Small group tackles big Sefton project<br />

Asmallgroupofcommunity­minded<br />

people,inasmall rural<strong>North</strong><br />

<strong>Canterbury</strong> village,are rolling up their<br />

sleeves andtackling ahuge project.<br />

The 8­memberSeftonHall<br />

committee,madeupmostly of retired<br />

or semi­retired members,isforging on<br />

withplanstobuild anew hall in the<br />

Sefton Domain, unfazed about the<br />

enormityofthe task ahead.<br />

The firstfew tentative steps have<br />

alreadybeen taken,and aplan of<br />

action forthe oldhall and thenew,are<br />

wellinhand, as thecommitteesets<br />

about futureproofingaone­stop<br />

community asset to service the village<br />

for decadestocome.<br />

It’sadecisionthe committeehas not<br />

taken lightly, andcomeswithahefty<br />

price tag.<br />

Costhas ultimately hadthe final say<br />

in thecommittee’s decisiontobuild<br />

afresh.<br />

Anew hall is estimated to cost<br />

between $1.4 and $1.5 million.<br />

To restorethe old hall on Sefton’s<br />

thoroughfare, to itsformer glory,after<br />

being battered by earthquakes, is<br />

estimated at $800,000to$900,000.<br />

But committeechair PaulLochhead<br />

says, thatcost could escalate, as<br />

repairs start, particularly in the toilet<br />

areas.<br />

Repairingthe old wouldalsomean<br />

having to close the valued community<br />

asset while workisbeing done,leaving<br />

sports teams withoutahome, and no<br />

where to hold social gatherings and<br />

meetings.<br />

The hall, built in 1966, was damaged<br />

in aquakein2004,and repaired. It was<br />

damagedagainin2010,and closed<br />

briefly beforebeing openedfor<br />

restricted use.<br />

In 2011the restrictions were lifted,<br />

withthe committee required to<br />

developaplan to repairorrebuildit.<br />

Thattime has nowcome.<br />

An old watertank was removed in<br />

2012, andanew pumpsystem installed,<br />

and in 2013 emergencyrepairswere<br />

completed.<br />

But a2017assessment by GHD<br />

Engineeringmeant there was no<br />

turning backfor thecommitteewith<br />

theconclusionbeingthe hallneeded to<br />

be lifted to 67 percentofthe new<br />

buildingstandards. It sitsat37percent<br />

—34percent is afail.<br />

Mr Lochheadsaysafter couple of<br />

public meetings it wasdecidedin2020<br />

to do afeasibility study—the aimtoget<br />

support for either repairingthe old or<br />

look at rebuilding.<br />

Therewas muchdiscussion,<br />

deliberation andhandwringing at<br />

public meetings,and with adecision<br />

no nearerasurveywas sent outasking<br />

if people wanted to retainthe old,and<br />

repair it, or build anew.<br />

Only athird of the forms were<br />

returned, with the majority supporting<br />

buildinganew hallinthe Sefton<br />

Domain.<br />

Unwaveringthe small committee<br />

negotiated the lease of a600 square<br />

metre site in the domain with the<br />

Waimakariri District Council for a<br />

peppercorn rental. AGeotechnical<br />

reporthas been done.<br />

was acceptedfrom aresidentwith<br />

thanks,and Splice Design Ltdisnow<br />

completing architecturaldrawings‘‘to<br />

get prices so we knowwhatweare<br />

dealing with’’, Mr Lochhead says.<br />

The new hall will haveameeting<br />

room, kitchen, hall aboutthe same size<br />

as theexistingone, toilets and<br />

changing rooms which willalso be<br />

used by sportingbodies, suchasthe<br />

cricket club whichalready operates<br />

out of the domain.<br />

There is asmall building to<br />

dismantle, but aboveall thereneeds to<br />

be ahuge fundraising push.<br />

Sefton School, local gym and indoor<br />

bowlsclubs, karate, andWomen’s<br />

Institute, along with many groups who<br />

useitfor social occasions —can<br />

continue to haveamodern homewell<br />

into the future.<br />

Services to rowing honoured<br />

It was apleasant surprise for Gerald<br />

Dwyer when he opened an email from<br />

Government House informing him he<br />

was being honoured by being named a<br />

Member of the New Zealand Order of<br />

Merit for his services to rowing.<br />

The East Eyreton resident says his<br />

inclusion in the King's Birthday and<br />

Coronation Honours List <strong>2023</strong> was anice<br />

surprise.<br />

He says it was very generous of people<br />

to nominate him, and in return, he must<br />

humbly accept it in respect of their high<br />

regard for his efforts.<br />

‘‘I was thrilled when the email came,<br />

but it was hard not telling anyone about<br />

it until the honours were formally<br />

announced.<br />

‘‘My wife Sheryl was the only one I<br />

told, and she was so happy for me.’’<br />

Apartner at the Clark Boyce law firm<br />

in Christchurch since 1983, Mr Dwyer<br />

has dedicated 50 years to rowing.<br />

His passion for rowing came about<br />

when as aboarder at St Bedes, his older<br />

brother asked him to cox his clubs crew.<br />

‘‘They needed asmall person to steer<br />

the boat, so as Iwas small at 14, Isaid<br />

yes.’’<br />

He says his family lived in Blenheim<br />

and they were all into sports, especially<br />

rugby, but when summer came along<br />

there was nothing to do as cricket wasn’t<br />

asuitable option.<br />

‘‘In the 70s, the Wairau River played a<br />

big part in people's lives in that area and<br />

when Ifinished at St Bedes, Ibegan<br />

rowing for the Wairau Rowing Club in<br />

the summer breaks.’’<br />

