mainly due to the long border between the countries, it is important that the legal route<br />
become affordable and convenient. It is proposed that the cost of USD700 be lowered to<br />
USD300 and the process be hastened by both governments. Of the USD700, USD480 is<br />
������ ��� �������������� ������ ������� ������� ��������� ���� ������� ����������� ������� ���<br />
reduced from USD150 to USD50 and USD220 to USD40, respectively (Table 4.2). This<br />
would reduce the costs in <strong>Cambodia</strong> from USD480 to USD200. The income of recruitment<br />
agencies of USD70 would be retained. The grey area is other expenses, which are unknown.<br />
The amount of USD220 is the result of subtracting the known expenses from USD700.<br />
It includes fees to brokers at various levels. Also, part of it could go to the recruitment<br />
agencies and part to other government agencies. It is understandable that it is not<br />
realistic to eliminate this cost, but it should be reduced to USD40 in total to cut down the<br />
cost of the legal route and convince many workers to embark on it.
