A blueprint 

for the Hilltop

As the $1.8 billion city-wide effort to 

reduce sanitary sewer overflow problems 

through redirection and infrastructure 

improvements gets underway in Westgate, 

residents in another Hilltop neighborhood 

are starting to learn more about the projects 

that Blueprint Columbus has planned 

for their area. 

On March 30, the Blueprint Columbus 

Outreach Team hosted a public meeting 

and open house at the Run the Race 

Center on S. Wayne Avenue to discuss the 

final design concept for the ‘Hilltop 4’ segment 

of the massive stormwater and sanitary 

sewer infrastructure improvement 

project. 

According to Daniel Biru, a project manager 

with Korda/Nemeth Engineering Inc. 

who also serves as a consultant for the city, 

there are more than 80 green infrastructure 

improvements planned for Hilltop 4 

whose general boundary is described as 

Eakin Road on the south, Wiltshire on the 

west, Sullivant Avenue on the north, 

Whitethorn on the east, and Hilltonia Park 

on the far southern end. 

The vast majority of the green infrastructure 

improvements that are planned 

for the 350 acres that make up the Hilltop 

4 segment will be rain gardens of similar 

size and design. 

“There are 85 green infrastructure 

improvements that are planned for this 

region,” said Biru. “And of those 85 green 

infrastructure improvements that are 

planned for this region, 75 of those will be 

right-of-way rain gardens placed on city 

property, one bump-out rain garden, seven 

regional rain gardens on land bank owned 

property, and two pervious paver streets.” 

Biru said that sloped rain gardens are 

the “most basic” design of rain gardens and

they will be predominantly placed on streets with no 

curbs. For example, he said sloped rain gardens are 

slated on these avenues and roads: Clarendon, 

Rosedale, Safford, Springmont, and Whitehead. 

One or two-walled curbside rain gardens will be 

installed on these roadways to help alleviate grade differences 

between the pavement and property lines: 

Burgess, Eakin, Eureka, Hague, Harris, Highland, 

Ogden, Mound, Terrance, Warren, Wayne, and 

Wheatland. 

Biru said that motorists will not be able to park 

beside the two-walled curbside rain gardens but added 

that efforts have been made to install these two-walled 

rain gardens on streets that already have prohibited 

parking. 

There will be two-walled rain gardens with step-out 

located on these roads: Eureka, Hague, Harris, 

Oakley, Mound, and Whitethorne. 

There will be a bump-out rain garden placed on 

Amherst. Tiffany Conn, a Blueprint Columbus outreach 

coordinator said that while the bump-out rain 

gardens are the least preferred rain garden due to a 

design that “sticks out,” they serve a dual-purpose as 

they are also a good traffic calming measure. 

The regional rain gardens, which are slightly larger 

than other rain gardens and allow for trees to be 

placed on top of them, will be located on the land band 

owned properties on these streets: Wayne Avenue, 

Oakley Avenue, Highland Avenue, Mount Street and 

Wayne Avenue, Safford Avenue and Oakley Avenue, 

Whitehead Road and Eureka Avenue, and Sullivant 

Avenue and Clarendon Avenue. 

With the exception of the regional rain gardens, all 

of the other rain gardens will be limited in size. 

“They cannot be any longer than 40 feet,” said 

Jeremy Cawley, project manager for the city department 

of public utilities sewer system engineering section. 

All of the rain garden locations — which have been 

marked with “Future Rain Garden Site” signs by the 

city — are slated to be excavated sometime next year. 

The subsurface will be prepared by adding layers of 

soil and stone that are designed to filter stormwater. 

Native plants and mulch will make up the top layer of 

the rain garden. 

Chad Kettlewell, an ecologist with Coldwater 

Consulting, said the native plants will have a deep root 

system to help stabilize the soil and, as they mature, 

fracture the soil to keep it healthy so the water can 

continue to get into the soil and get filtered properly as 

opposed to “clogging up” and creating flooding issues. 

He added that the rain gardens will typically drain 

in 24 to 48 hours, which will reduce the chances of it 

becoming a mosquito breeding ground. 

“If the rain gardens are holding water (beyond 24 to 

48 hours) that means there’s something wrong with it 

and somebody needs to come along to deal with it,” he 

said. 

Conn said rain garden maintenance will be on the 

city — not the residents. 

