Shadow of the past
By Rick Palsgrove
Managing Editor
The remodeling of a building on South High Street
in historic downtown Canal Winchester has revealed
a bit of history.
According to city of Canal Winchester Development
Director Lucas Haire, the building, located at 20 S.
High St. is currently being remodeled for a new location
for Johnson’s Real Ice Cream.
“They are hoping to be open by June,” said Haire.
Haire said the building was built in 1950. It operated
as a gas station until the early 1970s. It was
remodeled to an office use in 1973 and operated as an
optometrist office for 50 years.
Recent remodeling efforts have revealed a shadowy
outline of the lettering of the former gas station’s
name, “Sunoco.”
“The city of Canal Winchester bought the building
with a goal of repositioning the building to a retail of
restaurant use to enhance the Old Town area,” said
Haire. “We have leased the space to the Canal
Winchester Industry and Commerce Corporation, the
city’s CIC to remodeled the exterior and find an appropriate
tenant. They then subleased the space the
Johnson’s.”
A shadow of the sign lettering (above) of a former Sunoco gas
station can faintly be seen on the front of this building at 20 S.
Obetz considers annexation
By Rick Palsgrove
Managing Editor
Obetz City Council is considering legislation to
accept the annexation of approximately 8.9 acres
along Bixby Road.
The annexation includes two parcels located at
2695 Bixby Road and 2715 Bixby Road.
“Both properties had small farms on them, but
the main use was single family residential,” said
Obetz Director of Community Services Stacey
Boumis. “The parcels are not in Obetz yet, so Obetz
zoning does not yet apply. Once annexed, the
parcels will be zoned exceptional use.”
According to Chapter 1163 of the city of Obetz’s
Zoning Code, the exceptional use designation allows
for the following uses: single family residential
dwellings; agricultural production; and recreation.
The Zoning Code states that exceptional use is a
“holding district for recently annexed land into the
municipality until a development plan is submitted.
Any change to the current use of the annexed property
is required to go through the rezoning
process...”
“No development plan has been submitted,” said
Boumis. “Any use of the property other than the
current use will require a rezoning.”
Dental plaque is the primary
cause of tooth decay and gum
disease. A toothbrush can help
remove plaque from visible
surfaces but not from between
the teeth and under the gumline.
Unwaxed floss is needed for these
hidden areas...Here's how:
Cut off about 18 inches of floss
and wrap the ends around your
middle fingers, leaving about 2
inches between your hands.
Guide it with your thumbs for the
upper teeth and index fingers for
the lowers. Pass the floss gently
between two teeth, sliding
several times to the gum and back
along the side of one tooth.
the adjacent tooth and move on
until all teeth are flossed.
A word of caution: Try never to
snap the floss suddenly between
two teeth as the gums may be
sensitive. Use a gentle, sawing
motion. If your gums bleed, you
may be flossing too hard, or the
gums may be in poor health.
Don't be shy. Have your dentist or
hygienist demonstrate the flossing
method to you.
MORPC has some big plans
By Rick Palsgrove
Managing Editor
Central Ohio’s population continues to grow and the
Mid-Ohio Regional Planning Commission is making
plans to deal with the accompanying future increase in
traffic.
MORPC’s 2024-2050 draft Master Transportation
Plan forecasts how approximately $35 billion will be
spent over the next 20 to 30 years to address transportation
needs.
MORPC Active Transportation and Safety Program
Manager Lauren Cardoni said the Master
Transportation Plan is updated every four years and
submitted to the Ohio Department of Transportation
and the United States Department of Transportation
to evaluate transportation infrastructure to see where
investment is needed.
“It is a long range plan, but there are shorter time
frames within it to meet more immediate needs,” said
Cardoni.
According to the plan, MORPC projects that the
population in central Ohio’s 15 counties will increase
from approximately 2.4 million people to 3.1 million by
2050. Accompanying this would be a 29 percent
increase in the number of households and a 28 percent
increase in the labor force within the central Ohio
area. This means more traffic and the need for the
transportation infrastructure to accommodate it all.
