Rapid response thwarted<br />
When Culverden farmer David<br />
Croft needed an ambulance,<br />
everysecond counted.<br />
However, with no Rural<br />
Address Property<br />
Identification (RAPID) number<br />
on the gate, and no directional<br />
signage on farm, ambulance<br />
staff had to have agoatlocating<br />
the correct dwelling, while<br />
precious minutes werelost.<br />
Today, David and wife Voray<br />
concentrate on the positive —<br />
David’s recoveryand the shiny<br />
white and blue RAPID number<br />
on the farmgate and the<br />
directional signs that point to<br />
each dwelling on the property.<br />
‘‘We had thought that because<br />
our emergency services were<br />
staffed by locals, they would<br />
know where we would be, but<br />
that is no longer the reality,’’<br />
David says.<br />

from other parts of the district<br />
or sometimes even outside<br />
Hurunui.<br />
‘‘It’s one thing to find the<br />
main gate, and another to find<br />
the right dwelling on the<br />
property,’’ he says.<br />
‘‘It’s not until you’re in the<br />
position of needing emergency<br />
services that you realise how<br />
vulnerable you are.’’<br />
Craig is adriving force in<br />
encouraging Hurunui’s<br />
farmer’s and lifestyle block<br />
ownerstomake sure emergency<br />
services can find them when<br />
time is crucial as part of a<br />
partnership between Fire and<br />
Emergency New Zealand<br />
(FENZ) and Hurunui District<br />
Council.<br />
Earlier this year, council<br />
passed aresolution that all new<br />
rural properties, principal<br />
buildings and new accessways<br />
be provided with the correct<br />
RAPID numbers at the owners<br />
cost and installed by council<br />
through fees and charges.<br />
Council's first dedicated<br />
RAPID officer Liz Atkins is<br />
working closely with Craig and<br />
the rural community to support<br />
rural property owners to<br />
correctly identify and display<br />
their RAPID numbers.<br />
Rural properties often have<br />
shared driveways with multiple<br />
dwellings.<br />
‘‘If we think how fast arural<br />
fire can spread, or how quickly<br />
amedical emergency can<br />
escalate, it’s vital that valuable<br />
time is not lost by emergency<br />
services trying to locate the<br />
correct dwelling,’’ Liz says.<br />
‘‘This is why directional,<br />
lettered signs identifying<br />
individual buildings off a<br />
shared drive are just as<br />
important as the RAPID<br />
number on the main gate.’’<br />

Dry conditions have prompted acall for consumers on the<br />
Ashley Rural Water Scheme to conserve water.<br />
Coupled with this there is acomplete ban on watering<br />
systems for all those on thescheme, with water use restricted<br />
to stock water, and domestic purposes such as drinking and<br />
washing.<br />
The flow in the Ashley River has been steadily decreasing,<br />
which has prompted the introduction of the Level 4<br />
restrictions.<br />
Alex Makogon, Field Operations Manager, Three Waters,<br />
says in an effort to safeguard the natural resources,<br />
particularly water coming from aquifers and rivers, water<br />
restrictions will be implemented when necessary.<br />
Water restrictions are based on the capacity to supply<br />
water from the aquifers and rivers.<br />
‘‘Imposing awater restriction, even at Level 4, is not abad<br />
or negative action.<br />
‘‘It is done to ensure our precious water resources are not<br />
overused. Consumers receive the same amount of water 365<br />
days ayear, regardless of whether awater restriction has<br />
been imposed.<br />
‘‘The aim of water restrictions is to encourage responsible<br />
water usage. Remember, small changes to our daily wateruse<br />
routines will make asignificant impact on water<br />
conservation.’’<br />
Meanwhile the fire risk has also risen, with the whole of<br />
<strong>Canterbury</strong> now in arestricted fire season.<br />
The dry conditions have been made worse by two years of<br />
increased rainfall, and increased grass and vegetation growth<br />
across the district.<br />
Anyone wanting to light an openair fire will now need a<br />
permit.<br />
Permits can be applied for at checkitsalright.nz.<br />
The hot, dry conditions over the weekend kept the fire<br />
service on tenter hooks.<br />
The Rangiora Volunteer Fire Brigade was called to a<br />
vegetation fire in Barkers Road, Loburn, on Saturday, which<br />
flared up again on Sunday.<br />
Welcome drizzle overnight on Monday, and cooler weather<br />
have helped dampen the fire risk slightly.<br />
In the Waimakariri District no restrictions are being<br />
considered at this stage, but water supply levels are being<br />
closely monitored.<br />
‘‘We are encouraging residents to employ what we call<br />
“summer water use”, aspokesperson says.<br />
This means thinking and acting as though there were very<br />
low Level 1water restrictions, but it is voluntary.<br />

Since becominga<br />
quadriplegic in 1982 the<br />
former Royal New Zealand<br />

instructor (PTI) has<br />
supported people with<br />
physical disabilities<br />
voluntarily for 40 years.<br />
He says initially he was a<br />
bit overwhelmed and<br />
pleasantly surprised when<br />
he received notification<br />
late in September 2023,<br />
from the Governor General's<br />
office.<br />
‘‘I had to ask Karen to<br />
read the letter out as Iwas<br />
confused as to what it was<br />
all about.’’<br />

Mr Humphreys joined<br />
ParaFed <strong>Canterbury</strong> in 1983<br />
and has been atrustee and<br />
chairperson of Paraloan<br />
between 2006 and 20<strong>18</strong>.<br />
Paraloan helps people<br />
with disabilities get lowinterest<br />
loans to help them<br />
build suitably equipped<br />
houses.<br />
He was aboard member<br />
and chairperson of ParaFed<br />
<strong>Canterbury</strong> from 1985 to<br />
2012.<br />
He used his background<br />
as aNavy PTI to assist<br />
people with disabilities<br />
wanting to take up sports<br />
and recreationalactivities,<br />
and training disabled<br />
athletes nationwide,<br />
including Paralympians.<br />
In the early 1990s he saw<br />
wheelchairrugby played in<br />
Perth, and thought it would<br />
be awonderful sport for<br />
disabled (tetra and<br />
quadriplegic) athletes to<br />
play in NewZealand.<br />
‘‘Little did Iknow how<br />
popular or physical it would<br />
become.’’<br />
He broke his neck while<br />
serving with the New<br />
Zealand Forces in<br />
Singapore, and was<br />
repatriated to Burwood<br />
Spinal unit.<br />
He continues to visit the<br />
facility weekly to give talks<br />
and demonstrations on<br />
sports for those with<br />
physical disabilities and to<br />
support new patients there.<br />
But Parafed hasn’t been<br />
his only passion.<br />
Mr Humphreys has been a<br />
community board member<br />
‘‘It’snot just emergency<br />
services that are reaping<br />
the benefits.<br />
‘‘We’re getting alot of<br />
feedback from businesses<br />
and services, power and<br />
telecommunications<br />
companies, even couriers,<br />
that it’s savingtime,’’ Craig<br />
says.<br />

Maintenance costs crippling bowling club<br />

Anhistoric pavilion may be abandoned<br />
as the Rangiora Bowling Club struggles<br />
with the increasing maintenance costs.<br />
Club president Norman Hewett said<br />
the 112yearold building was unsafe<br />
and the insurance costs alone were<br />
getting beyond the club’s means.<br />
‘‘The short answer is, we don’t want<br />
the building. We want someone to take<br />
it away.’’<br />
The club is based at Good Street, just<br />
north of the town centre.<br />
The pavilion is registered with<br />
Heritage New Zealand and listed in the<br />
Waimakariri District Plan, leaving the<br />
club with few options.<br />
The stairwell was noncompliant and<br />
there was no wheelchair access,<br />
meaning the club was unable to use the<br />
upstairs facilities.<br />
Mr Hewett estimated it could cost up<br />
to $1.5 million to bring it up to code.<br />
‘‘It looks nice from the street, but the<br />
problem is the financial upkeep is way<br />
beyond abowling club,’’ he said.<br />
‘‘And we don’t need it. Even if we<br />
could raise the money to bring it up to<br />
code, we wouldn’t be able to use it and<br />
the insurance costs would escalate.<br />
‘‘We are too old for that sort of thing.<br />
Most of us are well over 70.’’<br />
Mr Hewett said an attached building<br />
behind the pavilion was sufficient for<br />
the club’s needs.<br />
The club, which has amembership of<br />
140, does have reserves, but the club’s<br />
synthetic bowling green needed to be<br />
replaced every 15 years.<br />
The surface was last relaid in 2013,<br />
following awind storm.<br />
Built in 1911, the pavilion served the<br />
Rangiora Bowling, Tennis and Croquet<br />
Club, which originally shared the site.<br />
It cost 945 pounds and was opened on<br />
October 28, 1911.<br />
The three clubs purchased 1.25 acres<br />
on the corner of Blackett and Good<br />
Streets in April 1905, but later parted<br />
company, with tennis and croquet<br />
moving to new sites.<br />
Mr Hewett said the club was working<br />
with the council to source funding for a<br />
feasibility study to consider what<br />
options were available.<br />
He suggested the council could move<br />
the building to another site.<br />
Alternatively, the club could sell the<br />
site and start again.<br />
Waimakariri Mayor Don Gordon said<br />
he had met with the club and wanted to<br />
explore options to support the<br />
members.<br />
But the feasibility study needed to be<br />
completed first, he said.<br />

