Spring 2012 In-Service Course Catalog
This course is the first in a series of truck safety related courses designed to address weight,
dimension, safety, and equipment issues and enforcement on second division vehicles
operating in Illinois. This course will primarily focus on overweight and over dimension
commercial vehicles that are responsible for a disproportionate amount of damage to Illinois
roads. It is important for local jurisdictions to take effective action to eliminate overweight,
over dimension, and unsafe trucks from public highways. This one week program is
designed to provide traffic and truck enforcement officers with the skills and knowledge
needed to enforce Illinois truck related laws and regulations in their jurisdictions.
Topics to be discussed include:
- Truck and tractor trailer nomenclature
- Recognition of overweight, over dimension vehicles on
- designated and non designated roads
- Proper methods for weighing second division vehicles
- Legal issues and recent changes in law
- Illinois Second Division Registration Law
- Illinois Department of Transportation policy on permit moves
- The Commercial Drivers License program
- In class and in field practical exercises
PLEASE NOTE: Students attending this program should also attend the companion Portable
Scale Certification Course (TRA019R) if they will be issuing citations based on the use of
any type of portable scale regardless of scale ownership. This companion course is not
required for weight enforcement utilizing stationary, in ground scales.
This program has been certified by the Illinois Law Enforcement Training Standards Board.
It is approved for certificate only.
This course will be taught by: Chief James Linane, Elburn Police Department (Retired); and
Officer Ronald Brandenburg, Elburn Police Department.
Primarily designed as a follow up to our 40 Hour Basic Truck Weight Enforcement (Truck I)
course, this program addresses safety related issues and enforcement on Second Division
vehicles operating within Illinois. Commercial vehicles are involved in a disproportionate
amount of serious and fatal accidents each year on Illinois highways. Proper recognition of
commercial vehicle deficiencies as part of a truck enforcement, traffic accident investigator,
or traffic officer's normal duties will help reduce the frequency and severity of potential
accidents on the highways.
Students will be certified as local law enforcement officers enforcing commercial vehicle
safety regulations within the scope of the Illinois Vehicle Code and not as Federal or State
MCS inspectors.
Topics to be discussed include:
- Truck and Semi Tractor Trailer nomenclature
- Illinois safety tests
- Brake systems
- Wheels, rims, and tires
- Steering, suspension, and frames
- Coupling devices
- Load Securement
- Jack knifing and off tracking
- Illinois traffic law relative to moving and equipment violations
- Commercial vehicle inspection and authority
- Comparison of Federal BMCS regulations and IVC regulations
Students are required to have previously completed NEMRT's certified 40 Hour Truck
Weight Enforcement (Truck I) course to enroll in this program.
This course has been certified by the Illinois Law Enforcement Training Standards Board. It
is not approved for reimbursement.
This course will be taught by: Chief James Linane, Elburn Police Department (Retired);
Officer Ronald Brandenburg, Elburn Police Department; and Mr. Art Sanchez.