The following are some of the proposed projects to
be tackled in the coming years within the Canal
Winchester, Groveport, and Obetz areas:
•Widening State Route 317 south of Groveport
Hamilton Twp. tree work
The Hamilton Township trustees awarded a contract to Able
Tree for $3,000 to remove one tree and a stump at 5012 Astoria
Avenue and two trees at 5076 Astoria Avenue in between curb and
sidewalk.
The contractor will remove and haul away three trees and four
stumps.
The township road department will do dirt work and grass
seeding.
Road.
•Widening Groveport Road west of State Route 317.
•Widening Alum Creek Drive from I-270 to State
Route 317.
•Widening Pontius Road south of Rohr Road.
•Widening U.S. Route 33 from I-270 to Diley Road
as well as constructing interchanges at Bixby Road
and Pickerington Road.
•Widening Winchester Pike.
•Extending Richardson Road north to meet Ebright
Road.
•Building a new road to connect the U.S. 33/Bixby
Road interchange with Ebright Road.
•Constructing bike and pedestrian trails, particularly
along greenway areas of local creeks, such as
Walnut Creek and Big Walnut Creek.
Cardoni said MORPC’s goals are to: create sustainable
neighborhoods; attract economic opportunity; protect
natural resources; increase regional collaboration;
provide transportation options; and reduce per capita
energy consumption.
Public comments on the proposed projects must be
submitted by 5 p.m. on March 29. A complete draft of
the 2024-2050 MTP is available for review and comment
at the MTP webpage at
www.morpc.org/mtp2050. MORPC will host an open
house regarding the plan at its office at 111 Liberty
Street, Suite 100, Columbus, from 3:30-6:30 p.m. on
March 19. A formal presentation to review the plan
will take place at 5:30 p.m. The final plan is expected
to be adopted in May 2024.
CW hears library appeals
By Linda Dillman
Staff Writer
It was a long night on Feb. 20 when
Canal Winchester City Council spent more
than five hours listening to testimony in a
hearing on the fate of appeals for the proposed
Columbus Metropolitan Library
(CML) on Groveport Road.
Neighboring property owner John Allen
filed a trio of appeals on action taken by
the planning and zoning commission in
January recommending approval of a setback
variance, conditional use permit, and
site development plan.
A change in conditional use would permit
the construction of the library in a low
density residential zone.
The variance would reduce the west setback
of the low density residential zoning
library site from 150 feet to 73.3 feet and
locate an ingress driveway and book dropoff
closer to Allen’s home.
“The question is, is the zoning requirement
as applied to the property owner and
property in question reasonable?” asked
Allen’s attorney Bryan Hunt, “not should
the zoning requirement be relaxed to allow
a sought use. The variances are a substantial
detriment to his property.”
Hunt stated the public use zoning was
incorrectly applied and that a library is
specifically identified in another section of
the city’s code under institutions.
When asked which of the three appeals
was most important to him, Allen said,
“The variance is my primary focus…that
distance be respected for the code that
exists.”
CML legal representative Aaron
Underhill said that variances are in place
for a reason, because one size does not fill
all situations.
“The design is extremely important to
the library,” said Underhill.
Architect Richard Ortmeyer–who
started designing libraries in 1995,
although this is his first project for CML–
said the library system has planning principles
and they tend to be most visible in a
rectangular format.
“The storm line is a barrier for moving
the building back,” said Ortmeyer. “The
priority in all Columbus Metropolitan
Libraries is to present a broad a face to the
general public to make the services as visible
as possible.”
Library Chief Financial Officer Lauren
Hagan said CML’s new buildings follow
this principle and that there is more community
engagement with the long side of
the building facing the street.
Councilwoman Laurie Amick asked
what would be sacrificed if the building
size was reduced.
The design as approved by planning and
zoning is a 30,000 square foot structure
featuring a modern architectural style
showcasing clear glazing and metal panels
across the façade.
Ortmeyer said the first thing would be a
reduction in the functionality of the staff
area and patron book drop off.
He said the change would result in an
entirely different plan.
Councilwoman Jill Amos asked Canal
Winchester City Law Director Thaddeus
Boggs why a special use request was made
under the R-3 zoning when a library is
clearly defined in another code section
under “Institutions”
Boggs said the first thing to be considered
was the definition of public use.