He enrolled in the University of<br />

<strong>Canterbury</strong> Law School and admits his<br />

growing passion for rowing had astrong<br />

influence on him.<br />

‘‘It’s very addictive, ask anyone, once<br />

you start you don’t want to stop.’’<br />

On graduating he joined the Avon<br />

Rowing Club in 1980.<br />

The club will shortly celebrate its<br />

<strong>15</strong>0th anniversary.<br />

He soon stepped up, joining the club’s<br />

Gerald Dwyer<br />

committee.<br />

‘‘I’ve never managed to get off it,’’ he<br />

says.<br />

Rising through the ranks, Mr Dwyer<br />

soon became the club’s delegate to the<br />

<strong>Canterbury</strong> Rowing Association, then<br />

secretary and eventually president of<br />

both it and the Avon Rowing Club.<br />

Mr Dwyer was appointed to the Board<br />

of Rowing New Zealand in 2000, serving<br />

as chairman from 2013 to 2022.<br />

As amember of Rowing NZ’s High<br />

Performance committee between 2000<br />

and 2012, he also served as director of<br />

Rowing New Zealand for 21 years.<br />

‘‘One of the biggest changes we made<br />

then was to centralise the organisation<br />

at Lake Karapiro in 2003.<br />

‘‘This helped us develop the<br />

professional and competitive skills of<br />

our top rowers.<br />

‘‘We took on the top athletes from the<br />

four newly established regional<br />

performance centres and this has given<br />

us avery good base going forward.’’<br />

Mr Dwyer has held various roles<br />

within Rowing New Zealand including<br />

as manager of the Under 19 and Under<br />

23 teams from 1992 to 2003, selection<br />

ombudsman between 2003 and 2012, and<br />

race official at New Zealand<br />

Championships and Maadi Cups since<br />

1994.<br />

‘‘Without the help of High­<br />

Performance NZ, rowing here wouldn’t<br />

be the world­dominant sport it is today.<br />

‘‘They and alarge number of<br />

wonderful people have all worked hard<br />

to get our top athletes on to the top rung<br />

of international sport.’’<br />

Mr Dwyer has attended four Olympic<br />

games as arowing official since 2008.<br />

‘‘They were amazing events to attend,<br />

and our rowers have done so well,<br />

winning 18 Olympic rowing medals.’’<br />

Just as athletes discover, a<br />

commitment to sport at the highest level<br />

has acost in terms of family time.<br />

Mr Dwyer’s passion for rowing took<br />

him away from Sheryl and their three<br />

children many times over the years, but<br />

he says he can’t stop praising Sheryl for<br />

her unwavering support and courage as<br />

she was the rock for the family.<br />

‘‘When Iwas tied up in endless<br />

meetings or events, often in many<br />

different countries, she was there<br />

supporting me and Ican’t thank her<br />

enough for that,’’he says.<br />

Amember of Sport <strong>Canterbury</strong> Board<br />

for 12 years, Mr Dwyer has received Life<br />

Memberships with the Avon Rowing<br />

Club, <strong>Canterbury</strong> Rowing Association,<br />

Rowing New Zealand and <strong>Canterbury</strong><br />

Sports Foundation.<br />

Since his retirement in 2022 from the<br />

many committees he worked on, Mr<br />

Dwyer says he has continued to serve as<br />

aselector and race official.<br />

‘‘It is in my blood, it’s my passion for<br />

the sport.‘I still have an indoor rower in<br />

the garage to exercise on but sadly I<br />

haven't been in aboat for years now.<br />

‘‘My best memories of rowing are<br />

about the social connectivity and great<br />

fun Ihave had.’’<br />

Aerialchecksonwinter grazingbegin<br />

Environment<strong>Canterbury</strong>’s (ECan) is<br />

‘‘largelypleased’’ withpreparation by<br />

farmers for winter grazing in the<br />

Waimakariri and Ashburton districts.<br />

It follows arecent aerialcheck. No<br />

locations of seriousconcern were<br />

observed,ECan'sregional leader of<br />

farming and land use, Tami Woods, says.<br />

‘‘Ourteam saw good buffer setbacks,<br />

especially in foothillareas, and evidence<br />

that most farmershad selected paddocks<br />

carefully,’’ she says.<br />

However, it was also observed that many<br />

farmers planned to winter graze on allgrass<br />

systems, ‘‘whichwill need careful<br />

management’’.<br />

The flyover washeld early last month<br />

with two Ecanstaffmembers and a<br />

farming industry observer on board.<br />

Another flight is planned over the two<br />

districtslaterthis wintertoobservewinter<br />

grazing in practice.<br />

‘‘Our focus is principally environmental,<br />

we want to see practices that willwork to<br />

protect freshwater sources,’’MsWoods<br />

says. ‘‘Winter grazing, if not donewell, can<br />

pose risks to freshwater quality.’’<br />

ECan did its first intensive winter<br />

grazing flyover of WaimakaririinJuly last<br />

year.<br />

Heddell says thoseonboard werepleased<br />

to see farmerswere wellprepared by<br />

grazingstrategically towards waterways,<br />

creating bufferzones, placingwater<br />

troughs and feeders close to new breaks,<br />

avoiding paddocks withwaterways and<br />

wetlands,and grazingwith smaller mob<br />

sizes.<br />

‘‘Overall, mostfarms we observed were<br />

meetinggood managementpractice.<br />

Fences were set back from waterways,<br />

stock wereonthe paddocknot in the<br />

stream,and waterways wererelatively<br />

clear,’’ Ms Heddellsays.<br />

Aerial checks are likelytocontinue.


