ERP-Umwelt- und Energieeffizienzprogramm /<br />

ERP environment <strong>and</strong> energy efficiency programme<br />

Two programme variants have been available since<br />

1 January 2012: Programme variant A: KfW environmental<br />

programme, Programme variant B: KfW energy<br />

efficiency programme<br />

Aim<br />

Programme variant A<br />

To support general environmental protection measures by<br />

enterprises in the commercial sector in Germany with a private<br />

majority shareholding<br />

Programme variant B<br />

To finance energy efficiency measures by enterprises in the<br />

commercial sector in Germany (maximum consolidated<br />

turnover of EUR 2bn)<br />

Who?<br />

German <strong>and</strong> <strong>for</strong>eign companies in the commercial industries.<br />

Freelance professionals, such as physicians as well as tax advisors<br />

Companies per<strong>for</strong>ming (energy-related) services <strong>for</strong> third<br />

parties within the scope of a contracting agreement<br />

Programme variant A<br />

Co-operation <strong>and</strong> operator models <strong>for</strong> government <strong>and</strong> public<br />

administration tasks (public-private-partnership models)<br />

What?<br />

Programme variant A<br />

All investment projects in German contributing towards a<br />

major improvement of the environmental situation. This<br />

includes measures in the fields of resource efficiency/material<br />

savings, avoidance/reduction of air pollution <strong>and</strong> noise,<br />

waste avoidance, treatment <strong>and</strong> recycling, waste water<br />

treatment <strong>and</strong> reduction, soil <strong>and</strong> groundwater protection<br />

as well as rehabilitation of historical pollution <strong>and</strong> contaminated<br />

sites.<br />

Typical maximum sum of EUR 10m per project<br />

Programme variant B<br />

All investment measures in Germany that generate substantial<br />

energy saving effects in the fields of technical systems<br />

(heating, cooling, lighting ventilation/air conditioning,<br />

hot-water generation), efficient energy generation, building<br />

envelope, machinery, process cold <strong>and</strong> heat, heat recovery,<br />

control <strong>and</strong> instrumentation systems, in<strong>for</strong>mation <strong>and</strong> communication<br />

technology.<br />

The <strong>Subsidy</strong> Programmes Investment <strong>and</strong> Working Capital<br />

Rehabilitation of existing <strong>and</strong> construction of new buildings<br />

Costs <strong>for</strong> accompanying the planning <strong>and</strong> implementation<br />

of energy saving investment<br />

Replacement investment must yield energy savings of at<br />

least 20%, new investment of at least 15%.<br />

Typical maximum sum of EUR 25m per project <strong>for</strong> energy<br />

efficiency measures.<br />

Up to 100% of the investment costs eligible <strong>for</strong> support can<br />

be financed.<br />

The interest rate is determined by the applicant’s bank in a<br />

risk-related manner on the basis of the debtor’s economic<br />

situation (credit-worthiness) <strong>and</strong> the value of the collateral<br />

provided <strong>for</strong> the loan.<br />

The loans must be secured with customary collateral.<br />

Support is subject to subsidy regulations which must be adhered<br />

to by KfW <strong>and</strong> the applicant.<br />

Programme variant A<br />

Particularly low interest rates are available <strong>for</strong> small enterprises.<br />

Programme variant B<br />

Particularly low interest rates are available <strong>for</strong> small <strong>and</strong><br />

medium-sized enterprises (SMEs).<br />

How?<br />

Applications must be submitted prior to commencing the<br />

project.<br />

A loan under the KfW environment <strong>and</strong>/or KfW energy efficiency<br />

programme can be generally combined with other<br />

support instruments (loans or grants/allowances) up to the<br />

maximum sums of the relevant EU support limits on condition<br />

that the total sum consisting of loans, allowances or<br />

grants does not exceed the total expenditure sum.<br />

This programme is subject to de-minimis rules (refer to page 136).<br />
