Spring 2012 In-Service <strong>Course</strong> Catalog<br />
This course is the first in a series of truck safety related courses designed to address weight,<br />
dimension, safety, and equipment issues and enforcement on second division vehicles<br />
operating in Illinois. This course will primarily focus on overweight and over dimension<br />
commercial vehicles that are responsible for a disproportionate amount of damage to Illinois<br />
roads. It is important for local jurisdictions to take effective action to eliminate overweight,<br />
over dimension, and unsafe trucks from public highways. This one week program is<br />
designed to provide traffic and truck enforcement officers with the skills and knowledge<br />
needed to enforce Illinois truck related laws and regulations in their jurisdictions.<br />
Topics to be discussed include:<br />
- Truck and tractor trailer nomenclature<br />
- Recognition of overweight, over dimension vehicles on<br />
- designated and non designated roads<br />
- Proper methods for weighing second division vehicles<br />
- Legal issues and recent changes in law<br />
- Illinois Second Division Registration Law<br />
- Illinois Department of Transportation policy on permit moves<br />
- The Commercial Drivers License program<br />
- In class and in field practical exercises<br />
PLEASE NOTE: Students attending this program should also attend the companion Portable<br />
Scale Certification <strong>Course</strong> (TRA019R) if they will be issuing citations based on the use of<br />
any type of portable scale regardless of scale ownership. This companion course is not<br />
required for weight enforcement utilizing stationary, in ground scales.<br />
This program has been certified by the Illinois Law Enforcement <strong>Training</strong> Standards Board.<br />
It is approved for certificate only.<br />
This course will be taught by: Chief James Linane, Elburn Police Department (Retired); and<br />
Officer Ronald Brandenburg, Elburn Police Department.<br />
Primarily designed as a follow up to our 40 Hour Basic Truck Weight Enforcement (Truck I)<br />
course, this program addresses safety related issues and enforcement on Second Division<br />
vehicles operating within Illinois. Commercial vehicles are involved in a disproportionate<br />
amount of serious and fatal accidents each year on Illinois highways. Proper recognition of<br />
commercial vehicle deficiencies as part of a truck enforcement, traffic accident investigator,<br />
or traffic officer's normal duties will help reduce the frequency and severity of potential<br />
accidents on the highways.<br />
Students will be certified as local law enforcement officers enforcing commercial vehicle<br />
safety regulations within the scope of the Illinois Vehicle Code and not as Federal or State<br />
MCS inspectors.<br />
Topics to be discussed include:<br />
- Truck and Semi Tractor Trailer nomenclature<br />
- Illinois safety tests<br />
- Brake systems<br />
- Wheels, rims, and tires<br />
- Steering, suspension, and frames<br />
- Coupling devices<br />
- Load Securement<br />
- Jack knifing and off tracking<br />
- Illinois traffic law relative to moving and equipment violations<br />
- Commercial vehicle inspection and authority<br />
- Comparison of Federal BMCS regulations and IVC regulations<br />
Students are required to have previously completed NEMRT's certified 40 Hour Truck<br />
Weight Enforcement (Truck I) course to enroll in this program.<br />
This course has been certified by the Illinois Law Enforcement <strong>Training</strong> Standards Board. It<br />
is not approved for reimbursement.<br />