Dark sky park getting closer<br />

PlanstoprotectOxford’s nightsky are<br />

gaining momentum.<br />

The OxfordArea SchoolObservatory<br />

has met with local stakeholdersand now<br />

planstosubmit an application for dark sky<br />

park status with the International Dark­<br />

Sky Association.<br />

The ultimate goal is to become adark<br />

sky reserve, volunteer Raul Elias­Drago<br />

says.<br />

He says gaining dark sky park status for<br />

the 11,350 hectare OxfordForest<br />

ConservationArea was agood first step.<br />

‘‘There’s no power, no light fittings, so it<br />

is very easytogain accreditation and the<br />

Department of Conservation is supportive.<br />

‘‘We can use that to generate momentum<br />

and then continuethe conversation with<br />

the council and localbusinesses,generate<br />

some funds and comeback to addressing<br />

the lighting in the township.’’<br />

Adark sky reservewould include the<br />

conservation area as thecore and the<br />

townshipasthe periphery.<br />

Oxford­Ohoka Community Board<br />

chairperson Thomas Robson saysthe<br />

boardissupportive of the project.<br />

‘‘It is something thathas been talked<br />

aboutfor awhile and there has always<br />

been adesire to do it and hopefully it will<br />

bringpeople to thetown.<br />

‘‘Theobservatory is such agreat facility,<br />

and the morewell­knownitbecomes, the<br />

more volunteers and support it will<br />

generate.’’<br />

Mr Robson says there will be some<br />

challenges in getting adark sky reserve<br />

application together, but he believed the<br />

initiativewould have broadcommunity<br />

support.<br />

‘‘Themajorityofusmoved to Oxford to<br />

enjoythe rural lifestyle and part of that is<br />

the night sky.<br />

‘‘In the long term it will be agood thing<br />

for thecommunity and it is nice to have<br />

proposalslike this comingtothe board<br />

whichare good news stories.’’<br />

Mr Elias­Drago says there were<br />

questions around lighting.<br />

He says goodlighting policies could<br />

reduce light pollution, improve melatonin<br />

levels in humans and improve animal<br />

welfare.<br />

‘‘Itisnot about living in the dark.Iwant<br />

people to have abetterlife.<br />

‘‘Itisabout better living throughbetter<br />

have opened anew free weeklylegal<br />

consultingsessionatCABNC’soffice at<br />

209a HighStreet in Rangiora.<br />

CABNCchairperson Jacquie Wrigley<br />

says the service will complementits range<br />

of free legal advice services in Rangiora,”<br />

says.<br />

‘‘Thebiggest change from ouralready<br />

popular fortnightly services,kindly<br />

supported by seven local law firms, is that<br />

CommunityLaw <strong>Canterbury</strong>can offer a<br />

longer45minute one­on­one counselling<br />

Food hub looking for ahome<br />

Food Secure <strong>North</strong><strong>Canterbury</strong> wants to<br />

make collecting food parcels easier for<br />

Hurunui’s three foodbanks, as demand for<br />

food parcelscontinues to rise.<br />

Hurunui’s March audit reveals 184 food<br />

parcels weredistributed in the Hurunui<br />

district, whichisthe highestnumberin11<br />

monthssince April 2022.<br />

development facilitator, Roger Hornblow,<br />

says supplies go out everymonth from<br />

Satisfy Food Rescue in Kaiapoi to<br />

Hurunui’s three foodbanks in Amberley,<br />

Waikari and Waipara.<br />

But lack of a food hub in Hurunui is<br />

styming ease of access for collectionbythe<br />

districts food banks,and putting the<br />

brakesonSatisfytoconnectfurther into<br />

the district, Mr Hornblow says.<br />

Meer says Satisfyhas bought achiller,<br />

freezer and portacom which it wouldlike<br />

to locate in the wider Amberley area.<br />

‘‘Thisistoreduce the distances our<br />

hard­working food banks travel every<br />

week to collectfood,’’ shesays.<br />

The portacom is sitting at the<br />

manufacturer ready to be relocated to a<br />

suitable location in Hurunui.<br />

Funding from the Ministry of Social<br />

Development has allowedthe building<br />

project to get to this point.Once alocation<br />

is found,aco­ordinator will be employed<br />

to support it.<br />

But finding alocation to leaseinthe<br />

wider Amberley area is holding back<br />

progress and proving challenging.<br />

‘‘To get going, only power is required for<br />

the three units, with waterfor the<br />

portacom preferable,but not essential.<br />

‘‘Vehicle movements at the site would be<br />

afew times aweek to start,with potential<br />

to growtoonce aday,’’Msvan Meer says.<br />

easilyrelocatable, and could be moved if<br />

In the short­termuntilalocation is<br />

found for the hub, Satisfy will make<br />

monthlydeliveries of bulk foodtothe<br />

Hurunui foodbanks in addition to the<br />

weeklycollections, Mr Hornblow says.<br />

‘‘With demand on our foodbanks<br />

continuing to rise, collaborating and<br />

supporting eachother across <strong>North</strong><br />

<strong>Canterbury</strong> has never been so important.’’<br />

together for several yearsaskey<br />

stakeholdersinthe Food Secure <strong>North</strong><br />

<strong>Canterbury</strong> collaborative partnership.<br />

‘‘The group are working together on this<br />

regional foodsecurity project to bring<br />

together people,knowledge,and<br />

resources, to empower <strong>North</strong> <strong>Canterbury</strong><br />

with funding from the Ministry of Social<br />

Development.<br />

‘‘We will be looking at how we can<br />

maximise and increase local produce to<br />

help our residents, especially when prices<br />

are rising so steeply, Mr Hornblow says.<br />

He saysvegetable gardens had become<br />

the new normal and this meantthatsome<br />

peoplehad surplus. ‘‘A local foodhub<br />

would enable surplushomegrown<br />

produce to be collected forredistribution<br />

through the local food banks.’’<br />

Aotearoa New Zealand.<br />

‘‘Thecouncil acknowledges that an<br />

intrinsic partofmeeting New<br />

Zealand’sEmissions Reduction Plan<br />

is the rapidadoption of lowemissions<br />

vehicles,’’MrGordonsaid.<br />

‘‘Improving electric vehiclecharging<br />

infrastructureacross New<br />

Zealand is akey step in helping to<br />

make this transition possible.’’<br />

The draft strategy proposed setting<br />

up acharging hub every <strong>15</strong>0km to<br />

200km on main highways by 2028,<br />

having one public charger for every<br />

20 to 40 electric vehicles, and having<br />

apublic charging hub for all towns<br />

with apopulationof2000 or more by<br />

2025.<br />

In its submission, the council<br />

called on the Ministry to workmore<br />

closely with local councilstoensure<br />

better coverage.<br />

Service to volunteer brigades honoured<br />

Twenty­five years ago, just amonth<br />

after her husband Marty Bennetts<br />

joined the WaikukuBeach Volunteer<br />

Fire Brigade, LaureneBennetts<br />

noticedabig fire out the back of their<br />

yard at the beach.<br />

‘‘I calledMarty and told him to get<br />

home, then Iwent downand helped out<br />

at the station as bestIcould,making tea<br />

and sandwiches withthe other women<br />

for the firemen fightingthe blaze.’’<br />

She says she had such agood time she<br />

decidedtojoin as avolunteer also.<br />

‘‘Initially, it was hard learning all the<br />

names of the equipment, Iwas acity girl<br />

and onlyknew about red fireengines.<br />

‘‘The yellowruralfire engines,and<br />

the role theyplay, were awholenew<br />

learning experience.’’<br />

She says being an active part of the<br />

small rural community was alot of fun.<br />

‘‘Therewere many families here,<br />

theirs and our kids all played together,<br />

and the volunteers of all ages were all<br />

about doing something positive for<br />

their community.’’<br />

While Laurene learned all about<br />

fighting ruralfires,Marty developed an<br />

interest in fire retardant and aerial fire<br />

fighting usingfixed and rotary aircraft.<br />