‘‘We expressed our support for the<br />
adaptive reuse of the pavilion building<br />
and supported the club’s intention to<br />

Wait continues for Oxford landfill decision<br />

The consenting process for aproposed<br />
Oxford landfill has been delayed<br />
further, with adecision now not<br />
expected before May.<br />
The application from Woodstock<br />
Quarries Ltd to develop alandfill at 513<br />
Trigg Road, View Hill, near Oxford,<br />
which was first submitted in 2021, has<br />
caused widespread community concern.<br />
Independent commissioners<br />
instructed the applicant on December<br />
22 to provide an updated consent<br />
application to ‘‘identify all changes<br />
made’’ since the previous version dated<br />
August 29.<br />
The applicant then has until March 15<br />
to provide further information to<br />
questions from the commissioners,<br />
including providing ‘‘the outcomes of<br />
expert caucusing on engineering<br />
drawings’’.<br />
Woodstock Quarries Ltd submitted<br />
five resource consent applications to<br />
Environment <strong>Canterbury</strong>, and aland<br />
use consent with the Waimakariri<br />
District Council, to expand an existing<br />
hard rock quarry, and to develop a<br />
landfill for disposal of construction and<br />
demolition waste, contaminated soils<br />
and special wastes.<br />
OxfordOhoka Community Board<br />
chairperson Thomas Robson said the<br />
delays have been ‘‘incredibly<br />
frustrating’’, but he accepted the<br />
process.<br />
‘‘As acommunity board we were very<br />
disappointed by the most recent delay.’’<br />
Woodstock Quarries Ltd director<br />
Darryn Shepherd said his company<br />
began the process five years ago,<br />
conducting investigations and<br />
preparing the application.<br />
‘‘May is only another four months, so it<br />
will fly by and hopefully we will get a<br />
result.<br />
‘‘If we are fortunate and we are<br />
granted aconsent it will do alot of good<br />
for the community.’’<br />
Mr Shepherd said there had been a<br />
range of views expressed by the<br />
community.<br />
‘‘Right at the start we had some nasty,<br />
personal stuff sent through to us, but<br />
everyone has the right to have an<br />
opinion.’’<br />
Around 400 submissions were<br />
received, with opponents questioning<br />
the need for another landfill when the<br />
Kate Valley Landfill had plenty of<br />
capacity and the Burwood Resource<br />
Recovery Park landfill in Christchurch<br />
was closed in 2019 due to alack of use.<br />
Formal hearings, which ended in<br />
September, left residents frustrated as<br />
they felt the process was weighted<br />
heavily in favour of the applicant, which<br />
kept adapting the application.<br />
‘‘Throughout this consenting process<br />
the community has been bombarded by<br />
new information, which has made it<br />
hard for the community to counter,’’ Mr<br />
Robson said at the time.<br />
The community board submitted<br />
against the landfill, raising five main<br />
concerns traffic effects, fire safety,<br />
dust, operational logistics and amenity<br />
effects.<br />
Mr Robson said the use of narrow,<br />
rural roads by 55 tonne trucks would<br />
create dust, congestion and damage to<br />
roads.<br />
Trigg Road was also abusy school bus<br />
route.<br />
It would create access issues for<br />
emergency services, including fire<br />
engines, while Oxford was ahigh wind<br />
zone and vulnerable to dust<br />
contamination.<br />
Mr Shepherd said he understood the<br />
concerns, but he was confident the<br />
landfill would be safe.<br />
‘‘We have always said at the start, we<br />
are not going to do anything that’s<br />
unsafe or will prevent our children<br />
taking over the operation one day.’’<br />
Once the applicant has responded to<br />
the commissioners’ questions,<br />
submitters will have until April 5 to<br />
make comment.<br />
The applicant will have aright of<br />
reply by April 19, before the<br />
commissioners close the hearing, with a<br />
decision expected 15 working days later.<br />

Camping popular in Nth Canty<br />

Camping in <strong>North</strong> <strong>Canterbury</strong> has again<br />
proved popular for locals and visitors<br />
over the holiday season.<br />
Holiday campgrounds and reserves in<br />
<strong>North</strong> <strong>Canterbury</strong> reported higher<br />
numbers, mostly coming from local<br />
towns and the city.<br />
The Ashley GorgeHoliday Park 61kms<br />
from Christchurch, had afull house over<br />
both Christmas and New Years.<br />
Manager Leila Derveaux,says everyone<br />
behaved and at the same timethere were<br />
also alot of visitors each day to the nearby<br />
Reserve.<br />
She says the new barbecue facilities<br />
opened recently proved popular with<br />
families and groups.<br />

Gail Fenemor says this year the weather<br />
played ball and they too had areally good<br />
season.<br />
‘‘Overall our numberswere well up from<br />
last year,’’ she says.<br />
‘‘It was mostly locals camping out this<br />
holiday season and we also<br />
accommodated alargenumber of bigger<br />
sized family groups.’’<br />
Gailsays groups of families or friends<br />
came together from different locations to<br />
go camping, or were neighbours looking at<br />
camping alongside each other so their<br />
children could play together.<br />
Now the camping grounds are in the<br />
shoulder season, Gail says they will soon<br />
see more international tourists arriving.<br />
At the Greta Valley Camping Ground,<br />
owner Kim Chernishoff says their<br />
numbers were steady but down slightly<br />
from last year.<br />
‘‘The weather was good and we were<br />
busy despite the numbers being down<br />
slightly.’’<br />

Woodend bypass still apriority<br />

Transport Minister Simeon Brown has<br />
confirmed the Nationalled Coalition<br />
Government is committed to<br />
constructing the Woodend bypass.<br />
Waimakariri MP Matt Doocey made<br />
apreelection promise to the ‘‘patient<br />
community of Woodend, as well as the<br />
large commuting contingent who drive<br />
in and out of Christchurch daily from<br />
around <strong>North</strong> <strong>Canterbury</strong>”, that a<br />
National Government would ‘‘build<br />
the Belfast to Pegasus Motorway<br />
including the Woodend bypass, with<br />
construction starting in the first term<br />
of Government’’.<br />
However,there were fearsinthe<br />
community that the bypass project<br />
might be scrapped under the new<br />
Government’s 100day action plan and<br />
the search to find funds for National's<br />
promised tax cuts.<br />
WoodendSefton Community Board<br />
chairperson Shona Powell, alongtime<br />
campaigner for the bypass, is<br />
relieved to learnofthe new<br />
Government's commitment to the<br />
project.<br />
There is an urgent need for abypass,<br />
Shona says.<br />
‘‘The ChristmasNewYear traffic<br />
has been diabolical.<br />
‘‘People can’t get out of side roads,<br />
they can’t get across the street and if<br />
there is afirealarm, firefighters<br />
struggle to get to the station, the traffic<br />
volumes are so high, and much of it is<br />
heavy traffic vehicles.’’<br />
Mr Brown said he was ‘‘ writing the<br />
Government Policy Statement on land<br />
transport, which will focus on<br />
delivering new Roads of National<br />
Significance across the country,<br />
including the Woodend bypass’’.<br />
However,hewas unable to say when<br />
workonthe much awaited Woodend<br />

the likely completion date might be.<br />
With uncertainty surrounding those<br />
timeframes, and the likelihood they<br />
will be lengthy, Shona is hoping in the<br />
interim the installation of additional<br />
safety measures, already under<br />
consideration by the NZ Transport<br />
Agency/Waka Kotahi such as installing<br />
anorighthand turn at the end of the<br />
RangioraWoodend Road, installing a<br />
roundabout at the State Highway One<br />
and Woodend Beach Road<br />
intersection, and investigating the<br />
feasibility of an underground walkway<br />
at or near the roundabout at the<br />
Pegasus/Ravenswood intersection,<br />
can be approved as soon as possible<br />
for the heavily congested and<br />
dangerous Woodend section of State<br />
Highway One.<br />
The NZTA/Waka Kotahi Agency was<br />
asked to comment on whether these<br />
additional safety measures will be<br />
given an urgent priority to make the<br />
Woodend section of State Highway<br />
One safer while the community waits<br />
for abypass, but declined.<br />

