In 1800, the territory, where the RustaveliAvenue is located now, was considered to be a suburb. The area cultivated with the gardens and vineyardswas left behind the castle walls of Tiflis, that is why the place was called “Garetubani” (peripheries). In 1802, anextensive garden of the outskirts was selected as a site for the construction of the Karl Knorring Residence, whowas assigned Commander-in-Chief in the Transcaucasia. It belonged to the Georgian Royal Family. Accordingto the survived sources, the place was promptly constructed by Georgian architects, under the guidance ofmilitary engineers. The extensive Administrative building, with the inscription “Правительственные Места”(Governing place) is readable on the plan dated back to 1802. As it is known, in 1807, a new building, constructed on the site ofthe old one, was a representation of the Russian classicism. However, neither its remains, nor the ones of thepalace built in 1818, according to the architect Braunmiller’s project, have survived.5