“A public use is defined very broadly as
a public use open to the general public,”
said Boggs. “A metro library constructed as
a library is a land use open to the public.
When you have ambiguity in a public code,
that benefit of ambiguity goes to the property
owner, and so considering that with
the generality of public use, it was my
opinion the library was not precluded from
moving forward and applying to be a conditional
use.”
In looking at the criteria for conditional
use, Hunt said the library is not a public
use listed in the R-3 zoning district and the
proposed use is not compatible with adjacent
land use.
Allen said, “I would say I’m impacted by
traffic, but it’s hard to say because there
was no traffic study. (There could be) hundreds
of cars pulling in throughout the day
as opposed to one or two.”
Amos asked city Planning and Zoning
Administrator Andrew Moore what accommodations
the library made to anything
the city requested. Moore replied it
depended on who was being asked.
“Because of what you’re describing, it
doesn’t sound like much of anything,” said
Amos. “It sounds like they don’t play in the
sandbox well.”
Underhill said there was an earnest
effort on the library’s part to design something
the community could be proud of and
while some may disagree, it did fit their
(CMLs) needs and design goals.
“These issues are complicated,” said
Underhill.
Following an hour and a half deliberation
behind closed doors, when it came
time to take a preliminary vote on upholding
the variance appeal, Amos and
Councilman Patrick Shea voted in Allen’s
favor.
The remaining members voted down the
appeal.
Shea said his vote was on the basis of
safety and Amos felt a lot of her safety
questions went unanswered.
She said the CML representatives “did
not come to the table with a lot of factual
information.”
The vote followed the same pattern for
the conditional use appeal and the site
development appeal.
Regarding the site development plan,
Amos said additional conversations should
have taken place before the Feb. 20 vote
was taken.
A final vote will take place at a later
meeting after findings, facts, and conclusions
of law are submitted.
The giant things are on the move
Honoring Black History
As we celebrate Black History Month, let us not only reflect
on the past but also commit ourselves to building
a brighter future. As your State Senator, I am honored
to stand in solidarity with you during Black History
Month, a time dedicated to commemorating the resilience,
achievements, and cultural richness of the
Black community. This month serves as a poignant reminder
of the struggles and triumphs that have shaped
our nation. From the courageous leaders of the Civil
Rights Movement to the trailblazing innovators who
have revolutionized every facet of society, Black Americans
have left an indelible mark on our collective consciousness.
Their unwavering determination in the face
of adversity and their relentless pursuit of justice continue
to inspire us all.
However, Black History Month is not merely a time for
reflection; it is a call to action. At the community level,
there are countless ways to honor Black History Month
and contribute to its celebration. Here are a few suggestions:
Support Black-Owned Businesses.
Patronize Black-owned businesses in your community
and amplify their voices through social media and
word-of-mouth recommendations. By investing in the
economic success of Black entrepreneurs, we can promote
economic empowerment and foster a more equitable
society.
Attend public hearings and meetings where issues
affecting black communities are discussed.
These hearings provide an opportunity for community
members to voice their concerns, share their experiences,
and advocate for change directly to lawmakers
and policymakers. By showing up and speaking out,
you can ensure all voices and perspectives are heard
and considered in the decision-making process.
Engage directly with your elected officials.
Writing letters, making phone calls, and scheduling
meetings with local government officials and state legislators
are all powerful tools for advocacy. Building relationships
with your elected officials and holding us
accountable can help drive positive change from the
ground up.
Get involved with local organizations and advocacy
groups actively working to address issues facing
black communities.
These groups often have deep connections and relationships
with state government officials and can provide
valuable insights and support for your advocacy
efforts. By collaborating with problem solvers who are
dedicated to advancing black communities, you can
amplify your impact and contribute to meaningful
change in your community and beyond.
Together, let us strive to create a society where every
individual is valued, respected, and empowered to live
up to their fullest God-given potential. By honoring the
legacy of Black Americans, we can forge a more just and
unified future for generations to come.
The Groveport Police are working to
stay on top of a situation involving the
movement of huge, heavy equipment along
Groveport area roads headed for Licking
County as part of the $20 billion Intel semiconductor
chip factory project.
