A CITY councillor lobbying<br />

against lowering speed limits lost<br />

his mother in a head-on crash<br />

caused by a speeding driver.<br />

But Aaron Keown says there<br />

is a difference between targeting<br />

speeding boy racers and<br />

putting in a blanket rule over<br />

all road users.<br />

Keown has spoken out<br />

against the city council’s<br />

draft Safer Speed Plan, which<br />

if it gets the green light will<br />

see a reduction to 30km/h<br />

in residential areas across<br />

Christchurch – and 50km/h<br />

on roads like Blenheim Rd and<br />

Memorial Ave.<br />

In 2008, Keown’s mother<br />

Laureen Riley was killed<br />

instantly after becoming the<br />

innocent victim of a spur-ofthe-moment<br />

45-second street<br />

race between two strangers,<br />

who reached speeds of up<br />

to 157km/h on Main North<br />

Rd near Chaineys before one<br />

overtook the other, ploughing<br />

into the car Riley was the<br />

passenger in.<br />

Keown said the new speed<br />

plan would not have made a<br />

difference.<br />

“Not at all, they were doing<br />

over double the speed limit at<br />

the time. <strong>The</strong> speed limit could<br />

have been 30km/h . . . any<br />

speed limit wasn’t going to stop<br />

them.”<br />

A MYSTERY meat dumper<br />

has been filling public bins<br />

in Wigram and Hornby with<br />

hundreds of kilograms of meat<br />

in recent weeks.<br />

<strong>The</strong> dumping comes as the<br />

city council reveals cleaning<br />

up fly-tipping from the city’s<br />

roadsides has cost more than<br />

$800,000 in the past six years.<br />

City councillor Andrei<br />

Moore said someone had<br />

thrown 670kg of meat in<br />

public bins in Wigram and<br />

Hornby.<br />

“We had 220 kilos on one<br />

occasion and 200 on another<br />

a couple of weeks afterwards,”<br />

he said.<br />

Earlier this week the biggest<br />

dumping yet took place, with<br />

14 bags containing 250kg of<br />

meat thrown out.<br />

“It’s hard to say exactly where<br />

it might have come from – if it’s<br />

from a business or is it from a<br />

Moore said.<br />

“Presumably it’s to avoid<br />

paying the dumping fees. <strong>The</strong><br />

fees are a reasonable amount<br />

. . . to dump this much meat<br />

would’ve cost $150 to $170 or<br />

so.”<br />

It was not entirely clear what<br />

the contents of the bags were,<br />

though it was believed to be<br />

beef and pork.<br />

It cost the council $16,000 to<br />

clear illegally dumped<br />

rubbish from streets in 2017,<br />

but last year it was $105,000, in<br />

20<strong>21</strong> it cost $230,000 and the<br />

problem peaked at $330,000 in<br />

2020.<br />

<strong>The</strong>re were 22,229 jobs<br />

relating to fly-tipping during<br />

the last road maintenance<br />

contract period.<br />

In <strong>2023</strong>, there were 3142<br />

reports of rubbish dumped in<br />

parks across the city.<br />

Police are continuing to<br />

the matter was dealt with and<br />

be tested at 11am on Sunday<br />

after the clocks move forward<br />

for daylight saving. <strong>The</strong> 45<br />

sound for up to three minutes.<br />

is designed to forewarn<br />

residents about a tsunami which<br />

<strong>The</strong> big Geraldine quake:<br />

How did one of the<br />

biggest quakes of the<br />

year yesterday strike in a<br />

normally seismic quiet<br />

area? Jamie Morton<br />

WHAT WAS one of the largest<br />

earthquakes of <strong>2023</strong> struck in<br />

a seismically quiet area, near<br />

faults that have produced only a<br />

handful of big shakes in the past<br />

18,000 years.<br />

<strong>The</strong> 9.14am jolt – earlier<br />

estimated at magnitude 6.4 and<br />

6.2, but since revised to 6.0 - was<br />

centred about 45km north of<br />

Geraldine, at a relatively shallow<br />

depth of 11km.<br />

Felt by more than 14,000 people<br />

mostly in the South Island,<br />

the earthquake was followed by<br />

31 aftershocks in the two and a<br />

half hours following – the largest<br />

of which measured 3.6 and hit at<br />

9.25am.<br />

More were expected, GNS<br />

Science seismic duty officer Katie<br />

Jacobs said.<br />

“When an earthquake occurs<br />

there is always a small possibility<br />

that a larger earthquake will<br />

follow, however, the most likely<br />

scenario is that there will be a<br />

number of smaller aftershocks<br />

which will taper off with time,”<br />

she said.<br />

“Because this is a region of<br />

lower historical seismicity it is<br />

more difficult to forecast specifically.”<br />

GNS Science geologist David<br />

Barrell said the quake was centred<br />

in the Rangitata Gorge area<br />

where two identified active faults<br />

meet – the Ben McLeod Fault<br />

and the Lake Heron Fault.<br />

<strong>The</strong>se two faults had “relatively<br />

low” levels of activity, he said.<br />

“Given the magnitude of 6.0 -<br />

relatively small for a major fault -<br />

it was likely on a subsurface fault<br />

between those two faults.”<br />

<strong>The</strong> epicentre was located<br />

about 70km southeast of the Alpine<br />

Fault – the sprawling system<br />

that marked the plate boundary<br />

in this part of the South Island.<br />

While there were no known<br />

historical quakes in this area that<br />

measured above magnitude 5.0,<br />

nearby large faults were understood<br />

to have ruptured several<br />

times within the past 18,000<br />

years.<br />

Victoria University geophysicist<br />

Professor John Townend<br />

said it appeared the quake had<br />

come about through reverse-type<br />

faulting – where a block above<br />

a fault moved up relative to the<br />

block below it.<br />

Townend said this was indicative<br />

of compression between the<br />

Australian and Pacific tectonic<br />

plates that collide beneath New<br />

Zealand to create our famously<br />

shaky environment.<br />

“In this case, the Pacific plate<br />

is moving southwest toward the<br />

Australian plate, and that creates<br />

compression and compressive<br />

stresses, which are relieved in<br />

reverse-type earthquakes like<br />

this one.”<br />

He said the quake occurred<br />

in what was a complex plate<br />

boundary zone, of which the<br />

high-risk Alpine Fault was just<br />

one component.<br />

“<strong>The</strong>re are lots of faults<br />

throughout the Southern Alps<br />

which accommodate various<br />

amounts of this reverse-type and<br />

strike-slip lateral motion – and<br />

there’ll be more work to refine its<br />

location and depth over the next<br />

little while.<br />

“This event is probably part<br />

of that broader deformation<br />

that’s distributed through the<br />

Southern Alps on faults that are<br />

less well-known than the Alpine<br />

Fault but accommodate some of<br />

the motion.”<br />

It also wasn’t yet clear just why<br />

the quake had been felt so widely.<br />

“I suspect what we’ll learn is<br />

that it’s partly due to the presence<br />

of the Hikurangi Plateau, which<br />

is a thick and quite transmissive<br />

crustal block,” he said.<br />

Jacobs said the event had been<br />

a good test of GNS Science’s<br />

newly released Shaking Layers<br />

tool, which provided shaking<br />

intensity maps minutes after an<br />

earthquake stronger than 3.5.<br />

It worked by combining<br />

ground motion recordings across<br />

GeoNet’s seismic networks with<br />

model predictions to estimate<br />

shaking at any given point in<br />

the country.<br />

Not only was today’s event the<br />

first, strong local quake to be<br />

measured by the tool – it was also<br />

equally the biggest quake of <strong>2023</strong>,<br />

alongside another 6.0 quake that<br />

