Return of the beans
After two years of cancellations caused by the COVID-19 pandemic,
the historic Hilltop Bean Dinner has finally returned. On
June 25, thousands of people throughout the county traveled
to Westgate Park to attend the event that featured fun and
games, live music, and the devourment of hundreds of pounds
of beans. Hosted by the Hilltop Business Association, organizers
and participants alike said they were grateful to have this
beloved tradition back in their community.
training camp for Ohio soldiers and later became a POW camp.
As many as 150,000 Union soldiers and 25,000 Confederate
prisoners passed through its gates during the Civil War, and
the Camp Chase Cemetery now sits just southeast of Westgate
Park. Members of the Hilltop Historical Society said they intend
to establish a permanent museum to hold all of their collected
artifacts from that era.
City proposes
bond package
The city of Columbus will ask voters to
approve a $1.5 billion voted bond package
this fall to finance capital improvements in
neighborhoods across the city. Mayor
Andrew Ginther advanced resolutions of
necessity to Columbus City Council, which
is the first step in placing the issues on the
November ballot. The issues will not
increase taxes for Columbus residents.
The breakdown of the proposed bond
package is as follows:
•Health, safety and infrastructure -
$300 million
•Recreation and Parks - $200 million
•Neighborhood development (housing) -
$200 million
•Public service - $250 million
•Public Utilities - $550 million
Building off the success of the 2019
bond package, the city will commit $200
million from the bond package to increase
the supply of affordable housing in
Columbus.
“Affordable housing is one of the biggest
challenges facing our region today,” said
Ginther. “Access to safe, affordable housing
is critical to a thriving, equitable economy,
and no resident should pay more than
30 percent of their monthly income to live
in a neighborhood of their choice.”
In 2019, Columbus voters approved a
$50 million affordable housing bond package
that leveraged more than $300 million
in public and private funding to build more
than 1,300 units at a rate faster than the
market could provide. Funds from the 2019
bond package have since been fully allocated,
and additional investments are needed
to keep up with the region’s considerable
population growth — a trend that is expected
to continue into the foreseeable future.
Examples of projects funded through
prior bond packages include more than $87
million over three years to resurface more
than 700 streets. Past efforts also financed
police and fire facilities and equipment,
Columbus City Auditor Megan Kilgore emphasized
that a bond package is not a tax increase, but leverages
the city’s Triple A bond rating to say taxpayer dollars.
“A voted bond package means that the city is asking
voters to support the issuance of general obligation
bonds to finance our traditional capital improvements,”
said Kilgore. “Voter approved bond packages
lower the cost of borrowing, and have saved the city
tens of millions of dollars in recent years.”
City Council President Shannon Hardin said the
bond provides the city with necessary funds to
strengthen neighborhoods.
“A city that doesn’t invest in itself and its neighborhoods
falls behind,” said Hardin. “This bond package
will keep Columbus neighborhoods strong, moving us
closer to a community where everyone has opportunity.”
The package will be voted on by Columbus residents
in the general election on Nov. 8.

Township police department to
layoff officers and cut third shift
By Amanda Ensinger
Staff Writer
At a recent Franklin Township meeting,
employees demanded an update from the
board about what will happen with the
police department after the latest levy failure.
Roger Myers said employees of the
police department have patiently been
waiting for answers and have heard little
from the board.
The township’s current five-year timed
levy is set to expire in December and residents
have three separate times rejected
permanent police levies for the department.
The department also has two other
permanent levies it collects from township
taxpayers. Those levies bring in approximately
$700,000 a year.
“We are looking at keeping a total of
four people after layoffs are completed,”
said Nick Dunn, fiscal office.
The department was operating 24 hours
a day when there was adequate staffing.
When the recent levy failed, the department
had 10 full-time and three part-time
officers.
“We recommend eliminating part-time
officers to save money,” Myers said. “Five
of the eight union members support eliminating
the part-time officers at this time.”
However, not all employees of the
department support this strategy and
think laying off part-time officers will provide
less service to residents.
“Residents feel they are not getting
what they paid for,” said Sergeant Todd
Moore. “Instead, we could eliminate the
lieutenant position to save a bit more
money.”
While trustee Jim Leezer said that idea
was not off the table, trustee John
Fleshman said they we need to look at any
tactics that would stretch the money as far
as they could.
