Obetz Council approves<br />
funding legislation<br />

Obetz City Council handled a couple of<br />
financial matters at its Sept. 12 meeting.<br />
“We do this every year,” said Obetz City<br />
Administrator Rod Davisson. “It’s that<br />
thing we turn into the budget commission,<br />
then it relates to our inside millage, which<br />
is 1.7 mills. And you accept that and you<br />
collect your 1.7 mills, which is essentially<br />
$1.70 per $1,000 of taxable value of every<br />
house in town. So it’s simple math, but it’s<br />
really hard to wrap your head around.<br />
Ours is at 1.7 mills, we’ve never increased<br />
it. Not since I’ve been here, which is going<br />
on 20 years now. And I think it was like<br />
that for a while before that. It collects<br />
around $250,000 total from all the houses<br />
in the city.”<br />
Council also approved some appropriations<br />
and expenditures for the city.<br />
“We’re increasing the contractual services<br />
in the police department by $8,000 for<br />
training,” said Davisson. “That’s primarily<br />
related to our new officer, Luther Copley.<br />
And then Kerri Duffy, parks and recreation<br />
director, needs to move some money<br />
around for youth league trophies. So she’s<br />
moving $2,000 out of one account and into<br />
another.”<br />
Zucchinifest review<br />
Mayor Angela Kirk praised all the hard<br />
work that went into putting on<br />
Zucchinifest this year.<br />
“I know it was our first year doing this<br />
together as a team, so I appreciate all your<br />
hard work with everybody showing up and<br />
chipping in,” said Kirk. “Thanks to the<br />
heavy lifters! I appreciate that. Stacey<br />
Boumis ran it like a champ and kind of<br />
pointed us in the direction we think we<br />
needed to go. So, through trial and error,<br />
we think we did a very good job and we<br />
couldn’t do that without you guys, so I<br />
appreciate that.”<br />
Kirk praised the entertainment performers<br />
and said people seemed to have a<br />
good time.<br />
“Stacey will start getting some reports<br />
from our vendors to see where we can make<br />
it better or fix anything,” said Kirk. “We<br />
had a lot of new vendors this year that<br />
have already told Stacey they want to sign<br />
up for next year.”<br />
Kirk said it was estimated 220,000<br />
attended Zucchinifest.<br />
“We did have some rain all around us,<br />
but we got really lucky that it kind of split<br />
around us, which was good,” said Kirk.<br />
Other Obetz news<br />
•The Mayor’s Golf Outing will be Sept.<br />
23 at Homestead Springs Golf Course in<br />
Groveport. All proceeds go to the food<br />
pantry. Signing up a team costs $75 per<br />
player.<br />
•“We had a pretty busy couple of<br />
weeks,” said Obetz Police Chief Michael<br />
Confer. “We took 1,281 calls for service.<br />
The guys patrolled 4,089 miles. We cited<br />
four speeders, issued two parking citations.<br />
We had four misdemeanor arrests, 37 other<br />
moving violations besides speeding. We<br />
took 28 office reports, five crashes, and had<br />
two domestic violence incidents over the<br />
last couple of weeks. We stayed busy.”<br />
•“For August, we had 66 EMS runs and<br />
31 fire runs in Obetz,” said Hamilton<br />
Township Fire Chief Ralph Shillingburg.”<br />

Senior Services levy<br />
Voters will decide on the proposed Franklin County Senior<br />
Services levy renewal on Nov. 8.<br />
The proposed five year tax levy renewal is for 1.75 mills, $0.175<br />
per $100 of valuation, commencing in <strong>2022</strong>. Officials state it is not<br />
a tax increase.<br />
The levy provides funding for Franklin County Senior Options<br />
and its services designed to help seniors remain safely at home.<br />
These services include meals-on-wheels, transportation to doctor<br />
appointments, and emergency response buttons.<br />
The existing senior services levy will expire at the end of <strong>2022</strong>.<br />
The senior levy is the main funding source for Senior Options programs.<br />

