Shadow of the past<br />

The remodeling of a building on <strong>South</strong> High Street<br />

in historic downtown <strong>Canal</strong> <strong>Winchester</strong> has revealed<br />

a bit of history.<br />

According to city of <strong>Canal</strong> <strong>Winchester</strong> Development<br />

Director Lucas Haire, the building, located at 20 S.<br />

High St. is currently being remodeled for a new location<br />

for Johnson’s Real Ice Cream.<br />

“They are hoping to be open by June,” said Haire.<br />

Haire said the building was built in 1950. It operated<br />

as a gas station until the early 1970s. It was<br />

remodeled to an office use in 1973 and operated as an<br />

optometrist office for 50 years.<br />

Recent remodeling efforts have revealed a shadowy<br />

outline of the lettering of the former gas station’s<br />

name, “Sunoco.”<br />

“The city of <strong>Canal</strong> <strong>Winchester</strong> bought the building<br />

with a goal of repositioning the building to a retail of<br />

restaurant use to enhance the Old Town area,” said<br />

Haire. “We have leased the space to the <strong>Canal</strong><br />

<strong>Winchester</strong> Industry and Commerce Corporation, the<br />

city’s CIC to remodeled the exterior and find an appropriate<br />

tenant. They then subleased the space the<br />

Johnson’s.”<br />

Obetz considers annexation<br />

Obetz City Council is considering legislation to<br />

accept the annexation of approximately 8.9 acres<br />

along Bixby Road.<br />

The annexation includes two parcels located at<br />

2695 Bixby Road and 2715 Bixby Road.<br />

“Both properties had small farms on them, but<br />

the main use was single family residential,” said<br />

Obetz Director of Community Services Stacey<br />

Boumis. “The parcels are not in Obetz yet, so Obetz<br />

zoning does not yet apply. Once annexed, the<br />

parcels will be zoned exceptional use.”<br />

According to Chapter 1163 of the city of Obetz’s<br />

Zoning Code, the exceptional use designation allows<br />

for the following uses: single family residential<br />

“No development plan has been submitted,” said<br />

Boumis. “Any use of the property other than the<br />

current use will require a rezoning.”<br />

MORPC has some big plans<br />

Central Ohio’s population continues to grow and the<br />

Mid-Ohio Regional Planning Commission is making<br />

plans to deal with the accompanying future increase in<br />

traffic.<br />

MORPC’s <strong>2024</strong>-2050 draft Master Transportation<br />

Plan forecasts how approximately $35 billion will be<br />

spent over the next 20 to 30 years to address transportation<br />

needs.<br />

MORPC Active Transportation and Safety Program<br />

Manager Lauren Cardoni said the Master<br />

Transportation Plan is updated every four years and<br />

submitted to the Ohio Department of Transportation<br />

and the United States Department of Transportation<br />

to evaluate transportation infrastructure to see where<br />

investment is needed.<br />

“It is a long range plan, but there are shorter time<br />

frames within it to meet more immediate needs,” said<br />

Cardoni.<br />

According to the plan, MORPC projects that the<br />

population in central Ohio’s 15 counties will increase<br />

from approximately 2.4 million people to 3.1 million by<br />

2050. Accompanying this would be a 29 percent<br />

increase in the number of households and a 28 percent<br />

increase in the labor force within the central Ohio<br />

area. This means more traffic and the need for the<br />

transportation infrastructure to accommodate it all.<br />

The following are some of the proposed projects to<br />

be tackled in the coming years within the <strong>Canal</strong><br />

<strong>Winchester</strong>, Groveport, and Obetz areas:<br />

•Widening State Route 317 south of Groveport<br />

Hamilton Twp. tree work<br />

The Hamilton Township trustees awarded a contract to Able<br />

Tree for $3,000 to remove one tree and a stump at 5012 Astoria<br />

Avenue and two trees at 5076 Astoria Avenue in between curb and<br />

sidewalk.<br />

The contractor will remove and haul away three trees and four<br />

stumps.<br />

The township road department will do dirt work and grass<br />

seeding.<br />

Cardoni said MORPC’s goals are to: create sustainable<br />

neighborhoods; attract economic opportunity; protect<br />

natural resources; increase regional collaboration;<br />

provide transportation options; and reduce per capita<br />

energy consumption.<br />

Public comments on the proposed projects must be<br />

submitted by 5 p.m. on <strong>March</strong> 29. A complete draft of<br />

the <strong>2024</strong>-2050 MTP is available for review and comment<br />

at the MTP webpage at<br />

www.morpc.org/mtp2050. MORPC will host an open<br />

house regarding the plan at its office at 111 Liberty<br />

Street, Suite 100, Columbus, from 3:30-6:30 p.m. on<br />

<strong>March</strong> 19. A formal presentation to review the plan<br />

will take place at 5:30 p.m. The final plan is expected<br />

to be adopted in May <strong>2024</strong>.<br />

New contract for<br />

Hamilton superintendent<br />

The Hamilton Local School Board of<br />

Education recently approved a new contract<br />

for district Superintendent Mark<br />

Tyler by a 4-0 vote.<br />

According to Hamilton Schools Public<br />

Relations Director Michael Sutherland, it<br />

is a five year contract that begins Aug. 1,<br />

2025 and expires July 31, 2030. The contract<br />

includes a 3 percent pay increase and<br />

the superintendent’s annual salary is<br />

$186,927.<br />

Tyler has been with the Hamilton Local<br />

School district for 26 years in total, seven<br />

of which have been as superintendent.<br />

Obetz Police news<br />

Obetz Police Chief Mike Confer reported<br />

the following information at Obetz City<br />

Council’s Jan. 22 and Feb. 12 meetings:<br />

•A local business experienced the theft<br />

of $30,000 worth of materials.<br />

•A Kia automobile was stolen on<br />

Marshall Avenue and found abandoned in<br />

Columbus.<br />

•A gravestone in the Obetz Cemetery<br />

was recently vandalized.<br />

•A Flock security camera system is<br />

being deployed in Obetz. The system takes<br />

photos of license plates and runs the plate<br />

number against a database to help police<br />

officers identify stolen vehicles, etc.<br />

Sixteen of the cameras will be placed within<br />

the city of Obetz.

