A blueprint<br />

for the Hilltop<br />

As the $1.8 billion city-wide effort to<br />

reduce sanitary sewer overflow problems<br />

through redirection and infrastructure<br />

improvements gets underway in Westgate,<br />

residents in another Hilltop neighborhood<br />

are starting to learn more about the projects<br />

that Blueprint Columbus has planned<br />

for their area.<br />

On March 30, the Blueprint Columbus<br />

Outreach Team hosted a public meeting<br />

and open house at the Run the Race<br />

Center on S. Wayne Avenue to discuss the<br />

final design concept for the ‘Hilltop 4’ segment<br />

of the massive stormwater and sanitary<br />

sewer infrastructure improvement<br />

project.<br />

According to Daniel Biru, a project manager<br />

with Korda/Nemeth Engineering Inc.<br />

who also serves as a consultant for the city,<br />

there are more than 80 green infrastructure<br />

improvements planned for Hilltop 4<br />

whose general boundary is described as<br />

Eakin Road on the south, Wiltshire on the<br />

west, Sullivant Avenue on the north,<br />

Whitethorn on the east, and Hilltonia Park<br />

on the far southern end.<br />

The vast majority of the green infrastructure<br />

improvements that are planned<br />

for the 350 acres that make up the Hilltop<br />

4 segment will be rain gardens of similar<br />

size and design.<br />

“There are 85 green infrastructure<br />

improvements that are planned for this<br />

region,” said Biru. “And of those 85 green<br />

infrastructure improvements that are<br />

planned for this region, 75 of those will be<br />

right-of-way rain gardens placed on city<br />

property, one bump-out rain garden, seven<br />

regional rain gardens on land bank owned<br />

property, and two pervious paver streets.”<br />

Biru said that sloped rain gardens are<br />

the “most basic” design of rain gardens and<br />

they will be predominantly placed on streets with no<br />

curbs. For example, he said sloped rain gardens are<br />

slated on these avenues and roads: Clarendon,<br />

Rosedale, Safford, Springmont, and Whitehead.<br />

One or two-walled curbside rain gardens will be<br />

installed on these roadways to help alleviate grade differences<br />

between the pavement and property lines:<br />

Burgess, Eakin, Eureka, Hague, Harris, Highland,<br />

Ogden, Mound, Terrance, Warren, Wayne, and<br />

Wheatland.<br />

Biru said that motorists will not be able to park<br />

beside the two-walled curbside rain gardens but added<br />

that efforts have been made to install these two-walled<br />

rain gardens on streets that already have prohibited<br />

parking.<br />

There will be two-walled rain gardens with step-out<br />

located on these roads: Eureka, Hague, Harris,<br />

Oakley, Mound, and Whitethorne.<br />

There will be a bump-out rain garden placed on<br />

Amherst. Tiffany Conn, a Blueprint Columbus outreach<br />

coordinator said that while the bump-out rain<br />

gardens are the least preferred rain garden due to a<br />

design that “sticks out,” they serve a dual-purpose as<br />

they are also a good traffic calming measure.<br />

The regional rain gardens, which are slightly larger<br />

than other rain gardens and allow for trees to be<br />

placed on top of them, will be located on the land band<br />

owned properties on these streets: Wayne Avenue,<br />

Oakley Avenue, Highland Avenue, Mount Street and<br />

Wayne Avenue, Safford Avenue and Oakley Avenue,<br />

Whitehead Road and Eureka Avenue, and Sullivant<br />

Avenue and Clarendon Avenue.<br />

With the exception of the regional rain gardens, all<br />

of the other rain gardens will be limited in size.<br />

“They cannot be any longer than 40 feet,” said<br />

Jeremy Cawley, project manager for the city department<br />

of public utilities sewer system engineering section.<br />

All of the rain garden locations — which have been<br />

marked with “Future Rain Garden Site” signs by the<br />

city — are slated to be excavated sometime next year.<br />

The subsurface will be prepared by adding layers of<br />

soil and stone that are designed to filter stormwater.<br />

Native plants and mulch will make up the top layer of<br />

the rain garden.<br />

Chad Kettlewell, an ecologist with Coldwater<br />

Consulting, said the native plants will have a deep root<br />

system to help stabilize the soil and, as they mature,<br />

fracture the soil to keep it healthy so the water can<br />

continue to get into the soil and get filtered properly as<br />

