Addressing traffic problems at Wirt and Main streets
By Rick Palsgrove
Groveport Editor
Parents of students who attend
Groveport Elementary and Middle School
Central are concerned about pedestrian
safety at the intersection of Wirt Road and
Main Street in downtown Groveport.
The busy intersection’s unique shape is
believed to contribute to a driver visibility
problem as Wirt Road connects with Main
Street at about a 40 degree angle.
Safety concerns
Parents note near misses at the intersection
where they say several school children
and a teacher have almost been hit by
vehicles. They also allege there are
instances of cars running the red light at
the nearby intersection of Main and Front
streets while children are in that cross
walk.
“There have been zero instances where
a student has been struck, thank goodness,”
said Groveport Elementary
Principal April Bray. “However, there have
been several instances where parents have
reported to me that they either saw a child
nearly get hit or their own child has been
almost hit.”
Speaking at Groveport City Council’s
April 11 meeting, resident Diane Holbrook
said she witnessed three kids almost get
hit by cars at the Wirt and Main intersection.
“Cars are stopping in the crosswalk just
inches from the kids,” said Holbrook.
Holbrook said more police presence, better
school zone signage and markings, and
“no left turn” restrictions from Wirt to
Main and from Main to Wirt are needed.
“Drivers are gunning their engines to
beat traffic when they are turning left,”
said Holbrook.
“I think the traffic on Main Street has
increased over the last several years and it
is too busy to have left turns from Wirt
Road,” said Bray in an interview. “I also
think many drivers are using Wirt Road as
a shortcut to get to work and they are not
paying attention. They are rushing and not
following the speed limit, which is making
it unsafe for not just our students and
staff, but everyone.”
At a January city council meeting, resident
James Chilton asked city officials to
review the traffic situation at Main and
Plans presented for health center
By Rick Palsgrove
Groveport Editor
Plans for Groveport Madison Schools’
new health center are taking shape.
Representatives of Primary One Health
presented a plan for the Groveport
Madison Local Schools Wellness Center to
the Groveport Madison Board of Education
on April 13.
“In partnership with Primary One
Health, Groveport Madison Schools will
use a $3 million state grant and $7 million
of our federal stimulus funds to renovate a
portion of the District Service Center to
offer expanded services beyond anything
we thought possible,” said Groveport
Madison Superintendent Garilee Ogden at
the recent State of the Schools event. “This
project will be part of a more significant
endeavor to relocate our transportation
center into a larger, off-site location. The
first phase of the project will include constructing
the health center, where students
and the community will be able to get
health screenings, immunizations, physicals,
primary care, and comprehensive oral
health and vision services.”
According to Primary One Health’s
presentation, the health center would occupy
4,837 square feet of the District Service
Center, located at 4400 Marketing Place in
Groveport. The space would include five
medical exam rooms, two dental exam
rooms, three eye exam rooms, one triage
space, one nurse station, one eye glass dispensary,
one teaching kitchen, conference
space, a lab, reception area, staff space,
security, a public restroom and a staff restroom,
and a site manager office.
The health center would be open to the
public from 8 a.m. to 5 p.m. Monday
through Friday. It would be staffed by a
certified nurse practitioner, two medical
assistants, a front desk/registration staff
member, behavioral health counselor, dentist,
and optometrist.
According to the presentation, the $3
million Ohio Department of Health School
Based Health Centers grant includes
$500,000 in capital funding and $2.5 million
in operational funding. The grant
requires the health center be operational in
six to 12 months.
The project schedule is as follows: complete
detail design phase in April; develop
and implement the community engagement
work plan and memorandum of
understanding by May 31; complete the
staffing plan from April to June; service
plan by June; and begin renovations in
July or August.
“We will work to update the board and
community as the project develops and
keep everyone informed,” said Ogden.
Ogden previously said there is “overwhelming
evidence” that students who
receive essential preventative and primary
care services are more likely to be attentive,
successful learners.
