Water conservation
calls as Nth Canty
starts to dry out
By ROBYN BRISTOW
Rapid response ... David Croft, who now has aRAPID number on the gate after amedical event had emergency
services struggling to find his home, with Hurunui District Council’s Rural Address Property Identification (RAPID)
officer Liz Atkins and Culverden Fire Chief Craig Ritchie.
PHOTO: SUPPLIED
Rapid response thwarted
When Culverden farmer David
Croft needed an ambulance,
everysecond counted.
However, with no Rural
Address Property
Identification (RAPID) number
on the gate, and no directional
signage on farm, ambulance
staff had to have agoatlocating
the correct dwelling, while
precious minutes werelost.
Today, David and wife Voray
concentrate on the positive —
David’s recoveryand the shiny
white and blue RAPID number
on the farmgate and the
directional signs that point to
each dwelling on the property.
‘‘We had thought that because
our emergency services were
staffed by locals, they would
know where we would be, but
that is no longer the reality,’’
David says.
Culverden Fire Chief Craig
Ritchie says recent changes to
emergency services structures
meant local knowledge could
no longer be assumed.
Responders sometimes came
from other parts of the district
or sometimes even outside
Hurunui.
‘‘It’s one thing to find the
main gate, and another to find
the right dwelling on the
property,’’ he says.
‘‘It’s not until you’re in the
position of needing emergency
services that you realise how
vulnerable you are.’’
Craig is adriving force in
encouraging Hurunui’s
farmer’s and lifestyle block
ownerstomake sure emergency
services can find them when
time is crucial as part of a
partnership between Fire and
Emergency New Zealand
(FENZ) and Hurunui District
Council.
Earlier this year, council
passed aresolution that all new
rural properties, principal
buildings and new accessways
be provided with the correct
RAPID numbers at the owners
cost and installed by council
through fees and charges.
Council's first dedicated
RAPID officer Liz Atkins is
working closely with Craig and
the rural community to support
rural property owners to
correctly identify and display
their RAPID numbers.
Rural properties often have
shared driveways with multiple
dwellings.
‘‘If we think how fast arural
fire can spread, or how quickly
amedical emergency can
escalate, it’s vital that valuable
time is not lost by emergency
services trying to locate the
correct dwelling,’’ Liz says.
‘‘This is why directional,
lettered signs identifying
individual buildings off a
shared drive are just as
important as the RAPID
number on the main gate.’’
Dry conditions have prompted acall for consumers on the
Ashley Rural Water Scheme to conserve water.
Coupled with this there is acomplete ban on watering
systems for all those on thescheme, with water use restricted
to stock water, and domestic purposes such as drinking and
washing.
The flow in the Ashley River has been steadily decreasing,
which has prompted the introduction of the Level 4
restrictions.
Alex Makogon, Field Operations Manager, Three Waters,
says in an effort to safeguard the natural resources,
particularly water coming from aquifers and rivers, water
restrictions will be implemented when necessary.
Water restrictions are based on the capacity to supply
water from the aquifers and rivers.
‘‘Imposing awater restriction, even at Level 4, is not abad
or negative action.
‘‘It is done to ensure our precious water resources are not
overused. Consumers receive the same amount of water 365
days ayear, regardless of whether awater restriction has
been imposed.
‘‘The aim of water restrictions is to encourage responsible
water usage. Remember, small changes to our daily wateruse
routines will make asignificant impact on water
conservation.’’
Meanwhile the fire risk has also risen, with the whole of
Canterbury now in arestricted fire season.
The dry conditions have been made worse by two years of
increased rainfall, and increased grass and vegetation growth
across the district.
Anyone wanting to light an openair fire will now need a
permit.
Permits can be applied for at checkitsalright.nz.
The hot, dry conditions over the weekend kept the fire
service on tenter hooks.
The Rangiora Volunteer Fire Brigade was called to a
vegetation fire in Barkers Road, Loburn, on Saturday, which
flared up again on Sunday.
Welcome drizzle overnight on Monday, and cooler weather
have helped dampen the fire risk slightly.
In the Waimakariri District no restrictions are being
considered at this stage, but water supply levels are being
closely monitored.
‘‘We are encouraging residents to employ what we call
“summer water use”, aspokesperson says.
This means thinking and acting as though there were very
low Level 1water restrictions, but it is voluntary.
Service to others recognised
ByJOHN COSGROVE
Kaiapoi resident Phil
Humphreys believes every
person recognised in the
New Year'sHonours list
had avery supportive
partner to help them
achieve their awards.
‘‘I couldn’t have done it at
all without the help and
support of my wife, Karen.
‘‘She was my rock, my
driver, my manager and my
biggest supporter,’’ he says.
Mr Humphreys was
recognised with aMember
of the New Zealand Order of
Merit (MNZM), in the 2024
New Year'sHonours for
services to people with
disabilities and sport.
Since becominga
quadriplegic in 1982 the
former Royal New Zealand
Navy physical training
instructor (PTI) has
supported people with
physical disabilities
voluntarily for 40 years.
He says initially he was a
bit overwhelmed and
pleasantly surprised when
he received notification
late in September 2023,
from the Governor General's
office.
‘‘I had to ask Karen to
read the letter out as Iwas
confused as to what it was
all about.’’
Karen, aformer special
needs teacher aide and
volunteer ambulance
member, says Phil was in
disbelief about it all until it
sunk in later that day.
Rapid solution
From Page 1
Craig says RAPID numbers
are the only solution, with
GPS in rural areas not being
able to pinpoint exact
locations and nonreflective
signs not showing up at
night. The RAPID system is
the main method used by
emergency services.
‘‘It’s important that
property owners keep their
RAPID numbers free of
vegetation to ensure they
remain clearly visible, both
day and night.
Mr Humphreys joined
ParaFed Canterbury in 1983
and has been atrustee and
chairperson of Paraloan
between 2006 and 2018.
Paraloan helps people
with disabilities get lowinterest
loans to help them
build suitably equipped
houses.
He was aboard member
and chairperson of ParaFed
Canterbury from 1985 to
2012.
He used his background
as aNavy PTI to assist
people with disabilities
wanting to take up sports
and recreationalactivities,
and training disabled
athletes nationwide,
including Paralympians.
In the early 1990s he saw
wheelchairrugby played in
Perth, and thought it would
be awonderful sport for
disabled (tetra and
quadriplegic) athletes to
play in NewZealand.
‘‘Little did Iknow how
popular or physical it would
become.’’
He broke his neck while
serving with the New
Zealand Forces in
Singapore, and was
repatriated to Burwood
Spinal unit.
He continues to visit the
facility weekly to give talks
and demonstrations on
sports for those with
physical disabilities and to
support new patients there.
But Parafed hasn’t been
his only passion.
Mr Humphreys has been a
community board member
‘‘It’snot just emergency
services that are reaping
the benefits.
‘‘We’re getting alot of
feedback from businesses
companies, even couriers,
Maintenance costs crippling bowling club
By DAVID HILL,
Local Democracy Reporter
Anhistoric pavilion may be abandoned
as the Rangiora Bowling Club struggles
with the increasing maintenance costs.
Club president Norman Hewett said
the 112yearold building was unsafe
and the insurance costs alone were
getting beyond the club’s means.