His interesthas taken him to<br />

Australia many timestolearn how to<br />

coordinate and manage big firesand<br />

work with aerial water tanker assets.<br />

Thirteen years ago,the couple moved<br />

to the Pines Kairaki Volunteer Fire<br />

Brigade.<br />

Recently the couple were awarded<br />

their25­year Gold Starsand life<br />

honorary membershipstothe brigade.<br />

Martycontinues to be semi­active in<br />

Fire and Emergency NZ, helping train<br />

the nextgenerationofaerial<br />

firefighters. Laurene says at 63 she’s<br />

stillinterested,but it’stime to retire.<br />

‘‘Being given the chancetodevelop<br />

and train to serve my community as a<br />

firefighter has allowedmetowork with<br />

many wonderful and interestingpeople<br />

over the years.’’<br />

Laurene says meeting them all has<br />

been ahighlight and learning how to<br />

face the beast that fire is and defeating<br />

it, is for her,areal achievement.<br />

Bylaws are ‘‘toothless’’ without<br />

enforcement, says Waimakariridistrict<br />

councillor Al Blackie.<br />

Cr Blackie, aretired dentist and<br />

volunteer maritime safetyofficer, has<br />

vented his frustrations at boat users who<br />

he saysare exceeding the five knots<br />

speed limitonthe KaiapoiRiver, in<br />

violation of alocal bylaw.<br />

He says he recently photographed ajet<br />

ski doing repeatedpasses at speed.<br />

‘‘To be fair she slowed down when she<br />

got to the marina, and turned around,but<br />

she was beatingitbythe time she got to<br />

the coastguard building.<br />

‘‘We are between arock and hard place<br />

becauseitisanavigation issue, which is<br />

responsibility,and it takes 45 minutes to<br />

an hour for them to get here and get a<br />

boat on the water, and by then they’re<br />

gone.<br />

‘‘One of these days there is going to be<br />

also had an impact on the Kaiapoi River<br />

Queen, he says.<br />

Cr Blackiesays the problem was the<br />

councilhad no way of enforcing its<br />

bylaws.<br />

Cr Blackie says the council faced<br />

similar issues when trying to enforce the<br />

Pegasus Bay Bylaw.<br />

The Ashley Rakahuri Rivercare Group<br />

faced challengesfrom cats, dogs and<br />

vehicles,aswell as rats and black­backed<br />

gulls, as it sought to protect nativebirds.<br />

‘‘Often it is locals, and theirfellow<br />

locals, who can be quick to moan about<br />

it, but they don’t report it,’’ Cr Blackie<br />

said.<br />

‘‘It is going to take the goodlocals<br />

dobbing in the bad locals to get to the<br />

bottom of this.’’<br />

pets. Catscan multiplyalarminglyrapidly<br />

if left to havekittens–theycan have<br />

several litters every year–so it is vital<br />

everyone plays their parttoprevent so<br />

many unwanted andstray cats.<br />

control in Waimakariri, and hope other<br />

Implementation of the multi­year<br />

project, deliveredover five<br />

regenerationareas, covering some 80<br />

area attracts visitors and provides<br />

Woodend School celebrating vape success<br />

Woodend School’s student leadersare<br />

excited about changes to vaping<br />

legislation.<br />

In the changes announced on <strong>June</strong> 6, the<br />

government said it would put astop to<br />

vape shops opening within 300 metres of a<br />

school or marae.<br />

It would also cut downondisposable<br />

vapes, restrict descriptions on product<br />

flavours, and prohibit enticing names such<br />

as ‘‘cotton candy’’and ‘‘strawberry jelly<br />

donut’’.<br />

PrincipalAndrew Retallick saysthe<br />

announcement byHealth MinisterAyesha<br />

Verrall, showed the stance by his student<br />

leaders in speaking out had paid off.<br />

Student leader Jasper Rosewarne<br />

launched apetition earlierthis year, after<br />

learning avape shop had opened across<br />

the road from the school overthe summer<br />

holidays, with the support of Mr Retallick<br />

and the other studentleaders.<br />

‘‘Jasper shared with us the government’s<br />

moves aroundvapingand we had agood<br />

discussion,’’ Mr Retallick says.<br />

‘‘Itshows having the article in the paper<br />

and beingonTVnews made adifference.<br />

Software tool aworld beater for Hurunui<br />

An ‘‘innovative and community focused’’<br />

software tool developed for the Hurunui<br />

District Council has won an<br />

international award.<br />

‘‘Coastal Adaptation Explorer’’, awebbased<br />

tool developed by international<br />

technology firm Jacobs to assist the<br />

council with its community engagement<br />

on coastal hazards, has won an award<br />

from the United Kingdom’s<br />

Environment Agency.<br />

The Flood and Coast Conference<br />

Excellence Awards were held last week.<br />

Hurunui District Council chief<br />

executive Hamish Dobbie said the<br />

software was ‘‘innovative and<br />

community focused’’.<br />

‘‘The Coastal Adaptation Explorer is<br />

kit developed to help communities to<br />

work through the options as we respond<br />

to coastal hazards.<br />

‘‘We might have pioneered it with<br />

Jacobs, but now Iunderstand it is being<br />

used by other communities around the<br />

world.’’<br />

Mr Dobbie said the software allowed<br />

communities ‘‘to make informed<br />

decisions about the future’’.<br />

The award recognised efforts to<br />

respond and adapt to flooding and<br />

coastal change, and to improve<br />

resilience.<br />

The council began the project in 2020<br />

to identify hazards impacting Hurunui’s<br />

coastal communities and to understand<br />

how these hazards will change over the<br />

next 100 years.<br />

It allowed the council to develop longterm<br />

approaches for managing coastal<br />

hazards at the district’s beach<br />

settlements in partnership with local<br />

communities.<br />

The beach settlements included<br />

Leithfield Beach, Amberley Beach,<br />

Motunau and Gore Bay.<br />

Wetland reserve welcomed<br />

Locals are swinginginbehind the<br />

at Scargill.<br />

Theimmediate goal of the<br />

BirdsongProject is to restore700<br />

metresofthe 1.7 kilometre wetland<br />

stream in the Scargill Motunau<br />

Reserve, back to native vegetation.<br />

This includes athreekilometre<br />

loop track.<br />

Dave Nicholls, who chairedthe<br />

inaugural community meeting to<br />

discussthe project, displayed a<br />

hand­drawn sketch of the stream<br />

detailing proposed plantingareas<br />

andrest spots, resulting from a<br />

walk by agroup.<br />

forwardtocleaner waterways,<br />

seeing an abundance of birdlife,<br />

andhaving aplace for children to<br />

donated 6000 wetland plants, the<br />

goalbeing to establish4000 plants<br />

ayear througheco­sourcing, and<br />

nurseries, includinganewly<br />

established one at Hurunui<br />

College.Itishoped to restore more<br />

thanfive hectaresofland to native<br />

vegetation and with some areas of<br />

native forest,inthe next few years.<br />

so was separated from the<br />

rest of his herd to recover,<br />

The other is awild pig,<br />

found as an orphaned<br />

piglet on one of Ngai<br />

Tahu’s BalmoralForest<br />

blocks, which needed a<br />

newhome.<br />

‘‘It was brought here<br />

andput in with the steer,<br />

andthe two bonded.<br />

They’ve been together a<br />

year now and they’re<br />

small groups, but to watch<br />

them running around and<br />

playing together is very<br />

Recruiting young people into<br />

emergency services is back on the<br />

agendafor two <strong>North</strong> <strong>Canterbury</strong><br />

councils.<br />

The Hurunui District Council is<br />

bringing back its Youth in Emergency<br />

Services camp in July, while the<br />

WaimakaririDistrict Council is<br />

looking to replace its successful cadet<br />

programmewith aYouth in<br />

EmergencyManagement course.<br />

Youth in Emergency Services (YES)<br />

was anationalprogramme to introduce<br />

young people to volunteering in<br />