Scientistentersdebate on global warming<br />
DudleyFranklin, aretired Forestry scientist from Rangiora, saysitwould be areal shame if mankind concentrated on reducing carbon in the<br />
atmosphere and neglected to reduce the real culprit —water vapour.<br />
There has been much mention recently<br />
in the various media about the need to<br />
decarbonise the atmospheretohalt<br />
global warming.<br />
This will not achieve much on its own<br />
if huge amountsofwater vapour are<br />
continuallybeing added.<br />
Water Forbore is the major<br />
greenhouse gas in the atmosphere,<br />
both because of its concentration — it<br />
normally forms between 0.5 percent,<br />
and 2% of the lower atmosphere—and<br />
becauseofits ability to absorbmost of<br />
the heat content of infrared radiation.<br />
Some 30% of the sun’s heat reaching<br />
the Earth is reflectedbackinto Space<br />
by clouds, snow, ice and other shiny<br />
surfaces.<br />
The remaining 70% is absorbed and<br />
heats the Earth’s surface.<br />
Some of this heat is radiated backout<br />
towards Space as infrared radiation.<br />
Greenhouse gases are capable of<br />
absorbing some of this heat and reradiating<br />
about half of it back to Earth.<br />
Columbia University has calculated<br />
if there were no greenhouse gases<br />
present in the atmosphere, theaverage<br />
temperature of the Earth would be<br />
about minus 15°C, instead of the<br />
present average of plus 15°C.<br />
The concentration of water vapour in<br />
the atmosphere can vary considerably<br />
in both time and space, but except in<br />
the driest and coldest locations, its size<br />
is normally at least an order of<br />
magnitude greater than that of carbon<br />
dioxide.<br />
Although it has arelatively short life,<br />
vapour is continuously maintained at a<br />
high level by evaporation from water<br />
surfaces, by transpiration of vegetation<br />
and by burning of organic matter.<br />
The lower atmosphere, where most<br />
warming occurs, is seldomclose to<br />
saturation with vapour.<br />
But as air rises to the upper<br />
atmosphere, it cools untileventually<br />
the vapour reaches its dewpoint, and<br />
condenses as cloud droplets.<br />
Clouds reflect the sun’s heat from the<br />
upper surfaces, but they also trap some<br />
of the infrared heat arising from the<br />
ground beneath them.<br />
The net effect of clouds on global<br />
warming is uncertain, andthe subject<br />
of much scientific debate.<br />
Carbon dioxide is the next most<br />
importantgreenhouse gas,but because<br />
of its low concentration in the<br />
atmosphere (less than 0.05 %), and the<br />
fact that it can absorb less than 10% of<br />
the heat of infrared radiation, it is of<br />
relatively minor importance.<br />
Other greenhouse gases such as<br />
methane and nitrous oxide, are at such<br />
alow concentration in the atmosphere<br />
(a few parts per million), that their<br />
input to global warming is negligible.<br />
About 200 years ago, mankind started<br />
mining coal in abig way andburning it<br />
to produce energy andwarmth.<br />
Burningthe coal converted it to<br />
carbon dioxide, and although Earth<br />
has various ways of recycling carbon<br />
dioxide, this influx was just too much<br />
for these outlets to handle.<br />
As aresult the atmospheric<br />
concentration gradually increased to<br />
the present day.<br />
Thisincrease resultedinminimal<br />
warming at first, but in the mid 20th<br />
century, mankindstarted extracting oil<br />
and gas in large and increasing<br />
amounts.<br />
Burning these fossil hydrocarbons<br />
converted them into roughly equal<br />
amounts of both water vapour and<br />
carbon dioxide.<br />
At the same time, thousands of cubic<br />
metres of freshwater was diverted for<br />
irrigation of crops, which transpired it<br />
as billions of tonnes of water vapour<br />
annually, as they grew.<br />
The influx of extra water vapour into<br />
the atmosphere from both sources has<br />
greatly increased its warming ability,<br />
and today we find that nine of the last<br />
10 years, have been the warmest on<br />
record.<br />
As it condensed, this extra water<br />
vapour has probably increased the<br />
incidence of cloudbursts around the<br />
globe, resulting in local floods and<br />
land erosion.<br />
It would be agreat pity if mankind<br />
concentrated on reducing carbon in<br />
the atmosphere and neglected to<br />
reduce the real culprit, water vapour<br />
This can only be done on an effective<br />
scale by greatly reducing the burning<br />
of fossil hydrocarbons.<br />
The worst option is to promote<br />
hydrogen as an alternative fuel, as this<br />
will only add to the problem by adding<br />
more water vapour when it is burnt.<br />
Whiterock landfill proposal<br />

Protranz Earthmoving Ltd has<br />
completed aleaflet drop to<br />
neighbours of the Whiterock<br />
lime quarry at 150 and 174<br />
Quarry Road, Loburn, outlining<br />
its proposal to restore the<br />
quarry to near its previous<br />
landform by filling it with<br />
managed fill.<br />
The company said it was<br />
seeking feedback from residents<br />
before lodging resource consent<br />
applications with Environment<br />
<strong>Canterbury</strong> and the<br />
Waimakariri District Council.<br />
Residents have taken to social<br />
media to express their<br />
concerns.<br />
Some have already compared<br />
it to aproposed landfill at View<br />
Hill, near Oxford, which has<br />
generated widespread<br />
community opposition.<br />

solid or green waste.<br />
The landfill would be<br />
availabletoProtranz operators<br />
and approved external users.<br />
The capacity of the proposed<br />
landfill was estimated at 520,000<br />
cubic metres and would be<br />
filled at an average of 30,000<br />
cubic metres ayear.<br />

An awardwinning Amberley artist, known primarily for her<br />
popular paintings of horses, is alsoatalented landscape<br />
painter.<br />
KarinWerner who has drawn andpainted since<br />
childhood and is ‘‘largely self taught, learning from my<br />
mistakes and seeing how other artists solved theirs’’, says<br />
her two passions in life are horses and art.<br />
‘‘Horses have always been afavourite subject, but I am<br />
interested in many other subjects andalsoenjoy painting<br />
en plein air (French for in the open air),’’ she says.<br />
That wideranging interestinother subjects is evident in<br />
her latest exhibition, Pikshers, which opened at the Art on<br />
the Quay Gallery in Kaiapoi lastThursday evening.<br />
But once again it is her equine paintings which really<br />
stand out, especiallythe magnificentReciprocity 1, alarge<br />
oil on canvas painting of two horses grooming each other.<br />
Karin is in demand for commission work, painting horses<br />
but also other animals and pets,plus portraits and<br />
landscapes.<br />
Her exhibition closes on February 14.<br />