‘‘The short answer is, we don’t want
the building. We want someone to take
it away.’’
The club is based at Good Street, just
north of the town centre.
The pavilion is registered with
Heritage New Zealand and listed in the
Waimakariri District Plan, leaving the
club with few options.
The stairwell was noncompliant and
there was no wheelchair access,
meaning the club was unable to use the
upstairs facilities.
Mr Hewett estimated it could cost up
to $1.5 million to bring it up to code.
‘‘It looks nice from the street, but the
problem is the financial upkeep is way
beyond abowling club,’’ he said.
‘‘And we don’t need it. Even if we
could raise the money to bring it up to
code, we wouldn’t be able to use it and
the insurance costs would escalate.
‘‘We are too old for that sort of thing.
Most of us are well over 70.’’
Mr Hewett said an attached building
behind the pavilion was sufficient for
the club’s needs.
The club, which has amembership of
140, does have reserves, but the club’s
synthetic bowling green needed to be
replaced every 15 years.
The surface was last relaid in 2013,
following awind storm.
Built in 1911, the pavilion served the
Rangiora Bowling, Tennis and Croquet
Club, which originally shared the site.
It cost 945 pounds and was opened on
October 28, 1911.
The three clubs purchased 1.25 acres
on the corner of Blackett and Good
Streets in April 1905, but later parted
company, with tennis and croquet
moving to new sites.
Mr Hewett said the club was working
with the council to source funding for a
feasibility study to consider what
options were available.
He suggested the council could move
the building to another site.
Alternatively, the club could sell the
site and start again.
Waimakariri Mayor Don Gordon said
he had met with the club and wanted to
explore options to support the
members.
But the feasibility study needed to be
completed first, he said.
AHeritage New Zealand Pouhere
Taonga spokesperson said
representatives had visited the
pavilion.
‘‘We expressed our support for the
adaptive reuse of the pavilion building
and supported the club’s intention to
investigate options for the pavilion and
the associated land parcel.’’
Free conservation advice was
available for owners of listed historic
places.
The club may be eligible for funding
Wait continues for Oxford landfill decision
By DAVID HILL,
Local Democracy Reporter
The consenting process for aproposed
Oxford landfill has been delayed
further, with adecision now not
expected before May.
The application from Woodstock
Quarries Ltd to develop alandfill at 513
Trigg Road, View Hill, near Oxford,
which was first submitted in 2021, has
caused widespread community concern.
Independent commissioners
instructed the applicant on December
22 to provide an updated consent
application to ‘‘identify all changes
made’’ since the previous version dated
August 29.
The applicant then has until March 15
to provide further information to
questions from the commissioners,
including providing ‘‘the outcomes of
expert caucusing on engineering
drawings’’.
Woodstock Quarries Ltd submitted
five resource consent applications to
Environment Canterbury, and aland
use consent with the Waimakariri
District Council, to expand an existing
hard rock quarry, and to develop a
landfill for disposal of construction and
demolition waste, contaminated soils
and special wastes.
OxfordOhoka Community Board
chairperson Thomas Robson said the
delays have been ‘‘incredibly
frustrating’’, but he accepted the
process.
‘‘As acommunity board we were very
disappointed by the most recent delay.’’
Woodstock Quarries Ltd director
Darryn Shepherd said his company
began the process five years ago,
conducting investigations and
preparing the application.
‘‘May is only another four months, so it
will fly by and hopefully we will get a
result.
‘‘If we are fortunate and we are
granted aconsent it will do alot of good
for the community.’’
Mr Shepherd said there had been a
range of views expressed by the
community.
‘‘Right at the start we had some nasty,
personal stuff sent through to us, but
everyone has the right to have an
opinion.’’
Around 400 submissions were
received, with opponents questioning
the need for another landfill when the
Kate Valley Landfill had plenty of
capacity and the Burwood Resource
Recovery Park landfill in Christchurch
was closed in 2019 due to alack of use.
Formal hearings, which ended in
September, left residents frustrated as
they felt the process was weighted
heavily in favour of the applicant, which
kept adapting the application.
‘‘Throughout this consenting process
the community has been bombarded by
new information, which has made it
hard for the community to counter,’’ Mr
Robson said at the time.
The community board submitted
against the landfill, raising five main
concerns traffic effects, fire safety,
dust, operational logistics and amenity
effects.
Mr Robson said the use of narrow,
rural roads by 55 tonne trucks would
create dust, congestion and damage to
roads.
Trigg Road was also abusy school bus
route.
It would create access issues for
emergency services, including fire
engines, while Oxford was ahigh wind
zone and vulnerable to dust
contamination.
Mr Shepherd said he understood the
concerns, but he was confident the
landfill would be safe.
‘‘We have always said at the start, we
are not going to do anything that’s
unsafe or will prevent our children
taking over the operation one day.’’
Once the applicant has responded to
the commissioners’ questions,
submitters will have until April 5 to
make comment.
The applicant will have aright of
reply by April 19, before the
commissioners close the hearing, with a
decision expected 15 working days later.
Camping popular in Nth Canty
ByJOHN COSGROVE
Camping in North Canterbury has again
proved popular for locals and visitors
over the holiday season.
Holiday campgrounds and reserves in
North Canterbury reported higher
numbers, mostly coming from local
towns and the city.
The Ashley GorgeHoliday Park 61kms
from Christchurch, had afull house over
both Christmas and New Years.
Manager Leila Derveaux,says everyone
behaved and at the same timethere were
also alot of visitors each day to the nearby
Reserve.
She says the new barbecue facilities
opened recently proved popular with
families and groups.
Leithfield Beach Holiday Park owner
Gail Fenemor says this year the weather
played ball and they too had areally good
season.
‘‘Overall our numberswere well up from
last year,’’ she says.
‘‘It was mostly locals camping out this
holiday season and we also
accommodated alargenumber of bigger
sized family groups.’’
Gailsays groups of families or friends
came together from different locations to
go camping, or were neighbours looking at
camping alongside each other so their
children could play together.
Now the camping grounds are in the
shoulder season, Gail says they will soon
see more international tourists arriving.
At the Greta Valley Camping Ground,
owner Kim Chernishoff says their
numbers were steady but down slightly
from last year.
‘‘The weather was good and we were
busy despite the numbers being down
slightly.’’
Camp Manager and trustee at the
Balmoral Recreation Reserve Camping
Ground near Culverden, Tony Avis, says
Cooling down ... The Ashley Gorge Reserve proved very popular with locals and visitors.
this years latest addition to the camping
site —new toilet facilities —went down a
treat.
‘‘Our new modern long drops were well
received. We had mostly locals camping
out this year and everyone was very well
PHOTO: JOHN COSGROVE
behaved.
‘‘Now we are looking forward to hosting
international visitors and national
travellers.’’
He says the trust has also been planting
trees to improve the site for future guests.
Woodend bypass still apriority
Transport Minister Simeon Brown has
confirmed the Nationalled Coalition
Government is committed to
constructing the Woodend bypass.