CW hears library appeals<br />

It was a long night on Feb. 20 when<br />

<strong>Canal</strong> <strong>Winchester</strong> City Council spent more<br />

than five hours listening to testimony in a<br />

hearing on the fate of appeals for the proposed<br />

Columbus Metropolitan Library<br />

(CML) on Groveport Road.<br />

Neighboring property owner John Allen<br />

filed a trio of appeals on action taken by<br />

the planning and zoning commission in<br />

January recommending approval of a setback<br />

variance, conditional use permit, and<br />

site development plan.<br />

A change in conditional use would permit<br />

the construction of the library in a low<br />

density residential zone.<br />

The variance would reduce the west setback<br />

of the low density residential zoning<br />

library site from 150 feet to 73.3 feet and<br />

locate an ingress driveway and book dropoff<br />

closer to Allen’s home.<br />

“The question is, is the zoning requirement<br />

as applied to the property owner and<br />

property in question reasonable?” asked<br />

Allen’s attorney Bryan Hunt, “not should<br />

the zoning requirement be relaxed to allow<br />

a sought use. The variances are a substantial<br />

detriment to his property.”<br />

Hunt stated the public use zoning was<br />

incorrectly applied and that a library is<br />

specifically identified in another section of<br />

the city’s code under institutions.<br />

When asked which of the three appeals<br />

was most important to him, Allen said,<br />

“The variance is my primary focus…that<br />

distance be respected for the code that<br />

exists.”<br />

CML legal representative Aaron<br />

Underhill said that variances are in place<br />

for a reason, because one size does not fill<br />

all situations.<br />

“The design is extremely important to<br />

the library,” said Underhill.<br />

Architect Richard Ortmeyer–who<br />

started designing libraries in 1995,<br />

although this is his first project for CML–<br />

said the library system has planning principles<br />

and they tend to be most visible in a<br />

rectangular format.<br />

“The storm line is a barrier for moving<br />

the building back,” said Ortmeyer. “The<br />

priority in all Columbus Metropolitan<br />

Libraries is to present a broad a face to the<br />

general public to make the services as visible<br />

as possible.”<br />

Library Chief Financial Officer Lauren<br />

Hagan said CML’s new buildings follow<br />

this principle and that there is more community<br />

engagement with the long side of<br />

the building facing the street.<br />

Councilwoman Laurie Amick asked<br />

what would be sacrificed if the building<br />

size was reduced.<br />

The design as approved by planning and<br />

zoning is a 30,000 square foot structure<br />

featuring a modern architectural style<br />

showcasing clear glazing and metal panels<br />

across the façade.<br />

Ortmeyer said the first thing would be a<br />

reduction in the functionality of the staff<br />

area and patron book drop off.<br />

He said the change would result in an<br />

entirely different plan.<br />

Councilwoman Jill Amos asked <strong>Canal</strong><br />

<strong>Winchester</strong> City Law Director Thaddeus<br />

Boggs why a special use request was made<br />

under the R-3 zoning when a library is<br />

clearly defined in another code section<br />

under “Institutions”<br />

Boggs said the first thing to be considered<br />

was the definition of public use.<br />

“A public use is defined very broadly as<br />

a public use open to the general public,”<br />

said Boggs. “A metro library constructed as<br />

a library is a land use open to the public.<br />

When you have ambiguity in a public code,<br />

that benefit of ambiguity goes to the property<br />

owner, and so considering that with<br />

the generality of public use, it was my<br />

opinion the library was not precluded from<br />

moving forward and applying to be a conditional<br />

use.”<br />

In looking at the criteria for conditional<br />

use, Hunt said the library is not a public<br />

use listed in the R-3 zoning district and the<br />

proposed use is not compatible with adjacent<br />

land use.<br />

Allen said, “I would say I’m impacted by<br />

traffic, but it’s hard to say because there<br />

was no traffic study. (There could be) hundreds<br />

of cars pulling in throughout the day<br />

as opposed to one or two.”<br />

Amos asked city Planning and Zoning<br />

Administrator Andrew Moore what accommodations<br />

the library made to anything<br />

the city requested. Moore replied it<br />