Schools already have the<br />
ability to ban cellphones, a<br />
<strong>North</strong> <strong>Canterbury</strong> principal<br />
says.<br />

principal Bruce Kearney<br />
says existing legislation<br />
gives schools the ability to<br />
develop policies<br />
appropriate to the school<br />
environment.<br />
The National Party<br />
campaignedonbanning<br />
cellphones in schools<br />
during last year’s general<br />
election, but Mr Bruce<br />
Kearney said prohibition<br />
rarely works.<br />
‘‘We all agree cellphones<br />
can have anegative impact<br />
on learning, but they can<br />
also be used positively in<br />
the classroom.’’<br />
Rangiora High School<br />
allowed students to use<br />
their phones during break<br />
times, but phones were<br />
normally put away in school<br />
bags during class time.<br />
But teachers sometimes<br />
allowed students to use<br />
their phones for classroom<br />
activities, such as Kahoot!<br />
quizzes.<br />
Mr Kearney said the focus<br />
was on educating young<br />
people around good<br />
cellphone etiquette and<br />
developingsocial skills.<br />
He said cellphones were<br />
common place in the world<br />
and young people would<br />
likely be using them every<br />
day when they entered the<br />
workforce.<br />
While cellphones could be<br />
used for harm including<br />
online bullying, some<br />
students also used phones<br />
as ‘‘a safety blanket’’.<br />
‘‘If we have to ban<br />
cellphones, we will ban<br />
them, but is that the right<br />
response?,’’ he said.<br />
‘‘We will have year 9s<br />
coming to school next year<br />
who have never lived in an<br />
environment where they<br />
have never had a<br />
cellphone.’’<br />
While there were<br />
concerns about the amount<br />
of screen time, Kaikōura<br />
High School board of<br />
trustees presiding member<br />
John Wyatt said technology<br />
‘‘opened up the world’’ for<br />
students, particularly those<br />
who lived in rural areas.<br />
‘‘If these young people can<br />
read, then there is no end to<br />
the amount of research they<br />
can do online andsubjects<br />
they can open up on an iPad<br />
or cellphone.’’<br />
He said it was better to<br />
allow schools to develop<br />
their own policies around<br />
cellphone usage, rather<br />
than an outright ban.<br />

Pegasus Bay also adopts the<br />
practiceofplanting cover crops<br />

This increases biomass in the<br />
soil and suppresses weeds,<br />
allowing the vineyard to avoid<br />

As general manager of the<br />
winery, where he works<br />
alongside his three brothers<br />
and his parents, who planted<br />
the vineyard, Paul has helped<br />
to install an awareness of the<br />
need to protect not just his<br />
patch, but the planet.<br />

spoil abottle, it takes one dirty<br />
item going into recycling to<br />
spoil the whole.<br />

Rate rise on the cards<br />

Waimakaririresidents look set to face<br />
arates hike this year.<br />
Escalating costs, high inflation and<br />
interest rates are proving to be a<br />
headache, as Waimakariri District<br />
Council chief executive Jeff Millward<br />
looks to keep the rates rise below 10<br />
percent.<br />
‘‘In the last three years we’ve<br />
managed to keep our rates rises less<br />
than the Consumer Price Index<br />
(inflation), so we’retrying to do our<br />
best to find savings to make it<br />
affordable for ratepayers.<br />
‘‘We don’t want to call it affordable,<br />
because any increase for some people<br />
is pretty difficult, but it will be a<br />
responsible budget.<br />
‘‘The councillorshave told me what<br />
they want, so we’ve been looking at<br />
what levers we can use to keep the<br />
rates down.’’<br />
The council’s operating expenditure<br />
has increased by 25% to 30% over the<br />
last 12 months, while the bill from<br />
Audit New Zealand was set to rise by<br />
78%.<br />
But it was not all doom and gloom,<br />
with economists predicting inflation<br />
to drop from 5.6% to 3.4% later this<br />
year, before dropping further in 2026,<br />
‘‘and the interest rates should follow’’,<br />
Mr Millward said.<br />
Inflation has dropped from apeak of<br />
7.3% in the June quarter 2022,<br />
according to Stats NZ.<br />
Lower interest rates would ease the<br />
burden on ratepayers, as the council<br />
continues to pay off its earthquake and<br />
Mainpower Stadium loans.<br />
While there were not expected to be<br />
any new projects introduced this year,<br />
the council was set to continue<br />
working on its big drainage projects in<br />
Rangiora.<br />
Anew Pegasus community centre<br />
was signalled in the 2021/31 Long Term<br />
Plan with a$4.7 million price tag.<br />
The council announced in December<br />
it had reached an agreement with the<br />

Kaikōura is aiming for a<br />
single digit rate increase<br />

Kaikōura Mayor Craig Mackle is<br />
hoping to deliver a‘‘single digit’’ rates<br />
rise this year.<br />
Councils around the country have<br />
been warning of rates rises of more<br />
than 10 percent and some like<br />
Hamilton are looking at 25% asthey<br />
face rising costs.<br />
Mr Mackle said he was optimistic his<br />
council could produce another ‘‘no<br />
thrills’’ budget which will not burden<br />
ratepayers too much.<br />
The Kaikōura District Council<br />
boasted one of the lowest rates rises in<br />
the country last year of 4.99%, but it is<br />
not expected to be as low this year.<br />
‘‘I think everybody likes to look for a<br />
single digit, as long as you’re not<br />
sacrificing anything,’’ Mr Mackle said.<br />
‘‘We’re not looking at any big<br />
projects which weren’t in the last Long<br />
Term Plan, but inflation, labour costs<br />
and construction costs are the big<br />
factors.’’<br />
Councillors held workshops with<br />
council staff late last year, with the<br />
<strong>2024</strong>/34 Long Term Plan set to begin to<br />
take shape over the coming months.<br />
Roads and footpath maintenance<br />
will again feature highly, while the<br />
council is hoping to begin its<br />
redevelopment of the Wakatu Quay<br />
site.<br />
The council received a$9.8 million<br />
grant from the Provincial Growth Fund<br />
in 2019 to revitalise the Wakatu Quay<br />
site as acommercial centre.<br />
After extensive consultation and<br />
efforts to find alead developer to<br />
partner the project, the council<br />
decided in September to lead the<br />
project.<br />
Amixed use development is planned<br />
and is likely to have aseafood theme,<br />
with amix of hospitality, local artists,<br />
fishing and tourism businesses.<br />
Mr Mackle said the Link Pathway<br />
project, awaterfront pathway from the<br />
town centre to the Point Kean seal<br />
colony, has made slower progress than<br />
expected.<br />
However, the council hoped to<br />
complete the project this year.<br />
The pathway was made possible due<br />
to a$1.9 million grant from the<br />
Tourism Infrastructure Fund.<br />
The council is close to completing<br />
the infrastructure for the western<br />
development project, building acycle<br />
way, drainage works and road<br />
upgrades to support the proposed<br />
Vicarage Views subdivision.<br />
‘‘I went up there with the bike the<br />
other day to test it out. It is nice to ride<br />
on,’’ Mr Mackle said.<br />
The work was stage one of aproject<br />
funded from a$7.8 million grant from<br />
Kainga Ora’s Infrastructure<br />
Acceleration Fund, announced in July<br />
2022.<br />
The 83 home Vicarage Views<br />
subdivision is on the former <strong>North</strong><br />
<strong>Canterbury</strong> Transport Infrastructure<br />
Recovery Alliance (NCTIR) village<br />
site, off Ludstone Road.<br />
It will provide much needed elderly<br />
housing units and homes to meet the<br />
growing demand in the town.<br />
Local employers, including the<br />
council, have struggled to recruit staff,<br />
due in part to alack of available,<br />
affordable housing, including rental<br />
properties.<br />

Muscle cars to set town abuzz<br />
Excitement is building as the South<br />
Island's largest automotive frenzy is<br />
about to happen.<br />
Spokesman Craig Stare says the<br />
Trillo Metals 34th Muscle Car Madness<br />
event is ahuge family event just days<br />
before school resumes.<br />
‘‘So, if you are apetrolhead of any<br />
age, this is the place to go, smack in the<br />
middle of the South Island at the A&P<br />
showgrounds in the beautiful country<br />
town of Rangiora, just 27 kilometres<br />
from Christchurch,’’ Craig says.<br />
The show will take place on the<br />
weekend of <strong>January</strong> 27, and 28 from<br />
9am to 4pm, while in the leadup week<br />
will see the town buzzing with the<br />
sound of welltuned V8 engines and<br />
the sight of glistening paint and<br />
chrome from 6pm on Wednesday night.<br />
Among the entries are 11 cars from<br />
Kaitaia, 26 cars from the Toy Shed in<br />
Rotorua, acontingent from Rocket<br />
Speed Equipment in Hamilton, and<br />
even acouple of cars from Bluff.<br />
The Saturday is always the bigger<br />
day, weather dependent of course,<br />
Craig says, and regularly has 1500 carsplus<br />
on display,with Sunday having<br />
800 to 900 cars.<br />
‘‘Don't come late on Sunday as some<br />
outoftowners get away early.’’<br />
This year's drawcards are Trevor<br />
Halstead's bullet nose radical custom<br />
Studebaker, which Craig says has every<br />
panel changed from the original and is<br />
acontender to take out some of the<br />
awards.<br />
‘‘It is currently the top custom in New<br />
Zealand. Trevor does all the work<br />
himself in amodest shed in the<br />
Waikato and has afleet of ownerbuilt<br />
Studebakers.’’<br />
The other drawcard is the top hot rod<br />
in the country belonging to Greg<br />
Haliday.<br />