“Healthy students are better at all levels
of academic achievement: academic performance,
behavior, cognitive skills, attitudes,
and their ability to cope and adapt to
various life challenges,” said Ogden. “We’re
delighted to partner with Primary One
Health and to let you know that the new
health center will open in March of next
year.”
Another phase of the District Service
Center renovation project discussed earlier
by school officials would include the addition
of a District Welcome Center, where
the district will relocate its enrollment
office, social workers, and support for families
experiencing homelessness whose
children attend Groveport Madison
Schools.
Last August, the board approved, by a
4-1 vote, using $4.2 million in federal
Elementary and Secondary School
Emergency Relief Funding (ESSER) for the
District Service Center renovations and
health center. The federal ESSER 3 funds
must be spent by September 2024.
Board member Kathleen Walsh was the
lone dissenting vote in August, arguing the
money should not go towards a health center
and instead should be used to address
student overcrowding to build a new K-8
school and improve other school facilities.
“It’s not our job to build a health center,
said Walsh.
Ogden said some facility repairs were
made. She said, while district officials
agree on the need for new schools, spending
money on a new school is not one of the
15 permitted uses for ESSER 3 funding.
Operations and facilities update
Some of the facilities and operations
updates recently completed in the district
include: installing 34 new water bottle
fillers; replacing 25 drinking fountain;
installing 282 faucets; installing LED
lighting in every school; improving exterior
grounds and landscaping around the
schools; top dressing and reseeding the
Middle School Central and Middle School
South football and soccer fields; upgrading
classroom configurations; installed 90
Interactive Display Boards; improving outdoor
drainage; plumbing repairs and
upgrades; and HVAC upgrades.
Other Groveport Madison news
•The board approved the job description
for a new position of communications coordinator
for social media/multi-media. The
purpose of the job is to enlarge and
enhance the district’s social media presence
and the district’s communications
abilities as well as to effectively respond to
and monitor community social media platforms.
District officials will now complete
an annual salary compensation analysis
for the position and bring that to the board
at a later date.
•The board authorized a $635,500 contract
with CDW-G, LLC for the purchase of
310 Interactive Displays to be paid out of
federal ESSER 3 funds received by the district.
Front streets where he said parked cars
make the street “really tight and kind of
scary,” especially on left hand turns.
Police observations
Groveport Police Chief Casey Adams
said his department strives to have an officer
by the Main Street schools to monitor
traffic when school opens and closes each
day, but with two to four officers on duty
per shift it is not always possible to have an
officer there as officers may be needed for
other high priority calls elsewhere in the
city.
“We try to the best of our abilities to
have an officer in the school zones,” said
Adams, who added when police are available
an effective method of controlling traffic
is to have a police cruiser sit in the center
lane on Main Street with its lights
flashing.
He said the Groveport Police get nearly
40 percent of their calls for an officer
between 6-10 a.m. and 2-5 p.m., which can
pull officers away from the schools. He
added there are four school zones within
the city of Groveport with each having its
own traffic and pedestrian issues, including
Groveport Elementary, Middle School
Central, Middle School South, Glendening
Elementary, Groveport Madison High
School, Eastland Career Center, and
Madison Christian School. He said traffic
accidents are more frequent at the high
school and Eastland Career Center on
South Hamilton Road.
In checking police records regarding
accidents near the Main and Wirt intersection,
Adams said there has been one accident
in that area since August and only
five accidents in three years there, none of
which occurred during school zone hours.
“Accidents there are not frequent,” said
Adams. “The one accident since August
was on Feb. 9 around 7:30 a.m., before
school started, where a vehicle traveling
westbound on Main Street was involved in
an assured clear distance
accident.”
Adams said there
are close calls when
people park in the
parking lot by Ace
Hardware and then
walk across Main
Street near the
schools without
using the crosswalks.