Waimakariri MP Matt Doocey made
apreelection promise to the ‘‘patient
community of Woodend, as well as the
large commuting contingent who drive
in and out of Christchurch daily from
around North Canterbury”, that a
National Government would ‘‘build
the Belfast to Pegasus Motorway
including the Woodend bypass, with
construction starting in the first term
of Government’’.
However,there were fearsinthe
community that the bypass project
might be scrapped under the new
Government’s 100day action plan and
the search to find funds for National's
promised tax cuts.
WoodendSefton Community Board
chairperson Shona Powell, alongtime
campaigner for the bypass, is
relieved to learnofthe new
Government's commitment to the
project.
There is an urgent need for abypass,
Shona says.
‘‘The ChristmasNewYear traffic
has been diabolical.
‘‘People can’t get out of side roads,
they can’t get across the street and if
there is afirealarm, firefighters
struggle to get to the station, the traffic
volumes are so high, and much of it is
heavy traffic vehicles.’’
Mr Brown said he was ‘‘ writing the
Government Policy Statement on land
transport, which will focus on
delivering new Roads of National
Significance across the country,
including the Woodend bypass’’.
However,hewas unable to say when
workonthe much awaited Woodend
bypass project might begin, or when
the likely completion date might be.
With uncertainty surrounding those
timeframes, and the likelihood they
will be lengthy, Shona is hoping in the
interim the installation of additional
safety measures, already under
consideration by the NZ Transport
Agency/Waka Kotahi such as installing
anorighthand turn at the end of the
RangioraWoodend Road, installing a
roundabout at the State Highway One
and Woodend Beach Road
intersection, and investigating the
feasibility of an underground walkway
at or near the roundabout at the
Pegasus/Ravenswood intersection,
can be approved as soon as possible
for the heavily congested and
dangerous Woodend section of State
Highway One.
The NZTA/Waka Kotahi Agency was
asked to comment on whether these
additional safety measures will be
given an urgent priority to make the
Woodend section of State Highway
One safer while the community waits
for abypass, but declined.
OPINION
North Canterbury News, January 18, 2024
Scientistentersdebate on global warming
DudleyFranklin, aretired Forestry scientist from Rangiora, saysitwould be areal shame if mankind concentrated on reducing carbon in the
atmosphere and neglected to reduce the real culprit —water vapour.
There has been much mention recently
in the various media about the need to
decarbonise the atmospheretohalt
global warming.
This will not achieve much on its own
if huge amountsofwater vapour are
continuallybeing added.
Water Forbore is the major
greenhouse gas in the atmosphere,
both because of its concentration — it
normally forms between 0.5 percent,
and 2% of the lower atmosphere—and
becauseofits ability to absorbmost of
the heat content of infrared radiation.
Some 30% of the sun’s heat reaching
the Earth is reflectedbackinto Space
by clouds, snow, ice and other shiny
surfaces.
The remaining 70% is absorbed and
heats the Earth’s surface.
Some of this heat is radiated backout
towards Space as infrared radiation.
Greenhouse gases are capable of
absorbing some of this heat and reradiating
about half of it back to Earth.
Columbia University has calculated
if there were no greenhouse gases
present in the atmosphere, theaverage
temperature of the Earth would be
about minus 15°C, instead of the
present average of plus 15°C.
The concentration of water vapour in
the atmosphere can vary considerably
in both time and space, but except in
the driest and coldest locations, its size
is normally at least an order of
magnitude greater than that of carbon
dioxide.
Although it has arelatively short life,
vapour is continuously maintained at a
high level by evaporation from water
surfaces, by transpiration of vegetation
and by burning of organic matter.
The lower atmosphere, where most
warming occurs, is seldomclose to
saturation with vapour.
But as air rises to the upper
atmosphere, it cools untileventually
the vapour reaches its dewpoint, and
condenses as cloud droplets.
Clouds reflect the sun’s heat from the
upper surfaces, but they also trap some
of the infrared heat arising from the
ground beneath them.
The net effect of clouds on global
warming is uncertain, andthe subject
of much scientific debate.
Carbon dioxide is the next most
importantgreenhouse gas,but because
of its low concentration in the
atmosphere (less than 0.05 %), and the
fact that it can absorb less than 10% of
the heat of infrared radiation, it is of
relatively minor importance.
Other greenhouse gases such as
methane and nitrous oxide, are at such
alow concentration in the atmosphere
(a few parts per million), that their
input to global warming is negligible.
About 200 years ago, mankind started
mining coal in abig way andburning it
to produce energy andwarmth.
Burningthe coal converted it to
carbon dioxide, and although Earth
has various ways of recycling carbon
dioxide, this influx was just too much
for these outlets to handle.
As aresult the atmospheric
concentration gradually increased to
the present day.
Thisincrease resultedinminimal
warming at first, but in the mid 20th
century, mankindstarted extracting oil
and gas in large and increasing
amounts.
Burning these fossil hydrocarbons
converted them into roughly equal
amounts of both water vapour and
carbon dioxide.
At the same time, thousands of cubic
metres of freshwater was diverted for
irrigation of crops, which transpired it
as billions of tonnes of water vapour
annually, as they grew.
The influx of extra water vapour into
the atmosphere from both sources has
greatly increased its warming ability,
and today we find that nine of the last
10 years, have been the warmest on
record.
As it condensed, this extra water
vapour has probably increased the
incidence of cloudbursts around the
globe, resulting in local floods and
land erosion.
It would be agreat pity if mankind
concentrated on reducing carbon in
the atmosphere and neglected to
reduce the real culprit, water vapour
This can only be done on an effective
scale by greatly reducing the burning
of fossil hydrocarbons.
The worst option is to promote
hydrogen as an alternative fuel, as this
will only add to the problem by adding
more water vapour when it is burnt.
Whiterock landfill proposal
By DAVID HILL
Local Democracy Reporter
Aproposal to establish alandfill
near Rangiora has met with
mixed reaction from residents.
Protranz Earthmoving Ltd has
completed aleaflet drop to
neighbours of the Whiterock
lime quarry at 150 and 174
Quarry Road, Loburn, outlining
its proposal to restore the
quarry to near its previous
landform by filling it with
managed fill.
The company said it was
seeking feedback from residents
before lodging resource consent
applications with Environment
Canterbury and the
Waimakariri District Council.
Residents have taken to social
media to express their
concerns.
Some have already compared
it to aproposed landfill at View
Hill, near Oxford, which has
generated widespread
community opposition.
Schoolcell use
By DAVIDHILL,
Local Democracy Reporter
Schools already have the
ability to ban cellphones, a
North Canterbury principal
says.
Rangiora High School
principal Bruce Kearney
says existing legislation
gives schools the ability to
develop policies
appropriate to the school
environment.
The National Party
campaignedonbanning
cellphones in schools
during last year’s general
election, but Mr Bruce
Kearney said prohibition
rarely works.
‘‘We all agree cellphones
can have anegative impact
on learning, but they can
also be used positively in
the classroom.’’
Rangiora High School
allowed students to use
their phones during break
times, but phones were
normally put away in school
bags during class time.
But teachers sometimes
allowed students to use
their phones for classroom
activities, such as Kahoot!
quizzes.
Mr Kearney said the focus
was on educating young
people around good
cellphone etiquette and
developingsocial skills.
He said cellphones were
common place in the world
and young people would
likely be using them every
day when they entered the
workforce.