opposed to “clogging up” and creating flooding issues.<br />

He added that the rain gardens will typically drain<br />

in 24 to 48 hours, which will reduce the chances of it<br />

becoming a mosquito breeding ground.<br />

“If the rain gardens are holding water (beyond 24 to<br />

48 hours) that means there’s something wrong with it<br />

and somebody needs to come along to deal with it,” he<br />

said.<br />

Conn said rain garden maintenance will be on the<br />

city — not the residents.<br />

“We will maintain all of this forever,” she said. “The<br />

city maintenance team will come out at least once a<br />

month to collect trash and do the weeding and to check<br />

the flowers and plants to make sure things are functioning<br />

properly.”<br />

She encouraged residents to call the city if they<br />

believe the rain garden nearest to their location is not<br />

looking healthy or working properly.<br />

Richardson Avenue between Mound Street and<br />

Whitehead and on Eureka Avenue between Safford<br />

Avenue and Springmont Avenue. Pervious pavement<br />

is described as brick-looking concrete blocks that are<br />

designed for rainwater to seep between the cracks<br />

instead of running across the surface.<br />

Joe Tribble, a civil engineer at Korda/Nemeth<br />

Engineering Inc. said pervious pavers are the most<br />

expensive of all the green infrastructure improvements<br />

and the most time consuming to construct as<br />

well. He said because the installation of the pervious<br />

pavers involves waterline work, there will be some limited<br />

water outages but residents will be given 24 hour<br />

notification before.<br />

Cawley added that new waterlines will be installed<br />

during the process as well as new drive approaches<br />

and new sidewalks for these areas.<br />

In addition to limited water outages, Blueprint<br />

Columbus officials say there will also be other impacts<br />

during the stormwater and sanitary sewer green infrastructure<br />

improvement program. They include the<br />

removal of several trees along the pervious pavers<br />

streets, the removal of some sidewalks, handicap<br />

ramps, streetlights and street signs, and the occasional<br />

fence that may be in the excavation area. The trees<br />

that are removed will be replaced with new trees and<br />

the infrastructure that is torn up during the green<br />

infrastructure improvement process will be replaced.<br />

Tribble said it will be up to the homeowners to replace<br />

and reinstall the fence.<br />

Cawley said Blueprint Columbus’ Hilltop 4 final<br />

design concept is about 90 percent complete. He said<br />

that if “all goes according to plan” the city contractors<br />

could break-ground on the green infrastructure<br />

improvements in the spring or summer of 2024. After<br />

the project is complete, the city will begin working<br />

with homeowners on two of the other pillars of the citywide<br />

initiative to improve the sanitary sewer overflow<br />

problems that have been plaguing the area for<br />

decades: lateral lining and roof water redirection.<br />

That work, said Cawley, could begin in 2025 or<br />

2026.<br />

The Blueprint Columbus team said certain homeowners<br />

may be eligible for a new sump pump at no cost<br />

to them. Conn said the city does not usually install<br />

sump pumps in finished basement. For more information<br />

Residents will still be able to offer their opinions on<br />

the placement of the rain gardens and the native<br />

plants they would like to see within the rain gardens<br />

via the website and phone number listed above. Conn<br />

said Hilltop 4 residents can reach out to the team if<br />

they feel the city missed a potential rain garden location.<br />

The Blueprint Columbus project will address the<br />

sanitary sewer overflow problems in 17 neighborhoods.<br />

It will span two decades and cost roughly $1.8 billion.<br />

During the initial planning stages, the Hilltop area<br />

was designated as a high priority area as there were a<br />

significant number of basement backup incidences and<br />

the sanitary sewer overflow that discharges into<br />

Forest Creek/Scioto Run Big Run. It has been divided<br />

into four segments with the Westgate area — which<br />

was broken up into two sub-areas due to its size —<br />

defined as ‘Hilltop 1’ and the Highland/Harris area<br />

designed as ‘Hilltop 4.’<br />

Blueprint Columbus will address the other areas of<br />

the Hilltop in the near future.

