br />

grass outside the school office from<br />

3.30pm.<br />

Classic Cars<br />

The 11th monthly classiccar gathering will<br />

be held on Sunday, <strong>November</strong> 28, at Better<br />

Half Kitchen and Bar on the corner of<br />

Ashworth’s Beach Roadand State<br />

Highway One, from about 10am to 2pm. A<br />

log fire,coffee, abeer, brunchand lunch<br />

can be enjoyed at BetterHalf, whichopens<br />

from 9am. Drive straight forward at the<br />

entrance and follow the conesinorderthat<br />

baking stall.<br />

Ahangi is also available, with 200<br />

presold tickets on sale at the school<br />

office for $15 each.<br />

Whanau are encouraged to bring a<br />

chair, blanket or abean bag, and sit back<br />

and enjoy the entertainment.<br />

Zone committees essential<br />

Zone committeesplay an importantrole as<br />

avoice for local communities, says Andrew<br />

Arps.<br />

Environment <strong>Canterbury</strong>’s <strong>North</strong><br />

<strong>Canterbury</strong> zone manager was responding<br />

to concerns aboutthe role of zone<br />

committees now that they had completed<br />

their Zone Implementation Plan<br />

Addendum duties.<br />

Speaking at the Waimakariri District<br />

Councilmeeting earlier this month, Cr<br />

Sandra Stewart expressed concerns about<br />

the zone committee’slack of authority and<br />

financialclout.<br />

‘‘The zone committee is wondering what<br />

it’s role is now that it’s completed the ZIPA<br />

process.It’s meeting bi­monthlynow and it<br />

has only alimited budgettosupport local<br />

projects.’’<br />

Mr Arps says zone committees are<br />

similar to community boards,exceptthey<br />

are not elected.<br />

‘‘The committee is in aprocess where<br />

they are adapting and evolving.It’s a<br />

differentfocus because it’s no longerthe<br />

sub­regional plan process. It’s now about<br />

supporting the communityaround change<br />

and being the community’s and<br />

stakeholders’ voice back into the council.’’<br />

Disruptions this year with Covid­19 has<br />

made it difficulttokeep the committee up<br />

to date with projects, such as braided rivers<br />

work on the Ashley Rakahuri River,he<br />

says.<br />

Zone committees have afunding<br />

allocationof$50,000each this year to<br />

support community projects, which will<br />

increase to $75,000 next year and $100,000<br />

in 2023 and can make recommendationsfor<br />

larger projects.<br />

The Hurunui­Waiau Zone Committee,<br />

which was the first one out of the blocks,<br />

was disbanded earlier this year.<br />

Mr Arps saysheis hopeful somethingwill<br />

be put in place early next year.<br />

The Kaikoura Zone Committee has been<br />

successful in reinventing itself, he says.<br />

‘‘Kaikoura is in agood spaceand they seem<br />

to have adapted well and they have some<br />

exciting projects they are workingon.’’<br />