shipped to California to be upholstered<br />
by the famous Gabe, and went on to<br />
enter the very exclusive Detroit<br />
Autorama where it won its class.’’<br />
This is the first public showing of the<br />
car and its only South Island<br />
appearance.<br />
The 800plus horsepower coupe is<br />
fully certified and street legal.<br />
Craig says manyclubs use the event<br />
to promote their business, and display<br />
cars they have built, and to show<br />
potential customers what can be done.<br />
Other group displays are from car<br />
clubs such as Falcon,Holden, VW<br />
classic and Hot Rod, with many<br />
running membership drives during the<br />
show.<br />
In addition, ahuge van display<br />
around an American diner backdrop<br />
includes vans from all over New<br />
Zealand.<br />

open to classic and vintage cars,<br />
motorcycles and recreational aircraft.<br />
It will also be the finish of the Oxford<br />
scooter tour, amini version of the<br />
famous Christchurch to Hokitika<br />
scooter fundraiser which will start at<br />
the Rangiora Racecourse and go<br />
through Loburn and Ashley Gorge<br />
beforefinishing on site.<br />
Mr McPherson says improvements<br />
this year include, asmoother runway<br />
and an extra field on the terrace for<br />
parking, allowing for better traffic<br />
management.<br />
‘‘We have had wonderful community<br />
support over the years and it has<br />
helped us make the Oxford Wheels<br />
with Wings afun filled, relaxing family<br />
day out.<br />
‘‘There will be lots of attractions,<br />
classic and custom cars, and planes to<br />
look at along with plenty of shade, as<br />
we expect the weather to again be<br />
bright and sunny as it was last year.’’<br />
He says that although events like<br />
this are very weather dependent, the<br />
long range forecast is good for the day<br />
so organisers are hoping for agood<br />
turn out of both cars, planes and<br />
people.<br />
The scooter run participants will<br />
arrive on site around midday and and<br />
park in the car park, to allow people to<br />
look them over as they raise money for<br />
Parkinson’s and Multiple Sclerosis<br />
<strong>Canterbury</strong>.<br />
Funds raised at the Oxford Wheels<br />
with Wings will go towards supporting<br />
community projects organised by the<br />
club and to the Oxford Community<br />

<strong>January</strong> 10: Number plates were stolen<br />
from avehicle parked at Leithfield. A<br />
vehicle was broken into and personal<br />
belongings were stolen in Leithfield. A<br />
Marlborough man was charged with<br />
driving while disqualified in Cheviot,<br />
his vehicle was impounded. Two youth<br />
were seen jumping afence into the<br />
yard of ahouse under construction in<br />
Kaiapoi. Amale was arrested for a<br />
burglary at avacant Kaiapoi property.<br />
<strong>January</strong> 11: Awindow was smashed<br />
and tools stolen from avehicle in<br />
Carmana Gardens. Abuilding on<br />
Woodend Beach Road was broken into<br />
and items stolen. An Amberley resident<br />
was awoken by her dog barking and<br />
observed amale scoping out her<br />
vehicle in the early hours, nothing was<br />
taken. Adisqualified driver was<br />
charged after being stopped driving in<br />
Kaiapoi, his vehicle was impounded.<br />
Tools were stolen from atradespersons<br />
vehicle while parked in the driveway<br />
on Blackett Street. Aside window was<br />
smashed to gain access. An offender<br />
was disturbed by the alarm while<br />
attempting to break into avehicle in<br />
Leithfield.<br />
<strong>January</strong> 12: Astolen vehicle was<br />
located in Okuku after being<br />
submerged in the river. It was taken<br />
from Christchurch before Christmas.<br />

tradespersons van on Ashley Street,<br />
the rear window was smashed.<br />
<strong>January</strong> 14: AChristchurch male was<br />
issued an infringement notice for<br />
EBA while driving in Kaiapoi.<br />

hydrated, eat plenty of snacks and<br />
take food with you if out of range.<br />

Primarysport coachesback in term one<br />
NCSports (<strong>North</strong> <strong>Canterbury</strong>Sport &<br />
Recreation Trust) is expecting <strong>2024</strong> to be<br />
another busy year for its community<br />
programmes.<br />
While many of these programmes are<br />
based around Primary Schools sports<br />
activities, in the last year NC Sports has<br />
introduced some new initiatives to<br />
further extend its wide support for sport<br />
and recreational activities, along with<br />
general health and wellbeing, across the<br />
community.<br />
The MainPower Primary School<br />
Sports Coaching teams will be back in<br />
schools early in term one, continuing to<br />
provide fundamental sports skills for<br />
children from year 0 to 8.<br />
Three teams of two coaches visit<br />
schools on afortnightly basis, and by<br />
working in pairs the coaches are better<br />
able to ensure every child is engaged<br />
and involved regardless of their<br />
abilities.<br />
The MainPower Waiswim Primary<br />
School Swimming programme is fully<br />
booked again for <strong>2024</strong>, helping to teach<br />
basic water safety, swimming and<br />
survival skills to over 5000 children from<br />
across Waimakariri, Hurunui and<br />
Kaikoura districts.<br />
Children from Years 06years get 10,<br />
heavily subsidised lessons, covering all<br />
aspects of swimmingskills and safety<br />
while Year 78students get two<br />
swimming lessons focused on water<br />
safety and survival skills.<br />
NC Sports also administersthe Cycle<br />
Sense Bike Safety Programme on behalf<br />
of the Waimakariri District Council.<br />
This programme is alsofully booked<br />
for <strong>2024</strong>, with Year 6students from 22<br />
schools across the districtinvolved.<br />

handling skills sessions in school<br />
grounds before taking groups of<br />
childrenout on to the streets to teach<br />
them road safety skills.<br />
A new successful initiative for NC<br />
Sports in 2023 was the introduction of a<br />
Community Coach Developer.<br />
In this role Fraser Gauld worked with<br />
coaches of all levels of experience,<br />
across avariety of sporting codes, to<br />
help them develop planning and<br />
management skills to ensure they<br />
provide apositive and rewarding<br />
experience for everyplayer in their<br />
team.<br />
Clubs involved have now seen the<br />
benefits of this programme,soFraser is<br />
expecting afull roster of coaches for the<br />
<strong>2024</strong> season.<br />
ReActivate<strong>North</strong> <strong>Canterbury</strong> is<br />
another new NC Sports initiative from<br />
2023 that is expected to grow further this<br />
year.<br />
Thisfree sixweekprogramme is<br />
designed to help people struggling with<br />
basic health, wellbeing and mobility<br />
issues to take positive steps to improve<br />
through gentle exercise,advice and<br />
motivation.<br />
Led by experiencedlifestyle advisor<br />
Mischa Skelley, this programme started<br />
out with oneonone consultation, and<br />
exercise sessions but has since grown in<br />
popularity so they now get together for<br />
weekly group sessions incorporating<br />
both education and exercise.<br />
People are able to accessthe Re<br />
Activate <strong>North</strong> <strong>Canterbury</strong> programme<br />
though their health provider.<br />
NC Sports also hosts the local chapter<br />
of the Blue Brothers programme to<br />
support the health and wellbeing of<br />
men living with cancer.<br />
Based at MainPowerStadium and<br />
Stadium Fitness Centre this group has<br />
grown in membership as word has<br />
gotten out, to the point where as many as<br />
20 men are gathering weekly for an<br />
exercise session followed by asocial<br />
coffee and scone in the café.<br />

