Councils Mobilise on Forced Three<br />

Waters Reform<br />

Last week Waimakariri Mayor Dan Gordon sent<br />

aletter to the Prime Minister onbehalf of30<br />

Mayors and Councils across New Zealand to<br />

seek ameeting toaddress the now forced Three<br />

Waters Reform.<br />

Mayor Dan says, “Across the Local Government<br />

sector there was near consensus that the model<br />

now being mandated wasn’t acceptable to Councils<br />

or our communities.”<br />

Concurrently asmaller group of Councils, made<br />

up of Timaru, Whangarei and Waimakariri,<br />

have filed legal proceedings seeking to affirm<br />

Local Government’s rights and obligations as<br />

infrastructure asset owners.<br />

It also seeks adeclaration whether it would be<br />

unlawful for the Government’s public education<br />

campaign to contain incorrect or misleading<br />

information in regards to local council’s rights,<br />

obligations and duties.<br />

Waimakariri District councillors unanimously<br />

supported the decision to launch proceedings at an<br />

extraordinary meeting earlier in <strong>November</strong>.<br />

Aqua Play Park to Open Late <strong>November</strong><br />

The WHoW Trust have been given the green light to<br />

operate anAqua Play Park in Kaiapoi’s NCF Reserve.<br />

The Kaiapoi-Tuahiwi Community Board granted the<br />

Trust aLicence to Occupy for aterm of three years,<br />

and resource consents have been granted from<br />

both Waimakariri District Council and Environment<br />

<strong>Canterbury</strong> torun the inflatable water park.<br />

The Trust plan to open “Kaikanui Aqualand NZ” on<br />

Saturday 27 <strong>November</strong>.<br />

“Because of the resource consent conditions we<br />

feel assured that there won’tbeany negative<br />

impacts onthe environment, and it will be a<br />

positive addition for Kaiapoi by bringing more<br />

visitors to the town”, says Chris Brown, Manager<br />

Community and Recreation.<br />

Aqualand would primarily be made up of floating<br />

bouncy castles and pontoons and will operate for<br />

six months of the year during the peak summer<br />

months and holidays. In the off-season, inflatables<br />

and any other ancillary buildings will be packed<br />

down and stored away.<br />

During consultation for the proposal, 89<br />

submissions were received, with 71 percent<br />

supporting the project and 23 percent opposed.<br />

The concerns from those who opposed the play<br />

park were around water quality, impact on wildlife,<br />

traffic management and parking, noise and the<br />

risk of vandalism. The resource consent conditions<br />

manage those concerns raised.<br />

Dog Register<br />

Are Your Details Current?<br />

The summer holidays bring an influx of lost and<br />

found dogs.<br />

If your contact details in the Dog Register are up to<br />

date, and your dog is wearing acurrent registration<br />

tag, it is much quicker and easier toget them home<br />

if they’re lost.<br />

Please advise any new:<br />

• Dog arrivals/departures<br />

• Changestophone numbers, especially cell phone numbers<br />

• Address transfers within the district<br />

• Microchip number if the dog has been microchipped<br />

since registration<br />

• Changes of postal address and email address<br />

• Neutering details<br />

• Self service with dogs online at waimakariri.govt.nz<br />

and fencing comply with the Building Act.<br />

From <strong>November</strong> to Marcheachyear we’ll be visiting<br />

properties to checkifapool is still present, the type<br />

and if the pool fence complies.<br />

We’ll leave anotice inthe letterbox aer the check, and<br />

note any items that may need to be addressed.<br />