“We will maintain all of this forever,” she said. “The 

city maintenance team will come out at least once a 

month to collect trash and do the weeding and to check 

the flowers and plants to make sure things are functioning 

properly.” 

She encouraged residents to call the city if they 

believe the rain garden nearest to their location is not 

looking healthy or working properly.

are two pervious pavers streets planned for

Richardson Avenue between Mound Street and 

Whitehead and on Eureka Avenue between Safford 

Avenue and Springmont Avenue. Pervious pavement 

is described as brick-looking concrete blocks that are 

designed for rainwater to seep between the cracks 

instead of running across the surface. 

Joe Tribble, a civil engineer at Korda/Nemeth 

Engineering Inc. said pervious pavers are the most 

expensive of all the green infrastructure improvements 

and the most time consuming to construct as 

well. He said because the installation of the pervious 

pavers involves waterline work, there will be some limited 

water outages but residents will be given 24 hour 

notification before. 

Cawley added that new waterlines will be installed 

during the process as well as new drive approaches 

and new sidewalks for these areas. 

In addition to limited water outages, Blueprint 

Columbus officials say there will also be other impacts 

during the stormwater and sanitary sewer green infrastructure 

improvement program. They include the 

removal of several trees along the pervious pavers 

streets, the removal of some sidewalks, handicap 

ramps, streetlights and street signs, and the occasional 

fence that may be in the excavation area. The trees 

that are removed will be replaced with new trees and 

the infrastructure that is torn up during the green 

infrastructure improvement process will be replaced. 

Tribble said it will be up to the homeowners to replace 

and reinstall the fence. 

Cawley said Blueprint Columbus’ Hilltop 4 final 

design concept is about 90 percent complete. He said 

that if “all goes according to plan” the city contractors 

could break-ground on the green infrastructure 

improvements in the spring or summer of 2024. After 

the project is complete, the city will begin working 

with homeowners on two of the other pillars of the citywide 

initiative to improve the sanitary sewer overflow 

problems that have been plaguing the area for 

decades: lateral lining and roof water redirection. 

That work, said Cawley, could begin in 2025 or 

2026. 

The Blueprint Columbus team said certain homeowners 

may be eligible for a new sump pump at no cost 

to them. Conn said the city does not usually install 

sump pumps in finished basement. For more information

Residents will still be able to offer their opinions on 

the placement of the rain gardens and the native 

plants they would like to see within the rain gardens 

via the website and phone number listed above. Conn 

said Hilltop 4 residents can reach out to the team if 

they feel the city missed a potential rain garden location. 

The Blueprint Columbus project will address the 

sanitary sewer overflow problems in 17 neighborhoods. 

It will span two decades and cost roughly $1.8 billion. 

During the initial planning stages, the Hilltop area 

was designated as a high priority area as there were a 

significant number of basement backup incidences and 

the sanitary sewer overflow that discharges into 

Forest Creek/Scioto Run Big Run. It has been divided 

into four segments with the Westgate area — which 

was broken up into two sub-areas due to its size — 

defined as ‘Hilltop 1’ and the Highland/Harris area 

designed as ‘Hilltop 4.’ 

Blueprint Columbus will address the other areas of 

the Hilltop in the near future.


Government Focus 

Smaller trash trucks sought in the Hilltop

The Greater Hilltop Area Commission has submitted an unusual 

request for the city council to consider as they prepare to finalize 

their capital improvements budget and the capital improvements 

plan: invest funds that go toward the purchase of old trucks. 

For the past several weeks, the advisory board has been soliciting 

feedback from the public on which capital improvements they 

would like to see in the area. Among the highest of priorities for 

the commission and the community at large was addressing the 

trash-filled alleys that have been plaguing the westside for 

decades. 

The commission said at its meeting on April 4 that they would 

like for the city to consider the purchase of older or smaller trucks 

that are able to fit into the alleys to collect litter and other found 

furnishings as they did in the past. 

According to commissioner Josh Maddox, the city has informed 

the advisory board that they would no longer be able to pick up 

trash in the alleys as the new trucks they purchased are too large 

for the narrow stretch of roadway. He said because there has been 

an increase in the trash found within the alleys since the decision 

was made, the only real choice they had was to ask the city to use 

capital improvement dollars to buy smaller trucks that can. 