School transition tips<br />
Heading off to high school for the first<br />
time is an exciting and challenging<br />
time for children.<br />
It means leaving the familiarity of<br />
primary school and adjusting to an<br />
entirely new environment, location,<br />
peers, routine and transport systems.<br />
One parent spoken to described her<br />
sons first month at high school as abig<br />
adjustment.<br />
‘‘Some adjust easier than others and<br />
this all comes down to how their<br />
primary school teachers have prepared<br />
them for high school.’’<br />
She says there is abigger emphasis<br />
on what the school expects from its<br />
students during their time there, and<br />
this includes moving towards ahigher<br />
workload and personal development.<br />
This can be achallenging transition<br />
for any student, and being prepared<br />
can help reduce worries arising and<br />
smooth the path for this and future new<br />
experiences.<br />

have offered some tips for students<br />
(and parents) to help prepare them for<br />
the start of school term.<br />
Students should be encouraged to:<br />
Visit the school grounds during<br />
school holidays, do adriveby, and<br />
familiarise themselves with school<br />
ground, rooms and facilities.<br />
Download amap of the school<br />
grounds to help you find your way.<br />
Go to the school bus stop and drop off<br />
point if you are catching the bus. Be<br />
sure of what times the bus leaves and<br />
it’s number plus alternatives if you<br />
miss it. Look at the school route if<br />
walking and discover the time needed<br />
to walk to school to figure out when to<br />
leave home.<br />
Find abus buddy if catching the bus<br />
or arrange with afriend to meet them at<br />
stop or sit next to them.<br />
Familiarise themselves with their<br />
daily timetable, have it somewhere<br />
easily accessible and parents should<br />
always have acopy on hand. Check out<br />
the school website for staff and school<br />
policies, important calendar and term<br />
dates etc.<br />
Prepare your lunch, books,<br />
stationary, bag etc the night before.<br />
Figure out what time to set your alarm<br />
and get into the habit of recharging<br />
your phone more often. Allow extra<br />
time for the morning routine to reduce<br />
the stress of rushing prior to leaving.<br />
Try on your new uniform afew days<br />

empathise and support them to<br />

Back-to-school costs<br />
The biggest costs parents face each school<br />
year are uniform updates and stationary<br />
purchases, including devices.<br />
One parent whose child is starting at<br />
Kaiapoi High School this year, says they<br />
are looking to spend over $600 just to outfit<br />
and equip their child for their new school.<br />
‘‘It’s awhole new uniform and it is acost<br />
Ihave to bear. Iknew it was coming so I<br />
saved for it last year.’’<br />
Other than the uniform costs he will also<br />
have to purchase agraphicsbased<br />
scientific computer,aset ofheadphones,<br />
pens and pencils and some school<br />
workbooks.<br />
‘‘At his last high school, he did all his<br />
work on his device, so this year will be abit<br />
different,’’ he says.<br />
Another parent interviewed said their<br />
teenageson's recent growth spurt means<br />
they have to replace much of their<br />
RangioraHigh School uniform this year.<br />
‘‘It’s agood school that’s well suited for<br />
him. Iwanted him to go to alocal school so<br />
that he would have time for<br />
extracurricular sporting activities.<br />
‘‘But he has grown so much Inow have to<br />
replace his uniform, which Ihave<br />
budgeted for.’’<br />
She will be looking closely online at the<br />
dedicated streams on used school uniform<br />
sales, visiting the school’s Parent Teacher<br />
Association’s organised used clothing<br />
sales, and also buying items from the<br />
Uniform Shop in Rangiora.<br />
‘‘I advise parents to look at these sites<br />
because they are the best places to get<br />
affordable uniforms from, especially the<br />
more expensive kilts and blazers.’’<br />
She says last year she had along list of<br />
stationaryitems the school said she<br />
needed to purchase at the start of the year.<br />
‘‘However agreat majority of these<br />
stationarysupplies are still unused.<br />
‘‘This was because amajority of the work<br />
he did was done on his device, or using<br />
worksheets supplied by teachers.<br />
‘‘I know he did okay in class, so most of<br />
the items will be recycled again for this<br />
year.’’<br />
She says her son is very active in<br />
extracurricular activities and these cost<br />
extra.<br />
‘‘I have to budget for them and it’s tricky<br />
with the school as we often don’t know<br />
their cost until we are invoiced for them,<br />
which can make it hard financially at<br />
times.’’<br />
While local high school education fees<br />
are covered by the state, sending your<br />
child to aprivate integrated school in the<br />
city can be ahuge financialundertaking<br />
for some parents.<br />
One parent interviewed says they<br />
wanted their child to do well in asmaller<br />
high school, so they have taken on nearly<br />
$4500 in yearly costs to attend Marian<br />
College.<br />
This is without adding in the uniform<br />
and stationary costs which are another<br />
$1500.<br />
‘‘My daughter does well in smaller<br />
schools, so we wanted to give her the best<br />
chance in life we can.<br />
‘‘ I’ve had to look at every thing Ispend<br />
money on, including food and petrol. I’m<br />
watching every penny but Ibelieve it is the<br />
best thing Ican do as aparent for her.’’<br />

Finishing line close<br />
for school builds<br />

Anticipation is building for four <strong>North</strong><br />
<strong>Canterbury</strong> schools with major building<br />
projects under way.<br />
Oxford Area School, Amuri Area<br />
School, Woodend School and Te Kura o<br />
Tuahiwi are all in the midst of Ministry<br />
of Education building projects, which<br />
are at various stages of planning and<br />
development.<br />
Ministry of Education infrastructure<br />
and digital Hautū (leader) Scott Evans<br />
said stage one of Oxford Area School’s<br />
muchanticipated $10 million<br />
redevelopment was almost complete.<br />
The new administration and learning<br />
block will be ready for the start of term<br />
one, offering six teaching spaces, anew<br />
school library space, canteen, and<br />
administration spaces, with landscaping<br />
and accessible parking spaces outside.<br />
It will offer modern teaching spaces<br />
for sciences, food technology and<br />
general teaching.<br />
The school’s old science and<br />
technology block will be demolished in<br />
term one.<br />
Asecond building has been designed<br />
for music, art and other technology<br />
classes and the school is waiting for a<br />
date for this build.<br />
These two buildings will give the<br />
school capacity to grow from 500 to 600<br />
students, with new classrooms planned<br />
as the year 1to13school continues to<br />
grow.<br />

Woodend School is bulging at the<br />

Mr Evans said the ministry was<br />
refurbishing two old classrooms as a<br />
shortterm measure, with the school roll<br />
expected to pass 500 for the first time<br />
next year.<br />
‘‘It will give atemporary increase in<br />
teaching spaces until permanent<br />
teaching spaces, which are currently in<br />
the early stages of planning, are<br />
completed.’’<br />
Kaiapoi Borough School recently<br />
opened two new classrooms for roll<br />
growth.<br />
Tuahiwi, Woodend and Kaiapoi are all<br />
in the Kaiapoi High School zone, but Mr<br />
Evans said no major projects ‘‘are<br />
currently planned’’ for the school.<br />
Kaiapoi High School was rebuilt in<br />
2017 with acapacity of 1100 pupils and<br />
there is plenty of space on the site for<br />
further expansion.<br />
Principal Jason Reid said the school<br />
was predicted to begin the new year with<br />
1050 students, which represented rapid<br />
growth considering the school roll was<br />
around 500 in 2012.<br />

Focus on maths<br />
Pegasus Bay School is reaping the<br />
benefits from its extra focus on<br />
maths.<br />
The year 1to8school began a<br />
trial of an innovative model for<br />
teaching numeracy, Maths No<br />
Problem,two years ago and<br />
principal Jared Kelly is pleased<br />
with the results.<br />
‘‘It was aprogramme which<br />
aligned with us.<br />
There are other programmes,<br />
but this one really hit the mark in<br />
terms of the teaching and learning<br />
and how we want to do maths.<br />
‘‘The teachers have brought into<br />
it and there have been good<br />
opportunities for professional<br />
development.’’<br />
New Zealand’s declining<br />
numeracy standards have been<br />
the subject of debate among<br />
educators and politicians alike in<br />
recent years.<br />
The New Zealand maths rating<br />
is 494 on mathematics<br />
performance (PISA 20<strong>18</strong>), just<br />
above the average of 489 among<br />
the OECD nations.<br />
But countries like Japan,South<br />
Korea, Singapore and Hong Kong<br />
have ratings well above 500.<br />
Maths NoProblem! is similar to<br />
the Singapore model, and is based<br />
around students getting abroad<br />
and indepth understanding of<br />
maths by masteringconcepts, Mr<br />
Kelly says.<br />
‘‘We have done our two years<br />
and we have completed our<br />
review and decided to continue<br />
with it.<br />
‘‘We arereally happy with the<br />
results, particularly through our<br />
junior school, which flows into the<br />
senior school.<br />
‘‘It has had amassive impact<br />