While cellphones could be
used for harm including
online bullying, some
students also used phones
as ‘‘a safety blanket’’.
‘‘If we have to ban
cellphones, we will ban
them, but is that the right
response?,’’ he said.
‘‘We will have year 9s
coming to school next year
who have never lived in an
environment where they
have never had a
cellphone.’’
While there were
concerns about the amount
of screen time, Kaikōura
High School board of
trustees presiding member
John Wyatt said technology
‘‘opened up the world’’ for
students, particularly those
who lived in rural areas.
‘‘If these young people can
read, then there is no end to
the amount of research they
can do online andsubjects
they can open up on an iPad
or cellphone.’’
He said it was better to
allow schools to develop
their own policies around
cellphone usage, rather
than an outright ban.
Grape skins composted
Pegasus Bay winery’s Paul
Donaldson talks about
sustainable viticulture with the
ease of someone who lives what
he speaks.
With adegree in zoology and
marine biology, and raised on
the family winery, it’s aconcept
that sits as close as the grape
skinswhich the vineyard
returns to the earth as compost.
‘‘With viticulture, the
mindset is already there to look
after the land.
‘‘Youcan’t trash your area
and keep the vines healthy.’’
An example, he gives, is
deficit irrigation.
As with people, abit of
adversity can bring outthe best
in grapes.
Overwatering notonly causes
disease, but impacts the taste of
the grapes.
Pegasus Bay also adopts the
practiceofplanting cover crops
under the grapevines.
This increases biomass in the
soil and suppresses weeds,
allowing the vineyard to avoid
using pesticides.
As general manager of the
winery, where he works
alongside his three brothers
and his parents, who planted
the vineyard, Paul has helped
to install an awareness of the
need to protect not just his
patch, but the planet.
Hurunui Council’s waste and
compliance support officer
Nicole Hurinui is impressed
with the methods the winery
has implemented to reduce its
impact on theenvironment as
much as possible.
‘‘It's awonderful example of
Sustainability... Pegasus Bay General Manager Paul Donaldson with the
cardboard boxes that are reused and repurposed in other forms of
packaging.
PHOTO: SUPPLIED
how you can, as abusiness,
incorporate daily habits that
notonly bring cost savings but
also reduce the amount going to
landfill,’’ she says.
Signs in the staff area remind
everyone to separate out
recycling from waste, and
provide an education on how to
keep recycling clean.
Just as one bad grape can
spoil abottle, it takes one dirty
item going into recycling to
spoil the whole.
It’s away of life that has been
with the winery from the start.
‘‘It’s incredibly rewarding
working alongside our
businesses who are
incorporating such great
environmental practices in
their businesses and are happy
for these to be shared with our
other businesses,’’ Nicole says.
Rate rise on the cards
By DAVID HILL,
Local Democracy Reporter
Waimakaririresidents look set to face
arates hike this year.
Escalating costs, high inflation and
interest rates are proving to be a
headache, as Waimakariri District
Council chief executive Jeff Millward
looks to keep the rates rise below 10
percent.
‘‘In the last three years we’ve
managed to keep our rates rises less
than the Consumer Price Index
(inflation), so we’retrying to do our
best to find savings to make it
affordable for ratepayers.
‘‘We don’t want to call it affordable,
because any increase for some people
is pretty difficult, but it will be a
responsible budget.
‘‘The councillorshave told me what
they want, so we’ve been looking at
what levers we can use to keep the
rates down.’’
The council’s operating expenditure
has increased by 25% to 30% over the
last 12 months, while the bill from
Audit New Zealand was set to rise by
78%.
But it was not all doom and gloom,
with economists predicting inflation
to drop from 5.6% to 3.4% later this
year, before dropping further in 2026,
‘‘and the interest rates should follow’’,
Mr Millward said.
Inflation has dropped from apeak of
7.3% in the June quarter 2022,
according to Stats NZ.
Lower interest rates would ease the
burden on ratepayers, as the council
continues to pay off its earthquake and
Mainpower Stadium loans.
While there were not expected to be
any new projects introduced this year,
the council was set to continue
working on its big drainage projects in
Rangiora.
Anew Pegasus community centre
was signalled in the 2021/31 Long Term
Plan with a$4.7 million price tag.
The council announced in December
it had reached an agreement with the
developer, Templeton Group, to buy a
site on Main Street, Pegasus, to build a
400 square metre facility.
The Pegasus Residents’ Association
has been managing atemporary
community centre in aleased building
in Tahuna Street since 2017.
The lease is due to expire in June
next year.
The council was lobbying Waka
Kotahi New Zealand Transport Agency
to help fund the replacement of Skew
Bridge, west Kaiapoi, and to construct
an eastern Rangiora link road, as it
looked to manage population growth.
The Waimakariri district was
continuing to grow at 1.2% to 2% ayear,
with the population having passed
70,000.
Mr Millward said staff predictions
indicated 750 consents would be
issued for new houses this year and
4950 over the next 10 years, based on
Stats NZ’s high growth scenario.
Kaikōura is aiming for a
single digit rate increase
By DAVID HILL
Local Democracy Reporter
Kaikōura Mayor Craig Mackle is
hoping to deliver a‘‘single digit’’ rates
rise this year.
Councils around the country have
been warning of rates rises of more
than 10 percent and some like
Hamilton are looking at 25% asthey
face rising costs.
Mr Mackle said he was optimistic his
council could produce another ‘‘no
thrills’’ budget which will not burden
ratepayers too much.
The Kaikōura District Council
boasted one of the lowest rates rises in
the country last year of 4.99%, but it is
not expected to be as low this year.
‘‘I think everybody likes to look for a
single digit, as long as you’re not
sacrificing anything,’’ Mr Mackle said.
‘‘We’re not looking at any big
projects which weren’t in the last Long
Term Plan, but inflation, labour costs
and construction costs are the big
factors.’’
Councillors held workshops with
council staff late last year, with the
2024/34 Long Term Plan set to begin to
take shape over the coming months.
Roads and footpath maintenance
will again feature highly, while the
council is hoping to begin its
redevelopment of the Wakatu Quay
site.
The council received a$9.8 million
grant from the Provincial Growth Fund
in 2019 to revitalise the Wakatu Quay
site as acommercial centre.
After extensive consultation and
efforts to find alead developer to
partner the project, the council
decided in September to lead the
project.
Amixed use development is planned
and is likely to have aseafood theme,
with amix of hospitality, local artists,
fishing and tourism businesses.
Mr Mackle said the Link Pathway
project, awaterfront pathway from the
town centre to the Point Kean seal
colony, has made slower progress than
expected.
However, the council hoped to
complete the project this year.
The pathway was made possible due
to a$1.9 million grant from the
Tourism Infrastructure Fund.
The council is close to completing
the infrastructure for the western
development project, building acycle
way, drainage works and road
upgrades to support the proposed
Vicarage Views subdivision.
‘‘I went up there with the bike the
other day to test it out. It is nice to ride
on,’’ Mr Mackle said.
The work was stage one of aproject
funded from a$7.8 million grant from
Kainga Ora’s Infrastructure
Acceleration Fund, announced in July
2022.