He said that while he is not confident they will do so, he added 

that it is something that needed to be requested. 

Commissioner James White agreed. 

“We want the right trucks to pick up trash in our communities’ 

alleys because that is what our community needs,” he said. 

Several city officials who were in the audience questioned 

whether this would be considered an operational expense rather 

than a capital expense. The commission 

said it could be both since the city would 

have to pay drivers to pick up the trash but 

noted that the request to purchase smaller 

trucks could be viewed more on the capital 

side of the budget. 

Olabisi Eddy, the city’s westside neighborhood 

liaison, said there are a number of 

initiatives the city is taking to address the 

litter problem, such as moving to 90-gallon 

collection bins. 

Commissioner Leah Brudno said that is 

a start but it is not enough. 

“We’ve been yelling at them (about this 

issue) for many years,” she said. “We want 

them to pick up the damn trash in the 

alleys.” 

Brudno added that she would also like to 

see the alleys fortified so they experience 

less wear and tear if and when collection 

trucks venture down there again. 

The other two priority items on the commission’s 

capital improvements list was 

alley repairs and the installation of additional 

alley lights in the central Hilltop 

region and the construction of a multi-purpose 

community facility in the Holly 

Hill/Georgian Heights/Eakin Elementary 

School area. 

Columbus residents can also submit 

their own list of capital improvements they 

would like the city to consider for their 

neighborhood in future budgets. A link to

invited the public to attend the dozen Rise 

Up CBUS! events that will be taking place throughout the remainder 

of the year. There are four events scheduled on the westside: 

April 27 at the Dodge Community Center, 667 Sullivant Ave.; July 

13 at Columbia Heights Church, 775 Galloway Road.; Aug. 24 at 

the Central Baptist Church, 1955 Frank Road.; Sept. 28 at 

Wedgewood Middle School, 3800 Briggs Road. 

All of the events are scheduled to take place from 4:30 p.m. to 

7:30 p.m.

Statehouse 

The General Assembly continues to work on 

Ohio’s 2-year operating budget. The budget 

is expected to be around $45 billion. That is 

a lot of numbers. These numbers are inanimate 

and can drive the agenda, making legislators 

forget the human impact this 

budget has. This is not red or blue. It is just 

how budgets can be about numbers and 

not people. 

Ohio has an amazing history of accepting 

testimony from any Ohioan wishing to share 

their thoughts. Testimony is your opportunity 

to speak directly to an Ohio Representative 

or Senator and influence how they 

will respond to legislation under consideration 

in their committee. If you are worried 

about speaking and taking questions, you 

can always submit your testimony in writing. 

Testimony is key to reminding legislators 

on how the budget will affect people. 

I was humbled and honored to witness the 

courageous testimony, leadership and persistence 

of a Hilliard resident who testified 

before the House Finance Committee about 

the challenges faced by Ohioans who rely 

on Direct Service Providers (DSP). These 

providers are critical to the independence 

and well-being of individuals with disabilities. 

The testimony dealt with the wages 

paid to DSPs and how individuals struggle 

to find care. The average salary for a DSP is 

$14 per hour in Ohio. That simply is not fair 

to those providing the care and those receiving 

the care. 

I urge you to go to www.ohiohouse.gov and 

review the budget for yourself. Come downtown 

and testify before the committees taking 

up the budget. It is important that our 

legislators know budgets are about people, 

not numbers. Your advocacy from social 

media to testifying is vital for each member 

of the General Assembly and is a key component 

to the budget process. 

And, like the family from Hilliard, you can 

put a face to the numbers.

Update 

As a member of the House Finance Subcommittee 

for Primary & Secondary Education, I have 

been immersed in the budget process for the K12 

portion of the state biennium budget. As you 

may know, Governor DeWine proposes a spending 

plan for the fiscal years 2024-25, which cover 

July 1, 2023, through June 30, 2025. Because the 

State only can expend money approved by the 

Legislature, both the House and Senate must approve 

the overall budget by June 30. 

