Wetland governance By DAVIDHILL, Local Democracy Reporter Agovernance structureisbeing established to manage alarge land purchase near Rangiora. The Waimakariri District Council bought 85 hectares of land between Rangiora and Kaiapoi for $2.6 million back in May with aview to establishing afuturewetland and recreation reserve. Governance has been placed in the hands of the Arohatia te Awa (Cherish the River) project working group, which has been tasked with creating a governance structure, before progressing with community engagement. The Arohatia te Awa working group comprises councillors, council staff and representatives from Te Rūnanga oNgāi Tūāhuririand Environment Canterbury. Mayor Dan Gordon said the project was ‘‘a once in alifetime opportunity’’. ‘‘We have already had expressions of interest from Environment Canterburyand Ngāi Tūāhuriri to be involved, so let’s get it started. ‘‘There is an opportunity for biodiversity outcomes and educational opportunities. ‘‘I have heard alot of views including alot of positive viewsabout our long term aspirations and we can be really proud we have made this step.’’ The purchase came after aplea from former Waimakariri Zone Committee chairperson Michael Blackwell, who passed away earlier this year. Councillor Philip Redmond said there had been alot of ‘‘information or misinformation’’ on social media so it was important for the council to consider all the options. The council bought two neighbouring properties on Lineside Road and Revells Road, within the Ruataniwha /Cam River catchment. They were often referred to colloquially as Lake Lineside as water had atendency to get trapped in the basinlike land following heavy rain. Alease agreement has been accepted by Downie Flat Ltd for grazing (nondairy) and cropping for 77.5 hectares of the land, for $85,800 a year to cover the project’s costs. Council ecologist Dr Bex Dollery said there was an opportunity for the land to be developed as anatural reserve. ‘‘We need to think about the types of plantings and the funding which might be considered, and then there is the maintenance. It needs to be areally clear approach. ‘‘We need to give some consideration to the types of trees we plant, as some species of trees can take hundreds of years to fully mature, while other areas could be planted in trees which grow much quicker. ‘‘Those discussions will sit with the governance and design group.’’ Councillor Paul Williams questioned why this property was being singled out when the council owned several parcels of land with biodiversity which could be worth protecting. Community and recreation general manager Chris Brown said council staff had begun aprocess of reviewing council properties and ‘‘considering their strategic value’’. NEWS The North Canterbury News, December 14, 2023 15 False siren alarms residents ByJOHN COSGROVE Atsunami siren, which was accidentally activated last Thursday at Waikuku Beach, caused alot of confusion and upset many residents. Waikuku Beach Resident Heidi Culling says she was painting in her kitchen and noticed technicians working on the tsunami siren, on apole, earlier in the day. ‘‘I could see it (the siren) was possibly amistake but acouple of minutes later heaps of cars came out of the camping ground in ahurry. Itried to wave to them to tell them it might be afalse alarm.’’ She says she could hear the message to evacuate quite clearly because she was close to the siren, but several streets over Karen Mites says the worst confusion she experienced was trying to understand what the alert message was saying. ‘‘The quality of the recording was my main concern. ‘‘I couldn't understand what it was saying, but as there was no message coming over my phone, Igrabbed my young neighbour, my dog and documents and headed down to the store where I met several other people who were abit upset by it all.’’ Another concerned resident spoken to by the North Canterbury News says they too were abit upset by the false alarm. ‘‘There has been no follow up or apology, nothing was on the web sites or coming in over the phone, so what were we to do?’’. Another resident spoke of calling neighbours only to find they were already in their cars and on the their way to the safe point of the Warehouse carpark in Rangiora. Anhour later the Waimakariri District False alarm ... Waikuku Beach resident Heidi Culling thought the siren could have been afalse alarm. Civil Defence staff were on site and keeping an eye out for any residents who may have heard the message, and reacted. This scenario has happened before in Waikuku Beach. During an actual civil defence exercise the siren was inadvertently triggered, and the same ‘‘this is no drill message’’ broadcast.