The 83 home Vicarage Views
subdivision is on the former North
Canterbury Transport Infrastructure
Recovery Alliance (NCTIR) village
site, off Ludstone Road.
It will provide much needed elderly
housing units and homes to meet the
growing demand in the town.
Local employers, including the
council, have struggled to recruit staff,
due in part to alack of available,
affordable housing, including rental
properties.
MUSCLE CAR MADNESS
North Canterbury News, January 18, 2024
Muscle cars to set town abuzz
Excitement is building as the South
Island's largest automotive frenzy is
about to happen.
Spokesman Craig Stare says the
Trillo Metals 34th Muscle Car Madness
event is ahuge family event just days
before school resumes.
‘‘So, if you are apetrolhead of any
age, this is the place to go, smack in the
middle of the South Island at the A&P
showgrounds in the beautiful country
town of Rangiora, just 27 kilometres
from Christchurch,’’ Craig says.
The show will take place on the
weekend of January 27, and 28 from
9am to 4pm, while in the leadup week
will see the town buzzing with the
sound of welltuned V8 engines and
the sight of glistening paint and
chrome from 6pm on Wednesday night.
Among the entries are 11 cars from
Kaitaia, 26 cars from the Toy Shed in
Rotorua, acontingent from Rocket
Speed Equipment in Hamilton, and
even acouple of cars from Bluff.
The Saturday is always the bigger
day, weather dependent of course,
Craig says, and regularly has 1500 carsplus
on display,with Sunday having
800 to 900 cars.
‘‘Don't come late on Sunday as some
outoftowners get away early.’’
This year's drawcards are Trevor
Halstead's bullet nose radical custom
Studebaker, which Craig says has every
panel changed from the original and is
acontender to take out some of the
awards.
‘‘It is currently the top custom in New
Zealand. Trevor does all the work
himself in amodest shed in the
Waikato and has afleet of ownerbuilt
Studebakers.’’
The other drawcard is the top hot rod
in the country belonging to Greg
Haliday.
‘‘His 1941 Willys coupe is world class.
‘‘It took eight years to build by
Rocket Speed Equipment. It was
shipped to California to be upholstered
by the famous Gabe, and went on to
enter the very exclusive Detroit
Autorama where it won its class.’’
This is the first public showing of the
car and its only South Island
appearance.
The 800plus horsepower coupe is
fully certified and street legal.
Craig says manyclubs use the event
to promote their business, and display
cars they have built, and to show
potential customers what can be done.
Other group displays are from car
clubs such as Falcon,Holden, VW
classic and Hot Rod, with many
running membership drives during the
show.
In addition, ahuge van display
around an American diner backdrop
includes vans from all over New
Zealand.
Specialised car insurance
companies are on site such as Classic
Cover insurance to give exhibitors a
quote on insuringthat piece of
precious metal.
‘‘Also on site to give your car that
finishingtouch are some of the
country’s top pinstripers in action,
freehand striping your entire car or
even children's pedal cars.’’
OxfordWheels with Wings is returning
for the third time in 2024 and
organisersbelieve it will be as big, if
not bigger than past years.
Event organiser Dave McPherson,
from the Oxfordand Districts Lions,
along last year.
‘‘We think therewere over 450
vintage, veteran, classic and modern
cars, trucks, tractors and motorcycles
who attended plus 14 recreational
aircraft from the Canterbury
Located at Mr McPherson’s property
It will also be the finish of the Oxford
scooter tour, amini version of the
famous Christchurch to Hokitika
scooter fundraiser which will start at
the Rangiora Racecourse and go
through Loburn and Ashley Gorge
beforefinishing on site.
Mr McPherson says improvements
this year include, asmoother runway
and an extra field on the terrace for
parking, allowing for better traffic
management.
‘‘We have had wonderful community
support over the years and it has
helped us make the Oxford Wheels
with Wings afun filled, relaxing family
day out.
‘‘There will be lots of attractions,
classic and custom cars, and planes to
look at along with plenty of shade, as
we expect the weather to again be
bright and sunny as it was last year.’’
He says that although events like
this are very weather dependent, the
long range forecast is good for the day
so organisers are hoping for agood
turn out of both cars, planes and
people.
The scooter run participants will
arrive on site around midday and and
park in the car park, to allow people to
look them over as they raise money for
Parkinson’s and Multiple Sclerosis
Canterbury.
Funds raised at the Oxford Wheels
community projects organised by the
club and to the Oxford Community
The summer holidays are not over,
we still have plenty of summer left.
With long hot days we need to
reduce the risk of driver fatigue. The
effects of fatigue are similar to the
effects of alcohol.
If you stay awake for long periods
you’ll behave like you have consumed
alcohol. After 24 hours you’re as
dangerous on the road as someone
who is twice the legal blood alcohol
limit.
To avoid fatigue –plan your sleep
times, share the driving, stay well
hydrated, eat plenty of snacks and
take food with you if out of range.
Stop for ashort nap wherever
possible in asafe area.
BACK TO SCHOOL
North Canterbury News, January 18, 2024
Primarysport coachesback in term one
NCSports (North CanterburySport &
Recreation Trust) is expecting 2024 to be
another busy year for its community
programmes.
While many of these programmes are
based around Primary Schools sports
activities, in the last year NC Sports has
introduced some new initiatives to
further extend its wide support for sport
and recreational activities, along with
general health and wellbeing, across the
community.
The MainPower Primary School
Sports Coaching teams will be back in
schools early in term one, continuing to
provide fundamental sports skills for
children from year 0 to 8.
Three teams of two coaches visit
schools on afortnightly basis, and by
working in pairs the coaches are better
able to ensure every child is engaged
and involved regardless of their
abilities.
The MainPower Waiswim Primary
School Swimming programme is fully
booked again for 2024, helping to teach
basic water safety, swimming and
survival skills to over 5000 children from
across Waimakariri, Hurunui and
Kaikoura districts.
Children from Years 06years get 10,
heavily subsidised lessons, covering all
aspects of swimmingskills and safety
while Year 78students get two
swimming lessons focused on water
safety and survival skills.
NC Sports also administersthe Cycle
Sense Bike Safety Programme on behalf
of the Waimakariri District Council.
This programme is alsofully booked
for 2024, with Year 6students from 22
schools across the districtinvolved.
Cycle Sense instructors conductbike
handling skills sessions in school
grounds before taking groups of
childrenout on to the streets to teach
them road safety skills.
A new successful initiative for NC
Sports in 2023 was the introduction of a
Community Coach Developer.
In this role Fraser Gauld worked with
coaches of all levels of experience,
across avariety of sporting codes, to
help them develop planning and
management skills to ensure they
provide apositive and rewarding
experience for everyplayer in their
team.
Clubs involved have now seen the
benefits of this programme,soFraser is
expecting afull roster of coaches for the
2024 season.
ReActivateNorth Canterbury is
another new NC Sports initiative from
2023 that is expected to grow further this
year.
Thisfree sixweekprogramme is
designed to help people struggling with
basic health, wellbeing and mobility
issues to take positive steps to improve
through gentle exercise,advice and
motivation.
Led by experiencedlifestyle advisor
Mischa Skelley, this programme started
out with oneonone consultation, and
exercise sessions but has since grown in
popularity so they now get together for
weekly group sessions incorporating
both education and exercise.