While the current levy the township is
trying to replace doesn’t run out until
December, Dunn said the money is now set
to run out at the end of October.
The board approved laying off all parttime
officers. Trustees Leezer and Ralph
Horn voted yes, while Fleshman voted no.
“I voted no because I want to keep as
many officers on the street as possible,”
Fleshman said.
Horn said he understands the impact of
his vote, which is why he supports asking
voters to once again to approve a levy. At a
recent meeting, the board said they would
like to ask voters for a fourth time to
approve a police levy.
The board wants to again ask for a 7.3 -
mill permanent levy.
“I am upset that we have to layoff officers
and am asking everyone to band
together to get support for the upcoming
levy,” Horn said. “I want the police department
to have the best they can possibly
have.”
Myers asked if the levy in November
fails again, would the department continue
to ask residents for levies.
“Yes,” Fleshman said. “If we don’t and
the department has to start over, it will be
hard to get the same department again.”
The trustees also announced the department
would be eliminating third shift
because of the recent levy failing, something
Moore also opposed.
“Ending third shift is a threat to the
public,” Moore said.
Prairie examines community center hours
A local township is re-evaluating the
hours it runs its community center to align
with customer needs, as well as save
money on operating costs.
At a recent board meeting, Prairie
Township Community Center Director
Michael Pollack discussed the current
usage of the center and the direction he
sees it going in the coming months.
“During COVID, we had made changes
to the community center hours to better
reflect usage, save costs and operate with
limited staffing,” Pollack said. “In fall
2021, the community center reinstated the
5:30 a.m. opening time Monday through
Friday due to member requests, evaluating
attendance figures and staffing costs.”
Pollack said in their current evaluation,
they have determined the hours are continuing
to meet the needs of customers and it
doesn’t make sense to have later hours in
the summer. According to data from 2019,
between the hours of 8 to 9 p.m. on Friday
and Saturday night, attendance is at the
lowest levels.
“Since summer tends to have lower
attendance, we will reevaluate in the fall,”
Pollack said. “The cost to stay open later on
Fridays and Saturdays for the remainder
of the year would be $22,236 in staffing,
and an additional $3,500 in OPERS and
Medicare costs. The cost to stay open later
Monday through Thursday is $9,088 in
additional staffing, and an additional
$1,500 in OPERS and Medicare costs.”
In other news, Prairie Township Road
Superintendent Dave McAninch asked the
board to approve $1.1 million in the 2022
Franklin County Engineers Road Contract.
“The road district fund has 250,000 in it,
McAninch said. “We have $54,396 left from
the increase in gas tax from 2021 and we
have estimated $120,000 annually from
the increase in gas tax.”
Active Lifestyles
Outdoor activities that are perfect for seniors
The great outdoors beckons people of all
ages. Fresh air can be hard to resist and
the benefits of spending time outdoors are
so numerous that it behooves anyone,
including seniors, to answer the call of
nature.
According to researchers with the U.S.
Department of Agriculture’s Forest
Service, human beings benefit both physically
and psychologically from spending
time in nature. Such experiences can
reduce stress and help lower heart rates,
potentially decreasing individuals’ risk for
cardiovascular disease. In addition, the
Forest Service notes that spending time
outside in green spaces has been linked to
a lower risk of depression.
Seniors who are retired or even aging
empty nesters who are still in the workforce
can make great use of their free time
by venturing into the great outdoors. The
following are a handful of senior-friendly
outdoor activities that provide a great reason
to get off the couch and take in all that
Mother Nature has to offer.
• Hiking: Hiking provides a great workout
and an ideal opportunity to spend time
in an idyllic setting. The U.S. National
Park Service notes that hiking helps individuals
build stronger muscles and bones,
improves their sense of balance, has a positive
effect on heart health, and can
decrease the risk of certain respiratory
problems. Hiking is an especially attractive
outdoor activity for seniors, as many parks
feature trails with varying degrees of difficulty,
ensuring there’s a trail for seniors
whether they’re seasoned or novice hikers.
• Water aerobics: The Centers for
Disease Control and Prevention notes that
water-based exercises can be especially
helpful individuals with chronic diseases, a
category many seniors fall into. The CDC
notes that one study published in the journal
Arthritis & Rheumatology found that
improves the use of joints affected by
arthritis without worsening symptoms.