depended on who was being asked.<br />

“Because of what you’re describing, it<br />

doesn’t sound like much of anything,” said<br />

Amos. “It sounds like they don’t play in the<br />

sandbox well.”<br />

Underhill said there was an earnest<br />

effort on the library’s part to design something<br />

the community could be proud of and<br />

while some may disagree, it did fit their<br />

(CMLs) needs and design goals.<br />

“These issues are complicated,” said<br />

Underhill.<br />

Following an hour and a half deliberation<br />

behind closed doors, when it came<br />

time to take a preliminary vote on upholding<br />

the variance appeal, Amos and<br />

Councilman Patrick Shea voted in Allen’s<br />

favor.<br />

The remaining members voted down the<br />

appeal.<br />

Shea said his vote was on the basis of<br />

safety and Amos felt a lot of her safety<br />

questions went unanswered.<br />

She said the CML representatives “did<br />

not come to the table with a lot of factual<br />

information.”<br />

The vote followed the same pattern for<br />

the conditional use appeal and the site<br />

development appeal.<br />

Regarding the site development plan,<br />

Amos said additional conversations should<br />

have taken place before the Feb. 20 vote<br />

was taken.<br />

A final vote will take place at a later<br />

meeting after findings, facts, and conclusions<br />

of law are submitted.<br />

The giant things are on the move<br />

Honoring Black History<br />

As we celebrate Black History Month, let us not only reflect<br />

on the past but also commit ourselves to building<br />

a brighter future. As your State Senator, I am honored<br />

to stand in solidarity with you during Black History<br />

Month, a time dedicated to commemorating the resilience,<br />

achievements, and cultural richness of the<br />

Black community. This month serves as a poignant reminder<br />

of the struggles and triumphs that have shaped<br />

our nation. From the courageous leaders of the Civil<br />

Rights Movement to the trailblazing innovators who<br />

have revolutionized every facet of society, Black Americans<br />

have left an indelible mark on our collective consciousness.<br />

Their unwavering determination in the face<br />

of adversity and their relentless pursuit of justice continue<br />

to inspire us all.<br />

However, Black History Month is not merely a time for<br />

reflection; it is a call to action. At the community level,<br />

there are countless ways to honor Black History Month<br />

and contribute to its celebration. Here are a few suggestions:<br />

Support Black-Owned Businesses.<br />

Patronize Black-owned businesses in your community<br />

and amplify their voices through social media and<br />

word-of-mouth recommendations. By investing in the<br />

economic success of Black entrepreneurs, we can promote<br />

economic empowerment and foster a more equitable<br />

society.<br />

Attend public hearings and meetings where issues<br />

affecting black communities are discussed.<br />

These hearings provide an opportunity for community<br />

members to voice their concerns, share their experiences,<br />

and advocate for change directly to lawmakers<br />

and policymakers. By showing up and speaking out,<br />

you can ensure all voices and perspectives are heard<br />

and considered in the decision-making process.<br />

Engage directly with your elected officials.<br />

Writing letters, making phone calls, and scheduling<br />

meetings with local government officials and state legislators<br />

are all powerful tools for advocacy. Building relationships<br />

with your elected officials and holding us<br />

accountable can help drive positive change from the<br />

ground up.<br />

Get involved with local organizations and advocacy<br />

groups actively working to address issues facing<br />

black communities.<br />

These groups often have deep connections and relationships<br />

with state government officials and can provide<br />

valuable insights and support for your advocacy<br />

efforts. By collaborating with problem solvers who are<br />

dedicated to advancing black communities, you can<br />

amplify your impact and contribute to meaningful<br />

change in your community and beyond.<br />

Together, let us strive to create a society where every<br />

individual is valued, respected, and empowered to live<br />

up to their fullest God-given potential. By honoring the<br />

legacy of Black Americans, we can forge a more just and<br />

The Groveport Police are working to<br />

stay on top of a situation involving the<br />