Intersections
and traffic
Adams said the
angular configuration
of the Main and
Wirt intersection
causes drivers on
Wirt Road to inch
out into the crosswalk
so they can see
oncoming Main
Street traffic. He
said parked cars on
Main Street can
block these drivers’
views as well. There
is also a building on
the southwest corner
of the intersection
that makes it difficult
for drivers on
Wirt Road to see
oncoming traffic on
Main Street.
Adams said there
are not many incidents
of speeding on
downtown Main
Street in the area in
question. He also
said speeding on
Wirt Road tends to occur more often for
vehicles heading south out of town. He said
there are electronic speed monitoring signs
positioned at Wirt Road and Cherry Street
and at Wirt Road and College Street to
alert drivers to their speed. He said city
officials also spoke about installing cameras
at intersections to evaluate traffic flow
as well as road conditions during bad
weather.
One reason Adams gave for the higher
traffic volume these days on Wirt Road is
the increasing commercial and residential
development in the area. He said that
often, if there is an accident on U.S. Route
33, drivers will bail out and cut through
Groveport to avoid the traffic jam on U.S.
33.
He does not believe the construction of
the new Rarey’s Port building on Main
Street has added to traffic issues in the
area stating there have been few road closures
due to the construction.
Student Safety Patrol
Adams said the Groveport Elementary
student Safety Patrol stationed at the
Wirt and Main and Main and Front intersections
“does a great job.” He said it is also
important for pedestrians to maintain their
visibility and to look both ways multiple
times before crossing a street.
“Safety Patrol students are supervised
by an adult and they are responsible for
using their stop sign to stand in the middle
of the street to safely cross students,” said
Bray. “The cars are supposed to stop at the
light or stop sign. The Safety Patrol isn’t
trying to stop cars when there is a green
light. Students are in the fifth grade
between the ages of 10 to 12 and are selected
for being safety conscious and responsible
students by our Safety Patrol Advisor.”
Bray said students are always accompanied
by an adult when they are crossing at
the intersections.
Safety Patrol students wear a vest and
have a large stop sign so they are clearly
visible to the drivers.
“Groveport Police have been asked to be
available during the busy time of dropoff
and pickup to just be visible,” said Bray.
For safety’s sake, Adams said drivers
and pedestrians must, “Practice patience.”
Why Wirt connects
to Main at an angle
Wirt Road was created after the Ohio
and Erie Canal ceased operations in the
early 20th century. The canal came
through Groveport at an angle from the
northeast to the southwest. When the
canal was abandoned, buildings were built
on Main Street west of the canal route.
Wirt Road sits where the canal towpath
ran along side the canal and, because of
this, the road maintains the same angle
junction with Main Street as the canal
route once did.
City officials once considered redesigning
the angled intersection of Main and
Wirt.
The proposal was to close Wirt at Main
and instead create a right angle intersection
of Wirt Road and Front Street.
www.columbusmessenger.com
However, the idea was dropped for various
reasons.
“As of now, there are not plans for a
redesign of the intersection,” said
Groveport City Administrator B.J. King.
“We are having discussions about the
short-term and long-term fixes for this
unique intersection.”
Even if the redesign had been pursued,
Adams said, “It might not have fixed the
problem because it would bring the road
and vehicles too close to existing buildings.”
Traffic volume and signage
Groveport City Engineer Steve Farst
said traffic volumes at the Wirt Road intersection
for a weekday were collected in
Sept 2018 with school in session.
“Traffic volumes were greatly diminished
from 2020-22 due to impact from
COVID and it is still believed there is some
impact, although it is bouncing back some,”
said Farst. “We believe the values we collected
in 2018 are still representative at
this time.”
Farst said on Wirt Road, southwest of
the Main Street intersection, the average
daily traffic volume (24-hour total) is
about 3,325 (in both directions). At the
Main Street and Wirt Road intersection,
the average daily traffic volume (24-hour
total) passing through the intersection, all
directions is about 13,400. At Front and
Main, Front Street north of the intersection,
the average daily traffic volume is
about 1,130. At the Main and Front intersection,
the average daily traffic volume
(24-hour total) passing through the intersection,
all directions is about 11,200.