through our school.’’<br />
Concepts are taught in ‘‘microsystems’’,<br />
so they get agood<br />
understanding of how to explore<br />
maths problems and how to solve<br />
them, Mr Kelly said.<br />
Students work with ‘‘maths<br />
buddies’’ and complete<br />
journalingasthey go to reflect on<br />
theirlearning, ‘‘so it is areally<br />
thorough process’’.<br />
Mr Kelly said two other schools<br />
in the Kātote Kāhui Ako (Kaiapoi<br />
community of learning) have<br />
since joined the programme,<br />
while Kaiapoi High School uses it<br />
for its remedial maths programme<br />
for year 9and 10 students.<br />
‘‘There is still some ability to<br />
put your own flavour on it, but the<br />
teaching is consistent.<br />
‘‘The programme is prescribed<br />
so they don’t need to plan for the<br />
lessons, which is really good for<br />
those less confident teaching<br />
maths.’’<br />
Parent support<br />
While your child has awhole raft of services they can<br />
turn to for advice and guidance, if they are anxious<br />
or concerned at school, what about the parents?<br />
Community Wellbeing <strong>North</strong> <strong>Canterbury</strong> Trust<br />
provides help for parents and caregivers of<br />
secondary school and tertiary aged students in <strong>North</strong><br />
<strong>Canterbury</strong> through its free parent dropin service.<br />
With the parenting programmes supported by<br />
MainPower, the trust’s counsellors can offer free<br />
advice and support around wellbeing and mental<br />
health for parents of young people aged from 13 to 24.<br />
Antoinette Lewis, clinical team leader at<br />
Wellbeing NC, says parents seek help for awide<br />
variety of issues.<br />
‘‘This often includes concerns about sleep, eating,<br />
self harm, anxiety and low moods, gaming, alcohol<br />
and drug use, grief, loss and change issues.<br />
‘‘We are there to support them, to provide<br />
information on how to navigate mental health<br />
services or how to access further support services<br />
like parentline or parenting place,’’ she says.<br />
Many parents struggling with teenage children<br />
issues want to have aconversation with acouncillor,<br />
who may be able to help with their situation.<br />
‘‘In many cases they want to improve their<br />
relationship with their teenager butdon’t know how<br />
or who to turn to. That’s where we come in with our<br />
free parent dropin service.’’<br />

Rangiora High School principal Bruce Kearney<br />
says they know many young people starting school<br />
experience high levels of anxiety.<br />
‘‘We are also very aware of issues around<br />
wellbeing and the impact of transitioning on young<br />

‘‘Yet Idobelieve that the resilience found in many<br />
of our young people is remarkable. We are aware<br />
that any time astudent transitions from one stage in<br />
life to the next, such as schooling, there is<br />
excitement and there are anxieties.’’<br />
He says for parents, acoffee and cake evening with<br />
the principal allows parents to ask aboutthe<br />
concerns and interests they have when their<br />
children are preparing to enter high school.<br />

Pupils enjoy nature<br />

Kaikōura children are reconnecting with<br />
nature.<br />
Students at Kaikōura Suburban School<br />
have been planting trees and gardens<br />
around the school and have partnered<br />
with Environment <strong>Canterbury</strong> to support<br />
planting on local farms.<br />
Principal Delwyn Riding decided to<br />
make afew changes when she joined the<br />
56pupil school last year.<br />
Her previous school, Moturoa School<br />
in New Plymouth, was an Enviroschool,<br />
so when students approached her about<br />
improving the school’s environment she<br />
was happy to support it.<br />
‘‘I saw the richness in learning for the<br />
students and the opportunities,’’ Ms<br />
Riding said.<br />
‘‘There are anumber of levels, so it<br />
might take five years to officially become<br />
an Enviroschool, but it is all about the<br />
journey.’’<br />
The school launched its Enviroschools<br />
programme in September with a<br />
community planting day.<br />
It was attended by 300 people including<br />
parents, whānau, council staff, and<br />
Kaikōura mayor Craig Mackle.<br />
‘‘Our focus is on sustainability and<br />
regeneration.<br />
‘‘This whole area used to be covered in<br />
forest, so we are hoping to create apocket<br />
forest,’’ she said.<br />
‘‘We are aschool where you get your<br />
hands dirty and the kids are climbing<br />
trees, and they are just having fun.’’<br />
Students have been planting trees,<br />
plants, and fruit and vegetables including<br />
peas, strawberries, blackberries, beans,<br />
carrots and daffodils.<br />
The school is also considering solar<br />
power options, worm farms and raising<br />
chickens and bobby calves.<br />
Classes have also joined with<br />
Environment <strong>Canterbury</strong> land<br />
management and biodiversity advisor<br />
Peter Bradshaw on planting days on<br />
neighbouring farms.<br />
Children can be found climbing trees,<br />
using swings hanging from branches<br />
trees, and making daisy chains.<br />
‘‘It is just cool to have school that is<br />
more with nature, rather than being like<br />
aplastic school,’’ Neve Dunnett (11) said.<br />
‘‘We’re allowed to climb any trees as<br />
long as we can get up and it is not three<br />
times our height.’’<br />
Board of Trustees chairperson Sarah<br />
Chann said it was an exciting project for<br />
the students to be involved in.<br />
‘‘I think it is so fantastic for the<br />
children to have aconnection with the<br />
environment, as it helps them to<br />
understand their place.<br />
‘‘Getting them involved with things like<br />
planting trees helps them to understand<br />
the importance of looking after their<br />
environment because it is getting them to<br />
think about the future.’’<br />
Isla Wilson (8) said she was looking<br />
forward to returning to the school when<br />
she is older to see how much the garden<br />
has progressed and the fully grown trees.<br />
‘‘Children can come back when they<br />
are adults and bring their children and<br />
say ‘look, Iplanted that’.’’<br />
Kaikōura Suburban School is the first<br />
school in the district to apply for<br />
Enviroschool status.<br />
Ms Riding said the initiative was being<br />
supported by the Kaikōura District<br />
Council, Environment <strong>Canterbury</strong>, Te<br />
Rūnanga oKaikōura, Kaikōura Lions,<br />
the Kaikōura Wildlife Trust and Trees<br />
for <strong>Canterbury</strong>.<br />

Service to industries honoured<br />

John Brakenridge’s Companion of the<br />
New Zealand Order of Merit came as a<br />
bit of ashock to his wife Sarah and<br />
family.<br />
On the morning of New Year's Eve,<br />
Mr Brakenridge of Ohoka was out<br />
enjoying an early morning swim in<br />
Lake Tekapo when his phone started<br />
buzzing.<br />
Sarah answered her husband's<br />
phone, and was initially confused as<br />
friends, colleagues and relatives<br />
started to congratulate John on being<br />
awarded aCNZM for his services to the<br />
New Zealand food and fibre sectors,<br />
and the merino industry.<br />
‘‘I hadn’t told her Ihad been<br />
nominated,’’ Mr Brakenridge says.<br />
‘‘She was emotional and very<br />
excited, for me and all others that<br />
share this award.’’<br />
When the first email from the<br />
Governor General's office came in late<br />
September last year, advising him of<br />
his nomination, the couple were<br />
overseas in Boston visiting one of their<br />
three sons, who was studying at Boston<br />
College on exchange.<br />
But he couldn’t tell anyone about it.<br />

Year’s Honours list, Mr Brakenridge<br />
says it was agreat moment, especially<br />

from an early age.’’<br />
He also enjoyed the timing of the<br />
announcement as he had some special<br />
Italian friends (previous clients)<br />
coming to stay with him on the day of<br />
the announcement.<br />