emergency services, until funding ran<br />

out five yearsago.<br />

The programmeisbeing reintroducedinthe<br />

Hurunui district<br />

thankstothe efforts of the Hurunui<br />

Youth Council<br />

‘‘I was informed about the YES camp<br />

concept last yearwhen Itook the lead<br />

on the emergency services portfolio,’’<br />

youth council deputychairperson and<br />

Amuri Area School year 13 student<br />

Sam Bush says.<br />

‘‘I decided it was something worth<br />

looking into and,through our youth<br />

council processes, it was voted on to<br />

proceed and planning began.’’<br />

The youth council has joined forces<br />

with Police, CivilDefence, Fire and<br />

EmergencyNew Zealand, Land Search<br />

and Rescue (LandSAR), St John and<br />

the Red Cross.<br />

Funding has come fromthe Ministry<br />

of Youth Development, the Rāta<br />

Foundation and CivilDefence<br />

EmergencyManagement (CDEM).<br />

The YES camp will run during the<br />

July school holidays, from July 10 to 14,<br />

at the Hanmer Forest Residential<br />

Camp and is open to young peopleaged<br />

16 to 19­years.<br />

‘‘The camp is agood pathwayfor<br />

youth who are interestedinbecoming<br />

avolunteer or are looking at one of the<br />

emergencyservices as their future<br />

career,’’ Sam says.<br />

‘‘It will providethem with an<br />

opportunity to experiencesome of<br />

what is involved with these<br />

organisations.’’<br />

After running the YES programme<br />

for several years in collaboration with<br />

the Hurunui and Selwyn District<br />

Councils, the WaimakaririDistrict<br />

Council’s CDEM teamdeveloped its<br />

own cadet programme.<br />

But the programmebecame difficult<br />

to sustain during Covid­19,<br />

WaimakaririMayorDan Gordon says.<br />

‘‘It was an initiative that we were<br />

very proud to have developed,<br />

however, the past coupleofyears have<br />

provided adifficult environment in<br />

which to operate the programme.’’<br />

Council staff reviewed it last year,<br />

and decidedthey could not continue it<br />

in its present form.<br />

‘‘After engaging with the cadets,<br />

their families and key staff, it was<br />

decided the best optionwould be to<br />

replace the CDEMcadetprogramme<br />

with asustainable long­term<br />

programme for Youth in Emergency<br />

Management,’’ Mr Gordon says.<br />

The new initiative will run for eight<br />

weeks, instead of for the school year,<br />

with the potentialtooffer it up to four<br />

times ayear. The focuswill be on Civil<br />

Defencetraining.<br />

We have been askingcentral<br />

Government to co-invest with us in<br />

flood preventionmeasuresand river<br />

management since 1989, however it<br />

has been ratepayers acrossthe country<br />

footingthe bill.<br />

The recentdevastation of Cyclone<br />

Gabriellecould happen anywhere in the<br />

SouthIsland, andweshouldn’t wait for<br />

that to happen before taking action.Preventionisstill<br />

better than acure.<br />

We thoughtwehad astrongcasefor<br />

fundinginthe <strong>2023</strong> Budget, especially<br />

givenwhat’satriskifthere is significant<br />

floodingalong our78,000 kilometres<br />

of riversystems.That includes national<br />

assets such as Waka KotahiNZTransport<br />

Agency roads, KiwiRailbridgesthatrun<br />

near rivers,power andinternetinfrastructure–whichwould<br />

all be impacted,<br />

anddisrupt oursupply chains in the<br />

eventofanother majorfloodevent.<br />

And that doesn’t factorinour ongoing<br />

abilitytolive in some areas, or people’s<br />

abilitytoget insuranceorhow events<br />

might impact on premiums –asad<br />

realitythatsomefamilies in thebadly<br />

affected areasinthe <strong>North</strong>Islandare<br />

grapplingwith.<br />

Iamhoping this decisionbythe<br />

Government isn’tfinal. Iwill be working<br />

over thecomingdaysand weekswith my<br />

regional colleagues around thecountry<br />

to make sure ourconcerns areheard in<br />

Wellington.<br />

Warning scammers are active<br />

Inland Revenue is warningcustomers<br />

to be wary of scammers during the<br />

<strong>2023</strong>tax season.<br />

Thisyear InlandRevenuewill send<br />

around 3.5 million tax assessments,<br />

mainly using customersmyIR<br />

accountsaswell as the post.<br />

Theywill arrive in mail boxes up<br />

until the end of July.<br />

The assessments showwhether<br />

there is arefund due,abill to pay, or<br />

whetherthe rightamountwas paid for<br />

the 2022/23 tax year.<br />

Tax is vitaltoNew Zealandlife, but<br />

it can be complicated.<br />

Thatiswhy InlandRevenuehas the<br />

information campaignrunningtotell<br />

people what to expect, and when,<br />

based on their situation.<br />

Inland Revenue also has awarning<br />

about scammers who try to take<br />

Fed farmers continues opposition to ute tax<br />

FederatedFarmers continues to<br />

oppose the increase in Ute Tax<br />

announced in the recent budget.<br />

Transport spokesperson Mark<br />

Hooper says it is just another cost on a<br />

productive sector already underhuge<br />

pressurewith rapidly increasing costs<br />

and slipping commodity prices.<br />

‘‘We’ve opposed the UteTax from<br />

day one because farmers don’t have<br />

viable or reliablealternatives to get<br />

the job done on their farms —and now<br />

the Government is increasing it,’’<br />

Hoopersaid.<br />

The budget announcement will see<br />

feescharged to buyers of high<br />

emissionsvehiclesincreasing, and the<br />

threshold for whatqualifiedasahigh<br />

emissionsvehicle will reduce from<br />

192gofCO2 per kilometre to <strong>15</strong>0g.<br />

‘‘Tofund the changes to make it<br />

easier for New Zealanders to<br />

purchase cleaner imports, we're<br />

adjusting charges on high emissions<br />

vehicles,’’ thethen Transport<br />

Minister,MichaelWoods said.<br />

‘‘This includes vehicleslike utes<br />

which are amongthe highest emitting<br />

vehicles withinour fleet.’’<br />

Mr Hooper says farmers are not<br />

driving utesassomesortofstatus<br />

symbol.<br />

‘‘Wehave agenuine need for<br />

reliable four­wheel drivevehicles to<br />

tow equipment and get around our<br />

farms safely.’’<br />

The budgetannouncement will<br />

increase the maximum fee charged on<br />

the registration of anew ute to $6900<br />

(up from$5175 previously), and the<br />

registration of aused ute to $3450 (up<br />

from $2875).<br />

‘‘Farmers shouldn’t be taxed on<br />

their work vehicles to subsidise<br />

wealthy Tesla owners in Remuera and<br />

Karori. That'sjust wrong.<br />

‘‘The announcement is abitter pill<br />

to swallow for farmers who arealready<br />

being hammered with all sorts of cost<br />

increases,’’ Mr Hooper says.<br />

‘‘Instead of heaping new costs on to<br />

aproductive sector,the Government<br />

shouldbefocusing on sorting out the<br />

state of our pothole­riddledrural<br />

roads.<br />

‘‘If theydon'tget on to that soon, we<br />

are set to help in thetrackingofspace<br />

rocks as they firethrough theearth’s<br />

atmosphereabove <strong>Canterbury</strong>.<br />

Oxford Area School hasjoined a<br />

nationwide network of meteortrackers by<br />

installing afireball­tracking camera<br />

above theentrance to its observatory.<br />

runningand he could remoteaccess it<br />

fromhis home.<br />

There was justatechnical issue to<br />

overcome,asitappearedthe school’s<br />

firewall waspreventing theuploading of<br />

images to the internet.<br />

‘‘It is exciting.You think ­wow!It’s<br />

mounted,the hardwork is done and now<br />

it is justamatter of resolving theIT,’’ Mr<br />

Elias­Dragosaid.<br />

The camera waspointing towards the<br />

celestial southpole, awayfrom possible<br />

It is believedthat several meteorites<br />

landed in NewZealandeachyear,<br />

althoughonly ninehavebeen<br />

documentedinthe last160 years.<br />

Thecameraswere alsocapable of<br />

identifying meteorshowers, withone<br />