movement of huge, heavy equipment along<br />

Groveport area roads headed for Licking<br />

County as part of the $20 billion Intel semiconductor<br />

chip factory project.<br />

According to the Ohio Department of<br />

Transportation (ODOT), the first of nearly<br />

two dozen extremely large truck loads,<br />

known as “super loads,” were expected to<br />

journey from Manchester along the Ohio<br />

River to Central Ohio as soon as <strong>March</strong> 6.<br />

Each load will be transported by semitruck<br />

via a predetermined route to destinations<br />

in either New Albany or Hebron.<br />

Most, but not all, of the loads are associated<br />

with the future Intel semiconductor<br />

facilities. The loads will not contain any<br />

hazardous material.<br />

ODOT officials said some of the loads will<br />

weigh 900,000 pounds, be 19 feet wide, 24<br />

feet high, and 270 feet long. Each oversized<br />

and overweight load will take approximately<br />

8-15 days to reach its destination. While<br />

no official closures or detours are planned,<br />

slow-rolling road blocks will be necessary<br />

during transit, and drivers should plan<br />

ahead for long delays along the route.<br />

Groveport Police Chief Casey Adams<br />

said representatives from the Columbus<br />

Police Department and ODOT provided<br />

him with the following information:<br />

•Over a period of months, there are<br />

approximately 40 oversized transports that<br />

will come through Groveport and Madison<br />

Township.<br />

•Four of the oversized transports will be<br />

the largest loads police have been anticipating<br />

coming through the community, and<br />

will most likely cause some traffic delays in<br />

Groveport (slower speeds and wider turns<br />

on the roadways). The loads will be approximately<br />

266 in length, over 20 feet in<br />

height, and over 500,000 pounds in weight<br />

•The other 36 oversized loads will vary<br />

in size (height, weights, and length). They<br />

for a fun egg hunt.<br />

Children up to age 10 are invited to participate.<br />

There will be nearly 15,000 colorful<br />

eggs, with special prize eggs in each age<br />

category. Age groups are as follows: under<br />

3 years, 4-6 years, 7-8 years, and 9-10<br />

years. Bring your own bag to collect<br />

eggs/candy.<br />

The hunt begins promptly at 10 a.m. so<br />

families are encouraged to arrive early.<br />

When the parking lot is full, the entrance<br />

will be closed to vehicular traffic. The park<br />

can also be accessed via foot or bike along<br />

Walnut Creek Trail. The event will occur<br />

will be smaller compared to the four largest<br />

transports, and some of these oversized<br />

loads can be transported on shorter time<br />

frame compared to the four largest transports,<br />

along with a different route - State<br />

Route 317 to U.S. 33 eastbound/ bypassing<br />

the Bixby Road route.<br />

•Weekend only transports through<br />

Franklin County.<br />

•Transports will take place during daylight<br />

hours only.<br />

•Utility companies will be staging<br />

ahead of the oversized transports to minimize<br />

traffic delays as the trucks move<br />

through the designated routes.<br />

Adams said the following Groveport<br />

area roads will be affected by these oversized<br />

transports: Alum Creek Drive (south<br />

“When the city of Groveport and the<br />

Groveport Police Department are made<br />

aware of these transports through ODOT<br />

media releases, I will make sure to keep<br />

the community informed of this information<br />

in the coming months,” said Adams.<br />

Adams said the humongous equipment<br />

cannot be transported on Interstate freeways<br />

because it will not fit under overpasses,<br />

so local roads must be used.<br />

ODOT officials stated they analyzed<br />

and planned the route to make sure these<br />

super loads can be accommodated. Since<br />

each load will be escorted by several Ohio<br />

State Highway Patrol troopers, emergency<br />

traffic will get around the rolling road<br />

block with minimal delay. Working with<br />

partners like local governments and utility<br />

companies, obstructions along the route<br />

such as large overhead signs, traffic signals,<br />

and utility lines have been adjusted<br />

and moved.<br />

“For months, we have been working in<br />

rain or shine.<br />

<strong>Canal</strong> <strong>Winchester</strong> Human Services, in<br />

cooperation with the City of <strong>Canal</strong><br />

<strong>Winchester</strong>, will host the free familyfriendly<br />

event.<br />

