1.9 This report builds upon the findings of an earlier phase 1 project report entitled<br />

‘Integrating the supply chain’ published in 2003 which focused on developing the first tier<br />

in the supply chain. It was from this starting point that the project team worked to develop<br />

the supply chain at second and third tier levels. Fundamental to the success of any<br />

project or framework was the team’s belief that the contractor is only as good as its<br />

supply chain. The construction supply tiers are illustrated in Figure 1.<br />

1.10 The project built on the lessons from the first phase. Due to <strong>Interserve</strong>’s success in<br />

winning framework contracts the number of project partners expanded steadily through<br />

the life of the project. By the end of the project <strong>Interserve</strong>’s supply chain project partners<br />