camera capturing400 meteorsinone<br />

nightlast year.<br />

Mr Elias­Drago saidthe schoolhoped to<br />

use theimages in science classes once the<br />

camera was fully operational.<br />

an event to mark thelaunchofthe meteor<br />

Planting their future<br />

Native plantingsbythe Jed River are<br />

helping water quality and givingCheviot<br />

Area Schoolchildren the opportunity to<br />

show they can make adifference.<br />

Around 45 pupilsgathered in the<br />

Hutchison Reserve to plantnatives<br />

recently,with theirefforts tying in well<br />

with Jed Rivercare CatchmentProject.<br />

The project involves plantingsthanks to<br />

along­standing group of Cheviot locals<br />

keen to improve the quality of the river<br />

water.<br />

Funding fromthe Hurunui District<br />

Landcare group has enabledthe<br />

employment of wetland expert John<br />

Preece, who has been advising the group<br />

on effectivewillowcontrol without using<br />

chemicals.<br />

During the summer of 2021/22,the<br />

willows were cut at the base, the bark and<br />

tree branches chippedupand used as<br />

mulcharound thenatives, whichwere<br />

planted next.<br />

Groupchair Catherine Maxwell says the<br />

concept of not usingchemicals was<br />

initially acontroversial topic, as using<br />

glyphosate is very common practice.<br />

But the members agreedthey did not<br />

want chemicalsentering the waterway.<br />

‘‘We needtothinkabout the health of the<br />

water, for us and future generations.<br />

Someone has to do something differently,’’<br />

says Ms Maxwell, who is alsochairperson<br />

of the Cheviot CommunityCommittee.<br />

Adouble layer of weed mat has been<br />

screwed intothe willow stumps,involving<br />

ahuge amountofvolunteer hours, and the<br />

benefitshave been impressive.<br />

Ms Maxwell says accesstofunding<br />

through Environment<strong>Canterbury</strong> (ECan)<br />

and MainPower Environment Fund for<br />

plants and resources has been amassive<br />

help.‘‘We’ve been reallylucky.’’<br />

The Cheviotstudentsplanted cabbage<br />

trees, pittosporum, manuka and coprosma,<br />

all eco­sourced from the Cheviot<br />

Ecological district between Hurunui River<br />

,the Waiau­UwhaRiver, and Hurunui’s<br />

coastline.<br />

What does<br />

that mean?<br />

It’s anoen used phrase …. “People need<br />

to drivetothe conditions”. But what does<br />

that actually mean?<br />

Not assuming that conditions on our roads<br />

are the same from day to day, orfrom one<br />

season to another is certainly agoodplace to<br />

start. But even when weather conditions are<br />

the same, drivers should take note of the road<br />

surface they are travelling on.<br />

Forthosewith alove of all things roading they<br />

will know there are three main surface types<br />

used on New Zealand roads and highways;<br />

asphalt, chip seal and unsealed surfaces.<br />

Asphalt –This surface is oen the favourite<br />

of vehicle drivers and cyclists, as it is smooth<br />

and produces alow level of noise when driven<br />

over. It also provides agood level of grip<br />

in dry conditions, however, and here’s the<br />

‘driving to the conditions’ part, it has reduced<br />

skid resistance when it is wet. So, wet roads<br />

and asphalt means slow down.<br />

Chip seal –This surface consists of athin<br />

layer of stones set in tar. When in good<br />

condition it has arough appearance but over<br />

time and withfrequent use it can endupquite<br />

smooth. So while the skid resistance is okay<br />

when itisingood condition, beware of the<br />

smooth patches as you drive, as it also has<br />

reduced skid resistance. So, smooth surfaces<br />

means slow down.<br />

Unsealed roads –These roads offer very low<br />

skid resistanceatall times as the road surface<br />

is loose under your wheels. It’s agood idea<br />

to always reduce speed on unsealed roads,<br />

and even more so in summer when dust can<br />

obscure the vision of another driver, stones<br />

can bethrown upand chip windscreens and<br />

dust can impact residents living onunsealed<br />

roads. So, unsealed surfacesmeans slow down.<br />

As we come into the colder, wetter time of<br />

the year, the key message for driving on<br />

all roads and driving to the conditions is<br />

‘slow down’.<br />

Alongside reduced skid resistance which<br />

equals longer braking distances, black ice,<br />

flooded roads and poor visibility are all<br />

conditions that require slower speeds.<br />

Allowing yourself more time to react to a<br />

hazard and stop in the distance required is a<br />

lot easier if your speed is lower.<br />

As we go into winter when fog and sunstrike<br />

can make visibility challenging, remember<br />

to turn your headlights on, keep your<br />

windscreens clean and watch your following<br />

distance. These are all important parts of<br />

driving to the conditions.<br />

New Clarence bridge<br />

facing challenges<br />

Getting consent to build anew Waiau<br />

Toa /Clarence River bridge is proving<br />

to be achallenge.<br />

In areport to arecent Kaikōura<br />

District Council meeting, senior<br />

operations manager Dave Clibbery<br />

said Environment <strong>Canterbury</strong> (ECan)<br />

has indicated there are anumber of<br />

aspects of the proposed project which<br />

posed challenges in granting<br />

consents.<br />

This included ongoing opposition<br />

from Te Rūnanga oKaikōura.<br />

The Glen Alton bridge, upstream<br />

from the State Highway 1bridge, was<br />

destroyed in the November 2016<br />

earthquake, which has left Clarence<br />

Valley residents vulnerable to being<br />

cut off in heavy rain events.<br />

The council has planned to build a<br />

$13.5 million bridge 500 metres<br />

downstream from the previous bridge.<br />

‘‘The level of these challenges being<br />

indicated by ECan is greater than<br />

previously suggested by an initial<br />

request for further information on the<br />

consent,’’ Mr Clibbery said.<br />

‘‘The project team is now<br />

endeavouring to understand the<br />

issues and find possible solutions and<br />

we recently had aproductive meeting<br />

with ECan technical specialists.’’<br />

He said staff were continuing to<br />

work with Te Rūnanga oKaikōura to<br />

address the cultural concerns raised.<br />

ECan consents planning manager<br />

Aurora Grant says the application was<br />

on hold while further information was<br />

sought from the Kaikōura council.<br />

No decision had been made on<br />

whether to notify the consent.<br />

There were several forestry blocks<br />

close to harvesting, some large hill<br />

country properties and Department of<br />

Conservation land in the valley.<br />

For now access was via Waipapa<br />

Road, Wharekiri Stream and apaper<br />

road, which has been enhanced since<br />

the earthquakes.<br />

The Wharekiri Stream was prone to<br />

flooding in heavy rain events and<br />

could be impassable for up to 10 days,<br />

leaving residents isolated.<br />

The project has been approved for a<br />

95 percent subsidy from Waka Kotahi<br />

New Zealand Transport Agency, as<br />

part of its earthquake repairs, and the<br />

budget has been inflation adjusted.<br />

But the funding has asunset clause<br />

of December 2025.<br />

Mr Clibbery says the council<br />

recognised some compromises would<br />

need to be made to deliver abridge<br />

within this timeframe<br />

‘‘And for affected residents the<br />

priority is just getting abridge,’’ he<br />

says.<br />

When the pandemic arrived, this Government<br />

August of 2020, this Government has supported<br />

more than 57,000 apprentices tostay inwork<br />

while training toward their qualification.<br />

The Initiative has enabled the number of<br />

young apprentices to increase by 45%, Māori<br />

apprentices by71%, Pacific apprentices by 97%<br />

Speed in spotlight<br />