Wagnalls Scholarships<br />

There have been changes by The<br />

Wagnalls Memorial Foundation regarding<br />

its scholarships for graduating high school<br />

seniors. The scholarships are offered from<br />

the endowment left by Mabel Wagnalls<br />

Jones and the changes will increase the<br />

value of the scholarship awards. Students<br />

must be residents of Bloom Township.<br />

American Legion Post 677 in Lithopolis<br />

has also revised their agreement with The<br />

Wagnalls Foundation for administering<br />

scholarships. Starting this year, there will<br />

be three, $3,000 scholarships awarded, one<br />

for a Bloom-Carroll graduate, one for a<br />

<strong>Canal</strong> <strong>Winchester</strong> graduate, and one for<br />

graduate who has a relationship with a<br />

coordination with the Ohio State Highway<br />

Patrol and local stakeholders along the<br />

route to ensure each move goes as smoothly<br />

as possible with minimal impacts to those<br />

who live and work in the communities<br />

along the route,” said ODOT Director Jack<br />

<strong>March</strong>banks. “We will work to provide as<br />

much notice as possible so that drivers can<br />

plan ahead and use alternate routes.”<br />

The schedule of each of these loads will<br />

be checked against local events, like festivals<br />

and fairs, to further minimize impacts.<br />

“Moving loads like these is not new for<br />

ODOT and our various partners. However,<br />

what makes this situation unique is the<br />

number of these types of loads arriving in<br />

short succession,” said Mike Moreland,<br />

administrator of ODOT’s Office of Special<br />

Hauling Permits.<br />

Notifications will be made in advance of<br />

each load leaving the dock on the Ohio<br />

River near Manchester. Updates will be<br />

provided as each load moves toward central<br />

Ohio.<br />

Exercise can be beneficial in the treatment<br />

of arthritis, say many doctors.<br />

Physical activity can reduce stiffness<br />

and increase muscle strength and flexibility.<br />

as improving cardiac fitness and physical<br />

endurance. Three types of exercise are<br />

most appropriate for those who have<br />

•Strength training: Strong muscles help<br />

support and protect joints affected by<br />

arthritis. Lifting weights can provide this.<br />

•Range of motion exercises: Dancing,<br />

tai chi, Pilates, swimming, and other activities<br />

that push the body to stretch and<br />

move help maintain normal joint motion<br />

and relieve stiffness.<br />

•Aerobic activities: Activities such as<br />

brisk walking, bicycle riding, skating and<br />

more are good for the heart. They also moderate<br />

weight, which in turn puts less strain<br />

on joints, particularly the knees. Some<br />

studies show that aerobic exercise can<br />

reduce inflammation in some joints.<br />

Before beginning an exercise program,<br />

discuss with your doctor what activities<br />

might be right for you.<br />

Fun ways to stay active<br />

Physical activity is an important component<br />

of overall health. Health experts<br />

advise that exercise can increase lean body<br />

mass, prevent conditions like diabetes and<br />

cardiovascular disease, improve balance,<br />

and positively affect mental health/cognition.<br />

Exercise also can foster socialization<br />

with others, helping people overcome boredom<br />

and isolation.<br />

As individuals get older, they may not<br />

be able to participate in all of the activities<br />

they enjoyed as youths, but that doesn’t<br />

mean older adults must resign themselves<br />

to sedentary lifestyles. Explore these methods<br />

for staying active.<br />

Community senior center hikes, walking<br />

tours, dances, and other activities all<br />

serve as entertaining ways to get out and<br />

about while meeting some fitness goals.<br />

Raking leaves, mowing the lawn, digging<br />

in flower beds, trimming bushes, and<br />

other outdoor tasks could help a person<br />

meet this quota in a way that doesn’t seem<br />

like exercise at all.<br />

Find hobbies that incorporate physical<br />

activity. Perhaps learning to salsa dance or<br />

taking Zumba will be fun? Pickleball has<br />

caught on across the nation. The sport is a<br />

mix of tennis, racquetball and badminton<br />

that caters to all ages. Joining a bowling<br />

team is another way to get active and meet<br />

‘National Nutritional Month’<br />

Through Support Services & Events<br />

<strong>March</strong> is National Nutritional Month, a month dedicated to teaching individuals<br />