hit near Paraparaumu that struck<br />

amid the Cyclone Gabrielle disaster<br />

on February 15.<br />

Other notable events this year<br />

included a 5.6 event, north of<br />

French Pass, on August 11, and<br />

a 5.9 event near Pōrangahau on<br />

April 26.<br />

Earlier this year, Canterbury<br />

was rocked by earthquakes measuring<br />

between 4.4 and 4.7. <strong>The</strong><br />

What does it mean?<br />

quakes, in March and April, were<br />

the largest in the region in <strong>2023</strong><br />

before today’s event.<br />

<strong>The</strong> shake also follows some<br />

notable spates this year recorded<br />

around Kawerau, Te Aroha and<br />

Pōrangahau – and there have<br />

been nine in total measuring<br />

above 5.0.<br />

But that didn’t mean there had<br />

been more activity than usual<br />

this year.<br />

<strong>The</strong> 10,957 quakes recorded<br />

over the first six months of <strong>2023</strong><br />

were relatively close to average,<br />

given our seismometers normally<br />

register around 20,000 in a year.<br />

Yesterday’s shake also came as<br />

a large team of scientists recently<br />

published data mapping nearly<br />

900 faults capable of generating<br />

moderate to large quakes.<br />

This wealth of new information<br />

helped inform the recentlyupdated<br />

National Seismic Hazard<br />

Model which, compared with<br />

previous estimates of seismic<br />

hazard, showed an increased risk<br />

of ground-shaking from future<br />

quakes in places such as Blenheim,<br />

Wellington, Napier and<br />

Gisborne.<br />

With a multi-million dollar,<br />

GNS-led programme called<br />

Rapid Characterisation of Earthquakes<br />

and Tsunami, or RCET,<br />

experts have been drawing on the<br />

latest science to fully understand<br />

a given quake’s complex, threedimensional<br />

nature.<br />

It has already helped deliver<br />

New Zealand one of the best<br />

earthquake response systems in<br />

the world – and enabled scientists<br />

to quickly gauge an event’s ability<br />

to cause widespread shaking,<br />

trigger tsunamis and landslides,<br />

as well as damage to infrastructure<br />

like roads and buildings.<br />

Keown said Waka Kotahi New Zealand<br />

had not saved any lives, despite the<br />

amount being spent on it.<br />

He said the money being spent on lowering<br />

speed limits should be spent elsewhere,<br />

like on road policing.<br />

This week 18-year-old learner driver<br />

Adam Rapson appeared in the district<br />

court charged with dangerous driving<br />

causing death, among other charges,<br />

after a passenger in the car he was driving,<br />

Zara Mitchell, 18, died when it crashed in<br />

Rangiora. Police had earlier abandoned<br />

pursuing the vehicle.<br />

Keown said people who are found guilty<br />

of this kind of behaviour should be jailed.<br />

“As soon as we start doing that and start<br />

being really serious about it there will be a<br />

A SOLDIER is under<br />

investigation for alleged animal<br />

abuse, including dumping a<br />

mistreated dog in a recycling bin.<br />

<strong>The</strong> Defence Force has confirmed<br />

two dogs have been surrendered<br />

to the SPCA after they<br />

were found in poor condition at<br />

the Burnham Military Camp.<br />

<strong>The</strong> SPCA confirmed the<br />

animals were alive and receiving<br />

good care.<br />

<strong>The</strong> alleged abuser was an<br />

army private. <strong>The</strong> NZDF has not<br />

said whether the soldier was still<br />

working, but said they were<br />

being supported.<br />

It refused to give specific<br />

details about the alleged animal<br />

abuse, including a claim from<br />

a source that one dog had its<br />

mouth taped shut.<br />

Initially the NZDF only<br />

provided information about one<br />

animal, saying it did not sustain<br />

any serious or long-term injury.<br />

It eventually revealed there were<br />

two dogs which were allegedly<br />

mistreated, one found in the<br />

rubbish.<br />

Camp duty staff were alerted<br />

to the incident amid concerns for<br />

the individual involved, it said.<br />

<strong>The</strong> dogs were not service<br />

animals.<br />

<strong>The</strong> police were notified, but<br />

they referred the case to the<br />

SPCA, the NZDF said.<br />

<strong>The</strong> SPCA said it was called<br />

in on June 25, carried out an<br />

investigation and passed information<br />

on to the Military Police<br />

on August 11. It did not want to<br />

be interviewed, saying it was a<br />

Defence Force issue.<br />

A disciplinary process was ongoing<br />

but charges had not been<br />

laid yet, the NZDF said.<br />

Sociology professor Nik Taylor<br />

has researched the link between<br />

the mistreatment of animals and<br />

other forms of violence. She said<br />

the situation was “very concerning”.<br />

<strong>The</strong> incident brought up<br />

questions around the mental<br />

health and well-being of the<br />

perpetrator, she said. She was<br />

also concerned for members of<br />

the perpetrator’s family.<br />

“Even if they’re not victims<br />

of some form of physical abuse<br />

themselves, them witnessing the<br />

abuse can bring levels of trauma<br />

for them.”<br />

Taylor said there was “a lot”<br />

of evidence gathered globally<br />

over the last 40 years that<br />

showed a link between violence<br />

towards animals and violence<br />

towards humans.<br />

In the US, there was a crossreporting<br />

model where domestic<br />

violence agencies flagged violence<br />

with animal abuse workers,<br />

and vice-versa. She said this “indicates<br />

how seriously we should<br />

be taking this”.<br />

Taylor said animal abuse was<br />

not taken seriously enough in<br />

New Zealand.<br />

“We need some kind of<br />

training and education for<br />

those involved in prosecuting<br />

animal abuse so that they realise<br />

how important it is to take it<br />

seriously.”<br />

Air purifiers donated to help deal<br />

with Bromley’s ‘putrid smell’<br />

A PARENT believes her<br />

asthmatic son will spend more<br />

time in class after his primary<br />

school was donated dozens of air<br />

purifiers to help “clear the air”.<br />

It comes as residents in Bromley<br />

grapple with the ongoing<br />

“putrid smell” in the area, linked<br />

to both the city council-owned<br />

compost and wastewater treatment<br />

plants.<br />

Extensive criticism has been<br />

laboured at the city council over<br />

the problem, with complaints<br />

about worsening respiratory<br />

symptoms, headaches and mental<br />

health issues.<br />

<strong>The</strong> Asthma and Respiratory<br />

Foundation NZ has gifted 40<br />

air purifiers to Bromley School,<br />

to help pupils with asthma and<br />

their families.<br />

Some parents began picking<br />

up their purifiers from the<br />

school on Tuesday.<br />

Connor McCallum, 10, has<br />

chronic respiratory symptoms<br />

and autism. His mother Lecia<br />

said she hoped an air purifier<br />

would result in him spending<br />

more time in class.<br />

“He’s more distressed when<br />

he’s wheezy and<br />

worried if he’s<br />

going to be able to<br />

breathe properly,”<br />

she said.<br />

“As a family<br />

it would be nice<br />

not to be tired, Scot Kinley<br />

it would be nice<br />

not to be worried about what<br />

the night will be like, it would<br />

be nice to be able to sleep and it<br />

would be nice to be able to send<br />

him to school.<br />

“Air quality here has been<br />

Connor said it was tough for<br />

both him and some of the other<br />

children to cope.<br />

“<strong>The</strong> smell is bad, not very<br />

good and not very nice.”<br />

