Obetz Council approves 

funding legislation

Obetz City Council handled a couple of 

financial matters at its Sept. 12 meeting. 

“We do this every year,” said Obetz City 

Administrator Rod Davisson. “It’s that 

thing we turn into the budget commission, 

then it relates to our inside millage, which 

is 1.7 mills. And you accept that and you 

collect your 1.7 mills, which is essentially 

$1.70 per $1,000 of taxable value of every 

house in town. So it’s simple math, but it’s 

really hard to wrap your head around. 

Ours is at 1.7 mills, we’ve never increased 

it. Not since I’ve been here, which is going 

on 20 years now. And I think it was like 

that for a while before that. It collects 

around $250,000 total from all the houses 

in the city.” 

Council also approved some appropriations 

and expenditures for the city. 

“We’re increasing the contractual services 

in the police department by $8,000 for 

training,” said Davisson. “That’s primarily 

related to our new officer, Luther Copley. 

And then Kerri Duffy, parks and recreation 

director, needs to move some money 

around for youth league trophies. So she’s 

moving $2,000 out of one account and into 

another.” 

Zucchinifest review 

Mayor Angela Kirk praised all the hard 

work that went into putting on 

Zucchinifest this year. 

“I know it was our first year doing this 

together as a team, so I appreciate all your 

hard work with everybody showing up and 

chipping in,” said Kirk. “Thanks to the 

heavy lifters! I appreciate that. Stacey 

Boumis ran it like a champ and kind of 

pointed us in the direction we think we 

needed to go. So, through trial and error, 

we think we did a very good job and we 

couldn’t do that without you guys, so I 

appreciate that.” 

Kirk praised the entertainment performers 

and said people seemed to have a 

good time. 

“Stacey will start getting some reports 

from our vendors to see where we can make 

it better or fix anything,” said Kirk. “We 

had a lot of new vendors this year that 

have already told Stacey they want to sign 

up for next year.” 

Kirk said it was estimated 220,000 

attended Zucchinifest. 

“We did have some rain all around us, 

but we got really lucky that it kind of split 

around us, which was good,” said Kirk. 

Other Obetz news 

•The Mayor’s Golf Outing will be Sept. 

23 at Homestead Springs Golf Course in 

Groveport. All proceeds go to the food 

pantry. Signing up a team costs $75 per 

player. 

•“We had a pretty busy couple of 

weeks,” said Obetz Police Chief Michael 

Confer. “We took 1,281 calls for service. 

The guys patrolled 4,089 miles. We cited 

four speeders, issued two parking citations. 

We had four misdemeanor arrests, 37 other 

moving violations besides speeding. We 

took 28 office reports, five crashes, and had 

two domestic violence incidents over the 

last couple of weeks. We stayed busy.” 

•“For August, we had 66 EMS runs and 

31 fire runs in Obetz,” said Hamilton 

Township Fire Chief Ralph Shillingburg.”

Senior Services levy 

Voters will decide on the proposed Franklin County Senior 

Services levy renewal on Nov. 8. 

The proposed five year tax levy renewal is for 1.75 mills, $0.175 

per $100 of valuation, commencing in 2022. Officials state it is not 

a tax increase. 

The levy provides funding for Franklin County Senior Options 

and its services designed to help seniors remain safely at home. 

These services include meals-on-wheels, transportation to doctor 

appointments, and emergency response buttons. 

The existing senior services levy will expire at the end of 2022. 

The senior levy is the main funding source for Senior Options programs.

Zucchinifest. They get a 10 for lost kids, 

lost adults, and any type of first aid injury. 

And they were giving out bottles of water 

and they did the firehouse, which is always 

a big hit with the kids. If they get to come 

ride the rides and spray the hose, that’s a 

big event for those little kids. I appreciate 

you guys and your help, as well.”

