Over the span of two decades, Jefferson Local voters have passed 11 levies. When Superintendent William Mullett first arrived in the district, there was an urgent need to renew an existing 9.5-mill emergency levy. “On Aug. 7, 2001, we did so successfully,” Mullett said at the Dec. 12 school board meeting. “Never in my wildest dreams could I have imagined that 21 years later we would have passed 10 additional levies, all successfully on their first attempt.” The most recent tally in the string of ballot successes was the passage of a substitute levy on Nov. 8 of this year. “In my time in West Jefferson, the community has never failed a school levy request. This is a remarkable and unprecedented record of community support. I am tremendously grateful to our community for this,” Mullett said. Despite efforts to change the funding formula by legal action and legislation, districts like Jefferson Local continue to rely heavily on local taxpayers to fund school operations. Mullett said school funding in Ohio has always been fraught with uncertainties and inequities. Multiple times, the Ohio Supreme Court has ruled that the school funding system, which relies heavily on property taxes, is unconstitutional. “However, the law requires the legislature to provide the remedy, and they have never adequately done so,” he said. While other school districts struggle to pass levies, Mullett attributes Jefferson Local’s success to a combination of factors. “Your message has to be very narrow and focused,” he said. “I understand the community and our needs and how to explain the ‘why.’ When I came here, we had opposition to levies. I went out and talked with people. You need to build up goodwill and trust,” he said. Part of that trust involves establishing relationships with people who live in the township and the village, along with community participation in extracurricular activities and events–all backed by a caring and dedicated staff, students striving for success, and a keen sense of fiscal responsibility, he added. On Nov. 4, 2003, voters narrowly approved a bond issue to build and renovate facilities. The levy’s passage marked the first time in more than 40 years the public approved new money for facilities. “We have endeavored to keep those facilities in great shape in the nearly 20 years that have gone by,” Mullett said. On Nov. 4, 2008, voters passed a 0.5 percent income tax levy. “This was an attempt to provide some balance in our tax structure and alleviate the pressure on property taxes. We renewed the existing emergency levy before asking the community to increase our income tax to 1 percent,” Mullett said. Three more renewal levies were passed prior to the district’s passage of the substitute levy last month. “Nobody has a record like this,” Mullett stated, “and you can’t take that for granted. The most important thing is conveying the right message and saying it over and over again.” Mullett said Jefferson Local’s success on ballot issues provides not only funding for programming but also stability and reliability to properly plan and budget. “New needs and requirements from the state require districts to continually look ahead to ensure future needs are met,” he said. “In the end, this tremendous community support has given our students the quality education that our community has come to expect and appreciate. Jefferson Local Schools are proud of our history.”

She was born on Sept. 23, 1945, to the late Frank Willard and Louise (Evans) Grubbs. She was preceded in death by: her parents, Frank Willard and Louise (Evans) Grubbs; sister, Patsy (Bill) Berkley; and grandchildren, Devin Beasley and Miranda Williams. On the weekends, you could find Willia out with her daughter and granddaughter looking for bargains at the thrift store and garage sales. She loved old westerns and murder mysteries. She was a loving pet mom to her dog, Lucy, and cats, Delilah and Blackie. Willia took pride in the relationship she had with her neighbors. The neighbors cared deeply for her and referred to her as the neighborhood grandma. She is survived by: her daughters, Deanna (Randy) Otis and Samantha (Chuck) Cribbs; son, Larry (Tammy) Williams; nine grandchildren and 10 greatgrandchildren; and numerous other relatives and friends who all loved her dearly. The family would like to say a special thanks to Rebecca Williams, Deana Harper, Danielle Olson, Samantha Cribbs, Keegan Barber, and the wonderful staff from Ohio Health Hospice for their loving support and help during the past two months and for the loving care they gave to Willia. No formal services are scheduled at this time. Burial of Willia’s ashes will take place at a later date at Hampton Cemetery, West Jefferson. He was a member of Trinity United Methodist Church, Lilly Chapel, Ohio, a graduate of West High School, and a member of Carpenters Union Local 200. Jim was an avid hunter and enjoyed spending time at their place in Catawba Island, Lake Erie, Ohio. He was a member of the Central Ohio Anglers and Hunters Club, West Jefferson. What he loved most was his family and riding his Harley Davidson Softail. He was preceded in death by: his parents, Ralph and Louise Barnett; his loving wife, Pauleen Barnett (2021); and his fur babies, Max, Rosie, and Lilly. Jim is survived by: daughters, Angela Napper, Misty (Mike) Roush, Jamie Barnett, and Keyaria Barnett; brother, Michael (Diana) Barnett; sisters, Judy (Pete) Spearing and Shirley Barbour; grandchildren, Brooklyn Lyndsey, Maddison, Michael, Kaylee, Courtney, and Thomas James; five great-grandchildren; and many loving relatives, special friends, and fur babies, Buck and Daisy. Born in Mechanicsburg, Ohio, on April 19, 1949, she was a daughter of Guy W. and Martha Cleo (Mossbarger) Smith. Betty was a woman of strong faith and a 50-plus year member of London Church of the Nazarene. She was a loving wife, mother, sister, grandmother and sweet friend to all with whom she crossed paths. She had worked at the former Stumps, Rinks, and K-Mart stores in London and babysat many children over the years. She leaves behind: her daughter and son-in-law, Brenda Lou (Gregg) and Jimmy Hollar; grandson, Jacob Hollar; sister, Nancy (Frank) Powell; sister-in-law, Linda Little; nieces and nephews, Marcy (Mike) Colley, Charles Powell (Jennifer), Holly Murry, David (Julie) Smith, Geri Smith, Dan Smith, Tony (Joelle) Gregg and Bobby Puckett; many great-nieces, great-nephews, cousins, and loving friends and family. Dale was born November 8, 1967, in London, Ohio the son of Karen (Davis) and James Henry. Dale was a 1986 graduate of Urbana High School. Following graduation, Dale worked as a truck driver throughout the years and was a member of the Fraternal Order of Eagles #979. In his free time, Dale was an avid Ohio State Buckeyes and Cleveland Browns fan. Eileen was born on June 21, 1931 in South Solon, Ohio to the late Harry and Clara Theobald. She is survived by her children, Mark (Sheryl) Gossard and Laura (Matthew) Stepp, grandchildren; Blake (Crystal) Gossard and Benjamin (Hannah) Stepp; and great grandchildren: Kaylyn and Roland Gossard. Eileen is preceded in death by her loving husband of 66 years, John Robert Gossard, and sister, Nevelyn Knisley. Eileen graduated from Stokes Township High School and later went on to graduate Cum Laude from Wittenberg University with a Bachelor’s in Fine Arts. She was a member of the Delta Zeta Sorority. Eileen married John Robert Gossard on September 20, 1953. She was employed at the Springfield News Sun as a society editor, then later taught adult and children's art classes in her home. She also taught a gifted art program at Stokes Township and Midway School. Eileen was a member of South Solon Christian Fellowship, deaconess, and a member of the Washington Courthouse Christian Women’s Club. A private graveside service will be held at the convenience of the family at South Solon Cemetery with Pastor John Crutchfield officiating.