The U.S. Department of Health and
Human Services also notes that swimming
can lead to improved health for people with
diabetes and heart disease. Seniors can
reap these benefits by going for a dip in
their own backyard pools or a local body of
water, such as a lake or ocean. Many swim
clubs also offer discounted memberships to
seniors, making these another great and
affordable way to reap the benefits of
swimming.
• Fishing: Of course not all outdoor
activities need to make seniors huff and
puff. Fishing provides a great reason to get
outdoors, and many individuals devoted to
fishing report feeling less stressed after a
day spent casting for their favorite fish.
Individuals who consume what they catch
also can benefit by improving their diets,
as the American Heart Association notes
that consuming certain types of fish has
been linked to a lower risk for heart disease
and obesity.
• Volunteering: Local environmental
groups often sponsor cleanups at parks and
waterfront attractions like beaches and
lakes. Volunteering with such organizations
is a great way to get outside and give
back, and working with like-minded individuals
can be a great way for seniors to
meet new people. In addition, a national
study sponsored by the Corporation for
National and Community Service in 2019
found that 88 percent of Senior Corps volunteers
who initially reported a lack of
companionship reported a decrease in feelings
of isolation after volunteering.
The opportunities for seniors to enjoy
the great outdoors are endless. Taking
advantage of such chances can benefit seniors
in myriad ways.
Franklin County Board of Commissioners: President Erica C. Crawley • Commissioner John O’Grady, and Commissioner Kevin L. Boyce
The Franklin County Board of Commissioners and The Franklin County Office on Aging join with the Messenger Newspaper in providing this update on aging issues in Franklin County.
Franklin County Office on Aging Updates Sliding Fee Scale,
Helping More Residents Access Services at No Cost
The Franklin County Office on Aging (FCOA) has approved a
new Sliding Fee Scale which went into effect on May 1, 2022 to help
residents enrolled in Senior Options receive support services for
little to no cost. Residents with an income of less than $1,640 per
month, which is 150% of the Federal Poverty Level, and less than
$7,500 in liquid assets will receive services for free.
Seniors must be a Franklin County resident aged 60 or older to be
eligible for Franklin County Senior Options. Once enrolled, seniors
are placed on a Sliding Fee Scale based on income and liquid assets
to determine the co-payment percentage they will be charged.
Within the first month of when the adjusted Sliding Fee Scale was
applied, FCOA saw a 15% increase in residents who could get
Senior Options services for free.
“The update to the Sliding Fee Scale was long overdue,” Interim
Director Chanda Wingo stated. “With inflation and the rising cost of
basic needs, many of our residents simply could not afford a five
percent cost share for our services. They either accepted the bare
minimum service or opted out from receiving our services completely.
I’m excited that by making this change, more residents will be
able to get the help they need through our Senior Options program.”
This update comes after recommendation of aligning the Sliding Fee
Scale with the 2022 Home and Community-Based Services (HCBS)
Waiver Special Income Level (SIL). By aligning the Sliding Fee
Scale with the HCBS Waiver SIL, it ensures that older residents
would be able to receive Senior Options services at no cost to them
and transition to a Medicaid Waiver program with no liability if their
needs increased.
“The existing Sliding Fee Scale had remained unchanged while
costs continued to increase. It was time we recognized the need to
make considerable adjustments to continue to provide essential
services to our most vulnerable, older residents,” said Deputy
County Administrator of Health and Human Services Joy Bivens.
In addition to helping senior residents afford services, adjusting the
Sliding Fee Scale allows FCOA to further support the Franklin
County Board of Commissioners Rise Together Blueprint by
addressing poverty, social determinants of health, and finding ways
to help older residents stay in their homes and continue to add value
to their communities.
FCOA also adopted additional changes in its financial policy to help
meet the needs of senior residents, including deducting out-of-pocket
medical expenses during financial verification and dividing assets
by two for married couples.
Franklin County Senior Options has been providing community-based
services to residents since 1993. Senior Options helps
Franklin County residents aged 60 and older maintain their independence,
while also supporting family members caring for an older
parent, family member, or friend with limited abilities.
Actor brings “Elvis” to life
Although some may think
the following statement to be
a joke, it is my belief that one
of the greatest performances
in the history of film comes
courtesy of Val Kilmer in the biographical
musical “The Doors.”