Fellow parent Nicole Williams<br />

said her son Bentley had been<br />

absent from school “70 per cent<br />

of this year”.<br />

“He’s really asthmatic. He’s<br />

also had Covid. It’s just crazy,<br />

we’re just constantly at the doctors.<br />

She hoped trips to the doctors<br />

would become less frequent.<br />

Bromley School principal Scot<br />

Kinley said ongoing air quality<br />

issues had taken a toll on teachers<br />

and pupils.<br />

“Multiple students have been<br />

forced to stay home due to health<br />

issues arising from the foulsmelling<br />

air. It’s simply unacceptable<br />

that our community has<br />

had to put up with this.”<br />

Forty pupils have asthma at<br />

the school, accounting for 10 per<br />

cent of the school roll, Kinley<br />

said.<br />

Christchurch residents are<br />

being asked to decide what they<br />

want to do with their green<br />

waste over the next couple of<br />

years while a new compost plant<br />

is being built, with options<br />

including sending it straight to<br />

the dump or shipping it off to the<br />

North Island.<br />

<strong>The</strong>re were five options out<br />

for public consultation. <strong>The</strong>y<br />

included sending all green waste<br />

to landfill, reducing the amount<br />

processed at Bromley and sending<br />

some to landfill, partially<br />

treating the material at Bromley<br />

and then sending it elsewhere,<br />

or doing all the processing elsewhere.<br />

Meanwhile, the city council is<br />

still negotiating with its insurer<br />

following the catastrophic fire at<br />

the wastewater treatment plant.<br />

<strong>The</strong> blaze badly damaged the<br />

plant’s two trickling filters in<br />

November 20<strong>21</strong>, affecting the<br />

quality of effluent flowing into<br />

the system.<br />

Asthma and Respiratory<br />

Foundation NZ chief executive<br />

Letitia Harding said she hoped<br />

the air purifiers would help affected<br />

families.<br />

“Every breath matters,<br />

especially for our children. So<br />

when we learned that students<br />

were struggling with worsening<br />

asthma symptoms because of the<br />

stench, we knew we had to help.<br />

“Managing daily symptoms<br />

is challenging enough for our<br />

children – they should not have<br />

to endure this added burden.”<br />

Harding said the response<br />

from local authorities was also a<br />

factor in the decision to gift the<br />

devices.<br />

“Maybe council needs to move<br />

their offices down into (Bromley)<br />

school for a couple of months<br />

and see how they find it.”<br />

A SENIOR Canterbury<br />

University student has stepped<br />

down from the student<br />

leadership team after an<br />

allegation of sexual and physical<br />

assault.<br />

<strong>The</strong> former <strong>2023</strong> student<br />

executive, who is in his fifth year<br />

at law school, allegedly held a<br />

woman by her throat while he<br />

masturbated on her at a party,<br />

a complaint received by the<br />

university’s student association<br />

alleged.<br />

<strong>The</strong> complainant, a fellow<br />

student, believed if others knew<br />

he was in a position of power<br />

they would be uncomfortable<br />

and it was inappropriate for him<br />

to remain in his position.<br />

<strong>The</strong> female student said she<br />

still has “nightmares, constant<br />

anxiety and frequent panic<br />

attacks” because of his actions<br />

but felt unable to comment<br />

further.<br />

When the student executive<br />

was approached about the<br />

allegations he said: “I would love<br />

to defend myself publicly, but<br />

this is something I am dealing<br />

with privately and I’m not<br />

comfortable sharing with you,<br />

but I am doing a lot of work on<br />

this.”<br />

Police confirmed they<br />

investigated but charges have not<br />

been laid.<br />

Student association president<br />

Pierce Crowley said the<br />

association cannot provide any<br />

comment on complaints received<br />

for privacy reasons.<br />

“Speaking generally of our<br />

systems, the UCSA takes any<br />

complaints we receive extremely<br />

seriously, and have the safety of<br />

students as a core concern.<br />

“Support is always given in<br />

the event of a complaint of this<br />

nature. We have clear processes,<br />

and stand by the comprehensive<br />

protective systems we have in<br />

place to ensure safety and accountability.”<br />

A Canterbury University<br />

spokesperson said they were unable<br />

to breach the privacy or confidentiality<br />

of private persons,<br />

including enrolled students.<br />

“<strong>The</strong>re is a range of support<br />

available to help students on<br />

campus, and we encourage<br />

students to access these support<br />

services. We have processes in<br />

place to address reports of harmful<br />

behaviour.”<br />

<strong>The</strong> two students met last<br />

year at a function and began an<br />

on-again, off-again relationship,<br />

which ended this year.<br />

A close friend of the female<br />

student, who doesn’t want to be<br />

named, said in her opinion her<br />

friend’s relationship with the<br />

student executive was toxic.<br />

She claims her friend was<br />

initially attracted to the student<br />

executive because he was older<br />

and gave her validation. <strong>The</strong><br />

friend believes their relationship<br />

was erratic and there was a<br />

power imbalance.<br />

“<strong>The</strong>re was always tension and<br />

he became weird and toxic. He<br />

would talk about marriage and<br />

kids, then prey on her insecurities<br />

the next day. <strong>The</strong>y were<br />

sexually exclusive, but it was onagain,<br />

off-again and not ‘loveydovey’.<br />

She isn’t the person I met<br />

a year ago,” the friend said.<br />

Eventually, the young law<br />

student grew tired of the student<br />

executive’s allegedly controlling<br />

behaviour and ended the relationship.<br />

“It wasn’t healthy. She got sick<br />

of things and cut him off,” the<br />

friend claimed.<br />

After the alleged assault the<br />

young student was in shock. <strong>The</strong><br />

friend said, “she was there, but<br />

she wasn’t there”.<br />

A different friend who was<br />

with her that night described her<br />

reaction as something akin to<br />

when someone loses a parent.<br />

<strong>The</strong> friend said she approached<br />

him, “bawling her eyes out, like<br />

the most distressed I’ve ever seen<br />

a human”.<br />

<strong>The</strong> entire night, he says, she<br />

was “on edge”.<br />

“She’s like a little sister to me.”<br />

A mutual friend of the former<br />

couple says the woman is struggling<br />

and gets triggered when<br />

she sees the man’s car.<br />

“She was scared to sleep<br />

because he might come and find<br />

her.<br />

“He messed with her self–<br />

esteem, she started hating herself<br />

and hating the way she looked,”<br />

he claimed.<br />

Teenager who attacked young girl<br />

gets permanent name suppression<br />

A 17-YEAR-OLD who dragged<br />

a young girl through Barrington<br />

Park before sexually assaulting<br />

her in a public toilet, claiming he<br />

had a knife and would kill her if<br />

she screamed, will keep his name<br />

a secret forever.<br />

He was sentenced in the district<br />

court to five years’ imprisonment<br />

for abduction and sexual<br />

violation.<br />

Judge Mark Callaghan said<br />

name suppression wasn’t usually<br />

granted for this type of offending<br />

but due to the teen’s age and<br />

background which did not get<br />

outlined in court, he found he<br />

qualified for permanent name<br />

suppression.<br />