Groveport Public Service Director Brian
Strayer said replaced all traffic signs along
Main Street were replaced in 2021, including
school zone signs. Staff consolidated
and eliminated excessive signs to bring
more attention to the signage in place.
“This year, replacement of all traffic
signs along Wirt Road in this area are in
progress,” said Strayer. “The new signs
have a greater retro-reflectivity rating
than the old deteriorated signs, improving
visibility.”
City officials plan to add a highly visible
school zone sign at the intersection of Cron
Drive and Wirt Road.
City officials said a flashing school zone
sign on Main Street that was damaged will
be replaced, but most likely will not be in
place until next school year. Also, plans are
to install no U-turn signage in the area as
well.
Farst said signage must be compliant
with the Ohio Revised Code.
Farst noted that eliminating left turns
from Wirt to Main and Main to Wirt should
be studied carefully because its consequences
could cause traffic problems elsewhere
in the area as drivers try to find a
way around such a restriction at other
intersections.
“We will continue to discuss what
actions could be taken to improve safety,”
said King.

Exhibit showcases Groveport Police history
By Rick Palsgrove
Groveport Editor
The Groveport Police Department is in
its 56th year, but law enforcement history
in the city dates back to the 19th century.
This heritage is celebrated with “The
History of Groveport Police” exhibit at
Groveport Town Hall, 648 Main St. The
exhibit, which is open Monday-Friday from
8 a.m. to 4:30 p.m, is on display until June
11. There will also be a reception at Town
Hall on May 18 from 2-4 p.m. that will
include former officers, local officials, and
others.
“We are proud to have this exhibit put
together by Groveport Police Officer and
police historian Ernie Bell,” said Groveport
Town Hall Program Coordinator Cristy
Duckworth. “The items on display are from
his personal collection.”
The exhibit features photos, uniforms,
equipment, artifacts, documents, and
more.
Bell has collected Groveport Police historical
artifacts since 2004.
“I started collecting because I saw that a
lot of items were being thrown out or
destroyed and none of the officers at the
time were interested in the history of the
department,” said Bell. “That’s when I
started researching and found that most of
the old stories that officers told were in fact
true.”
Bell said his favorite item in his collection
is the badge and ID card of General
Paul Tibbetts. In the 1960s, then
Groveport Police Chief Al Whipple brought
in Tibbetts - the World War II pilot who
flew the plane that dropped the atomic
bomb on Japan - to provide firearms training
to the officers.
“It is by far the most significant item we
have and the most historical,” said Bell.
“Another favorite item is the straight jacket.
It was standard equipment in our police
cruisers until about 1980. Chief Whipple
asked me to clean out the trunk of the
cruiser, and I found the straight jacket. He
told me to throw it in the dumpster since
we don’t use them any more. I couldn’t
throw it out. It was stored in my basement
for about 25 years before I brought it out to
display.”
Duckworth finds the drug look alike display
- drugs versus candy - to be the most
interesting display in the exhibit because it
shows how easy it is for children to mistake
medications for candy.
“It’s a reminder for everyone to store
medication in a safe place,” said
Duckworth.
Duckworth said it is important to know
the history of the Groveport Police in order
to understand how the department has
progressed and changed over time.
“This exhibit is important to our community,
because there is so much history
on display,” said Duckworth. “You might be
surprised what you will see and learn.”
Added Bell, “We need to preserve the
history of the Groveport Police. We have a
long, proud history of policing in Groveport
Photo courtesy of Groveport Town Hall
An exhibit regarding the history of the
Groveport Police Department is on display
at Groveport Town Hall, 648 Main
St., until June 11.
since 1847 when the village was incorporated.
It would be a shame to lose that.”
Groveport law enforcement origins
When Groveport was founded it did not
have a police department.
According to Bell, a town marshal fulfilled
the policing duties of the village. The
marshals were either elected or appointed
to serve one or two year terms and were
paid about $75 a year. When necessary,
deputies were added to assist the marshal.