For more than two hours, Kilmer blows
through this 1991 movie about the rise and
fall of the rock band from the 1960s like a
force of nature, laying waste to everything
in his path as he inhabits the brief life and
The Reel Deal
Dedra Cordle
career of frontman Jim Morrison. I have seen plenty of great performances
since, but nothing has really captured my imagination
quite like his inhabitation in that film.
And then I saw “Elvis” and was reminded of what it was like to
experience that feeling again. It’s not quite at that level of magnificence,
but it’s right at the top.
The best thing about the biographical musical “Elvis” is the
performance of Austin Butler, someone who was really only
known by the masses for whom he has dated and the occasional
appearance at Coachella. Like Kilmer in “The Doors,” Butler
blows through this movie like a force of nature, laying waste to
everything in his path. He is so phenomenal at inhabiting the
spirit of the musician and it was a real shame the rest of the film
could not live up to the power he was laying down.
“Elvis” is not a paint-by-the-number biopic of Elvis Presley’s
meteoric rise and fall and legendary revival to immortality.
Instead, Elvis the man largely plays a secondary role to his swindling
manager Colonel Tom Parker (Tom Hanks, under heavy
prosthetics) and his attempts to “clear his name.” It’s an odd
choice from bombastic director Baz Luhrmann and the different
approach works only on occasion.
When the film begins, Tom Parker is nearing the end of his life
and is frustrated by the continued rumors he caused the death of
“The King.” As Elvis’s manager for more than two decades, he
states he would never do anything to harm his cash cow, er, friend
and partner, and takes the audience back to 1955 when he first
heard Elvis sing on the radio.
Knowing a great opportunity when he sees, hears, or smells is,
Tom is immediately taken by the young man’s energy and his
uncanny ability to drive an audience into a tizzy with his smooth
voice, dark locks, and infamous “wiggle” that would later get him
in trouble for causing some stirrings in young women and men
alike.
Though just a carnival barker at the time, Tom persuades
Elvis’s family to allow him to go on tour with the troupe but eventually
decides to devote himself full-time to making this charismatic
and handsome man an international star.
Of course, Tom has no real interest in what Elvis wants — he
sees someone who can make money, who can make him money,
but he has no real respect for his artistry or his capabilities as a
musician, a performer, and a person. Spoiler alert, it never developed
later in his life either.
After a truly electrifying and dizzying first half where Elvis
begins to make his mark in the world, the film starts to sputter,
focusing instead on Tom Parker’s decades-long malfeasance while
offering a gently searing look at capitalism and industry. (It could
and should have gone a lot harder on this topic.)
With the storylines concentrated elsewhere, a great opportunity
was missed to plumb deeper into the depths of Elvis Presley the
man, something that is often shaded by Elvis Presley the icon.
Butler performed his tail off as the latter, but I think he would
have been just as excellent at the former if given the chance.
While “Elvis” may not be for the most ardent of fans —
Luhrmann plays fast and loose with integral points in Elvis’s life
and Hanks’s choices for this performance are questionable, to say
the least — it is a very entertaining film with a very engaging and
electric lead performance that transports you to another time and
place.
City of Columbus lays out housing strategy
Mayor Andrew Ginther recently announced the
Columbus Housing Strategy, which will tackle Columbus’
housing shortage to ensure housing affordability for current
and future residents.
Joined by partners including Columbus City councilwoman
Shayla Favor, Ginther outlined how the regional
shortage of market-rate, workforce, subsidized and affordable
housing has particularly harmed low-income families
and people of color, and threatens to cripple economic
growth.
“We are experiencing a housing crisis in our city and
across the region,” Ginther said. “We cannot ignore how
regional under-production is displacing working families
and pushing vulnerable residents toward homelessness.
This strategy outlines our plan for accelerating regional
housing construction and focusing city resources on ensuring
housing affordability for households earning less than
$50,000 per year.”
At the core of the Columbus Housing Strategy is the
impetus to build more housing at all price points regionwide.
It calls for collaboration and investment from regional
civic leadership, developers and the people who live and
work in central Ohio to double the number of housing units
built over the next 15 years. Through the strategy, the city
of Columbus commits to leading in this charge by reforming
codes, policies and processes so that units can be built
faster.
The strategy also focuses dollars and city resources to
ensure more equitable outcomes in housing through three
strategies:
• Preserve existing housing affordability to minimize
displacement in growing neighborhoods. Through robust
tenant protections, strategic acquisitions and home repair
programs for low-income homeowners, the city will work to
preserve existing affordable housing and protect residents
from evictions and displacement.