“I can find that there will be<br />

extreme hardship for you if it becomes<br />

known in prison exactly<br />

what you did,” he said.<br />

<strong>The</strong> teen sat emotionless in the<br />

dock facing forwards, avoiding<br />

the public gallery where the<br />

victim and her family sat.<br />

<strong>The</strong> victim’s family opposed<br />

the teen’s name suppression, stating<br />

they were devastated by what<br />

had happened to their daughter.<br />

<strong>The</strong>y said she did not deserve<br />

what had happened to her, nor<br />

did the community, stating all<br />

parents try to protect their children<br />

from anything like this.<br />

On December 3 last year, the<br />

girl was walking to a school to<br />

see friends when she noticed the<br />

teen was following her.<br />

Eventually, the girl left the<br />

school to walk home, and again<br />

across the park while, again,<br />

threatening to kill her with his<br />

knife if she were to move or<br />

scream.<br />

He then dragged her into a<br />

toilet block and closed the door.<br />

discreetly call 111 by pushing<br />

buttons on her phone.<br />

As the teen tried to remove<br />

her clothing, he noticed her<br />

cellphone operating and he could<br />

hear the call-taker speaking to<br />

her.<br />

He took the phone and ordered<br />

her to undress.<br />

As he started to sexually assault<br />

her, he asked her if it felt<br />

good – she said no. He then<br />

made her perform a sex act on<br />

him.<br />

At one point the victim tried to<br />

pull away and he asked her “did I<br />

tell you to stop?” before threatening<br />

her again with his knife.<br />

<strong>The</strong> victim then put her hand<br />

in the teen’s pocket and found<br />

that there was no knife present.<br />

He put his arm around her<br />

throat and she pleaded for him<br />

to stop as she was unable to<br />

breathe.<br />

He grabbed her by the hair and<br />

continued the assault. <strong>The</strong> teen<br />

eventually left the toilet block<br />

– slamming the door behind<br />

him and causing the girl to be<br />

trapped inside.<br />

She suffered a number of<br />

physical injuries including bruising<br />

to her neck, grazes to her<br />

knees and a sore scalp from her<br />

hair being pulled.<br />

In court, the teen’s lawyer<br />

Elizabeth Bulger asked the judge<br />

to grant her client permanent<br />

name suppression given his age<br />

and issues outlined in reports<br />

relating to the teen’s upbringing<br />

which she did not want to discuss<br />

in open court.<br />

Bulger said it “wasn’t in the<br />

blooming in more parks and<br />

reserves across the city this<br />

spring after a successful trial was<br />

expanded across the city.<br />

<strong>The</strong> city council trial, which<br />

has seen wildflowers planted<br />

in public spaces, has now been<br />

expanded to include the parks<br />

and reserves most requested<br />

by residents. More wildflowers<br />

are also set to pop up in garden<br />

beds throughout the city’s<br />

green spaces, said city council<br />

community parks manager Al<br />

Hardy.<br />

He said the flowers provide<br />

colour and benefit insects and<br />

the environment.<br />

“We’re excited to expand<br />

this trial to Christchurch’s<br />

community parks, with three to<br />

four planting areas selected from<br />

each ward,” he said.<br />

“Wildflowers provide habitat<br />

for pollinators and insects,<br />

offering food, shelter, and places<br />

for them to breed.<br />

“<strong>The</strong>re are benefits to the soil<br />

as well, improving its structure<br />

by increasing organic matter<br />

when the vegetation breaks<br />

twins hit the right note<br />

since the womb; now the duo<br />

keep the beat going on stage.<br />

<strong>The</strong> Shirley Boys High School<br />

students are Twin Harmony,<br />

which won the solo-duo award<br />

at the Smokefree Tangata Beats<br />

national final in Auckland.<br />

“Since we are twin brothers,<br />

and we have been together since<br />

the womb, it’s the type of relationship<br />

that you can’t get from<br />

anyone else,” Tane said.<br />

<strong>The</strong> twins gained national exposure<br />

five years ago when they<br />

sang at the Government’s criminal<br />

justice summit. <strong>The</strong> pair<br />

grew up surrounded by domestic<br />

violence, and after losing their<br />

mother at a young age, turned to<br />

music in her honour.<br />

together, whānau for whānau,<br />

Readers of <strong>The</strong> <strong>Star</strong> said a decisive ‘no’ last<br />

week to Mayor Phil Mauger’s view ratepayerowned<br />

assets like Christchurch Airport,<br />

Lyttleton Port Company, Orion and Citycare<br />

should be sold or partly sold to offset rates<br />

increases. It is a U-turn from what Mauger<br />

campaigned on to get elected last year. <strong>The</strong><br />

issue of asset sales will be discussed and<br />

potentially voted on by city councillors before<br />

Christmas. Today Mauger explains his position<br />

on the issue, and former mayor Garry Moore<br />

says why assets should not be sold<br />

Confronting costs v future proofing:<br />

WHEN I was campaigning I<br />

said we should be looking to a 4<br />

per cent rates rise for this year’s<br />

Annual Plan – which I truly<br />

believed was possible at the time.<br />

However, once I became<br />

Mayor and was able to look<br />

further into the city council’s<br />

books, it soon became apparent<br />

this would not be possible. After<br />

a lot of hard work by councillors<br />

and staff, we managed to land on<br />

a 6.4 per cent increase, compared<br />

to 7.7 per cent in Auckland.<br />

In July we began working on<br />

the 2024-2034 Long Term Plan,<br />

which will be finalised in June<br />

2024. This will set next year’s<br />

rates which are currently looking<br />

to rise by 18 per cent. You and<br />

I both know this is totally<br />

unacceptable, especially in a cost<br />

of living crisis.<br />

To reduce this increase, we<br />

must look at all of our options.<br />

One thing we are doing is<br />

conducting an independent<br />

review of the role of<br />

Christchurch City Holdings<br />

Ltd – this had not been done<br />

before. In other words, it is the<br />

first time we are asking whether<br />

we still own the right companies,<br />

whether we own the right<br />

amount of those companies,<br />

whether we are getting the<br />

right return from those<br />

companies, or whether there are<br />

new companies we should invest<br />

in.<br />

<strong>The</strong> previous council kicked<br />

off this review as it had become<br />

apparent CCHL’s cash return<br />

on investment was only around<br />

2 per cent on nearly 6 billion of<br />

assets.<br />

Out of the 2 per cent return,<br />

CCHL pays the city council<br />

a dividend each year. Over<br />

the next few years, CCHL has<br />

forecasted dividends to the<br />

council of around 50 million.<br />

However, to meet this, they may<br />

have to borrow part of it. This<br />

is not good business in anyone’s<br />

language.<br />

Part of the reason for this is the<br />

debt that CCHL currently holds<br />

from the earthquakes.<br />

After the earthquakes, the city<br />

council had to borrow about $2<br />

billion, which it still owes today.<br />

To put this in perspective, if this<br />

were your mortgage for 15 years<br />

at 4 per cent – very optimistic<br />

terms – then it would cost you<br />

$15 million in payments each<br />

month or about $340 per minute.<br />

COSTS: A projected rates rise of 18 per cent, coupled with debt from the February 22,<br />

2011 earthquake (below), has Mayor Phil Mauger putting all options on the table.<br />