People are able to accessthe Re
Activate North Canterbury programme
though their health provider.
NC Sports also hosts the local chapter
of the Blue Brothers programme to
support the health and wellbeing of
men living with cancer.
Based at MainPowerStadium and
Stadium Fitness Centre this group has
grown in membership as word has
gotten out, to the point where as many as
20 men are gathering weekly for an
exercise session followed by asocial
coffee and scone in the café.
School transition tips
Heading off to high school for the first
time is an exciting and challenging
time for children.
It means leaving the familiarity of
primary school and adjusting to an
entirely new environment, location,
peers, routine and transport systems.
One parent spoken to described her
sons first month at high school as abig
adjustment.
‘‘Some adjust easier than others and
this all comes down to how their
primary school teachers have prepared
them for high school.’’
She says there is abigger emphasis
on what the school expects from its
students during their time there, and
this includes moving towards ahigher
workload and personal development.
This can be achallenging transition
for any student, and being prepared
can help reduce worries arising and
smooth the path for this and future new
experiences.
The team at the Community
Wellbeing North Canterbury Trust
have offered some tips for students
(and parents) to help prepare them for
the start of school term.
Students should be encouraged to:
Visit the school grounds during
school holidays, do adriveby, and
familiarise themselves with school
ground, rooms and facilities.
Download amap of the school
grounds to help you find your way.
Go to the school bus stop and drop off
point if you are catching the bus. Be
sure of what times the bus leaves and
it’s number plus alternatives if you
miss it. Look at the school route if
walking and discover the time needed
to walk to school to figure out when to
leave home.
Find abus buddy if catching the bus
or arrange with afriend to meet them at
stop or sit next to them.
Familiarise themselves with their
daily timetable, have it somewhere
easily accessible and parents should
always have acopy on hand. Check out
the school website for staff and school
policies, important calendar and term
dates etc.
Prepare your lunch, books,
stationary, bag etc the night before.
Figure out what time to set your alarm
and get into the habit of recharging
your phone more often. Allow extra
time for the morning routine to reduce
the stress of rushing prior to leaving.
Try on your new uniform afew days
before to check its fit.
Implement sleep routine for the
week before to help you prepare for
earlier starts. Maintain aregular sleep
routine as you may be more tired than
normal with these changes, which is
why school allocate camps in the first
few weeks to help facilitate early
morningrising.
Parents
Parents should join any school apps
to keep up to date with communication
and notices.
Be available at home for the first day
or week if possible, so you can be there
to support your child and give them a
positive send off.
Let them know you look forward to
seeing them after school and you are
proud of them.
You may have alot of questions and
be eager to find out about their day.
Give them space to relax when they get
home, they may need some time to
process it all first.
Provide opportunities for them to
talk and offload. Change can be a
worry, as new situations can create
challenges. Rather than jumping to
solutions, listen nonjudgementally,
empathise and support them to
problem solve.
If they experience worries, connect
them with the school guidance team.
Celebrate their success –ridingthe
bus to school for first time, first day etc.
Back-to-school costs
The biggest costs parents face each school
year are uniform updates and stationary
purchases, including devices.
One parent whose child is starting at
Kaiapoi High School this year, says they
are looking to spend over $600 just to outfit
and equip their child for their new school.
‘‘It’s awhole new uniform and it is acost
Ihave to bear. Iknew it was coming so I
saved for it last year.’’
Other than the uniform costs he will also
have to purchase agraphicsbased
scientific computer,aset ofheadphones,
pens and pencils and some school
workbooks.
‘‘At his last high school, he did all his
work on his device, so this year will be abit
different,’’ he says.
Another parent interviewed said their
teenageson's recent growth spurt means
they have to replace much of their
RangioraHigh School uniform this year.
‘‘It’s agood school that’s well suited for
him. Iwanted him to go to alocal school so
that he would have time for
extracurricular sporting activities.
‘‘But he has grown so much Inow have to
replace his uniform, which Ihave
budgeted for.’’
She will be looking closely online at the
dedicated streams on used school uniform
sales, visiting the school’s Parent Teacher
Association’s organised used clothing
sales, and also buying items from the
Uniform Shop in Rangiora.
‘‘I advise parents to look at these sites
because they are the best places to get
affordable uniforms from, especially the
more expensive kilts and blazers.’’
She says last year she had along list of
stationaryitems the school said she
needed to purchase at the start of the year.
‘‘However agreat majority of these
stationarysupplies are still unused.
‘‘This was because amajority of the work
he did was done on his device, or using
worksheets supplied by teachers.
‘‘I know he did okay in class, so most of
the items will be recycled again for this
year.’’
She says her son is very active in
extracurricular activities and these cost
extra.
‘‘I have to budget for them and it’s tricky
with the school as we often don’t know
their cost until we are invoiced for them,
which can make it hard financially at
times.’’
While local high school education fees
are covered by the state, sending your
child to aprivate integrated school in the
city can be ahuge financialundertaking
for some parents.
One parent interviewed says they
wanted their child to do well in asmaller
high school, so they have taken on nearly
$4500 in yearly costs to attend Marian
College.
This is without adding in the uniform
and stationary costs which are another
$1500.
‘‘My daughter does well in smaller
schools, so we wanted to give her the best
chance in life we can.
‘‘ I’ve had to look at every thing Ispend
money on, including food and petrol. I’m
watching every penny but Ibelieve it is the
best thing Ican do as aparent for her.’’
Anticipation ... Oxford Area School principal Mike Hart can not wait to move into the new
Takurua building in term one.
PHOTO: DAVID HILL
Finishing line close
for school builds
By DAVID HILL,
Local Democracy Reporter
Anticipation is building for four North
Canterbury schools with major building
projects under way.
Oxford Area School, Amuri Area
School, Woodend School and Te Kura o
Tuahiwi are all in the midst of Ministry
of Education building projects, which
are at various stages of planning and
development.
Ministry of Education infrastructure
and digital Hautū (leader) Scott Evans
said stage one of Oxford Area School’s
muchanticipated $10 million
redevelopment was almost complete.
The new administration and learning
block will be ready for the start of term
one, offering six teaching spaces, anew
school library space, canteen, and
administration spaces, with landscaping
and accessible parking spaces outside.
It will offer modern teaching spaces
for sciences, food technology and
general teaching.
The school’s old science and
technology block will be demolished in
term one.
Asecond building has been designed
for music, art and other technology
classes and the school is waiting for a
date for this build.
These two buildings will give the
school capacity to grow from 500 to 600
students, with new classrooms planned
as the year 1to13school continues to
grow.
Long awaited roll growth and
redevelopment projects at Amuri Area
School and Te Kura oTuahiwi are in the
design stages, Mr Evans said.
Woodend School is bulging at the
seams under the weight of the rapid
growth at Ravenswood and other subdivisions.
Mr Evans said the ministry was
refurbishing two old classrooms as a
shortterm measure, with the school roll
expected to pass 500 for the first time
next year.
‘‘It will give atemporary increase in
teaching spaces until permanent
teaching spaces, which are currently in
the early stages of planning, are
completed.’’
Kaiapoi Borough School recently
opened two new classrooms for roll
growth.