how to make informed and healthy choices. This month-long campaign<br />

strives to start healthy habits and make nutritious choices that last<br />

all year long.<br />

While healthy habits are important for everyone, they’re especially<br />

important for seniors. Small actions in your everyday life can go a long<br />

way to support healthy aging, and can benefit your physical, emotional,<br />

and mental well-being.<br />

It’s never too late to adapt healthy habits into your lifestyle. For many<br />

older adults, good health ensures independence, security and productivity<br />

as they age. There are many risk factors that can come from an unhealthy<br />

lifestyle, including the increased risk of chronic conditions, fall risks and<br />

behavioral health issues.<br />

Some simple ways for seniors to live a healthy lifestyle include supporting<br />

their physical health by staying active, eating healthy and getting plenty of<br />

sleep. Taking care of your mental health is another important aspect in<br />

maintaining a healthy lifestyle, which can be done by interacting with<br />

friends and family, practicing gratitude and by participating in activities<br />

you enjoy.<br />

It’s important to remember that these habits should be incorporated all<br />

year round, not just during the month of <strong>March</strong>. The Franklin County<br />

Office on Aging (FCOA) offers numerous services and programs that<br />

promote and support healthy aging among its senior residents such as<br />

providing access to nutritious meals. FCOA offers free home-delivered<br />

meals to any Franklin County resident aged 60 and older. These meals not<br />

only help seniors maintain their independence but also support a healthy<br />

and nutritious lifestyle. Many risks associated with aging can be<br />

conquered through clean and healthy eating.<br />

FCOA also supports a healthy lifestyle among its older adults by encouraging<br />

them to participate in regular physical activity, which can help<br />

improve and maintain a senior’s fitness, strength and balance. FCOA<br />

hosts several physical fitness events throughout the year – providing<br />

seniors a chance to learn from local wellness experts on how to incorporate<br />

healthy fitness habits into their daily routine. One of FCOA’s<br />

fitness-inspired events, Spring Forward, is taking place on Thursday, May<br />

2 at the Whitehall Community Park YMCA from 10 a.m. to 1 p.m. This<br />

free event will offer various community resources, educational sessions,<br />

fitness activities and a produce giveaway for seniors in the Whitehall area.<br />

While National Nutritional Month serves as a reminder to cultivate<br />

healthy habits, the importance of sustaining healthy living goes far<br />

beyond the month of <strong>March</strong>. FCOA's commitment to supporting seniors<br />

underscores the value of prioritizing health and vitality in the aging community<br />