The governor sent his budget proposal to the 

House of Representatives on January 31 when he 

gave his State of the State address. The first step 

in the approval process for the K12 portion of it 

is for the five-member House Finance K12 Subcommittee 

to conduct hearings and make its recommendations 

to the full 33-member House 

Finance Committee. The committee has spent 

the last two months hearing from scores of people 

and organizations in support of, in opposition 

to, or requesting modification of parts of the 

budget. I personally have met with over 100 different 

individuals representing themselves or 

various organizations with an interest in various 

parts of the budget. I am working with my four 

colleagues to recommend spending priorities to 

the full Finance Committee to consider. 

My top priority is to continue the effort to fund 

fully our public schools according to the Fair 

School Funding Plan (FSFP) approved by the Legislature 

in the last General Assembly. The plan, 

which will take six years to implement, should, 

when completed, satisfy the Ohio Supreme 

Court’s requirement that the State provide for a 

thorough and efficient public school system as 

written in the Ohio Constitution. The FSFP takes 

into account the variety of characteristics of 

Ohio’s 611 public school districts and is composed 

of elements related to enrollment size, 

property wealth, and student demographics, 

among others. 

Once our subcommittee makes our recommendations 

to the full Finance Committee, the latter 

group will approve what it deems appropriate 

and forward the budget to the entire House for 

its consideration. I anticipate that the House will 

vote to approve and send the budget to the Senate 

for its consideration. The Senate should act 

on it by mid-June with the joint Conference Committee 

working out any differences for approval 

by the entire Legislature by late June. Then the 

budget will get forwarded to Governor DeWine 

for his signature by June 30 so that it can take 

effect on July 1.

Priorities for Westland in the city’s 

annual capital budget were discussed at 

the March meeting of the Westland Area 

Commissioners. 

The commissioners compiled a list of 

five areas they would like to see included in 

the capital budget. First, they requested a 

recreation center in the area which they 

report that they have been requesting in 

Westland for numerous years. 

“We are pretty consistent with number 

one on our list,” chairman Scott Taylor 

said.

Averi Townsend, a legislative analyst 

with Columbus City Council, asked if the 

commissioners would be receptive about 

the city providing money to the commission 

in order for them to lease a space to meet in 

until they get a recreation center in their 

area. Townsend said that there are other 

commissions that also don’t have a place to 

meet and that providing money to lease a 

space could be a potential solution for the 

short term. 

“We can look at some creative solutions 

to find something in a short amount of 

time,” Townsend said.

and street lights, both fire and police 

substations, park land, and a permanent

is introduced, city council will schedule

Commissioner Janet Cahill said that it’s

budget. 

“We need to rattle their cage ahead of 

time before it goes to the budget process,” 

Cahill said. 

The proposed budget is anticipated to be 

introduced in May or June.

Cleaning up the community 

On March 26, dozens of community volunteers teamed up with members of the North 

Hilltop Neighborhood Association to participate in the first litter cleanup event sponsored 

by the local organization. According to Thomas Chahine, the executive director 

of the association, the intention is to host a traveling cleanup event across the northern 

section of the westside every two weeks as a part of their overall mission to 

improve the lives of those who live in the community. Volunteers interested in joining

Part of your personal net worth includes the equity you have 

built up in your home. 

Equity is one of the major benefits of owning a home. As 

you pay off your mortgage, you gradually build equity. Simply 

put, equity is the amount of your home that you actually own. 

So, if you have a house worth $200,000 and you owe $150,000 

on your mortgage, you have equity of $50,000. 

You can access that equity in one of two ways, through a 

home equity loan or a home equity line of credit. 

A home equity loan is actually a second mortgage. When 

you apply for a home equity loan, you'll receive a single lump 

sum. You then pay that sum back over a set period of years. The 

size of your home equity loan will be limited, of course, by the 

amount of equity you have in your home.

known as HELOCs -- with home equity loans. However, a 

HELOC works more like a credit card than a mortgage loan. 

With a HELOC, you'll receive a set credit limit. You only 

pay back the amount of money that you borrow, plus interest. 

For instance, if you have a HELOC with a credit limit of 

$50,000 and you borrow $10,000 from it, you'll only have to 

pay back that $10,000. You'll still have $40,000 worth of credit 

available to you. 

The interest rate on a HELOC is usually tied to the prime 

rate. Often, the rate will be 1 percent over prime. 

So, which product is better? Not surprisingly, that depends 

on the individual borrower and the individual situation. 