Tuahiwi, Woodend and Kaiapoi are all
in the Kaiapoi High School zone, but Mr
Evans said no major projects ‘‘are
currently planned’’ for the school.
Kaiapoi High School was rebuilt in
2017 with acapacity of 1100 pupils and
there is plenty of space on the site for
further expansion.
Principal Jason Reid said the school
was predicted to begin the new year with
1050 students, which represented rapid
growth considering the school roll was
around 500 in 2012.
Focus on maths
Pegasus Bay School is reaping the
benefits from its extra focus on
maths.
The year 1to8school began a
trial of an innovative model for
teaching numeracy, Maths No
Problem,two years ago and
principal Jared Kelly is pleased
with the results.
‘‘It was aprogramme which
aligned with us.
There are other programmes,
but this one really hit the mark in
terms of the teaching and learning
and how we want to do maths.
‘‘The teachers have brought into
it and there have been good
opportunities for professional
development.’’
New Zealand’s declining
numeracy standards have been
the subject of debate among
educators and politicians alike in
recent years.
The New Zealand maths rating
is 494 on mathematics
performance (PISA 2018), just
above the average of 489 among
the OECD nations.
But countries like Japan,South
Korea, Singapore and Hong Kong
have ratings well above 500.
Maths NoProblem! is similar to
the Singapore model, and is based
around students getting abroad
and indepth understanding of
maths by masteringconcepts, Mr
Kelly says.
‘‘We have done our two years
and we have completed our
review and decided to continue
with it.
‘‘We arereally happy with the
results, particularly through our
junior school, which flows into the
senior school.
‘‘It has had amassive impact
Jared Kelly
through our school.’’
Concepts are taught in ‘‘microsystems’’,
so they get agood
understanding of how to explore
maths problems and how to solve
them, Mr Kelly said.
Students work with ‘‘maths
buddies’’ and complete
journalingasthey go to reflect on
theirlearning, ‘‘so it is areally
thorough process’’.
Mr Kelly said two other schools
in the Kātote Kāhui Ako (Kaiapoi
community of learning) have
since joined the programme,
while Kaiapoi High School uses it
for its remedial maths programme
for year 9and 10 students.
‘‘There is still some ability to
put your own flavour on it, but the
teaching is consistent.
‘‘The programme is prescribed
so they don’t need to plan for the
lessons, which is really good for
those less confident teaching
maths.’’
Parent support
While your child has awhole raft of services they can
turn to for advice and guidance, if they are anxious
or concerned at school, what about the parents?
Community Wellbeing North Canterbury Trust
provides help for parents and caregivers of
secondary school and tertiary aged students in North
Canterbury through its free parent dropin service.
With the parenting programmes supported by
MainPower, the trust’s counsellors can offer free
advice and support around wellbeing and mental
health for parents of young people aged from 13 to 24.
Antoinette Lewis, clinical team leader at
Wellbeing NC, says parents seek help for awide
variety of issues.
‘‘This often includes concerns about sleep, eating,
self harm, anxiety and low moods, gaming, alcohol
and drug use, grief, loss and change issues.
‘‘We are there to support them, to provide
information on how to navigate mental health
services or how to access further support services
like parentline or parenting place,’’ she says.
Many parents struggling with teenage children
issues want to have aconversation with acouncillor,
who may be able to help with their situation.
‘‘In many cases they want to improve their
relationship with their teenager butdon’t know how
or who to turn to. That’s where we come in with our
free parent dropin service.’’
To book an appointment call Community
Wellbeing on 03 310 6375 and appointments can take
place in person or via avideo call.
Other Resources include parentline (0800 568 856)
and parentingplace.nz/.
Rangiora High School principal Bruce Kearney
says they know many young people starting school
experience high levels of anxiety.
‘‘We are also very aware of issues around
wellbeing and the impact of transitioning on young
(and older) people.’’
‘‘Yet Idobelieve that the resilience found in many
of our young people is remarkable. We are aware
that any time astudent transitions from one stage in
life to the next, such as schooling, there is
excitement and there are anxieties.’’
He says for parents, acoffee and cake evening with
the principal allows parents to ask aboutthe
concerns and interests they have when their
children are preparing to enter high school.
Tēnā koe iroto ingā āhuatanga otewā
Our vision is to empower young parents by providing secondary school qualifications in an inclusive and caring environment. Students
work towards NCEA Levels 1,2,&3. They are further supported through arange of parenting, life skills, careers advice, budgeting and
healthy relationships programmes.
If you are aged under 21 years and either hapū oralready have achild we would love tomeet with you to discuss your aspirations.
Connecting with nature ... Neve Dunnett (11) and Isla Wilson (8) enjoy planting at the
school.
Pupils enjoy nature
By DAVID HILL,
Local Democracy Reporter
Kaikōura children are reconnecting with
nature.
Students at Kaikōura Suburban School
have been planting trees and gardens
around the school and have partnered
with Environment Canterbury to support
planting on local farms.
Principal Delwyn Riding decided to
make afew changes when she joined the
56pupil school last year.
Her previous school, Moturoa School
in New Plymouth, was an Enviroschool,
so when students approached her about
improving the school’s environment she
was happy to support it.
‘‘I saw the richness in learning for the
students and the opportunities,’’ Ms
Riding said.
‘‘There are anumber of levels, so it
might take five years to officially become
an Enviroschool, but it is all about the
journey.’’
The school launched its Enviroschools
programme in September with a
community planting day.
It was attended by 300 people including
parents, whānau, council staff, and
Kaikōura mayor Craig Mackle.
‘‘Our focus is on sustainability and
regeneration.
‘‘This whole area used to be covered in
forest, so we are hoping to create apocket
forest,’’ she said.
‘‘We are aschool where you get your
hands dirty and the kids are climbing
trees, and they are just having fun.’’
Students have been planting trees,
plants, and fruit and vegetables including
peas, strawberries, blackberries, beans,
carrots and daffodils.
The school is also considering solar
power options, worm farms and raising
chickens and bobby calves.
Classes have also joined with
Environment Canterbury land
management and biodiversity advisor
Peter Bradshaw on planting days on
neighbouring farms.
Children can be found climbing trees,
using swings hanging from branches
trees, and making daisy chains.
‘‘It is just cool to have school that is
more with nature, rather than being like
aplastic school,’’ Neve Dunnett (11) said.
‘‘We’re allowed to climb any trees as
long as we can get up and it is not three
times our height.’’
Board of Trustees chairperson Sarah
Chann said it was an exciting project for
the students to be involved in.
‘‘I think it is so fantastic for the
children to have aconnection with the
environment, as it helps them to
understand their place.
‘‘Getting them involved with things like
planting trees helps them to understand
the importance of looking after their
environment because it is getting them to
think about the future.’’
Isla Wilson (8) said she was looking
forward to returning to the school when
she is older to see how much the garden
has progressed and the fully grown trees.
‘‘Children can come back when they
are adults and bring their children and
say ‘look, Iplanted that’.’’
Kaikōura Suburban School is the first
school in the district to apply for
Enviroschool status.
Ms Riding said the initiative was being
supported by the Kaikōura District
Council, Environment Canterbury, Te
Rūnanga oKaikōura, Kaikōura Lions,
the Kaikōura Wildlife Trust and Trees
for Canterbury.