According to the Ohio Department of
Transportation (ODOT), the first of nearly
two dozen extremely large truck loads,
known as “super loads,” were expected to
journey from Manchester along the Ohio
River to Central Ohio as soon as March 6.
Each load will be transported by semitruck
via a predetermined route to destinations
in either New Albany or Hebron.
Most, but not all, of the loads are associated
with the future Intel semiconductor
facilities. The loads will not contain any
hazardous material.
ODOT officials said some of the loads will
weigh 900,000 pounds, be 19 feet wide, 24
feet high, and 270 feet long. Each oversized
and overweight load will take approximately
8-15 days to reach its destination. While
no official closures or detours are planned,
slow-rolling road blocks will be necessary
during transit, and drivers should plan
ahead for long delays along the route.
Groveport Police Chief Casey Adams
said representatives from the Columbus
Police Department and ODOT provided
him with the following information:
•Over a period of months, there are
approximately 40 oversized transports that
will come through Groveport and Madison
Township.
•Four of the oversized transports will be
the largest loads police have been anticipating
coming through the community, and
will most likely cause some traffic delays in
Groveport (slower speeds and wider turns
on the roadways). The loads will be approximately
266 in length, over 20 feet in
height, and over 500,000 pounds in weight
•The other 36 oversized loads will vary
in size (height, weights, and length). They
Winchester Road. Visit with the Easter
the Miss Canal Winchester queens, enjoy
the new playground, and join your friends
for a fun egg hunt.
Children up to age 10 are invited to participate.
There will be nearly 15,000 colorful
eggs, with special prize eggs in each age
category. Age groups are as follows: under
3 years, 4-6 years, 7-8 years, and 9-10
years. Bring your own bag to collect
eggs/candy.
The hunt begins promptly at 10 a.m. so
families are encouraged to arrive early.
When the parking lot is full, the entrance
will be closed to vehicular traffic. The park
can also be accessed via foot or bike along
Walnut Creek Trail. The event will occur
will be smaller compared to the four largest
transports, and some of these oversized
loads can be transported on shorter time
frame compared to the four largest transports,
along with a different route - State
Route 317 to U.S. 33 eastbound/ bypassing
the Bixby Road route.
•Weekend only transports through
Franklin County.
•Transports will take place during daylight
hours only.
•Utility companies will be staging
ahead of the oversized transports to minimize
traffic delays as the trucks move
through the designated routes.
Adams said the following Groveport
area roads will be affected by these oversized
transports: Alum Creek Drive (south
of Rohr Road), Rohr Road, Opus Drive ,
Green Pointe Drive South, Saltzgaber
Road, State Route 317 (South Hamilton
Road), Old Hamilton Road, Bixby Road,
Ebright Road, and U.S. 33 (heading east
towards Gender Road in Canal
Winchester).
“When the city of Groveport and the
Groveport Police Department are made
aware of these transports through ODOT
media releases, I will make sure to keep
the community informed of this information
in the coming months,” said Adams.
Adams said the humongous equipment
cannot be transported on Interstate freeways
because it will not fit under overpasses,
so local roads must be used.
ODOT officials stated they analyzed
and planned the route to make sure these
super loads can be accommodated. Since
each load will be escorted by several Ohio
State Highway Patrol troopers, emergency
traffic will get around the rolling road
Wagnalls Scholarships
There have been changes by The
Wagnalls Memorial Foundation regarding
its scholarships for graduating high school
seniors. The scholarships are offered from
the endowment left by Mabel Wagnalls
Jones and the changes will increase the
value of the scholarship awards. Students
must be residents of Bloom Township.
American Legion Post 677 in Lithopolis
has also revised their agreement with The
Wagnalls Foundation for administering
scholarships. Starting this year, there will
be three, $3,000 scholarships awarded, one
coordination with the Ohio State Highway
Patrol and local stakeholders along the
route to ensure each move goes as smoothly
as possible with minimal impacts to those
who live and work in the communities
along the route,” said ODOT Director Jack
Marchbanks. “We will work to provide as
much notice as possible so that drivers can
plan ahead and use alternate routes.”
The schedule of each of these loads will
be checked against local events, like festivals
and fairs, to further minimize impacts.