Tire Sweep at Walnut Creek<br />
The city of Canal Winchester Storm Water<br />
Department will hold its 14th annual tire sweep and<br />
creek clean-up along Walnut Creek from 8-11 a.m. on<br />
Oct. 1. City staff will work with volunteers to remove<br />
tires in the Walnut Creek basin. Volunteers should<br />
meet at Walnut Woods Metro Park office, located at<br />
6723 Lithopolis Road, at 8 a.m. on Oct. 1. Snacks and<br />

Farm Bureau tour includes some local farms<br />
Tour proceeds help youth programs<br />

Farm Bureaus across the state are gearing up for fall<br />
farm activities and Franklin County is no exception.<br />
On Sept. 25, the bureau is sponsoring Taste of Franklin<br />
County, a progressive tour of four working farms, including<br />
Bedford Falls Tree Farm in Lockbourne and Conrad<br />
Hive and Honey in Madison Township, along with Darby<br />
Creek Nursery in Hilliard and Circle S Farms in Grove<br />
City.<br />
The drive-it-yourself tours last about 20 minutes at<br />
each stop and end at Circle S, the host stop, with a hayride<br />
and a locally sourced dinner. Proceeds from the tour benefit<br />
the Farm Bureau’s youth programs and scholarship<br />
fund. For information visit ofbf.org.<br />
Bedford Falls Tree Farm<br />
“At our stop, we will discuss all the steps involved in<br />
having a Christmas tree farm, from ground preparation to<br />
the end experience for families,” said Melissa Rapp, who<br />
owns Bedford Falls along with her husband, Cecil. They<br />
started the farm in 2014 and opened their doors to the public<br />
in 2020.<br />
The Rapps plan to display equipment they use in operating<br />
the Lockbourne Road farm, in addition to offering<br />
field tours featuring several types of tree varieties grown<br />
on the property.<br />
“We hope to have our retail shop open in time for the<br />
tour–it suffered quite a bit of damage with the ice storm<br />
earlier this year,” said Melissa. “It is very close and will<br />
definitely be in operation for opening day of our Christmas<br />
season on Nov. 25. With all the tasks that go along with<br />
having a tree farm–shearing, mowing, upkeep, equipment<br />
and maintenance, there aren’t enough daylight hours.”<br />
In addition to operating a working farm, when time<br />
allows, the Rapps are also renovating their 1848 work-inprogress<br />
farmhouse that once served as a stop on the<br />
Underground Railroad. According to Melissa, it was Cecil’s<br />
dream to open a Christmas tree farm.<br />
“It almost did not come to fruition because the year we<br />
decided to start the farm in January 2014, he was diagnosed<br />
with a rare non-Hodgkin’s lymphoma,” said Melissa.<br />
“After lengthy discussion with each other and the oncologist<br />
as to whether or not to start the farm, we decided to go<br />
all in, and we are so glad we did. He continues to be in<br />
remission and is doing great, works harder than anyone I<br />
have ever met, and his dream has come true. We are very<br />
honored to be asked to be part of the tour and hope we do<br />
the farm bureau proud.”<br />
Conrad Hive and Honey<br />
Conrad Hive and Honey is a six generation family<br />
owned and operated beekeeping supply and honey<br />
purveyor near Canal Winchester in Madison<br />
Township that began by selling honey from a small<br />
stand at their house and at a couple of farm markets.<br />
They now are a full service operation from selling<br />
equipment–including assembled hives, beginner<br />
supplies and queen bees–to providing the<br />
sweet fruits of their honeybee hive operation to the<br />
public.<br />
When asked about serving as a stop on the Farm<br />
Bureau tour and what visitors will see, family<br />
matriarch Carmen Conrad said Conrad Hive and<br />
Honey will be extracting and opening a hive for tour<br />
visitors.<br />
“People can find out what some of the small local<br />
farms are doing to make ends meet,” said Conrad.<br />
“We started selling beekeeping equipment and it<br />
has helped us to keep going. There are only a few<br />
bee supply places in the state.”<br />
Carmen lauded the bureau for helping foster the<br />
relationship between beekeepers and farmers,<br />
pointing out how vital they are to each other. Her<br />
husband, Barry, who passed away in 2020, was a<br />
longtime member of the Central Ohio Beekeepers<br />
Association and taught hundreds of new beekeepers<br />
over the course of 25 years.<br />
He ferried four to five million honeybees from<br />
Georgia to Ohio to their new home each spring and<br />
passed the heritage of teaching new beekeepers on<br />
to his granddaughter, Tess Conrad, knowing her<br />
passion for honeybees and love of her grandfather<br />
would be evident in her teaching.<br />
“Barry and I<br />
became heavily involved with the Lithopolis Honeyfest<br />
and on Honeyfest weekend we could not manage without<br />
our kids, grandkids, and friends of grandkids, as many as<br />
eight of us at a time working our booth,” said Carmen in<br />
an online history. “Barry and I now have two great-grandchildren<br />
and though they haven’t worked here yet, they<br />
are beginning beekeepers in Georgia with their mom and<br />
dad who became beekeepers while in college. We know it’s<br />
just a matter of time before they are up here for a summer<br />
working.”<br />