Smaller trash trucks sought in the Hilltop<br />

The Greater Hilltop Area Commission has submitted an unusual<br />

request for the city council to consider as they prepare to finalize<br />

their capital improvements budget and the capital improvements<br />

plan: invest funds that go toward the purchase of old trucks.<br />

For the past several weeks, the advisory board has been soliciting<br />

feedback from the public on which capital improvements they<br />

would like to see in the area. Among the highest of priorities for<br />

the commission and the community at large was addressing the<br />

trash-filled alleys that have been plaguing the westside for<br />

decades.<br />

The commission said at its meeting on <strong>April</strong> 4 that they would<br />

like for the city to consider the purchase of older or smaller trucks<br />

that are able to fit into the alleys to collect litter and other found<br />

furnishings as they did in the past.<br />

According to commissioner Josh Maddox, the city has informed<br />

the advisory board that they would no longer be able to pick up<br />

trash in the alleys as the new trucks they purchased are too large<br />

for the narrow stretch of roadway. He said because there has been<br />

an increase in the trash found within the alleys since the decision<br />

was made, the only real choice they had was to ask the city to use<br />

capital improvement dollars to buy smaller trucks that can.<br />

He said that while he is not confident they will do so, he added<br />

that it is something that needed to be requested.<br />

Commissioner James White agreed.<br />

“We want the right trucks to pick up trash in our communities’<br />

alleys because that is what our community needs,” he said.<br />

Several city officials who were in the audience questioned<br />

whether this would be considered an operational expense rather<br />

than a capital expense. The commission<br />

said it could be both since the city would<br />

have to pay drivers to pick up the trash but<br />

noted that the request to purchase smaller<br />

trucks could be viewed more on the capital<br />

side of the budget.<br />

Olabisi Eddy, the city’s westside neighborhood<br />

liaison, said there are a number of<br />

initiatives the city is taking to address the<br />

litter problem, such as moving to 90-gallon<br />

collection bins.<br />

Commissioner Leah Brudno said that is<br />

a start but it is not enough.<br />

“We’ve been yelling at them (about this<br />

issue) for many years,” she said. “We want<br />

them to pick up the damn trash in the<br />

alleys.”<br />

Brudno added that she would also like to<br />

see the alleys fortified so they experience<br />

less wear and tear if and when collection<br />

trucks venture down there again.<br />

The other two priority items on the commission’s<br />

capital improvements list was<br />

alley repairs and the installation of additional<br />

alley lights in the central Hilltop<br />

region and the construction of a multi-purpose<br />

community facility in the Holly<br />

Hill/Georgian Heights/Eakin Elementary<br />

School area.<br />

Columbus residents can also submit<br />

their own list of capital improvements they<br />

would like the city to consider for their<br />

neighborhood in future budgets. A link to<br />

13 at Columbia Heights Church, 775 Galloway Road.; Aug. 24 at<br />

Statehouse<br />

The General Assembly continues to work on<br />

Ohio’s 2-year operating budget. The budget<br />

is expected to be around $45 billion. That is<br />

a lot of numbers. These numbers are inanimate<br />

and can drive the agenda, making legislators<br />

forget the human impact this<br />

budget has. This is not red or blue. It is just<br />

how budgets can be about numbers and<br />

not people.<br />

Ohio has an amazing history of accepting<br />

testimony from any Ohioan wishing to share<br />

their thoughts. Testimony is your opportunity<br />

to speak directly to an Ohio Representative<br />

or Senator and influence how they<br />

will respond to legislation under consideration<br />

in their committee. If you are worried<br />

about speaking and taking questions, you<br />

can always submit your testimony in writing.<br />

Testimony is key to reminding legislators<br />

on how the budget will affect people.<br />

I was humbled and honored to witness the<br />

courageous testimony, leadership and persistence<br />

of a Hilliard resident who testified<br />

before the House Finance Committee about<br />

the challenges faced by Ohioans who rely<br />

on Direct Service Providers (DSP). These<br />

providers are critical to the independence<br />

and well-being of individuals with disabilities.<br />

The testimony dealt with the wages<br />

paid to DSPs and how individuals struggle<br />

to find care. The average salary for a DSP is<br />

$14 per hour in Ohio. That simply is not fair<br />

to those providing the care and those receiving<br />

the care.<br />

I urge you to go to www.ohiohouse.gov and<br />

review the budget for yourself. Come downtown<br />

and testify before the committees taking<br />

up the budget. It is important that our<br />

legislators know budgets are about people,<br />

not numbers. Your advocacy from social<br />

media to testifying is vital for each member<br />

of the General Assembly and is a key component<br />

to the budget process.<br />

And, like the family from Hilliard, you can<br />

put a face to the numbers.<br />

Update<br />

As a member of the House Finance Subcommittee<br />

for Primary & Secondary Education, I have<br />

