On April 23, more than a hundred volunteers 

throughout the region came to the 

westside to participate in the 20th annual 

South Central Hilltop Cleanup. Hosted 

in conjunction with national Earth Day 

activities, the volunteers spent more 

than an hour picking up trash along 

Sullivant Avenue and its connector 

streets. Organizer Lisa Boggs said she 

was thankful for their participation and 

their continued support for the event. 

“We are all trying to do our part to make 

this community and this world a better 

place to live,” she said. “It’s hard work, 

and it can be dirty work, but I think we 

are all worth the effort.”

SWCS reaches 

agreement with 

classified staff

Hundreds of classified employees have 

secured a new contract with the South- 

Western City Schools District. 

On April 25, the board of education 

announced at its regular meeting that they 

have reached a new collective bargaining 

agreement with the Ohio Association of 

Public School Employees (OAPSE) Local 

211. 

According to the district, there are 

approximately 950 classified support personnel 

who hold membership with OAPSE. 

Their positions range from school office 

employees to mechanics, from cooks and 

interpreters, and from aides to bus drivers. 

The board and the union representing 

the employees have been negotiating a new 

contract for months; several classified 

employees said at a rally prior to the last 

board of education meeting at least one 

offer had been rejected as they did not feel 

their value was being accurately represented 

within the process.

Drainage issues cause concern for development

The property at 400 Alton Darby Creek Road was 

discussed at the April 20 meeting of the Westland Area 

Commissioners. 

The developers, Redwood Apartment 

Neighborhoods, wants to rezone this 42-acre property 

so it can build 228 rental units for senior citizens. 

The Big Darby Accord met to discuss this proposal 

earlier in the month. 

“They didn’t want us to approve or disapprove it, 

they just wanted our opinion on it of what it would 

take for us to approve it,” said Commissioner Ashley 

Hoye. 

According to Hoye, there is a lot of flooding off of 

that property. Officials from Prairie Township attended 

the meeting and relayed that they were against the 

project unless the developers could get the water off of 

the property. 

Jeff Brown, a zoning attorney, said they are not yet 

done with the studies regarding the flooding. The 

potential of running the flood water into the wetland 

and then back out is against the Big Darby Master 

Plan. The only option would be to run it into the wetland 

and turn it into a pond and not a run off. 

“Water cannot go into a wetland and then out of the 

wetland. It’s not meant to be a run off situation,” said 

Hoye. “I don’t see how it’s going to pass the Big Darby 

Accord.” 

The applicant is planning to go back to the Big 

Darby Accord in May after taking their comments. 

Fresh Market Food Pantry 

The Mid-Ohio Foodbank is opening a Fresh Market 

Food Pantry at 620 Norton Road in Columbus. 

It will be located in the old Kroger building that was 

previously on the property.

“Fresh Market will be like shopping in a super market. 

You check in like at the normal food pantry but you get 

a shopping cart and you can pick out the items that 

you want.” 

The market will be open for limited hours six days 

a week and will also have a private area available to 

help sign individuals up for benefits. 

The grand opening of the center will be on May 9. 

This market will replace the current monthly food distribution, 

which has previously been held at the 

Prairie Township Fire Station, at 123 Inah Ave. 

All individuals moving forward will be transferred 

over to the Fresh Market Food Pantry. 

“I am happy to be replaced by a better program,” 

said Day-Achauer. 

Recreation Center 

The push continues to get a recreation center on the 

westside however, commissioners are looking at other 

options in the interim to get the families some programming 

and activities in the community. 

“Kids aren’t frozen in time,” said Melissa Green 

with the Department of Neighborhoods. “In 10 years 

the kids who are here in Westland are no longer going 

to be children they will be adults.” 

Getting funding to rent a location to hold community 

events, or getting funding to pay staff for after 

school programs were both concepts put on the table to 

consider as more short term solutions to a long term 

goal. 

In the meantime, the parks and recreation committee 

will continue to look for potential locations, and 

connect with the people that they need to make their 

recreation center a reality. 

Green will be connecting the commissioners to the 

Neighborhood Design Center who can create potential 

mock-ups of the recreation center to create a visual 

that they can use for future presentations for their 

advocacy.