However, this led the city<br />

council to hit its own borrowing<br />

limit about five years ago. So it<br />

asked CCHL to borrow $440<br />

million to give to the city council<br />

as a special dividend. CCHL<br />

did as asked, but it means it has<br />

debt in the holding company<br />

as well as in the operating<br />

subsidiaries. Total debt across<br />

the whole CCHL group (i.e<br />

the holding company plus the<br />

port, airport, Orion, Enable,<br />

and Citycare) amounts to $2.3<br />

billion.<br />

This level of debt means the<br />

city council and CCHL are both<br />

facing rising interest costs and<br />

a need to repay it. Alongside<br />

insurance premiums going up<br />

and rising inflation causing<br />

some costs to balloon on certain<br />

projects, this leads to a lower<br />

dividend from CCHL to the city<br />

council and a limited ability to<br />

borrow for new investment.<br />

This puts us in a difficult<br />

position. We must get our rate<br />

increase down from an 18 per<br />

cent rise.<br />

This leads to three very hard<br />

questions – does the city council<br />

do less, sell something, or put<br />

rates up 18 per cent?<br />

I know – like you – that 18 per<br />

cent is not possible. So, we must<br />

look at other options rather than<br />

rates rises.<br />

This does not mean flogging<br />

the silverware, but it does<br />

mean making sure that CCHL<br />

is performing well, providing<br />

its services and delivering the<br />

dividends our council needs.<br />

We will continue working on<br />

our draft Long Term Plan before<br />

Christmas. We will also finish<br />

the strategic review for CCHL,<br />

which may end in no changes –<br />

but at least we have looked at that<br />

option.<br />

After that, it is over to you to<br />

have your say on the draft Long-<br />

Term Plan around March next<br />

year.<br />

Together we have some very<br />

hard decisions to make.<br />

I hope this gives you a bit of<br />

insight into the challenges facing<br />

the city council’s books at the<br />

moment. We are working on it,<br />

but like every household right<br />

now, the cost of living means we<br />

must put all options on the table.<br />

<strong>The</strong> case for and against asset sales<br />

IN OUR front room is a trunk.<br />

It carried my grandfather’s life<br />

possessions across the world to<br />

New Zealand – a reminder of<br />

the risks he took for us to have<br />

a better life than he experienced<br />

in Ireland. He stayed here and<br />

our family flourished. Every<br />

family has the same story with<br />

reminders of where they came<br />

from and why we owe so much<br />

to our ancestors.<br />

It’s the same for our city. Our<br />

forebears handed to us, their descendants,<br />

assets in the form of<br />

parks, roads, footpaths, libraries,<br />

sports fields, support structures<br />

for community groups, etc. <strong>The</strong>y<br />

managed the city council trading<br />

companies well. Our airport,<br />

seaport, lines, and fibre optic<br />

companies.<br />

<strong>The</strong>se assets are held by our<br />

current councillors in trust for<br />

future generations.<br />

When Roger Douglas and<br />

Ruth Richardson encouraged<br />

councils to sell their assets,<br />

Christchurch didn’t. We were<br />

called names by greedy people<br />

seeking to sell our assets to their<br />

mates. We were labelled “<strong>The</strong><br />

People’s Republic of Christchurch”.<br />

Instead, we created a company,<br />

Christchurch City Holdings<br />

Ltd and all trading companies<br />

came under it. Every company<br />

is accountable to the ratepayers<br />

of this city through CCHL. <strong>The</strong><br />

city manager and staff had no<br />

say over CCHL. It had its own<br />

staff and reported directly to the<br />

elected city council.<br />

When the sale of CCHL assets<br />

was last promoted the current<br />

city manager, Dawn Baxendale,<br />

lived in the UK and her CFO,<br />

Leah Scales, was at school. As<br />

was the chair of the finance committee,<br />

Sam MacDonald. <strong>The</strong>ir<br />

understanding of a proud city<br />

commitment to asset ownership<br />

appears to be poor.<br />

Over the years the boards of<br />

CCHL kept strict control on<br />

debt. Dividends over the past 10<br />

years have been nearly $1 billion.<br />

When the earthquakes destroyed<br />

our city CCHL companies borrowed<br />

$440 million to assist<br />

city finances. Without CCHL<br />

Christchurch could have been<br />

financially bankrupt. If assets are<br />

sold this debt will have to be paid<br />

back first. An asset can be sold<br />

once. Benefits are short term.<br />

Last year Baxendale employed<br />

a consultancy, using $251,000<br />

of our rates, to advise her on<br />

CCHL. This was a breach of the<br />

traditional separation between<br />

the city council executive and<br />

CCHL.<br />

When new councillors met<br />

after last year’s election they were<br />

ambushed by the consultant’s<br />

recommendations and sadly<br />

agreed to them. Councillors<br />

sent Baxendale and a group of<br />

“advisors” away to select new<br />

board members for CCHL. <strong>The</strong>y<br />

recommended four out-of-town<br />

individuals who were approved<br />

by the city councillors.<br />

All families keep a close watch<br />

on costs. <strong>The</strong> money being spent<br />

by Baxendale and Scales to promote<br />

selling CCHL is enormous.<br />

Each week groups of expensive<br />

experts soft-soap our elected reps<br />

with one goal: Selling CCHL<br />

assets. <strong>The</strong> consultants’ costs will<br />

be huge.<br />

Selling your house, or whatever<br />

asset is valuable, to have<br />

cash reserves to extravagantly<br />

live your life, is foolish. <strong>The</strong><br />

executive at the city council is<br />

behaving like that right now. <strong>The</strong><br />

city council unwisely decided to<br />

spend an additional $150 million<br />

on a stadium last year. Now they<br />

are panicking on how to pay for<br />

it. That’s a major driver of the<br />

CCHL sales campaign. Manage<br />

your costs, councillors, not by<br />

selling our heritage.<br />

Governed properly, CCHL<br />

could be extremely powerful.<br />

Christchurch businesses create<br />

wealth, and jobs, trading with<br />

each other and the world. CCHL<br />

can assist this. What about a<br />

CCHL ports authority (seaport,<br />

airport and dataport) promoting<br />

local enterprise and jobs with the<br />

world – growing our economy<br />

and our collective wealth.<br />

Christchurch is a passionate<br />

city. We take pride in our city<br />

assets. When Phil Mauger said in<br />