been immersed in the budget process for the K12<br />

portion of the state biennium budget. As you<br />

may know, Governor DeWine proposes a spending<br />

plan for the fiscal years 2024-25, which cover<br />

July 1, <strong>2023</strong>, through June 30, 2025. Because the<br />

State only can expend money approved by the<br />

Legislature, both the House and Senate must approve<br />

the overall budget by June 30.<br />

The governor sent his budget proposal to the<br />

House of Representatives on January 31 when he<br />

gave his State of the State address. The first step<br />

in the approval process for the K12 portion of it<br />

is for the five-member House Finance K12 Subcommittee<br />

to conduct hearings and make its recommendations<br />

to the full 33-member House<br />

Finance Committee. The committee has spent<br />

the last two months hearing from scores of people<br />

and organizations in support of, in opposition<br />

to, or requesting modification of parts of the<br />

budget. I personally have met with over 100 different<br />

individuals representing themselves or<br />

various organizations with an interest in various<br />

parts of the budget. I am working with my four<br />

colleagues to recommend spending priorities to<br />

the full Finance Committee to consider.<br />

My top priority is to continue the effort to fund<br />

fully our public schools according to the Fair<br />

School Funding Plan (FSFP) approved by the Legislature<br />

in the last General Assembly. The plan,<br />

which will take six years to implement, should,<br />

when completed, satisfy the Ohio Supreme<br />

Court’s requirement that the State provide for a<br />

thorough and efficient public school system as<br />

written in the Ohio Constitution. The FSFP takes<br />

into account the variety of characteristics of<br />

Ohio’s 611 public school districts and is composed<br />

of elements related to enrollment size,<br />

property wealth, and student demographics,<br />

among others.<br />

Once our subcommittee makes our recommendations<br />

to the full Finance Committee, the latter<br />

group will approve what it deems appropriate<br />

and forward the budget to the entire House for<br />

its consideration. I anticipate that the House will<br />

vote to approve and send the budget to the Senate<br />

for its consideration. The Senate should act<br />

on it by mid-June with the joint Conference Committee<br />

working out any differences for approval<br />

by the entire Legislature by late June. Then the<br />

budget will get forwarded to Governor DeWine<br />

for his signature by June 30 so that it can take<br />

effect on July 1.<br />

Recreation center remains a priority for Westland area<br />

Priorities for Westland in the city’s<br />

annual capital budget were discussed at<br />

the March meeting of the Westland Area<br />

Commissioners.<br />

The commissioners compiled a list of<br />

five areas they would like to see included in<br />

the capital budget. First, they requested a<br />

recreation center in the area which they<br />

report that they have been requesting in<br />

Westland for numerous years.<br />

“We are pretty consistent with number<br />

one on our list,” chairman Scott Taylor<br />

said.<br />

Averi Townsend, a legislative analyst<br />

with Columbus City Council, asked if the<br />

commissioners would be receptive about<br />

the city providing money to the commission<br />

in order for them to lease a space to meet in<br />

until they get a recreation center in their<br />

area. Townsend said that there are other<br />

commissions that also don’t have a place to<br />

meet and that providing money to lease a<br />

space could be a potential solution for the<br />

short term.<br />

“We can look at some creative solutions<br />

to find something in a short amount of<br />

time,” Townsend said.<br />

The commissioners also requested sidewalks<br />

and street lights, both fire and police<br />

substations, park land, and a permanent<br />

According to Townsend, after the budget<br />

is introduced, city council will schedule<br />

hearings in rapid succession.<br />

Commissioner Janet Cahill said that it’s<br />

important for the commissioners to attend<br />

those hearings to try to get some of the<br />

Westland area priorities included in the<br />

budget.<br />

“We need to rattle their cage ahead of<br />

time before it goes to the budget process,”<br />

Cahill said.<br />

The proposed budget is anticipated to be<br />

introduced in May or June.<br />

Cleaning up the community<br />

On March 26, dozens of community volunteers teamed up with members of the North<br />

Hilltop Neighborhood Association to participate in the first litter cleanup event sponsored<br />

by the local organization. According to Thomas Chahine, the executive director<br />

of the association, the intention is to host a traveling cleanup event across the northern<br />

section of the westside every two weeks as a part of their overall mission to<br />

improve the lives of those who live in the community. Volunteers interested in joining<br />

Christine Cockley and her partner, Simon Dallas, get to work cleaning up the litter<br />

tangled in the brush in the alleyway off Steele Avenue. The couple often volunteer at<br />

cleanup events around the city and even go out around their own neighborhood<br />

picking up debris in yards and gutters on a weekly basis. Cockley said although the<br />

cleanup efforts can be unpleasant at times, they like to make it a fun competition to<br />