Tire Sweep at Walnut Creek 

The city of Canal Winchester Storm Water 

Department will hold its 14th annual tire sweep and 

creek clean-up along Walnut Creek from 8-11 a.m. on 

Oct. 1. City staff will work with volunteers to remove 

tires in the Walnut Creek basin. Volunteers should 

meet at Walnut Woods Metro Park office, located at 

6723 Lithopolis Road, at 8 a.m. on Oct. 1. Snacks and 

refreshments will be provided for all volunteers, compliments 

of Park Manager Mindi McConnell. Canoes 

and kayaks are welcome or volunteers may wade

and we’ll start all over again. So it goes 

faster and faster and I go slower and slower.”

Farm Bureau tour includes some local farms 

Tour proceeds help youth programs

Farm Bureaus across the state are gearing up for fall 

farm activities and Franklin County is no exception. 

On Sept. 25, the bureau is sponsoring Taste of Franklin 

County, a progressive tour of four working farms, including 

Bedford Falls Tree Farm in Lockbourne and Conrad 

Hive and Honey in Madison Township, along with Darby 

Creek Nursery in Hilliard and Circle S Farms in Grove 

City. 

The drive-it-yourself tours last about 20 minutes at 

each stop and end at Circle S, the host stop, with a hayride 

and a locally sourced dinner. Proceeds from the tour benefit 

the Farm Bureau’s youth programs and scholarship 

fund. For information visit ofbf.org. 

Bedford Falls Tree Farm 

“At our stop, we will discuss all the steps involved in 

having a Christmas tree farm, from ground preparation to 

the end experience for families,” said Melissa Rapp, who 

owns Bedford Falls along with her husband, Cecil. They 

started the farm in 2014 and opened their doors to the public 

in 2020. 

The Rapps plan to display equipment they use in operating 

the Lockbourne Road farm, in addition to offering 

field tours featuring several types of tree varieties grown 

on the property. 

“We hope to have our retail shop open in time for the 

tour–it suffered quite a bit of damage with the ice storm 

earlier this year,” said Melissa. “It is very close and will 

definitely be in operation for opening day of our Christmas 

season on Nov. 25. With all the tasks that go along with 

having a tree farm–shearing, mowing, upkeep, equipment 

and maintenance, there aren’t enough daylight hours.” 

In addition to operating a working farm, when time 

allows, the Rapps are also renovating their 1848 work-inprogress 

farmhouse that once served as a stop on the 

Underground Railroad. According to Melissa, it was Cecil’s 

dream to open a Christmas tree farm. 

“It almost did not come to fruition because the year we 

decided to start the farm in January 2014, he was diagnosed 

with a rare non-Hodgkin’s lymphoma,” said Melissa. 

“After lengthy discussion with each other and the oncologist 

as to whether or not to start the farm, we decided to go 

all in, and we are so glad we did. He continues to be in 

remission and is doing great, works harder than anyone I 

have ever met, and his dream has come true. We are very 

honored to be asked to be part of the tour and hope we do 

the farm bureau proud.” 

Conrad Hive and Honey 

Conrad Hive and Honey is a six generation family 

owned and operated beekeeping supply and honey 

purveyor near Canal Winchester in Madison 

Township that began by selling honey from a small 

stand at their house and at a couple of farm markets. 

They now are a full service operation from selling 

equipment–including assembled hives, beginner 

supplies and queen bees–to providing the 

sweet fruits of their honeybee hive operation to the 

public. 

When asked about serving as a stop on the Farm 

Bureau tour and what visitors will see, family 

matriarch Carmen Conrad said Conrad Hive and 

Honey will be extracting and opening a hive for tour 

visitors. 

“People can find out what some of the small local 

farms are doing to make ends meet,” said Conrad. 

“We started selling beekeeping equipment and it 

has helped us to keep going. There are only a few 

bee supply places in the state.” 

Carmen lauded the bureau for helping foster the 

relationship between beekeepers and farmers, 

pointing out how vital they are to each other. Her 

husband, Barry, who passed away in 2020, was a 

longtime member of the Central Ohio Beekeepers 

Association and taught hundreds of new beekeepers 

over the course of 25 years. 