County Auditor Michael Stinziano is reminding voters 

that the updated Levy Estimator is available to help 

residents understand how levies and bond issues on 

the ballot will affect their property taxes.

jurisdictions across the county, including Franklin 

Township.

board believes the new collective bargaining agreement 

is a reflection of their value to the district. 

“OAPSE staff members play a vital role in our ability 

to transport, feed, maintain facilities, attend to 

medical needs, and support students,” she said. “The 

competitive agreement adopted on tonight’s agenda 

represents the district’s sincere acknowledgement and 

deep appreciation for these efforts. With an eye on the 

future, we are thankful for the opportunity to continue 

to partner together to benefit our community’s most 

precious asset in our students for many years to come.” 

Under the terms of the contract which will be in 

effect through June 30, 2025, the classified employees 

will receive a 2.75 percent cost of living increase in the 

contract years of 2022-23 and 2023-2024 and a 3.23 

percent cost of living increase in 2024-25. 

The contract also stipulates the district will cover 

70 percent of the cost of insurance premiums for individuals 

choosing the family insurance plan. There will 

be no change for individuals choosing a single plan. 

The board also approved the non-OAPSE classified 

salary schedule and the Central Office Confidential 

salary schedule increase. They will be given a 2.75 percent 

cost of living increase in the years 2022-23 and 

2023-24 and a 3.25 percent cost of living increase in 

2024-25. Employees under these classifications include 

school monitors, recreation center staff and officials 

within the treasurer’s office and the payroll department. 

Treasurer Hugh Garside said while the annual cost 

of living increase for the OAPSE and non-OAPSE 

employees was higher than projected in the five-year 

financial forecast, he continues to see the district being 

fiscally solvent throughout the three-year term of the 

contract. 

“When a school district enters into a contract agreement, 

by law they have to show that they can afford to 

do so throughout the term of the contract,” he said.

Homes on the Hill plans project in Prairie Township

At a recent special meeting, residents 

had several questions for Homes on Hill 

related to projects they have planned for 

Prairie Township. 

Homes on the Hill Executive Director 

Stephen Torsell gave a short presentation 

to the community and took questions from 

the audience. Among the projects discussed 

was the Lincoln Green project by Old 

Village. 

“This project is based on vouchers and 

the central Hilltop area provides leasing 

options that can be paid over a number of 

years then they are owned by the leaser,” 

Torsell said. “This could be a market rate 

project with no subsidies or requirements, 

meaning anyone could rent.” 

Torsell added that projects like this provide 

new opportunities for single families, 

that are not in a place to buy a house or are

property and have permanent housing. 

According to its website, Homes on the 

Hill aims to strengthen neighborhoods by 

providing quality affordable housing, advocacy, 

education and supportive services to 

individuals and families of primarily low to 

moderate incomes. 

While residents said they support providing 

homeownership to those in need, 

they argue that Homes on the Hill homes 

hurt the community because of how they 

are cared for. 

“These houses are not well-maintained 

properties, depending on the management,” 

said Sean Tuttle, township resident. 

However, Torsell said has no control 

over third parties who manage the properties, 

but that for this new project, they will 

own and manage it and hope to avoid these 

issues. 

Residents also expressed concerns about 

traffic, overall safety, and a lack of sidewalks 

in their plan. 

“We will handle these issues as they 

come up,” Torsell said. “Sidewalks could be 

added and I’m willing to think of any 

changes to create more safety. This is a 

way to invest in the community and we will

City shuts down 

Hilltop house 

Columbus City Attorney Zach Klein 

announced that the city of Columbus 

obtained an emergency court order to shut 

down a drug house in the Hilltop, located 

on Amherst Avenue. Columbus police executed 

an order to board up the property on 

April 25. This is the fourth Hilltop-area 

drug house the city has shut down since 

January. 

“Our Zone Team is working alongside 

CPD to build strong cases to shut down 

drug houses that threaten public health 

and safety,” said City Attorney Zach Klein. 

“By taking this drug house out of play, 

we’re ensuring safety, promoting accountability, 

and restoring opportunity for residents, 

businesses and the entire Hilltop 

community.” 

According to court documents, CPD 

first received notice of an anonymous tip 

regarding narcotics at the premises in 

February 2019. In March 2019, CPD 

received a report of an accidental overdose 

at the property. Later that month, CPD 

received an anonymous narcotics complaint 

regarding the premises. CPD 

INTAC then made multiple controlled purchases 

of crack cocaine and later executed 

a search warrant of the premises. 