“Moving loads like these is not new for
ODOT and our various partners. However,
what makes this situation unique is the
number of these types of loads arriving in
short succession,” said Mike Moreland,
administrator of ODOT’s Office of Special
Hauling Permits.
Notifications will be made in advance of
each load leaving the dock on the Ohio
Active Lifestyles
Arthritis and exercise
Exercise can be beneficial in the treatment
of arthritis, say many doctors.
Physical activity can reduce stiffness
and increase muscle strength and flexibility.
It also has overall health benefits, such
as improving cardiac fitness and physical
endurance. Three types of exercise are
most appropriate for those who have
arthritis:
•Strength training: Strong muscles help
support and protect joints affected by
arthritis. Lifting weights can provide this.
•Range of motion exercises: Dancing,
tai chi, Pilates, swimming, and other activities
that push the body to stretch and
move help maintain normal joint motion
and relieve stiffness.
•Aerobic activities: Activities such as
brisk walking, bicycle riding, skating and
more are good for the heart. They also moderate
weight, which in turn puts less strain
on joints, particularly the knees. Some
studies show that aerobic exercise can
reduce inflammation in some joints.
Before beginning an exercise program,
discuss with your doctor what activities
might be right for you.
Benefits of growing older
•Higher self-esteem: The insecurities of
youth give way as one ages, and older people
have less negativity and higher selfesteem.
Qualities like self-control and
altruism can contribute to happiness.
•Financial perks: Seniors are entitled to
discounts on meals, museum entry fees,
movies, and other entertainment if they’re
willing to disclose their ages. Discounts are
available through an array of venues if one
speaks up. Seniors also can enjoy travel
perks, with slashed prices on resorts, plane
tickets and more.
•Reasoning and problem-solving skills:
Brain scans reveal that older adults are
more likely to use both hemispheres of
their brans simultaneously something
www.columbusmessenger.com
called bilateralization. This can sharpen
reasoning skills.
•Less stress: As people grow older, they
are able to differentiate their needs from
wants and focus on more important goals.
This can alleviate worry over things that
are beyond one’s control. Seniors may realize
how little the opinions of others truly
mean in the larger picture, thereby feeling
less stress about what others think of
them.
Growing older may involve gray hair or
wrinkling skin, but there are many positive
things associated with aging.
Fun ways to stay active
Physical activity is an important component
of overall health. Health experts
advise that exercise can increase lean body
mass, prevent conditions like diabetes and
cardiovascular disease, improve balance,
and positively affect mental health/cognition.
Exercise also can foster socialization
with others, helping people overcome boredom
and isolation.
As individuals get older, they may not
be able to participate in all of the activities
they enjoyed as youths, but that doesn’t
mean older adults must resign themselves
to sedentary lifestyles. Explore these methods
for staying active.
Community senior center hikes, walking
tours, dances, and other activities all
serve as entertaining ways to get out and
about while meeting some fitness goals.
Raking leaves, mowing the lawn, digging
in flower beds, trimming bushes, and
other outdoor tasks could help a person
meet this quota in a way that doesn’t seem
like exercise at all.
Find hobbies that incorporate physical
activity. Perhaps learning to salsa dance or
taking Zumba will be fun? Pickleball has
caught on across the nation. The sport is a
mix of tennis, racquetball and badminton
that caters to all ages. Joining a bowling
team is another way to get active and meet
new people.
Franklin County Office on Aging Supports
‘National Nutritional Month’
Through Support Services & Events
March is National Nutritional Month, a month dedicated to teaching individuals
how to make informed and healthy choices. This month-long campaign
strives to start healthy habits and make nutritious choices that last
all year long.
While healthy habits are important for everyone, they’re especially
important for seniors. Small actions in your everyday life can go a long
way to support healthy aging, and can benefit your physical, emotional,
and mental well-being.
It’s never too late to adapt healthy habits into your lifestyle. For many
older adults, good health ensures independence, security and productivity
as they age. There are many risk factors that can come from an unhealthy
lifestyle, including the increased risk of chronic conditions, fall risks and
behavioral health issues.