see who can pick up the most trash.<br />

Part of your personal net worth includes the equity you have<br />

built up in your home.<br />

Equity is one of the major benefits of owning a home. As<br />

you pay off your mortgage, you gradually build equity. Simply<br />

put, equity is the amount of your home that you actually own.<br />

So, if you have a house worth $200,000 and you owe $150,000<br />

on your mortgage, you have equity of $50,000.<br />

You can access that equity in one of two ways, through a<br />

home equity loan or a home equity line of credit.<br />

A home equity loan is actually a second mortgage. When<br />

you apply for a home equity loan, you'll receive a single lump<br />

sum. You then pay that sum back over a set period of years. The<br />

size of your home equity loan will be limited, of course, by the<br />

amount of equity you have in your home.<br />

known as HELOCs -- with home equity loans. However, a<br />

HELOC works more like a credit card than a mortgage loan.<br />

With a HELOC, you'll receive a set credit limit. You only<br />

pay back the amount of money that you borrow, plus interest.<br />

For instance, if you have a HELOC with a credit limit of<br />

$50,000 and you borrow $10,000 from it, you'll only have to<br />

pay back that $10,000. You'll still have $40,000 worth of credit<br />

available to you.<br />

The interest rate on a HELOC is usually tied to the prime<br />

rate. Often, the rate will be 1 percent over prime.<br />

So, which product is better? Not surprisingly, that depends<br />

on the individual borrower and the individual situation.<br />

The key is to do your research before choosing either a<br />

HELOC or home equity loan. Only by studying your spending<br />

habits and needs can you make the right equity decision. For<br />

e chemistry of the<br />

cast helps movie shine<br />

If you have yet to cut the cable cord,<br />

chances are you have come across one of<br />

the trailers for “Dungeons & Dragons:<br />

Honor Among Thieves.” And based upon<br />

the quality of the content within those<br />

trailers, chances are you may have written<br />

the movie off as a budget Marvel clone<br />

because it too features a rag-team group of<br />

miscreants who fire off terrible quips while<br />

on a quest to save the world from an evil<br />

that was likely of their own creation. If you<br />

have done so, I do not blame you at all for<br />

coming to this conclusion but may I request<br />

that you consider giving this movie a second<br />

chance because those truly uninspired<br />

trailers do not do this film justice at all.<br />

I make this request not as a hardcore<br />

fan of the tabletop game on which it is<br />

based — in fact, I know next to nothing<br />

about Dungeons & Dragons other than odd<br />

bits and pieces I picked up through popular<br />

culture references throughout the years.<br />

Instead, I make this request as a hardcore<br />

fan of the silly and stupid movie because I<br />

adamantly believe that what the world<br />

needs is more silly and stupid movies to<br />

pull us through these horrible times. And<br />

while “Dungeons & Dragons: Honor Among<br />

Thieves” won’t cure all that ails us, it does<br />

go a long way in bringing some surprisingly<br />

great humor and heart to our lives<br />

through the magic of silly and stupid cinema.<br />

Directed and written by John Frances<br />

Daley and Jonathan Goldstein — the creative<br />

duo which brought the cult classic television<br />

show “Freaks and Geeks” and<br />

treasured comedy “Game Night” to our<br />