his election campaign: “You can<br />

take it from me that under my<br />

watch as mayor, I will not be selling<br />

any of these assets,” people<br />

believed him. Phil told us he was<br />

a successful businessman. A successful<br />

businessperson doesn’t<br />

sell assets which can potentially<br />

return significant returns. <strong>The</strong>y<br />

make them work harder.<br />

It’s hard finding out what is<br />

happening behind closed doors<br />

at the city council and CCHL.<br />

Secrecy camouflages something<br />

I suspect will be unacceptable<br />

to the people of this city. If I’m<br />

correct about what is being<br />

discussed behind these doors,<br />

and it’s approved, many of our<br />

elected reps, and the executive<br />

at the city council, will be out on<br />

their ear after the next election.<br />

What we require of our elected<br />

reps is for future generations to<br />

look on them as good ancestors.<br />

Not those who sold our assets<br />

down the river.<br />

Let’s grow our trading<br />

companies. Not sell them. <strong>Star</strong><br />

readers are quite correctly angry<br />

this is even being considered<br />

behind closed doors.<br />

Tahlor-made for a big future<br />

JUST OVER a year ago, Tahlor<br />

Cahill’s confidence took a<br />

tumble when he missed out on<br />

the Crusaders under-20s side.<br />

It was a moment Cahill describes<br />

as a “turning point” in<br />

his career.<br />

“When I missed out, it was a<br />

bit of a shock and my confidence<br />

took a hit,” the 20-year-old said.<br />

But since then, the Marist<br />

Albion player has gone from<br />

strength to strength – playing<br />

for the Baby Blacks in the past<br />

two years, training with the<br />

Crusaders and making his<br />

NPC debut for Canterbury this<br />

season.<br />

And it all started with an<br />

unexpected player of the tournament<br />

performance for the<br />

Barbarians in last year’s Super<br />

Rugby under-20 competition.<br />

After training with the<br />

Crusaders under-20s for three<br />

months, Cahill was told he<br />

hadn’t been selected for the tournament<br />

side.<br />

<strong>The</strong> towering 198cm lock<br />

went on to be named as the<br />

Sir John Graham player of<br />

the tournament following an<br />

unbeaten campaign with the<br />

Barbarians. Past winners include<br />

All Blacks Fletcher Newell and<br />

Luke Jacobson.<br />

“It was definitely wasn’t something<br />

I expected at all,” he said.<br />

“I think (missing out) was<br />

probably a turning point about<br />

how I responded after not making<br />

a team I wanted to make.<br />

“But the Barbarians coaching<br />

group and staff really helped<br />

me play in a way where I could<br />

express myself.”<br />

As a result of the tournament,<br />

Cahill was selected to play for the<br />

New Zealand under-20s in last<br />

year’s Oceania championship.<br />

It was an experience Cahill<br />

believes has been a big part of his<br />

development.<br />

“It’s nice to have been tested<br />

under pressure by the best at<br />

under-20 level,” he said, after<br />

also featuring in the Baby<br />

Blacks’ disappointing world<br />

championship campaign earlier<br />

this year.<br />

<strong>The</strong> former Shirley Boys’ High<br />

student had a unique rise to agegroup<br />

rugby, deciding to board<br />

at powerhouse school Hamilton<br />

Boys’ High for year 13.<br />

“I wanted to challenge myself<br />

in a broader environment, so I<br />

reached out to them because I<br />

heard about how successful their<br />

programme was.<br />

“But I learnt the most off the<br />

field through the professional attitude<br />

they had towards rugby.”<br />

After spending a year in the<br />

Crusaders Academy, Cahill’s<br />

goal for this season was always to<br />

play for Canterbury.<br />

He has featured six times –<br />

starting in every match but one.<br />

Said Cahill: “Competition is<br />

always good, and it’s definitely<br />

pushed me.<br />

“For example, having Luke<br />

Romano there, he’s so good and<br />

a great help.”<br />

While Canterbury have had<br />

some mixed results, including<br />

a shock 31-29 loss to Counties<br />

Manukau last Wednesday, Cahill<br />

believes the team can still go all<br />

the way.<br />

“I’ve got 100 per cent belief in<br />

this team.<br />

“<strong>The</strong>re’s so much experience<br />

in the team and I’m so excited to<br />

see what we can achieve.”<br />

And for Cahill, there are no aspirations<br />

to leave red-and-black<br />

country anytime soon.<br />

“Definitely next on my radar is<br />

to play for the Crusaders.<br />

“It’s the franchise I’ve always<br />

looked up to and wanted to play<br />

for.”<br />

and Asia Pacific Hickory<br />

Golf Championships in<br />

Melbourne.<br />

<strong>The</strong> Christchurch club players<br />

together recorded a superb 72<br />

on the new Sandy Links course<br />

on the Mornington Peninsula,<br />

which is renowned for its<br />

sandbelt courses.<br />

<strong>The</strong>y had to beat a strong field<br />

with an international presence<br />

Palmer went one better,<br />

winning the women’s individual<br />

event over two rounds with<br />

scores of 86 at Woodlands and 83<br />

at Kingston Heath, well clear of<br />

her rivals.<br />

In the overall scoring,<br />

which included the men and<br />

the women, she placed an<br />

impressive seventh. Lawson,<br />

the Christchurch club course<br />

superintendent, finished a<br />

creditable seventh in the men’s<br />

field.<br />

What made Palmer’s efforts<br />

even more notable was the fact<br />

this was the first time she had<br />

played 18 holes with hickory<br />

clubs. Apart from the 12 holes at<br />

the New Zealand Hickory Open<br />

earlier this year she has only been<br />

playing nine holes.<br />

“During Covid in level two<br />

you could play by yourself and<br />

one day I met Peter Van Ekelen<br />

who was playing with his hickory<br />

clubs,” she said.<br />

“We got chatting. He said that<br />

no women were playing hickory<br />

golf and suggested I should give<br />

it a go. I thought why not and<br />

started playing twilight at the<br />

Christchurch club at the end of<br />

2022.<br />

“I think when you play day<br />

to day it is not hard, especially<br />

for a woman, to pick them up<br />

because you don’t change your<br />

swing too much. It is challenging<br />

and different and that is what I<br />

like. Currently I am just happy<br />

relaxing and playing whenever<br />

and wherever. So it is quite nice<br />

for a change and meeting a new<br />

group of people.”<br />

Palmer has been one of<br />

Canterbury’s leading women<br />

players for some years.