Some simple ways for seniors to live a healthy lifestyle include supporting
their physical health by staying active, eating healthy and getting plenty of
sleep. Taking care of your mental health is another important aspect in
maintaining a healthy lifestyle, which can be done by interacting with
friends and family, practicing gratitude and by participating in activities
you enjoy.
It’s important to remember that these habits should be incorporated all
year round, not just during the month of March. The Franklin County
Office on Aging (FCOA) offers numerous services and programs that
promote and support healthy aging among its senior residents such as
providing access to nutritious meals. FCOA offers free home-delivered
meals to any Franklin County resident aged 60 and older. These meals not
only help seniors maintain their independence but also support a healthy
and nutritious lifestyle. Many risks associated with aging can be
conquered through clean and healthy eating.
FCOA also supports a healthy lifestyle among its older adults by encouraging
them to participate in regular physical activity, which can help
improve and maintain a senior’s fitness, strength and balance. FCOA
hosts several physical fitness events throughout the year – providing
seniors a chance to learn from local wellness experts on how to incorporate
healthy fitness habits into their daily routine. One of FCOA’s
fitness-inspired events, Spring Forward, is taking place on Thursday, May
2 at the Whitehall Community Park YMCA from 10 a.m. to 1 p.m. This
free event will offer various community resources, educational sessions,
fitness activities and a produce giveaway for seniors in the Whitehall area.
While National Nutritional Month serves as a reminder to cultivate
healthy habits, the importance of sustaining healthy living goes far
beyond the month of March. FCOA's commitment to supporting seniors
underscores the value of prioritizing health and vitality in the aging community
– creating a lasting impact on their overall quality of life.
is enrolled in the engineering and robotics lab at
the South-Western Career Academy, is president
of the student council there, and played varsity
football team for Grove City HS last fall.
and current freshman at the United States
Military Academy (West Point), finished the first
semester ranked in the top one-third of his class
there. He also represents West Point on its college
Model United Nations and club fencing
teams.
Richmond Honkpo, a freshman at Otterbein University
and recent graduate of Franklin Heights
High School, qualified for the NCAA Division III
National Indoor Track Championships in the long
jump. He has posted one of the top 20 leaps
among DIII student athletes during the indoor
season at 23’ 6-3/4” and is traveling to the national
competition in Virginia March 7-9. Richmond
formerly earned All-Ohio recognition in
the long jump as a high school senior.
producing young people that are achieving at
extremely high levels.
Aggregation lessens bills
By Linda Dillman
Staff Writer
Madison Township residents enrolled in
a voter-approved aggregation program will
see a reduction in their utility bill–an
average of $16 a month–following action
taken by the township trustees at their
Feb. 26 meeting.
The trustees approved new rate resolutions
for electricity and gas starting with
April billing, which is before the current
agreement ends, due to favorable conditions.
“The market right now is in a pretty
good place to extend your agreement,” said
Trebel LLC representative Erin
Schmerschneider.
The township’s current participation
rate, based on eligibility, is 87 percent electric
and 89 percent gas. As in the past, only
those serviced by AEP or Columbia Gas are
eligible for the aggregation program.
Separate opt-out letters for the gas and
electric aggregation program participation
will be sent out on March 8 to all eligible
township residents, as required by the
PUCO. All opt-outs received by March 29
will be processed before the April billing.
However, residents may join or leave
the program at any time without penalty
from the supplier. Budget billing is also
available.
The rate for gas aggregation with
Archer Energy for April 1, 2024, through
May 30, 2026, is fixed at $0.5859 per Ccf.
The rate for electric aggregation with
Archer Energy for May 31, 2024, through
May 31, 2025, is fixed at $0.06649 per
kWh.
“This is about as low as we’ve seen since
COVID times,” said Madison Township
Administrator Susan Brobst.
“The township will obtain the toters,”
said Brobst. “SWACO will help with getting
everything ordered and take care of
helping to distribute them.”
SWACO is also assisting with the costs
of a third-party vendor helping with the
rollout and education of the new program.
Residents who do not want to receive a
new toter can opt out.
However, no recycled items will be
picked up on trash day without the new
recycle toter at the curb.
The existing green recycling bins will be
discontinued.