lives — the film revolves around a good man<br />

turned semi-good thief who is trying to put<br />

his wrongs to right by doing a bit more<br />

good thievery. This charming rogue is<br />

named Edgin Darvis (Chris Pine) and we<br />

are introduced to him while he is trying to<br />

make mittens in his prison cell with his<br />

platonic partner-in-crime Holga Kilgore<br />

(Michelle Rodriguez). For the past two<br />

years, the thieving pair have been locked<br />

away in a harsh tower for, well, thieving,<br />

and they are bound and determined to get<br />

out — but not in the model behavior kind of<br />

way.<br />

After they surprisingly break free off<br />

the back — literally — of an animal member<br />

of the prison’s parole board, they set out to<br />

reunite with Edgin’s teenage daughter<br />

Kira (Chloe Coleman) and continue on in<br />

their quest to steal the priceless artifact<br />

that landed them in prison years prior, but<br />

soon discover that strange things are afoot<br />

in their strange land.<br />

In their absence, Kira has grown cold to<br />

her father, believing that he values riches<br />

over her, and their con man friend Forge<br />

(Hugh Grant, having a ball) has become<br />

became incapacitated<br />

under mysterious<br />

circumstances. Making<br />

this awkward<br />

reunion all the more<br />

awkward is the lingering presence of an<br />

unusual wizard named Sofina (Daisy<br />

Head) who was partially responsible for<br />

Edgin and Holga’s capture.<br />

Because they are not the best of thieves,<br />

Edgin and Holga do not listen to their intuition<br />

and they are betrayed by those they<br />

thought loved and cared for them.<br />

Desperately needing to make things right<br />

in the world again, they set off on a quest<br />

to find others who might be willing to go on<br />

a mission to try to make the world whole<br />

again — or at least as whole as it can be<br />

with the threat of nefarious wizards and<br />

their allies looming over the land like a<br />

specter ready to swallow them all up.<br />

To what should be no one’s surprise, this<br />

film leans heavily on the fantasy elements,<br />

especially as the thieving pair begin their<br />

quest to locate other magical people and<br />

creatures, so if your eyes start to glaze over<br />

upon seeing or hearing the words “realm”<br />

or “Tiefling druid” or “Hither-thither staff”<br />

this might not be the movie for you. But if<br />

you can keep an open mind and come to<br />

terms with the unfamiliar jargon and the<br />

oddities taking place on screen, you just<br />

might find this weird little film creeping<br />

into your heart as well.<br />

Although the running time could have<br />

been trimmed down by 20 minutes,<br />

“Dungeons & Dragons: Honor Among<br />

Thieves” was a shockingly great time at the<br />

theater and it is at is best when it is<br />

focused on the personal stakes in the story<br />

and not just the side adventures however<br />

funny they may be. But what really sells<br />

this fantasy is the characters’ camaraderie<br />

and the chemistry of the cast who just<br />

shine and make everything all the more<br />

exciting. True, some of their bantering<br />

quips were a little stale at times, but you<br />

can tell that every actor on screen and<br />

every crew member behind it was having a<br />

great time and that they were genuinely<br />

united in their desire to deliver something<br />

silly and stupid for the masses to enjoy.<br />

They definitely succeeded with that.<br />

Grade: B+<br />