Waimakariri residents will get achance<br />

to have their say on sweeping changes<br />

proposed for new speed limits later this<br />

year.<br />

The Waimakariri District Council has<br />

been engaging with its four community<br />

boards on speed limits since the Setting<br />

of Speed Limits Rule 2022 came into<br />

effect in May last year.<br />

The new rule requires councils to<br />

develop aspeed management plan every<br />

three years based on Waka Kotahi New<br />

Zealand Transport Agency safe speed<br />

guidelines, under the government’s<br />

Road to Zero vision.<br />

Waimakariri Mayor Dan Gordon says<br />

the new draft Waimakariri Speed<br />

Management Plan will lead to sweeping<br />

changes to speed limits across the<br />

district.<br />

He says the process is complex, as the<br />

direction from government was ‘‘very<br />

prescriptive’’.<br />

‘‘The content of the document, and the<br />

number of speed limit changes proposed<br />

is significant, and something that needs<br />

to be considered by the full council<br />

before it is circulated to the boards for<br />

their input and endorsement.’’<br />

Mr Gordon says the council would hold<br />

aworkshop next month, before seeking<br />

approval from the community boards to<br />

take the draft plan out for consultation<br />

during August and September.<br />

The council planned to sign it off by<br />

December before submitting it to Waka<br />

Kotahi for certification.<br />

In areport to the community boards,<br />

council staff said four speed limits were<br />

agreed to by <strong>Canterbury</strong>’s councils to<br />

ensure consistency across the region.<br />

This included 80kph on rural sealed<br />

roads, 60kph on rural unsealed roads,<br />

40kph in urban areas and 30kph around<br />

urban schools, town centres and some<br />

urban streets.<br />

The proposed changes are causing<br />

some angst, with Waimakariri MP and<br />

the National Party’s Associate Transport<br />

Spokesperson, Matt Doocey, raising his<br />

concerns on social media earlier this<br />

week.<br />

from Waka Kotahi, released under an<br />

Official Information Act request.<br />

The map was aMegaMap, which has<br />

been produced for each district to model<br />

what speed limit reductions might look<br />

like.<br />

The MegaMap suggested 30kph speed<br />

limits could be widespread across<br />

Rangiora, Kaiapoi Woodend,<br />

Ravenswood and Pegasus.<br />

But the council’s draft speed<br />

management plan doesn’t propose<br />

30kph speed limits in Woodend,<br />

Ravenswood or Pegasus in the council’s<br />

But Mr Doocey says the MegaMaps<br />

were evidence speed limits are being<br />

forced on to councils by the Labour<br />

‘‘As alocal MP, Ioppose blanket speed<br />

limit reductions being imposed across<br />

the Waimakariri.’’<br />

Glenmark Springs will openits gates next<br />

Thursday, <strong>June</strong> 22, to showcasehow Ian<br />

Knowles has achieved abalance between<br />

profitabilityand lifestyle on his Waipara<br />

farm.<br />

Ian was the Supreme winner of the<br />

<strong>Canterbury</strong> Ballance Farm Environment<br />

Awardsearlier this year, and his property<br />

will be showcased to visitors at theopen<br />

day.<br />

Run by the NZ Farm Environment<br />

Trust,the awardwas recognition of Ian’s<br />

focus on increasing productionwhile<br />

reducing the farms environmental<br />

footprint.<br />

The judges said in awarding Ian the top<br />

award,that the822 hectare(790 effective),<br />

property in the Weka Pass was agreat<br />

example of continually gatheringdata and<br />

information aboutthe property, and<br />

implementing strategies, practices,<br />

pasture, and livestocktofit the business.<br />

He achieves this through careful stock<br />

breeding,well­considered soil<br />

management, tree planting for shelter,<br />

biodiversity, carbon sequestration, and<br />

activepest control.<br />

The property is predominately asheep<br />

breeding and finishingoperation, with<br />

about 30% of its income derived fromdairy<br />

support.<br />

Ian runs 4000 composite ewes, 1000<br />

hoggets, alongwith 350 dairy cows. As a<br />

side interest he also has adiverse<br />

selectionofother animals, including<br />

alpacas, ostriches, peacocks, deer,<br />

turkeys, partridges, and quail.<br />

He started leasing and buyinginto the<br />

farm in 20<strong>15</strong>, and since then he has<br />

invested significantly to increase the<br />

farms efficiency and profitability.<br />

Development is guided by research and<br />

on­farm trials, resulting in big changes to<br />

the farmsinfrastructure, stocking rateand<br />

performance.<br />

There’safocus on increasing<br />

production while reducing the farms<br />

environmental footprint, all through<br />

simple systems that enableIan to manage<br />

the farm efficiently.<br />

Stock are carefully bred for specific<br />

genetictraits, while winter feeding is<br />

closelymanaged, soilsare well cared for,<br />

and nutrientuse is tailored to seasons and<br />

soil and pasture requirements.<br />

Numerous treeshave been planted,<br />

providing stock shade and shelter plus<br />

enhancing biodiversity and carbon<br />

sequestration. The areas microclimate has<br />

been harnessed by planting afruit orchard<br />

with about <strong>15</strong> different varieties.<br />

To reduceerosion, boost shade and<br />

protect waterways, 3000poplar poles have<br />

been planted, while about2km of<br />

shelterbelts have been established.<br />

Waterways are beingfencedand riparian<br />

plantingisunder way, supported by the<br />

active control of pests.<br />

Ian sees thefarm as special, and enjoys<br />

sharingits space and produce withvisitors<br />

and friends alike.<br />

Topics to be covered on the day, which<br />

includes guestspeakers, are: stock and<br />

forage genetics, profitable farm<br />

development,the bestuse of natural<br />

resources, putting technologytowork, and<br />

turning green. The day willalso offer an<br />

insight intothe researchand on­farm<br />

trials thatguidethe development of this<br />

sheepand dairy supportoperation.<br />

Education award for Oxford AS<br />

FutureBeef <strong>2023</strong>isover for the year,<br />

with agroup of students fromOxford<br />

returning fromthe <strong>North</strong> Island withthe<br />

prestigious Education Award in hand.<br />

It was an awesomeoutcome ,says<br />

participant Hillary Cooper,given that<br />

OxfordArea School doesn't have acattle<br />

handling team,and only she and her<br />

younger sister,Elizabeth,had competed<br />

in the fieldbefore.<br />

‘‘We were lucky to be able to get there<br />

at all.<br />

‘‘We were veryfortunatethat Marie<br />

Fitzpatrick,ofTimperlea AngusStud,<br />

near Mt Oxford, stepped in to make it<br />

happen,’’she says.<br />

‘‘Elizabethand Itook threeofour<br />

steersup, and Mariegave us and some<br />

pupilsfrom Rangiora six of her cattle as<br />

well.<br />

‘‘ It takes ahuge commitment from<br />

everyone to get the animalsprepped and<br />

up there, but it was awesometohave a<br />

team from the South Islandinthe mix,<br />

and we all knew each other, whichwas<br />

also great.’’<br />

The annualcompetition is usually held<br />

in Hastings, but it was moved to<br />

Dannevirke thisyear, giventhat the<br />

Hastings Showgrounds are still being<br />

used as aCivilDefence hub following<br />

Cyclone Gabrielle. However, the format<br />

remained the same, says Hillary.<br />

‘‘There was the handlers’ class, which<br />

was areally rigorous programme.<br />

‘‘We had to send in aCV, then got<br />

interviewed by apanel of threejudges,<br />

who watched us all weekend to see how<br />

we showedour cattle and interacted with<br />

them, and how we conducted ourselves,’’<br />

she says.<br />

‘‘We all took alot away from that.’’<br />

Each cattlebeast was also judged on<br />

the hoof,inthe ring, for conformation<br />