HSOB Light Bears save best for<br />

last with national club title win<br />

WHEN HIGH School Old Boys<br />

looked to field their first-ever<br />

under-85kg team last year, the<br />

goal was to go all the way.<br />

A loss to eventual champions<br />

Southern Bushpigs in an<br />

extra-time thriller prevented<br />

the HSOB Light Bears from<br />

achieving the feat.<br />

But the dream came true on<br />

Saturday when an electric Light<br />

Bears side defeated the Takapuna<br />

Bombers with a convincing 45-<br />

17 win in the National Club<br />

Cup final at North Harbour<br />

Stadium.<br />

Captain Jarred Percival<br />

said it was reward for the<br />

team’s “massive buy-in” to<br />

the campaign.<br />

“Last year we talked about not<br />

wanting to be another number,<br />

we wanted to win the title,” he<br />

said.<br />

While Takapuna competed in<br />

an organised under-85kg competition<br />

throughout the season, the<br />

Light Bears were a combination<br />

of premier, premier reserve, colts<br />

and classic grade players.<br />

As a result, there were times<br />

throughout the campaign where<br />

some of the Light Bears were<br />

playing five games in two weeks.<br />

“It was a massive workload,”<br />

Percival said.<br />

“Everyone sees the end<br />

result, but it was a huge<br />

commitment from the players<br />

and management.<br />

“If you were a colts player, you<br />

had four or five games of rugby<br />

in 14 or 15 days.”<br />

Several of the Light Bears took<br />

the opportunity to play in positions<br />

unfamiliar to them with<br />

both hands, Percival added.<br />

“We had about four guys who<br />

were forwards in the final are<br />

wingers, halfbacks or utility<br />

backs in their Saturday games.<br />

“It started last year when we<br />

had no idea how to play under-<br />

85kg rugby and a few guys put<br />

their hands up and haven’t<br />

looked back.”<br />

national title was special for a lot<br />

of the team, who had endured<br />

HSOB premiers went down<br />

to Marist Albion 31-26 in July<br />

before the club’s colts suffered<br />

a 31-24 loss to Shirley a month<br />

later.<br />

Both games were an extra incentive<br />

for the Light Bears, who<br />

started Saturday’s match with<br />

obvious fire in their bellies.<br />

Percival led from the front,<br />

kicking for territory several<br />

times in the opening quarter to<br />

ensure the Light Bears put Takapuna<br />

under pressure early.<br />

A red card to Takapuna centre<br />

Nathan Archibald helped HSOB<br />

maintain momentum for the<br />

remainder of the first half, where<br />

at one point they led 26-0.<br />

After the break, the Light<br />

Bears’ showcased their skills<br />

with some creativity on attack,<br />

while fullback George Coull continued<br />

to make frequent breaks.<br />

Although the score closed in to<br />

33-12 at the 53rd minute, a try to<br />

wing Tom Anderson almost immediately<br />

after saw HSOB regain<br />

a 26-point lead.<br />

Reserve wing Ben Scott ended<br />

the final with on a high note for<br />

HSOB by dotting down with 10<br />

seconds to go.<br />

It was the first time many of<br />

the side’s younger players had<br />

won a title, Percival said.<br />

“And to win arguably the<br />

biggest club competition in the<br />

country was very special for our<br />

club,” he added.<br />

<strong>The</strong> former New Zealand<br />

AFL representative and Mid<br />

Canterbury player has featured<br />

in 160 premier games for HSOB,<br />

but Percival believes the weightrestricted<br />

title is one the best<br />

moments in his career.<br />

“It’s a different game, it’s quite<br />

fast and we definitely saved our<br />

best to last,” he said.<br />

“You don’t think it would be<br />

physical, but when you get 30<br />

guys who are finally the biggest<br />

guys on the field, the confidence<br />

just goes up.”<br />

“I was brought up in<br />

Ashburton. Both mum and dad<br />

played golf. I played all sorts<br />

of sports growing up such as<br />

netball, squash, basketball and<br />

tennis. I really enjoyed tennis<br />

and wish I had kept it up but it<br />

always clashed on Saturday with<br />

golf which I started playing when<br />

I was 12. My parents moved to<br />

near the Ashburton Golf Course,<br />

so I could just walk there to play.<br />

“We had 12 acres and still<br />

have. Dad pulled out all the<br />

fences and mowed the paddocks<br />

to make our own driving range.<br />

So I could hit balls most days.<br />

When I was 15, I played interclub<br />

for Russley.”<br />

She has been playing for<br />

Canterbury for about 10 years.<br />

Canterbury won the New<br />

Zealand interprovincial title in<br />

2015 after a 27-year hiatus. <strong>The</strong><br />

team included Palmer, Momoka<br />

Kobori, Amelia Garvey, Hillary<br />

O’Connor and Julianna Hong. It<br />

certainly holds fond memories<br />

for Palmer.<br />

Palmer is having a break from<br />

rep golf this year.<br />

“I will probably get back in to<br />

representative golf eventually.<br />

I just needed a break to enjoy<br />

my weekends. I like to put<br />

the work ethic in on my game<br />

and consistency even if I may<br />

perform well enough to make<br />

the team. I want to know I<br />

deserve to be in the team. I just<br />

didn’t want that commitment<br />

this year.”<br />

A former dental assistant, for<br />

the last year Palmer has been<br />

relishing her role as Canterbury<br />

golf participation co-ordinator,<br />

working with junior golf and<br />

the She Loves Golf programme<br />

which introduces women to<br />

playing golf.<br />

have little time to celebrate their<br />

historic treble feat before they<br />

meet Eastern Suburbs in the<br />

opening round of the National<br />

League on Sunday.<br />

United lifted their third piece<br />

of silverware this season after<br />

edging rivals Cashmere Technical<br />

3-2 in the English Cup final<br />

at the weekend.<br />

It was United’s first English<br />

Cup win since 1991 and followed<br />

their nail-biting Chatham Cup<br />

win against Melville on <strong>September</strong><br />

10. <strong>The</strong>y also took out this<br />

year’s Southern League for the<br />

second year in a row.<br />

<strong>The</strong> lengthy season will continue<br />

with a mouth-watering<br />

clash of two of this year’s club<br />

heavyweights in the first round<br />

of the National League.<br />

United will travel to Madills<br />

Farm, near St Heliers Beach in<br />

Auckland, to take on Eastern<br />

Suburbs a month on from<br />

Although United went through<br />

Canty keeps beavering on<br />

A SUCCESSFUL National<br />

Hockey Championship saw the<br />

Canterbury Beavers continue<br />

their dominance in the tier 2<br />

grade, claiming their third title<br />

in a row on Saturday.<br />

Each of Canterbury’s four<br />

teams took home a medal at the<br />

six-day tournament in Hamilton<br />

last week.<br />

<strong>The</strong> Beavers beat Northland<br />

2-0 on Saturday to clinch their<br />

sixth national title in the last<br />

eight years.<br />

Jakarta Klebert opened the<br />

scoring for the Beavers in the<br />

17th minute, before Ethan Barton<br />

slotted a field goal late in the<br />

third quarter.<br />

It ended an impressive<br />

campaign for the team who conceeded<br />

just six goals throughout<br />

their seven games.<br />

However, it wasn’t to be for the<br />

Cavaliers and Barracuddas in<br />

their respective finals.<br />

After going down 2-0 to North<br />

Harbour in the first round, the<br />

Barracuddas were unable to<br />

avenge their loss in the women’s<br />

tier 2 final, losing 4-3 on penalty<br />

shootouts.<br />

was able to prevent North<br />

Harbour’s Ruby Worrall from<br />

finding the back of the net in the<br />

first shot, but a successful four<br />

In the men’s tier 1 gold medal<br />

final, the Canterbury Cavaliers<br />

suffered a nail-biting 2-1 loss to<br />

defending champions Otago.<br />

It was a rematch of the two<br />

sides’ clash in the second round,<br />

where Otago prevailed 5-2.<br />

Although Otago secured an<br />

early lead with a field goal in the<br />

first quarter, Stephen Atkinson<br />

was able to convert a penalty<br />

corner shot to tie things up leading<br />

into halftime.<br />

Despite a goal-less third quarter<br />

from both sides, Otago scored<br />

the match-winner in the 48th<br />

minute to complete a perfect run<br />

at the tournament.<br />

Serrapeptase, an enzyme produced in<br />

silkworms, may become one of the most<br />

Canterbury Museum’s pop-up<br />