Bell said the marshals performed other
jobs to add to their income, such as watering
the dirt streets to keep the dust down
or turning the iron bridge on Main Street
over the Ohio and Erie Canal to allow canal
boats to pass by. They maintained the
street lights by lighting the oil lamps in the
evening and extinguishing them in the
morning. A perk of the job was that, by the
1850s, it was illegal for residents to let
their hogs and other livestock roam free in
town and the marshal had the right to confiscate
any free roaming hog and sell it.
The marshal system remained in
Groveport until well into the 20th century.
Groveport Police Department forms
As Groveport grew in the post World
War II years, town leaders felt the method
of policing should be modernized and in
1966 they hired Whipple as the first police
chief.
“Whipple is credited with building the
police department from scratch,” said Bell.
Whipple trained new officers and established
auxiliary officers to support the full
time police officers.
Whipple, who retired in 1981, was
known for his straight forward demeanor
and his ability to read situations. He is said
to have embraced the early principles of
community policing where officers interact
positively with the citizenry.
Today
The Groveport Police Department consists
of: a chief, a captain, two lieutenants,
24 full-time police officers and one civilian
employee. The Detective Division has three
investigators. The Patrol Division has
three sergeants, 15 patrol officers, and one
school resource officer serving at the
Groveport Madison High School
The department protects a town of
about 5,600 people (a population number in
the city that rises dramatically by several
thousand more when employees fill the
industrial parks, other businesses and
schools during the workday). The
Groveport Police patrol more than nine
square miles and 88 lane miles of roads.
Decor ideas to give homes a fresh look this spring
Hann Farm has the best
fresh fruits and vegetables
It’s finally spring here at Hann Farms!
Our tractors are in the fields preparing the
ground for the growing season. We have our early
tomatoes, beans and cucumbers planted in our
hoophouse. The first planting of sweet corn is set
to go in the field at the next dry opportunity.
As the weather warms, we will begin to put
the straw down between the rows of berries for
better picking. If all goes well with the weather
and it continues to warm up, we anticipate our
Expert HVAC started as a husband and wife
team in 2012.
“Working in the HVAC industry since 2006,
we are a growing small business and we love
what we do,” said Stephanie Powers, owner,
Expert HVAC Services, LLC. “We strive for
exceptional customer service while remaining
affordable to customers. We pride ourselves on
being honest and dependable.”
Spring is a time of rejuvenation and the
spirit of renewal can take hold in a home.
The following are some decor ideas that
may inspire homeowners to give their
homes an entirely new look this spring.
• Wallpaper: Large-scale prints can give
a room a whole new feel without giving
homeowners or their guests the impression
that they have stepped back in time. A simple,
mural-style floral wallpaper on the
walls surrounding a table in a breakfast
nook can bring nature inside.
• Pastel colors: Nothing embodies the
spring quite like pastel colors. If colorful,
bright flowers dot the garden in the backyard,
homeowners can bring those uplifting
pastels inside by painting an accent
wall or even adding brightly colored accent
furniture to rooms that could use a lift.
• Declutter: Clutter is often conquered
during spring cleaning sessions, but homeowners
who want to create more free-flowing
interior spaces can downsize their furniture
and/or look for multipurpose features
that make it hard for clutter to take
over a room. Create more open space in
entertaining areas by mounting the television
and getting rid of a bulky entertainment
center. Create even more space by
replacing rarely used end tables with a
strawberry picking season to start in mid to late
May. Weather will play a big part of when we will
start.
Once upon a time there was a Mid-Eight League
The Mid-Eight League only lasted 24
years, but I remember it.
These days the 32-team Ohio Capital
Conference dominates the Central Ohio
area by its sheer number of teams. There
are not many leagues remaining in the
area that contain a small number of teams.
There was a time in the early to mid-20th
century when local high school athletic
leagues were compact and numerous.