and meat capacity.<br />

‘‘Itwas full­on,but really interesting,’’<br />

she says.<br />

‘‘Among otherthings, we learnt how an<br />

auctioneer operates,there was a<br />

veterinary session on cattle bones, and<br />

there was an environmental module on<br />

changes in farming and clean ways<br />

ahead.’’<br />

At the end of the weekend, the School<br />

EducationAward for <strong>2023</strong> came south to<br />

Oxford Area School. It was ahighly<br />

unexpected result, says Hillary.<br />

‘‘We were just abunch of girls doing<br />

what they love, and we came home with<br />

abig trophy for it.<br />

‘‘We’ll share it around for the rest of<br />

the year, then pass it on to the school at<br />

the end of the last term, to put into its<br />

trophy cabinet.’’<br />

has tastedsuccess in Otago and<br />

<strong>North</strong> <strong>Canterbury</strong>, has traded<br />

places on the sidelines of<br />

Rangiora, for the international<br />

coaching stageofHong Kong.<br />

Grahame Johnston, who most<br />

recentlyhas been coaching the<br />

Ohoka Premier side in the <strong>North</strong><br />

<strong>Canterbury</strong> Netballcompetition,<br />

taking themto8out of 10 finals,<br />

over the past decade,will also<br />

develop aprogramme for<br />

regionalteams.<br />

‘‘I am reallylooking forward to<br />

it. It will be agreat adventure.<br />

‘‘I can’t wait to get overthere<br />

and get going,’’ Grahame said<br />

before leaving New Zealand<br />

shores on Monday.<br />

He takes with him awealth of<br />

experience and knowledge,<br />

having cut his teeth in the sport<br />

with some netball greats in the<br />

deep southbefore moving to<br />

<strong>Canterbury</strong>.<br />

Grahame says afriendhad seen<br />

the job advertised and sent it to<br />

him.<br />

‘‘I appliedand went through an<br />

interview process, and was<br />

offered the job.<br />

representative teams alongside<br />

Grahame’s coaching career<br />

began in rugby ‘‘yearsbefore’’his<br />

netballcoaching began.<br />

‘‘I coached everything Icould<br />

coach in rugby, and won<br />

everything Iwent for,’’ he says.<br />

His coaching skills were called<br />

on when acoach was soughtfor a<br />

netballteam.<br />

He decided to give it ago,<br />

challenging himself to learn a<br />

new sport, and the skills required<br />

on the netballcourt.<br />

‘‘It went reallywell, and Iended<br />

up coaching to representative<br />

level,’’ Grahame says.<br />

His work finallysaw him head<br />

north, where his skills were once<br />

again called on to coachOhoka.<br />

Grahamesays while Hong Kong<br />

is not headedtothe World Cup<br />

due to its ranking falling during<br />

Covid­19, the aim is to lift it back<br />

into contentiontoclaim aspot in<br />

the next World Cup cycle.<br />

volunteers for the upcoming<br />

wheelchairbasketball<br />

tournamentheld over the<br />

weekend of July 8and 9.<br />

To help the organisers of the<br />

<strong>Canterbury</strong> roundofthe<br />

WheelchairBasketball New<br />

Zealand National League<br />

Tournament, ParaFed<br />

<strong>Canterbury</strong> are looking for a<br />

number of volunteers to help on<br />

both days from 8.30am to 4pm in<br />

various roles.<br />

This tasks include manning the<br />

scorebenchatgames, lunches<br />

and general volunteering.<br />

Basketball New Zealand’s<br />

disabilityand inclusion leadMatt<br />

Vernick says they need about 30<br />

volunteers for the two­day event.<br />

<strong>North</strong><strong>Canterbury</strong> Basketball<br />

and Rapid Relief are also<br />

supporting thisevent.<br />

Matt says the scorebench<br />

volunteer roles are seated at a<br />

tableonthe halfwayline.<br />

The games are 10 minute<br />

quarters with the clockstopped<br />

during timeouts andstoppages in<br />

prepare the lunches for all<br />

The <strong>Canterbury</strong> Lawn Mower Racing<br />

Club hostedit's first “Have agoday” for<br />

anyoneinterested in one of the fastestgrowing<br />

and cheapest forms of<br />

motorsportinthe country.<br />

‘‘It’sall aboutfun, fun, fun,’’ says club<br />

president Don Saxon.<br />

The day was achance for drivers to try<br />

ride­on lawnmowers around aslippery<br />

Kaiapoi won the Minister of Local Government’s<br />

Award for Council/Community Relations at<br />

the Taituarā (Local Government Professionals<br />

Aotearoa) Gala Dinner last week.<br />

Chris Brown, General Manager Community and<br />

Recreation says, “This is really an award for the<br />

community who were so invested in the recovery<br />

of Kaiapoi, The Pines Beach and Kairaki.”<br />

The judges said “This was ahighly complex<br />

and challenging multi-year programme that is<br />

Implementation of the multi-year project, delivered<br />

over five regeneration areas, covering some 80ha,<br />

has been community-led, in partnership with<br />

residents, visitors, businesses, mana whenua and<br />

central government.<br />

From school children through to the elderly,<br />

everyone had an opportunity to shape these<br />

spaces. Ongoing partnerships continue to ensure<br />

community ownership of amenities.<br />

RegenerationKaiapoiaimed to restore theseareas,<br />

whichhad beenlockedaway since the2010/11<br />

earthquakesand return them back to thecommunity.<br />

Today, the Kaiapoi Regeneration area attracts<br />

visitors and provides recreational opportunities,<br />

including new sports and recreation reserves, a<br />

Heritage and Mahinga Kai Reserve tofoster<br />

cultural learning opportunities and traditional<br />

practices, aMarine Precinct, complete with<br />

floating pontoon and aheritage boat for sunset<br />

cruises, asustainable forest and adog park<br />

complete with its own “stick library” –just to name<br />

afew!<br />

Changes to Dra Annual Plan<br />

Follow Deliberations<br />

The Council has agreed on changes to its Dra<br />

Annual Plan aer deliberating on submissions. The<br />

plan outlines aprudent and responsible budget<br />

which will allow council to continue to deliver a<br />

high level of service, while also keeping rates<br />

increases to aminimum.<br />

Council has committed to arates increase of<br />

6.24% which is slightly higher than the proposed<br />

rate of 5.97%. However, it still sits significantly<br />

lower than the inflation rate of 6.7% (formerly<br />

7.2% at the time the Annual Plan was draed). It<br />

also means our District has had one of the lowest<br />

rates increases in the country.<br />

Councildeliberatedover61submissions before<br />

agreeing on the changes to the<strong>2023</strong>/24 Annual Plan.<br />

The reason for the rise is because Council has<br />

decided to fully fund the shortfall of $220k to<br />

the unsubsidised roading maintenance budget.<br />

The majority of respondents to the Annual Plan<br />

requested Council fully fund the gap.<br />

Central Government funding, through Waka Kotahi’s<br />

contribution is capped and does not take account of<br />

inflation. The addition of the $220k to the budget<br />

took the total average rate up to 6.24%.<br />

Road maintenance is high on the priority list for<br />

residents and the Council wants to ensure it keeps<br />

up and meets those expectations. Council has also<br />

recently employed staff to undertake independent<br />

reviews to ensure that all roading work is meeting<br />

the quality and specification required in the terms<br />

of the contract.<br />

Some of the key issues in the Dra Annual Plan include:<br />

1. NewregulationsmeanCouncil must testwater<br />

suppliesmore regularly andpotentially bring<br />

forward planned upgrades to remain chlorine-free<br />

2. Immediate improvements need to be made to<br />

the stormwater network following flooding from<br />

extreme weather events<br />

3. Inflation is affecting roading costs, and more<br />

is needed to make sure local roads remain at a<br />

high standard.<br />