Canterbury Museum’s major five-year<br />

redevelopment is now underway at its<br />

Rolleston Avenue site. While we wait for the<br />

new Museum to open, you can still visit the<br />

Museum pop-up a few blocks away in the<br />

Centre of Contemporary Art Toi Moroki<br />

(CoCA) building at 66 Gloucester Street.<br />

Here, half of the exhibition space is<br />

dedicated to showcasing temporary<br />

exhibitions. <strong>The</strong>se will change a few<br />

times a year to keep things interesting for<br />

returning visitors. Currently running, until<br />

3 December, is Six Extinctions featuring<br />

the life-sized cast of the largest T Rex ever<br />

Lettuce make the most of spring<br />

Vegetables<br />

Take advantage of fine spring<br />

days to sow vegetables.<br />

Frequent hoeing and loosening<br />

of the surface soil helps all crops,<br />

enabling air and warmth to get<br />

into the upper layers of the soil.<br />

Use spring cabbages soon, or<br />

they will run to seed. Cut the<br />

largest heads first. Once a head<br />

has been cut, the plant should<br />

be removed and composted. Left<br />

in the ground, the plants will<br />

continue to draw nutrients from<br />

the soil.<br />

Sow lettuce regularly from<br />

now on, a few at a time, to keep<br />

a regular supply through the<br />

coming months. <strong>The</strong> best lettuce<br />

plants are those sown where they<br />

are to mature. Thin the seedlings<br />

so those left to mature will<br />

produce a highly developed root<br />

system. Liquid manure helps give<br />

good leaves.<br />

Rhubarb will be starting to<br />

sprout, but leave the early stalks<br />

to mature and water the bed well<br />

in dry weather.<br />

Watch any early potatoes now<br />

pushing through the surface in<br />

areas where frosts might still<br />

occur. Cover with pea straw<br />

or hoe up some soil over them<br />

and, when they become strong,<br />

mound them up.<br />

This month, main-crop<br />

potatoes can be sown with the<br />

<strong>The</strong> season for planting<br />

tomatoes under glass is almost<br />

here. Unless you have the luxury<br />

of a heated glasshouse or a sunny<br />

conservatory that stays warm<br />

overnight, do not be in a hurry<br />

to put in tomatoes. <strong>The</strong>y are a<br />

subtropical plant from lowland<br />

South America.<br />

If buying plants, look for sturdy<br />

specimens about as tall as they<br />

are broad and with mid- to<br />

dark-green leaves. If tomatoes are<br />

grown in the ground, fresh soil<br />

or tomato mix is needed every<br />

year, so growing them in pots or<br />

heavy black plastic bags is more<br />

economical. Do not over-water<br />

until they are well established.<br />

Regularly remove faded flowers<br />

and seed pods to prolong the<br />

flowering displays, a practice also<br />

invaluable with other annuals and<br />

perennials, such as dahlias, sweet<br />

winter can be lifted and divided<br />

KEITH Potger is about to tour New<br />

Zealand with his solo tribute to the group<br />

he helped to form back in 1962. e tribute<br />

covers the songs, the stories and the<br />

inuences that shaped e Seekers in their<br />

rise to international fame.<br />

Celebrating the Seekers is an audiovisual<br />

treat, with rare footage and still<br />

photos of the group.<br />

Keith's 12 string guitar was an integral<br />

part of e Seekers' sound and, being the<br />

arranger of the vocal harmonies, he had a<br />

unique place in the group. During his<br />

performance Keith pays a special tribute to<br />

his colleague and dear friend of 60 years,<br />

the late and great Judith Durham.<br />

Keith is known to countless fans and this<br />

is obvious in the welcome given to him by<br />

audiences that have enjoyed his<br />

performances of Celebrating the Seekers.<br />

THE Rodger Fox Big Band is widely<br />

acknowledged as New Zealand’s leading<br />

exponent of big band music and, over its<br />

long history, has over 90 New Zealand<br />

compositions to its name and has<br />

recorded 76 of these compositions. e<br />

big band has also always extended the<br />

members of the band by working with<br />

some of the jazz world’s greatest artists<br />

including Michael Brecker, Mike Stern and<br />

Kurt Elling. In recent years this has<br />

included collaborations with international<br />

classical artists Michael Houstoun and<br />

Simon O’Neill– Classical meets Jazz – and<br />

the Big Band’s most recent CD release<br />

Reimagined! e Rodger Fox Big Band<br />

plays Sir Dave Dobbyn.<br />

e Big Band would now like to<br />

further extend the concept by curating a<br />

project that brings together the Aotearoa-<br />

New Zealand hip-hop sound with that of<br />

the Rodger Fox Big Band.<br />

‘e Brotherman Project’ is a project<br />

that infuses the modern big band sound<br />

with that of Aotearoa-New Zealand Hiphop.<br />

the sound of the Rodger Fox Big Band<br />

with that of iconic New Zealand hip-hop<br />

artists King Kapisi and special guests.<br />

King Kapisi (Bill Urale) was the rst<br />

hip-hop artist in New Zealand to receive<br />

the prestigious Silver Scroll Award at the<br />

APRA Awards for Songwriter of the Year<br />

for his single Reverse Resistance in 1999.<br />

King Kapisi's music and lyrics raise issues<br />

relevant to Pacic Island people living in<br />

New Zealand. King Kapisi keeps his music<br />

‘real’ by rapping about his Pacic heritage<br />

and the hip-hop scene. He uses hip-hop to<br />

promote the message of ‘keeping it real’<br />

through your culture, learning your<br />

language, and knowing ‘where you are<br />

from’.<br />

Innovation in New Zealand arts is<br />

project is highly innovative with the<br />

collaboration between two well-known<br />

musicians from hip-hop, pop and jazz.<br />

Each of the arrangers will have taken a<br />

composition of King Kapisi and will be<br />

creating a work for Big Band and voice<br />

that evokes the spirit and emotion of the<br />

original music but taking it on a new<br />

journey. It will have a distinctly Kiwi<br />

avour and the music will combine the<br />

driving rhythms and big band sound with<br />

the evocative and descriptive music of e<br />

Rodger Fox Big Band and the hip hop<br />

sounds of King Kapisi.<br />

<strong>The</strong> 35th annual Masters<br />

Games will be held in Ōtepoti<br />

Dunedin from February 3-11,<br />

with an estimated 5,000+<br />

people set to come together to<br />

enjoy Aotearoa's largest annual<br />

multi-sport event.<br />

<strong>The</strong>re are more than 60 sports<br />

on offer during the Games and<br />

there are new events to try<br />

in 2024, including Pickleball,<br />

Jigsaw Racing and Cowboy<br />

Action Shooting. All sports are<br />

open to people with disabilities<br />

and some selected sports also<br />

have para categories, such as<br />

Archery, Athletics – Track and<br />

Field, Petanque, Cornhole,<br />

Darts, Power Lifting, Indoor<br />

Rowing, Swimming and Indoor<br />

Triathlon.<br />

<strong>The</strong> goal of the Games is to<br />

encourage participation in sport,<br />

no matter your age or ability,<br />

says New Zealand Masters<br />

Games Manager Vicki Kestila.<br />

“You don’t need to qualify<br />

or be an elite athlete to enter.<br />

You just have to be the right<br />

minimum age for your particular<br />

event and be keen to have a<br />

go. We have participants aged<br />

18 to 96 and beyond – some<br />

are competitive and out to win<br />

medals but others are there to<br />

catch up with friends and enjoy<br />

the social side of things.”<br />

I’ve done Wine Tasting, Sports<br />

Accuracy, Cornhole, Twilight<br />

400, Social smallbore shooting,<br />

Pentanque and Bowls. I’ve won<br />

medals in quite a few events as<br />

well.”<br />

signing up for a sport I say<br />

definitely give it a go. I<br />

encouraged my husband to join<br />

and he got a gold medal in his<br />

first event!”<br />

Entries are now open for the<br />

2024 New Zealand Masters<br />

Games.<br />

If you enter before the end of<br />

November you’ll be eligible for<br />

the Early Bird rate of $70. From<br />

1 December to 11 January, the<br />

Standard Entry Fee of $100<br />

applies and from 12 January the<br />

Final Entry fee of $130 applies.<br />

Please note: Your sport’s<br />

registration fees are not part of<br />

the entry fee and vary between<br />

events.<br />

If you'd like to be part of the<br />

Games but not compete, you<br />

have the option to enter as a<br />

Supporter. For $45 you receive<br />

all the entry fee inclusions of a<br />

competitor, with the exception<br />