• Invest in housing the
market won’t provide.
Ginther outlined his
request for voters to
approve a new bond package
that would unleash
$200 million to build housing
that is affordable for
those earning less than
$50,000 per year.
• Include everyone by
addressing racial and economic
disparities and fostering
economically diverse neighborhoods. This will be
achieved through inclusive housing policies, direct investment
in Black homeownership and alignment of housing
with transportation plans to ensure long-term connectivity.
This also includes updates to the Community
Reinvestment Area (CRA) residential tax abatement introduced
to Columbus City Council, which will require developers
to build additional affordable units in high-rent
neighborhoods in order to qualify for an abatement.
“Housing is a right for all in the city of Columbus,” said
Favor. “With this plan, we’re announcing that Columbus
acknowledges the challenges the housing crisis presents
and outlining the commitment to finding a viable solution.
This is a great first step, and I am grateful to Mayor
Ginther and the Department of Development for prioritizing
housing. Now our work really begins. We must advocate
for progressive policies to ensure the success of this
presented strategy. Housing is a complex, multi-layered
issue which requires the need for a holistic and creative
approach while also acknowledging the systems that have
perpetuated racism and inequity within housing. The
future of our city depends on ensuring all residents have
the means and opportunity to find safe and stable housing
without financial constraints and barriers.”
The Columbus Housing Strategy aims to provide affordable
housing options throughout the region. The goal is to
ensure that every family has access to affordable housing.
Housing is considered “affordable” if a household spends
less than 30 percent of its income on housing expenses.
Strategy, visit columbus.gov/development.
Joyce Ann (Kitchen) Ruff, 73, raised in Lilly Chapel, Ohio, and
later resided in Columbus, Ohio, passed away on Thursday, June 30, 2022, at
Mt. Carmel Hospital in Grove City, Ohio, with her daughter by her side. Joyce
was born in the former Mt. Carmel Hospital on the west side of Columbus on
June 17, 1949, to her late father, Jeff Kitchen, and her surviving mother,
Virginia “Ginnie” (Gillette) Kitchen. She was the youngest of their three
children. Joyce was preceded in death by her father, Jeff Kitchen, and her
older, firstborn sister, Judy (Kitchen)Tapp. Joyce is survived by her daughter,
Babette “Babs” Renee (Ruff) Hall, mother, Ginnie Kitchen, brother Jerry
(Debbie) Kitchen, many cousins, nieces, nephews, and friends. Joyce wanted
to express her deep love and appreciation for her friendships with Brenda
Miller-Black and Debby Tindle. While growing up, Joyce attended Lilly Chapel
United Methodist Church and participated in many youth activities. In school,
she was in theater, basketball, Honor Society, and more. Joyce graduated from
Plains High School in Mt. Sterling, Ohio, on June 1, 1967. After graduating,
she worked at the State of Ohio Parole Board, an insurance company with her
friend Debby and a few other positions prior to being hired at a national
printing company, Treasure Chest Advertising, where she remained for a few
decades until she retired as a paper control manager.
Joyce married Charlie Theodore Ruff on March 15, 1968. Together they
conceived a daughter, Babette, born on October 2, 1975. Although divorced
in July of 1977, Joyce's endless love provided guidance, communication, and
support for her daughter.
Joyce enjoyed bicycling, basketball, badminton, tennis, roller and ice skating,
hiking, walking in the woods, swimming, reading, knitting, learning, history,
children, animals, babies, long intimate intellectual chats with those she
loved, and her solitary peaceful times alone. Joyce was an active, determined,
committed advocate, and companion always staying true to herself, her
beliefs and values while trying to do what was best for those she loved. It was
a true blessing to have known her. When you think of Joyce, know she is at
peace with her fathers, celebrate the good memories you have of her, and
know she is still walking within you.
There will be a service for Joyce at 10:30 am on Friday, July 8, 2022, at
Rader-McDonald-Tidd Funeral Home located at 1355 West Main Street,
West Jefferson, Ohio 43162. The service will be followed by a graveside service
located in the Prairie Township Cemetery in Galloway, Ohio. Pastor Tim
Rash, Jr. will be officiating the services. Fellowship and lunch will follow at
Trinity United Methodist Church in Lilly Chapel, Ohio. All are welcome and
encouraged to attend.