On March 18, 2019 property owners 

were notified and informed of their duty to 

abate any nuisance activity at the premises. 

On April 6, 2019, officers were dispatched 

to the property on report of a burglary. 

CPD again received notice from concerned 

neighbors in October 2020 who 

reported narcotics activity had begun 

again at the property. Officers surveilled 

the premises and observed a vehicle associated 

with a known drug trafficker and 

member of a local street gang. 

CPD responded to a number of calls for 

service between April and November 2021, 

including reports of a fight, drug activity 

and multiple disturbances at the property. 

In November and December of last 

year, CPD INTAC made multiple controlled 

purchases of crack cocaine at the 

premises. CPD executed a search warrant 

of the premises, recovering over 36 grams 

of crack cocaine along with money from an 

earlier covert narcotics purchase and other 

drug paraphernalia. 

In March 2022, CPD INTAC made a 

controlled purchase of methamphetamine 

from the premises.

Wheatland Avenue and Columbian 

Avenue in February 2022 and a property 

on Ogden Avenue in March 2022.

Few physical activities inspire the devotion 

that avid runners have for running. 

Millions of individuals across the globe lace 

up their sneakers and run for miles on end 

each day, and the fitness experts at Fitbit 

note that running is the most popular 

activity in the world. 

The global popularity of running suggests 

it’s an activity that’s all gravy and no 

grief. However, running can take a toll on a 

body, and individuals who can’t wait to lace 

up their sneakers and hit the road should 

consider the pros and cons of running 

before doing so. 

Pros 

•Running and heart health: Running 

generally has a positive effect on heart 

health. The heart is a muscle, and much 

like weight training can help strengthen 

muscles like biceps and triceps, running 

can strengthen the heart and make it more 

efficient. Cardiologists with the 

Copenhagen City Heart Study noted that 

jogging increases oxygen uptake, which 

makes it easier for the heart to pump a 

larger amount of blood and do its job more 

easily. In addition, various studies have 

found that running can reduce individuals’

week benefitted from a substantial 

improvement in concentration and visual 

memory. 

Cons 

•Running and joint health: Though 

many medical professionals now dispute 

that there’s a link between running and 

osteoarthritis, running can lead to wear 

and tear on the joints over time. It’s important 

to note that such degeneration can 

occur even in non-runners, especially those 

who live sedentary lifestyles. 

•Running and injury risk: All physical 

activities involve some measure of injury 

risk, but it’s still worth noting that runners 

are not immune to such risks. The 

Cleveland Clinic notes as many as 60 percent 

of runners will experience injuries 

that sideline them for several weeks or 

months. Plantar fasciitis, runner’s knee, 

shin splits, and Achilles tendinitis are 

some injuries commonly suffered by runners. 

Common running injuries can make 

it hard to perform any cardiovascular exercise, 

which can have a significant and 

adverse effect on runners’ overall health. 

Though medical experts generally suggest 

the rewards of running outweigh the 

risks for healthy individuals, it’s still 

important that men and women weigh the 

pros and cons before lacing up their running 

shoes.

Breakfast at the Lodge 

to benefit Special Olympics 

The Westgate Masonic Lodge #623 is 

preparing breakfasts once a month to benefit 

the Special Olympics. The public is 

invited to have breakfast the second 

Saturday of each month at 2925 West 

Broad St. Adults eat for a donation of $6, 

children age 3 and above pay $3. Serving is 

from 9 a.m. to noon. 

Hilltop Commission goes 

back to meeting at the library 

With the reopening of the Hilltop 

Branch of the Columbus Metropolitan 

Library, 511 S. Hague Ave., the Greater 

Hilltop Area Commission voted to return to 

meeting there regularly on the first 

Tuesday of the month, starting with the 

May 3 meeting. The commission also voted 

to start meeting at 6:30 p.m. because the 

library closes promptly at 9 p.m. The 

Hilltop Branch hours are Monday through 

Thursday 9 a.m. to 9 p.m., Friday and 

Saturday from 9 a.m. to 6 p.m., and 

Sunday from 1to 5 p.m.

the Prairie Township Community Center 

weekly to provide free foot care and other 

wellness services. To schedule an appointment