there are some developments<br />
to be aware of and precautions<br />
to take. If some swelling develops<br />
in the face, this is usually<br />
nothing to worry about. It can<br />
be minimized by the application<br />
of an ice bag.<br />
The bleeding should stop<br />
shortly after the tooth removal<br />
by the formation of a clot in the<br />
socket. This clot should not be<br />
disturbed. For starters, do not<br />
suck on the hole or drink<br />
through a straw. Do not take hot<br />
foods or drinks for 5 or 6 hours,<br />
by which time the clot should<br />
be firmed. If you get hungry,<br />
have a cold drink or eat a soft,<br />

Ohio State Fair honors Groveport’s mayor<br />

Groveport Mayor Lance Westcamp has been raising<br />
Landrace hogs for 50 years and showing them at fairs and<br />
expositions for 25 years.<br />
“Fifty years ago, in 1972, my mom drove me in an old<br />
pick-up truck to Wapakoneta, Ohio, where I got my first<br />
four Landrace hogs,” said Westcamp.<br />
He has been raising and showing the hogs ever since,<br />
which has resulted in his having 14 Grand Champions<br />
Landrace hogs - including the <strong>2022</strong> Ohio State Fair Grand<br />
Champion - as well as serving on the American Landrace<br />
Association Board of Directors from 2011-17.<br />
All this effort was recently rewarded when Westcamp<br />
was inducted into the Ohio State Fair Swine Hall of Fame<br />
at this year’s Ohio State Fair.<br />
“What an honor,” said Westcamp. “I didn’t have a clue I<br />
was going to be selected for the hall of fame. It was especially<br />
nice because when they announced it my 90-year-old<br />
mother was there, which meant so much to me since she<br />
drove me to get my first Landrace hogs 50 years ago.”<br />
Westcamp - who is a 1975 graduate of Groveport<br />
Madison High School and has served as mayor of<br />
Groveport since 1994 - said Ohio State Fair Swine Hall of<br />
Fame inductions are done by breed and that the last induction<br />
for someone who raised the Landrace breed was 22<br />
years ago.<br />
Westcamp keeps his hogs on a farm located south of<br />
Groveport.<br />
“I’ve raised pigs all my life,” said Westcamp. “Landrace<br />
pigs are great mothers who produce lots of babies and their<br />
milk production for their offspring is unbelievable.”<br />
He said the Landrace breed is a joy to work with.<br />
“They appreciate the care they get,” said Westcamp.<br />
“Give them good food, water, and keep them clean and they<br />
are one of the happiest animals around.”<br />
Over the years Westcamp has shown his Landrace hogs<br />
at shows in Ohio, Minnesota, Iowa, Pennsylvania,<br />
Kentucky, and Texas.<br />
“The people at the shows are some of the nicest people<br />
you’ll ever meet,” said Westcamp.<br />
Westcamp said that, over the past three years, his family<br />
has donated a gilt (female hog) to a young person who<br />
wants to raise hogs but does not have the opportunity to<br />
buy one themselves.<br />
“It helps them and also helps increase the number of<br />
Landrace hogs being raised,” said Westcamp.<br />
He said raising hogs is enjoyable and has become a family<br />
project as his grandchildren are now involved.<br />

the time of our lives. That’s what it’s all about.”<br />