Service to industries honoured
By JOHN COSGROVE
John Brakenridge’s Companion of the
New Zealand Order of Merit came as a
bit of ashock to his wife Sarah and
family.
On the morning of New Year's Eve,
Mr Brakenridge of Ohoka was out
enjoying an early morning swim in
Lake Tekapo when his phone started
buzzing.
Sarah answered her husband's
phone, and was initially confused as
friends, colleagues and relatives
started to congratulate John on being
awarded aCNZM for his services to the
New Zealand food and fibre sectors,
and the merino industry.
‘‘I hadn’t told her Ihad been
nominated,’’ Mr Brakenridge says.
‘‘She was emotional and very
excited, for me and all others that
When the first email from the
Governor General's office came in late
September last year, advising him of
his nomination, the couple were
overseas in Boston visiting one of their
three sons, who was studying at Boston
College on exchange.
But he couldn’t tell anyone about it.
‘‘Something like this comes about
through the dedication and work of
many people, so first up Iwanted to
share and acknowledge them all my
friends, family, work colleagues, brand
partners, growers /farmers and people
from Te Hono,’’ he says.
‘‘But then you’ve been asked to keep
the award confidential, so you get some
time to think about what this may mean
for others’’
When it was announced in the New
Year’s Honours list, Mr Brakenridge
says it was agreat moment, especially
for his 95yearold mother.
‘‘For me, this is so much about my
parents and family, who are your
cheerleaders. They all encourage you
from an early age.’’
He also enjoyed the timing of the
announcement as he had some special
Italian friends (previous clients)
coming to stay with him on the day of
the announcement.
‘‘Italiansknow how to celebrate.’’
Mr John Brakenridge has been
recognised as the driving force behind
the transformation of the New Zealand
merino industry and uniting leaders of
New Zealand’s food and fibre sectors,
iwi and government agencies.
Mr Brakenridge was the cofounder
and chief executive of The New
Zealand Merino Company (NZM) and
its predecessor organisations since
1995, bringing more than $500 million
in additional value to farmers and
brand partners.
He founded Te Hono in 2012, uniting
leaders from New Zealand’s food and
fibre companies, iwi, and government
agencies and establishing a
collaborative partnership with
Stanford University.
Mr Brakenridge had recently left
NZM after 27 years at the helm and was
on aglobal ‘curiosity quest.’
‘‘It is to look at ways to tap into the
likes of Stanford University and global
networks from astrategic perspective
largely for NZ food and fibre
industries, to see what opportunities
or threats there are for our sector.’’
He has established the Brakenridge
Impact Group aiming to work with
customised teams for strategic
business challenges.
‘‘Receiving this award is wonderful.
‘‘The food and fibre sector is such an
important part of our country, but it
comes with agreat sense of
responsibility to help New Zealand be
more commercial.’’
Aloneinthe ocean waiting for the waves
Alone in the ocean on asurf board, all
you are thinking about is where’s the
next wave coming from, and am Iokay.
This temporary separation from all of
life’s other worries is the perfect
catalyst for change and improvement of
mental health, say exponents of the
national Surfing for Farming
programme.
Heidi and Nukuroa TirikateneNash,
of Gore Bay Surf Coaching NZ, are
veteran surfers, running their small
business for more than 25 years at Gore
Bay.
Postearthquake, they started working
with mental health agencies to help
improve the lot of people stressed about
their circumstances.
‘‘We started to hold coaching courses
for people suffering from high levels of
stress and anxiety, they were soon very
popular,’’ says Heidi.
‘‘Then four years ago we were
introduced to those involved in the
Surfing for Farming programme up in
Gisborne and things clicked. We soon
started offering Wednesday evening
sessions at Gore Bay for farmersfrom all
around the North Canterburydistrict.’’
This summer the couple havebeen
busy at each of the two sessions they
have held so far. Over 35 participants
have turned up at both sessions to learn
how to surf, learn about water safety or
just experience the ocean.
‘‘Since we started the programme
here we are now seeing
intergenerational farming families
coming down to try their hand at surfing.
‘‘One young daughter convincedher
father it would be good for him to go for
asurf to try to help him and he has
proved very adept at it,’’ saysHeidi.
‘‘The younger farmers areabit gung
ho,but the older ones come to learn
something completely differentthat’s
disconnected from the realitiesoftheir
daily lives.’’
Nukuroa says surfingisgreat for
mental health and wellbeing.
‘‘Your are out there on your own,
operating in an environment where you
arenot totally in control of everything
around you, but you soon relax and go
with the flow.‘‘
He says the mental health benefits of
relaxing in the ocean and clearing your
mind cannot be understated.
‘‘It’s about gettingthem off the farm
and focusing on something completely
different for acouple of hours.’’
The couple will continue the
programme supportedbyfarmers’
groups, each Wednesdayevening from
5.30pm until the end of March.
Agood day to surf ... Despite the sea
being abit fresh, it was agood night to learn
how tosurf at Gore Bay for farmers as part
Governance Manager
Managed
retreat an
option at
settlement
By DAVID HILL,
Local Democracy Reporter
Managed retreat is an option as a
Hurunui coastal community plans for its
long term future.
The Hurunui District Council adopted a
coastal adaptation plan for the Leithfield
Beach community, south of Amberley, last
month.
While managed retreat was an option in
the future, Mayor Marie Black said the
council would be guided by the residents.
The plan addresses the threat of coastal
erosion, flooding and sea level rise and
sets out trigger points, to ‘‘trigger a
conversation’’ on the next action, she said.
It was the result of nearly four years of
engagement with the Leithfield Beach
community.
‘‘This has been along journey with our
beach communities and Ihave really
appreciated the community giving their
insights, particularly those who have
been there along time.’’
Drop in sessions were held for the
community early in the process.
It allowed residents to bring in old
photos from past weather events and
share their experiences of past flooding,
dry periods and coastal erosion to
complement the science, Mrs Black said.
The plan provides trigger points for a
conversation where the community will
be engaged to consider what to do next.
Trigger points included aseries of
major flood events, where major capital
works were required, an event requiring
more than 30 houses to be rebuilt or
houses were unable to be insured.
Possible actions included building a
bund to protect the houses from the sea,
introducing coastal protection measures
or even managed retreat.
Areport to last month’s council meeting
suggested the bund would surround the
settlement to the north, east and south, to
protect it from fluvial and surface
flooding.
It proposed the bund would be around
1.2 metres high and 1.9km long.
More engagement was needed with the
community before atargeted rate was
considered.
Leithfield Beach is avillage of 245
houses and the Leithfield Beach Holiday
Park.
The Leithfield Beach plan is the second
one adopted by the council, after an
Amberley Beach plan was adopted in
June last year.
The council was working on plans for
the Gore Bay, Motunau Beach and
Conway Flat /Claverley beach
communities.
The process started in 2020 with a
‘‘Coastal Conversations’’ project
alongside the five beach communities. It
was assisted by awebbased tool, ‘‘Coastal
Adaptation Explorer’’, developed by
international technology firm Jacobs.
The webbased tool won an award from
the United Kingdom’s Environment