– creating a lasting impact on their overall quality of life.<br />

Constituents’<br />

Achievements<br />

One of the best benefits of my office is that I learn<br />

about the achievements of individuals who live<br />

or go to school in our district. I will highlight four<br />

students who have made noteworthy accomplishments<br />

during the last few months.<br />

Connor Chaffin, a junior at Grove City High<br />

School, has become the best high school bassoon<br />

player in Ohio. He has played in the Ohio<br />

Music Educators Association All-State Orchestra<br />

for three years and won concerto competitions<br />

held by the Columbus Symphony Orchestra, the<br />

Dayton Philharmonic, and the New Albany Symphony<br />

Orchestra. He also has been featured on<br />

the National Public Radio program “From the<br />

Top”. In addition, Connor is a straight-A student,<br />

is one of the field commanders for the awardwinning<br />

Grove City HS <strong>March</strong>ing Band, and has<br />

combined with his brother Camden to capture a<br />

Grove City team pickleball championship. He aspires<br />

to attend the Juilliard School of Music in<br />

New York City.<br />

Nate Palaia, a senior at Grove City High School,<br />

has been named one of Ohio’s five finalists for a<br />

career education Presidential Scholar designation.<br />

He also is a straight-A student and currently<br />

is enrolled in the engineering and robotics lab at<br />

the <strong>South</strong>-Western Career Academy, is president<br />

of the student council there, and played varsity<br />

football team for Grove City HS last fall.<br />

Zach Swierz, a Bishop Ready High School graduate<br />

and current freshman at the United States<br />

Military Academy (West Point), finished the first<br />

semester ranked in the top one-third of his class<br />

there. He also represents West Point on its college<br />

Model United Nations and club fencing<br />

teams.<br />

Richmond Honkpo, a freshman at Otterbein University<br />

and recent graduate of Franklin Heights<br />

High School, qualified for the NCAA Division III<br />

National Indoor Track Championships in the long<br />

jump. He has posted one of the top 20 leaps<br />

among DIII student athletes during the indoor<br />

season at 23’ 6-3/4” and is traveling to the national<br />

competition in Virginia <strong>March</strong> 7-9. Richmond<br />

formerly earned All-Ohio recognition in<br />

the long jump as a high school senior.<br />

We should be quite proud that our community is<br />

producing young people that are achieving at<br />

extremely high levels.<br />

Aggregation lessens bills<br />

Madison Township residents enrolled in<br />

a voter-approved aggregation program will<br />

see a reduction in their utility bill–an<br />

average of $16 a month–following action<br />

taken by the township trustees at their<br />

Feb. 26 meeting.<br />

The trustees approved new rate resolutions<br />

for electricity and gas starting with<br />

April billing, which is before the current<br />

agreement ends, due to favorable conditions.<br />

“The market right now is in a pretty<br />

good place to extend your agreement,” said<br />

Trebel LLC representative Erin<br />

Schmerschneider.<br />

The township’s current participation<br />

rate, based on eligibility, is 87 percent electric<br />

and 89 percent gas. As in the past, only<br />

those serviced by AEP or Columbia Gas are<br />

eligible for the aggregation program.<br />

Separate opt-out letters for the gas and<br />

electric aggregation program participation<br />

will be sent out on <strong>March</strong> 8 to all eligible<br />

township residents, as required by the<br />

PUCO. All opt-outs received by <strong>March</strong> 29<br />

will be processed before the April billing.<br />

However, residents may join or leave<br />

the program at any time without penalty<br />

from the supplier. Budget billing is also<br />

available.<br />

The rate for gas aggregation with<br />

Archer Energy for April 1, <strong>2024</strong>, through<br />

May 30, 2026, is fixed at $0.5859 per Ccf.<br />

The rate for electric aggregation with<br />

Archer Energy for May 31, <strong>2024</strong>, through<br />

May 31, 2025, is fixed at $0.06649 per<br />

kWh.<br />

“This is about as low as we’ve seen since<br />

COVID times,” said Madison Township<br />

Administrator Susan Brobst.<br />

SWACO to obtain new 65-gallon recycling<br />

toters for residents in Madison Township<br />

at no cost to residents through a grant program.<br />

“The township will obtain the toters,”<br />

said Brobst. “SWACO will help with getting<br />

everything ordered and take care of<br />

helping to distribute them.”<br />

SWACO is also assisting with the costs<br />

of a third-party vendor helping with the<br />

rollout and education of the new program.<br />

Residents who do not want to receive a<br />

new toter can opt out.<br />

However, no recycled items will be<br />

picked up on trash day without the new<br />

recycle toter at the curb.<br />

The existing green recycling bins will be<br />

discontinued.<br />

Residents are asked to provide feedback<br />

and comments no later than <strong>March</strong> 22. The<br />

survey can be found under the Important<br />

Information tab at www.madisontownship.org.<br />

“SWACO is asking for a decision by the<br />

<strong>March</strong> meeting,” said Brobst, who said<br />

over 400 green recycle bins are currently in<br />

use by residents. “They have to have a minimum<br />

order to make this work.”<br />

