Ultimately, the aim of the scenarios is to help policy makers understand what kind of<br />

effort is necessary to achieve the transformation towards a <strong>One</strong> <strong>Planet</strong> <strong>Economy</strong> and<br />

encourage them to take decisions that will deliver on this goal. Even though the future is<br />

inherently unpredictable, scenarios can provide a frame for creative discussion about how<br />

the major developments needed toward a <strong>One</strong> <strong>Planet</strong> <strong>Economy</strong> might take place and<br />

what their implications are for policy makers. The scenarios also aim to engage other<br />

stakeholders such as producers and consumers by helping them to imagine different<br />

futures and their potential role within these.<br />

Following stakeholder feedback on the outputs of the scenario workshop, effort was<br />

taken to elaborate four distinct future scenarios, which all reach the <strong>One</strong> <strong>Planet</strong> <strong>Economy</strong><br />

goal, but do so in different ways. The value in presenting differentiated scenarios is<br />

enhanced exchange and dialogue, hopefully leading to action by policy makers in guiding<br />

Europe‘s future.<br />

The associated policy settings presented for each scenario are not intended to be<br />

comprehensive, but rather to outline indicative policies for each given scenario in light of<br />

the drivers at play. Thus, while all scenarios will deploy demand side measures, for<br />

example, these measures will be featured in greater detail in scenarios 2 and especially<br />

3, which must work harder to suppress demand with available technology.<br />

Following the qualitative development of the four scenario narratives and their associated<br />

policy settings, the scenarios are being modelled and analysed within the <strong>EU</strong>REAPA tool<br />

to quantify the potential impacts on the Footprint Family of indicators. The results of this<br />

quantification and modelling exercise will be presented in a separate report by the<br />

Stockholm Environment Institute (SEI).<br />