He ferried four to five million honeybees from 

Georgia to Ohio to their new home each spring and 

passed the heritage of teaching new beekeepers on 

to his granddaughter, Tess Conrad, knowing her 

passion for honeybees and love of her grandfather 

would be evident in her teaching. 

“Barry and I 

became heavily involved with the Lithopolis Honeyfest 

and on Honeyfest weekend we could not manage without 

our kids, grandkids, and friends of grandkids, as many as 

eight of us at a time working our booth,” said Carmen in 

an online history. “Barry and I now have two great-grandchildren 

and though they haven’t worked here yet, they 

are beginning beekeepers in Georgia with their mom and 

dad who became beekeepers while in college. We know it’s 

just a matter of time before they are up here for a summer 

working.”

POST EXTRACTION CARE 

If you have a tooth extracted, 

there are some developments 

to be aware of and precautions 

to take. If some swelling develops 

in the face, this is usually 

nothing to worry about. It can 

be minimized by the application 

of an ice bag. 

The bleeding should stop 

shortly after the tooth removal 

by the formation of a clot in the 

socket. This clot should not be 

disturbed. For starters, do not 

suck on the hole or drink 

through a straw. Do not take hot 

foods or drinks for 5 or 6 hours, 

by which time the clot should 

be firmed. If you get hungry, 

have a cold drink or eat a soft,

smoke and avoid eating hard

If delayed bleeding occurs, 

fold a piece of gauze and bite on 

it. A moistened tea bag will also

Ohio State Fair honors Groveport’s mayor

Groveport Mayor Lance Westcamp has been raising 

Landrace hogs for 50 years and showing them at fairs and 

expositions for 25 years. 

“Fifty years ago, in 1972, my mom drove me in an old 

pick-up truck to Wapakoneta, Ohio, where I got my first 

four Landrace hogs,” said Westcamp. 

He has been raising and showing the hogs ever since, 

which has resulted in his having 14 Grand Champions 

Landrace hogs - including the 2022 Ohio State Fair Grand 

Champion - as well as serving on the American Landrace 

Association Board of Directors from 2011-17. 

All this effort was recently rewarded when Westcamp 

was inducted into the Ohio State Fair Swine Hall of Fame 

at this year’s Ohio State Fair. 

“What an honor,” said Westcamp. “I didn’t have a clue I 

was going to be selected for the hall of fame. It was especially 

nice because when they announced it my 90-year-old 

mother was there, which meant so much to me since she 

drove me to get my first Landrace hogs 50 years ago.” 

Westcamp - who is a 1975 graduate of Groveport 

Madison High School and has served as mayor of 

Groveport since 1994 - said Ohio State Fair Swine Hall of 

Fame inductions are done by breed and that the last induction 

for someone who raised the Landrace breed was 22 

years ago. 

Westcamp keeps his hogs on a farm located south of 

Groveport. 

“I’ve raised pigs all my life,” said Westcamp. “Landrace 

pigs are great mothers who produce lots of babies and their 

milk production for their offspring is unbelievable.” 

He said the Landrace breed is a joy to work with. 

“They appreciate the care they get,” said Westcamp. 

“Give them good food, water, and keep them clean and they 

are one of the happiest animals around.” 

Over the years Westcamp has shown his Landrace hogs 

at shows in Ohio, Minnesota, Iowa, Pennsylvania, 

Kentucky, and Texas. 

“The people at the shows are some of the nicest people 

you’ll ever meet,” said Westcamp. 

Westcamp said that, over the past three years, his family 

has donated a gilt (female hog) to a young person who 

wants to raise hogs but does not have the opportunity to 

buy one themselves. 

“It helps them and also helps increase the number of 

Landrace hogs being raised,” said Westcamp. 

He said raising hogs is enjoyable and has become a family 

project as his grandchildren are now involved.

same class at the same time,” said Westcamp. “We have 

the time of our lives. That’s what it’s all about.”