Residents are asked to provide feedback
and comments no later than March 22. The
survey can be found under the Important
Information tab at www.madisontownship.org.
“SWACO is asking for a decision by the
March meeting,” said Brobst, who said
over 400 green recycle bins are currently in
use by residents. “They have to have a minimum
order to make this work.”
•Public Works Superintendent Dave
Watkins said the township’s application for
street improvements through the Ohio
Public Works Commission received funding.
The County Engineer’s Office will assist
in the bid process for improving the following
streets: Glenfield, Bonita Place, Bixby
Road just west of Ebright, and intersection
improvements at Harbor and Tremaine
near Asbury Elementary School.
The board also approved a resolution to
participate in the county engineer’s 2024
resurfacing program.
Specific streets will be determined in
the next two months.
CW Council wants your opinions
By Linda Dillman
Staff Writer
Canal Winchester City Council hopes
efforts to pave the way for better communications
with citizens will direct the best
ways to share news and information with
the community.
Council’s communication committee is
creating and distributing a survey seeking
input on improving communications.
“What do we want to accomplish? What
do we want to learn,” said Councilman Will
Bennett, “to ensure we provide residents
with the information they find valuable
and not create an additional burden on city
staff. Identify the level of methods that currently
exist and also identify what channels
of communications will reach the most
significant amount of residents as well as
the topics residents want to know the most
about.”
Proposed survey questions are: Do you
follow what is happening in Canal
Winchester? What sources do you use?
What department do you seek information
from? And Do you feel the city currently
does a good job of communicating with residents?
Three open-ended survey questions
under consideration are: What are we
doing right? What can we do to better communications
and what other ways the city
can improve communications.
Survey participants can provide their
Township Police report
According to the Madison Township
Police, during February officers responded
to 226 dispatched calls and logged 153,518
patrol miles. MTPD officers impounded 20
vehicles and used 1,583 gallons of fuel. In
addition, six OVI arrests were made, two in
Blacklick Estates, two in Canal Winchester
city limits, one near the Marwick Addition,
and one outside Madison Township limits.
To date, in 2024, Madison Township officers
have arrested ten impaired drivers.
Hamilton Township
sidewalk program
The Hamilton Township trustees
received three bids for the Hamilton
Meadows sidewalk replacement program
Phase Eight. Bids were received from Royal
Concrete for $36,905, Capital City Concrete
for $28,192, and Randy Linton for $24,163.
After discussion, the trustees approved the
bid from Randy Linton for Phase Eight of
the sidewalk replacement program for a
cost of $24,163.
The trustees also accepted the agreement
with the Franklin County Engineer
to inspect the 2024 sidewalk replacement
project.
At their Jan. 10 meeting, the Hamilton
Township trustees declared their intent to
repair sidewalks along the following township
roads: Astoria Avenue, Alburn Drive,
Grenada Road, Kingland Drive, Kinsman
Place, and Rathmell Road, and to assess
name or remain anonymous.
As to the method of survey delivery,
council discussed various avenues including
online, social media, door drops, mailings,
cold calls, utility bills, and voice
method systems.
“It’s a huge opportunity to learn what
people desire to learn more about,” said
Bennett. “To really guide the type of communications
were creating. We’re going to
regroup (the communications committee)
on the 14th and finalize the survey and our
approach on the delivery methods.”
Library update
After more than three hours of testimony
and deliberations on Feb. 20, the fate of
three appeals filed against planning and
zoning recommendations for a new
Columbus Metropolitan Library crossed
another milestone.
The library is asking to move ahead
with their plans to build a 30,000 squarefoot
building on Groveport Road. They are
asking for a conditional use permit, site
development plan and setback variances,
including slicing a west setback from 150
feet to 73.3 feet.
At the end of the March 4 regular meeting,
council adopted the Findings and Facts
of the Feb. 20 public hearing as prepared
by the city’s law director Thaddeus Boggs.
“This is just to accept what accurately
reflects what went down (during the hearing),”
Boggs said. “The timing for any fur-
the cost of the repair of those sidewalks to
the abutting property owners.
The trustees held a public hearing on
the issue on Feb. 28 at the Township Hall,
6400 Lockbourne Road.