Leagues like the Franklin County League,
Metro League, Mid-Ohio Conference, the
Central Ohio League, the Central Buckeye
League, and the Mid-Eight League all had
their days in the sun. One could argue the
Franklin County League was a forerunner
of the Ohio Capital Conference as it had
more teams within it than other conferences
of that era and many teams that were once
in the county league are in the OCC today.
“Mel” the basketball
Because I grew up in Groveport in the
1950s, 1960s, and early 1970s, I have fond
remembrances of the now defunct Mid-
Eight League. In its heyday it was a conference
consisting of mostly one high school,
far flung small farm towns.
A few of us kids back then used the
league’s initials to call it the “Mel,” but our
uncool efforts failed and the nickname did
not catch on with anyone. However, I
remember writing the name, “MEL,” in big
Editor’s Notebook
letters, along with a
drawing of a crazy
grinning face, on one
of my basketballs, in
honor of the Mid-
Eight League.
Rick
Palsgrove
I used Mel so much - mostly on the long
gone basketball courts behind Groveport
Elementary - that I wore the grain and grin
off the ball’s surface. As Mel’s name and
face wore away, I always drew them back
on. Mel finally got so smooth and slippery I
had to retire him. I did not have the heart
to throw him away until decades later and
I still feel bad about it.
Evolution of the Mid-Eight League
The Mid-Eight League originally began
in 1950 as the Mid-Six League made up of
the Grove City Greyhounds, Hilliard
Wildcats, London Red Raiders, Marysville
Monarchs, Westerville Wildcats, and
Worthington Cardinals. Though I have
tried, I have never been able to find information
on why these schools decided to
band together in their own league.
Worthington left the league eight years
later to rejoin the Franklin County League,
but that did not deter the league as it
expanded in 1958 to become the Mid-Eight
League with the additions of the Groveport
Madison Cruisers, Gahanna Lincoln
Golden Lions, and Mifflin Cowpunchers.
This eight team configuration would last
10 years until 1968 when the newly created
Ohio Capital Conference lured Gahanna
Lincoln and Westerville away. The Mid-
Eight League plugged the gap by adding
the Bexley Lions and Grandview Bobcats.
Grandview and league charter member
Marysville left in 1972 for the Metropolitan
League and were replaced by the Urbana
Hillclimbers, leaving the Mid-Eight as a
seven team league. Mifflin then exited the
league in 1973 to join the City League.
Though the name Mid-Eight League
remained, the conference had gone full circle
and in 1973-74 once again became a six
team league, just as it began in 1950. The
six - Grove City, Hilliard, London,
Groveport Madison, Bexley, and Urbana -
remained with the league until it folded
after 24 years in 1974. These last six then
scattered to various other leagues.
Memories of Mid-Eight League places
I liked traveling to games in the towns
of the old Mid-Eight and experiencing the
gyms and football fields in those places.
The coldest I have ever been was at a football
game in London in November. A howling
wind swept off the western Ohio plains
carrying with it a driving sheet of icy sleet.
The wind was so strong the heavy tarps on
the fences of London’s stadium blew
straight out perpendicular to the ground. I
recall trudging through the icy mud
through the nearby silos to our parked car
after the game and wondering if my toes
would ever thaw out.
Gahanna Lincoln’s football stadium
seemed extra large with its imposing concrete
stands on the home side of the field.
The gyms were all old, unique, and
quirky in their own ways. Urbana’s basketball
floor was on a stage. London’s gym had
cool, wooden theater style seats at one end.
Groveport Madison’s gym in the 1950s and
1960s, which is still in use as Middle School
Central, was the largest high school gym in
the county in its day. This gym was also
unusual in that the basketball floor was
made of linoleum tile, not wood. A wood
floor was installed in later years.
The Cruisers’ old football field behind
what is now Middle School Central lay in
the path of landing jet planes heading for
Lockbourne Air Force Base (now
Rickenbacker). The planes flew so low over
the field and were so roaringly loud that
referees paused the football game momentarily
until the planes passed by because
no one could hear anything on the field.
For me, the Mid-Eight League is gone,
but not forgotten.