Mr John Brakenridge has been<br />
recognised as the driving force behind<br />
the transformation of the New Zealand<br />
merino industry and uniting leaders of<br />
New Zealand’s food and fibre sectors,<br />
iwi and government agencies.<br />
Mr Brakenridge was the cofounder<br />
and chief executive of The New<br />
Zealand Merino Company (NZM) and<br />
its predecessor organisations since<br />
1995, bringing more than $500 million<br />
in additional value to farmers and<br />
brand partners.<br />
He founded Te Hono in 2012, uniting<br />
leaders from New Zealand’s food and<br />
fibre companies, iwi, and government<br />
agencies and establishing a<br />
collaborative partnership with<br />
Stanford University.<br />
Mr Brakenridge had recently left<br />
NZM after 27 years at the helm and was<br />
on aglobal ‘curiosity quest.’<br />
‘‘It is to look at ways to tap into the<br />
likes of Stanford University and global<br />
networks from astrategic perspective<br />
largely for NZ food and fibre<br />
industries, to see what opportunities<br />
or threats there are for our sector.’’<br />
He has established the Brakenridge<br />
Impact Group aiming to work with<br />
customised teams for strategic<br />

season opens<br />
next month<br />
The FMG Young Farmer of the Year<br />
Regional Finals for season 56 will be<br />
underway soon.<br />
The Otago Southland Regional<br />
Final is the first nationally to kick<br />
off in Mosgiel, Otago, early next<br />
month.<br />
It will be followed by the Aorangi<br />
regionals on February 1617 in<br />
Kurow, then three weeks later the<br />
Tasman regional final will be held<br />
on March 1and 2.<br />
The Tasman practical day will be<br />
held at the <strong>Canterbury</strong> Agricultural<br />
Park, 102 Curletts Road,<br />
Christchurch, while the evening<br />
Q&A session is at the Ladbrooks<br />
Community Hall, in Halswell.<br />
Organisers are expecting it to be a<br />
tightly fought competition again this<br />
year.<br />
NZ Young Farmers has been a<br />
part of rural communities for nearly<br />
100 years.<br />
FMG Young Farmer of the Year is<br />
the flagship event for the nonprofit<br />
organisation, and the competition<br />
has run annually since 1969.<br />
Joining the FMG Young Farmer of<br />
the Year contestants at the regional<br />
finals are the next generation of<br />
young farmers, the AgriKidsNZ and<br />
FMG Junior Young Farmer of the<br />
Year Contestants.<br />
All finalists for each age range will<br />
compete in their respective<br />
categories at the Grand Final to be<br />
held in the <strong>North</strong> Island in July.<br />

Alone in the ocean on asurf board, all<br />
you are thinking about is where’s the<br />
next wave coming from, and am Iokay.<br />
This temporary separation from all of<br />
life’s other worries is the perfect<br />
catalyst for change and improvement of<br />
mental health, say exponents of the<br />
national Surfing for Farming<br />
programme.<br />
Heidi and Nukuroa TirikateneNash,<br />
of Gore Bay Surf Coaching NZ, are<br />
veteran surfers, running their small<br />
business for more than 25 years at Gore<br />
Bay.<br />
Postearthquake, they started working<br />
with mental health agencies to help<br />
improve the lot of people stressed about<br />
their circumstances.<br />
‘‘We started to hold coaching courses<br />
for people suffering from high levels of<br />
stress and anxiety,they were soon very<br />
popular,’’ says Heidi.<br />
‘‘Then four years ago we were<br />
introduced to those involved in the<br />
Surfing for Farming programme up in<br />
Gisborne and things clicked. We soon<br />
started offering Wednesday evening<br />
sessions at Gore Bay for farmersfrom all<br />
around the <strong>North</strong> <strong>Canterbury</strong>district.’’<br />
This summer the couple havebeen<br />
busy at each of the two sessions they<br />
have held so far. Over 35 participants<br />
have turned up at both sessions to learn<br />
how to surf, learn about water safety or<br />
just experience the ocean.<br />
‘‘Since we started the programme<br />
here we are now seeing<br />
intergenerational farming families<br />
coming down to try their hand at surfing.<br />
‘‘One young daughter convincedher<br />
father it would be good for him to go for<br />
asurf to try to help him and he has<br />
proved very adept at it,’’ saysHeidi.<br />
‘‘The younger farmers areabit gung<br />
ho,but the older ones come to learn<br />
something completely differentthat’s<br />
disconnected from the realitiesoftheir<br />
daily lives.’’<br />
Nukuroa says surfingisgreat for<br />
mental health and wellbeing.<br />
‘‘Your are out there on your own,<br />
operating in an environment where you<br />
arenot totally in control of everything<br />
around you, but you soon relax and go<br />
with the flow.‘‘<br />
He says the mental health benefits of<br />
relaxing in the ocean and clearing your<br />
mind cannot be understated.<br />
‘‘It’s about gettingthem off the farm<br />
and focusing on something completely<br />
different for acouple of hours.’’<br />
The couple will continue the<br />
programme supportedbyfarmers’<br />
groups, each Wednesdayevening from<br />
5.30pm until the end of March.<br />

Pegasus Lake comes to life<br />
Vintagecars and yachts attracted abig<br />
crowd at Pegasus Town Lake early in the<br />
new year.<br />
The Waiora Links Community Trust<br />
(WLCT) facilitated acombined picnic day<br />
with the Vintage Car Club (VCC) and<br />
Pegasus Radio Sailing Club.<br />
The public who joined the picnic<br />
enjoyed the sailing, including three foiling<br />
yachts, and getting up close to about 80<br />
vintage cars.<br />
The sailing club had four of its Pegasus<br />
880 yachts on hand to allow the public to<br />
have ahandson experience of sailing a<br />
radiocontrolled yacht.<br />
This kept past commodore Paul Johnson<br />
extremely busy for the four hours the event<br />

Making Roads While the Sun Shines<br />
With the start of the new year, weare back into<br />
resealing season! This means there will be an<br />
increase in chip sealing work being undertaken<br />

The resealing programme kicks offagain on<br />
11 <strong>January</strong> on King Street in Rangiora. Followed<br />
by Oxford Road and Whiterock Road inLoburn.<br />
Starting on Monday 22<strong>January</strong>, CORDE will be<br />
carrying out road works on Tram Road. This work<br />
includes overlaying approximately 1km of the<br />
existing road with anew granular overlay and chip<br />
sealing. The work will take approximately five to<br />

Managed retreat is an option as a<br />
Hurunui coastal community plans for its<br />
long term future.<br />
The Hurunui District Council adopted a<br />
coastal adaptation plan for the Leithfield<br />
Beach community, south of Amberley, last<br />
month.<br />
While managed retreat was an option in<br />
the future, Mayor Marie Black said the<br />
council would be guided by the residents.<br />
The plan addresses the threat of coastal<br />
erosion, flooding and sea level rise and<br />
sets out trigger points, to ‘‘trigger a<br />
conversation’’ on the next action, she said.<br />
It was the result of nearly four years of<br />
engagement with the Leithfield Beach<br />
community.<br />
‘‘This has been along journey with our<br />
beach communities and Ihave really<br />
appreciated the community giving their<br />
insights, particularly those who have<br />
been there along time.’’<br />
Drop in sessions were held for the<br />
community early in the process.<br />
It allowed residents to bring in old<br />
photos from past weather events and<br />
share their experiences of past flooding,<br />
dry periods and coastal erosion to<br />
complement the science, Mrs Black said.<br />
The plan provides trigger points for a<br />
conversation where the community will<br />
be engaged to consider what to do next.<br />
Trigger points included aseries of<br />
major flood events, where major capital<br />
works were required, an event requiring<br />
more than 30 houses to be rebuilt or<br />
houses were unable to be insured.<br />
Possible actions included building a<br />
bund to protect the houses from the sea,<br />
introducing coastal protection measures<br />
or even managed retreat.<br />
Areport to last month’s council meeting<br />
suggested the bund would surround the<br />
settlement to the north, east and south, to<br />
protect it from fluvial and surface<br />
flooding.<br />
It proposed the bund would be around<br />
1.2 metres high and 1.9km long.<br />
More engagement was needed with the<br />
community before atargeted rate was<br />
considered.<br />
Leithfield Beach is avillage of 245<br />
houses and the Leithfield Beach Holiday<br />
Park.<br />
The Leithfield Beach plan is the second<br />
one adopted by the council, after an<br />
Amberley Beach plan was adopted in<br />
June last year.<br />
The council was working on plans for<br />
the Gore Bay, Motunau Beach and<br />
Conway Flat /Claverley beach<br />
communities.<br />
The process started in 2020 with a<br />
‘‘Coastal Conversations’’ project<br />
alongside the five beach communities. It<br />
was assisted by awebbased tool, ‘‘Coastal<br />
Adaptation Explorer’’, developed by<br />
international technology firm Jacobs.<br />
The webbased tool won an award from<br />
the United Kingdom’s Environment<br />
Agency last year.<br />