The key is to do your research before choosing either a 

HELOC or home equity loan. Only by studying your spending 

habits and needs can you make the right equity decision. For

e chemistry of the 

cast helps movie shine 

If you have yet to cut the cable cord, 

chances are you have come across one of 

the trailers for “Dungeons & Dragons: 

Honor Among Thieves.” And based upon 

the quality of the content within those 

trailers, chances are you may have written 

the movie off as a budget Marvel clone 

because it too features a rag-team group of 

miscreants who fire off terrible quips while 

on a quest to save the world from an evil 

that was likely of their own creation. If you 

have done so, I do not blame you at all for 

coming to this conclusion but may I request 

that you consider giving this movie a second 

chance because those truly uninspired 

trailers do not do this film justice at all. 

I make this request not as a hardcore 

fan of the tabletop game on which it is 

based — in fact, I know next to nothing 

about Dungeons & Dragons other than odd 

bits and pieces I picked up through popular 

culture references throughout the years. 

Instead, I make this request as a hardcore 

fan of the silly and stupid movie because I 

adamantly believe that what the world 

needs is more silly and stupid movies to 

pull us through these horrible times. And 

while “Dungeons & Dragons: Honor Among 

Thieves” won’t cure all that ails us, it does 

go a long way in bringing some surprisingly 

great humor and heart to our lives 

through the magic of silly and stupid cinema. 

Directed and written by John Frances 

Daley and Jonathan Goldstein — the creative 

duo which brought the cult classic television 

show “Freaks and Geeks” and 

treasured comedy “Game Night” to our 

lives — the film revolves around a good man 

turned semi-good thief who is trying to put 

his wrongs to right by doing a bit more 

good thievery. This charming rogue is 

named Edgin Darvis (Chris Pine) and we 

are introduced to him while he is trying to 

make mittens in his prison cell with his 

platonic partner-in-crime Holga Kilgore 

(Michelle Rodriguez). For the past two 

years, the thieving pair have been locked 

away in a harsh tower for, well, thieving, 

and they are bound and determined to get 

out — but not in the model behavior kind of 

way. 

After they surprisingly break free off 

the back — literally — of an animal member 

of the prison’s parole board, they set out to 

reunite with Edgin’s teenage daughter 

Kira (Chloe Coleman) and continue on in 

their quest to steal the priceless artifact 

that landed them in prison years prior, but 

soon discover that strange things are afoot 

in their strange land. 

In their absence, Kira has grown cold to 

her father, believing that he values riches 

over her, and their con man friend Forge 

(Hugh Grant, having a ball) has become

circumstances. Making 

this awkward 

reunion all the more 

awkward is the lingering presence of an 

unusual wizard named Sofina (Daisy 

Head) who was partially responsible for 

Edgin and Holga’s capture. 

Because they are not the best of thieves, 

Edgin and Holga do not listen to their intuition 

and they are betrayed by those they 

thought loved and cared for them. 

Desperately needing to make things right 

in the world again, they set off on a quest 

to find others who might be willing to go on 

a mission to try to make the world whole 

again — or at least as whole as it can be 

with the threat of nefarious wizards and 

their allies looming over the land like a 

specter ready to swallow them all up. 

To what should be no one’s surprise, this 

film leans heavily on the fantasy elements, 

especially as the thieving pair begin their 

quest to locate other magical people and 

creatures, so if your eyes start to glaze over 

upon seeing or hearing the words “realm” 

or “Tiefling druid” or “Hither-thither staff” 

this might not be the movie for you. But if 

you can keep an open mind and come to 

terms with the unfamiliar jargon and the 

oddities taking place on screen, you just 

might find this weird little film creeping 

into your heart as well. 

Although the running time could have 

been trimmed down by 20 minutes, 

“Dungeons & Dragons: Honor Among 

Thieves” was a shockingly great time at the 

theater and it is at is best when it is 

focused on the personal stakes in the story 

and not just the side adventures however 

funny they may be. But what really sells 

this fantasy is the characters’ camaraderie 

and the chemistry of the cast who just 

shine and make everything all the more 

exciting. True, some of their bantering 

quips were a little stale at times, but you 

can tell that every actor on screen and 

every crew member behind it was having a 

great time and that they were genuinely 

united in their desire to deliver something 

silly and stupid for the masses to enjoy. 

They definitely succeeded with that.
