364 Establish a system of rout<strong>in</strong>e ma<strong>in</strong>tenance, test<strong>in</strong>g <strong>and</strong> <strong>repair</strong> for <strong>in</strong>stallations<br />

<strong>and</strong> <strong>safety</strong> devices, such as that <strong>in</strong> Electrical risks from steam/water pressure<br />

cleaners 55 <strong>and</strong> keep records of exam<strong>in</strong>ations, tests <strong>and</strong> <strong>repair</strong>s.<br />

365 Instruct <strong>and</strong> tra<strong>in</strong> operators to make external checks (<strong>in</strong>clud<strong>in</strong>g the operation<br />

of the RCD) each day before use <strong>and</strong> to report defects immediately. Never use<br />

an apparently defective mach<strong>in</strong>e. In addition to user checks, a competent person<br />

should carry out formal visual <strong>in</strong>spection of the equipment <strong>and</strong> <strong>in</strong>stallation regularly,<br />

eg once a week if it is <strong>in</strong> daily use.<br />

Personal protective equipment<br />

366 Operators may need special cloth<strong>in</strong>g to protect them from the liquid used <strong>in</strong> the<br />

cleaner, <strong>and</strong> the materials on which it is be<strong>in</strong>g used. To prevent <strong>in</strong>jection <strong>in</strong>juries at highpressure<br />

steam/water cleaners, never lock the trigger or foot switch <strong>in</strong> the ‘on’ position<br />

<strong>and</strong> consider eye protection to safeguard aga<strong>in</strong>st eye <strong>in</strong>juries from fly<strong>in</strong>g debris.<br />

367 Further <strong>in</strong>formation for operators is given <strong>in</strong> the HSE leaflet Do you use a<br />

Work at height<br />

368 Falls from height are the most common cause of death <strong>and</strong> serious <strong>in</strong>jury to<br />

people at work. They account for nearly 10 per cent of <strong>in</strong>juries <strong>in</strong> MVR – ma<strong>in</strong>ly<br />

<strong>in</strong>volv<strong>in</strong>g falls from ladders.<br />

369 The Work at Height Regulations 2005 (WAHR) 57 def<strong>in</strong>e work at height as work<br />

<strong>in</strong> any place, <strong>in</strong>clud<strong>in</strong>g a place at or below ground level (<strong>in</strong>clud<strong>in</strong>g access <strong>and</strong> exit<br />

routes) where a person could fall a distance liable to cause personal <strong>in</strong>jury. In MVR<br />

this will <strong>in</strong>clude tall storage racks such as those used for tyre storage, roof areas<br />

used for storage (eg mezzan<strong>in</strong>e floors), <strong>vehicle</strong> <strong>in</strong>spection pits (see paragraphs<br />

214-232), work on the top of commercial <strong>vehicle</strong>s (eg refrigeration units) <strong>and</strong> pa<strong>in</strong>t<br />

spray<strong>in</strong>g of larger <strong>vehicle</strong>s (see Figures 17 <strong>and</strong> 83).<br />