•Public Works Superintendent Dave<br />

Watkins said the township’s application for<br />

street improvements through the Ohio<br />

Public Works Commission received funding.<br />

The County Engineer’s Office will assist<br />

in the bid process for improving the following<br />

streets: Glenfield, Bonita Place, Bixby<br />

Road just west of Ebright, and intersection<br />

improvements at Harbor and Tremaine<br />

near Asbury Elementary School.<br />

The board also approved a resolution to<br />

participate in the county engineer’s <strong>2024</strong><br />

resurfacing program.<br />

Specific streets will be determined in<br />

the next two months.<br />

CW Council wants your opinions<br />

<strong>Canal</strong> <strong>Winchester</strong> City Council hopes<br />

efforts to pave the way for better communications<br />

with citizens will direct the best<br />

ways to share news and information with<br />

the community.<br />

Council’s communication committee is<br />

creating and distributing a survey seeking<br />

input on improving communications.<br />

“What do we want to accomplish? What<br />

do we want to learn,” said Councilman Will<br />

Bennett, “to ensure we provide residents<br />

with the information they find valuable<br />

and not create an additional burden on city<br />

staff. Identify the level of methods that currently<br />

exist and also identify what channels<br />

of communications will reach the most<br />

significant amount of residents as well as<br />

the topics residents want to know the most<br />

about.”<br />

Proposed survey questions are: Do you<br />

follow what is happening in <strong>Canal</strong><br />

<strong>Winchester</strong>? What sources do you use?<br />

What department do you seek information<br />

from? And Do you feel the city currently<br />

does a good job of communicating with residents?<br />

Three open-ended survey questions<br />

under consideration are: What are we<br />

doing right? What can we do to better communications<br />

and what other ways the city<br />

can improve communications.<br />

Township Police report<br />

According to the Madison Township<br />

Police, during February officers responded<br />

to 226 dispatched calls and logged 153,518<br />

patrol miles. MTPD officers impounded 20<br />

vehicles and used 1,583 gallons of fuel. In<br />

addition, six OVI arrests were made, two in<br />

Blacklick Estates, two in <strong>Canal</strong> <strong>Winchester</strong><br />

city limits, one near the Marwick Addition,<br />

and one outside Madison Township limits.<br />

To date, in <strong>2024</strong>, Madison Township officers<br />

have arrested ten impaired drivers.<br />

Hamilton Township<br />

sidewalk program<br />

The Hamilton Township trustees<br />

received three bids for the Hamilton<br />

Meadows sidewalk replacement program<br />

Phase Eight. Bids were received from Royal<br />

Concrete for $36,905, Capital City Concrete<br />

for $28,192, and Randy Linton for $24,163.<br />

After discussion, the trustees approved the<br />

bid from Randy Linton for Phase Eight of<br />

the sidewalk replacement program for a<br />

cost of $24,163.<br />

The trustees also accepted the agreement<br />

with the Franklin County Engineer<br />

to inspect the <strong>2024</strong> sidewalk replacement<br />

project.<br />

At their Jan. 10 meeting, the Hamilton<br />

Township trustees declared their intent to<br />

repair sidewalks along the following township<br />

roads: Astoria Avenue, Alburn Drive,<br />

Grenada Road, Kingland Drive, Kinsman<br />

Place, and Rathmell Road, and to assess<br />

name or remain anonymous.<br />

As to the method of survey delivery,<br />

council discussed various avenues including<br />

online, social media, door drops, mailings,<br />

cold calls, utility bills, and voice<br />

method systems.<br />

“It’s a huge opportunity to learn what<br />

people desire to learn more about,” said<br />

Bennett. “To really guide the type of communications<br />

were creating. We’re going to<br />

regroup (the communications committee)<br />

on the 14th and finalize the survey and our<br />

approach on the delivery methods.”<br />

Library update<br />

After more than three hours of testimony<br />

and deliberations on Feb. 20, the fate of<br />

three appeals filed against planning and<br />

zoning recommendations for a new<br />

Columbus Metropolitan Library crossed<br />

another milestone.<br />

The library is asking to move ahead<br />

with their plans to build a 30,000 squarefoot<br />

building on Groveport Road. They are<br />

asking for a conditional use permit, site<br />

development plan and setback variances,<br />

including slicing a west setback from 150<br />

feet to 73.3 feet.<br />

At the end of the <strong>March</strong> 4 regular meeting,<br />

council adopted the Findings and Facts<br />

of the Feb. 20 public hearing as prepared<br />

by the city’s law director Thaddeus Boggs.<br />

“This is just to accept what accurately<br />

reflects what went down (during the hearing),”<br />

Boggs said. “The timing for any fur-<br />

the cost of the repair of those sidewalks to<br />

the abutting property owners.<br />

The trustees held a public hearing on<br />

the issue on Feb. 28 at the Township Hall,<br />

6400 Lockbourne Road.<br />

in instrumental music and dance coming<br />

in the new year.<br />

The group is also in conversations with<br />

the <strong>Canal</strong> <strong>Winchester</strong> Joint Recreation<br />

District and Wagnalls Memorial to find<br />

ways to collaborate in the future.<br />
